People are brought into our lives for specific reasons during specific seasons. It could be someone close to you who’s getting on your last nerve; a bill collector; a boss who’s not treating you fairly; or someone you love dearly — I don’t know. But just remember that we can’t change or control the actions of others and how they respond to us; but we can change how we choose to respond to them. Sometimes our approach has to be altered a bit to keep peace flowing; and to get what we want out of a given situation. The right word spoken in the right tone can be a deal maker; just like the wrong word can be a deal breaker.” -- AUBREY

BE CAREFUL WHO YOU ALLOW TO COME ALONG FOR THE RIDE

As you grow in popularity and wealth, just be really careful who you allow to enter into your inner-circle. Be wise and use Godly discernment in your personal and professional dealings.

NOBODY CAN DO YOU BETTER THAN YOU!

TALKING ALONE WON’T BRING OUR DREAMS TO PASS!

“In all labour there is profit; but the talk of the lips tendeth only to penury.” — PROVERBS 14:23 “The American College Dictionary defines penury as: 1. Extreme Poverty; Destitution. 2. Dearth or insufficiency. Sure, we must speak and talk about what we’re going to do in life; that’s an important part of the process.

But at some point actions must follow our words; or we’re going to find ourselves in a state of extreme poverty and destitution. We must speak it; but we must also be an active participant in the process of bringing what we’re speaking into existence to pass.” -- AUBREY

GOD’S THOUGHTS ARE HIGHER THAN OUR THOUGHTS

“For my thoughts are not your thoughts, neither are your ways my ways, saith the LORD.” — ISAIAH: 55:8 - “Don’t sweat the small stuff. Even if you can’t see the way, you must keep going. God already knows what He’s going to do about what concerns you today. So don’t sweat the stuff that you have no control over anyway.” -- AUBREY

WE CAN MOVE MOUNTAINS WITH OUR WORDS!

“If ye have faith as a grain of a mustard seed...nothing shall be impossible unto you!” — MATTHEW 17:20 - “Always believe! Keep believing! Never stop believing! How long? Keep on believing for as long as it takes for you to lay hold of that which has been promised to you. The enemy can smell unbelief from a mile away. And unbelief opens the door for fear to creep into our lives. Jesus said, “Because of your unbelief: for verily I say unto you, if ye have faith as a grain of mustard seed, ye shall say unto this mountain, Remove hence to

yonder place; and it shall remove; and nothing shall be impossible unto you.” I found that in the 17th Chapter and 20th verse of the book of Matthew.” -- AUBREY

GOD KNOWS THE WAY!

“I am the Lord thy God which teacheth thee how to profit, which leadeth the by the way that thou shouldest go.” — ISAIAH 48:17 - “God knows exactly what we need and how He’s going to get it to us; and how to lead us to it too. Keep trusting, praying believing, and praising God for getting you the provision needed to accomplish the vision you’ve been given. For, whenever God has given us a vision, He’s obligated to provide us with provision we need to accomplish the vision we’ve been given.” -- AUBREY

PRAISE GOD IN ADVANCE FOR YOUR VICTORY!

He can use anyone he chooses; so why not you? You’re chosen, anointed, appointed and well-able to accomplish every God-given and inspired goal that’s been planted in your spirit. Praise God for his goodness, faithfulness and perfect love today.

So we can’t leave our Father out of any part of the decision making process. I’ve made this mistake many times in my life; and it’s a costly mistake to make. NEW YORK The New York City-based Robin Hood Foundation has announced the appointment of DEBORAH WINSHEL to the newly-created post of president, effective immediately, and of PATTY SMITH as managing director for marketing and communications. Winshel will retain the position of chief operating officer that she has served since joining the foundation in February 2011. Previously, Winshel was responsible for the financial stewardship, strategic planning, and overall operating activities of the Metropolitan Museum of Art, and earlier was an investment banking managing director at JPMorgan. Smith was most recently director of global corporate communications for Amazon.com; during her tenure there, she developed and implemented the company’s communication strategy for global philanthropic and green initiatives.

CHICAGO The Chicago-based John D. and Catherine T. MacArthur Foundation has announced the appointment of JOI ITO to its board. D.C.-based AIDS UNITED has announced the departure of its president and CEO, MARK ISHAUG, effective February 29. Ishaug is leaving the organization, which was created in January of 2011 from the merger of the National AIDS Fund and AIDS Action, to serve as CEO of Thresholds, a Chicago-based nonprofit focused on serving persons with mental illness. VICTOR BARNES, a senior vice president at the organization, will serve as interim president and CEO while the board searches for a successor.

ALEXANDRIA Volunteers of America in Alexandria, Virginia, has announced the appointment of JONATHAN SHERIN as executive vice president for veteran’s affairs and chief medical officer, a new position. Sherin, most recently chief of mental health for SHERIN the Miami Veterans’ Administration Healthcare System, is a leading expert on the treatment of veterans suffering from mental health problems. Sherin also serves as a professor and vice chairman for the department of psychiatry and behavioral sciences at the University of Miami.

NEW YORK The New York City-based International Women’s Health Coalition has named FRANÇOISE GIRARD, a longtime women’s champion in the fields of global health and human rights, as its president. Girard, who currently chairs the advisory committee of the health and human rights GIRARD division of Human Rights Watch, recently concluded a six-year tenure as director of the Open Society Foundations’ public health program and served that organization earlier as regional director for Southern Central and Eastern Europe and Haiti. Before that, she was senior program officer for international policy at the International Women’s Health Coalition. Among her accomplishments, she has played

a key advocacy role at UN agencies and UN conferences, including ICPD+5, Beijing+5, the Special Session on HIV/AIDS and on Children, ICPD+10, and the 2005 World Summit on the MDGs. She will succeed longtime president ADRIENNE GERMAIN, who is retiring.

Zarrow, a son of Russian immigrants who helped his family build an international oil business, founded, with his wife, the Maxine and Jack Zarrow Family Foundation, which provides funding primarily to Tulsa-area charities, especially those supporting the arts, children, mental health and Jewish concerns. He also was active on the boards of a variety of Tulsa-area nonprofit, health, and cultural organizations, including the Gilcrease Museum, which he served as president for a time.

WASHINGTON Andrew Weissmann Appointed as FBI’s General Counsel

FBI Director Robert S. Mueller has named ANDREW WEISSMANN as the general

counsel. He joined the FBI after five-and-a-half years as a partner at Jenner & Block LLP in New York City. Weissmann is returning to the FBI, having previously served as special counsel to the Director in 2005.

Weissmann was a federal prosecutor for 15 years in the Eastern District of New York, where he served as the deputy chief and then chief of the criminal division. He prosecuted numerous members of the Colombo, Gambino, and Genovese families, including the bosses of the Colombo and Genovese families. He also prosecuted or oversaw white-collar crime and terrorism cases. He later served as the director of the Enron Task Force in Washington, D.C., where he supervised the prosecution of more than 30 individuals in connection with the company’s collapse.

Weissmann has extensive experience in private practice. He has represented both U.S. and foreign corporations and executives in connection with criminal and civil investigations and lawsuits. Weissmann won the largest Financial Industry Regulatory Authority arbitration award in history.

He also has taught criminal law and procedure at two law schools.

Weissmann has a Juris Doctor degree from Columbia Law School and was on the managing board of the Columbia Law Review. He has a Bachelor of Arts degree from Princeton University and attended the University of Geneva for one year on a Fulbright Fellowship.

TED HOUGHTON was appointed chair of the Texas Transportation Commission

by Gov. Rick Perry in the 4th Quarter of last year. Houghton succeeds Deirdre Delisi, who resigned last year. Delisi had served as chair since 2008.

Houghton was first apHOUGHTON pointed to the Commission in 2003 and was reappointed in 2009. A native of El Paso, Houghton is selfemployed in the financial services industry.

He is the first resident of El Paso to serve.

Gov. Rick Perry has appointed three members to the Texas Medical Board District Four Review Committee for terms to expire Jan. 15, 2018. Committee members evaluate medical practice and professional competency, and make recommendations on investigations conducted by the board.

RUTHIE BURRUS of Beaumont is a certified public accountant and former director of development and finance for All Saints Episcopal School. She is a past member of the executive board of the Tyrrell Historical Library Association and the Lamar University Foundation, and past president of the Junior League of Beaumont and Kelly High School Board of Trustees. She is also past fundraising chair for Court Appointed Special Advocates of Southeast Texas and the American Heart Association of Beaumont. Burrus attended the University of Virginia and received a bachelor’s degree from Southern Methodist University.

JOHN GUERRA of Mission is a board certified obstetrician and gynecologist in private practice. He is a member of the American Osteopathic Association, Texas Osteopathic Medical Association, and American College of Osteopathic Obstetricians and Gynecologists. He is also a volunteer medical youth educator for St. Paul’s Catholic Church.

he Hitachi Foundation’s Yoshiyama Young Entrepreneurs Program seeks to identify and support inspiring young entrepreneurs whose work helps alleviate domestic poverty. The competitive program is open to young entrepreneurs who are operating viable businesses in the United States with the dual purpose of making a difference and making a living.

Applicants must be at least 18 years old and have been no older than 29 when their business began generating revenue.

The business itself must be one to five years old and must have been generating revenue for at least the past twelve months.

Applicants must have established their business with the expressed dual purpose of operating a successful business and creating opportunities for low-wealth individuals in the U.S. to enhance their economic security. The business may be structured as a for-profit or nonprofit. If the business is a nonprofit, it must depend primarily on an earned-income revenue model and not depend solely on donations and grants.

Strategies that help enhance economic security might include but are not limited to management practices, including ownership structure, workforce advancement practices, supplychain protocols, and location decisions; developing a product or service that can alter individual and community circumstances such as improving access to education and training protocols; creating greater access to healthy lifestyle and healthcare products and services; and improving access to asset accumulation such as housing, transportation, and marketable credentials for low-wealth individuals.

Up to five winners will be selected. In addition to a $40,000 grant over two years, the program provides awardees with resources to help take their work and communities to the next level, including leadership development training, business mentoring, technical assistance, and access to a network of peers and advisers.

he AARP Foundation has announced a call for entries for its sixth annual Women’s Scholarship Program. The program provides funds to low-income women age 50 and older who are seeking new job skills, training, and educational opportunities to support themselves and their families.

To be eligible fo a scholarship, applicants must be a U.S. citizen, be able to demonstrate financial need, and be enrolled in an accredited school or technical training program within six months of the scholarship award date. The program will give

priority to women raising the family members of others, to women that have been out of the workforce for more than a year, and to older women veterans.

Scholarship winners are chosen on the basis of financial need, personal circumstances and achievements, educational goals, and the likely impact of the scholarship on their lives.

Scholarship awards range from $500 to $5,000, depending on financial need and the cost of the education or training program. The number of scholarships awarded varies from year to year, depending on the availability of funds and the number of applicants. In 2011, the program awarded over three hundred and fifty scholarships.

Funds may be used for partial or full tuition, fees, and books, and may be used for part-time as well as full-time study.

Funds will be distributed directly to the institution.

Joel, the son of John Osteen, a highly respected minister of the Gospel and the founder of Lakewood Church, attended Oral Roberts University in Tulsa, Oklahoma where he studied radio and television communications. By 1990, his church had moved twice, first from Montgomery to the nearby community of Smithers, and from there to his hometown of South Charleston. In 1993, the church moved yet again within the Charleston area, to Cross Lanes; the building having been formerly a bank. In 1995, when he was 38 years old, Jakes started his television ministry. In 1996, Jakes founded The Potter’s House in Dallas, Texas, with about 50 families that had relocated with him from his former congregation in Cross Lanes. MISSOURI CITY HAS BEEN EXPERIENCING COMMERCIAL GROWTH

From 2005 to 2011 Missouri City’s overall property tax base increased from 15% to 25% thanks to the hard work of Mayor Allen Owen and others.

The development of (2) two business parks – Beltway Crossing (just off S. Gessner) and the Lakeview Business Park (just off Buffalo run at Fondren) are part of the reason for the 25% increase in Missouri City’s tax base according to Mayor Owen.

What’s going on at Beltway Crossing (S. Gessner area) of Missouri City:

1): Ben E Keith – Nov. 2007 bought 82 acres; and started construction on their 450,000+ square foot office/distribution facility on July 14th this past year. They plan to be open by the end of January of 2013. They will employ about 350 initially and will be Missouri City’s largest private employer.

2): Stream Realty (a major developer) initially bought 32 acres and built 2 buildings on it, The first building (Charming Charles) has over 116,000 square of floor space; and the other spans more than 166,000 square foot and is for Professional Packaging. Stream Realty also recently announced they would be starting construction on (2) two more specs totaling over 200,000 square foot of space.

3): Star Precision Fabricating, bought 10 acres on S. Gessner and within a couple of years will construct a 100,000 square foot building; completed construction of a 30,000 square foot facility on that property, for Royalty Metal Finishing — one of their suppliers, who employs about 25 workers.

4): Last December, Mayor Allen Owen announced that CookieBaker LLC bought 22 acres at the corner of S. Gessner & Cravens Rd. and has plans to construct a 267,000 square foot bakery production/warehouse at that location.

The total investment will be over $40M and initially employ 110 and increase to over 300 as production increases.

What’s going on at Lakeview Business Park (Buffalo Run at Fondren) area of Missouri City:

1): Southwest Electronic Energy purchased 5 acres and started construction on their 52,000 square foot office/manufacturing facility for their new headquarters. Southwest Electronic Energy is a company that designs and assembles Lithium-ion batteries. This company is relocating from Stafford and will initially employ about 75 employees.

2): Warren Alloy & Fittings recently purchased a 152,000 square foot building along with 5 acres and will relocate their stainless steel pipe, fittings and flange business from Houston. They’re bringing about 120 new jobs to Missouri City.

Warren Alloy & Fittings’ inventory alone is valued at more than $65 million dollars.

3): Allied Fittings, the sister company of Warren Alloy & Fittings, also purchased 31 acres next door to the location that was purchased by Warren Allow & Fittings and within a couple of years will start construction on a 350,000 square foot office/distribution facility. Allied Fittings is a distributor of carbon steel pipes, fittings and flanges. They will be bringing about 200 jobs to Missouri City when construction is completed. Allied Fittings’ inventory is valued at more than $70 million dollars.

4): Mayor Allen Owen is currently working with a prospect that has 41 acres under contract and has plans to construct a 320,000 square foot office/warehouse facility at that location.

This prospect would employ over 200 workers when their construction is completed. The Inventory of this particular prospect is valued at more than $109 million dollars.

5): The city of Missouri City currently has a new “City Community Center” under construction. This two-story 25,000 square foot facility with a 2nd floor ballroom that will seat over 300 persons is expected to be completed very soon.

6): The city of Missouri City also has a new “Tennis and Recreation Center” under construction at the Old Quail Valley Tennis Center is being designed by community input; and will have 12 tennis courts. This fine facility will also some equipped with a gym, fitness rooms, batting cages, meeting rooms, basketball courts, and much more. The new Missouri City “Tennis and Recreation Center is expected to be completed over the next few months.

OUSTON -- The Houston City Council unanimously reappointed businessman Kase Lawal to the Port Commission of the Port of Houston Authority for a seventh term during the 3rd Quarter of last year. He was initially appointed in June 1999. Commissioners serve two-year terms without pay.

Lawal, who is the chairman of Port Authority’s Small Business Development Task Force, indicated this will be his last term on the commission.

“Representing the city of Houston as a Port of Houston Authority commissioner is a true honor and significant responsibility, particularly given the port’s vital economic role to not only the city, but this nation,” Lawal said. “I appreciate the full confidence of the City Council and will continue to strive to represent the city and the port well.”

City Councilmember James Rodriguez, who nominated Lawal for the reappointment, said Lawal’s continued presence on the Port Commission is positive for the Port Authority as well as the city.

“It was my distinct honor to nominate Dr. Kase Lawal to the Port of Houston Authority,” Rodriguez said. “Dr. Lawal’s knowledge and experience in international affairs make him a major asset to the Port Commission. I am confident that his reappointment will keep our port and regional economy thriving.”

Port Commission Chairman Jim Edmonds lauded the reappointment.

“Commissioner Lawal is a well-known and wellrespected leader in the international business community,” Edmonds said. “His work on the commission, particularly as a supporter of small business development and education, is welcomed.”

Lawal is chairman and chief executive officer of CAMAC International Corporation, a multi-national energy corporation. CAMAC and its affiliates are engaged in oil and gas exploration and production, engineering services and crude oil and natural gas trading for worldwide markets. CAMAC has consistently ranked on the Forbes Magazine list of the 400 largest privately-owned corporations in the United States and on the Black Enterprise Magazine list as the second largest AfricanAmerican owned company in the United States. In 2006, CAMAC was named the Company of the Year by Black Enterprise Magazine. Lawal is also the chairman of Allied Energy Corporation. Lawal is a significant stakeholder in Unity National Bank, the only federally insured and licensed African-American-owned bank in Texas, and also serves as vice chairman of the bank’s board of directors.

Lawal brings an extensive history of civic service to his port position. He serves as a member of the White House Advisory Committee for Trade Policy and Negotiations (ACTPN). He was appointed to the United States Trade Advisory Committee on Africa, reporting to President Bill Clinton, and was the U.S. Trade Representative on trade policy in Africa. He is a former member of the United States Council on the Business Development Committee of the U.S.- South Africa Binational Commission and the Board of Directors of the Corporate Council on Africa in Wash-

ington, D.C. He is also a former member of the Board of Directors of the World Trade Council of the Greater Houston Partnership.

In 2003, Lawal established a $1 million endowment at Texas Southern University to establish the Kase and Eileen Lawal Center for Global Trade at Jesse H. Jones School of Business. In 1992, he established a petroleum engineering endowment at the University of Houston’s Cullen College of Engineering to benefit graduate petroleum engineering students. Lawal serves as the director of the Cullen Engineering Research Foundation and as a trustee for The Kinkaid School, which is a leading college preparatory school. He also co-chairs Unite for Children, United Against AIDS, a $300 million UNICEF campaign, with his wife Eileen Lawal.

Lawal is a graduate of Texas Southern University with a bachelor’s degree in chemistry and later obtained a master’s degree in business administration, finance and marketing from Prairie View A&M University of Texas. He was awarded honorary doctorates from Fort Valley State University and Texas Southern University.

s social media use has become a mainstream activity, and attention to privacy issues has increased, a new study finds that most users of social networking sites choose restricted privacy settings while profile “pruning” and unfriending people is on the rise.

A survey by the Pew Research Center’s Internet Project & American Life provides new data about the privacy settings people choose for their social networking profiles, and the specific steps users take to control the flow of information to different people within their networks.

About two-thirds (63%) of adults say they currently maintain a profile on a social networking site.

Nearly six-in-ten (58%), say their main profile is set to be private so that only friends can see it; another 19% set their profiles to partially private so that friends of friends or networks can view them; 20% say their main profile is completely public.

The number of social network users who prune and manage their accounts has increased: 63% of them have deleted people from their “friends” lists, up from 56% in 2009; 44% have deleted comments made by others on their profile; and 37% have removed their names from photos that were tagged to identify them.

Pastor Davis, was born to Almeda and Andrew Davis and was reared as an only child in the rural city of Champaign, Illinois. At 12 years old, Pastor Davis gave his life to Christ, by the tender age of 14, he knew he was called to the ministry and began handwriting sermons in his bedroom. It was at his home church, The Mount Olive Baptist Church pastored by Rev. Lundy Savage, that Pastor Davis announced his call to preach in 1976. Rev. Savage continued to encourage and nurture Pastor Davis’ gift and allowed him to preach his first sermon February 17, 1977. Pastor Davis knew he needed to cultivate his gift further through formal education and with the support and encouragement of his mother, after high school, he moved to Dallas, Texas to pursue a Bachelors degree in Religion with a minor in Business Administration from Bishop College. During his college years, Pastor Davis was the President of the Minister’s Lyceum and was heavily involved with many churches in the Dallas community.

His gift and calling was continually nurtured and developed under the watch of many of Dallas’ veteran pastors and preachers, including the late Rev. S.M. Wright of The People’s Baptist Church. It was with the support of these pastors, that Rev. Davis learned what it truly meant to shepherd and lead a people. In 1983, Pastor Davis married his high school love, Wanda Bolton-Davis, the two made there home in Dallas. In August 1984, Pastor Davis accepted his first pastoral position at the Mount Rose Baptist Church in Dallas, Texas and just one year later, the Davis’ had their DAVIS first child. Pastor Davis continued his educational pursuit and received his Masters in Theology from Brite School of Divinity at Texas Christian University. The Davis’ then gave birth to their second child and three years later, in 1991, Pastor Davis was called to pastor the St. John Church in Grand Prairie, Texas. Since assuming the pastorate position, St. John has grown exponentially both spiritually and physically. In 1995, one year before the Davis’ third child was born, the St. John Church was able to retire a half million-dollar mortgage note, within 26 months. This allowed the ministry to work towards Vision 2000, a 3.5 million dollar, much-needed expansion project, which was completed debt free in 2000. Shortly after the completion of Vision 2000, Pastor Davis, felt the Lord sending him into uncharted territory, Southlake, Texas. Recognizing the need to develop a church in a growing community where few churches existed, Pastor Davis started the St. John North Family Fellowship Church (now named, St. John Southlake Campus). The church began as a small group of Christians meeting in various home-based settings. The meeting locations soon began meeting in a single office suite and later expanded to multiple office suites. In 2004, St. John Church broke ground on the capital plan to build a full church facility to better serve the Southlake community. While the recession took its toll on charitable giving in Florida, early signs suggest that a general improvement in the fundraising climate in 2010 continued into 2011, a new report from the Tampa-based Florida Philanthropic Network finds.

According to Giving in Florida: The State of Philanthropy in the Sunshine State, 2012 Edition, combined charitable giving by individuals, foundations, and corporations in the state dropped 8.6 percent between 2008 and 2009, following a double-digit decline the previous year. But after being flat in 2010, charitable giving in the state was estimated to have rebounded slightly in 2011.

In 2009, individuals, foundations, and corporations gave $14.2 billion — a significant drop from pre-recession giving levels. Three-quarters of that giving came from individuals, while nearly 10 percent came from foundations and corporate givers. According to the report, Florida foundations in 2010 devoted the largest share of their grant dollars (24.1 percent) to public affairs and social benefit organizations, with the next largest shares going to human services (16.8 percent), health (16.6 percent, and arts and culture (14.2 percent). More than half (56.9 percent) of the grants awarded by foundations in the state went to organizations in other states.

"The recession appears to have had an even greater negative impact on charitable giving in Florida than in the country as a whole," said FPN president and CEO David Biemesderfer. "This is not surprising when you consider that Florida was hit harder by the recession than most others states. But there are early signs that Florida's charitable giving picture is improving."

Atlas of Giving CEO Rob Mitchell said the relatively strong economy in Texas was behind the state's strong showing. "The unemployment rate in Texas is lower than it is in much of the rest of the United States, there is an increasing population in Texas, and you have some major economic development happening," said Mitchell, "especially in the Barnett Shale and the Eagleford Shale down in South Texas..."

Charitable Giving Jumps in Texas, Nationwide

Charitable giving in the United States was up some 7.5 percent in 2011, with Texas boasting some of the strongest growth in giving, the Dallas Business Journal reports.

According to a study conducted by the Atlas of Giving, a Dallas-based forecasting service, Americans gave nearly $346 billion to charity in 2011, including $241.3 billion from individuals, $16.5 billion from corporations, $42.1 billion through foundations, and $22 billion through bequests. The study also found that Texans and Texasbased companies gave a total of $29 billion, more than

With some private foundations still recovering from the Great Recession, many nonprofit organizations in the Pittsburgh region are relying more on individual donations to help make ends meet, the Pittsburgh Tribune-Review reports.

At the end of the nineteenth century, home-grown titans of industry such as Andrew Carnegie and Richard King Mellon endowed the Steel City with a host of schools and cultural institutions. But philanthropy operated differently back then. "In those days, you had to know someone who knew the wealthy person and make your case," said Bayer Center for Nonprofit Management executive director Peggy M. Outon. "That closed out a lot of people. It's a lot more open than it used to be."

Yet, many nonprofits have difficulty attracting foundation support. Kathy Buechel, senior lecturer and director of the Philanthropy Forum at the University of Pittsburgh Graduate School of Public and International Affairs, told the Tribune-Review that the needs of the region have reached the point where foundations don't have the resources to keep up.

Acknowledging that individual donors are critical to the health of the region's nonprofit sector, the Pittsburgh Foundation launched its Day of Giving and PittsburghGives Web site in 2011 with a promise to match individual donations to local charities. Through the campaign, the foundation raised nearly $6.5 million from more than 13,600 people. "All the work we're doing with the Day of Giving and PittsburghGives, and the use of social media by nonprofits, is an effort by the Pittsburgh Foundation not only to introduce people to philanthropy in a new way," said the foundation's president and CEO, Grant Oliphant, "but to make nonprofits stronger by helping them tell their stories more effectively."

DOD to Ease Troop Transition to Credentialed Jobs

ASHINGTON - The Defense Department is working to break down credentialing barriers for service members and veterans preparing to enter the civilian workforce, a DOD stated recently.

“The goal ... is to help our veterans, and especially our transitioning veterans, …get employed,” Ed Kringer, director of state liaison and educational opportunity for the Pentagon’s office of military community and policy, told an audience gathered for the National Credentialing Summit at the U.S. Chamber of Commerce recently.

Speaking on a panel, Kringer described the interagency effort under way to ensure credentialing agencies recognize service members’ extensive training, education and experience.

Many occupations require state licensure, he noted, which affects both service members and their spouses. However, many troops run up against challenges with this, he added, as licensing and credentialing requirements vary from state to state and many credentialing boards are unaware of how military training and education equate to civilian training.

“What we want is for states to make it simpler, and they can do that through regulations and through passing legislation …to make it simpler for service members to take education, training and experience and make it applicable for a license,” Kringer said.

Officials are asking state licensure boards to accept military training and experience if they meet the state’s requirements, he said. He lauded Washington state for what he called its simple, but effective legislation. The state has directed boards to waive training if a military member already has training that’s comparable to the state’s requirement.

“That’s what we want — that transferability of training and experience toward requirements for a state license,” Kringer said.

In some cases, the military helps its troops obtain credentials while still serving, he noted.

Some military health care professionals, for example, obtain licenses while in service so they can work part time.

But that license may not apply once the military member separates from service and moves to another state. “We want that state to have an expedited enforcement policy so that member’s current, valid license is more easily transferred,” Kringer said.

Others come into the military with a license, then separate from service and stay in the same state where they obtained their license, but may no longer meet requirements. A solution would be for states to give these service members an opportunity to continue working with a temporary license while they complete the additional requirements, he said.

Kringer acknowledged states’ concerns about the impact of swifter and easier credentialing. “They ask, ‘Are you telling us to lower our standards [or] take unqualified people into our

Kringer said he’s aware that service members’ training and experience may not always equate to civilian requirements, but even some percentage is better than none. Troops may meet only 50 percent of the requirements, he noted, but then “we’ll show them and help them get the other 50 percent. We don’t want any military member to have to start at ground zero.”

Officials started working with the states on these issues and possible solutions last year, Kringer said.

“Last year, we had six states that either adopted all or significant parts of the legislation,” he said. “This year, we have sponsors identified

and in some cases legislation already dropped in 23 states. This is something that is actively moving.”

Along with their state efforts, officials also are working with national credentialing agencies, noted fellow panelist Marion Cain, DOD’s associate director for training readiness and strategy.

“About 60 percent of employers don’t understand what military training and education experience [means], how that really relates to their job,” he said. The same is true with national credentialing agencies, he added.

Officials need to ascertain what these agencies are

looking for, what information they need and how military training can be matched up with civilian training to facilitate credentialing, Cain explained.

As they ask states and agencies to do their part to help, military officials must step up as well, Kringer said. DOD needs to do a better job at making military training understandable to civilian credentialing agencies, he acknowledged.

Most agencies are accustomed to assessing training, he explained, but aren’t well equipped to assess military training.

“The language isn’t the same,” he noted.

going to ask them to do something, we need to step up to the plate.”

Military transcripts, for example, need to contain standardized information to ensure they’re meaningful to credentialing agencies, Kringer explained. Toward this end, officials are gathering transcripts to compare what’s in them already and what needs to change.

Three states – Maryland, Washington and Illinois – have agreed to evaluate these transcripts and see how DOD can make them more meaningful to a credentialing agency, he said.

They’re also asking credentialing agencies and academic institutions to review these transcripts.

Once that assessment is complete, DOD will report its findings to the services to initiate changes, Kringer said, noting this should be completed within the next month or so.

Kringer also cited the need for more Veterans Affairs Department-approved licensing and certification agencies. Veterans can be reimbursed through VA for the cost of taking approved licensing and credentialing tests. However, veterans often aren’t aware of which agencies are VA-approved, and they don’t have a central repository of agencies they can access.

Compounding the issue, many agencies will wait until a military member asks to take the test before asking VA for approval.

“We want to provide veterans more options of agencies approved by the VA so veterans can use their VA benefits,” Kringer said.

VA and the Labor Department are working to build a repository of VA-

approved agencies, he said, that will list which agencies are approved for testing. VA officials also will work through states to contact other agencies and request that they ask to be VA-approved in advance of a testing request to expand troops’ options.

Officials also are looking to expand the services’ apprenticeship programs, Cain noted. In these programs, service members in technical trades, such as machinists or lathe operators, are assigned a program of instruction involving class and task completion.

Once requirements are fulfilled, the Labor Department issues the service member a certificate.

“This is a huge advantage when getting out and looking to get hired by one of the trade unions,” he said.

The Army and Air Force, however, don’t have apprenticeship programs, Cain noted. Officials are exploring the idea of expanding other services’ programs — which encompass 123 trades and about 58,000 service members — to the Army and Air Force.

“We’re working very closely with our partners at the Department of Labor to make this happen,” he said. “I think we’re going to make a lot of progress here.”

Officials also are in the process of assessing the services’ credentialing programs. Some programs have mapped military occupation codes and credentials to civilian jobs and credentials, Kringer said. But others aren’t as current, he acknowledged. The goal is to develop a common standard for al service members, and then determine what it will take to bring all of the services up to that standard, he explained, so service members “have access to the same kind and level and quality ... of information.”

Lopez The most complex of actions DOD officials would like to undertake is to close the real or perceived gap between military training and education and civilian credentialing requirements, Kringer noted.

This will involve assessing the match between competencies gained in

military occupations with a state’s credentialing requirements, he explained.

A military electrician, for example, may have extensive experience, but that must be able to translate to a civilian credentialing and licensing agency’s requirements.

Officials have identified the top

10 largest military occupations from each service, and have “cross-walked” these to 17 civilian occupations, he said. They’ll examine the training for each of these 40 occupations, comparing what’s required for credentials and for licenses, so they can determine any gaps.

Once they identify these gaps, officials can look to modify current military training or, if the credentialing isn’t required for all, create a “pocket” of additional training for certain troops.

In some cases, Kringer noted, bridging the gap may require the military to add on additional weeks of training, which may not be financially or logistically feasible. In this case, DOD officials can work to ensure troops know what’s required to fill the gap and what financial resources are available to help, he said.

It’s also important to help troops determine the value of different credentials, Kringer noted. With more than 4,000 different credentials, it can be difficult for a service member or veteran to know which ones are most important to civilian employers.

To help guide service members, the Labor Department is working to identify indicators of a credential’s value, such as industry recognition and accreditation. Once this information is compiled, it will be posted on future credentialing program websites so service members can evaluate these value indicators, Kringer said.

Kringer said people should begin to see the positive results of these interagency efforts in the coming months. The goal is more than just about credentialing, he noted. “It’s about employment,” he said.

“They could have indicted her…” is what defense attorney Chip Lewis told the Houston Chronicle regarding his client (Constable May Walker) on Friday, February 10, 2012 shortly after a Harris County grand jury let her off the hook. Lewis went on to say: “But just because there is a technical violation of the law does not mean a grand jury sees fit to indict.”

“When is a ‘technical violation’ of the law not a crime? Isn’t a ‘technical violation’ of the law still a violation of the law? On Friday, February 10, 2012 a Harris County Grand jury declined to indict Constable May Walker on criminal charges being alleged against the embattled Precinct 7 constable. But does that mean she was innocent of the charges and accusations alleged against her? “That’s a good question,” says Hubbard. “A person could be guilty as sin, and not have criminal charges brought against them for various reasons,” Hubbard explains. “That doesn’t mean they’re innocent – it simply means they may have been let off the hook for whatever reason,” says Hubbard.

“In the story recently published in the Houston Chronicle, Constable May Walker was described as ‘being thankful, relieved and contrite’ by her defense attorney Chip Lewis; and she should be,” says Hubbard.

In the aforementioned article (written by Brian Rogers in the Houston Chronicle), attorney Chip Lewis also stated that there were no allegations or inferences that Constable May Walker personally benefited from her office, but rather, that it was ‘ad-

ministrative missteps’ that landed her in trouble with the law. Lewis also claimed, Constable May Walker has made the necessary changes, including ending the raffle; and is trying to get permission to conduct legal drawings according to the article.

THE HARM HAS ALREADY BEEN DONE BY CONSTABLE MAY WALKER TO PRECINCT 7

“But the harm of Constable May Walker’s shameful ‘administrative missteps’ has already been done to Precinct 7.

This is too little — and it’s definitely too late. This constable has brought more shame to the Precinct 7 constable’s office; and the time for change has come,” says Hubbard.

“Her own attorney said they could have indicted her — what more is there to say? I would just like to know how Constable May Walker managed to escape indictment; and what the grand jury considered. But we will perhaps never get the answers to these questions,” he says.

“Grand juries have a difficult job to do; and I understand that. But the bad thing about this whole matter is: since there were no charges filed against Constable May Walker; and the fact the grand jury proceedings were done in secrecy; we don’t even know what the investigation into Constable May Walker involved,” explains Hubbard.

PRECINCT 7 NEEDS A CHANGE IN LEADERSHIP RIGHT NOW

“During my process of walking and knocking on doors throughout Precinct 7 I’m running into people (all across the precinct) who want real answers and change; people who are ashamed about what’s continuing to happen time and time again in the Precinct 7 constable’s office. Constable May Walker has shamed our community with her ‘administrative missteps’ and so called ‘technical violation’ of the law. Being let off the hook by the grand jury shouldn’t excuse the fact that she should still be fired at the ballot box in the 2012 Democratic primary,” says Hubbard.

ARE WE GOING TO LET CONSTABLE MAY WALKER OFF THE HOOK TOO?

“We can do much better than this in Precinct 7. We must restore honesty and integrity back to the Precinct 7 constable’s office; and I’m the right person for the job. I’ve dedicated over 30 years of my life to law enforcement in one capacity or another — and I’m ready to serve Precinct 7 from day one.”

“I served the Precinct 7 Constable’s office honorably before I retired in 2010; and I’m stepping up to the plate to continue my service to this community.”

That’s just not right! That’s no environment to go to work in; and we must do something about this at the ballot box in the 2012 Democratic primary,” says Hubbard.
