It’s about time to improve your time-wasting habits

By Harvey Mackay Many years ago, a management consultant named Ivy Lee was called in by Charles Schwab, chairman of Bethlehem Steel Company, to give him advice on how to better manage his time. After observing Schwab for several hours, Lee gave this advice: “Every evening write down the six most important things that must get done the next day, and list them in order of importance. Don’t begin item two until item one is complete.”

Schwab asked Lee how much he wanted for this advice. Lee replied,

“Use the plan for six months and send me a check for how much you think it is worth.”

Schwab realized the value of this timely advice, as well as the importance of time. How you spend your time can be as important as how you spend your money.

After six months, Lee received a check from Schwab for $25,000, which was a lot of money in the 1920s.

I would submit that time is an organization’s most valuable commodity.

Waste it, and you are throwing away an irreplaceable resource. Time is not an enemy unless you try to kill it. An hour lost is never found.

We all start out in life with one thing in common – the same number of minutes and hours in each day. That remains constant whether we live 50 years or 100 years. So why is it that some people accomplish so much, and others,

Do you complain that you never have enough time? The reason may be that you’re wasting it, because you haven’t figured out how to use it well.

Here are some ideas to get time on your side: • Begin your day with a plan. If you have no plan on how you’ll tackle your workload, you’ll end up battered by competing demands. Manage your time better by doing the right things, not by doing the wrong things faster. At the end of your day, make a to-do list for the next day, so you can be productive immediately in the morning.

• Prioritize, don’t procrastinate.

Many people like doing the easy things first and saving the harder things until the end. But what if those harder things never get done, or there are emergencies that come up. Your plan should be prioritized by order of importance. Bottom line, make sure the important things are getting done.

• Take on what you can reasonably handle. Sometimes it’s hard to say no, but be careful not to let your work pile up, causing you to miss deadlines. This can lead to poor performance and unnecessary stress.

Harvey Mackay continued from page 2 a disorganized mess. A minute here, a minute there spent looking for stuff can add up fast. A messy desk wastes time and adds to your distractions. Organize and get rid of the clutter.

• Focus. People lose so much production because they can’t stay focused or they are continuously distracted and interrupted. If you are able to maintain your concentration, you will be amazed at the amount of work you can accomplish.

• Get adequate sleep. Lack of sleep increases your stress level and intensifies feelings of lack of control. You’ll spend time at work wishing you weren’t so tired. You also have a harder time focusing on the task at hand, which leads to a major time-waster: having to redo projects.

• Take a break. Get away from work.

Eat lunch away from your desk. Take a walk around the block. A brief breather recharges your batteries and keeps you more productive, as evidenced in this story: Two men were engaged in chopping wood. One of the men worked hard all day, seldom took a break, and took only 20 minutes for lunch. The other man took several breaks a day, spent 45 minutes for lunch, and even took a 15-minute nap before going back to work.

The first man became increasingly frustrated because, no matter how hard he worked, the other man’s pile of chopped wood was always much bigger than his at the end of the day.

“I don’t understand how you do it,” said the first man one day. “Every time I look around, you are sitting down, and yet you cut more wood than I do. Why is that?”

Obituaries Harold A. Douvier

Stephen J. Jonas

Harold A. Douvier, age 80 of Sauk Centre, went home to his heavenly Father surrounded by his family on Friday, August 30, 2013 at his home in Sauk Centre, after a courageous eight year battle with cancer.

A Mass of Christian Burial was held at 11 a.m.

Wednesday, September 4 at Our Lady of the Angels Catholic Church in Sauk Centre with Rev. Andrew Marthaler officiating and Rev. James Statz concelebrating.

Interment was in the parish cemetery.

Harold Anthony Douvier was born January 3, 1933 in Spring Hill, Minnesota to John and Katy (Wolbeck) Douvier. He went to school in Melrose. On September 18, 1956 he married Audrey Stimson at St. Patrick’s Catholic Church in Melrose. He was a loving family man and a practical jokester who lived for his children and grandchildren. Harold loved a great prank and loved to tell a corny joke. He had a lifelong hobby of working on small engines and loved being everyone’s “fix it” man. He could fix anything from a curling iron to a neighbor’s lawn mower to a grandchild’s favorite toy. Harold spent most of his career as a partner with Athmann, Haider, and Douvier Construction. During his retirement, he pursued his love of auto restoration with the “boys” from Northside Auto who were gracious enough to let him tinker.

Harold was a member of Our Lady of the Angels Catholic Church in Sauk

Centre. He enjoyed fishing, tinkering, playing practical jokes, gardening, and most of all, his grandchildren and greatgrandchildren.

Survivors include his wife, Audrey Douvier of Sauk Centre, daughter, Laurie (Chuck) Borgerding of Sauk Centre and their children, Tara (Thomas) Ostendorf, Derek (Carrie) Borgerding, and Leah (fiancé, Andrew Blood) Borgerding; daughter, Cindy (Rod) Berscheit of Sauk Centre and their children, Meagan Berscheit, Dustin (Kayla) Berscheit, Brittany (friend, Pat Kane) Berscheit, Lexie Berscheit, and Trent Berscheit; great-grandchildren, Hunter, Josie, Easton, Kennedy, Mack, Simon, Abe, Kasen, and Declan; sisters, Monica Stiever of Cedarburg, WI, Doraine Ritter of Grey Eagle, and Regina Pirkl of St. Joseph; sisters-in-law, Beatrice Douvier of Melrose and Evelyn Douvier of Glenwood; and many loving nieces and nephews.

Harold was preceded in death by his parents; brothers, Gilbert “Gib” Douvier, Tony Douvier, and Hubert Douvier; brothers-in-law, Don Ritter, Frank Stiever, and Bob Pirkl.

Serving as casket bearers were his grandsons, Dustin Berscheit, Trent Berscheit, grandsons-in-law, Andrew Blood, Thomas Ostendorf, and nephews, Perry Douvier and Rick Stiever. Cross bearer was his great-grandson, Hunter Sunderman-Ostendorf. Gift bearers were his granddaughters, Brittany and Lexie Berscheit, Tara Ostendorf, and Leah Borgerding. Reader was his niece, Lynette Euerle.

Arrangements were made with PattonSchad Funeral & Cremation Services of Sauk Centre.

Stephen enjoyed spending time outdoors, hunting, fishing, making wood, and traveling. He especially loved the time spent with his family.

He is survived by his wife; daughter Debbie (Jeff) Dieltz of Big Lake; grandchildren, Brittany (Aaron) Pyzdrowski, Steven; brother and sisters, Peter, Marcella Stegura, and Maggie Thompson.

New Member Night with the Staples Area Men’s Chorus is set for Wednesday, Sept, 11, in the Staples Motley High School choir room.

Rehearsals are always at 8:30 p.m. on Wednesdays, but on Sept. 11 men are encouraged to come around 8 p.m. to socialize and get some music in order prior to rehearsal.

“New Member Night is meant to provide a relaxed environment where men with even the slightest interest can experience what a rehearsal is like,” said Steve Hoemberg, fourth year director of the group. “And, if they decide it’s not for them, nobody will hassle them if they don’t come back.”

Prospective members will not only gain a sense of what a typical rehearsal is like, but also what an atypical singing group of guys we are,” Hoemberg continued. “Our group is made up of men of all ages, teens to retirees, and all walks of life, dairy farmers, machinists, and even a couple musicians.”

Men are invited to join the chorus on New Member Night for a “nostrings-attached tryout” of the chorus.

For those who wish to continue with the group, rehearsals are most Wednesdays, September through May, from 8:30-10 p.m.

The 43rd season of the Staples Area Men’s Chorus (SAMC) is shaping up to be another exciting and challenging one. The first half of the season will feature two large-scale projects.

The first major event, the nationally recognized REAL MEN SING! festival is on Oct. 12, featuring over 200 young men from the surrounding schools. This year the festival also welcomes Guest Clinician Dr. Joshua Bronfman from the University of North Dakota (UND) and the UND Varsity Bards Men’s Chorus.

For this coming Christmas season, the SAMC is heading up a central Minnesota musical collaboration featuring the Staples Area Men’s and Women’s Choruses, the Long Prairie Chamber Orchestra, the Staples Motley High School Chamber Orchestra and four high school choirs from Staples Mot-

ley, Pillager, Long Prairie and WadenaDeer Creek.

“The project is lofty to say the least,” remarked Hoemberg. “Bringing eight groups together on one stage is not just a musical challenge, but a logistical challenge. Yet, we feel an obligation to our central Minnesota communities to think outside the box and facilitate unique and enriching musical opportunities, and this is definitely going to be that.”

“We take the old adage ‘with great gifts come great responsibilities’ very seriously,” he continued. “Our group is well organized and very dedicated, and because of that we feel obligated to provide enriching musical experiences to the people of our area. Not to mention, of course, that we think 200 singers and 50 orchestra players is gonna be an awesome thrill for our audiences.”

The collaborative Christmas concerts will be performed four times, once in each community, over the weekend of Dec. 14 and 15. The first half of each concert will feature each adult group as well as the respective high school ensembles of each individual community.

The second half of the concert will feature a collaborative performance of the major choral/orchestral work “Gloria”

by Antonio Vivaldi.

The second half of the SAMC season will feature a Valentine’s themed dinner concert on Feb. 16. On May 3, the popular social event/concert dubbed An Evening with the Staples Area Men’s Chorus will wrap up the season with what has quickly become an audience favorite The Staples Area Men’s Chorus has members from Staples, Pillager, Verndale, Wadena, Browerville, Eagle Bend, Long Prairie, Grey Eagle, Lincoln, Leader and more. The group is accompanied by Sandy Paskewitz and directed by Steve Hoemberg.

America is headed straight towards destruction. And this destruction will come as a judgment from God. This judgment can only be averted if we seek God and turn ourselves and our country around.

Responsibility for the ungodliness which now prevails in our great country belongs to each one of us. But why me, you are probably thinking, to yourself.

Because God says so! You see, God is going to hold us responsible for everything. For what we have done and for what we failed to do.

In the Word of God (the Holy Bible) it says, “Let us hear the conclusion of the whole matter: Fear God, and keep his commandments; for this is the whole duty of man” (Ecclesiastes 12:13).

We failed our duty in many different ways!

We stood by as our nation was being corrupted and perverted, and we let ungodliness seep into every aspect of our lives. Everything which God considers abomination is now acceptable in America.

Some of our political leaders now brazenly support things which God Almighty called wicked and abominable.

They are either not knowledgeable in God’s word, or are defying God. The Holy Bible shows what happened to nations who dared to defy God, or that got so morally depraved that God finally destroyed them.

So we need to admit that America is morally and spiritually corrupt, and that it is time to turn back to God. As a start, turn the TV off, and then close your eyes, sit back, take a few deep breathes, and relax for a few minutes without

Master Gardener Program for Todd County

People with gardening talents and who enjoy working and communicating with other gardeners are sought for the Master Gardener Program. This program is sponsored by the University of Minnesota Extension Service.

Classes will be conducted at the University of Minnesota Landscape Arboretum or on-line. The University of Minnesota Extension Specialists, Regional Extension Educators and other professional horticulturists will conduct these classes. Classes cover a wide range of home horticulture topics such as: Insect and Plant Disease Control; Fruits and Vegetables; Lawn Management; Home Landscaping; Trees and Shrubs; Indoor Plants; Soil Management.

Any adult is encouraged to contact the Todd County Extension Office if interested. A fee is required for the 50 hours of classroom or on-line training. After the classroom or on-line training, 50 hours of volunteer time is required for the first year. To continue as a Master Gardener, 25 volunteer hours and 5 hours of continuing education is required each year.

The Todd County Master Gardeners will be offering a $100 scholarship when the class and 50 volunteer hours are completed.

Present were Council Members Jenny Mayers, Dick Christenson, Mayor Tim Vogel, and City Clerk Patti Haase. Council Members Joe Finken, Tony Klasen, and City Administrator/Treasurer Michael Brethorst were absent. Mayor Vogel presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Ms. Mayers, seconded by Mr. Christenson and unanimously carried to approve the agenda as submitted.

Mayor Vogel then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. The minutes from the Council’s June 13 Regular Meeting and the June 18 Special Meeting. b. List of bills in the amount of $249,812.56. c. List of investments for the month of June. d. The City received a 2:00 A.M. Closing Liquor License Application from Anthems at MP’s.

City Code Chapter 113 adopts M.S. Ch. 340A by reference which allows sales of intoxicating liquor between the hours of 1:00 a.m. and 2:00 a.m. after obtaining a permit from the State of Minnesota. The State provides the application form and collects the license fee. The City has the ability to also establish a fee, however, has chosen not to. e. Joe Woeste has stepped down as the Fire Department’s Training Officer effective July 1.

According to the Fire Department Policies, Officers’ terms expire every two years and are due to expire on December 31, 2013; therefore, the hiring process will begin in October. City Administrator Brethorst, Fire Chief Jeremy Kraemer, and HR Coordinator Diane Gruber have discussed filling this position for the remainder of 2013. It is their recommendation to not fill the position at this time and to give members of the Department an opportunity to volunteer to handle training to see if they are interested in applying for the position this fall. The Council to acknowledge Mr. Woeste’s resignation as Train-

ing Officer.

The Melrose Public Utilities, in cooperation with the City of Melrose as the Local Unit of Government, has applied for and received grant funding for up to 50% of the costs to design and repair the Wastewater Treatment Facility Levy. The City shall provide the funding for this project and the Council shall serve as the sponsoring unit. The grant is hereby amended to increase from $50,000 to $130,000 an $80,000 increase. The grant shall be extended to December 31, 2014.

It is anticipated that there will be a third amendment upon the start construction. The State amends the grant in phases. The original grant award is to fund initial designs. The second amendment will fund the final initial inspections and recommendations. The Melrose Public Utilities Commission, at its July 8 meeting, approved amending DNR Grant #30000016583.

The Council gave consideration concurring with the Commission’s action approving the amendment to DNR Grant #30000016583.

Request from Community Education Director Stacey AustingJacobson to consider a donation of $9,250 to the Melrose Area School’s 2013 Summer Recreation Program.

Mayor Vogel then opened the Public Hearing at 6:02 p.m. The Council held a Public Hearing for the purpose of hearing all persons present upon a petition of Munson Feed Company, Inc. (Munson) for the vacation of a portion of the south side of the road right-ofway of Railroad Avenue NW adjacent to the north side of Parcel 66.36786.0000, Lots 10 and 11, Block 13 of Great Northern Addition to the City of Melrose, Stearns County, Minnesota, reserving an easement for drainage and utility purposes over, under and across thereof.

At the Planning and Zoning Commission’s June 6 meeting, a Public Hearing was held to allow Munson to present for Commission consideration its request for a Variance to permit construction within the required side yard corner setback of a 20’W x 40’L x 24’H steel-clad structure to shield its recently installed corn dump pit from the elements. Due to unforeseen complications with the request which involved the proposed structure’s encroachment into both the side yard corner setback and the road right-of-way of Railroad Avenue NW arising shortly before the Public Hearing, the Commission, after conducting the Public Hearing, recessed it until its meeting on August 1, 2013 as well as tabled action on the request to that same date. Meanwhile, Munson subsequently submitted a petition to the Council requesting the vacation of a triangularly-shaped portion of the south road right-of-way of Railroad Avenue NW containing about 317 square feet which would allow construction of the requested structure without encroachment into the road right-of-way. However, this would not resolve the desired construction within the required side yard corner setback encroachment issue which Munson is hopeful can be addressed through the granting of a Variance. In exchange for the vacation, Munson would deed to the City a similar triangularly-shaped portion of its property adjacent to the north side of the road right-ofway of Railroad Avenue NW. The inclusion of the proposed Munson parcel, which would contain approximately 323 square feet, in the Railroad Avenue NW road rightof-way would allow the width of Railroad Avenue NW to remain at its current width of 66 feet, would allow a more balanced boulevard on both sides of Railroad Avenue NW near its intersection with 3rd Avenue NW, and should Railroad Avenue NW ever be reconstructed, would allow a better corner design to be implemented.

In addition, Munson would grant the City a drainage and utility easement over the road right-ofway requested to be vacated and a 10 foot wide replacement drainage and utility easement along the north side of the property located along the north side of the road right-ofway of Railroad Avenue NW which it proposes to deed to the City.

It is staff’s opinion that upon the conveyance by Munson to the City for roadway purposes of the triangularly-shaped parcel containing approximately 323 square feet, the triangularly-shaped area containing approximately 317 square

feet requested to be vacated would constitute excessive roadway when compared to other City streets with their 66 foot widths and that the portion of road right-of-way requested to be vacated does not and will not contribute to the City’s transportation plan and that the area requested to be vacated does not and will not serve any present or future public purpose.

Mayor Vogel presented the Affidavit of Publication of Notice of Hearing on July 3 and 10, 2013, the Affidavit of Posting of Notice on July 1, 2013, and the Affidavit of Mailing of Notice to all property owners located within 250 feet of the property proposed to be vacated, which occurred on July 8, 2013.

Director Walz presented the petition and vacation request and addressed questions presented by the Council and the public. Pete Terres Sr. and his sons, Pete Jr. and Mike, representing Munson, were in attendance to assist as needed with the presentation and the responses to questions.

Lucille Orth noted that with the land exchange, there would be an opportunity for the City to make improvements to the road, as currently when vehicles turn onto the street many of them are not entering the street in the proper lane, they tend to cut it short. If the City were to acquire the parcel on the north side of Railroad Avenue NW, it potentially will benefit the road right-of-way, especially if the traveled road is ever rebuilt.

Being no other comments, the Public Hearing was closed at 6:12 p.m.

Police Chief John Jensen was not available to preset the Police Department’s June report.

Planning and Development Director Walz reported on the Commission’s July 11 Regular Meeting.

He noted that the discussion was mainly focused on the potential vacation of part of Railroad Avenue NW to accommodate proposed construction of a building by Munson Feed Company. The Commission also discussed alternatives for the existing or new shelter in the Melrose Lions and Jaycee Community Park if/when CentraCare Health-Melrose proceeds with its senior living expansion.

City Attorney Scott Dymoke reported on the projects he has been working on for the City: • CentraCare: Worked with City staff to review, revise, and prepare closing documents with CentraCare-Melrose for presentation to City Council. Whether taking action to approve or deny the request, the Council should cite the basis for its decision in the form of a Findings of Fact statement or a resolution. If it decides to approve the request, it must determine that the municipal property proposed to be vacated does not and will not serve any present or future public purpose. Ms. Mayers introduced Resolution No. 2013-38, Resolution Vacating a Portion of the South Side of the Road Right-of-Way of Railroad Avenue NW Adjacent to the North Side of Parcel 66.36786.0000, Lots 10 and 11, Block 13 of Great Northern Addition to the City of Melrose, Stearns County, Minnesota with its approval contingent upon Munson Feed deeding the property to the City and granting the easement to the City. The motion was seconded by Mr. Christenson, with a roll call vote recorded as follows: For: Council Members Christenson, Mayers and Mayor Vogel; Against: None; Absent: Council Members Finken and Klasen.

A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried to adopt a proclamation proclaiming Tuesday, August 6, 2013 as “Night to Unite.” The residents of Melrose are invited to attend Night to Unite on Tuesday, August 6 from 5:30 8:00 p.m. at the Sauk River Park.

The Council then gave consideration to approval of Pay Voucher No. 1 from Tri-City Paving Inc. for the 2013 Street Resurfacing Project.

The pay request is for $281,537.39 and is less a 5% retainage. A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried to approve Pay Voucher No. 1 from Tri-City Paving in the amount of $281,537.39, for the 2013 Street Resurfacing Project.

Mayor Vogel noted that the City of Melrose is in receipt of the Sauk River Melrose Dam report.

The DNR conducts bi-annual inspections of the dam. The inspection showed no major changes in the dam since the last inspection in 2009. As per the report, overall, the dam is in good condition. The report included recommendations to include: Removal of deep rooted trees from the north dam embankment; Conduct annual monitoring; Develop an operational maintenance plan.

The Streets/Parks Department already conducts monitoring and exercises the levy gates yearly and also removes trees as needed. However, the report is recommending the City take a much more proactive approach to removing the trees.

Staff has met on the matter and identified the trees that they feel should be removed.

The Public Works Department has not developed an operational plan for the dam. This has not occurred as the City does not have the authority to raise the levy unless given permission by the DNR. Furthermore, the State does not have a unified operations manual to manage the flow of the Sauk River.

A motion was made by Mr. Christenson, seconded by Ms. Mayers acknowledging receipt of the report and will provide guidance for future maintenance.

Mayor Vogel noted that the City of Melrose Parks and Recreation Department held a Sauk River Park Capital Fund/Golf Scramble Fundraiser at the Meadowlark Golf Club on Friday, June 21. Eighteen

teams consisting of 72 golfers participated in the event. A total of 41 businesses and private sponsors made the event a success. In total, the event raised $5,670 for the capital fund.

The event would not have occurred without the help of Golf Scramble Committee, corporate and private donations. A special thank goes out to: Patti Haase, Sue Rademacher, Craig Maus, Vicki Herkenhoff, Stacey AustingJacobson, Kathy Dziengel, George Jensen, Dale Lyon, John Harren and the Meadowlark Country Club.

The Golf Scramble Committee met on Monday, July 8 and is recommending that the funds raised remain in the Parks Fund until a larger capital project can be identified and funded. Furthermore, the Committee recommends holding the golf scramble again next year.

1) A motion was made by Ms. Mayers, seconded by Mr. Christenson and unanimously carried accepting the donations and adopting Resolution No. 2013-39, Donation Resolution for the Melrose Parks and Recreation Fund.

Annual Golf Scramble in an effort to continue to raise funds for the Parks Fund.

The Council, at their May 16 and June 13 meetings, reviewed a proposal to purchase a water feature in the Melrose Lake Area in and around the Melrose dam. By consensus of the Council, it was determined the fountain would be an asset to the City; however, the City does not have the capital funds to pay for the fountain at this time.

The Council directed Administrator Brethorst to seek alternate funding for the purchase of the fountain.

Mayor Vogel, in conjunction with Allen Vogel, approached the Melrose VFW Post 7050 to partner with the City on the purchase of the fountain.

The VFW Post 7050 has agreed to fund the acquisition of the AFX fountain through a grant to the City. They also asked that the fountain be named in honor of the all veterans.

The City would be responsible for the electrical and setup costs of the fountain. The concept to support the fountain would be the Water/ Wastewater staff which would be responsible for the annual maintenance, repairs and installation of the fountain and perform the annual tear down and trouble shooting. The Streets/Parks Department would

store the fountain. The City Parks Fund would pay for the annual electrical usage and miscellaneous repair costs.

If the City were to maintain the fountain, store it and install the water feature, estimated costs could be: Estimated purchase cost (3 hp, 5 heads): $6,700; Estimated electrical: $1000; Total: $7,700.

Annual Cost Estimates, Melrose/Staff: Annual installation and set-up: $0; Annual Winterize / Storage: $0; Annual Misc. Maintenance: $250; Annual Energy Usage LED lights: $11; Annual Energy Usage Pump Cost: $480; Annual Energy base cost: $55; Estimated Annual Cost: $796; 5 month operations (180 days): Pump runs 10 hours per day (230 volts @ 17 amps); Light runs 5 hours per day.

Staff has received a quote from Scherping Electric Inc. in the amount of $2,585 for the wiring of the water fountain. A motion was made by Ms. Mayers, seconded by Mr. Christenson and unanimously carried approving the purchase of the fountain and allocating funds and accepting the grant from VFW Post 7050.

Mike Nielson with WSB & Associates updated the Council on the 5th Avenue/CSAH 13 Bridge Replacement Project. Mr. Nieslon noted that, in conjunction with the

bridge replacement, the City has been working with the County on possible options to improve the safety and operations of CSAH 13 (5th Avenue) specifically at the 1st Street North and Main Street intersection south of the existing bridge.

Mr. Nielson also noted that Stearns County has moved the construction of the project from 2014 to 2015.

The primary reason for the shift is to provide as much flexibility in phasing the project to ensure the least amount of impact to local residents and businesses.

City Attorney Scott Dymoke stated that the City has received a copy of the proposed final order in the matter of Melrose Community LLC/Kraft Drive. The final order will be submitted to the court, together with a stipulation, signed by the effected parties, acknowledging their approval of the final order and requesting that the court adopt it. A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried approving the proposed final order and authorizing City staff and City Attorney to enter into the stipulation on behalf of the City.

Mayor Vogel noted that the Council, at its June 13 Regular Meeting, approved that the inspection of the retaining wall be moved from 2014 to 2013. The study would determine the walls condition as well as develop cost estimates for a replacement or “face lift” of the wall. WSB and Associates has submitted a quote for the retaining wall inspection for a fee not to exceed $3,500. This will include a site visit and wall inspection by a structural engineer and an assistant with a report of the findings presented to Council. A motion was made by Ms. Mayers, seconded by Mr. Christenson and unanimously carried approving the quote from WSB & Association for inspection of the retaining wall (Kraft wall).

Mayor Vogel noted that due to

the heavy rains, washouts on 1st Avenue NE, just north of where the asphalt ends remains to be a concern. Property owners are requesting that the City address the issues. Staff is in the process of reshaping the road; however, if this does not resolve the matter, a ditch will need to be constructed on the west side and larger culverts installed. Surveying of the street right-of-way would be required.

Mayor Vogel noted that the City of Melrose wishes to inform the residents that any petitions requesting public improvements for the year of 2014 must be filed with the City Clerk no later than July 24, 2013. The petitions for improvements such as park improvements, wastewater, water mains, street, and curb and gutter will be given consideration in 2013 for improvement in 2014.

Mayor Vogel stated that after the storm in the later part of June, a property owner contacted City staff requesting assistance in the removal and disposal of yard waste. This was discussed at the August 23, 2012 meeting after similar requests had been made. The Council chose not to take action due to prior issues of the compost site and cleanup costs.

However, it was noted that Bueckers Recycling World (east of town) does allow City of Melrose residents to bring tree branches, limbs etc. to their location. The service is “free of charge” for anyone who has Bueckers City Sanitation Services for garbage collection (which includes all residents of Melrose), however, not necessarily all of the businesses.

It was the consensus of the Council that adequate service is provided

by Bueckers City Sanitation Services.

Little things make a difference for volunteer firearms safety instructor of the year It’s the little things that do make a difference to Gary Hebler of Pierz, the Minnesota Department of Natural Resources’ (DNR) 2012 volunteer firearms instructor of the year. Hebler received the award at the recent Game Fair.

A certified instructor in the small Morrison County community of Harding since 1987, Hebler remembers a bare-bones operation at the start that now features four lasershot guns, eight .22 rifles, a trap thrower, professional looking shirts and hats for instructors and more.

“In the beginning you had to bring your own guns, but local clubs and organizations stepped up over the years since they realized hunting in the area is a family activity they wanted to support,” he said.

Today 30-40 kids and adults are DNR firearms safety certified each year, many from the surrounding area.

“We attract them from as far away as Brainerd and Little Falls due to the reputation of the staff, a team that gives 110 percent to the students and DNR’s firearms safety program,” Hebler said.

Hebler has recruited a least a dozen instructors over the years and is proud of the fact that three females are among the dedicated group.

“We’re seeing more and more females attending our classes and we felt adding female instructors would make these young

Hebler designed a unique field day that included a series of stations where students got hands-on experience before they went afield. Deer stand safety and walking in the woods and crossing fence scenarios were among the stations.

Instructors, assisted by DNR conservation officers, have made the field day a family event, inviting parents and siblings of the students to come join in the fun, including lunch on the range.

Going the extra mile for students is the norm for Hebler. When a physically challenged youth arrived for class, Hebler went to work.

“The student was bright and enthusiastic, but would have problems navigating the stations on crutches, so I coordinated with a fellow instructor to find a golf cart to chauffeur the student around the stations. Lots of smiles that day,” Hebler said.

An avid hunter and trapper, Hebler loves taking kids along whether in the deer stand, duck blind or target shooting in his backyard. His knowledge of the outdoors and wildlife is great and he’s always willing to share it.

“If I can help one child prevent an accident while hunting it’s been well worth it.”
