the course of a few months, the COVID-19 pandemic has turned our world upside down. It’s taken a huge toll on seniors – especially in our longterm care homes – and on those that care for them.

It’s highlighted extreme inequities in our society, where some of the lowest-paid workers are the most essential during a state of emergency. Ironically, they are also among the most at risk for infection and the least likely to have adequate paid sick time.

And this public health emergency has fixed public attention on health care workers underscoring their critical role on the front lines, and bringing into clear focus how privatization and contracting out have undermined their working and caring conditions.

That recognition has resulted in important gains for workers like temporary pandemic pay.

But it’s also presented an opportunity to fast-track more permanent reforms we need to improve services, secure equitable wages, and make these workplaces safer for patients, residents, clients – and workers.

Keeping workers safe From the start of the pandemic, HEU has demanded a coordinated response to ensure members – regardless of their employer –

have access to appropriate personal protective equipment (PPE) and health and safety training.

HEU has pushed back when some employers thought substandard masks were okay for workers, and the union has encouraged local occupational health and safety committees to continue to operate under enhanced precautions to ensure workers’ concerns aren’t swept under the rug.

And we’ve joined with the labour movement in securing easier access to benefits for workers who’ve caught COVID-19.

A level playing field for seniors, workers

Seniors’ care has been at the epicentre of the pandemic with Canada’s first COVID-related death and major outbreak occurring at North Vancouver’s Lynn Valley Care Centre.

Dramatic action was ordered by the Provincial Health Officer to break the chain of infection. Seniors’ care workers were limited to working at a single site – a huge challenge given the thousands of workers in the sector, who depend on multiple jobs to earn a living wage.

Crucially, moving to single sites came with a guarantee that workers would have their wages levelled up to the rates found in provincial health care collective agreements. This was a clear acknowledgement of the enor-

mous wage disparity within the sector, and its impact on workers and care delivery.

The levelling up of wages brings us one step closer to levelling the playing field and stabilizing seniors’ care.

Justice for contracted support workers

The union is also turning up the pressure for wage justice for housekeeping and food service workers, who are employed by multinational corporations in most of our health authorities.

Often invisible, these workers have been widely acknowledged for their critical role on the health care team during the COVID-19 pandemic. Yet, they are paid less now than during the SARS epidemic nearly two decades ago.

That’s why HEU is pressing to bring the work back under the control of B.C.’s health authorities –addressing this long-standing injustice.

In the face of a terrible and unpredictable virus, our governments have made choices to protect individuals and communities that would not have seemed possible just months ago. Going forward, we’ll push for the reforms to our health care system that improve care, make work safer, and treat health care workers with dignity and respect.

I WON’T FORGET MARCH 7. That day, I learned that a resident at Lynn Valley Care Centre had COVID-19. I knew the workers would be scared.

And I knew that day marked a turning point for the province as we faced an unprecedented public health emergency.

HEU members have cared for British Columbians with incredible dedication during this pandemic. They’ve put their health and wellbeing on the line. They’ve uprooted their routines, stretched their skills and demonstrated compassion under enormous pressure.

And as your union, we’ve been with you every step of the way. Soon after the outbreak, HEU began negotiations with employers and government for workers in long-term care and assisted living. We secured an agreement that moved wage rates to the standards in the Facilities and other provincial agreements, so that workers limited to one site would not be economically disadvantaged.

This collaboration is in stark contrast to the experience of health care workers elsewhere in Canada where governments used emergency powers to roll back workers’ rights.

Still, the pandemic demands much of working people and especially health care workers. And our relationships with employers will be challenged as we hold them accountable. They must provide safe and respectful workplaces in a system under stress.

COVID-19’s economic impact has been devastating for working

people. More than 350,000 British Columbians lost their jobs during the pandemic. The economy will take years to recover.

We must protect workers and our communities as we rebuild the economy. We cannot allow employers to push for austerity.

We will fight for a just recovery that improves workers' lives, with women and racialized workers at the centre.

It means that HEU continues to fight for contracted housekeepers and dietary workers who earn less today than they did during the 2003 SARS epidemic. The time to bring justice to these workers is overdue.

In seniors’ care, we need to stabilize working and caring conditions so badly undermined by BC Liberal policies. We’ll fight to make wage levelling in this sector permanent.

The Lynn Valley Care Centre was the site of Canada’s first COVIDrelated death, and the outbreak claimed 20 lives there. At Langley Lodge, 25 residents died. Dozens of workers fell ill.

In the last few weeks, care aides from these two care homes and others joined HEU. They’ve united their voices for better working and caring conditions – and fair treatment from their employer. Workers know we are in this fight with them during a pandemic and beyond.

BEATING BACK THE "BUGS" HEU housekeepers are the first-responders to infection control in B.C.’s medical system. As we respond to the COVID-19 pandemic, they are relied upon more than ever.

Regularly exposed to chemicals, biohazardous materials, airborne contaminants, and superbugs like MRSA and C. difficile, the housekeeping team is trained to clean and sanitize all areas in acute care and long-term care facilities.

In 2004, HEU activists – dressed as Superbugs – protested against privatizing support services, under Gordon Campbell’s Liberals.

The Superbugs invaded a Providence Health Care board meeting at Vancouver’s St. Paul’s Hospital to speak out about the health and safety hazards of dirty hospitals.

COVID-19

Facing risk on the front lines HEALTH CARE workers in B.C. put themselves at risk reporting to work each shift during a pandemic.

And many have tested positive for COVID-19, including 262 seniors' care workers, as of August 6 – health officials are not providing regular updates for other health care workers.

Several HEU members, who contracted COVID-19, spoke with the Guardian about the illness, and their recovery.

Members experienced many of the same symptoms we’ve heard about from public health officials, including headaches, sore throat, chills and hallucinations.

Margaret Sankowski, a clerk at Children’s and Women’s Hospital, also experienced memory loss.

But Sankowski distinctly remembers when a doctor came into her room at Peace Arch Hospital to say she needed to be transferred to another hospital because she wasn’t responding to treatment.

In April, Sankowski was admitted to Peace Arch, just a few days after her diagnosis. Doctors wanted to intubate her, but she refused.

“I didn’t want to go anywhere,” she said. “I wanted to stay there in that room.”

After 12 days at Peace Arch, Sankowski was discharged. She’s still experiencing anxiety from her illness, and her doctor diagnosed her with post-traumatic stress disorder.

“IT WAS EXTREMELY SCARY” | Fred Bartolome, a care aide at UBC Hospital, was able to recover at home, but it took seven to 10 days for him to start feeling better. He’s now back at work caring for seniors, but still has trouble sleeping.

ted to hospital when he was diagnosed on April 5. He remained at home, with a public health nurse checking in on him daily. But with pre-existing and underlying medical conditions – including asthma and severe bouts with pneumonia – having COVID-19 was extremely scary.

“When I was diagnosed, my world collapsed,” he said.

Bartolome, a care aide at UBC Hospital, was able to recover at home, but it took seven to 10 days for him to start feeling better. He’s now back at work caring for seniors,

but still has trouble sleeping.

On March 18, Keely Wagner was called by her employer to go to an urgent care clinic for a COVID-19 test. On the walk over, which was just three blocks from her home, Wagner was out of breath and knew something was wrong.

Wagner is a recreational activity aide at Vancouver’s Haro Park, one of the long-term care homes hardest-hit by the virus. A total of 28 residents and 27 staff were confirmed to have COVID-19 before the outbreak was under control.

She has been on and off work since her diagnosis, and explains recovery is different for everyone.

“I experience shortness of breath when I wear a mask at work,” said Wagner. “After about three or four hours, I’m exhausted and getting headaches. I still don’t fully have my sense of smell and taste back.”

Wagner has some advice for other HEU members: “If you get COVID, stay home and take care of yourself.

Don’t feel guilty. Take the time and stay home until you feel better.”

We also welcome Protection Services Officers on Vancouver Island at Royal Jubilee Hospital, Victoria General Hospital, Cowichan District Hospital, North Island Hospital Comox Valley, and North Island Hospital Campbell River & District.

Staff at these sites work in a range of occupations, including care aides, hospital security, housekeepers, cooks and LPNs. So far this year, nearly 1,500 health care workers have chosen to make HEU their union.

The HEU Provincial Executive has voted unanimously to postpone the union’s 32nd biennial convention until the fall of 2021.

The decision to postpone convention, which had been scheduled for this November, was difficult. But the safety and welfare of members and the general public were given top priority.

Provincial Health Officer Dr. Bonnie Henry has extended an order that bans gatherings of more than 50 people.

The right to talk health and safety with your union “THERE ARE TWO RESIDENTS with COVID-19 on my wing and we’ve run out of N95 respirators.”

“My manager is restricting housekeepers to one surgical mask per shift.” “As a food service worker, I’m expected to deliver meals to residents, but I haven’t been told which residents have COVID-19.”

These are just a few of the health and safety issues that have arisen for health care workers as a result of the COVID-19 pandemic. However, some workers are afraid that if they speak up about their health and safety concerns to their manager or their union steward, they might face punishment, be it discipline, or less obvious retaliation like being offered fewer shifts or overtime opportunities.

Fortunately, the Workers Compensation Act is crystal clear – workers have a right to communicate about health and safety issues to their employer, WorkSafeBC, and their union. An important part of that right is to not be penalized in any way for such communication.

So, what can you do if your employer penalizes you for raising health and safety concerns? First, you should report this to your shop steward. They can help you file a “prohibited action” complaint through WorkSafeBC. WorkSafeBC will investigate your complaint, and can order your employer to stop the “prohibited action”, and provide you with a remedy to make you whole. That could be lost wages, clearing your record of all discipline, or something else.

A safe and healthy workplace is a legal right — not only during the pandemic, but at all times.

The Workers Compensation Act is there to ensure workers can speak freely about health and safety concerns without fear of retaliation.

KNOW YOUR RIGHTS

Holding the line on safety Right to refuse work critical in pandemic AS WE NAVIGATE the COVID-19 global pandemic, occupational health and safety (OH&S) is under the microscope.

Workers’ rights are protected by union contracts, human rights and labour laws, and the Workers Compensation Act (the Act), which includes the Occupational Health and Safety Regulation (OHSR).

British Columbians have four OH&S rights to ensure their health and safety in the workplace: the right to know, the right to participate, the right to refuse unsafe work, and the right to no discrimination when exercising these rights.

It’s always important for workers to know they have the right to refuse unsafe work, but never has that been more critical than during the COVID-19 crisis.

Part 3.12 of the OHSR states: “A person must not carry out or cause to be carried out any work process or operate or cause to be operated any tool, appliance or equipment if that person has reasonable cause to believe that to do so would create an undue hazard to the health and safety of any person.”

In B.C., if workers have a reason to believe their workplace duties or tasks and activities are unsafe, they have the right to not perform the task until the problem has been solved. They’re not refusing to work, but they are refusing to do the task they believe is unsafe.

Supervisors have the right to assign other duties within the job description. Workers cannot simply refuse to work, and then go home.

Employers are responsible for providing a safe and healthy workplace, and workers should notify their supervisors if they don’t feel properly protected from COVID-19, including not having the appropriate personal protective equipment.

Workers cannot be disciplined for exercising their right to refuse unsafe work, as specified in Part 3.13 of the OHSR. A worker can also contact their local JOHS committee, OH&S steward or shop steward to advocate on their behalf.

YOUR UNION To maintain HEU’s democracy and accountability, audited financial statements and officer reports will be sent to locals this fall, in lieu of delivery at convention.

HEU’s first biennial convention was held in 1958. Since then, delegates meet every two years to adopt policies, amend HEU’s Constitution and By-Laws, and elect the Provincial Executive.

“Unfortunately, very little is taught about Indigenous Peoples,” said Heather Mandziuk, co-chair of HEU’s Indigenous Peoples Standing Committee (IPSC).

“There may not be enough information to see past the stereotypes and racism to find the truth. But once the knowledge and understanding of the true history is known, the result can be inspiring.

Move raises hopes for contracted workers SOME HOUSEKEEPERS and waste management workers on northern Vancouver Island celebrated an important decision, in May, to bring their services back under the Vancouver Island Health Authority (VIHA). Workers in these classifications will be covered by the Facilities Bargaining Association (FBA) contract, as of October 1.

This was welcome news for about 150 HEU members at the North Island Hospital Comox Valley and Campbell River sites, who have been working under a private contractor, Compass Canada/Crothall, since 2017.

“Everyone is really excited about this,” says HEU member Madison Polson, who works as a housekeeper at Comox Valley. “We’re going to have better benefits, and the communication and teamwork will be enhanced.”

“Housekeeping staff are critical and valued members of the health care team in Comox and Campbell River,” says Jennifer Whiteside, HEU secretary-business manager. “It’s appropriate that their work is managed and directed by the health authority, and that these workers are subject to the same collective provisions as those they work beside every day.”

Bringing these workers into the FBA will improve their current wages, sick leave provisions and benefits, and provide access to a pension plan and the FBA Education Fund.

Health care workers and unions must play a part in this work, and HEU convention delegates have supported a number of measures to identify and address systemic bias in the union including a strategy to be more inclusive of marginalized members and increase representation and participation of equity-seeking groups.

The privatization of housekeeping, laundry, food services, waste management, protection services – and many other health care jobs – began in 2002 under the BC Liberals’ controversial Bill 29.

Contracting out health services reduced wages, benefits and protections for workers.

But they also created a fragmented system within hospitals, and reduced transparency and accountability.

HEU has been working with VIHA to ensure a seamless transition for employees as their jobs are brought under the FBA agreement.

“We represent thousands of workers in contracted support services across B.C., and every one of those workers is critical to the functioning of our health care team,” says Whiteside.

HEU’s Diversity, Equity and Inclusion working group launched a series of consultations with HEU members at the beginning of March to carry out this work, but suspended those meetings as the union focused on supporting members during the pandemic.

But recent developments have shown us that continuing our work to build an inclusive and equitable union is more important than ever. In the coming months, the union will develop new approaches to ensure that the work of the DEI Committee continues despite the COVID-19 crisis.

VIEWPOINT

HEU members are still finding new ways to support each other and build solidarity, even when we’re far apart.

IT’S NO SECRET I’m a very social person and I speak from my heart.

That’s why this COVID-19 pandemic is exceptionally challenging for me. We have lost our one-on-one, person-to-person contact. Sure, we’re now using online technology – like WebEx, Zoom and other programs – to communicate, hold meetings and keep in touch, but it’s not the same.

There’s a lack of human feeling. And I need that connection with people.

I remember as a full-time shop steward at Vancouver General Hospital, if I was talking to a member who was feeling depressed or who had a grievance that we knew would not get resolved in our favour – just offering an empathetic touch of the hand or a reassuring tap on the shoulder or a warm hug would make a huge difference to the member. I miss that.

Members finding new ways to connect

But I know HEU members are still finding new ways to support each other and build solidarity, even when we’re far apart. Some of these new tools may even help us become stronger as a union.

Online meetings present more options for members who are unable to attend in person due to family commitments and work schedules.

Many people, like me, have had to quickly learn new computer systems and technology to be able to work remotely. And I can assure you, the work of the union has not stopped.

We’ve had to adapt in many ways – postponing our biennial convention, moving some of our education programs online, and hosting virtual meetings.

The work of the union will continue online

At this time, the Provincial Executive is allowing local membership meetings to take place in virtual ways. I encourage locals to still submit their expenditures, which need membership approval at a meeting with quorum, and record all motions in the minutes.

Continue to submit Quarterly Reports to the Provincial Office.

Trustees are asked to follow the recommendations of the provincial health officer Dr. Bonnie Henry when reviewing the local books and signing the Quarterly Report forms.

And check our website for upcoming online table officers training for new local executives.

The compassion, kindness and commitment shown by our members during the pandemic is immeasurable. We are HEU, and that is our character.

I am always proud of, and inspired by, our members. Now more than ever.

PRESIDENT’S DESK There is no justice until we have a society and a union that truly reflect diversity, equity and inclusion.

THE COVID-19 pandemic has hit us

all really hard – with more than 118,000 Canadians diagnosed with the virus, including almost 9,000 deaths, mostly in seniors’ care.

Under Dr. Bonnie Henry’s leadership, B.C. was one of the first provinces to take drastic measures to flatten the curve. That’s why we’re able to carefully start reopening sooner than other parts of the country.

But the impact has been devastating to our medical system, to health care workers, and to our economy, with job losses in every sector and businesses that couldn’t survive the three-month closure.

We’re in the midst of an unprecedented crisis. And I’m incredibly proud that HEU has answered the call to action with courage, commitment and compassion.

The pandemic is also taking place at a critical time in our history when a huge spotlight is being shone on the violence and racism that Indigenous and Black people in our communities face daily.

Protests call for accountability and reform

The tragic death of George Floyd under the knee of a Minneapolis police officer is a haunting image. Social justice activists have joined in a loud, international cry to end violence that’s clearly based on skin colour.

Buoyed by the Black Lives Matter movement, protesters have taken to the streets to question law enforcement’s role in our society, and to demand accountability and reform in addressing systemic racism and brutality toward African-Americans, Black communities, and people of colour.

In Canada, we know that violence against Black and Indigenous peoples is a serious issue rooted in white supremacy and the settlercolonial state.

We’ve seen a rise in anti-Asian racism.

And recently, British Columbians were appalled to hear reports of anti-Indigenous racism in health care.

This work is more important then ever

HEU has publicly condemned these acts. We stand steadfast in our human rights advocacy work, and are committed to looking inwardly at our own structures and policies. This work is more important than ever.

The demand for racial equality and massive systemic change is widespread and loud.

There is no justice until we have a society and a union that truly reflect diversity, equity and inclusion – where every person feels safe, valued and respected.

But we can’t get there on our own. We need each other to do this work. United we stand, divided we fall.

HEU MEMBERS STORIES PROJECT

Stories from the front lines When the outbreak first happened in our facility, there wasn’t enough communication coming our way, so I created a Facebook Messenger group chat with all of the workers at our site.

It allowed us to communicate, to rally everyone together, and to stay motivated to pull through this.

I think a lot of people have heard about health care workers abandoning their jobs in Québec, so I want you to know something. Every time we knew a resident was passing, we were there.

We did not let anyone pass alone. We held their hands and stroked their hair, washed their face, and made sure they were comfortable. We stayed until that person passed.

I work with such amazing people. I couldn’t do this job without them. It gives me hope to know that if anything happens in the future, we can get through it together.

That’s why it’s so inspiring to hear how our members adapted, and how they carried on providing the most compassionate, professional care and support possible for patients, residents and clients. And how they will continue to do so, whatever the future holds.

Our “Members Stories” project showcases some of the hundreds of different jobs HEU members do around B.C. They share, in their own words, how they’ve coped with anxiety and adjusted to the rapid changes in their workplaces.

Mental Health Worker I used to join residents for their medical appointments or other errands. But since the pandemic, my work has changed. It’s more focused on helping people follow safety precautions. The changes in the residents – the anger and the mood swings – can be hard. To get through this, we just have to be a lot more patient with each other, have a good positive attitude, and do something nice for your neighbour.

Food Service Worker We’re always on high alert, constantly handwashing and washing our uniforms, keeping our distance, noticing anyone who’s coughing. Sometimes, the scariest part is not knowing if there’s an outbreak or a COVID patient on any given floor. I’m doing it more often than I would before COVID because any time I touch something new, I’m changing gloves and washing my hands. It’s just where we are right now, and I just keep a positive attitude.

Community Support Worker It’s been challenging, but our team has really come through with working to figure it out.

I’ve also gotten a lot of hope by seeing how much people will help each other and stand up for one another during this pandemic.

Industry shutdowns strike vulnerable workers first WHEN TRAVEL restrictions were imposed during the pandemic, 90 per cent of B.C.’s hotel workers were laid off.

“Tens of thousands of housekeepers, servers, cooks and dishwashers in the hospitality industry immediately found themselves without livelihood, with no guarantees of being able to return to work,” says Michelle Travis of UNITE HERE Local 40, a union that represents hospitality workers.

Government support programs, like the Canada Emergency Response Benefit (CERB), provided workers with some temporary relief. But the pandemic quickly exposed how vulnerable those in low-wage, precarious jobs are in this country.

“We’ve known for years that work is being transformed in Canada,” says Jim Stanford, director of the

Centre for Future Work. “We’re moving from more standard, stable jobs towards a model of precarious, ‘just-in-time’ staffing, where workers are treated as disposable.”

The large-scale shutdown of parts of our economy were important public health measures. But the negative impacts were not equally shared.

The Canadian Centre for Policy Alternatives (CCPA) found that half of those who work in the lowest-paid jobs ($14 an hour or less) lost work or hours during the pandemic. Among those who earn $48 an hour or more, only one per cent lost work or hours.

According to Iglika Ivanova, senior economist at CCPA, 75 per cent of those who lost their jobs in B.C. between February and May worked in one of five industries: accommodation and food services; retail; construction; information, culture and recreation; and “other services” (which include personal services, repairs and maintenance, domestic workers, most charities and non-profits).

“Young workers, women, immigrants and racialized workers make up the majority of workers in the lowest-paying and most precarious jobs in our economy,” says Ivanova, “And they have borne the brunt of the economic fallout from the pandemic so far.”

the need to work multiple jobs to make ends meet.

A recent Centre for Future Work report outlined an economic rebuilding plan that recommends better standards and protections for precarious workers.

As for the UNITE HERE Local 40 hotel workers, they fear their employers may not rehire those who were laid off during the pandemic, choosing instead to replace them with new employees who may cost companies less in wages,

benefits and seniority.

“Laid-off workers need a legal right to return to their jobs as the industry recovers,” said Travis.

“Employers should not be using the pandemic as an excuse to replace them.”

UNITE HERE Local 40 is calling for provincial legislation that will require B.C. employers to rehire those laid-off workers, as well as federal programs to better protect workers.

Addressing Racism Investigation Survey IN JUNE, British Columbians heard about a deeply disturbing racist game allegedly being played in one or more B.C. hospital emergency rooms.

This prompted an independent investigation into Indigenous-specific discrimination in our health care system.

It should come as no surprise that the health care sector is not immune to the racism and discrimination, and specifically as directed against Indigenous people, that exist in society.

So, when my team set out to conduct an investigation, it was not to determine whether or not racism exists in the health care system, but rather the scope and extent of it.

ple, then trust and confidence the public has in that system is shattered.

This investigation does not set out to blame and shame. But rather, it provides the health care sector with an opportunity to learn and do better.

We recently launched a survey asking for the experiences of a wide range of health care workers.

Our survey asks health care workers the impact of discriminatory behaviours or actions on patients and their family members. But it also asks in what ways health care workers are affected personally in the workplace by racism and discrimination.

This is an opportunity for all of us to find ways of better delivering health care in our province.

Pandemic pressures take toll Health care workers encouraged to explore mental health resources THE PANDEMIC has put many pressures on the mental health of frontline workers -- from fears of contracting COVID- 19 at work and infecting loved ones at home, to workplace changes and anxiety about safety.

This is particularly true for workers at long-term care sites, which have undeniably been hit the hardest during this pandemic.

“Workers in long-term care are under pressure at the best of times, and more so during this pandemic,” says Jennifer Whiteside, HEU secretary-business manager.

“Providing good care to residents in this high-stress environment that is full of risk can take its toll on the mental health of frontline workers.”

Not only do long-term care workers experience the same kinds of anxiety and fear about contracting COVID-19, they may also witness the people they care for fall ill, and sometimes die.

And many are distressed that distancing restrictions prevent them from providing residents with the social interaction and level of care so necessary to quality of life.

HEU members are encouraged to access the many mental health supports that are available.

Sick days key issue for public health HEU MEMBER Consuelo Almadin works at Inglewood Care Centre in West Vancouver. Long-term care has been devastated by COVID-19.

And yet independently owned facilities, like Inglewood, provide some of the lowest wages and benefits in B.C.’s health care system.

Almadin is only entitled to five paid sick days a year. This means when she and her co-workers are sick, “we are pretty much forced to go back to work without enough recovery,” she says.

In the wake of the pandemic, improving sick pay provisions has become an important public health issue, as well as a key right for workers.

Several COVID-19 outbreaks at meat processing plants in B.C. and Alberta were the result of employees going to work sick, unable to afford the loss of pay.

In late May, Prime Minister Justin Trudeau announced he was seeking to develop a national program to provide a minimum of 10 days of paid sick leave for all Canadian workers.

“Sick day” provisions are currently regulated by each province, under their employment standards.

The B.C. Federation of Labour has developed a proposal and campaign to mobilize support around paid sick leave. Find out more at <WorkingSickIsntWorking.ca>.

NEWSBITES Opioid deaths continue to rise While British Columbians cope with the COVID-19 pandemic and adjust to the “new normal”, the opioid epidemic continues to claim hundreds of lives in the province.

The B.C. Coroners Service reported 175 deaths related to illicit drug use in June. This is the highest monthly rate since the opioid crisis was declared a public health emergency in 2016.

And it marks a staggering 130 per cent increase from the 76 deaths recorded in June 2019.

B.C. Mental Health and Addictions Minister Judy Darcy wrote: “Borders are closed and the usual illegal supply chains are disrupted, leading to drugs that are more toxic than ever. Unemployment, social isolation, declining mental health and increased alcohol and substance use are also the reality for so many right now.”

The ministry launched a 24-hour helpline on June 15 to support “doctors, pharmacists and nurse practitioners while they are treating patients with opioid use disorder and considering prescribing

safe prescription alternatives to the toxic drug supply.”

Racist incident to be investigated On June 19, B.C. Health Minister Adrian Dix announced an investigation into allegations of racist behaviour targeted at Indigenous patients in hospital emergency rooms.

“Our health care system must be a place of compassion, comfort and care for all who need it,” said

HEU secretary-business manager Jennifer Whiteside.

“Five years ago, all health authority CEOs signed a commitment to advance cultural humility and cultural safety for Indigenous Peoples,” said Whiteside. “But today, our health care system continues to fall short of these expectations, and all of us who work within it must hold ourselves accountable.”

Safety measures bring unique challenges for Indigenous communities

INDIGENOUS communities in B.C. were among the first to spring into action when the COVID-19 pandemic hit.

Recognizing the massive risks the virus could bring to isolated, under-resourced communities, local First Nations governments worked quickly to implement travel restrictions and encourage physical distancing.

While the restrictions were necessary, they placed a burden on people living where access to groceries, public transportation, and community and health services were already inadequate.

“People in my community would have to drive three hours to the next community to get toilet paper, which was limited to one package per family,” explains Lorraine Half, an HEU member from the Gitxsan Nation, who works with

Gitxsan Health Society.

Half experienced firsthand how the pandemic created challenges in her work as an addictions counsellor, as phone and video check-ins often replaced in-person visits.

“So much of my work addressing trauma is hands-on and body-centred,” she explains.

“When I can’t see a client physically, there is a loss of connection.”

Travel restrictions also increased social isolation for many.

“Phone calls were about all we could do to reach communities that had been closed off,” says Barb Clark, co-chair of HEU’s Indigenous Peoples Standing Committee. “Elders were feeling quite scared to leave their homes.”

But communities found new ways to support each other.

Daniel Henry is an HEU member from Terrace, who works part-time as a casual health care worker and full-time as a teacher. His school had to cancel its annual “Soup Feast” gathering that provides food to families in need, while sharing cultural knowledge about the ingredients.

Instead of a communal event, the school delivered soup packages to families’ doors. “This provided families a great opportunity to prepare and share a meal together at home,” says Henry.

For some members at First Nations health centres, the pandemic response also highlights disparities between them and other health care workers. While pandemic pay has been announced for most health care workers in the province, it remains unclear whether or not this premium also applies to many health care workers working at First Nations health centres.

“We put ourselves in as much risk as our colleagues who work in hospitals,” says Half. “We should be benefitting from the same supports as other health care workers.”

The pandemic intensified the challenges many Indigenous Peoples were already experiencing within the health care system and their communities – and brought to light what needs to change.

Heather Mandziuk, a nursing assistant in Burnaby and co-chair of the HEU Indigenous Peoples Standing Committee, hopes that with better understanding of Indigenous history and culture, particularly the intergenerational impacts of trauma, the system can deliver health care in a more compassionate, caring and equitable way through this crisis and beyond.

NEWSBITES COVID-19 in Schedule 1 of the Workers Compensation Act, making it easier for workers to receive benefits should they contract the virus on the job.

Known as “presumptive coverage”, it would expedite the process for workers filing WSBC claims because “workers who contract this disease won’t need to jump through unnecessary hoops to prove their work-related illness,” said Laird Cronk, president of the B.C. Federation of Labour.

“These essential workers shouldn’t have to go to the effort 12 GUARDIAN | Summer 2020

of proving their infection is workrelated, at a time when they should be focusing on their health and their families while recovering from this terrible disease,” said Cronk.

The change will be implemented in about six months, much faster than the standard 18 to 24-month process for adding a disease to the Act. As of June 24, there were 647 COVID-related WSBC claims. Over half of those are health care and social services workers.

Alberta assaults union rights Amid public health and economic crises, Alberta's unions are under attack by their Conservative provincial government.

Bill 32 – Restoring Balance in Alberta Workplaces Act – was introduced July 8, and contains changes to the province’s Labour Relations Code that limit unions’ public advocacy work.

If passed, the bill would require workers to “opt-in” to using dues for social causes, charities, or groups affiliated with a political party.

A separate bill, called the Critical Infrastructure Defence Act, was passed in June. It limits where unions can picket, and makes it illegal to obstruct anyone from crossing a picket line.

Although the government claims this law is aimed at blockade protesters, many observers have noted the definition of “essential infrastructure” can include sidewalks, boulevards and ditches, which

WHEN FARMS in British Columbia, Ontario and Alberta became hotspots for COVID-19 outbreaks, it brought to light the unsafe and precarious working conditions of migrant farmworkers.

From cramped living quarters to lack of sick leave provisions, these workers are among the most vulnerable in Canada. Most migrant farmworkers use what little money they earn to also support families and loved ones in their home countries.

As temporary foreign workers, they do not enjoy the same employment standards as Canadian workers, and are often exposed to intimidation and retaliation from employers. And yet, they’re essential to our food supply system.

“When I arrived in Canada as a nanny, I had no connections, and it was really hard... I’m paying back for all the help that I’ve gotten over the years.”

For a group of HEU members in Maple Ridge, the plight of migrant farmworkers is nothing new. They have long been aware of how much this group of workers is exploited, and how isolated they are from the community.

“Migrant workers come here with very little,” says Lina Fernandez,

The Alberta Union of Public Employees has launched a constitutional challenge to this new law, calling it “an attack on our freedom to take part in peaceful protests, which is recognized as an essential part of democracy.”

In 2018, members at HEU’s Maple Ridge local started collaborating with parishioners at St. Luke’s Catholic Church to organize a monthly gathering for farmworkers from Mexico and South America. Volunteers pick up workers from their farms and drive them to the church to get cooked meals and supplies.

This event draws in other community groups, such as a local choir that sings in Spanish, and volunteers from Surrey’s Korean community, who provide luggage filled with clothes and shoes.

Fernandez, who also serves as secretary-treasurer of HEU’s Maple Ridge local, began helping with these gatherings in 2019. This collaboration with St. Luke’s was initiated by former care aide Maria Rodriguez, who is now a staff member at HEU. Every month, several members of the local donate their time to cook and provide food at the gatherings.

In February, the local was making plans to start a “Pillowcase Welcome Package” campaign.

“We would sponsor a pillowcase by buying and donating things to put in the pillowcases that would be useful to the workers,” explains Fernandez.

Indigenous racism. It also opened conversations about police and law enforcement, focusing on their interactions with Indigenous and Black people.

Indigenous communities across Canada have highlighted the ongoing racism they’ve experienced from the RCMP. Nationwide calls from community groups to “defund the police” have prompted policy-makers in many jurisdictions to look more closely at police roles and practices.

Using a pillowcase to package the donated items is significant because many migrant workers aren’t provided with proper bedding in their sleeping quarters.

Unfortunately, the project was put on hold indefinitely at the

beginning of the pandemic.

The Maple Ridge local members are proud of their community work, and enjoy the opportunity to offer support to a vulnerable group.

HEU PEOPLE RETIREMENTS Robin Billas retired in February after 20 years. She spent five years at Chemainus Health Care Centre and 15 years at Kiwanis Village Lodge as a recreation aide. An activist, Robin served as a warden and conductor. “I am grateful for having a vocation that was so rewarding and fulfilling,” she says. “Being a member of a strong union that not only cared about the worker, but also the vulnerable members of society, mattered a lot to me.”

Robin’s plans include spending time with her family, garden, and dragon boat club.

After more than 45 years of service, Eunice Cochrane retired in January. She spent the last 25 years at Vernon Jubilee Hospital as a dietary aide. “I enjoyed taking care of my patients, communicating with them, and doing what I could to make their day better. I will miss that and my co-workers,” said Eunice.

One co-worker describes Eunice as “funny, generous and hardworking.” After retirement, Eunice plans on doing more gardening and enjoying life.

Gina Horne retired in February from South Island Health Services, where she worked as a financial coordinator since 2003. She served as her local’s secretary-treasurer and was on the bargaining committee in 2018. Outside of work, Gina was the purchaser for her church kitchen.

Her retirement plans include redoing her backyard and taking an RV trip across Canada. “I am ready to embark on a new journey,” said Gina.

In January, after 30 years, Janine Migneault retired as a team clerk at the Saanich Community Health Unit, where she also served as shop steward and trustee. Janine says, “I’ll miss doing my steward work and working with many great people.” After retirement, Janine plans on taking an Alaskan cruise, joining a choir, spending time with her family, and hanging out on Gabriola Island.

IN MEMORIAM

Sadly, Jenna Brittain passed away from diabetes complications on January 23.

She worked as a nursing unit assistant at Nanaimo Regional General Hospital. Only 29, Jenna was a young woman with a bright future. She had a contagious smile and kind soul. Jenna was a caring, giving and hardworking person, who was an asset to her co-workers and patients. She’ll be missed as a peer and loving friend.

Tragically, 26-year-old Delaram Dadashnejad was on board the Ukrainian plane shot down in Iran on January 8, killing 176 people. She worked at St. Paul’s Hospital as a dietary worker.

Delaram was studying nutrition at Langara College. Her goal was to become a dietician and build a new life in Canada. A loving, compassionate and motivated person who was always helping others, Delaram will be remembered by her colleagues, friends and family.

Long-time activist John Fraser died in January after a lengthy illness. A dedicated fighter for workers’ rights, he was a dietary worker at Powell River General Hospital. John was proud to represent HEU members on the Provincial Executive from 2010 to 2018. He was also chair and chief shop steward of his local. John had a big heart and would do anything for a friend. He’ll be missed by family, friends, HEU members and staff.

After retiring from Rotary Manor as a maintenance worker last October, Dennis Storms died in January. He started at Dawson Creek and District Hospital, and served as a shop steward, chief shop steward and chairperson for his local. Co-worker Leo Gauley says, “He was an awesome guy to work with. He taught me a lot about maintenance. He was my best friend.” Dennis will be missed by his colleagues, family and friends.

Lorna Tourangeau passed away last November. She worked at Fort Nelson General Hospital as a housekeeper. Lorna served as secretary-treasurer and trustee for her local, where she welcomed and supported new staff members. She shared her affectionate attitude and generous spirit with all. Lorna loved to cook and brought goodies to the Elders and to fundraising fairs.

She was proud of her Indigenous heritage.

Lorna will be deeply missed.

Long-time activist Josie Whitehead passed away last December after a brave battle with cancer. She worked at Amata Transition House as a PEACE coordinator. Josie was local chairperson and attended many HEU workshops, conferences and conventions.

She also served on the Indigenous Peoples Standing Committee. Josie was active in her community, especially with Big Brothers & Big Sisters of Quesnel. “Her dedication and commitment to helping others was unsurpassed,” says a close friend. Josie will be remembered as a generous loving soul. She’ll be dearly missed by her family, friends and colleagues.
