We can learn a lot of lessons from animals.

Over the years I’ve used a lot of animal analogies, and it always amazes me how much easier it is to relate human behaviors in these examples.

Don’t yield to helplessness: In cultures that depend on elephants for labor and transportation, it’s common to tie untrained elephants by their ankles to a bamboo tree, using heavy-duty rope.

After three or four days of trying to free themselves, elephants give up.

Harvey Mackay continued from page 2 trainers have observed a predictable and strange habit of fleas while training them. Fleas are trained by putting them in a cardboard box with a top on it. As you watch them jump and hit the lid, something very interesting becomes obvious. The fleas continue to jump, but they are no longer jumping high enough to hit the top.

When you take off the lid, the fleas continue to jump, but they will not jump out of the box. Once they have conditioned themselves to jump just so high, that’s all they can do.

Many people do the same thing.

They restrict themselves and never reach their potential.

Do your share: A horseman spied the little sparrow lying on its back in the middle of the road. Reining in his mount, he looked down and inquired of the little creature, “Why are you lying upside down like that?”

“I heard the sky is going to fall today,” replied the bird.

The horseman laughed, “And I suppose your spindly little legs can hold up the sky?”

“One does what one can,” said the little sparrow.

Growth involves risk: An oceanographer was asked how a

lobster is able to grow bigger when its shell is so hard. The only way, he explained, is for the lobster to shed its shell at regular intervals. When its body begins to feel cramped inside the shell, the lobster instinctively looks for a reasonably safe spot to rest while the hard shell comes off and the pink membrane just inside forms the basis of the new shell.

No matter where a lobster goes for this shedding process, it is vulnerable.

It can get tossed against a coral reef or eaten by a fish. The lobster has to risk its life in order to grow.

Unlike the lobster, we have a choice when we resist taking risks because of the fear of failure.

Mackay’s Moral: Animals rely on instincts, but we can control our actions.

Obituaries Louis J. Katzner

Louis J. Katzner, age 70 of Albany, died Thursday, August 28, 2014 in St. Cloud, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Thursday, September 4 at Seven Dolors Catholic Church in Albany with Rev. Cletus Connors, O.S.B. officiating. Interment will be in the parish cemetery.

Visitation will be from 10 to 11 a.m.

Thursday at the Seven Dolors Gathering Area.

Robert “Bob” Heisick Robert “Bob” Heisick, 89, a retired manager from Coors, passed away peacefully on August 24, 2014 in Westminster, Colorado.

Bob was born April 10, 1925 in Bowlus, Minnesota to Joseph and Minnie (Soltis) Heisick.

Bob is survived by his loving family; daughter LaVaughan (Joseph) Schmidt, son Stephen (Amy) Heisick,

Louis Jerome Katzner, Jr. was born June 15, 1944 in Albany, Minnesota to Apollonia “Lonie” (Bohmer) and Louis Katzner, Sr. He graduated from Albany High School in 1962 and worked for the Jennie-O Turkey Store for many years. He served in the U.S. Army from 1965 through 1966. Louis enjoyed the outdoors, especially hunting and fishing.

Survivors include his sister, Ruth Ann Miller of Albany; and brother, Linus Katzner of Underwood; and many nieces and nephews.

Louis was preceded in death by his parents; brother, Albin Katzner on May 7, 2014; and brother-in-law, Ralph Miller.

Arrangements were made with Patton-Schad Funeral and Cremation Services of Melrose.

Dave Says -By Dave Ramsey Dear Dave, I’m getting married soon, and my fiancée and I together have saved about $9,000 for our wedding. Right now, we’re doing really well on our budgets and almost always have money left over each month.

Should we use the extra money to continue paying down our debt, or is it okay to use it for a few wedding incidentals?

-Nathan Dear Nathan, I love the idea of having a nice, reasonable wedding paid for with cash.

Some people look at weddings as an excuse to go nuts, but you guys sound like you have a good plan in mind.

The average cost of a wedding in America right now is around $30,000.

Even if the extras you mentioned run $5,000 to $6,000, you’re still talking about half that amount. So, let’s look at it this way. Basically, you’re asking me if it’s okay to put your debt snowball on hold temporarily in order to modestly enhance your already reasonable wedding plans. My answer is yes!

Now, if you’d told me you wanted to drop $50,000 on the wedding instead of getting out of debt, I’d think you were crazy. It doesn’t sound like you two are going to abuse the situation, though. I think you’re both being very wise.

-Shawna Dear Shawna, You may have very little need for life insurance in your situation. If you have enough money saved up to pay for your burial, and you don’t have any debt, there’s really no reason to carry a policy. No one is going to be harmed financially by your death, and no one would be deprived of the income that would be lost if something unexpected happened to you.

But if you don’t have money saved, and you’ve got a bunch of debt, you might want to consider a small, term life insurance policy. At your age, if you’re fairly healthy, you can get $100,000 worth of coverage for almost nothing.

Remember, you shouldn’t buy life insurance to leave an inheritance. You should buy life insurance to make sure there’s enough money to take care of your family and final expenses. You wouldn’t want your parents or someone else having to foot the bill once you’re gone!

Anglers and others can give their opinions about fishing regulations that are in place or are newly proposed on 16 lakes and two river segments.

The Minnesota Department of Natural Resources has scheduled 13 public meetings across the state in coming weeks to review regulations, and the DNR is also accepting written and verbal public comments on the regulations before and 10 days after each meeting.

The meetings will include: • Review of the walleye regulation on Lake Winnibigoshish.

• Review of the existing panfish, bass or walleye regulations on Pimushe, Star, Clitherall, Jewett, Pickerel, Sewell, Cottonwood and Big Mantrap lakes and the Mississippi River near Winona.

• Review of the existing northern pike regulation on Big Birch Lake in Todd County.

• Review the existing lake trout regulation on Lake Mukooda and a proposal for similar regulations in Little Trout Lake, both in Voyageurs National Park.

• Discussion of a proposal for new walleye regulations for Saganaga, Sea Gull and Gull lakes near Grand Marais.

• Discussion of a proposal for new catfish regulations for the Sauk River chain of lakes in Stearns County.

• Review of a proposal for new bass regulations on Lake George in Hubbard County.

“The goal of experimental and special regulations on individual waters is to expand opportunities for anglers to experience quality fishing,” said Al Stevens, DNR fisheries program consultant. “We also need to sustain good fishing in light of more people fishing,

and anglers who are catching more fish.”

During the past 30 years, fisheries managers have monitored a variety of regulations across Minnesota and learned much from efforts to improve fish populations using regulations that limit the length and number of fish anglers can keep.

“We have shown that we can sustain quality populations of panfish, northern pike, bass and walleye by using special regulations,” said Don Pereira, DNR fisheries section chief. “And if experimental regulations are successful, then regulations can be replicated on similar waters where fisheries managers and anglers agree they would help improve or maintain quality fishing.”

Experimental regulations are in effect for a specific period of time, typically 10 to 15 years. Before the regulation ends, fisheries managers must evaluate the regulation and then gather input from public meetings to help determine whether to extend, modify or drop the existing experimental regulations.

The word “want” in this Psalm covers anything and everything that we might ever desire. It is all inclusive covering the mental, physical and emotional as well as the spiritual areas of our lives. And if a “want” is important to us, we need to realize that it was important to God before we ever recognized it.

David left none of our “wants” beyond God’s grace and mercy. Even the important need to “lie down” in “green pastures” beside “still waters” so our “souls” could be “restored” is important to the Good Shepherd! It is so important to Him that He often makes us take time to replenish and refresh ourselves.

There are times when He intervenes in our lives and causes us to “be still.” Why? Not only does He want to guide us but He often has to guard us from ourselves. Jesus said, “Come apart and rest awhile.” If we refuse to “rest awhile” we may “come apart” and then need Him to put us back together again so He can use us.

The Good Shepherd loves and cares for His sheep. He not only guides them but guards them. His protection brings His peace and with His peace comes His promise to make us “lie down beside still waters” where He will “restore” us - refresh and renew us.

In our frantic lives God expects us to rest in Him, trust in Him, take time for Him and worship Him. If we do not follow His pattern He may even force His rest upon us in ways we would not choose. We need the benefits that come from resting in Him and with Him.

Local Municipality Minutes Melrose City July 17, 2014 The Melrose City Council met in a Regular Meeting on Thursday, July 17, 2014 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Jenny Mayers, Dick Christenson, Tony Klasen, Mayor Tim Vogel, City Administrator Michael Brethorst, and City Clerk Patti Haase.

Council Member Joe Finken was absent. Mayor Vogel presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried to approve the agenda as submitted.

Mayor Vogel then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the June 9 Special Joint Meeting with the Melrose Public Utilities Commission and the June 19 Regular Meeting. b. list of bills in the amount of $188,635.96. c. list of investments for the month of June. d. The City has received a 2:00 A.M. Closing Liquor License Application from Anthems at MP’s.

City Code Chapter 113 adopts M.S. Ch. 340A by reference which allows sales of intoxicating liquor between the hours of 1:00 a.m. and 2:00 a.m. after obtaining a permit from the State of Minnesota. The State provides the application form and collects the license fee. The City has the ability to also establish a fee, however, has chosen not to. e. Donation Resolutions: 1) Resolution No. 2014-26, Donation in the amount of $250 from Arvig towards Night to Unite; 2) Resolution No. 2014-27, Donation from the various sponsors and contributors towards the City of Melrose Parks and Recreations Capital Fund from the Golf Scramble fundraising event. f. Ambulance Coordinator Jenn Tschida is requesting Council approval to hire Jordan Ulbricht as an EMT. He has completed the EMT Course and passed his EMT certification. Mr. Ulbricht is a resident of Melrose. Hiring of Mr. Ulbricht is contingent upon passing a pre-employment physical. With the hiring of Mr. Ulbricht, there will be 14 active members on the Department. g. Police Reserve Department Semiannual Report.

A motion was made by Ms. Mayers, seconded by Mr. Klasen and unanimously carried to approve the Consent Agenda items.

Planning and Development Director Walz reported on the Planning and Zoning Commission’s July 10 Regular Meeting.

Director Walz stated that the Commission discussed the proposed acquisition of the Rausch-owned property for the location of the replacement of the west substation and it anticipating requests for rezoning and conditional use permits if the Utilities Commission decides to move forward.

Police Officer McDonald presented the Police Department’s June monthly report. He noted that a total of 10 citations were issued in the month of June. There were 79 verbal warnings. Administrator Brethorst noted there were 270 calls for service during this month compared to 224 for June of 2013.

The year-to-date number of calls is

1295 compared to 1261 in 2013.

For the month of June 2014, the Department received 26 agency assist calls.

City Attorney Scott Dymoke reported on the projects he has been working on for the City: • Utility Easement: Prepared utility easements needed to extend electric service to new Park View addition.

• Substation Acquisition: Prepared purchase agreement for acquiring site for new substation A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to adopt a proclamation proclaiming Tuesday, August 5, 2014 as “Night to Unite.” The residents of Melrose are invited to attend Night to Unite on Tuesday, August 5 from 5:30-8:00 p.m. at the Sauk River Park.

Mayor Vogel stated that the memorial fountain was lost / destroyed during a significant rain event during June’s rain storms.

A claim has been submitted to the League of Minnesota Cities (LMC) for the loss of the fountain.

A determination had not yet been made. A quote was received from Atlantic Fountains for replacement of the fountain. There are two options for the fountain: 1) one for one replacement of the current fountain; or 2) an upgraded 5 HP from 3 HP motor and DMX light controller. Mayor Vogel noted that he has met with the insurance adjustor and recommended this item be tabled pending the outcome of the claim.

Mayor Vogel noted that interviews for the Accounting Clerk were conducted on 6 of the 30 candidates on July 1 and 2 by City Administrator Mike Brethorst, Finance Director Tessa Beuning, and HR Coordinator Diane Gruber.

They are recommending that Stacy Funk be hired. Ms. Funk has five years’ experience as an Accounting Assistant with Bayer Built Woodworks. Some of her skills include accounts payable and accounts receivable, general ledgers, bookkeeping, analyzing financial data, MS Office and Excel, and experience with Alchemy, which is the City’s current document management system. Ms. Funk also has project management and general office duty experience with Cold Spring Granite for three years.

Due to her experience and skills, it is recommended that Ms. Funk’s rate of pay be at Step 4 on the wage scale which is $19.21 per hour. Her start date of employment would be July 28, 2014 which would give her two full weeks to work with Accounting Intern Emily Scholz who will complete her internship with the City on August 8.

A motion was made by Ms. Mayers, seconded by Mr. Klasen and unanimously carried concurring with the Utilities Commission appointing Ms. Funk as the Accounting Clerk with a starting wage of $19.21 per hour, which is Step 4 of 7.

Mayor Vogel noted that the Council, at its March 3 Special Joint Meeting with the Utilities Commission, authorized staff to proceed with the posting and hiring process of a part-time Police Officer.

Police Chief Maus requested the Council consider authorizing the hire of an additional part-time Officer to ensure appropriate coverages and limit the amount of overtime that has recently occurred during the transition period of hir-

ing two new full-time Officers. At this time, Albany is proposing to partner with two part-time Officers and Sauk Centre is checking into adding at least one more part-time Officer to their roster.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried authorizing the hiring of an additional part-time Police Officer.

Mayor Vogel stated that WSB & Associates has been contracted to provide a feasibility study for the 1st St NE project. Mike Nielson with WSB & Associates presented the report and provided an adjusted estimated project cost at approximately $768,000. Staff has televised the water mains and has determined that the sanitary sewer improvements are not required; therefore, they have been removed from the overall cost projections. As noted, the 5th Avenue NE/CSAH 13 Bridge project will not move forward this year due to bonding money not being available. The 1st St NE project will be done in conjunction with the bridge project; however, Administrator Brethorst recommended that the City move forward with the preparation of plans and specifications so the project is shovel-ready when funding for the bridge becomes available. Council Member Klasen asked for additional time to review the costs with the Five Year Capital Improvement Plan.

A motion was made by Mr. Klasen seconded by Ms. Mayers and unanimously carried to table action on this item until further cost analysis can be completed.

The Council, at its June 19 meeting, authorized the Fire Department to obtain bids for the command vehicle. Fire Chief Kraemer is requesting approval to purchase the command vehicle and accessories. Administrator Brethorst recommends selling the green Dakota pickup that the Fire Department has been using as an interim command vehicle.

A motion was made by Ms. Mayers, seconded by Mr. Christenson and unanimously carried approving the purchase of the command vehicle and accessories.

Mayor Vogel noted that the biennial City election will be held on Tuesday, November 4, 2014. The Mayor‘s and two Council Members’ terms expire at yearend 2014.

Filings open on Tuesday, July 29 and close on Tuesday, August 12 at 5:00 p.m.

Mayor Vogel stated that the City wishes to inform the residents that any petitions requesting public improvements for the year of 2015 must be filed with the City Clerk no later than July 23, 2014. The petitions for improvements such as sanitary sewer, water mains, street, and curb and gutter will be given consideration for improvement in 2015.

Mayor Vogel noted that the Parks and Recreation Board met on May 27 to discuss the splash pad/skate park. Approximately two years ago, residents had inquired into a regional asset for the community with the initial concept of a splash pad/skate park. The question for the Board was is there still community interest in the programs. By consensus, the Board was in agreement not to further pursue the splash pad due to the limited amount of time per year it could be used, cost of construction, annual maintenance costs and limit audience whom would use it,

and fact that there are other splash pads within 30 miles of Melrose.

However, they were interested in pursuing the skate park/hockey rink once the Jaycee Park ice rink has been relocated.

A motion was made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried to concur with the Parks and Recreation Board to discontinue planning and fundraising for the splash pad and to table the concept of a skate park/hockey rink.

The Public Utilities Commission (PUC) is continuing its plans to update by replacement and possible enlargement the City’s west substation currently located near the south water tower site. Previously, the PUC was focusing on locating the replacement substation near the location of the present one at Main Street W and 1st Avenue NW. However, recently, with input from its consultant DGR Engineering, consideration is being given to an alternative and better long-term location (Parcel 66.36861.0000) adjacent to the north side of 2nd St SW, across the street from the northwest corner of Rose Park. The parcel, consisting of four lots, is 172.5’D x 200’W, contains 34,500 square feet and is owned by David Rausch with whom Electrical Supervisor Dale Lyon and Planning and Development Director Walz have been in contact. Mr. Rausch is interested in selling the property which, although next to wetland, does not contain any wetland as verified by the Stearns County Environmental Services Department.

The advantages of relocating the replacement substation to this alternative Rausch-owned site, rather than the current location at the corner of Main Street W and 1st Avenue NW, would include; improving the aesthetics and green space for both the neighborhood and the City by removing the substation with its high protective fencing from public visibility, allowing greater flexibility in spacing should Xcel Energy require the City to increase its transmission voltage from 69,000 volts to 115,000 volts, eliminating the PUC-owned transmission line between the Xcel line and the west substation including its maintenance and replacement, and providing ample space for expansion.

In addition, along with additional operational flexibility, the relocation of the west substation to the proposed Rausch-owned parcel likely could eliminate the need for a third substation location in the future to accommodate industrial park development on the west end of the City unless the future demand for the industrial park exceeded ten megawatts. The disadvantages include the costs to acquire the land, clear the site, and miscellaneous additional substation-related expenses which the PUC believes are outweighed by the long-term advantages of relocating the west substation.

tion/Disposition Committee, the PUC and MADA have met and approved proceeding with the acquisition of the Rausch-owned parcel subject to satisfactory negotiations, wetland evaluation and soil borings. The Planning and Zoning Commission, in accordance with Minnesota Statute Section 462.356, subdivision 2, has reviewed in light of compliance with the City’s 2030 Comprehensive Plan the possible acquisition by the City of the Rausch-owned parcel for the proposed potential location for the replacement by the City of its existing west substation and has determined that the acquisition of the Rausch-owned parcel would be in compliance with the Comprehensive Plan. The results of the soil borings have been received and reviewed. DGR has approved the sight for the installation of the west substation.

Mr. Rausch and the Property Acquisition/Disposition Committee have reached an agreed upon purchase price for the City of $26,000, which is supported by the PUC and MADA. At the request of the PUC, a 90-day Option and Purchase Agreement is being extended to Mr. Rausch. Expecting that he will accept as he has indicated, the Council to consider concurring with the acquisition of the Rauschowned property.

A motion was made by Mr. Christenson, seconded by Ms. Mayers and unanimously carried authorizing entering into the Option and Purchase Agreement if accepted by Mr. Rausch and then proceeding to closing.

The following informational items were discussed: a. The City conducts routine repairs and maintenance of the City Center. In 2012, the City painted the Council Chambers and meeting rooms. The copy room, conference room and five offices

are in need of painting. The offices have not been painted in 22 years.

T-N-T Finishing will paint the offices in late October. It is planned to paint the lower level and Police Department in 2015, plus the carpeting needs to be replaced in the Police Department due to the high volume of traffic. This will be placed on the 2015 Capital Improvement Plan planned expenditures. b. The Western Minnesota Municipal Power Agency (WMMPA) completed a very successful bond sale of $351,255,000 on Thursday, June 26. The City is a member of Missouri River Energy Services (MRES), which is the parent company of WMMPA, which is the finance arm of the MRES. The majority of the funds from the bond issue will be used to finance construction of the Red Rock Hydroelectric Project at the existing Red Rock dam site on the Des Moines River near Pella, Iowa. Proceeds from the sale also will finance the completion of the WMMPA share of the CAPX2020 Fargo and Brookings transmission projects, and capital improvements at existing generation facilities, primarily the coal-fired Laramie River Station. Most of the bonds were sold at a premium, meaning that the total proceeds to be received from the sale will be about $390 million. c. Upland Bird Day is 1-5 p.m., Saturday, Sept. 13, at the Dakota County Gun Club, 17501 Station Trail near Rosemount, and is hosted by the DNR, Dakota County Gun Club and Pheasants Forever.

“Upland Bird Day is an opportunity for those interested in hunting upland birds to take the next step and be part of a wonderful fall hunting tradition,” said Linda Bylander, an outreach program coordinator for the DNR. Upland bird hunting typically involves walking through prairie grasses, young aspen forests, marsh edges and

other habitat, often using a dog to point or flush the birds.

Following a large group presentation on upland birds and their habitat, participants will spend the afternoon in a series of hands-on upland bird hunting stations.

“Participants will learn how to hunt a field, and about shotgun patterning and shooting technique,” Bylander said.

“We’ll see a demo of bird hunting with dogs, and learn about field dressing and game care, and how to locate public hunting lands.”

Baby turtles are hatching, adults are getting ready for winter; Help turtles safely cross roads The Minnesota Department of Natural Resources is asking people to share the road with hatchling and adult turtles this fall.

Turtles crossing roads in late-August and September are often moving to familiar overwintering locations. Unfortunately, many hatchling and adult turtles have to cross roads to get to wintering areas.

“Roadway mortality is believed to be a major factor in turtle population declines throughout the United States,” said Christopher Smith, DNR NonGame Wildlife Specialist.

In Minnesota, where all turtles are mainly aquatic, overland journeys usually occur: in connection with seasonal movements between different wetland habitats; during the annual early summer nesting migration of egg laden fe-

males; or when newly hatched youngsters seek out the backwaters and ponds that will serve as their permanent home.

Turtles can travel many miles during a single year, and may even be found far from water; this is no need for concern.

Giving turtles a hand! Here are some tips to help turtles across roads: • Avoid danger. Simply pulling off the road and turning on hazard lights may alert other drivers to slow down. Be aware of surroundings and traffic.

• Avoid excessive handling. While wanting to inspect turtles closely is understandable, excessive handling can disrupt normal behavior. Prolonged examination of turtles should therefore be limited to only one or two individuals of each species.

• Allow unassisted road crossings.

Kresha Seeks Local Input for Broadband Expansion Opportunities Rep. Ron Kresha, R-Little Falls, is seeking input from local citizens in an attempt to improve area Internet service and broadband access in Greater Minnesota.

An estimated $20 million in grants will be appropriated by the state to help boost broadband access. Kresha hopes a portion of the funding will be used to improve broadband access to underserved areas in District 09B. Constituent input is needed to determine where the problem-areas are, and which parts are in the greatest need for expanded broadband access during the grant application process.

“Broadband access is an important issue to families and businesses, and has a huge impact on our local economy,” Kresha said. “Education, businesses, and families can oftentimes only move as fast as their internet speed, and it’s critical for our students, business owners, and families that we

• Handle turtles gently. If necessary to pick them up, all turtles except Snappers and Softshells should be grasped gently along the shell edge near the midpoint of the body. Many turtles empty their bladder when lifted off the ground, so be careful not to drop them if they

should suddenly expel water.

• Maintain direction of travel. Always move turtles in the same direction they were traveling in when encountered. Turtles should always be moved across roadways in as direct a line as possible.
