trator Carroll Fisher confirmed the issue Monday but isn’t yet sure of the best solution. Both he and Alderman Paul Pottier assured the Bergmans that the city will do its best to address the problem.

Jefferson Highway Assoc. names Plattsburg its Community of the Year
Waggoner, who is a licensed EMT and served as a fire and ambulance chief before becoming a city administrator, said he’s a big believer in early access to AEDs and their ability to save lives in the event of cardiac arrest.
“According to a study published in the Journal of the American College of Cardiology, the average survival rate of a cardiac arrest is only seven percent,” he said. “However, those statistics jump up to 38 percent if a shock is delivered by an AED. If there is a tool on the marketplace that can increase a citizen’s chances of survival from a sudden onset cardiac event from one in 14 to better than one in 3, that is an amazing investment we can make for our community.”

It’s hard to imagine now the significance of the historic Jefferson Highway in the history of Plattsburg, and how the notable route once carried travelers down Main Street from as far away as New Orleans to the south and Winnipeg in Canada.
Thanks to the Clinton County Historical Society and other contributors, the evidence is right here for all to see. There are Jefferson Highway signs posted on light poles downtown, including an informational sign suspended on the post of Plattsburg Apartments (Laclede Hotel) next to Blondie Brews.
Construction of the Jefferson Highway began in 1916 and once complete, it was the first road in the country that connected our southern countrymen with the frozen tundra to the north.
On Saturday, July 15, Plattsburg received an award from the Jefferson Highway Association for promoting and preserving the history and heritage of the Jefferson Highway. This award happened in large part because Terry Wood and his wife, Lynn, worked with the Clinton County Historical Society to raise the prominence of the not-so-well-known segment of our history.

The City of Plattsburg recently procured enough automated external defibrillators (AEDs) to keep one in each of its police vehicles, shaving valuable times off responses when residents suffer heart episodes.
The city’s police department already had one LifePak 500 AED in its inventory, but was able to purchase four more units, and new batteries and electrodes for all five, for around $1,000. City Administrator Chase Waggoner said they were able to find great deals; production of the LifePak 500 ended in 2007, but the unit remains popular for its long work life. He said purchasing just one low-end modern unit would cost $1,000, itself.

he worked to see that the Jefferson Highway would break out of its shadow and into the light of history.
“I spoke with John George. He recommended I talk to Keith Clements, and Keith told me about Stan Hendricks of Cameron,” recalled Wood. “Hendricks spoke to our group, and we decided to take on the promotion of the Jefferson Highway. I approached the Plattsburg City Council about funding the purchasing of signs to place around Plattsburg. (Former) City Administrator Greg Harris and (former) Mayor Schauer showed some interest, and a few months later they came to our meeting and agreed to pay for the signs.”
Mr. Wood contacted
the Jefferson Highway Association and learned there was no official sign for Missouri. The association helped design the signs and they were printed. Knowing the commitment from the City of Plattsburg to pay for the signs, he went on to apply for a grant through the Jefferson Highway Association to fund additional signage.
“Just in case we received the grant, I went to the county commissioners with a request to place Jefferson Highway signs in Cameron, and also in Trimble,” he said. “They approved, but we had to pay for the signs.”

burg was honored for their commitment to boost the knowledge of the historic highway. In addition, the grant that Mr. Wood applied for was approved and he received the notice via email over the weekend.
“We are the only city in Missouri that has the Jefferson Highway signs,” Wood says with pride. “I got the email this weekend saying we were awarded one of the two grants. I asked for $1,000, but still don’t know for sure of the amount. I’m hoping to receive the check very soon. We would like the Jefferson Highway to be more recognizable here and throughout Missouri, maybe just like Route 66.”

CORRECTION: In the Clinton County Planning and Zoning story on Thursday, July 13, we mistakenly reported that Cody Sloan, general manager of the Cameron Co-op requesting a zoning change, said the site in question would not store ammonium nitrate. Sloan had actually said the site would not store anhydrous ammonia. Ammonium nitrate is a fertilizer than many farmers in the area depend upon for use in their fields. We apologize and regret the error. In the Clinton County Commissioners’ final approval of the zoning request, the commission stipulated that no anhydrous ammonia could be stored on the site as a condition of approval.
but the parts for the doors are slowing up the production. The Gregory Drive project may need to start on Field Street and work north due to grade and topography, with some changes needing to be worked out.
The SS4A and MODOT TAP Projects continue to move forward with the city receiving its first invoice for services from Snyder and Associates for just over $6,753, with the city’s share of $1,600.
The first step for the city was to form a committee of local citizens with support from MoDOT and MO-KAN Regional to gather information. That committee is now formed, with Alderman Paul Pottier serving as the chairman.
Jose Rodrigez will represent MoDOT, Trevor Tutt is the MO-KAN representative. Gower citizens on the committee include Amy Adams, Adam Hill (representing law enforcement), Jessica Roe (representing Gower Fire Protection District), Dana Hetrick, Jenni Busby, Lindee Horn, and Jesse Fisher (representing the East Buchanan School District). Mayor Ken Pike is also on the committee. The committee’s first meeting will be held on Tuesday, July 18, at
city hall.
The city’s share of the $62,500 SS4A Grant will be $12,500, which could include in-kind work by the city. It was also decided that Carroll Fisher will also hold a position on this committee, as well.
Alderman Pottier wants citizens to know this will be a lengthy process, taking at least a year or longer to design an action plan that is federally approved. Again, the city’s share can be payment as well as in-kind services.
Cydney Adkins addressed the council, requesting that Railroad and Fourth Streets be closed December 9 for Christmas in the Park.
Adkins stated the committee is planning to have a lighted Christmas parade and the holiday train Justin and Jeremy Hartzell operate in Plattsburg. She is also asking that the committee be allowed to put lights up in City Park again. The council approved these requests.
Department reports were provided, with Carroll Fisher informing the council that a skimmer at the treatment plant would need repair at an estimated cost of $1,200 and that one lift station was down after a recent storm. The issue has not
been determined as yet. He is hoping the street repairs will start soon.
Officer Joseph Winterer provided the council with the police department report, as Chief Adam Hill was on vacation. He reported that the department had 56 calls for service, two accidents were worked, and there were five code enforcement violations addressed. Planning and Zoning Administrator Chip Holman reported there were three permits issued, no zoning issues addressed.
Both Holman and Adkins wanted to thank the city for its support in the Gower Days Festival. Holman thanked the municipal workers specifically for their support and work.
Adkins was chair of the Gower Car Show and stated there were more than 200 entries, with only a few not showing up. Holman stated there were 64 vendors attending the festival and the new electrical services installed recently worked great. The only issue was some vendors who did not have the correct plug to hook up to the power. This was the fault of the vendors, as all were provided with a picture of the type plug needed.

city employees have taken a CPR course that included AED training, but said that AEDs are incredibly easy to use because they come with directive diagrams and voice prompts.
“In addition to those acquired for the police department, the city is in the process of acquiring three additional, fixed-location AEDs,” Waggoner said.
“The city purchased an AED to keep at Plattsburg City Hall. The Park Board purchased a second AED to keep on-site at Perkins Park in case a medical emergency happens during a baseball or softball game. The Cameron Regional Medical Center Foundation has agreed to donate a third AED to the city the be used at Bodie’s Pool.”

PLATTSBURG OFFERING STEERING LOCKS
The City of Plattsburg recently received 120 steering wheel locks from Hyundai to distribute free of charge to Clinton County residents. City Administrator Chase Waggoner had noticed a program that larger cities were taking advantage of to receive the locks and inquired about participating, to which the program was open. Preference for the locks will go to Hyundai and Kia owners, firstly, with other manufacturers coming after. Investing in East Buchanan
I don’t pay taxes in the East Buchanan School District, so I’m hesitant to outright stump for the school’s proposed 65-cent tax levy increase, which would fund the construction of a new middle school in Gower, moving that institution southward from Easton.
But I can confidently say this: if I did pay taxes in the East Buchanan School District, I’d be happy with my investment thus far.
From the classroom to the music room, the FFA building to the athletic field, East Buchanan students and educators have created a culture of effectiveness and excellence that most rural school districts would envy.
Every single one of these accomplishments comes back to one thing: East Buchanan has the right people, doing the right things, collectively pulling in the same direction.
The administrative leaders (Supt. Dr. John Newell and principals Doug Miller, Dr. Becky Schilling and Josh Barker) are experienced, focused and provide the district with a stable foundation. The teachers care for the community and the children because it’s their community and their children. The parents and community leaders turn out to support the kids in their endeavors.
It’s an exciting atmosphere, akin to catching lightning in a bottle. And even though this (blue and) golden era has been going for some time, there’s a sense that no one is taking it for granted.
There’s an important question to be asked in all of this. Would this golden era have been possible without the new high school? Not likely. EBHS has been Gower’s crown jewel for more than a decade, giving the school district the resources and the space in which to flourish. And it was a breath of fresh air for the elementary, too, as they could finally stretch their legs without sharing the building with high schoolers.
A new middle school could provide a similar bump.
It’s important to remember, too, that East Buchanan finds itself cornered into action here. The middle school building in Easton is antiquated, and if the August levy fails, taxpayers will need to sink hundreds of thousands of dollars (if not millions) into an increasingly inefficient middle school. In doing so, the district would continue to swallow the inconvenience and liability that comes with shipping most of its middle school students back and forth from Gower to Easton each day.
Perhaps the biggest drawback to the levy is its timing. Inflation has been rampant. Everything from housing to groceries have been sky-high. Economic uncertainty lingers. Tax proposals face an uphill battle. But if recent history has shown anything, investing in East Buchanan has been a safe bet.

Bodenhausen and the heart of a volunteer

When George H.W. Bush was running for president, one of his better ideas was entitled, “1,000 Points of Light.” As part of his inauguration speech, he said:
“We can find meaning and reward by serving some higher purpose than ourselves, a shining purpose, the illumination of a thousand points of light. We all have something to give.”
The last sentence, “We all have something to give,” is so important. And that giving spirit has been the hallmark of Maurine Bodenhausen.
After retiring as an elementary teacher at Ellis Elementary in 2000 after 27 years, she began to volunteer at the Plattsburg Food Pantry and Senior Center (Gathering Place). She managed the desk at the food pantry every Thursday for a very long time. Years, not months. She served on the Senior Center board for years, including time as the president. She has recently decided to give others a chance to serve.
“It was time for someone
else to take over and that was not going to happen as long as I was in those positions,” Maurine explained. She will remain on the Gathering Place board but will not be serving as president. Jo Hawn will assume those duties. Her job serving at the desk at the Plattsburg Food Pantry is over. Rev. Shelton, president of the Plattsburg Ministerial Alliance, said that there is a group of ladies who will now rotate handling the desk duties, Kathy Liles (secretary), Connie Collins, Paulette Taylor, Linda Hoskins, and Berdyna Proctor. Judy McKown will continue as president of the Board. There is little doubt that volunteers are harder to find than hen’s teeth. Thankfully, Plattsburg just found those hard-to-find volunteers.

It’s easy to understand up, meaning toward the sky or at the top of the list, but when we awaken in the morning, why do we wake up? At a meeting, why does a topic come up? Why do we speak up, and why are officeholders up for election, and why is it up to the secretary to write up a report? We call up our friends, brighten up a room, polish up the silver, warm up the leftovers and clean up the kitchen. We lock up the house and fix up the old car.
At other times, this little word has real special meaning. People stir up trouble, line up for tickets, work up an appetite, and think up excuses.
To be dressed is one thing but to be dressed up is special.
And this up is confusing: A drain must be opened up because it is stopped up.

We open up a store in the morning, but we close it up at night. We seem to be pretty mixed up about up!
To be knowledgeable about the proper uses of up, look up the word up in the dictionary. In a desk-sized dictionary, it takes up almost 1/4 of the page and can add up to about thirty definitions.
If you are up to it, you might try building up a list of the many ways up is used. It will take up a lot of your time, but if you don’t give up, you may wind up with a hundred or more.
When it threatens to rain, we say it is clouding up. When the sun comes out, we say it is clearing up. When it rains, the Earth soaks it up. When it does not rain for a while, things dry up. One could go on and on, but I’ll wrap it up, for now; my time is up!
Oh, one more thing. What is the first thing you do in the morning and the last thing you do at night? U-P! (Trivia answer: Hawaii).

Staying engaged with local government
Ladies and gentlemen, let’s talk about the unpredictable world of municipal government. It’s a field that doesn’t exactly attract the masses, believe me. Working with cities and school districts, I’ve seen firsthand how unappreciated this line of work is. When things are running smoothly, nobody bats an eye. Bills are paid, meetings are held, and citizens remain blissfully unaware of how their hard-earned money is being spent. I’ve presented audits at city meetings, and let me tell you, the turnout is usually abysmal. Civic participation is at an all-time low.
But here’s the kicker: despite the lack of interest, citizens continue to demand more and

more from their municipalities - even as budgets remain stagnant or shrink. It’s a tough job, my friends, but as public servants, we must step up our game. That’s why I’m disappointed in the city of Plattsburg for postponing their July city council meeting by two whole weeks. And what triggered this delay, you ask? Well, evidently, the council would have been a member short on the original date. But coincidentally, questions arose about water and gas price hikes. Something doesn’t add up here, folks.
City officials, I get it. It’s a tough gig, especially when you’re used to quiet, uneventful meetings. Nobody gives a dang when you do your job well. It’s
all pleasantries and small talk. But times like these are why you were hired or elected in the first place. This is when people need you the most.
As for us citizens, it’s only natural to be furious when our bills skyrocket. We have valid concerns and questions. We deserve to be treated with dignity and respect while feeling ensured of the quality of the services provided by our municipalities. Accountability, responsibility, and transparency should be foundations of municipal governance. But it seems like we can’t get that right in Clinton County. From postponed meetings to the never-ending list of issues emerging from the courthouse, it’s
downright outrageous. Our municipalities are a mess, and it’s time we did something about it.
So, my fellow citizens, it’s time to raise your voice. This isn’t some faceless bureaucracy in Washington, D.C. These are your neighbors, people you can actually talk to and influence. Let your concerns be heard not just now but on a regular basis. Do we care enough about our communities to dedicate a mere hour or two of our time each month? It’s a question we must answer.

Carlyn Carson
Carlyn Carson, 92, passed away peacefully July 7, 2023, at Oakridge Care Facility in Plattsburg, Mo.
Carlyn was married to Russell Carson for 72 years and they spent most of their adult life in Plattsburg, Mo. She is survived by daughter, Dianna Ness (and David); son, Gerry Carson (and Sharon); four grandsons and six great grandchildren. Carlyn was a Gray Lady Volunteer for the Red Cross, a Girl Scout den mother, as well as a Cub Scout den mother.
There will be a Celebration of Life for both Carlyn and Russell Carson on July 29 from 2 p.m. to 4 p.m. at
the Tinnen Town Hall Event Center at 100 E. Maple St. in Plattsburg, Mo. In lieu of flowers, the family asks for donations to Crossroads Hospice, 14310 East 42nd Street, South Unit 600, Independence, Mo., 64055, in Carlyn’s Name.

I wish to thank many of the residents of Plattsburg for their support of my job responsibilities.
Besides building inspector, the other part (and most time consuming) is the code enforcement. My position is part-time, and although I am working almost every day, I do not have normal business hours. Your support comes in the form of many of you keeping your properties neat and mowed, thus reducing part of my job responsibility.
Although many of you are doing your part in keeping your properties in shape and the city looking pretty good, there are still some citizens that I must contact and communicate with regarding keeping yards mowed. Please remember that grass or weeds more than seven inches in height is a code violation. I would also like to mention some of the other issues that I have to address
with some of our residents.
First, all vehicles on your property must be licensed and in running and operating condition, and parked on an improved surface. An improved surface includes gravel, asphalt, or concrete. This code also includes boats and trailers, as well as any other motorized vehicles.
If for some reason one of your vehicles does not have current plates or is not operational, you can comply with the codes by putting a complete cover on the item. This means with vehicles from front bumper to back bumper. The cover should be secured so as not to fly off during strong winds. If your area for parking is gravel and weeds are starting to take over, please spray the area with a weed killer. This will help me to better see that this area is, in fact, improved, and you are in compliance with the city code.
If you plan to or have already put in a pool, either
above ground or in-ground, please be aware that a permit must be obtained. You may obtain a pool packet by contacting me at (816) 5929249 or by calling city hall and requesting one. Please understand that if you have a pool that is over 24 inches deep, you must have a four-foot-high fence with a locking gate to secure the area and to comply with the codes.
If you have plans to build a fence, deck, shed or do other work on your home or lot, just give me a call and I will provide you with the information and related permit costs. Pools, decks and sheds must all have eight-foot setbacks from property lines, and contacting 1-800 Dig Right is always a good idea prior to any work that requires any digging on your property.
Also, one area of code violations that I am seeing is the parking of trucks licensed for more than one ton on residential streets. Codes also do not allow commercial trucks, semitrucks, dump trucks, etc., to be parked in drives on your property in R-1 or R-2 areas of town.
Lastly, if you are having a company or professional do work in your home
or business in Plattsburg, please contact me to see if you need to obtain a permit for that work, and whether the business has a proper contractor license. The cost for this license is $15 annually and only requires a short application, as well as providing us with proof of liability insurance. We keep these on file for the current calendar year.

I have my cell with me most times and if I don’t answer, leave me a message with your name and phone number. I will get back with you as soon as I can. I would like not to have to contact you either in person, by phone or by letter to apprise any of you regarding a code violation. Also, failure to correct any code violations within the allotted time given for the correction could result in a citation being issued and you having to appear in municipal court.

Porter researches old Bethel Cemetery east of I-35
The cemetery is the final resting place for us humans here on earth. It is a special, sacred ground where we place the remains of our loved ones. It’s so important we erect monuments and place headstones marking their names along with birth and death dates for history. There are times when a cemetery isn’t cared for as one would expect, and that has stirred up the feelings of Mack Porter of Kearney.
For those who don’t know the successful lumberman, his interest in building his business is matched only by his awareness in doing the right thing. Mack says he has a ‘long nose,” but he’s not talking about the feature on his face. No, he’s talking about his curiosity of what he found at the Bethel
Cemetery in Lathrop, located on 116 Highway just east of I-35.
Mr. Porter located the cemetery on a recent trip to visit friends who live just west of the cemetery. When they told him about it, he was spurred to investigate.
He determined that the cemetery covers an acre and a half, with an acre dedicated to the gravesites – 50 or more graves for the mem
bers of the Bethel Church.
The cemetery isn’t visible from 116 Highway due to a hill that was created when the highway was built. The entrance is on Fagin Road, just off the highway. The path back west is grass and leads to the cemetery where family members are buried, some with large headstones.
Seeking further information about the cemetery led Mr. Porter to contact
Peter Vanderhorn of Smithville. Mr. Vanderhorn has an interest in researching cemeteries, more than 80 cemeteries so far.
The first Bethel Church was deemed the First Baptist Church and was in Cape Girardeau, Missouri. Research shows in the year 1805, Eld. David Green, a native of Virginia, but then a resident of Kentucky, visited the area. That same year he visited the Baptists in the vicinity of Cape Girardeau. His desire led him to return, and the next spring he came with his family and moved to this vicinity. With the help of others, he organized Bethel Church on July 19, 1806. Brother Green and wife became charter members, and he served them as their first pastor till his death on December 9, 1809.
Through his extensive
research, Mr. Vanderhorn has determined there are 22 different families buried on the half-acre cemetery. The most have a last name of Douglas with nine. The Walker family has seven. Some of the names that
are familiar to Lathrop are Walker, Swindler, Stonum, Hubbard, and Parman.
Mr. Vanderhorn’s research shows that many of these family members were landowners, mainly in Caldwell County. Some died in
Caldwell County but were buried in the Bethel Cemetery in Clinton County.
Porter suggested that the relatives of the people buried there could organize a clean-up day to clear away some of the overgrowth.
Local Farm Tour Held
Local landowners got a trolley ride through pastures at Corey Wilkinson’s farm near Plattsburg last week. They were on the trolley as part of a Small Farm Day run by the Clinton County University of Missouri Extension Council. The focus of the tour was Wilkinson’s management of his pastures and commercial beef herds. Field Specialist in Livestock Jim Humphrey assisted with the tour and answered questions along the route. Field Specialist in Agricultural Business Denise Ferguson later gave advice about making financial and strategic decisions on small acreages. Small Farm Day is an ongoing series by Clinton County Extension. Watch The Leader for announcements about future Extension events.

Cameron Mayor Becky Curtis proclaimed July 10 through July 15 as “Leibrandt Jewelry Week” in the town to recognize the business for 150 continuous years of family service to the community. The four-generation family business opened its doors on July 10, 1873. Both the third-generation owners, C.A. and Phyllis, and fourth-generation owners, Steve and Margaret, were present to celebrate. Everyone enjoyed reminiscing with customers about their past experiences and welcoming new customers to the business.

NOTICE OF TAX CERTIFICATE SALE
The following is a publication of lands and lots in Clinton County, Missouri upon which tax certificates are to be offered for sale at the Clinton County Courthouse beginning on the 4th Monday of August, the 28th day of 2023 at 10 o’clock a.m. and continuing from day to day indicated by the following publication by the undersigned according to the provisions of Section 140.170 R.S. of Missouri for 1978.
The lands and lots are to be sold under the description as listed and the amounts as shown due for each year represent the total amount of taxes, interest and costs, but not including the cost of this sale, which will be twenty-five cents more than the amount shown; and the certificate will be issued covering as much of said lands and lots as is necessary to discharge the total taxes, interest, and charges which are due thereon at the time of the sale.
A tax sale certificate does not mean you have a clear title and anyone purchasing must do a title search on each property before a collector’s deed is issued.
Anyone wanting to purchase a listed property must sign an affidavit in the collector’s office stating they do not owe any delinquent taxes. A non-resident of this state must have a Missouri resident as an appointed agent. Anyone who is interested in bidding may pre-register at the Collector’s office starting Monday, August 14th, 2023.

Equipment test ahead of election

Interstate 29 – Pavement improvement and guardrail/cable project from south of Business Route 71 to just south of
Route O (Buchanan County) through late October 2023. Work will be completed overnight Sunday through Friday, 6 p.m. to 5 a.m. An 11.6-foot width restriction is in place. (Contractor: Herzog Contracting Corp.)

U.S. Route 36 – CLOSED east and westbound beneath the Route 13 Bridge, 7 p.m. July 16, through 6:30 a.m. July 17. U.S. Route 36 will be routed over the Route 13 on/off ramps during the closure. An 18-foot width restriction will be in place.
