Turn your sales force on -By Harvey Mackay A small business owner was in trouble with her sales.

She decided to call in an expert sales consultant to give her an outsider’s viewpoint. After she had gone over her plans and problems, the business owner took the consultant to a map on the wall where she had stuck brightly colored pins where she had a salesperson.

“Now,” she asked, “for a starter, what is the first thing we should do?”

“Well,” replied the consultant, “the first thing is to take those pins out of the map and stick them in the salespeople.”

Ouch! This business owner never learned the basic lesson: It’s not how many salespeople you have, it’s how many sales your people make.

At MackayMitchell Envelope Company, we have a formal sales force, but I live by the motto that every employee we have is in sales. They all

represent our company and impact our customers.

Sales is the lifeblood of all business.

There are no companies unless someone brings in the business. So, short of sticking pins in them, how do you fire up your sales people?

One of the most effective incentives I’ve used over the years is crisp, crunchy, crackly, cold, hard cash. Money remains a prime motivator, but there are many others.

Recognition promotes results. At MackayMitchell Envelope Company we recognize our employees with tickets for sporting events, theatre, orchestra and dinners. We like to celebrate our employees’ accomplishments.

I make a point of recognizing people in front of their peers. Why not give others something to strive for and show them how you value good performance?

Ever meet a person who didn’t like recognition? No way. The child who says, “Mother, let’s play darts,” expresses it brilliantly. “I’ll throw the darts and you say ‘wonderful.’”

Promote successes. We have a large bell at our company, and any time we get a big order, our sales reps can’t wait

to ring it loud and proud. People come out of their offices and want to know about the sale and get excited to match or better it.

Another key ingredient in motivating a sales force is learning how people want to be managed. No two people are alike. You need to get in the face of some people and give a lot of slack to others. Some like to be challenged; others are self-starters. Get in the trenches and learn more about your team’s skills.

Continue to train and educate your sales team. You don’t learn everything in school. You learn all your life. I’m a big believer in continuous education.

If one of our people learns a new sales technique, we ask them to share it with the team so we can all benefit.

We’re always brainstorming and experimenting.

Sometimes things don’t work out and sometimes they do.

You can’t punish people for making mistakes, as long as they don’t make the same mistake three times.

Finally you have to allow your sales force to focus on selling. Let them do what they do best and help them in Harvey Mackay continued to pg 3

“The Good Old Days” -By Tom Kuehne Political Commercials The November elections are coming soon. We are currently being blasted with commercials regarding most of the candidates on the state level.

Hang in there, it will be over in November.

I don’t think that I am the only person who no longer watches the evening news on the local channels. The negativity shown is even worse this year than in previous election periods.

When one looks back half a century, it doesn’t seen that there was negativism like there is today. Maybe there was, but we were not hit with as many negative commercials. Part of the reason for us to remember as we do, is because our mind actually remembers pleasant things and seems to forget the unhappy happenings.

Another reason is that 50 years ago we were more active with outdoor sports, duties of our employment and doing other things rather than watching evening television.

When the commercial is over we get a flash of the organization that it responsible for the commercial. If you are able to read the responsible party’s name, we find that it is some organization that is totally unknown.

I think that the political parties get the commercial made and then create an organization to be responsible for it.

Most of us were taught that slander

is making a false statement which is designed to damage a person’s reputation. The damaged person can sue the person or persons making the slanderous statements. We were also taught in our church and home that making false statements was a violation of “the big set of rules.” Evidently political parties and the media live by a different set of rules.

Today we hear that Americans have very little faith in their political leaders.

Maybe the process of getting elected has something to do with their lack of trust.

There are a few commercials that actually involve the candidate explaining why they are interested in being elected.

They tell why we need them to represent us. They calmly explain their ideas and goals and why they should get your vote. Refreshing!!!

I need to apologize for doing a story that involves today’s happenings. I did it because the negative commercials make me to not vote for either candidate.

It makes me feel that there must be someone else who could be running for the position that has a better set of morals.

We still have a great option available---we can just turn off the tube and get the news on a local radio station.

You’ll probably still be exposed to the car insurance commercials, but we’ve heard them so often, we can easily ignore them.

Columnist Ben Holden tells the story of a newly hired traveling salesman named Gooch who wrote his first report to the home office. It stunned the brass in the sales department because it was obvious the new man was illiterate. He wrote: Dear Bos: I have seen this outfit which ain’t never bot a dimes worth of nothing from us, and I sole them a couple hunerd thousand dollars of guds.

I am now going to Chicawgo.”

Before the illiterate could be given the heave-ho by the sales manager, this letter came from Chicago: “I cum hear and sole them haff a millyon.”

Fearful what would happen if he did or did not fire the illiterate, the sales manager dumped the problem on the president. The following morning both letters were posted on the bulletin board with the following memo from the president: “To All Salespeople: We ben spending two much time trying to spel

Driver’s License Services Unavailable this Friday, Sept. 28 Beginning October 1, 2018, Minnesota residents can start applying for REAL ID. As a result of the state launching this new ID, driver’s license programs will need to be shut down across Minnesota on Friday, September 28, 2018 while the state updates the system.

License Centers all around Minnesota will not be able to process any driver’s license renewals on Friday.

Obituaries Joyce Geise

Joyce Geise 46 year old resident of Little Falls died Wednesday, September 19 at her home surrounded by her loving family. A Mass of Christian Burial was held Tuesday, September 25 at St. Stanislaus Catholic Church in Sobieski with Father Jimmy Joseph and Father Joseph Herzing officiating. The burial was held in the parish cemetery.

Joyce Marie Geise was born to Elmer and Mary (Welle) Geise on February 28, 1972 in Little Falls, MN. She attended Upsala Elementary and graduated from Upsala High School in 1990. After high school she

waitressed at “Dubs Diner” in Royalton. She worked at Jennie O Foods in Melrose for 15 years. The past three years she has worked at IWCO in Little Falls. Joyce loved watching the Minnesota Vikings, wrestling, trips to the casino, playing bingo and spending time with family and friends.

Left to cherish her memory are her mother, Mary Geise of Little Falls; son, Dustin Geise of Little Falls; siblings, David Geise of Sobieski, Betty Geise of Swanville, Mike (Michelle) Geise of Royalton, Janice Mohler of Little Falls, Patty Geise of Long Prairie, Steven Geise of Sobieski, Joanne Geise of Staples, Richard Geise of Sobieski; 20 nieces and nephews and many relatives and friends.

She was preceded in death by her grandparents, Edwin (Gertrude) Welle, Ben (Catherine) Geise; father, Elmer Geise and sister, Brenda Geise and an aunt Mary Ann Gerads.

Alice I. Hamann

Alice was born at home in Farming Township, MN to Paul and Matilda (Scheid) Lemke. She married Raymond Hamann on August 12, 1944, in Immanuel Lutheran Church. Alice was a homemaker, and she cleaned offices until she was 85 years old.

She was a member of Immanuel Lutheran Church. Alice loved knitting, crocheting, cooking, baking, gardening, and above all spending time with family.

Survivors include her children, Mary (Chuck) Niesen, Linda (Ron) Blum, Bonnie (Paul) Juergens; sister, Lorraine Sager; 11 grandchildren and 21 great-grandchildren.

She was preceded in death by her husband, Raymond, siblings, Ervin Lemke, Norman Lemke, Hazel Schulz, and Isabel Bogard.

A funeral service will be 12:00 p.m., T h u r s d a y, September 27, 2018 at Immanuel Lutheran Church (23845 County Road 40, Albany, MN) for Alice I. Hamann, age 95, who died Sunday at St. Cloud Hospital.

Burial will be in the Immanuel

Lutheran Cemetery.

A gathering of relatives and friends will be one hour prior to the service at the

Kenneth J. “Ken” Hartung, age 64 of Freeport, passed away on Tuesday, September 18, 2018 in Thief River Falls, Minnesota.

A Mass of Christian Burial was held Tuesday, September 25 at St. Mary’s Catholic Church in Upsala with Rev. Jeremy Theis officiating.

Interment was in St. Francis of Assisi Cemetery in St. Francis.

Kenneth John Hartung was born June 5, 1954 in St. Cloud, Minnesota to Anthony and Ann Marie (Pick) Hartung. He met his wife, Peggy Erickson at the Golden Eagle and they got married on December 13, 1975 at St. Anthony Catholic Church in St. Anthony.

Together, Ken and Peg owned Hartung Sales with their children at their sides. Ken loved his work and his customers. He loved being busy and having his kids with him because someone had to “hold the flashlight.” Ken taught his kids the value of hard work and how to “put a little elbow grease into it.” He

The Mass of Christian Burial, celebrating the life of Vernon M. Stroeing, age 85 of Freeport will be 11:00 AM, Friday, September 28th at Immaculate Conception Church in New Munich, burial will be in the parish cemetery.

Vern died Tuesday at the Melrose Hospital. There will be a visitation after 9:00 AM, Friday at the church with a eulogy at 10:45 AM. Arrangements are being made by the MillerCarlin Funeral Homes.

Vern was born August 7, 1933 in St. Martin to Frank and Anna (Buettner) Stroeing. He married Marjorie Wiechmann on July 16, 1957 at St. Rose of Lima Catholic

Glen J. Middendorf

Mass of Christian Burial was held Tuesday, September 25, 2018 at St. Mary of Mount Carmel Catholic Church in Long Prairie for Glen Middendorf who died Wednesday, September 19, 2018 in an ATV accident on his farm. The Rev. Omar Guanchez officiated and burial was in the parish cemetery.

Glen was born June 7, 1964 in Melrose to Joseph L. and Luella (Leukam) Middendorf. He grew up in Melrose and Sauk Centre and graduated from Sauk Centre High School in 1983. After graduating he moved to Long Prairie and started dairy farming. He married Denise Berscheit on October 26, 1985 at St. Joseph’s Catholic

Church. Vern farmed most of his life south of Freeport. He moved off the farm into Freeport in 2011. He was an avid card player and he enjoyed bowling, fishing and spending time with his family. He was a member of the Immaculate Conception Catholic Church in New Munich and the St. Joseph’s Society.

Vern is survived by his wife, Marjorie, Freeport; his children, Cindy (Don) Schneider, Meire Grove; Deb (Gary) Marn, Luxemburg; Darlene (Mike) Leyendecker, St. Cloud; Randy Stroeing, New Munich; Doris (Steve) Lieser, Albany and Jeff (Lisa) Stroeing, Freeport. He is also survived by his sister, Rita (Fred) Stang, Minneapolis; 18 grandchildren and 5 great-grandchildren with one on the way.

He is preceded in death by his parents and his son, Kevin Stroeing in 2009, and his brothers and sisters, Leora Cherne, Mary Ellen Rosen, Evelyn Voller, Dorothy Stroeing, Wilfred Stroeing, Celestine Stroeing, Sylvester Stroeing and Marvin Stroeing.

Church in Grey Eagle. He was a member of St. Mary of Mount Carmel Catholic Church in Long Prairie. Glen enjoyed farming with his three sons. He loved spending time with his granddaughter, Zoey. Having her out in the barn was always special to him. In his off time he enjoyed fishing and tractor pulls and local county fairs.

Survivors include his wife Denise of Long Prairie; sons, Nathan (Samantha Massmann) of Long Prairie; Daniel (Felicia) of Long Prairie; Matthew of Long Prairie; granddaughter, Zoey, parents, Joseph & Luella of Sauk Centre; sisters, Barb (Mark) Massmann of Long Prairie; Lisa (Steve) Goerdt of Melrose; brothers, Ron (Cindy) of Melrose; Paul (Bonnie) of Long Prairie; Kurt (Amy) of Long Prairie; Keith (Jennifer) of Sauk Centre; Jeff of Sauk Centre; mother in law, Dorreen Berscheit of Long Prairie and many nieces and nephews.

Flu is a serious contagious disease that can lead to hospitalization and even death. You have the power to protect yourself and your family this season with these three actions to fight flu.

1. Get a flu vaccine. Everyone 6 months of age and older should get a flu vaccine by the end of October, if possible. A yearly flu vaccine is the first and most important step in protecting against the flu.

2. Take everyday actions to stop the spread of germs. Try to avoid close contact with sick people, and if you become sick, limit your contact with others. When possible, stay home for at least 24 hours after your fever is gone. Cover your nose and mouth with a tissue when you cough or sneeze, and wash your hands often with soap and water. If soap and water are not available, use an alcohol-based hand rub.

3. Take flu antiviral drugs if your doctor prescribes them. If you get the flu, prescription medicine called antiviral drugs can be used to treat flu illness. Antiviral drugs can make illness milder and shorten the time you are sick. They may also prevent serious flu complications. Learn more about how you can fight flu this season.

Dave Says -By Dave Ramsey Dear Dave, I follow your advice and live on a budget, but it’s really hard to save up for a down payment on a house because property is so expensive here in New York. My family in Indiana says I should buy a cheap property there, then fix it up and sell it to get the money I need. I’m not sure how I feel about this idea. What do you think?

-Adam Dear Adam, I think you’d be smart to back away from their idea. Your family loves you and wants to help, but this is a bad plan. Fixing and flipping properties is a hands-on business. There’s no way I’d try something like that from 700 miles away. It would be a nightmare!

When you take on that kind of work you need to oversee every single step of the process. You’re also keeping an eye on the help you hire to make sure they’re doing things right. Think about this, too. You can’t just find a house and expect to get a good deal. Professionals who flip houses for a living often look at dozens of different properties to buy just one. It’s not an easy way to make money, and it’s not something I would advise doing from a distance.

I know it can take a while to save up cash for a down payment on a home. But don’t let a case of house fever push you into making a bad financial decision.

Have you considered getting a part-time job for a while to bring in some extra cash?

A house should be a blessing, not a

burden. Trust me, waiting a while and saving up is a lot smarter than fixing and flipping houses three states away!

-Dave Dear Dave, I got laid off a couple of months ago, and I’m behind on the payments for a rental property. I found a full-time job recently, but it doesn’t provide enough income to cover my other bills and the mortgage on this property. The other day, I received an offer from someone who is willing to buy it for what’s owed on the property. I’m not sure that’s the best thing, because I owe $70,000 and it’s worth around $150,000. What do you think?

-Travis Dear Travis, You’ve got one thing right. You definitely need to get rid of the rental property. I’m not sure I’d jump at the offer you just received, but if I were in your shoes I’d slash the price way below value and sell the place.

Right now you’re broke, and you’re still trying to play real estate investor.

That’s not a good plan. I’d put a price tag of $100,000 on it, so you can move it fast and still see some equity in the deal. But sell it today!

By doing this, you’ll have a nice chunk of cash in your pocket, and you can get something of a financial fresh start — one that includes living on a written, monthly budget and staying out of debt!

Notes from the Capitol By State Rep. Paul Anderson

Update on Real ID as applications set to begin Minnesota residents may apply for the new Real ID beginning next week, starting Oct. 1. However, the Department of Public Safety reminds residents that they have two years to obtain one. That means Minnesotans will be able to use their standard driver’s licenses and ID cards for federal purposes, including boarding domestic airline flights, until Oct. 1, of 2020.

The reason for the new license and ID card is to comply with minimum federal security standards established by Congress in 2005 under the Real ID Act. Minnesota passed legislation two years ago to comply with the federal requirements, but allowed residents the option of obtaining the new license or staying with the standard driver’s license or ID. The new identification cards or licenses will be required to board domestic airline flights, but that won’t occur for another two years as Minnesota received a waiver until October of 2020.

If one is planning on getting the new Real ID, they can wait until the time they would usually apply for a new license if the expiration occurs in the next two years. The cost for the new license will be the same as that of a standard driver’s license or ID card, either $25.25 or $19.25.

To transition to the new license system, driver’s license agent offices will be closed on Friday, Sept. 28, and Saturday, Sept. 29. Some offices may choose to offer limited services on those days related to motor vehicles only. Residents are encouraged to call ahead to find out which offices will be open for those services.

If one chooses to apply for a Real ID, they will need additional documentation, including one document proving identity, date of birth and legal presence

Applications are now being accepted from high school juniors looking to serve in the House of Representatives “Page Program.” This legislative page program has been in place for more than 40 years and we are one of only a select few states that provide young people with such an in-depth look into state government. Pages attend meetings with legislators, constitutional officers, members of the judiciary and others. They also assist members and staff during House floor sessions, participate in mock committee hearings and more.

Twelve week-long slots are available from early February until midMay, and stipends are available to defray expenses. Program participants are selected through a formal process which includes an application, faculty recommendation and an essay. Those from our area who have served as pages have found it to be a rewarding time, with behind-the-scenes access and a learning experience that is unmatched for students.

Todd County Sheriff’s Dept.

September 19, 2018: At 07:49 the Todd County Sheriff’s Office received a 911 emergency call of a man having been involved in an ATV accident at the address of 21438 County #36, Long Prairie, MN. The Todd County Sheriff’s Office, the Long Prairie Fire and Rescue, Long Prairie Police Department and the Long Prairie Ambulance were dispatched to the scene and upon arrival at the scene 54 YOA Glenn Joseph Middendorf was taken to the Long Prairie Hospital.

The accident was on private property and the ATV (4 wheeler) had been driven

by Glenn while he and his son attempted to heard a cow into the cow yard on the farm from the pasture. The ATV overturned, with Glenn being injured. No fowl play is suspected in the accident. Glenn was pronounced deceased at the Long Prairie Hospital some time later. Glenn had succumb to the injuries he sustained.

The case remains under investigation pending an autopsy by the Mid West Medical Examiners Office.

September 20, 2018: At 16:46 the Todd County Sheriff’s Office and the MN State Patrol responded to County 11 near Adams Drive for a semi truck and trailer rollover. Adam Crompton, of Borup MN, was northbound on County 11 when his load of hay shifted around a curve and the back tires of his trailer slid off the roadway. The semi truck and trailer rolled to the passenger side. Crompton was not injured.

Each week I learn something new and have been able to use your advice to save money. Guys I have a 2003 Dodge Grand Caravan with a 3.8 engine. I have put about 110,000 miles on this van and have never done anything other than change the oil until I found you guys. I have now had the transmission flushed and a complete inspection done and it all came back with a good bill of health.

At this point they say I need to have the fuel injection cleaned and that will help boost my mpg. It will cost $120.00 for the service. Is this a good price? I can buy a can for $10.00 and pour it in the tank. Won’t that work just as well?

We are having a problem on three of our cars that we think has been caused by the same thing, daughter number three. The rear defrosters do not work any longer. This has been caused by the wire being knocked off somehow on all three of the cars while she was using them. We’ve passed them down the line as someone new has started to drive. The wires are knocked off where the tab attaches to the glass on both ends. We have tried glue but it won’t stick well and the defrosters don’t work that way. Can you give us some advice short of replacing the glass?

Grey Eagle City August 15, 2018 The regular meeting of the Grey Eagle City Council was called to order by Mayor Joe Arnzen at 7:00 p.m., on the 15th day of August 2018 in council chambers.

Council members present were Roland Ahrendt, Brian Hollenkamp and Bill Pohlmann. Council member Thom Muellner was absent. Also in attendance were Chico Hellmann, Lori Hellmann and guests Sarah Christian, Kristie Kuhlmann and George Eilertson.

A motion was made by Bill Pohlmann to approve the amended agenda. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.

A motion was made by Roland Ahrendt to approve the minutes of the July 10, 2018 meeting as written. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.

A motion was made by Bill Pohlmann to approve the building permit application for Jim Brake to move in a 12’3” by 16’3” shed to the back of the existing shed to put four wheelers and lawn mowers in.

In the spring, the steel on the new shed will match the steel on the existing shed. A second was made

by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

Kristie Kuhlmann was in attendance to discuss the nuisance abatement and the fence. Kristie stated that they were waiting for the contractor to come back to put in the gates and finish the trim. Kristie inquired if the council would dismiss the abatement. According to information received from the City Attorney, the installation of the fence does not dismiss the nuisance abatement process. The Kuhlmann’s would be required to finish the clean-up.

The following water/wastewater/maintenance items were discussed: 1. It was found that a smaller wrench on the gate valve by the old shop will work to turn on or shut off the gate valve as needed.

2. The water tower was cleaned

by Water Tower Clean & Coat.

3. A complaint was received regarding people running the stop sign by the lumber yard. It is believed that people can’t see the stop sign because it is too close to the building. Council members are asked to look at the stop sign before the September meeting.

4. Chico reported that the Eagle Auto Repair replaced the brakes, changed the oil and put Freon in the air conditioner.

5. The City of Sauk Centre will come in and clean out gate valves for $120/hr. Chico was instructed to have the necessary gate valves cleaned.

6. There was a question on whether or not it would be legal for a business owner to install security cameras on the outside of their building, where it would show any street or sidewalk activity. The Clerk was instructed to check with

the Todd County Sheriff’s Office.

A motion was made by Brian Hollenkamp to approve Resolution No. 2018-10, A Resolution Regarding the Administration of the Minnesota Wetland Conservation Act. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried. The resolution is as follows: Resolution No. 2018-10 A Resolution Regarding the Administration of the Minnesota Wetland Conservation Act WHEREAS, the Minnesota Wetland Conservation Act of 1991 (WCA) requires local government units (LGUs) to implement the rules and regulations promulgated by the Board of Water and Soil Resources (BWSR) pertaining to wetland draining, filling and excavation; and WHEREAS, Minnesota Rules, chapter 8420 have been adopted by BWSR in accordance with the rulemaking provisions of Minnesota Statutes, chapter 14, for the purpose of implementing WCA; and WHEREAS, Minnesota Rules 8420.0200, Subpart 1, item E allows a county, city, or town to delegate implementation of chapter 8240 and the act to another governmental entity by the passage of resolutions by both parties; and WHEREAS, both parties must provide notice to BWSR, the Department of Natural Resources, and the Soil and Water Conservation District of the delegation, including a copy of the resolution and a description of the applicable geographic area, within 15 business days of adoption of the resolution.

THEREFORE, BE IT RESOLVED by the City of Grey Eagle councilmembers, that the authority and administrative responsibility to implement WCA as the LGU within the legal boundaries of the City of Grey Eagle is delegated to Todd County as of May 1st, 2018 in accordance with Minnesota Rules, Chapter 8420.

The council had discussion on increasing pay for Mayor and council members as the current rates of pay have been in place for more than 20 years. The proposed increase would be $85 for a regular meeting for the Mayor and $60 for a regular meeting for council members. Currently the Mayor receives $70 for a regular meeting and council members receive $50 for a regular meeting. The matter will be discussed further at the September meeting.

City Hall will be closed August 20th – 24th for employee vacations.

George Eilertson from Northland Securities was in attendance to discuss Interim Financing for the sewer project. The First State Bank of Swanville submitted an interest rate bid for the Interim Financing at 2.8% with no fees, callable at any date and interest will only be accrued on the money that is drawn.

The Interim Financing will be converted to a long term loan with Rural Development once the loan money is used up.

A motion was made by Brian Hollenkamp to approve Resolution No. 2018-13, A Resolution Providing for the Issuance and Sale of a $1,125,000 General Obligation Temporary Sewer Revenue Note, Series 2018A, and Pledging Net Revenues for the Security Thereof. BE IT RESOLVED that the Grey Eagle City Council hereby agrees to contribute $328.00 for the project entitled Todd-Wadena Community Concern for Youth during the period 01/01/19 through 12/31/19, which is to be paid on 01/01/19.

It is understood that the Long Prairie-Grey Eagle School Board contributes $3,481.00, and the Long Prairie City Council contributes $2,758.00, for a total community contribution of $6,567.00.

The council discussed the preliminary budget, wage reports and preliminary levy. There was a slight increase in health insurance and a slight decrease in both the Fire Levy and the Street Improvement Bond Levy. The council will review the budget, wage and levy reports. The proposed 2019 Levy would need to be approved at the September meeting and certified to Todd County.

A motion was made by Brian Hollenkamp to approve the various fund transfers as follows: $750.67 from the Fire Fund to the Fire Hall Debt Service Fund, $116.12 from the General Fund of which $41.12 goes to the Water Fund and $75 goes to the Sewer Fund for Fire Hall and Library utilities and $75,756.50 from Liquor Store Investments to the General Fund for engineer design fees for the sewer project. Lori Hellmann, Clerk Melrose City August 16, 2018 The Melrose City Council met in a Regular Meeting on Thursday, August 16, 2018 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Dick Christenson, Josh Thieschafer, Justin Frieler, and Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. Council Member Tony Klasen was absent. Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried to approve the agenda as amended.

Joseph Arceneau with Arce Auto addressed the Council regarding the parking violations that have been brought to his attention at his auto repair business. Mr. Arceneau noted that he has paved the parking lot and has brought in crushed granite where he is currently parking his used car sale vehicles. Due to the unexpected growth in his business, he does not have ample paved parking space for his repair service vehicles. Mr. Arceneau is looking to remedy the situation. One possibility is to request an adjustment to the Conditional Use Permit or request a Variance. Mr. Arceneau requested additional time to address the issue.

The following items were considered for approval under the Consent Agenda: a. the minutes from the Council’s July 19 Regular Meeting. b. list of bills in the amount of $612,433.25. c. list of investments for the month of July. d. Ambulance Department uncollectible accounts in the amount of $300 has been submitted to Revenue Recapture, collections, or written off. A complete list of accounts is on file at the City Office.

There was also a total of $3,266.61 collected from account holders during the second quarter. e. Elizabeth Wefel with the Coalition of Greater Minnesota Cities provided an update on the organization. Ms. Wefel gave an overview of the Coalition’s activities during the 2018 legislative session.

Police Chief Craig Maus presented the Police Department’s July report. He noted there were 423 calls for service during that month, compared to 299 for July 2017. A total of 32 citations were written for the month of July. The year-to-date number of calls is 3,012 compared to 1,959 in 2017.

For the month of July 2018, the Department received 28 agency assist calls. Chief Maus stated that Night to Unite was held on Tuesday, August 7 at the Sauk River Park. Chief Maus thanked the Freeport State Bank for providing the meal and to all those that attended the event. He reminded the public that school begins in two weeks and for people to be aware of the traffic, and children walking and biking. Chief Maus also noted that there have been reports of theft in unlocked vehicles; therefore, he is reminding everyone to lock their cars.

Community Development Director Lisa Atkinson provided an overview of the Planning and Zoning Commission’s August 6 Meeting. Ms. Atkinson stated that the Coborn’s Comprehensive Plan Amendment and Rezoning have been recommended for approval by the Commission. Public comments were made regarding increasing the area being re-guided/rezoned to include the entire residential block. Both property owners on that block spoke to this regard, one prior to the meeting and one at the

The sign ordinance continued from the June meeting was discussed, and the sign ordinance was recommended for approval by the Commission, subject to getting a legal interpretation regarding freedom of speech as it impacts signage. After the meeting, the City Attorney has recommended that the Commission review the ordinance again before it gets forwarded to the Council for review.

After completion of this ordinance amendment, this will be the fourth of five ordinance amendments forwarded to the Council that were published in June. MADA met on July 12 and discussed the City billboards. The billboard designs are nearly finalized, and construction of the replacement billboard will be occurring soon.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Charter Cable Franchise: Reviewed Charter’s proposed franchise renewal agreement and proposed amendments to cable franchise ordinance with City Administrator and Charter representatives. Prepared counter proposals to franchise renewal and ordinance amendments.

• Nuisance Actions: Filed Council abatement orders with court and prepared initial drafts of motions and pleading requesting court enforcement of order.

Finance Director Tessa Beuning presented the General Fund Financial Second Quarter Report.

The General Fund Revenue is at 27% and the Expenditures are at 45%. Revenues are low because a portion of the first half of property taxes come in July, as well as the first half of local government aid (LGA). Property Tax & LGA together make up 72% of the revenue budget. Police state aid is received in September. The revenues are running low for the MADA fund due to the transfers from the General Fund and TIF funds not yet being made. Expenditures are at 43% of the budget. Miscellaneous expenses have exceeded the budget due to an expense of $2,000 for the 2018 SCDP grant application.

Ambulance Revenue is at 57% and the Expenditures are at 50%. Both

the revenues and expenditures are on track. The Revenue for the Fire Department is only at 3%. This is because 90% of the budgeted revenue comes from Fire Contract charges from the townships and the City’s contribution and is not collected until December. The Fire Department has adequate reserve funds to meet operational costs until contract revenue is received.

The expenditures are at 27% of the budget, due to salaries and building rent not being paid until year end.

Mayor Finken stated that the Council held a Public Hearing for the purpose of giving consideration to a Comprehensive Plan Amendment request to consider amending the Existing and Future Land Use Maps (Figures 2.1 and 2.2) within the City of Melrose 2030 Comprehensive Plan Update. The Existing and Future Land Use Designations of two parcels are proposed to change from Single Family Residential to Downtown Commercial.

The amendment is proposed by Rice Companies for Coborn’s Inc. for the two formerly residential parcels west of Coborn’s and located at 18 Riverside Ave NE (Parcel 66.37117.0000) and 14 Riverside Ave NE (Parcel 66.37118.0000) Melrose, MN 56352. The property is described as follows: Lots Two (2) and Three (3), Block Seven (7) of Townsite of Melrose, Subdivision Cd 66031, according to the plat and survey thereof, now on file and of record in the office of the Stearns County Recorder. A copy of the proposed request is on file with the Planning and Zoning Department, Melrose City Center, 225 1st St NE, Melrose, MN. City Administrator Brethorst presented the Affidavit of Publication of the Hearing Notice.

Mayor Finken asked if there were any comments. There being none, a motion was made by Mr. Thieschafer, seconded by Mr. Christenson and unanimously carried to close the public hearing at 6:47 p.m.

Mayor Finken stated that the current proposal is a request to amend the Comprehensive Plan Future Land Use Map from Single Family Residential to Downtown Commercial for two vacant, former residential lots immediately west of Coborn’s totaling approximately 15,500 square feet to allow for Coborn’s to add 14 parking spaces, a drive lane and green space. Concurrent with this review is the rezoning request to change the zoning from R-1 to C-1. Council Member Thi-

conjunction with the 1st Street NE project, the City approached the abutting property owners of the City parking lot to determine if they would want to replace their paved parking include it in the City project. All property owners have agreed to do so and either paid for the project up front or requested to pay it through a special assessment. Al Vogel of the Dam Bar, Inc. has request to be assessed and agrees to be voluntarily assessed. The assessment is $1,851.36. Mayor Finken stated that on July 20, 2017, the City Council passed a resolution creating TIF District No. 9-3. Contained within that resolution was authorization for an interfund loan for up to the amount of the capital costs of the TIF Plan Budget. The obligations of this TIF District include a $60,020 pay-as-you-go Note to Arce Auto that will consume 90% of the increments.

The remaining 10% can be used to reimburse the City for documented administrative expenses and the public improvements (sidewalks) that are being contemplated.

Staff does not expect the 10% retainage to be significant, but by the City Council setting forth their intent to reimburse themselves, it will be preserving the opportunity to do so.

A motion was made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried authorizing reimbursement up to $3,500 of the sidewalk improvements within TIF District No. 9-3 with available increments from TIF District No. 9-3 according to Minnesota Statutes and the terms established by the approving resolution and that this obligation be added to the TIF payment schedules kept by the City Finance Officer.

A motion was made by Mr. Frieler seconded by Mr. Christenson and unanimously carried authorizing the reimbursement up to $2,251.29 of the sidewalk improvements outside of TIF District No. 9-3 with available excess increments from TIF District No. 9-3 if there is excess upon retirement of said District according to Minnesota Statutes and the terms established by the approving resolution and that this obligation be added to the TIF payment schedules kept by the City Finance Officer.

Mayor Finken stated that in environmental review rules, there are criteria that make EAWs mandatory for many different types of projects. These criteria are called “mandatory thresholds” and can be found in MN Rule 4410.4300. If a project’s size is above the mandatory threshold for its category, then an environmental review becomes mandatory. Subp. 26. Stream diversion.For a diversion, realignment, or channelization of any designated trout stream, or affecting greater than 500 feet of natural watercourse with a total drainage area of ten or more square miles.

Pursuant to Minnesota Rule 4410.4500, the City of Melrose has prepared an Environmental Assessment Worksheet (EAW) for the proposed Melrose CSAH 13 Bridge Relocation and Sauk River Realignment. This Record of Decision addresses State of Minnesota environmental review requirements as established in Minnesota Rule 4410.1700. The City of Melrose is the project proposer for this project. The City of Melrose is also the Responsible Governmental Unit (RGU).The EAW was filed with the Minnesota Environmental Quality Board (EQB) and circulated for review and comments to the required EAW distribution list. A Notice of Availability for the initial EAW was published.

The public comment period ended July 25, 2018.

Comments were received from the Minnesota Pollution Control Agency (MPCA) and the State Historic Preservation Office (SHPO). All comments were considered in determining the potential for significant environmental impacts. Summaries of the comments received and the City of Melrose’s responses to those comments are provided in Section III of the report.

A motion was made by Mr. Christenson, seconded by Mr. Frieler and unanimously carried concluding an Environmental Impact Statement is not necessary for the proposed project and moved to adopt Resolution No. 2018-39, Negative Declaration on The Need For An Environmental Impact Statement For Melrose CSAH 13 Bridge Relocation And Sauk River Realignment And Approval of Distribution of Notice of Decision.

Mayor Finken stated that the Melrose Utilities will be installing security cameras at both substations as part of the 2018 East Substation Project. The City has explored cameras at the pavilion and the parking lot of the Sauk River Park. Annually, the parks see various amounts of vandalism. A permanent security system that would work in conjunction with the Utilities was sought. Two quotes were received for this work which included a remote internet bridge, switch, cameras, digital recording device and remote viewing and recording capabilities. The Parks and Recreation Board has reviewed this and have recommended installing the cameras in the park to deter vandalism.

The funding to pay for this would come from the Parks and General Funds at 50% per fund. The cost share is based on future possible insurance savings on future claims and the fact that the Parks Fund is limited in funding. Of note, the Parks Department has come in under budget by approximately $4,500 for its purchase of picnic tables.

A motion was made by Mr. Thieschafer, seconded by Mr. Frieler, and unanimously carried allocating funds and approving low bid from Haugen Services.

Mayor Finken stated that with the vacancy of the Training Officer position on the Fire Department, Fire Chief Tom Budde wishes to appoint Adam Schmidt to fill the position.

A motion was made by Mr. Christenson, seconded

by Mr. Frieler and unanimously carried approving Mr. Schmidt for the Training Officer position.

Mayor Finken noted that Fire Chief Budde reviewed the Volunteer Fire Department Policies, which had last been reviewed and revised in 2012. Minor edits were made to remove the position identification of the Human Resources Technician, as well as updating information on meeting attendance requirements.

A motion was made by Mr. Frieler, seconded by Mr. Thieschafer and unanimously carried approving the revised Volunteer Fire Department Policies.

Mayor Finken noted that on June 27, 2018, the City Attorney directed staff to rewrite the Portable Storage Ordinance in an effort to find common ground between the Planning and Zoning Commission and the City Council regarding the ordinance. The Commission considered the ordinance at its July 9, 2018 meeting and recommended approval. The name of the ordinance has changed to reflect the more general category of temporary storage structures instead of portable storage structures, which in the new ordinance refers to a structure that is smaller than a semi-trailer in size. The categories for structures are broken into three types.

Each type has a different intensity and is allowed in different areas. All residential, commercial and industrial lots are permitted to have a temporary storage structure (TSS), appropriate in type to the zoning district, for the duration of any active building permit. Further, the quantity, location and timeline for temporary storage structures do not apply for 365 days following any catastrophic loss due to fire, flood, or other physical calamity when the owner obtains a demolition permit and/or building permit and when a zoning permit is obtained for the TSS. Below are the three categories or types of temporary storage containers and a general overview. Consult the draft ordinance for full details. The chart in the ordinance includes additional specifics for each type of TSS. 1. Portable Storage Container (smaller structure) a. A self-storage container that is delivered to and retrieved from a home or business for long term offsite or on-site storage. Portable Storage On Demand or PODS are a familiar trade name for such containers.

b. PODS are smaller than a semi-trailer. Portable storage containers shall not exceed industry standard for width, height and length, not to exceed 10’ wide by 10’ high by 20’ in length.

2. Cargo Container (similar to a semi-trailer without wheels, not allowed in Residential) a. A container intended for multi-modal transportation via sea going vessel, train, and truck-trailer. These containers are self-contained without axles or wheels. b. Cargo containers are permitted for Medical Service or Public Institutional zoned parcels.

They would not be able to have a semi-trailer, but they would be able to have a wheel-less counterpart, the cargo container.

3. Semi-trailer (Commercial and Industrial Zoning only) a. A mobile trailer of fifty-three (53) feet or less in length with a chassis, axles, and wheels that is towed by a truck or tractor. b. Semi-trailers generally follow the same rules as cargo containers except semi-trailers require Commercial and Industrial zoning and are not permitted for Medical Service or Public Institutional zoned parcels.

The public hearing was published and posted for the June 4, 2018 Planning and Zoning Commission meeting, and the public hearing was opened and recessed until the July 2, 2018 Planning and Zoning Commission meeting.

The Planning and Zoning Commission, at its July 2, 2018 meeting, considered the proposed ordinance. They specifically requested the following revisions, which were incorporated into the draft ordinance: • Smaller portable storage units should be permitted in any district, not just residential.

• Change the requirements for Industrial to allow two unscreened semi trucks for storage purposes, removing the requirement for screening and removing the 60 day limit.

• Not allow an exemption from the two-semi truck trailer limit for on-premise rentals. Only allow rental temporary storage structures to be stored on-site in larger quanti-

ties if the unit was being rented for use off-site, not for storing already rented/in-use units on-site.

Director Atkinson stated that she has canvassed the community and reported on the current status of the temporary storage units on the commercial and industrial properties.

The Council reviewed the draft ordinance along with the Planning and Zoning proposed revisions.

Mr. Thieschafer inquired if staff has contacted the businesses that may be affected by the ordinance. Ms. Atkinson stated that the businesses have not been contacted nor have they reached out to staff regarding the proposed ordinance, although it was published as a public hearing.

Mr. Frieler stated that the number of containers per parcel for commercial business should be grandfathered in at what they currently have located on their property.

Mr. Christenson inquired if the number of containers was per business or per parcel. It was determined the number would be per parcel.

Mr. Brethorst suggested that perhaps an Interim Use Permit could be used for regulating TSS in the Commercial District.

Mr. Thieschafer was in favor of using the Interim Use Permit for those exceeding the proposed number of TSS. He recommended that this be administered by the Planning and Zoning Commission.

After further discussion, the Council, by consensus, determined to allow four cargo containers unscreened and removing the allowance of semi-trailers in the Commercial District. In the Industrial District, any existing semi-trailers are grandfathered in for an unlimited period of time. Going forward, a limit of four cargo containers will be allowed in the Industrial District.

If more than four cargo containers, an Interim Use Permit would be required. It was also determined that any temporary storage structure in place on August 16, 2018 will be exempted until January 1, 2020, at which point they will need to be brought into compliance.

Staff was directed to take the Council’s recommendation back to

the Planning and Zoning Commission. Staff was asked to reach out to those businesses that would affected by the ordinance.

Mayor Finken noted that the City sought bids for the rent of the Melrose Industrial Park for agricultural land. Public notice was given and posted as well as direct contact with abutting property owners. No bids were received during the outlined process. Butch Bauer has recently approached the City to rent the property and secure the hay off the Industrial Park. Pending the final determination for the taxes on the parcels to be rented, a final settlement will be made. Mr. Bauer is proposing to pay 100% of the taxes on the parcel. He proposed to pay for the hay off the Industrial Park land in CY18 for market costs. He will provide a per acre payment for crop land the remaining calendar years agreement. This amount will be set once final taxes are known.

He anticipates paying $50 per acre for taxes and $10 per acre for rent for a total of $60. A final determination / settlement will be set once the taxes are known.

A motion was made by Mr. Frieler, seconded by Mr. Christenson and unanimously carried authorizing staff to enter into an agreement with Mr. Bauer for the rental of the Melrose Industrial Park property for agricultural use.
