EAST BUCHANAN

Plans for new EBMS continue taking shape by jim bonebrake leader reporter

The East Buchanan Board of Education approved a pair of contracts Monday, November 20, with Incite Design and L.J. Muller Construction so the two firms could

collaborate throughout construction and completion of the new East Buchanan Middle School in Gower. Both contracts were approved by votes of 7-0, and the board did this to ensure good communication

from start to finish between both firms related to the design of the new building, as well as the total construction of this project. They also reviewed a new drawing proposal for the design of the building. Superintendent Dr.

CITY COUNCIL

Lathrop voters could see marijuana tax in April by brett adkison leader editor

The Lathrop City Council met ahead of the Thanksgiving holiday on Tuesday, November 21. It appears that Lathrop voters could decide on a marijuana sales tax this coming spring. The council discussed an ordinance Tuesday that would put the three-percent tax

on the April ballot. The ordinance could be approved in December. Many other entities in the area previously approved a similar measure, but City Administrator Bob Burns said that the City of Lathrop was running (successfully) a street improvement sales tax at that time, and running both could have been confusing.

The council approved the closure of Oak Street on the evening of Saturday, December 9, for the annual Lathrop Christmas Wonderland presented by Middle Road Productions. The event includes the mayor’s Christmas tree lighting at 7 p.m., followed by the lighted Christmas parade. For more information, visit Middle Road Produc-

tions on Facebook. The council also approved the city’s employee health insurance through United Health Care, which featured an 11-percent increase. The council also approved an ordinance for the April election of its members. Two seats—those of North Ward Alderman Porter ||Continued on A2

Burns said the city has had similar regulations in place, but the new ordinance complies with wording from the Missouri Department of Transportation (MoDOT) which will now maintain the signage near the city limits.

The Forever Christmas Bazaar, Sweet Shoppe and Cafe Noel will be open at the courtyard from 5:30 p.m. to 8:30 p.m. on Friday and from 9 a.m. to 4 p.m. on Saturday, December 2. You can also get your photo with Santa or hit up the photo booth from 10 a.m. to 2 p.m., along with face painting and crafts. There will be a balloon artist from noon to 2 p.m. Also headlining events on Saturday, the Plattsburg Chamber of Commerce is

sponsoring the Christmas Homes Tour, which will feature five of the town’s beautiful homes and the Riley-Carmack Museum. Tickets can be purchased in advance at Central Bank and Bank of Plattsburg, or the day of the event at the Community Courtyard. budget the board passed last summer. He went on to say the surplus is still sound, but that the anticipated surplus (estimated last summer to be about $120,000) had been reduced significantly to just over $3,500. This was due to several factors, including a 30-percent increase in premiums for liability and district liability insurance from the insurance carrier. Dr. Newell said he was expecting approximately a 10-percent increase in premiums for the insurance but the carrier the district uses was hit hard last year, resulting in an increase to all those using it. He said there were some areas where expenses were less and a few others where they were more, but overall, he is still confident the district will end the year with a surplus, as he continues to keep his budget projections as conservative as possible. Dr. Newell informed the board that the filing dates for the two board seats will begin on December 5 and end on December 26. Each candidate filing on the first day will be given a lottery number. Those numbers will be drawn to determine each position on the ballot. If no one files on the first day, then the names will be placed on the ballot based on the time of filing starting on the second day, and so on. Newell also reminded the board that the district has $100,000 that needed to be spent on safety, and he proposed the following: $46,789 for bullet proof film for windows, $13,350 for high school classroom upgraded door locks, $27,925 to replace the doors in the AG building, and $1,000 for 10 bleeding control kits, which will be distributed throughout the district buildings. The district will have approximately $10,700 which can be used for build-

ing door monitors or possibly an intercom system for the buildings. At the beginning of the board meeting during celebrations, Dr. Newell pointed out that one patron, Mrs. Ruth Gray, was working at the gate for the district final football game with Mid-Buchanan when a family came to the gate to buy their tickets. The gentleman realized he had left his billfold at home, and he had no money. This happened to be a Mid-Buchanan family coming to East Buchanan to watch this game. Mrs. Gray paid the admission cost for the entire family so they did not have to leave to get their money or miss the game. Another celebration was a presentation by Mrs. Tabatha Craft and five members of Math Counts program. Mrs. Craft told the board that she appreciated the district paying for this activity, introduced the girls, and had each girl explain to the board what they enjoyed about participating. Mrs. Craft also told the board she had taken at least one student each year to state competition. Each girl gave a brief explanation related to what they enjoyed about this activity. The general themes were working together to solve problems, learning to do more complex math and working on more difficult problems than they encountered at their respective grade level. The girls attending the board meeting were Hailey Rhoad, Layla Guthals, Ember Sparks, Bailey Gregory, and Jade McComas. The next East Buchanan Board of Education meeting is scheduled for Monday, December 18, at 7 p.m. The board adjourned the regular session of this meeting at 8:16 p.m. to move into exec-

Man arrested after highspeed chase on I-35 A high-speed chase on Interstate 35 last week ended with the arrest of a Lexington, Mo., man. According to the Clinton County Sheriff’s Department, the chase began when deputies were dispatched to the area of Lake Arrowhead on a report of a stolen vehicle out of Kansas City. A pursuit began and reached speeds of more than 100 mph on Interstate 35, where the vehicle twice attempted to travel the wrong direction. The first time, the vehicle was

stopped by a tractor trailer, and the second time, a PIT and ram maneuver was used to end the chase. The alleged driver, who was identified as Christian Uftring of Lexington, was taken into custody. He was charted with resisting arrest, tampering, possession of a controlled substance, assault and driving while revoked, and bond was set at $100,000, cash only. In its social media post, the department noted that Uftring is on state parole for tampering and had recently

been arrested for tampering in Clinton County, and was out on bond for that case. A second person in the vehicle, identified as Bailey Morris of Kansas City, Mo., ran from the vehicle at the start of the pursuit and was taken into custody after a short foot chase. Morris was charged with resisting arrest and bond was set at $1,000, cash only. The incident was assisted by the Lathrop Police Department and the Missouri State Highway Patrol.

sult being the best possible fit for the district both immediately and in later years. There was discussion related to several aspects of the project, including parking, the size of the gym, classroom size, and more. Incite is expected to bring the final design to the December Board meeting. The new middle school will be approximately 38,000 square-feet, compared to the old building, which is about 23,000 square feet. Dr. Newell also pointed out to the board that the district can do about anything, but can’t do it all, and the final decisions will need to be within the budget. That led the board to discuss the lease-purchase plan. Dr. Newell suggested the district consider borrowing $5 million prior to the end of this calendar year and bank those dollars until construction begins, since the cost for borrowing for the district is currently 4.7 percent and the district is currently receiving just over five percent interest on money in the bank. Newell stressed this won’t generate a lot of revenue but could help offset some of the up-front fees. The board approved this 7-0, and the district will need to borrow the remaining funding—about $10 million— as late as possible in 2024. The total cost estimated for the new building is expected to be about $16 million. The precise location of the new building is still to be determined, as ground boring will not be done until early December, and district leaders hope to have more accurate information regarding the best site. In other business, the board discussed and voted on changes to the 2023-2024 budget. Dr. Newell told the board he had more accurate figures now compared to the

A QUICK WORD

THE CLINTON COUNTY LEADER

WHAT’S THE SHAPE OF THE WORLD

What’s in Volunteers Keep the Christmas Spirit a Name? by steve tinnen

leader publisher emeritus

by brett adkison leader editor

Eight years after Lathrop R-II opened its new athletic complex at the high school, it’s beginning to feel like the name Leroy Sater is fading into history. Sater, a 1966 Lathrop graduate who passed away in 2013, left more than $800,000 to the school district. That generous gift helped propel the district’s $2.7 million bond issue to success at the polls, and that combination of funding allowed the district to build a football and track stadium with artificial turf, a baseball field, softball field and a multipurpose building. Opened in 2015, the athletic complex has been a crown jewel for Lathrop ever since. District leaders saw fit to name the track after Sater, and while that’s an honor in its own right, it still doesn’t feel commensurate with his major contribution to the community. And now that some time has passed, the importance of that distinction is evident. The track only hosts a handful of competitions each year. Leroy Sater Memorial Track isn’t found on maps or schedules, and Google searches turn up little besides The Leader’s recent sports coverage (and surprisingly, results from the 1966 Lathrop track team, which Sater and Danny Kratzer led to a state championship despite being the only two Mules scoring points). There’s no upright signage declaring the track and its name, rather a paint job on the track itself, legible only to those in the home stands. Now, again, putting his name on the track is nothing to sneeze at. And what’s more, the district also used some of the funds to establish a scholarship in Sater’s name. But less than a decade later, it’s easy to see the track’s name isn’t likely to stand up to the steady march of time. Some day down the road, when history has turned the page on us and a new group of Mules inhabit the former capital, they’ll repave the track and think little of repainting the name. Maybe naming the stadium, or the complex, or just the field, after Sater would be just as futile. But at least in the meantime it’ll capture a little more space in our collective attention—make its presence known a little louder and a little more often. Sater’s name and contributions are worth celebrating, and with some luck, one day we can etch it a little deeper into Lathrop’s history.

You know you’re growin’ older when... You wanted to be older when you were young. This is not what you expected. ****

The symbols of Christmas are something to behold in the community of Plattsburg. Like the Bible verse Matthew 13:32, which describes how the small mustard seed can grow into a tree, the spirit and beginning of the Community Christmas, which started 24 years ago, is a tale that has the ingredients that make our Christmas holidays so special. It began with the generous gesture of Dr. Jim Hobbs and his wife, Grace, who owned a Christmas tree farm on the north edge of Plattsburg. They offered the Broadway United Methodist Church the opportunity to host a Christmas bazaar at his farm’s large outbuilding and to sell their Christmas gifts, cookies etc., along with Christmas trees. Sue Hoover was instrumental in the beginning of the church’s Christmas bazaar, and said when the trees got too big to fit into homes, they decided to move their bazaar to the Community Courtyard, where it continues to operate. This move also opened the door for the church and the Jeff Longwell family to connect. This connection was the first step in the expansion of Plattsburg’s Community Christmas.

“Jeff and his late wife, Rayeann, were looking for ways to include the kids and we were looking for a way to grow our bazaar,” Sue recalled. “It was a true win both for us and the community.” And a big win was when Jeff Longwell and family jumped into the Community Christmas. A Christmas parade was organized that initially included a Friday night and then a Saturday parade. The Saturday parade went away, but the lighted Christmas parade on Friday night has grown like that mustard seed. The number has now grown to more than 20 entries. Jeff wanted kids to get rides on Saturdays, so he put together a train for the kids to ride, along with Jeff as the engineer. He also thought the town’s Main Street buildings should be lit, so he bought the lights, rented a lift, and placed the lights on the buildings. It would be great if this part of the story would continue, but as life goes on, so do the changes. Jeff’s wife passed away and, in time, he decided it was time to go back to his roots in South Missouri. When he left, the others in the Christmas Community rallied and, as remarkable as it may seem, they found wonderful volunteers to step up. In 2015, Keith Stayton retired from PHS as an industrial arts teacher. He was first approached by the committee to help with the lights. He said he soon learned that helping with the lights was more than just helping. “I soon got a degree as

an electrician, maintaining and replacing what Jeff had started,” said Keith with a laugh. “The concern was that Jeff paid for everything, but we’ve been able to continue what he started and then some. I also have the help of Ron Shatto and Brad Waller.” The lights have expanded and the entire downtown, plus other buildings adjacent to Main Street, have been added. In addition to recruiting Keith, he was joined by his wife, Kari, also a retired teacher. She helps with the lights, of course, but she also helps him and others to place the Christmas trees on the light poles. “We started out with around 41 poles with trees, and we have now expanded to 50 poles with trees,” Kari said. “We have been blessed to have other people step up to help with the placing of the trees. The job used to take a week. We can now do it in an hour and a half. Stan and Sue Hoover have helped all along, plus six to 10 folks and other chamber members.” If you want to find the Christmas Spirit, a great person to talk to is Kari Stayton. Her involvement with the Community Christmas on Friday night is remarkable. Last year, she was responsible for embroidering 150 gift bags for the children on Santa’s list. This year there will be 200 embroidered bags (pictured above) filled with candy. The list is dropped from the roof at Lucilla’s by Santa where the kids can then find their names. If

that isn’t enough, she has also helped with the Festival of Trees on display at Tinnen Town Hall for the month of December. When asked where the Christmas Spirit comes from, she said, “I’ve always loved it because I got to see all our family and we have family traditions. One of them is we sing Happy Birthday to Jesus before we open any of our gifts.” It is a Christmas tradition worth remembering. **** Trivia question: Which star is also known as the Christmas Star? Third Street in Gower. There will be an open house from 1 p.m. to 6 p.m. during the annual Christmas in the Park on Saturday, December 9. “My mission is to provide a space for kids and adults to create,” Kristin said. “I plan to have space

for classes and workshops for drawing, painting, batik, weaving, pottery, hand built clay, and printmaking. I specialize in color pencil, wa-

My sons also have a music studio in the building, and can do recording, video and sound editing, and some music lessons.” She said she and her husband, Carl, purchased the building four years ago and have been working on the space. by brett adkison leader editor

The East Buchanan Lady Bulldogs basketball team opened their season with a defensive battle against Trenton on Tuesday, November 21, coming away with the 36-28 victory at EBHS. Hilarry Elifrits began her senior campaign with a great performance, leading the team with 12 points, nine rebounds and three assists. Piper Jacobs scored seven points with four steals and Allie Kelsey scored seven points. Holly Caylor had five steals on the night. The East Buchanan boys also picked up their first win of the season that night, downing Trenton

79-56. After cementing himself as one of the best scorers in the area last season, Isaiah Watkins picked up where he left off, leading the team with 18 points, five rebounds, six assists and eight steals. Clark Scott scored 16 points with 15 rebounds for a double-double. Dylan Davidson scored 13 points, Seth Spencer scored nine points and Blake Pryor scored seven points. Both East Buchanan teams picked up road victories Tuesday against Cameron. For more on those contests, check back in next week’s edition of The Leader. MDC Eagle Days

JEFFERSON CITY, Mo. – The Missouri Department of Conservation (MDC) invites people to discover nature through Eagle Days events and by watching bald eagles around the state. From December through February, Missouri’s winter eagle watching is spectacular. Because of Missouri’s big rivers, many lakes, and abundant wetlands, the Show-Me state is one of the leading lower 48 states for bald eagle viewing. Each fall, thousands of these great birds migrate south from their nesting range in Canada and the Great Lakes states to hunt in Missouri.

Eagles take up residence wherever they find open water and plentiful food. Watch for eagles perched in large trees along the water’s edge. Early in the morning you can see them flying and fishing. Be sure to dress for winter weather and don’t forget cameras and binoculars. MDC is again offering various Eagle Days events around the state. Some will include live eagle programs, exhibits, activities, videos, and guides with spotting scopes. Some require registration. Get more information on MDC Eagle Days events on the MDC website.

MDC offers Prescribed Burn Workshop Dec. 14 at St. Joseph

St. Joseph, Mo. – Prescribed burns are an efficient and cost-effective tool for managing vegetation, whether for wildlife habitat or in forage pastures with native warm season grasses. The Missouri Department of Conservation (MDC) is hosting a Prescribed Burn Workshop from 5 to 8 p.m. on Thursday, Dec. 14, at MDC’s Northwest Regional Office in St. Joseph. Prescribed burning can be a valuable tool for managing native plant diversity and controlling undesirable vegetation when it is properly applied. But burns can also be dangerous if not

done properly. This workshop will provide information about how to plan and execute a prescribed burn. The class will be indoors and include equipment demonstrations, videos, and an opportunity for attendees to ask questions and discuss prescribed burning with MDC staff. Participants will learn about burn equipment, burn line installation, safe weather parameters, ignition operations, and other techniques to safely conduct a prescribed burn. Registration is required. Upon registration, participants will be given a link to a virtual/online portion of

the prescribed burn course. The online course is a mandatory prerequisite and there is a $25 charge to a third-party host (not MDC). The online course can be completed in approximately 2 to 4 hours. Please bring your certificate of completion to the workshop. This workshop is open to all ages. To register, visit http://short.mdc. mo.gov/Z7T. For more information, contact Andi Rittel, MDC private land conservationist, at 660-726-3746, or Andi.Rittel@mdc.mo.gov.
