Avoid bad habits of self-defeating people -By Harvey Mackay A reckless driver made a right turn from the left lane and collided with another car.

The other driver angrily asked, “Why didn’t you signal?”

W i t h o u t a moment’s hesitation, the driver replied, “I always turn here.”

I suspect we all could identify some of our own bad habits, but are yours holding you back from success in your career? If you think so, you’re not alone.

A whopping 97 percent of those participating in an online survey of 972 people conducted by corporate trainer VitalSmarts identified at least one career-limiting habit that prevents them from reaching their full potential.

The top five bad habits are unreliability, the “it’s not my job” syndrome, procrastination, resistance to change and a negative attitude.

Having just one of those flaws can break a career or bring down a company’s reputation.

Let’s examine the problems they cause.

When people are unreliable, they are not dependable. Few things are worse in business.

Being late to work can translate to delayed projects and missed deadlines. A cavalier attitude about follow-through sends a message to customers that they can’t depend on your service or product. If you say you are going to do something, do it. Finish what you start.

As for the “It’s not my job” syndrome, let me refer to the story of Everybody, Somebody, Anybody and Nobody.

There was an important job to be done, and Everybody was asked to do it. Everybody was sure Somebody would do it. Anybody could have done it, but Nobody did it. Somebody got angry

about that because it was Everybody's job.

Everybody thought Anybody could do it, but Nobody realized that Everybody wouldn't do it. In the end, Everybody blamed Somebody when Nobody did what Anybody could have done.

So it’s not in your job description? Clarify and communicate your roles and collaborate with your co-workers. Seize the opportunity to go above and beyond, and showcase your abilities.

Procrastination is a big word, and it’s a big problem. One of the worst things you can do when faced with a difficult decision or almost any endeavor in life, is to put it off.

Let’s face it, too often people will perform the least important task first, and the most important last – if at all. That’s why one of these days becomes none of these days.

I make lists to motivate myself. I put the most difficult jobs at the top, because once those are completed, everything else seems so much easier. I also try to limit distractions that would interrupt my progress.

There’s an old saying that goes: It is easy to change things. It is hard to change people.

Resistance to change is perhaps the biggest threat to progress a business can face. Change, for most people, is an unnerving experience.

But change is inevitable. It’s one of the only constants in life. We joke that the only people who like change are wet babies, but even little ones recognize that change can be very good!

Negative attitudes too often become negative bottom lines. Unless we approach each day with a renewed positive outlook, we are wasting enormous potential. That is what I challenge you to exploit to the max. Positive thinking is more than just a tagline. It changes the way we behave. I firmly believe that when I am positive, it not only makes me better, but it also makes those around me better. And I think that good attitudes are contagious.

limiting their careers, including disrespect, short-term focus, selfishness, passive/ aggressive tendencies and avoidance of risk.

Don’t despair. Here are some ways you can stop sabotaging your career: • Create a personal motivation statement.

Think about where you want to go in your career and what you want to accomplish.

Visualizing your goal will help you overcome your tendency to slip into any of these selfdefeating practices.

• Seek professional development. Look for training programs, online resources, conferences and books that will help you learn the skills you need. Invest in these yourself if your employer won’t pay for them.

• Associate with positive role models.

Don’t hang out with people who share your bad habits. Seek out the company of high achievers whose attitudes and strengths you can learn to emulate.

• Find a mentor. An experienced pro can help you learn how to make better decisions about your work and career.

Mackay's Moral: Good habits are as addictive as bad habits and a lot more rewarding.

“The Good Old Days” -By Tom Kuehne Moving Stuff

One of the things needed to make bigger incomes in the commerce industry is the ability to move needed materials from it's point of origination to the consumers that need the product. At one time the main source of transporting products was either over water by boat or overland by horse or ox cart. Both of these methods were very slow. Economic growth in this country required faster transportation of goods.

Railroads were actually the first answer to the transportation issue. Railroads were evidently more easily created than a good road system. As a result, starting in the second half of the 18th century, most products were moved by rail. These products were logs and cord wood, grain, cattle, grocery and hardware store items, mail, machinery, oil, coal and express items. The train was the fastest and most convenient mode of transportation. People used the railroad for transportation to distant destinations, but it was common for ladies to take the train to shop in a larger town, even if it may have been only a distance of 20 miles.

Was it expensive to use the train? By today's comparison, it was not expensive. The cost for passengers was about $.02 per mile, so you could get to the Cities for a couple of bucks. By comparison, if you were a skilled carpenter in 1900, you could earn $13.00 for a 60 hour week. By comparison, it was a luxurious way to travel, if you could afford it. Our area at that time consisted mostly of immigrants who usually kept a close count of their pennies. Most of the local population used horses as a means to travel. After all, the

horse feed costs about the same if they were working or standing with their head leaning over the fence.

The first trains were fueled with coal to heat the steam boilers. Just before WWII most of these steamers were being replaced by diesel engines. A very obvious difference was a reduction of soot and smoke flowing back over the cars. An advantage for the railroad company was that the guy shoveling coal into the boiler was no longer needed. This helped the goal of reducing the overhead. I remember a coal steam locomotive that still went through our town in the 1950's.

In the late 1920's the roads began to improve and the trucking industry began to move some of the merchandise. Their first loads were cattle. They could load cattle at the farm, so the cattle weren't required to be transported or driven to the depot so they could be sent to market.

When interstate highways began to appear, much more of the material hauling was done by truck, again being able to pick up the load at virtually any location and deliver directly to its destination without re-loading to another transportation vehicle.

Trains still move merchandise today, but only pick up and deliver to larger locations.

They usually demand a full car of merchandise if they are to haul it. They no longer make stops at little towns with 200 people. They may go through the small towns, but they don't stop.

So what will replace trucks, trains or airplanes in future years? We probably won't be around to see it, but it can give you something to think about when you can't sleep.

Many people think that reading God’s Word is boring. To me that is so sad, we miss out on knowing God, His power, His love, and His Redeeming forgiveness. There is real life stuff that happens in God’s Word, and yet, as we see in the life of David in the affair with Bathsheba, God calls David, “A man after God’s own heart." God is so good, and His Word is alive and very good for us to know.

Well, summer is done, and school has started. I am 61 and I still remember the excitement of getting ready for school. My parents would bring all four of us kids to the sidewalk sales and buy each of us a new pair of shoes, a shirt and a pair of pants. I don’t remember but I am sure we bought crayons and pencils (not the mechanical kind) and notebooks. It was exciting to go back, until the first few days were over, and we actually had to do homework.

Tina C. Kulzer

Tina C. Kulzer, age 50 of Sauk Centre, passed away unexpectedly on Saturday, September 4, 2021 at St. Cloud Hospital in St. Cloud, Minnesota.

A Mass of Christian Burial will be held at 11 a.m.

Monday, September 13 at St. Paul’s Catholic Church in Sauk Centre with Rev. Jeremy Theis officiating and Rev. Kenneth Popp concelebrating. Burial will be in the parish cemetery.

Visitation will be from 4 to 8 p.m. Sunday and from 9:30 to 10:30 a.m. Monday at the PattonSchad Funeral Home in Sauk Centre. Parish prayers will be at 4 p.m. Sunday evening.

Tina Connie Kulzer was born January 27, 1971 in Sauk Centre, Minnesota to Norby and Mickey Wessel. She grew up on her family farm with her four siblings. She graduated from Sauk Centre High School in 1989. On June 8, 1990 she married Jerry Kulzer at St. Paul’s Catholic Church in Sauk Centre. Tina and Jerry had 3 kids together, Heidi, Shawn, and Amanda. They raised their family on the farm, a mile from where she grew up.

The family grew throughout the years adding many grandkids.

Tina loved and enjoyed spending time with her family and friends. Her hobbies included, camping, baking, gardening, motorcycling, and going on trips. She touched the lives of many and will be missed by all.

Survivors include her husband, Jerry Kulzer of Sauk Centre; children, Heidi (Jeff) Chalich, Shawn Kulzer (fiancé, Katie Wiener), and Amanda (Adam) Jensen all of Sauk Centre; grandchildren, Jace, Wesley, Lewis, and Greyson Chalich, and Hank and Gus Jensen; sisters and brother, Pam (Tom) Koppelman of Melrose, Tom Wessel of Sauk Centre, Sharon Messer (significant other, Mike Hatlestad) of Sauk Centre, Mona (Bill) Marthaler of New Munich; and many aunts, uncles, and cousins.

Tina was preceded in death by her parents, Norby and Mickey Wessel; grandson, Easton Chalich; and brother, Marvin Wessel.

Serving as casket bearers will be Jamie Messer, Cory Messer, Matt Waldvogel, Scott Teigland, Derek Feil, Scott Lyon, and Justin Messer. Cross bearer will be Eric Marthaler and scripture bearer will be Lexie Marthaler.

Geralyn M. “Geri” Dierkhising, age 62 of Avon, passed away p e a c e f u l l y, surrounded by her family on Saturday, September 4, 2021 at her home in Avon, Minnesota after a long, courageous battle with cancer.

A Mass of Christian Burial will be held at 11 a.m. Thursday, September 9 at St. Mary’s Catholic Church in Melrose with Rev. Edward Vebelun, O.S.B. officiating. Inurnment will be held at a later date in the Minnesota State Veterans Cemetery in Little Falls.

Visitation will be held from 9:45 to 10:45 a.m. Thursday at the church.

Geralyn Mary Viere was born June 1, 1959 in Melrose, Minnesota to Arnold and Marcella “Sally” (Beuning) Viere. She graduated from Melrose High School in 1977 and earned her degree from the Minnesota School of Business.

She was united in marriage to James “Jim” Dierkhising on May 2, 1981 at St. Rose of Lima Catholic Church in St. Rosa. Geri worked at Columbia Gear for ten years prior to working at Blattner Energy for 35 years. She was a supportive Army and fireman’s wife who lovingly took care of her family whenever Jim was called for duty. Geri was devoted to her work and her work family; they meant the world to her.

She was a member of St. Benedict’s Catholic Church in Avon where she volunteered her time teaching religion for a number of years. Geri’s lineage of toy poodles were very meaningful in her life, especially Max, who helped her through her cancer treatments. She loved spending time with her family and friends, especially her grandchildren. Geri found enjoyment in watching others smile and have fun, which is why she loved taking family trips, especially to Disney World.

Survivors include her loving husband of 40 years, Jim Dierkhising of Avon; children, Ryan Dierkhising of Andover and Jenna (Sam) Plath of Sauk Rapids; two grandchildren, Lydia and Myles; brothers and sisters, Lu Ann Davoudian of Coon Rapids, Marilyn (Dan) Boeckermann of Chanhassen, Gordon (Diane) Viere of Dallas, Texas, Loren (Deb) Viere of Sauk Rapids, Jack Viere of Dallas, Texas, Robert (Jane) Viere of Dallas, Texas, and Tim (Pam) Viere of Edina; and many loving relatives and friends.

Geri was preceded in death by her parents; sister, Mary Viere; and nephew, Davey Fischer.

Memorials are preferred.

Linda M. Rakotz

Private services have been planned for Linda M. Rakotz, age 67, of Albany. Linda died Tuesday, August 31, 2021 at the St. Cloud Hospital. A Linda was born May 14, 1954, in Sauk Centre to Andrew and Barbara (Heinen) Waltzing.

She graduated high school and married Alois “Al” Rakotz. The couple farmed together north of Albany. Linda enjoyed playing cards and games.

She especially liked word search, scrabble, and bingo with her friends. Linda also enjoyed driving around and touring the countryside. She had a love of flowers and being by the lake. One of her greatest pleasures was spending time with her grandchildren. Linda was a member of the St. Anthony Catholic Church.

Linda is survived by her husband, Al, Albany; her children, Jeff Rakotz, Albany, and Joan (Jim) Klaphake, Albany; her grandchildren, Cassie Bolz, and Hanna and Luke Klaphake; her sisters, Sue Ertl, Avon, Kathy Haney, Fargo, and her brother, David (Mary Kay) Walzing, St. Rosa.

She is preceded in death by her parents and brother-in-law Ralph Ertl.

Rick H. Gangl, age 66 of Grey Eagle, passed away surrounded by his family on Friday, September 3, 2021 at his home in Grey Eagle, Minnesota from cancer.

A private family service will be held at a later date with inurnment in Lakeview Cemetery.

Rick Harold Gangl was born November 2, 1954 in Sauk Centre, Minnesota to Harold and Evelyn (Peterson) Gangl. He served in the U.S. Air Force where Rick spent time in Taiwan. He was united in marriage to Cherie Kutter in 1978 and raised four children. Rick was employed by Qwest Communications. He enjoyed hunting, fishing, and camping. Rick also enjoyed spending time with his family, especially with his five grandchildren.

Survivors include his l wife of 43 years, Cherie Gangl of Grey Eagle; daughters, Sarah Gangl (Brad Sullivan) of Brooklyn Park, Sasha Gangl of Grey Eagle, Samantha and Sadie Gangl of Brooklyn Center; and five grandchildren, Addison, Jackson, Lance, Lacey, and Lynell.

Rick was preceded in death by his parents; and brother, Bruce Gangl.

Rodney Bartkowicz

R o d n e y Bartkowicz, 59-year-old resident of Holdingford, died Monday, September 6 at St. Gabriel's Hospital in Little Falls. A Mass of Christian Burial will be held on Saturday, September 11 at 11:00 A.M. at St. Edward Catholic Church in Elmdale with Father David Grundman. A visitation will be held on Friday, September 10 from 4:008:00 P.M. and from 9:30 A.M. until the hour of the service on Saturday. All visitation times will be held at the church in Elmdale. The burial will be in the parish cemetery following mass. Military rites will be conducted by the Bowlus American Legion.

Rodney James Bartkowicz was born on May 31, 1962 in Little Falls to the late Donald and Bernadine (Maciej) Bartkowicz. He graduated with the class of 1980 from Upsala Area School. After graduating high school, he went on to further his education at the Alexandria Vocational College. He felt the calling to join the Minnesota National Guard and proudly served for 30 plus years and was part of three different tours of duty over in Kuwait and Iraq.

He was employed at Camp Ripley for 30 years when he retired in 2020 from the Mechanical Shop.

He was united in marriage to Lynn Saehr on May 22, 1999 at St Edward Catholic Church in Elmdale.

The couple made their home in Holdingford and together they enjoyed motorcycle, snowmobile and ATV trips. They also enjoyed their time together camping, ice fishing and their annual trip to the Winstock Music Festival. Rodney was always his happiest when visiting with family and friends and cherished the time with his grand kids. He was a member of the Bowlus American Legion, St Edward Catholic Church, Knights of Columbus and the Upsala Sno Jammers.

Left to cherish his memory are his wife, Lynn Bartkowicz of Holdingford; children, Josh (Katie) Bartkowicz of Albany, Zachary Bartkowicz of Holdingford and Candace (Jeff Winter) Welinski of Little Falls; siblings, Diane (Larry) Berens of Blaine, James (Lora) Bartkowicz of Bowlus, David (Nancy) Bartkowicz of Circle Pines, Leonice (Mike) Urbanski of Holdingford, Mary Lou (Butch) Gerads of Bowlus, Kevin (Lisa) Bartkowicz of Mound, and sister-in-law, Jane (Rudy) Tretter of Burtrum; grandchildren, Abbey Bartkowicz, Noah Bartkowicz, Jaxon Winter and Mia Winter and many nieces, nephews and friends.

John H. “Jack” Petermeier, age 89 of Albany, passed away peacefully on Saturday, September 4, 2021 at the CentraCare Care Center in Melrose, Minnesota.

A Memorial Mass of Christian Burial will be held at 11 a.m. Thursday, September 9 at Seven Dolors Catholic Church in Albany with Rev. Julius Beckermann, O.S.B. officiating. Entombment will be held in the parish cemetery with military honors by the Albany American Legion.

Visitation will be held from 10 to 11 a.m.

John Herman Petermeier was born March 11, 1932 in Melrose Township, Stearns County, Minnesota to Conrad and Dorothea “Dora” (Schmiesing) Petermeier. He served in the U.S. Army. He was united in marriage to Charlene Hoeschen on October 27, 1956 at Sacred Heart Catholic Church in Freeport. Jack owned and operated J.C. Dairy and drove school bus for Albany School District. He later helped out at Albany Chrysler. He was a member of Seven Dolors Catholic Church in Albany and the Knights of Columbus. Jack enjoyed spending time on the farm, playing cards, playing and watching sports.

Survivors include his children, Lisa Petermeier of Bedford, Kentucky and Andrew Petermeier of Atlanta, Georgia; five grandchildren, Nicole Popplewell, Jamie Feldhege, Philip Lundeen, Cori Lundeen, and Jenna Petermeier; and seven great-grandchildren, Brandon, Olivia, Colton, Hannah, Carter, Charlie, Elliot, and one on the way.

Jack was preceded in death by his wife, Charlene Petermeier on August 12, 2018; parents; twin brother, Jim Petermeier, Robert Petermeier, and Gene Petermeier; and sisters, Adeline Christen, Edna Brannen, and Bernie Barrett.

B e r n e t t a Czech, 84-year-old resident of Bowlus passed away on August 29 at her residence. A Mass of Christian Burial will be Thursday, September 9th at 11:00 A.M. at St. Edwards Catholic Church in Elmdale.

Visitation will be Thursday, September 9th from 9:30 until the hour

of service at the Church.

Bernetta Swanson was born in Little Falls on June 6, 1937 to Leroy and Dorothy (Fussy) Swanson. She attended District 59 country school in Bowlus and graduated from Upsala High School. She married Stanley Czech on October 6, 1962 at St. Edwards Catholic Church. The couple farmed in the city of Elmdale. Bernetta taught country school at the Elmdale, Bowlus and Swan River Country Schools for about 15 years, from 1958-1972.

She continued to substitute teach occasionally.

She was known for making many beautiful cakes, for many different occasions, especially wedding cakes! She loved going to the casino, playing cards, canning, baking bread, making coffee cakes, making homemade soaps, trying new recipes and family traditional meal dishes such as potato dumplings. She was a member of St. Edwards Catholic Church in Elmdale where she played the organ for over 50 years.

And a member of the Rosary Society. Bernetta was always up for a road trip, especially to see her brother in Wyoming, family and friends.

Bernetta enjoyed the time they hosted a foreign exchange student from Japan and took a trip to Mount Rushmore.

Bernetta is survived by her husband, Stanley; son, Jeffrey "Jeff" Czech of Bowlus; daughter, Janelle (Steve) DeSmith of Brainerd; grandchildren, Melinda, Erik, Cole DeSmith all of Brainerd; siblings, Leroy "Sonny" (Diane) Swanson of Pierz and Laura Opatz of Little Falls and many nieces and nephews.

She was preceded in death by her parents; siblings, Leslie Swanson, and Lois Maciej.

Americans Don’t Want To Work?

By Sherry Kutter Yup. Americans don’t want to work, are just lazy and are happy to get a government handout. But consider if you are a young parent and your 40-hour a week wage as an essential worker isn’t enough to buy the groceries, pay for health insurance, childcare, transportation and the rent. It is easy for those of us with these luxuries to be critical of the poor. Without sick leave you must go to work even if you are sick. What about the children? Daycare can be hard to find and very expensive. There is no state with a minimum wage that is adequate for a full time worker to pay all of his or her bills. I encourage you to do the math.

Imagine if minimum wages (exceptions for businesses with fewer than twenty employees) including healthcare, childcare, sick leave and vacation were set based on the cost of living in an area so everyone can work and live a decent life. Oops! The owners, executives and investors might not be able to live quite the excessively lavish lifestyles they are used to. But Hey! We have a Good Economy. But the Economy is only good if you have enough money to invest in the stock market. For almost everyone else a Good Economy doesn’t mean

Again, let’s imagine how individuals and America would look if wages were determined by what our people needed to survive, by the cost of living? Realistically we know that employers are not all going to be able to provide healthcare and childcare.

What alternatives are there? The VA Healthcare services that my husband gets is a good example of how it can be done. The VA is able to negotiate better pharmaceutical and medical prices, doesn’t need the expenses of advertising and profits and is able to provide all the healthcare my husband needs without excess. The VA is operated by our Federal Government and has been the best healthcare service we have experienced or are aware of. Who will spend millions to convince us this is bad? The pharmaceutical, medical and insurance industries.

Stearns Co. Sheriff’s Office

Residential Fire: September 3, 2021: At approximately 10:54 a.m., the Stearns County Communications Center received a call reporting a house on fire at the address of 33202 County Road 30 in Grove Township. The reporting party stated that they were able to smell smoke and upon exiting the house could see smoke coming from the roof vents.

Upon arrival deputies observed smoke coming from the vents but no open flames.

Melrose Fire and Freeport Fire arrived on scene and were able to contain the fire to the attic area of the home. The home’s upstairs bathroom sustained major damage. The homeowner, Christopher John Ritter, 42, was not home at the time of the fire and no one was injured in the fire.

-Tammi Dear Tammi, I don’t think there’s any indication umbrella policies entice folks to bring lawsuits more frequently. If you hadn’t noticed, we live in a lawsuit-happy world. There are lots of greedy people out there who would try to sue for absolutely anything—no matter how ridiculous.

I think these types of policies are worth the money. You can get a $1 million umbrella policy that attaches to the top of the liability coverage on your car and homeowners for $200 to $300 a year in most places. So, if your original car and homeowners coverage was $500,000, you’d have $1.5 million in coverage with an umbrella policy.

If you’ve got a substantial net worth, or if there’s just something that gives the impression someone might be able to get a lot out of you, an umbrella insurance policy is a smart buy.

-Hollie Dear Hollie, From what you said, I assume this guy’s not a cheat or anything like that. He’s probably like a lot of small business owners in that he’s just a little disorganized. Still, you need to correct this behavior.

If it were me, I’d go to his office and have a friendly, sit-down meeting about things.

There’s no reason to start throwing threats around, but he needs to understand you can’t be his bank. You’re a small business, too, and you need your money.

Ask a few questions, and find out what’s really going on. Then, let him know it will help matters if he can get current on the bill by a certain date. You’ve provided goods and services, and he owes you money, so this is a fair request. You might think about adjusting your payment agreement to reflect that once he’s current, payment must be within 10 days of delivery from that point on.

If that’s not workable, you may have to switch to a cash-only basis—where payment is due on delivery. And if none of these options work, well, you should probably tell him to find another supplier.

Dear Motor Medics, I have a 2013 Camaro SS that's been in storage for two years while I was deployed overseas. There is a good chance that I will again be deployed and must store the car. I probably shouldn't have bought it but not having some family or other bills I felt moved to buy my dream car. When I got back the battery was completely dead, and I have not replaced it. The beauty of a newer car with a fuel injected engine is that if you properly store it you can return it to normal service easily. When storing it is a must to use a fuel stabilizer in the tank and to keep the battery in good condition use a battery maintainer. Talk with a local mechanic to get complete advice on other things to look out for but unless critters get into it while you are gone you should be able to store it often without having to do too much before driving.

I asked the dealership about a replacement fob and it was just too much, so I tried lock smiths and my local hardware store but neither one had the fob with the remote attached. I settled for a key that would start the vehicle without the remote for the doors attached. Is there anything else I can do besides spend several hundred dollars on the correct key so I can get my remote doors back?

Upsala City • August 2, 2021 Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 P.M. The pledge of allegiance was said.

On roll call members present were Mayor Rollie Johnson, Lana Bartells, Crystal Benson, Brian Lange, and Mitch Lange.

Staff present: First Response Vice President Andrea Douvier, Public Works Director Mike Tschida, Planning & Zoning Commission Chair Don Marty, and City Clerk-Treasurer Michelle Stevens.

Minutes: Brian Lange moved to approve minutes from July 6, 2021, City Council Meeting, 2nd by Mitch Lange. Motion carried unanimously.

Added agenda items: Benson moved to approve the agenda as presented, 2nd by Bartells. Motion carried unanimously.

Presentation, Citizen Appeals: Charla Bueckers with Tom’s Refuse requested to renew to the current agreement for refuse and recycling; this contract expires May 31, 2022.

Benson moved to extend the refuse contract with Tom’s Refuse for an additional five years with the knowledge that Long Prairie Sanitation will be taking over this contract October 1, 2021 with the contract to remain at the same cost, 2nd by Bartells. Motion carried unanimously.

Kaitlyn Gilk with Advocates for Health gave a presentation on AED units that could be available in public spaces and accessible day and night.

Department Reports: Fire Department Report: Brian Lange informed the Council on the Fire Department raffle, and the Heritage Days events.

First Response Team: Douvier updated the Council on the First Response Team calls. The team made an adjustment to their Standard Operating Guidelines that secures the team’s equipment.

Maintenance Report: Tschida reported on water and sewer levels as well as the various tasks done throughout the City. He also updated the council on his monthly activities.

City Office Report: Stevens reviewed the calendar and updated the Council on the month’s events.

The first Monday in September lands on Labor Day. Brian Lange moved to hold the regular Council Meeting on Tuesday, September 7, 2021, at 7pm., 2nd by Bartells.

Motion carried unanimously.

Planning & Zoning Commission: Marty reported on the Planning Commission’s meetings.

The Conditional Use Permit for 120 Basswood was discussed. Lana Bartells moved to hold a public hearing on Tuesday, September 7, 2021, at 7:30 pm during the regular City Council Meeting to consider the Airbnb living quarters at 120 Basswood Ave., 2nd by Crystal Benson. Motion carried unanimously.

The Upsala Senior Living Permit was discussed.

The Council reviewed the permit and blueprints that were offered at the Planning & Zoning Meeting held July 29, 2021.

Bartells moved to approve the building permit submitted by the Upsala Senior Living, 2nd Mitch Lange.

Motion carried unanimously.

Johnson called for a public hearing for 120 Basswood’s CUP on September 7, 2021, at 7:30 pm during the regular city council meeting.

Unfinished Business: Heritage Days Meeting: Bartells shared that everything is ready for Heritage Days.

Because of the weather, the Fire Department will have two trucks attending the fireworks site.

New City Hall Location: Johnson shared that the Historical Society suggested that the City Hall be located in a new Historical Building structure. There are no definite decisions on what the Historical Society will do since the fire last month. The Council did not move on this suggestion.

The Council reviewed the proposals submitted to remodel the new proposed city hall location at the Rec Building. Brian Czech’s bid came in at $99,898.00, Chris Kremers’ bid was $87,350.00, and Jeremy Carlson did not offer a bid in the end.

Accept Donation to Upsala Heritage Days from the Upsala Lions: Bartells moved to accept resolution 8-22021-2, a resolution accepting $2,000 from the Lions to be given to the Upsala Heritage Days Committee to be used for Fireworks, 2nd by Benson. Motion carried unanimously.

2020 Community Water Fluoridation 50 Year Award: Johnson acknowledged the award given to the City from the ASTDD, the CDC, and the ADA congratulating Upsala in providing its citizens fluoridated water for 50 years.

Attorney Fees: Brian Lange moved to approve the Legal Services Contract provided by Joe Krueger via Quinlivan & Hughes, PA, 2nd by Bartells. Motion carried unanimously.

National Pregnancy and Infant Loss Remembrance Day: Benson moved to accept resolution 8-2-2021-3 a resolution recognizing October 15, 2021, as National Pregnancy and Infant Loss Remembrance Day, 2nd by Bartells. Motion carried unanimously.

Raffle Permit: Benson moved to approve the Bingo Permit requested by St. Mary’s Church to be held on October 24, 2021, at the Church of St. Mary with no waiting period, 2nd by Bartells. Motion carried unanimously.

Acknowledgements: A great appreciation to everyone who generously accommodated access to their homes so Mike and Frank could install new water meters.

We understand that it can be a bit of a hassle to schedule; happily, as of today there is only one home left to get a new water meter installed.

Financials: Mitch Lange moved to approve the bills as presented, 2nd by Benson. Motion carried unanimously.

Updates/FYI: The next Regular City Council Meeting will be September 7 at 7:00 pm.

The first budget meeting is scheduled for August 9 at 6:00 pm.

Approval of Minutes: The clerk provided copies of the July 6, 2021 minutes to the board. Mike made a motion to approve the minutes. Ray made the second. All in favor, Motion carried.

Paul Bruenner was present to request placing a septic pipe through Arbor Drive. The pipe would be 4” with 2 “ insulation and would require digging through the road. After discussion on placement of the drain field it was determined the property owner would be responsible for returning the road to it’s original condition and be responsible for any maintenance for 1 year. Mike made the motion to approve the request. Ray made the second. All in favor . Motion carried.

Town Clerk’s Report: Clerk presented the claims list for July. Claims list included claims 3596-3604 for a total of $22,521.34. Mike made the motion to pay the claims, Ray made the second. All in favor, Motion carried. Mail included a letter from BBL Association denied a request for asphalt on part of the road, a pipeline survey, Rahn’s Oil contract, and MN Township District meeting notice.

Road and Bridge Report: Ray made it clear to Ron that he should stay out of road business. All questions about the roads should be directed to Ray as he is the road supervisor. Ray then talked about a parcel on 341st that is being split – this would be a planning and zoning issue. Spraying is done on 321st, 130th and 335th. Mike reported the ditches had been cleaned on 335th and part of Ascot and looked nice. Some discussion on whether to do more trimming or spraying and who to hire. Ray will contact Carr’s Tree Service for an estimate to do Arden, 295th and Brakken. Ray will call the crack filling company to see when they will get the work done. Ron agreed to cut the tree that is down on Ascot and Ray will find someone to cut the two hanging over 130th E. Ron will visit with the property owner who has the motorhome

parked on the BBL access. Ray still felt the Township should get rid of the access. Erv asked whether the board still wanted him to fix the frost boils on 150th? Ray said they were on road check list and to go ahead and get them taken care of.

Additional agenda item: The clerk reports that monies for the first half of the American Rescue Plan have been received and that the board will need to pass a resolution to accept these funds. After review of the resolution the board voted 3-0 to accept the funds to be used for the best interest of Grey Eagle Township residents.

Adjournment: Motion by Ron to adjourn the meeting. Ray made the second. Meeting adjourned at 9:20 pm.
