A Year of Momentum

A message from Alisa and Bill

Looking back at 2023, the word that comes to mind is “momentum.” While our region’s housing crisis won’t go away overnight, we are seeing a growing number of people discussing and implementing innovative and varied solutions to address the problem. This momentum is evident in our successes as an agency as well as across the region and the Commonwealth.

In June, Governor Maura Healey visited our Hyannis office to announce her administration’s plan to commit $1.5 billion to housing over the next five years. In October, Lieutenant Governor Kim Driscoll and Executive Office of Housing and Livable Communities Secretary Ed Augustus were featured speakers at our sold-out second annual Housing to Protect Cape Cod (HPCC) Summit.

We also saw positive momentum with the opening of two new affordable housing developments and the launch of our incentive program to help eligible homeowners fund the creation of accessory dwelling units (ADUs).

In addition, we became an Accountable Care Organization Partner and now offer housing-specific case management at our local community health centers. This is another way we build momentum through innovative programs that help Cape and Islanders remain stably housed - especially during a medical event.

With 250 rental and homeownership units in the pipeline – and the opening of our new Dennis family shelter to help our Cape families – we are grateful. Donors like you help make it possible for us to respond to those in need, while also working to address the root causes of the housing crisis.

Innovative Approaches

Accountable Care Organization Program Links Housing and Healthcare

Housing instability has been shown to negatively affect physical health, because dealing with chronic pain and disease while also experiencing housing insecurity can exacerbate existing health conditions, according to the Cape Cod Healthcare’s 2023 Community Health Needs Assessment & Implementation Plan. That’s where a state program linking housing service providers like Housing Assistance to local health providers comes in.

Through the MassHealth Flexible Services Program, Housing Assistance is one of more than a dozen housing organizations collaborating with healthcare providers to improve both participants’ health and their housing stability.

The idea is one-stop shopping: Clients are referred to Housing Assistance through their primary care physician or health center, such as the Community Health Center of Cape Cod. Patients are assessed for social determinants of health (the conditions in which we work, live, learn and play) in a medical setting before being referred for housing-focused case management. The program has expanded steadily, and Housing Assistance ACO case managers are now working with more than 100 clients.

The program was also featured as a nationwide leading innovation at the Root Cause Coalition’s Annual National Summit on the Social Determinants of Health conference in 2023.

ADU Program is Fully Subscribed

For John and Barbara-Anne Foley, converting a garage into an accessory dwelling unit (ADU) was a perfect solution, allowing them to save money in a downsized space while living close to family.

“It’s working out fantastic,” said John. “Our two grandchildren are next door and pop over daily. We are very happy here. We really wanted to be near our family and that seems like an idea that America is probably going toward. I think ADUs are the wave of the future for the Cape.”

An innovative approach for increasing rental stock, ADUs are small homes or apartment units on the property of a single-family home. Unfortunately, the process of building one is complex and expensive, which prompted Housing Assistance to develop a program to assist homeowners in determining the initial feasibility of building an ADU and help bridge budget gaps. Ten year-round rental units were also funded using a $200,000 ARPA grant.

Raising Awareness of the Housing and Homelessness Crisis

“Family and friends.” “Joy and happiness.” “My home is the best to me because I feel safe.” Those were some of the responses when we asked second-graders to write and illustrate “What home means to me.” A temporary exhibit of 100 drawings titled “Home Is Where the Heart Is” was unveiled in front of Housing Assistance’s Hyannis offices on June 8. Housing Assistance created the exhibit in collaboration with the Cape and Islands Educator Action Network after a discussion about the protracted housing crisis and the homelessness we see in Cape schools. Cheri Armstrong, a counselor at Monomoy Regional High School, coordinated with classroom teachers; Housing Assistance designed and built the display.

In September, nearly 500 people attended an inspirational discussion of the new book “Rough Sleepers” by Pulitzer Prize-winning author Tracy Kidder in Woods Hole. The book chronicles Dr. Jim O’Connell and his work with people who sleep outside rather than in shelters, known as “rough sleepers.” Housing Assistance CEO Alisa Magnotta led the discussion, which was held in the Clapp Auditorium at the Marine Biological Laboratory. The event was co-hosted by Housing Assistance and the Jewel Cobb Coalition, with proceeds benefiting Housing Assistance.

Expanding Our Reach

In an effort to provide greater accessibility for residents on the Lower Cape, Housing Assistance’s satellite office in Orleans opened in late 2022. Since then, the office has been averaging 30 clients a week.

We expanded homeless prevention and outreach efforts on the Upper Cape by adding a new outreach team member in Falmouth. We are also one of several agencies participating in Duffy Health Center’s Falmouth In From the Streets Partners, a joint effort by Housing Assistance, Belonging to Each Other and Falmouth Human Services. This collaboration works to identify people who need shelter, especially during the winter, and find temporary shelter for them. The partnership has helped several hundred individuals and families in and around the Falmouth area.

Adding Housing Inventory

Creating Affordable and Attainable Housing for Workers, Families & Seniors

One piece of the puzzle in solving the Cape and Islands’ housing crisis is the construction of new, high-quality, affordable housing. Housing Assistance has built nearly 600 units over the last 49 years. Another 250 units are in the development pipeline.

This 30-unit affordable rental complex opened to new tenants in early 2023 and quickly filled to capacity. It was the latest project in Housing Assistance’s long-time collaboration with Preservation of Affordable Housing (POAH). Housing Assistance, POAH staff, and supporters gathered for a ribbon-cutting event in May to celebrate the completion of construction.

Construction is underway on another collaboration with POAH that will include 39 affordable apartments for families and individuals off Route 28 in Mashpee. A groundbreaking and naming ceremony in May honored Mary LeClair of Mashpee, a former Barnstable County Commissioner and longtime champion of Housing Assistance.

CAPE VIEW WAY

Mashpee Bourne

Construction started in 2023 on a 42-unit affordable project on Cape View Way in Sagamore Beach. The project is also a collaboration with POAH and is designed to passive house energy efficiency standards. The development will include four handicapped-accessible apartments. All of the apartments will be affordable to residents earning 60 percent of the area median income (AMI), with 16 units subsidized for residents at 30 percent of AMI.

The Town of Orleans selected Housing Assistance to develop the 1.25-acre property into 14 affordable rental units on townowned land on Main Street. All of the units will be restricted to residents making below 80% of the county median income. With local permitting finalized and all funding committed, groundbreaking is expected in early 2024.

STEVENS STREET

Hyannis

This housing development on 268 Stevens Street will provide affordable condominium units in the heart of downtown Hyannis, with 40 units for purchase by 100% AMI households and the remaining 10 units available at market rate. Housing Assistance is working with the Town of Barnstable on zoning approval and a groundbreaking is expected in late 2024.

Regional Impact

Housing Assistance offers a full continuum of housing programs and services throughout Cape Cod & the Islands. In 2023 we served over 6,500 clients through education, stabilization, prevention, and services for the homeless.

Housing to Protect Cape Cod

Advocacy efforts continued through the Housing to Protect Cape Cod (HPCC) coalition’s first full year of operation. We launched HPCC in 2022 in partnership with the Cape Cod and Islands Association of REALTORS®, the Cape Cod Chamber of Commerce, CapeBuilt Companies, and the Homebuilders and Remodelers of Cape Cod. The coalition’s mission is to empower Cape residents to speak up for housing in towns across the region to turn the tide on the housing crisis. HPCC is committed to helping marginalized people build equity and increase generational wealth. Nearly 1,000 Cape and Islands residents have signed on to the coalition to-date.

Huddles & Working Groups Off to a Strong Start

Dozens of residents in three Cape towns convened for huddles, which are meetings focused on how the housing crisis impacts a community. Participants heard first-hand experiences from local employers, educators and community members in panel discussions.

HPCC also created town working groups that are building strategic plans to educate residents and promote civic engagement around housing issues. Towns with working groups include Barnstable, Harwich, Falmouth, Dennis and Yarmouth. Bourne, Mashpee, Orleans and Barnstable are in the planning stages.

Hundreds Attend 2nd Annual Housing to Protect Cape Cod Summit

The second annual HPCC Summit in October drew more than 300 attendees who heard about progress made over the past year and received tools and resources to advocate for housing in their community. Ed Augustus, Secretary of the Executive Office of Housing and Livable Communities, was a featured speaker and Lieutenant Governor Kim Driscoll appeared via Zoom.

“This is our opportunity to stop talking about the problem and to take action that allows our families, our businesses, and our communities across the Cape and Islands region and across Massachusetts to thrive,” Housing Assistance CEO Alisa Magnotta told attendees.

Housing Policy Toolkit a Resource for Advocates

Released at the second annual Summit, the toolkit outlines HPCC’s housing policy recommendations and can be used as a guide for housing advocates and municipal leaders who want to advance meaningful change in their community. The toolkit provides a highlevel overview of each policy, including potential impacts and local examples. The toolkit is available to download at housingtoprotectcapecod.org.

Housing Assistance Works Closely with Healey Administration

In addition to speaking at the HPCC Summit, Governor Maura Healey’s administration referenced Housing Assistance’s extensive expertise and experience as she declared the housing crisis one of her top priorities during her first year in office.

Housing Assistance was offered a leadership role on the Affordable and Abundant Housing Policy Committee as Healey took office early in the year. The governor visited our Hyannis office in June to announce her administration’s historic plan to commit $1.5 billion to housing over the next five years. The administration signaled the importance of our agency’s work again in December by asking us to participate in the governor’s Hyannis visit to promote the Affordable Homes Act, a $4.1 billion proposal to address the state’s housing crisis.

Client Stories

Connecting a Family in Need with a Home for the Holidays

Nicole’s son was starting his freshman year in high school without a home. Ever since she and her husband Sheldon had lost their long-term rental, their son had drifted from one friend’s house to another to stay near his school. Her daughter was off at college knowing she would not have a place to come home to for the holidays. “It was a nightmare I never could have imagined,” said Nicole.

After more than 16 years of raising their children and being good tenants in Yarmouth, their landlord sold their apartment. Unable to find a new rental, the family was forced to move into motels, quickly draining the savings they’d hoped to use to buy a house one day.

They found themselves at a family shelter operated by Housing Assistance. A member from the outreach team connected Nicole with a landlord who had a home for rent in Harwich Port, an extremely rare find given the region-wide housing crisis. “It feels good to tell my kids, ‘We have somewhere to live, and you don’t have to worry about where you’re going to sleep tomorrow or next week,’” said Nicole.

Former Client Organizes Drive for Shelters

After Housing Assistance helped Ambermae Rivard find housing for her and her young son a few years ago, she decided she’d one day like to find a way to pay it forward. In the spring of 2023, she organized a toy drive and collected six bags of new toys that she donated to Housing Assistance’s family shelters.

“It felt awesome to do something for the organization that helped me,” said Rivard, an honors student at Cape Cod Community College. Rivard asked for donations of jump ropes, balls and other inexpensive new toys for outside play. Drop-off bins were placed around campus, including in the library and cafeteria. She was surprised and pleased by the generosity of her fellow students. In November, she organized another successful drive to benefit Housing Assistance clients during our Give Hope Where You Live fundraiser.

Rivard said she’s majoring in psychology because of her passion for giving others a boost. “That’s my life mission – helping people,” said Rivard, who plans to continue her education with the goal of getting a bachelor’s degree.

The Housing Legacy Fund, managed by the Cape Cod Foundation, was launched in 2019 with the goal of raising $1 million by our 50th anniversary in 2024. In three short years, thanks to generous donors from across the Cape and Islands, we managed to exceed our original goal and set our sites on $2 million by the end of 2024. The donated funds are invested by the Foundation so that earnings generated can support the mission of Housing Assistance in the future, especially in the instance of an unexpected crisis like the pandemic, a natural disaster, or a government shutdown which requires our agency to quickly respond to emerging housing issues. There are two ways to give to the Housing Legacy Fund: tax-deductible contributions today, and planned gifts such as including Housing Assistance in your will or as a beneficiary of your donor advised fund.
