Tamweel resumes mortgage lending in the UAE; will this mark the start of a market revival in the UAE’s sales? OPINION

It has been two years since the economic downturn hit the UAE and sent property values and market momentum into sharp decline, as the country officially joined the global recession. What happened, where is the market going and how can today’s residents make the most of their life in the UAE? Over 2009 and 2010, many offplan projects were postponed or cancelled and the UAE observed a huge internal shift of tenants moving into Dubai from neighbouring Sharjah and the Northern Emirates, taking advantage of the lower rates and increase of rental choice in terms of units and areas offered. Many residents have upgraded their accommodation to larger units or to more desirable areas, and rental rates continued to decline as more inventory hit the market, lowering demand with a higher supply volume. Property owners took a hit on unit values, and tenants enjoyed lower November 2010

rental rates with flexible payment options; the market has changed significantly. Moving into 2011, the sales sector is expected to witness growth through residents (particularly end users) choosing to buy over renting, but in order to kick start significant growth, competitive mortgage lending needs to be reintroduced to the market for long term residents to take advantage of. The UAE used to be seen as a transient place, where residents would work for a year or two, save money, then leave. Today, it is far less transient; residents that have

survived the downturn are looking to stay for the longer term and with long term plans, residents require assistance such as mortgages, allowing them to buy a permanent home as an investment rather than to rent for indefinite periods of time. Until now, the downturn has not allowed longer term residents to purchase a permanent home, but with lenders coming back into the market, the opportunity for residents to buy a home becomes a reality. Tamweel has just announced a return to the UAE’s property market, providing mortgages on homes in Dubai and Abu Dhabi and lending up to 80% of property values. This course of action may now see a significant turning point in terms of buying activity. Yes, residents can enjoy lower rents in completed and dynamic residential areas, but if these residents are staying for the long haul, the money they’d spend on rent can, instead, be invested into a property, and most probably in the same residential area. Looking at Dubai, most of its freehold communities, such as Downtown Dubai and Dubai Marina, are fully established, lifestyle destinations with ample amenities and facilities. This makes them an attractive proposition for many would-be homeowners. If the UAE witnesses the introduction of lending that offers competitive interest rates, lower deposits and longer term mortgage periods – combined with today’s more reasonable sales prices – buying a property may be the smart choice for many residents. Because there is little doubt that a long term investment based on a preferable price point is an idea well worth exploring if you’re in the country indefinitely. Tracey Arseneault tells us why she’s so at home in Ras Al Khaimah

Tracey, how long have you been living in RAK and what that brought you here? I moved here with my husband and children (11-year-old Hannah and six-yearold Aiden), just five months ago. We were living in Dubai for five years but prices were on the rise and we were having a rough time on the rental market with landlords. We decided we really wanted to buy a property but as we weren’t hugely keen on life in Dubai we decided to a look at another emirate. RAK was moving forwards industrially and seemed like a nice, family-focussed place. We saw it as a place that would offer a quieter way of life with less high rise buildings and a more laid back feel than Dubai. What made you choose Mina Al Arab specifically? We did some research online and also

‘Our home is located by a private stretch of beach, which was another really big draw for us’

paid a visit to the RAK Property office in Dubai. Our decision was based on how the developments were being laid out and the facilities they were set to provide residents. Mina Al Arab has three rows of properties – a beachfront row of villas, a rear row of villas and another rear row of townhouses. The spacing between each of them is really nice though; our property has a communal area behind it rather than backing directly on to the next row of properties. It means that your home isn’t overlooked and you don’t feel crowded. It looked like a lovely place to live. Has the reality lived up to your expectations? Yes, aesthetically it’s nicely laid out; there’s a community pool and a water feature at the back of our home. There are footpaths all the way through the development too, so you can get pretty

much anywhere without having to cross the roads. Our home is also located by a private stretch of beach, which was another draw for us. It literally takes me about 45seconds to reach the beach from our front door, which is just lovely. Do you think there’s a community feel here? At the moment there are not very many residents living here as the properties are still being sold. The villas on the beach also seem to be used as weekend or holiday homes. As a result it’s a very quiet place to live – which is something we like. I do know my neighbours though, as well as a few other families, and we all get on well. All of the people I know are ex pats, although some Emiratis have bought in the area too. I would say that it’s more of a family place as most couples do seem to have children.

What are the local facilities like? There aren’t any shops in the development itself at the moment. An island has been created where we live and the infrastructure has begun to take shape for future shops, however, completion is a few years off. What we do have is a children’s playground, tennis court and pool – as well as the beach. When it comes to grocery shopping, there’s a Spinney’s a couple of minutes drive away. There’s also two malls nearby – Al Hamra is just five-minutes away and Manar Mall has a Carrefour, as well as clothes shops like Next and Dorothy Perkins. You do need a car here as they’re not within walking distance, but I don’t feel like we’re missing out as the shops are very accessible. Where do you and your family go to spend your leisure time? involved in here. We’ve also just joined a great sailing club called RAKSA (Ras Al Khaimah Sailing Association) where my daughter’s taking lessons and that’s a very family-orientated place to spend the day. It’s certainly more of an outdoors place here. There aren’t large-scale malls to keep you entertained but we have more beaches, which are great for family days out. You can also go into the desert for expeditions like four-wheel drives. What about dining out, do you have any favourites in the area? There are lots of little places opening up in Al Hamra and Al Hamra Marina and one really nice place is an Italian called Cafe La Luna. It’s a casual spot where you can sit outside, overlooking the marina. There are a number of hotels where people go to eat out too, such as the Cove Rotana Resort and two Hilton hotels – one on the beach resort and another in the city. Both are popular for restaurants and brunches. November 2010

Did you have any difficulty finding a suitable school for your children? There are two main international schools here that I know of, and we enrolled Hannah and Aiden to RAKESS – an international school that’s Englishspeaking and located around 15 to 20minutes from our home. There is also the Ras Al Khaimah American School close by. Our children have certainly found it easy to settle in; RAKESS has sports facilities and after school activities and there seems to be a real ex pat community so they’ve made friends easily. As a newcomer, have you found it easy to furnish your home here? It’s still all a work in progress. It’s quite a typical villa for the area, with plain tiled floors and walls. Outside we do have a garden to the front and back of the house but it’s just sand at the moment so we are in talks with a landscaper to revamp it. There isn’t an abundance of places to shop in RAK, although I have

come across a Home Centre, as well as a couple of smaller places which look more interesting. These are Maison Chic, which imports a lot of things from the Far East, and Furniture & Decorative Accessories. I think to refurnish fully it’s certainly worth heading to Dubai for a large-scale shopping trip. Finally, what are the best things about life in Mina Al Arab? It’s definitely a quieter place to live than Dubai, so it all depends on the way of life you prefer, and having lived in both places we definitely prefer the quieter life. I find the development itself really pleasing to the eye too; from the moment you drive in the villas are laid out in an eye-catching way and it’s just so close to the beach. I can head there every morning with our dog and we take the kids in the afternoon to look at fish or pick up shells. Those are all things I couldn’t do back in the UK, and it provides such a nice way of life. We’re making the most of it.

Love Thy Neighbourhood

An all-you-need-to-know guide to daily life in this community by the sea ‘There are two key international schools within close proximity of the development’

Leisure time When it comes to outdoor pursuits, Ras Al Khaimah is a hive of activity and all are accessible from Mina Al Arab. Racing

enthusiasts can take to the tracks on quads, bikes or in cars at the Emirates Motorplex (www.motorplex.ae). For the whole family there are two must-visit parks; Dreamland Aqua Park (www. dreamlanduae.com) for its water rides and slides, and the newly opened Iceland Water Park (www.icelandwaterpark. com) – you won’t be able to miss this iceberg-style venue. For bigger thrills, take to the skies with microflight lessons at the Jazirah Aviation Club (www. jac-uae.net). Or, for something of a more leisurely pace, try sailing at the familyfriendly RAK Sailing Association (07 223 7376). Schooling There are two key international schools within close proximity of the development. First up is ‘RAKESS’, or the Ras Al Khaimah English Speaking School (www.rakess.net). As the name suggests, it’s a top pick for English speakers and teaches both primary and secondary school students using an international curriculum. Interior designers seem to have a built-in instinct for themes and colours – but not everyone has the same flair. If you’re stuck at the first hurdle – what colour scheme to go for – take inspiration from Mother Nature herself. If you love one season, look to the tones within it. A European autumn will be filled with golden hues, rusty reds and burnt oranges. Alternatively, admire your favourite outdoor space. If it’s the beach you can

Baigan Mirch Ka Salan SErVES 2

long eggplants • 300g 60g grated • 60g coriandercoconut leaves • 10g coriander seeds • 200g onions • 1 tsp mustard seeds • 1 tsp fenugreek (methi) seeds • 1 tsp fennel seeds • 4 dry red chillies • 2 sprig curry leaves • 4 green chillies • 10g turmeric powder • 10g red chilli powder • 1 tsp tamarind paste • 100ml cooking oil • 1 Heat the oil in a pan and deep fry the egg plants and green chillies until soft. Set aside. 2 Dry roast the coriander seeds and coconut until they are golden in colour. 3 Allow the mixture to cool naturally, then grind to a fine paste. November 2010

4 Heat oil in a wide pan and add the mustard seeds. When they begin to crackle, add the fenugreek and fennel seeds, red chillies and curry leaves. Sauté. 5 Add the chopped onions and garlic and cook for five minutes. 6 Add the salt, red chilli powder, turmeric powder and sauté lightly before adding the tamarind paste and coconut paste. Cook together on a low heat. 7 Add the fried eggplants and green chillies and simmer for six minutes. 8 Garnish with chopped coriander leaves and serve with Biryani or steamed rice.

500g paneer • 100g coriander leaves • 40g mint • 4 cloves ofleaves garlic • 4 green chillies • 40g raisins • 4 tsp lime juice • 2 tsp sugar •

1 Grind the coriander, mint leaves, garlic and chillies together. 2 Add the lime juice, salt, sugar, chopped raisins, chaat masala and set aside. 3 Cut the paneer into rectangular pieces, approximately an inch in thickness. 4 Slice the paneer horizontally and sandwich the coriander mixture in between two slices. 5 Make a thin, smooth batter by mixing together the flour, salt and water. 6 Coat the sandwiched paneer in the batter and pan fry in oil. 7 Cut each piece in half so they form small triangles.

Jalebi chilli powder and cumin powder • 30g 40g masala • 100ggaram refined • 4 bay leaves flour • 2 cinnamon stick • 4 green cardamoms • Oil for deep frying • Salt to taste • 1 Soak the cashew nuts in milk for 20 minutes, grind into a paste and put aside. 2 Wash and peel the potatoes. Cut them in half and scoop out the inside of each, taking care to ensure that the sides and the bottom of the potato remain intact. 3 Fry the scooped potato for 10 minutes until soft. Put aside. 4 Grate the paneer and add the salt, green chillies, garam masala and coriander and mix together. Fill the scooped-out potato halves with the mix. 5 Seal the potatoes with flour, fry for two minutes and set aside. 6 Pour some oil into a pot and heat. Add the cardamom, cinnamon and bay leaves. 7 When the spices start to crackle, add the onions, ginger and sauté them until the onions turn translucent. 8 Add some salt, chilli and cumin powder and garam masala. Sauté everything for two minutes. 9 Add the chopped tomato and cook until the tomatoes are completely mashed.

‘Paneer Pasanda tastes hot on its own, or with a tasty tomato sauce’ – Chef Ravi 10 Add the cashew nut paste, cover the pot and cook it on a low heat for around five minutes. 11 Add the cream and khoya and cook for 10 minutes, stirring regularly. 12 One by one, slowly add the stuffed potatoes to the sauce and cook for a maximum of 10 minutes. 13 Garnish the Dum Aloo with chopped coriander and cream.

cups of refined flour • 43 tbsp •or semolinafine grained rice flour tsp baking powder • ½4 tbsp plain yogurt • 1 tsp saffron •and powdered threads, dry-roasted of sugar • 64 –cups 6 cups • 1 tsp of greenof water cardamom seeds •powder tbsp rose water • 4Ghee • or vegetable oil for frying

1 Make a batter by mixing together the flour, semolina or rice flour alongwith the baking powder, plain yoghurt and 1 ½ cup of water in a bowl. Mix it all together using a whisk. 2 Add a splash of water and saffron powder to the batter mix and whisk it until smooth. Set aside for about two hours to ferment. Whisk again thoroughly before use. 3 Prepare one string of sugar syrup by dissolving sugar in the water and bringing it to the boil. 4 Just before the syrup boils, add the saffron and cardamom powder. 5 Heat the ghee in a deep-bottomed pan. 6 Put the batter in a piping bag and pour it in a steady stream into the pan to form coils. Create a few at a time. 7 Deep fry the coils until they are golden – but not brown – in colour and have a crisp texture all over. 8 Remove from the pan and put in a strainer or on kitchen paper, then immerse in the sugar syrup. Leave for a minimum of four minutes. 9 Remove from the syrup and serve hot.
