Don’t mess with home plate -By Harvey Mackay Coach John Scolinos was legendary among college baseball coaches. Over his 45-year career he was the head baseball coach at Pepperdine University from 1946 to 1960 and at California State Polytechnic University Pomona from 1962 to 1991, compiling a career college baseball record of 1,070 wins, 954 losses and 13 ties. Scolinos was also the head football coach at Pepperdine from 1955 to 1959.

But those numbers aren’t what define him, or what people probably remember him for. Rather, his most memorable moments are quite possibly a speech he delivered that talked about the importance of seventeen inches.

In January 1996, the 78-year-old Scolinos addressed 4,000 baseball coaches at the 52nd annual American Baseball Coaches Association

convention in Nashville, Tenn. For many, his presence alone was worth the cost of attending.

He took the stage to a standing ovation. Dressed in dark pants and a light blue shirt, his outfit was accessorized by a full-sized, bright white home plate hanging from a string around his neck. He spoke for 25 minutes without acknowledging his unusual attire.

And then, he explained. “You’re probably all wondering why I’m wearing home plate around my neck. Or maybe you think I escaped from Camarillo State Hospital,” he began. “No, I may be old, but I’m not crazy. The reason I stand before you is to share with you baseball people what I’ve learned in my life, what I’ve learned about baseball in 78 years.

“Do you know how wide home plate is in Little League?” he asked the Little League coaches who were there.

“Seventeen inches,” someone replied.

“That’s right,” he said. “How about in Babe Ruth’s day?” Another coach hollered out, “Seventeen inches?”

Addressing the high school coaches in the room, “How wide is home plate in

high school?” “Seventeen inches,” came the reply.

“You’re right!” Scolinos barked.

He repeated the question to the college, minor league and major league coaches in the audience. The answer never varied. Seventeen inches.

“And what do they do with a big league pitcher who can’t throw the ball over 17 inches? They send him to Pocatello (Idaho),” he said.

“What they don’t do is this: They don’t say, Ah, that’s okay Jimmy. You can’t hit a 17-inch target? We’ll make it 18 inches, or 19 inches. We’ll make it 20 inches so you have a better chance of hitting it. If you can’t hit that, let us know so we can make it wider still, say 25 inches.

“Coaches, what do we do when our best player shows up late to practice. . . What if he gets caught drinking . . . Do we hold him accountable? Or do we change the rules to fit him? Do we widen home plate?” he challenged the audience.

“The Good Old Days” -By Tom Kuehne Silage The sound of field choppers, or whatever they call them today, is filling the air.

You will also see the mud and dirt from the farm equipment pulling wagons of chopped corn on the roadways.

This is definitely an example of mass production.

Originally, the whole corn plant was cut with a corn knife, loaded on a horse-pulled trailer and placed on a pile near the barn. Sometimes the corn cobs were removed beforehand, thrown into a wagon and put on another pile near the barn. If there was no logical space at the farmstead, the corn stalk bundles were stood on their cut ends to create corn shocks in the field. These shocks or the remaining cobs were gathered through the winter as needed. It gave the farmer an excellent opportunity to spend time with the horses in the cold winter wind.

Some of these corn shocks were run through a tractor powered corn shredder and blown on a pile in the barn. When one thinks about these outside winter jobs, it makes the goose pimples appear.

I think that some of you can remember working with corn shocks and seeing the wild animals using the shocks for a home. Starting with the smallest, there was usually a mouse nest in every shock. Quite often one would chase a rabbit out of it’s shelter.

Pheasants also used the protection of the shock as shelter from the weather.

As corn shocks disappeared, so did the food and shelter, making the lives of these wild animals more difficult.

Silos as the storage for chopped corn began to appear. Originally the corn was cut with a corn binder. The bundles were stacked on a hay-rack and hauled to the silage cutter placed by the silo. This machine was powered by a belt from a tractor. The machine cut the corn and blew the chopped corn through a pipe reaching into the top of the silo.

The silage produced by the chopped

corn was an excellent feed. The problem with this process was that it was slow and took two weeks to fill the silo and also seemed to require the kids to stomp on the silage to get it packed firmly.

The chopped corn leaves blown around in the silo, along with the howl of the blower, created a vivid memory.

Along came the field chopper.

Even the one row chopper could fill a silo in a day and a half. Next came the two row chopper, which was even more efficient. The silage blower at the silo now required a bigger tractor to blow the increased volume and eventually the increased size of the silos. The wagons hauling the silage to the silo needed to become bigger to move the increased production.

Today field choppers cut multiple rows of corn with each pass through the field. We still see a few silage wagons, but each year we see more use of semi trailers with unloading abilities being powered by older over-the-road semi truck tractors. If we see a farm tractor pulling a load of chopped corn it has 6 or more tires and can travel 25 miles per hour on the road. This would compare with chopped corn wagons holding a fourth as much feed at a speed of 12 miles per hour using a small tractor with 3 or 4 wheels.

Farms are getting bigger, requiring more and more feed to satisfy the animals. To satisfy the need the farmers are frequently moving grain products from fields several miles from their farm-site. Bigger loads, moved faster and either put in plastic sausages, trenches or large piles.

No more carrying silage to the cattle in wash tubs or people powered carts.

Today it is done much more efficiently with heated, air conditioned skid loaders, while either talking on a cell phone or listening to a radio.

Coach Scolinos left this world 10 years ago. Perhaps he never knew how many have benefited from his inspired advice. But I know I will never look at home plate the same way again.

wore. He outlined the consequences of bending the rules and failing to insist on performing up to standards not only for players, but for themselves, their children, schools, churches and government. The spellbound crowd learned so much more than baseball lessons that day.

His message was clear: “Coaches, keep your players – no matter how good they are – your own children, your churches, your government, and most of all, keep yourself, ALL, at 17 inches.”

This lesson applies across all disciplines. We all have superstars in our organizations, and if we are lucky, they hold themselves to the standards we have set for all employees. If they haven’t achieved that discipline, it is up to management to hold them accountable. And management must be up to the task.

Every organization has a metric that can be compared to 17 inches. Figure out what it is and insist on that standard for everyone.

Demanding the best from yourself is a perfect place to start. It doesn’t matter whether you are in the mailroom or the corner office. Be an example for all those around you, regardless of your position.

Yvonne M. Jackson, 76 year old resident of Swanville, MN passed away We d n e s d a y, September 18, 2019 at her home surrounded by her family. A funeral service will be held at 11:00 A.M. on Thursday, September 26, 2019 at First Lutheran Church in Little Falls, MN with Rev. Jake Dyrhaug officiating. Burial will take place in Immanuel Lutheran Church Cemetery in Swanville, MN. A visitation will be held from 10-11 A.M. on Thursday at First Lutheran Church in Little Falls, MN. Yvonne Marie (Larson) Jackson was born on May 21, 1943, in Superior, Wisconsin to the late Marvin E. and Evelyn D. (Eklund) Larson. Yvonne graduated from Anoka High School in 1961 and worked for Builder’s Finance Company in Minneapolis before her marriage to Melvin H. Jackson.

Yvonne married Melvin on March 21, 1964, in Minneapolis, MN. They moved onto the family turkey farm where they enjoyed 55 wonderful years as husband and wife. Yvonne was a loving wife, mother, and grandmother to her family. They filled her life with joy and purpose; from taking her kids to Sunday school in snowstorms to attending every sporting event of her grandchildren. She loved being a mom and grandma and did it well. At family gatherings, she would be sitting on the couch with a grandchild on each side of her,

just wanting to be close to her; enjoying that special time together. There would usually be some Snapchat filters involved that would get her laughing until there were tears in her eyes. Yvonne took great pride in taking care of her family and the home they built together. She also loved spending many hours outside, taking care of her flowers that brought her great joy. Besides her family, Yvonne loved to dance. Even towards the end of her days, she would hear 50’s, 60’s and 70’s music and say, “Doesn’t that music just make you want to dance?” Another of her favorite past times was playing cards.

Many games of Huckley Buck have been played over the years with her friends and family. Yvonne is survived by her husband, Melvin Jackson of Swanville, MN; sons, Scott (Katie) Jackson of Little Falls, MN, Todd (Stacy) Jackson of Swanville, MN; daughter Tracy (Tim) Hannah of Little Falls, MN; brother, Bill Larson of Ham Lake, MN; brother-in-law, Calvin Jackson of Royalton, MN; and sister-in-law, Mary Jackson of Surprise, AZ. Yvonne is also survived by nine grandchildren, Katlin Kruzel, Colten Kruzel, Christopher Hannah, Alexis (Josh) Cray, Peyton Jackson, Avery Jackson, Reese Jackson, Tyler (Shadee) Kapus, Lindsay Kapus; two great-grandchildren, Norah Cray and Nolan Cray and by many nieces and nephews.

Graveside s e r v i c e s celebrating the life of Joan Cipala, age 85 of Holdingford, will be 1:00 PM, Thursday, September 26 at the Highland Cemetery in Holdingford. Joan died Monday at the St. Cloud Hospital. There will be a visitation after 11:00 AM Thursday at the Miller-Carlin Funeral Home in Holdingford.

Joan was born April 11, 1934 in Norwich, England to Percy and Dorothy Jackson. She grew up in England and met Herbert Cipala, a member of the U.S. Air Force during one of his weekend leaves.

The two were married on March 30, 1961 in England. A year later, they moved to Duluth when Herbert was stationed at the Duluth Air Force Base and then to Sun Prairie, WI. After his retirement from the

career, Diane was the trainer for financial, policy and correspondence services.

She enjoyed playing the snare drums through high school and later played in the Lutheran Brotherhood band. She also took piano lessons at the MacPhail Center. After retirement, she continued her love of gardening, sewing, arts and crafts projects.

Diane is survived by her sisters, Carol Giese of Brooklyn Park, MN and Amy Benafghoul of St. Joseph, MN; brothers, Roger Giese of Long Prairie, MN and Alvin (Betsy) Giese of Swanville, MN; nephew, Anton “Tony” (Teresa) Giese of Swanville, MN and their daughters, Zoe & Allie; niece, Anne (John) Magnuson of Chaska, MN and their children, Kaitlyn and Ryan.

Diane was preceded in death by her parents, Anton and Beatrice Giese and infant brother, Loren.

Arrangments are with Shelley Funeral Chapels, Little Falls.

Air Force, in 1971, the couple moved to Holdingford. Joan was a housekeeper at St. John’s University for several years, retiring in 1994. She was a member of the South Elmdale Lutheran Church.

Joan is survived by her children, Lynne (Tom) McKenzie, Avon and Bob (Bobbi) Cipala, St. Cloud. She is also survived by her sister, Bridget Parker, England; brother, Desmond (Arvil) Jackson, England and five grandchildren.

She is preceded in death by her parents, her husband in 1995, her son, Arthur Cipala and her brother, Mick Jackson.

Memorial service will be held at 6:00 p.m. on Thursday, September 26, 2019 at the Daniel Funeral Home in St. Cloud for Arnold James Kaiser, age 61, of Albany who passed away Friday, September 20, 2019 at Mother of Mercy surrounded by his family.

Arnold was born on October 7, 1957 in Little Falls, MN to the late Cyril and Rita Kaiser. Arnold married Joan Binsfeld; they were married for thirty plus years. He worked locally at various auto body shops as an auto body restoration mechanic. Arnie enjoyed hunting, fishing, mowing his lawn, and living life to the fullest. He will be remembered for being the life of the party.

Arnold is survived by his children: Richard Kaiser, Robert Kaiser and Rebecca (Bob) Dingmann, and one grandson: Joseph Karsky.

He is preceded in death by his wife Joan and one grandson William Kaiser.

Morrison County Sheriff’s Office

September 23, 2019: Morrison County Sheriff Shawn Larsen reports that charges are pending against 27-yearold Justin Wilkinson of St. Cloud, MN for his involvement in a burglary at a residence off Basswood Avenue in Upsala, MN. On 9-21-2019 at approximately 5:07 p.m., the Morrison County Sheriff’s Office received a report of a possible burglary at a residence. Deputies responded and noticed someone entered a garage on the property. When deputies checked the house, they could see flames coming from the kitchen stove.

The Upsala Fire Department responded to the scene and the fire was put out. The State Fire Marshall also responded to investigate the possible arson.

According to the Sheriff’s Office, deputies learned that a 1964 Ford Thunderbird car was taken from the residence. Later that evening, Sauk Centre Police Department located the stolen vehicle and arrested the driver, Justin Wilkinson. Wilkinson was transported to the Morrison County Jail where he is awaiting formal charges.

This case is still being investigated and the public is asked to contact the Morrison County Sheriff’s Office if they have seen any suspicious activity on Basswood Avenue, including suspicious vehicles or people in the area.

Check for invasive species when removing docks and equipment for seasonal storage The Minnesota Department of Natural Resources is reminding lake property owners to carefully check boats and trailers, docks and lifts, and all other water-related equipment for invasive species when removing equipment for seasonal storage.

This is important, as several new zebra mussel confirmations in recent years were initially reported by people removing docks, boats and boat lifts.

“These late summer/early fall confirmations are the result of Minnesotans being more vigilant and checking for invasive species when taking equipment out of the water,” said DNR Invasive Species Unit supervisor Heidi Wolf.

It’s especially important to follow Minnesota’s law and keep docks and boat lifts out of the water for at least 21 days before putting them into another body of water. This state law is central to the training DNR-permitted lake service provider businesses receive. Anyone transporting a dock or lift from the adjacent shoreline

Swanville Junior High Student of the Month

Liquid Manure Spill: September 25, 2019: Approximately 20,000 gallons of liquid manure leaks out of an above ground storage tank.

Mark Leukam, 63, of Albany, reported he had an ongoing manure leak from his above ground liquid manure storage tank. The tank holds 400,000 gallons and currently contained about 350,000 gallons. It was estimated that approximately 20,000 gallons leaked out and drained into the low land area. The low land area also contains an unnamed intermittent stream that flows easterly continuing through several miles of low land swampy area before connecting with Krain Creek, north of Two Rivers Lake.

The Stearns County Sheriff’s Office contacted Stearns County Environmental Services and the State Duty Officer to report the event. Stearns County Deputies responded to the scene, along with the

Holdingford Fire Department, Stearns County Highway Department, and an Environmental Services feedlot specialist.

Stearns County Emergency Management, the MN Pollution Control Agency, and the MN Department of Natural Resources were also notified.

The leak was eventually stopped with a temporary fix. A trench and dirt berm were dug to stop and contain any future leaks until the tank can be fixed.

The Stearns County Sheriff’s Office flew the Office UAV to obtain aerial photos of the spill and surrounding area.

On-going arrangements are being made to empty the tank so the area causing the leak can be repaired.

The MN Pollution Control Agency will continue to monitor the spill and pumping efforts, and work with the farm owner to mitigate the spill.

It is a role that is not to be taken lightly or without careful thought and planning.

I live in town now and have a 10 mile commute each way and am thinking about an electric car. If I get one it will be my only vehicle and wonder what I will do about power if I want to travel across the state or country for that matter.

In 1905 there wasn’t a gas station on every corner, but it didn’t take long for them to appear to meet demand.

Supply will always meet demand so eventually you will be able to recharge a car at almost any exit but for now you will need to plan trips accordingly so you can make sure that you have a place to recharge. When shopping for that vehicle make sure you choose one with enough battery life for the driving you think you will be doing as well. Electric cars can vary in range from a couple hundred miles on a charge to more than double that range but the longer the range the more it will cost.

Some of the technology is very impressive and the cars can in some cases even see better than a driver can in certain situations. A computer always monitors everything everywhere where we can only see one direction. In theory the driverless car should be safer than one that has a human driver alone but...

We wonder what will happen when the car must decide what to hit in an eminent crash situation.

Melrose City August 15, 2019 The Melrose City Council met in a Regular Meeting on Thursday, August 15, 2019 at 5:30 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Justin Frieler, Mark Hill, Travis Frieler, Mayor Joe Finken, City Administrator Colleen Winter, and City Clerk Patti Haase. Council Member Tony Klasen was absent. Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Justin Frieler, seconded by Mr. Travis Frieler and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment.

There were no comments.

The following items were considered for approval under the Consent Agenda: a. The minutes from the Council’s July 8 Special Meeting and the July 18 Regular Meeting. b. List of bills in the amount of $777,458.69. c. List of investments for the month of July. d. Ambulance Department uncollectible accounts in the amount of $19,499.92 has been submitted to Revenue Recapture, collections, or written off. A complete list of accounts is on file at the City Office. There was also a total of $3,400.31 collected from account holders during the second quarter. e. Fire Department uncollectible accounts in the amount of $450 has been submitted to Revenue Recapture, collections, or written off. A complete list of accounts is on file at the City Office. There was a total of $325 collected from account holders during the second quarter. f. Ambulance Coordinator Jenn Tschida is requesting Council approval to hire Gina Eggert contingent upon passing her pre-employment physical. Ms. Eggert has previously served on the Ambulance Department for four years, and it is recommended that she would start with her four years of service. g. Fire Chief Tom Budde is requesting Council approval to hire Chris Housman and Carlos Aguilar, contingent upon successful background and pre-employment physicals. h. The Council gave consideration to Pay Voucher No. 1 from Worms Lumber & Ready Mix for the 2019 County Road 65 Sidewalk Improvements.

The total of Pay Voucher No. 1 is $86,689.26 less retainage of $4,334.46 for an amount due of $82,354.80. Pay Voucher No. 1 has been reviewed by WSB Engineering and is hereby recommending approval. i. Gambling Resolution No. 2019-42, Resolution Approving Gambling License to Friends to Restore St. Mary’s for an exemption from lawful gambling license to conduct a raffle on October 3, 2019 at the Sauk River Park located 206 5th Avenue NE, Melrose, MN. A motion was made by Mr. Hill, seconded by Mr. Travis Frieler and unanimously carried to approve the Consent Agenda items.

Police Chief Craig Maus presented the Police Department’s

July report. He noted there were 346 calls for service during the month, compared to 423 for July 2018. A total of 29 citations were written for the month of July. The year-to-date number of calls is 2,666 compared to 3,012 in 2018.

For the month of July 2019, the Department received 26 agency assist calls. Chief Maus stated that the nuisance violations and the ATV ordinance will be brought to the Council at the September meeting. Chief Maus thanked all who attended the Night to Unite gathering and for all those who helped with the event.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Nuisance Abatement: Reviewed nuisance reports from Chief Maus. Identified persons holding property interests in properties with nuisance conditions. Prepared service list of interested parties, hearing notice, and proposed nuisance abatement orders.

Finance Director Tessa Beuning presented the General Fund Financial Second Quarter Report. Director Beuning noted that the General Fund revenue is at 31% and the expenditures are at 46%. Revenues are low because a portion of the first half payments for property tax revenue and local government aid are received in July. Property Tax & LGA together make up 67% of the revenue budget. Ms. Beuning stated that the Ambulance Revenue is at 55% and the Expenditures are at 45%. Both the revenue and expenditures are on track. Administrative fee transfers to the General Fund are done at year end. The Revenue for the Fire Department is only at 13%. This is because 90% of the budgeted revenue comes from Fire Contract charges from the townships and the City’s contribution and is not collected until December. The Department received funds for training reimbursement from the State of Minnesota, as well as proceeds on the sale of the 1984 Chevy. The Fire Department has adequate reserve funds to meet operational costs until contract revenue is received.

The expenditures are at 18% of the budget, due to salaries and building rent not being paid until year end.

City Administrator Winter reported that she met with Jodi Teich, Stearns County Engineer, to discuss the bridge project and the rock arch rapids. Ms. Winter noted that information for the Kraft lot has been sent to two different development groups. Ms. Winter stated that she has begun discussions with the Department Heads about succession planning and gaining an understanding of when staff may be considering retiring. Ms. Winter also noted that the City of Melrose has not completed a Strategic Plan for 10 years. The last one was done in 2009. Ms. Winter is recommending that the City undertake this endeavor.Ms. Winter stated that during her conversations with the business community, the lack of housing options is a topic that comes up frequently. Ms. Winter is recommending this be an agenda item at the September regular meeting.

Mayor Finken stated that Harland Hector purchased two tax-forfeited properties in Daylight Court, Lots 6 and 7 in Block 1. Mr. Hector purchased these lots

On July 26, 2016, the City made a motion to reduce the assessments in Daylight Court as follows: Daylight Court, Block 1, Lot 6 – waive interest and reassess at $25,462 Daylight Court, Block 1, Lot 7 – waive interest and reassess at $25,462 At the Council’s June 13 meeting, they further defined the assessment policy as follows: Assessments under $20,000 shall be paid in full immediately and an option be given to those with assessments greater than $20,000 to be assessed over a seven-year period at an interest rate of 2% over the average municipal bond yield. The Council gave consideration to approval of a Community Festival License – Public Property / Temporary On Sale Liquor License to the New Munich Jaycees. Police Chief Maus and City Administrator Winter have reviewed the Community License Application and recommend approving the application.

Approval is contingent upon state approval, receiving fees and necessary liquor liability insurance, and liability insurance documentation. A motion was made by Mr. Hill, seconded by Mr. Justin Frieler and unanimously carried approving the Community Festival License – Public Property / Temporary On Sale Liquor License to the New Munich Jaycees contingent upon state approval, and that adequate insurance coverage is obtained.

At the Council’s June 20 meeting, approval was given for staff to begin the hiring process to backfill the full-time Police Officer position vacated by Officer Jeff Eggert. Twenty-two applications were received. Four applicants were interviewed on August 1. It is the Committee’s recommendation that Allyssa Engfer be hired to fill the position.

The Committee recommends Ms. Engfer be hired at the Start step on the pay scale. A motion was made by Mr. Travis Frieler, seconded by Mr. Justin Frieler and unanimously carried approving the hire of Ms. Engfer as a fulltime Police Officer at the Start step on the pay scale contingent upon successful completion of a background check, psychological evaluation, and pre-employment physical and drug test.

when looking for the replacement of the Streets/Parks and Water/ Wastewater Maintenance Worker position, the job description was reviewed and revised to more accurately reflect the duties of the position. A motion was made by Mr. Hill, seconded by Mr. Justin Frieler and unanimously carried adopting the revised job description.

Mayor Finken stated that From March 1, 2019 – June 17, 2019, Finance Director Beuning was appointed the Interim City Administrator where she assumed the City Administrator duties along with her full-time Finance Director position. City Administrator Winter is proposing that Ms. Beuning receive compensation based on Step 5 on the City Administrator pay scale during the time period the she served as the Interim City Administrator. This step is based on prior appointments of supervisor positions and in conformance with the current wage scale. The difference would be $6.92 per hour for a total compensation of $4,207.36. Ms. Beuning has demonstrated exceptional work ethic and the willingness to fulfill the duties of the Interim City Administrator position during a time when the City was dealing with major projects including the startup of Jennie-O Turkey Store (JOTS) and presenting to the LCCMR Board regarding the rock arch rapids project. The Ad Hoc Committee met on August 1 and recommends the above compensation as described. A motion was made by Mr. Travis Frieler, seconded by Mr. Justin Frieler and unanimously carried approv-

ing the pay adjustment.

Mayor Finken stated that Arvig Communications will be submitting a Border-to-Border grant application with the Office of Broadband at the State of Minnesota to bring fiber out to the I-94 Industrial Park. Once the application is submitted, Arvig should find out in December or January whether or not they are awarded the funding.The application process is competitive and those applications that have City financial participation will rank higher than those without City participation.

Arvig is also going to be combining this request with another residential project to make the application stronger. City Administrator Winter is recommending that the City participate in 25% of the cost, resulting in $10,319 and also share the cost of a joint trench. She has spoken to Electrical Supervisor Avelsgard about this matter already. The funding would come from TIF 1-7. It is allowable to spend up to 20% on out-of-district expenses. The City has about $13,000 in that fund that can be used. At MADA’s August 8 meeting, the Board unanimously approved support of the Broadband application. A motion was made by Mr. Hill, seconded by Mr. Travis Frieler and unanimously carried adopting Resolution No. 2019-42, Supporting 2019 Minnesota Broadband Grant Application.

Jennie-O Turkey Store has requested looking into reducing the speed limit along County Road 65. Due to increased pedestrian and vehicle traffic, it is proposed to reduce the speed from 55 miles per hour to 30 miles per

hour. City Administrator Winter discussed this with Stearns County Engineer Jodi Teich. If the City would like to see a change in the speed limit, they would need to submit a request to Stearns County. A motion was made by Mr. Travis Frieler, seconded by Mr. Hill and unanimously carried requesting to reduce the speed from 55 miles per hour to 30 miles per hour on County Road 65.

The following informational items were reviewed: a. The minutes from the Utilities Commission’s July 8 Regular Meeting. b. The City/Utility was notified of their non-compliance for the 2018 Pay Equity Report, relating to the exceptional service pay test. This related to the longevity pay that Melrose offers to full-time employees who have completed 15 and 20 years. There are significantly more males receiving this pay compared to females. A letter was sent to the Minnesota Management and Budget office, along with a copy of our Personnel Policy, stating that this pay is available to all full-time employees, and it just happened that many of the longterm female employees have retired and their replacements have not yet earned the years of service requirement. Finance Director Beuning spoke with the Pay Equity representative and anticipates this should reverse their non-compliant finding.

A motion was made by Mr. Justin Frieler, seconded by Mr. Travis Frieler and unanimously carried that the meeting be adjourned at 6:00 p.m.

Todd County Sheriff’s Office

September 22, 2019: At 17:48 responded to a farm accident in Round Prairie Township south of Long Prairie. It was reported that a five year old male from rural Long Prairie had been ran over by a skid-loader that was doing dirt work on the property. Deputies arrived and provided medical treatment until the Long Prairie Ambulance arrived. Ambulance personnel treated the victim at the scene until the victim was transported by Life-Link helicopter to Children’s Hospital in Minneapolis.

The victim sustained serious injuries as a result of the incident and his current condition is unknown. The incident remains under investigation by the Sheriff’s Office. The Long Prairie Police Department assisted at the scene.

September 23, 2019: During the week of September 15th through September 21st, the Todd County Sheriff’s Office responded to 212 calls for service. The following were the types of calls: 84 traffic stops, 16 civil process,

13 suspicious activity type complaints, 4 thefts, 3 welfare checks, 7 assist other agencies, 2 traffic complaints, 5 disturbances/domestics, 3 car/deer accidents, 2 alarms, 5 damage to property complaints, 3 ATV complaints, and 3 farm animals out complaints. Todd County Dispatch received 126 - 911 Calls during the week.

September 24, 2019: At 03:33 the Central MN Violent Offender Task Force, along with Morrison County SWAT Team executed a search warrant at 305 8th St. NE in the City of Long Prairie. Taken into custody was Darren Todd Holen DOB/06-27-1966, who is being held on 3rd and 5th Degree possession of a controlled substance. Holen is currently being held at the Todd County Detention Center, LPPD and Todd County Sheriff’s also assisted at the scene.

DNR highlights science and management actions during Climate Week Minnesota’s climate is becoming warmer and wetter, and the Department of Natural Resources is taking action to identify climate-related changes, understand the impacts of these changes on the state’s natural resources and recreation, mitigate the impacts as much as possible, and adapt to those impacts that cannot be avoided.

These actions range from measuring changes to alerting Minnesotans to the effects of climate change, to planting tree species that will survive better in a warmer climate, to installing renewable energy options, like solar panels, at state parks and DNR buildings.

“We want people to know that Minnesota’s climate is already changing and will continue to do so. Across state government, we are working together and with our partners to reduce our contributions to those changes and adapt to the changing climate and reduce negative impacts to Minnesota’s resources and people,” said DNR Commissioner Sarah Strommen. “Climate Week is a great opportunity to talk with Minnesotans about what we’re doing to manage for climate change.”

The DNR will highlight its management actions during Climate Week (Sept. 23-Sept. 28), when leaders across the country and world showcase efforts to address climate change. Now in its 11th year, Climate Week began in New York City in 2009 and this year will include a United Nations Climate Action Summit.

The DNR has been working hard to communicate the changes state climate experts are seeing. Toward that end, the DNR recently created a new website describing how Minnesota’s climate is changing, the impacts to natural resources and recreation, and what DNR is doing to address it.

The DNR is part of group of state agencies working on climate change adaptation and mitigation. It also collaborates with other partners, such as universities, federal agencies, local governments, and tribes, on climate change issues.

Climate change impacts Data from the State Climatology Office indicate Minnesota’s temperatures are increasing – especially in winter – and large, more frequent extreme precipitation events are occurring. Minnesota has warmed 2.9 F between 1895 and 2017, while receiving an average of 3.4 inches more precipitation annually.

ing Minnesota’s wildlife, plants, waters, historic resources, infrastructure, and available outdoor recreation activities.

Here are some examples: As a result of warmer winters and longer growing seasons, some 535,000 acres of tamarack forests have been affected by Eastern larch beetle, an insect that Minnesota’s historically colder winters kept in check.

Lake ice seasons have shortened.

For example, Lake Osakis—an average-sized lake in central Minnesota— now has “ice out” more than a week earlier now than it did in the 1940s. Early ice-out dates negatively affect a variety of winter recreation opportunities, such as ice fishing and cross-country skiing.

With warmer winters and more precipitation, rough fish are gaining a foothold in waters that provide important duck habitat. Rough fish degrade water quality, reducing the food available to migrating ducks.

DNR adapting to and managing for climate impacts Minnesotans can see how the DNR is managing for climate impact in state parks and state forests, along lakeshores and in wildlife management areas, and in the infrastructure that the DNR builds and operates.

For example, at Blue Mounds State Park, a 2014 “mega-rain” event destroyed a dam, causing the Lower Mound Lake impoundment to drain. To avoid future destruction, and after extensive review with stakeholders, the DNR restored the creek to help the park handle future extreme precipitation events.

Other examples: Foresters in southeastern Minnesota are planting swamp white oak, shagbark hickory, and bur oak in the understory of woodlands because forestry experts predict these species will thrive in Minnesota’s warmer, wetter climate.

The DNR is working with shoreland owners to maintain tree cover and thereby help curb rising water temperatures in certain lakes. This is critical for cisco (or “tullibee”), an important fish species that is prey for game fish and loons.

Since 2009, the DNR has installed 40 renewable energy systems at 31 locations across Minnesota. These systems generate 714,000 kilowatt hours of electric power. Dave Says -By Dave Ramsey Dear Dave, I know you talk about having an emergency fund of three to six months of expenses set aside. My husband and I are having a difficult time agreeing on exactly how much we should set aside for emergencies. How do you determine the exact amount?

-Erin Dear Erin, The exact amount you have in your emergency fund—whether it’s three, four, five, or six months of expenses— is really more about peace of mind than anything else. Still, there are a few practical things to consider.

If you both have very stable jobs, you’d probably be okay saving three or four months of expenses. But if one of you is self-employed, makes most of their money through commissions, or only one of you works outside the home, it would make more sense to have five or six months of expenses set aside.

Of course, you can always compromise while leaving room for growth. There’s nothing wrong starting out with three months of expenses saved, then adding more as time goes by. The main thing is that you’re both in agreement, and you both feel safe with the amount of money in your emergency fund!

- Dave Dear Dave, I’m new to investing, and recently I began putting money into growth stock mutual funds inside a Roth IRA. On my last statement, it said that my investment had grown. Can you explain how it grew?

- Matt Dear Matt, In most cases, you’ll have anywhere from 90 to 200 different company’s stocks in a growth stock mutual fund.

Over a period of time, some of them will go up and some will go down. If the overall effect is that the group is worth more now than it was before, you made money. The value of that overall group of stocks went up, in other words.

Okay, now pay close attention to what I’m about to say next. I love the fact that you’re investing and thinking about the future. It shows wisdom and maturity to be able to grasp the need for a good financial plan now and in the years ahead. However, I’d advise you to not put any more money into that

Bitz and Piecez -By Pastor Bitz Choose your Master; Luke 16:1-15

From verse 14 of Luke chapter 16 we learn that Jesus has some Pharisees listening who were lovers of money. Jesus tells his disciples the parable of the shrewd manager. A rich man had a manager and charges were brought against the manager that he was wasting the master’s possessions.

If you were the rich man what would you do? Check the books? See if the charges are founded or not? Innocent until proven guilty, right? Either way you would have to verify in some way whether these charges are true or not. Firing him based on accusations is not really an option, since he was someone you personally chose and entrusted your wealth to.

The manager or the steward knows right off whether the charges are valid or not and he acts accordingly. He knows he will have the management taken away from him. He will no longer be steward over anything of his master. So he starts using that which is not his to create friends he can turn to when he is unemployed and without resources. Dishonest, wrong and bad but this is what people do even today.

It is amazing how many ex-politicians find themselves nice places as consultants or on the boards of companies they helped to get big government contracts when in office.

For those who serve themselves and their temporal well-being this type of behavior is wise. Jesus said, “And I tell you, make friends for yourselves by means of unrighteous wealth, so that when it fails they may receive you into the eternal dwellings.” Can your friends of this world receive you in the eternal dwellings? No, but God can. A servant cannot serve two masters. We must choose our master, each calls us down a different path, for what one exalts is an abomination to the other.

The shrewd manager chose to serve himself. When we choose to serve money, in the end we are choosing to serve ourselves. Money is a tool, it can be used to serve all type of interests. When we love money and use it to serve our interests we are not serving God. When we live for God and use it to take care of his interests we are serving God. Giving of gifts, giving of a tithe, being generous and helping those in need are all ways we serve God rather than the money we tend to love so much.

Money and the stewardship of it is such a good indicator of where our heart truly lies that the Pharisees can even get it.

That is why they attack and ridicule Jesus.

We get it. We try to justify to ourselves that tithing, that giving 10% or a tenth of our growth of income to God is an unwise thing. We think that keeping it and using it for our own uses is better than having it

Swanville Senior High Student of the Month

Swanville Public School is pleased to announce the September Senior High student of the month, senior Jackson Thieschafer. Jackson is the son of Jay and Tara Thieschafer.

Jackson loves being outdoors, hunting, fishing, playing sports and spending time with family and friends. He plans to attend MN State Community and Technical College in Willmar to become an electrician. He is a well-rounded athlete, participating in football, basketball and baseball since 7th grade. He was also on student council in his seventh through ninth grade years.

Jackson is involved in St. John the Baptist Catholic church youth group.

His achievements include being on the Honor Roll since 9th grade. He is also a teacher’s assistant and really enjoys interacting with the elementary students.

Jackson’s favorite thing about school has been being able to see his friends every day and get a good education. He advises other students “don’t get behind on homework, study hard and have fun.”

Social Studies Instructor Tom Bzdok says “I have had Jackson in several classes over the years. He has always been an extremely hard working individual who has never hesitated to do what was asked of him. He works hard

to achieve his goals and has a lot of pride in the work he does. Jackson has always been a friendly student who gets along well with others, and is respected by classmates as well as adults. He is very deserving of this recognition. Congratulations Jackson!”

Science and Industrial Arts teacher Joel Rieffer adds “I have known Jackson since he was in Kindergarten. You could always tell there was something about him that would make him a great student, classmate, and eventually adult.

I have the privilege of having him in two classes this year; Conservation Biology and Wood Turning/Decoy class. In both of these classes Jackson has done a very good job. He is motivated, likes to get involved and asks questions if he is unsure about something, which is extremely important in shop class. Younger students, as well as his peers, respect him very much. He is a very good role model for all students. Wherever his path leads in the future I am sure that he will be successful and a great asset to the community in which he lives.”

A Storm Funny

One summer evening during a violent thunderstorm a mother was tucking her small boy into bed.

She was about to turn off the light when he asked with a tremor in his voice, “Mommy, will you sleep with me tonight?”

The Mother smiled and gave him a reassuring hug. “I can’t, dear,” she said.

“I have to sleep with Daddy.”

A long silence was broken at last by his shaky little voice: “The big sissy.”
