Tamweel resumes mortgage lending in the UAE; will this mark the start of a market revival in the UAE’s sales? OPINION

By Liz O’Connor – Director of residential sales & leasing

It has been two years since the economic downturn hit the UAE and sent property values and market momentum into sharp decline, as the country officially joined the global recession. What happened, where is the market going and how can today’s residents make the most of their life in the UAE? Over 2009 and 2010, many offplan projects were postponed or cancelled and the UAE observed a huge internal shift of tenants moving into Dubai from neighbouring Sharjah and the Northern Emirates, taking advantage of the lower rates and increase of rental choice in terms of units and areas offered. Many residents have upgraded their accommodation to larger units or to more desirable areas, and rental rates continued to decline as more inventory hit the market, lowering demand with a higher supply volume. Property owners took a hit on unit values, and tenants enjoyed lower November 2010

rental rates with flexible payment options; the market has changed significantly. Moving into 2011, the sales sector is expected to witness growth through residents (particularly end users) choosing to buy over renting, but in order to kick start significant growth, competitive mortgage lending needs to be reintroduced to the market for long term residents to take advantage of. The UAE used to be seen as a transient place, where residents would work for a year or two, save money, then leave. Today, it is far less transient; residents that have

survived the downturn are looking to stay for the longer term and with long term plans, residents require assistance such as mortgages, allowing them to buy a permanent home as an investment rather than to rent for indefinite periods of time. Until now, the downturn has not allowed longer term residents to purchase a permanent home, but with lenders coming back into the market, the opportunity for residents to buy a home becomes a reality. Tamweel has just announced a return to the UAE’s property market, providing mortgages on homes in Dubai and Abu Dhabi and lending up to 80% of property values. This course of action may now see a significant turning point in terms of buying activity. Yes, residents can enjoy lower rents in completed and dynamic residential areas, but if these residents are staying for the long haul, the money they’d spend on rent can, instead, be invested into a property, and most probably in the same residential area. Looking at Dubai, most of its freehold communities, such as Downtown Dubai and Dubai Marina, are fully established, lifestyle destinations with ample amenities and facilities. This makes them an attractive proposition for many would-be homeowners. If the UAE witnesses the introduction of lending that offers competitive interest rates, lower deposits and longer term mortgage periods – combined with today’s more reasonable sales prices – buying a property may be the smart choice for many residents. Because there is little doubt that a long term investment based on a preferable price point is an idea well worth exploring if you’re in the country indefinitely. Mortgage lenders, it’s over to you.

We love this place…

Mina Al Arab

Tracey Arseneault tells us why she’s so at home in Ras Al Khaimah

Tracey, how long have you been living in RAK and what that brought you here? I moved here with my husband and children (11-year-old Hannah and six-yearold Aiden), just five months ago. We were living in Dubai for five years but prices were on the rise and we were having a rough time on the rental market with landlords. We decided we really wanted to buy a property but as we weren’t hugely keen on life in Dubai we decided to a look at another emirate. RAK was moving forwards industrially and seemed like a nice, family-focussed place. We saw it as a place that would offer a quieter way of life with less high rise buildings and a more laid back feel than Dubai. What made you choose Mina Al Arab specifically? We did some research online and also

‘Our home is located by a private stretch of beach, which was another really big draw for us’

paid a visit to the RAK Property office in Dubai. Our decision was based on how the developments were being laid out and the facilities they were set to provide residents. Mina Al Arab has three rows of properties – a beachfront row of villas, a rear row of villas and another rear row of townhouses. The spacing between each of them is really nice though; our property has a communal area behind it rather than backing directly on to the next row of properties. It means that your home isn’t overlooked and you don’t feel crowded. It looked like a lovely place to live. Has the reality lived up to your expectations? Yes, aesthetically it’s nicely laid out; there’s a community pool and a water feature at the back of our home. There are footpaths all the way through the development too, so you can get pretty

much anywhere without having to cross the roads. Our home is also located by a private stretch of beach, which was another draw for us. It literally takes me about 45seconds to reach the beach from our front door, which is just lovely. Do you think there’s a community feel here? At the moment there are not very many residents living here as the properties are still being sold. The villas on the beach also seem to be used as weekend or holiday homes. As a result it’s a very quiet place to live – which is something we like. I do know my neighbours though, as well as a few other families, and we all get on well. All of the people I know are ex pats, although some Emiratis have bought in the area too. I would say that it’s more of a family place as most couples do seem to have children.

What are the local facilities like? There aren’t any shops in the development itself at the moment. An island has been created where we live and the infrastructure has begun to take shape for future shops, however, completion is a few years off. What we do have is a children’s playground, tennis court and pool – as well as the beach. When it comes to grocery shopping, there’s a Spinney’s a couple of minutes drive away. There’s also two malls nearby – Al Hamra is just five-minutes away and Manar Mall has a Carrefour, as well as clothes shops like Next and Dorothy Perkins. You do need a car here as they’re not within walking distance, but I don’t feel like we’re missing out as the shops are very accessible. Where do you and your family go to spend your leisure time? There’s plenty of outdoor pursuits to get More listings at bhomes.com

‘Our children have certainly found it easy to settle in; their school offers lots of activities’

involved in here. We’ve also just joined a great sailing club called RAKSA (Ras Al Khaimah Sailing Association) where my daughter’s taking lessons and that’s a very family-orientated place to spend the day. It’s certainly more of an outdoors place here. There aren’t large-scale malls to keep you entertained but we have more beaches, which are great for family days out. You can also go into the desert for expeditions like four-wheel drives. What about dining out, do you have any favourites in the area? There are lots of little places opening up in Al Hamra and Al Hamra Marina and one really nice place is an Italian called Cafe La Luna. It’s a casual spot where you can sit outside, overlooking the marina. There are a number of hotels where people go to eat out too, such as the Cove Rotana Resort and two Hilton hotels – one on the beach resort and another in the city. Both are popular for restaurants and brunches. November 2010

Did you have any difficulty finding a suitable school for your children? There are two main international schools here that I know of, and we enrolled Hannah and Aiden to RAKESS – an international school that’s Englishspeaking and located around 15 to 20minutes from our home. There is also the Ras Al Khaimah American School close by. Our children have certainly found it easy to settle in; RAKESS has sports facilities and after school activities and there seems to be a real ex pat community so they’ve made friends easily. As a newcomer, have you found it easy to furnish your home here? It’s still all a work in progress. It’s quite a typical villa for the area, with plain tiled floors and walls. Outside we do have a garden to the front and back of the house but it’s just sand at the moment so we are in talks with a landscaper to revamp it. There isn’t an abundance of places to shop in RAK, although I have

come across a Home Centre, as well as a couple of smaller places which look more interesting. These are Maison Chic, which imports a lot of things from the Far East, and Furniture & Decorative Accessories. I think to refurnish fully it’s certainly worth heading to Dubai for a large-scale shopping trip. Finally, what are the best things about life in Mina Al Arab? It’s definitely a quieter place to live than Dubai, so it all depends on the way of life you prefer, and having lived in both places we definitely prefer the quieter life. I find the development itself really pleasing to the eye too; from the moment you drive in the villas are laid out in an eye-catching way and it’s just so close to the beach. I can head there every morning with our dog and we take the kids in the afternoon to look at fish or pick up shells. Those are all things I couldn’t do back in the UK, and it provides such a nice way of life. We’re making the most of it.

Love Thy Neighbourhood

Mina Al Arab

An all-you-need-to-know guide to daily life in this community by the sea ‘There are two key international schools within close proximity of the development’

Property Mina Al Arab translates to ‘Port of Arabia’ in English, and on arrival you’ll see why: properties are situated a stone’s throw from Ras Al Khaimah’s famous seashore and offer scenic views. This impossible-to-miss development, off the RAK to Dubai Coast Road, comprises six districts, with Granada’s (our cover shoot location) villas set along a stretch of private beach. The imposing villas and townhouses come in an array of sizes and exert a distinctive Mediterranean meets Arabic-style – expect caramelcoloured stone, high ceilings, tall windows and terraces, plus gardens to the front and rear. Pedestrianised streets mean you can stroll to its communal pools and tennis courts with ease. When complete, it will also feature shops, cafes, parks, mosques and medical facilities for residents. What’s more, ex pats can buy here and have 100% ownership, so a sense of security is yours.

Shopping and a bite The closest port of call for all your shopping needs is the Al Hamra Mall (www.alhamramall.com). Just a five-minute drive away, go there to pick up groceries at its most essential stop-off, Spinneys. While you’re there, get a fashion fix at its many men’s and women’s clothes stores, like Espirit and Pierre Cardin. Plus, popular chains like Starbucks and Cafe Nero can provide light refreshment. For a bigger bite, head to LaLuna (www.laluna.ae) for fine Italian fare. If you can’t live without the convenience of Carrefour, head to Manar Mall (www.manarmall.com), a large-scale mall where you’ll find it and all manner of spots to buy food, clothes, electronics, cosmetics and more.

Leisure time When it comes to outdoor pursuits, Ras Al Khaimah is a hive of activity and all are accessible from Mina Al Arab. Racing

enthusiasts can take to the tracks on quads, bikes or in cars at the Emirates Motorplex (www.motorplex.ae). For the whole family there are two must-visit parks; Dreamland Aqua Park (www. dreamlanduae.com) for its water rides and slides, and the newly opened Iceland Water Park (www.icelandwaterpark. com) – you won’t be able to miss this iceberg-style venue. For bigger thrills, take to the skies with microflight lessons at the Jazirah Aviation Club (www. jac-uae.net). Or, for something of a more leisurely pace, try sailing at the familyfriendly RAK Sailing Association (07 223 7376). Meanwhile, golfers can take their pick of two 18-hole courses; Al Hamra Championship Golf Course (www.alhamragolf.com) or Tower Links Golf Course (www.towerlinks.com) – both of which offer golf academies and dining facilities.

Schooling There are two key international schools within close proximity of the development. First up is ‘RAKESS’, or the Ras Al Khaimah English Speaking School (www.rakess.net). As the name suggests, it’s a top pick for English speakers and teaches both primary and secondary school students using an international curriculum. Alternatively the Ras Al Khaimah American School (07 222 2844) is the spot for your youngsters if you’re keen for them to learn the US curriculum. More listings at bhomes.com

asK thE agEnt adam farani, rEsidEntial salEs consultant We’ve seen an increase in the sale of Burj Khalifa units for Q3 since prices have moved in line with community rates for Downtown District properties. The one bedroom apartments are definitely the most popular choice for investors as they yield decent returns and are easily rented out to corporate clients. As we approach 2011, we expect to see occupancy in the Burj Khalifa increase and, in some cases, double, since all doors are now open to enquiries and viewings from the residential, commercial and tourism sectors. Steal their style… Julia Dempster

From apartments to hotels; Julia has revamped them all. We chat home-style with the British designer and director of Interior Motives... Your home in three words: Contemporary, calm, chic. Where are your top spots to shop in Dubai? It has to be Caspaiou on Sheikh Zayed Road, the eclectic Andrew Martin at DIFC and B&B Italia, which shoppers will find in Mall of the Emirates. No good home should be without... Good lighting. It can change the entire atmosphere of a room and create the perfect ambience.

The piece of furniture I love most is... My bed! It’s an over-sized design by Meridiani with a loose, white linen cover on top. I just love it. The interior style I can’t live without... I wouldn’t say I love any one style in particular, rather that I like my style to evolve and for every interior project I adopt to look truly unique. After an overhaul at home? lounge and therefore look out of place. Similarly, large, angular corner sofas will appear out of proportion next to a delicate side table. Think like a designer when deciding what to include and you can avoid your room feeling out of sync.

3

Do… add ‘wow’ Factor Adding an eye-catching piece of furniture to form a focal point in each room is one simple trick of the pros, and a can’t-fail way to create ‘wow’ factor. It could be a huge mirror on one key wall, lavish light fixture in an otherwise simple space or extravagant chairs at a plain dining table.

1

Do... Be inspired By nature

Interior designers seem to have a built-in instinct for themes and colours – but not everyone has the same flair. If you’re stuck at the first hurdle – what colour scheme to go for – take inspiration from Mother Nature herself. If you love one season, look to the tones within it. A European autumn will be filled with golden hues, rusty reds and burnt oranges. Alternatively, admire your favourite outdoor space. If it’s the beach you can

November 2010

opt for fresh sea-blues and sandy beiges. Bathrooms are the perfect base for this; add shells or deckchair-inspired stripes for a touch of character.

2

Do…think proportions

An interior designer will look at the size and scale of a space before filling it with treasures. Do the same, paying attention to how your furniture relates to the size of the room. For example, a grand piano will not work to scale in a small

Do… a Balancing act

The careful composition of objects is what creates an ‘even’ feel in a room. The secret is to balance items in a symmetrical or asymmetrical way. If you love that ‘hotel’ look of perfectly placed pieces, follow the former method and arrange items as a mirror image of one another – for instance, place two identical lamps either side of a bed. If that’s too orderly for your taste, go asymmetrical. For example, place flowers on one end of a table and candles on the other and you’ll achieve the balance you crave without portraying carbon copy symmetry.

5

Do… Feel the rhythm

Designers rarely use one single colour, print or pattern, but, if your mix and match approach just doesn’t seem to work, there is a simple solution: repetition. Have this word in mind and you’ll create the right ‘rhythm’. In real terms, this means repeating a colour (and shades thereof), motif or pattern throughout a space, the result of which will really pull the room together.

4

Don’t… Forget the Bigger picture

If you apply a different look or clashing colour in every room it may be an overwhelming sight when the doors are open and you can see into more than one area, or even as you walk through the property. To achieve an interior style that ‘flows’, one practiced method is to use one colour, varying it in some way from room to room. For example, one room could be adorned in dark blue, the next sky blue hues and another in blue and white stripes or florals.

2

Don’t… ignore your natural light

Lighting plays a major part in how colour will actually be seen, so don’t look at a paint pot and expect it to appear in exactly the same tone on your walls. One decorators’ tip is to paint large sheets of white paper using tester pots, which you can then stick on walls throughout the house and move around to see how they show up in the light.

3

Don’t… always Follow trends

If you like to be on the cutting edge of fashion you may be tempted to follow every trend. In reality, few have the time or resources to repeatedly decorate from scratch. Take a tip from the experts and keep your floors and more expensive items (for example, sofas and beds) in a neutral tone. You can then dress the rest of your room up or down with accessories or an accent colour as and when you wish.

Jawad Furniture

Don’t… always play it saFe An eclectic look can be tricky, but Dubai’s many cultural influences provide a great chance to showcase your finds from far and wide. Ensure mismatching items form a fab fusion by picking products in similar size or texture. This will help them work in unison.

5

Don’t… underestimate the power oF colour

When taking on a new project, interior designers will often find out what you intend to use a room for as well as establish the mood you want the space to evoke. Colour is the main tool through which to convey a certain ambience. Warm shades are known to create a welcoming atmosphere for visitors; neutral tones are capable of releasing a relaxing feel (making them a popular pick for bathrooms), while bold colours can create drama or glamour.

try it today!

Make a Moodboard If there’s one technique worth knowing about, it’s this one: moodboards. An indispensable tool of any designer, it’s a visual way to bring all those decorating ideas together in one display, using samples of colour and materials, which will help you decipher what works and what doesn’t. A surefire way to avoid decorating disaster. Here’s how to make your own...

1. Pick one key colour This should serve as a base hue on the largest area of your chosen room; put a large sample of it on to the board, be it a wallpaper swatch or paint colour. If you’re going for carpets, a piece of this will help convey texture, too.

go all-out with a bright, striking contrast or keep it close to your base tone for a more subtle edge? Use your moodboard to mix up the options, and scrap swatches and samples of those you don’t like – it’s far better than making mistakes for real!

2. Add an accent

3. Set the mood

Choosing a signature colour to work with your base is a key decision; will you

go for vibrant shades to match your accent colour and try to stick to one scheme, whether it’s vintage, Arabian or minimalism. Mixing too many ideas together can create a confused or messy look, rather than an eclectic one. Place pictures of items on your board to get a feel for how it will work against other colours and textures.

Better… Bedrooms

We round up four fabulous boudoir looks you won’t want to leave behind in the morning. Breakfast in bed, anyone? Modern Marvels Sometimes less is most definitely more and come bedtime a fuss-free space is the best way to catch some sleep. But, simple doesn’t have to be boring. Achieve a stunning result that’s high in style with just a few key pieces. We love this sleek bed from Natuzzi – a standout design that serves as the perfect focal point. Keep colours neutral or monochrome for a non-distracting base and add oodles of class by placing a few choice accessories close by.

PurPle reign No hue evokes a sense of depth and indulgence like deep purple. Create a truly decadent sleep zone by using the colour in super-soft fabrics that just long to be touched – like velvet. This combination will not only make a statement but create the ultimate surroundings to bask in when the day is done. Plump for a dramatic bed, like this extravagant design from Q Home Décor, and team it with a signature chair or chaise lounge for an extra spot to while away your free time. If space is limited, let the bed take centre stage and adorn it with cushions in a mix of berry tones and glam patterns. The perfect look for winter.

Boudoir ChiC

For a glam touch, decorate one key wall in a standout colour or patterned print

You don’t have to fill your room with chintz and frills to achieve a delightfully feminine look. A colour scheme of dusky pink and black carries all the charm of a vintage era without the oversized florals. Play on the vintage theme with elegant French-style furniture or, for a contemporary feel, try a white leather bed like this one from ID Design. Pick furniture in cream or white for a softer look, or buy black for a dramatic and glamorous edge. Very boudoir chic.

On the contrary, the tone of 2010 looks effortlessly stylish when applied to interiors. If you go for grey, the secret is not to stick with one tone. Combine it with silver and crisp whites for a cool yet calm setting and prevent it from feeling cold by layering your bed with an over-sized throw and lines of cushions. If it’s still all a little too simple for your taste, jazz it up with a standout feature, such as a fabulous chandelier, or add a single burst of bight colour,, like lime green.

2

CurtainS For a can’t-fail solution to tall windows, curtains are the way to go. Pull a room together with swathes of flowing fabric in a key colour or print to match your interiors and make them super-practical by adding black-out lining. While you’re at it, why not dress them up with jewelled or beaded tie-backs?

Window of Opportunity

Before you go all out with wondrous window ideas, consider these points, says Morteza Rouzati of Avenue Home (www.avenueinterior.com).

Clean and simple Fabrics will accumulate dust – which may give you allergies – and need to be dry cleaned regularly, which can be costly. For a practical alternative try shutters and blinds which you can dust off with ease.

Solar ShadeS If you’re living in a sun-facing property, solar material is the way to keep Dubai’s rays at bay. Deck your windows’ in it and you’ll reduce glare but maintain that view. Plus, UV protected interiors means no faded fabrics!

4

Wooden blindS Whether dark or light coloured wood floats your style boat, blinds can make a cool, contemporary alternative to curtains – a super-easy means of controlling incoming light. If you live beachside, their light feel will be a fitting finish to a seaside look.

window should wear is a lot like deciding what you want to put on yourself; your final choice should reflect your personality, be it traditional or flamboyant.

Energy efficiency To save on bills, opt for heat resistant products. Wooden shutters block out heat better than any other product and could save you up to 25% off your energy bill each month. Safety first If you have little ones

windows face will ultimately influence the fabric you should buy. South-facing windows, for example, have warm temperatures with good all-year-round light, so pick something that diffuses light and provides UV protection for fabrics.

Trend topics The most fashionable new products on the market are sheer solarette and solar glide, which are like rollup blinds, and come in over 100 colours. They look beautiful but are popular for their practicality too; easy to maintain, anti-bacterial, adjustable and available in manual or motorised form.

cups of refined flour • 43 tbsp •or semolinafine grained rice flour tsp baking powder • ½4 tbsp plain yogurt • 1 tsp saffron •and powdered threads, dry-roasted of sugar • 64 –cups 6 cups • 1 tsp of greenof water cardamom seeds •powder tbsp rose water • 4Ghee • or vegetable oil for frying

1 Make a batter by mixing together the flour, semolina or rice flour alongwith the baking powder, plain yoghurt and 1 ½ cup of water in a bowl. Mix it all together using a whisk. 2 Add a splash of water and saffron powder to the batter mix and whisk it until smooth. Set aside for about two hours to ferment. Whisk again thoroughly before use. 3 Prepare one string of sugar syrup by dissolving sugar in the water and bringing it to the boil. 4 Just before the syrup boils, add the saffron and cardamom powder. 5 Heat the ghee in a deep-bottomed pan. 6 Put the batter in a piping bag and pour it in a steady stream into the pan to form coils. Create a few at a time. 7 Deep fry the coils until they are golden – but not brown – in colour and have a crisp texture all over. 8 Remove from the pan and put in a strainer or on kitchen paper, then immerse in the sugar syrup. Leave for a minimum of four minutes. 9 Remove from the syrup and serve hot.
