needs to be workable.

For example, I can imagine myself competing in the Ryder Cup, the biennial men’s golf competition between teams from Europe and the United States. I’m a pretty fair golfer, and I would love to represent America in winning style.

Sadly, even though I was a competitive golfer back in high school and college, my glory days are long over. So I will be content to watch the competition and cheer on my countrymen.

And therein is the difference between fantasy and visualization.

I have used visualization throughout my life as a means of seeing my dreams realized. In business, I saw myself running a factory even though I had modest means and little experience.

But I was willing to work myself to exhaustion and slog through the trenches to achieve.

Part of the reason my visualization was effective was that I also visualized some of the problems that I would encounter, which were abundant at the beginning. Foremost in my mind was how to work through challenges and still come out on top. I imagined what could

go wrong, and how I could take charge of the situation.

I tried to prepare for every possible hurdle, because wrestling with a problem isn’t always the best way to generate a creative solution. Step back and quietly visualize the answer you’re looking for.

These are the steps I follow: • Focus on what you want. This sounds easy, but keeping your mind free of obstacles and distractions can be difficult. Try to clear your thoughts of everything but the outcome you need.

Don’t fight negative thoughts – just let them flow out of your brain so you can concentrate on the positive.

• Make a movie in your mind. We tend to see things in pictures more strongly than we can visualize abstract concepts like numbers and theories.

Think of your problem in visual terms and try looking at it – and your solutions – from different angles. Bring your senses into play: Imagine what your idea would feel like, sound like or even smell like.

• Take your time. The solution may not come all at once. Give yourself time Harvey Mackay continued to pg 3

“The Good Old Days” -By Tom Kuehne Apron #2

An article about aprons appeared in the Hometown News on Sept. 8. I must admit that I was hesitant to write the story, after all, I am no authority on aprons. The article did stir up a lot of memories from the readers. They E-mailed suggestions that they felt were needed to make the story complete.

Several said that their “Grandma Apron memory” was that Grandma usually carried a few pieces of candy in the apron pocket, which helped the children to flock around Grandma. One said that the apron was used to wave a signal to the guys in the field that they were to come back to the house. Another said her Grandma wore two aprons at once. The outside one was soiled and the inside one was clean. This was to be prepared for the preacher coming

over. At his arrival she could remove the outside apron quickly and the inside one would then show that she had on a clean apron. Evidently an important part of her life.

I began to wonder about our favorite memories about the older people in our lives. What special part of their being comes into our memory first. Like thinking about a certain person and having our mind snap an instant picture of that person.

For the people in my early life, Grandma’s apron is in the first picture.

On closer examination, the way she always braided her hair and wrapped it in a bun toward the back of her head.

Her shoes were brown and included a thick 1 ½ inch heel, along with laces in the front. Light brown socks were always covering her legs. Her Grandma glasses. The commonly worn dress was knee length, a flowered pattern, along with short sleeves. When we think back there were a lot of Grandmas that looked and dressed in similar fashion.

to get used to the process so you’re not forcing ideas too hard. With practice, you’ll learn how to quickly relax your mind and let it explore problems and situations without effort.

“Losers visualize the penalties of failure. Winners visualize the rewards of success,” says sports psychologist Rob Gilbert.

Two-time Olympic pentathlete Marilyn King provides a very moving example of how powerful the conscious use of picturing what you want can be.

When King was preparing for the 1980 Olympic trials, she suffered a severe back injury and was confined to bed just nine months before the trials.

She was determined not to let this injury keep her from performing, so she spent the next four months doing nothing but watching films of the best performers in the pentathlon events and visualizing herself going through the same events.

Amazingly, she placed second at the Olympic trials despite her lack of physical preparation. She credited her psychological state, not her physical condition, which resulted in her victory.

She said, “If you can’t imagine it, you can’t ever do it. In my experience the image always precedes the reality.”

I know several real estate developers. They have amazing powers of visualization. They can look at a piece of property and see skyscrapers, apartment buildings, schools and a host of other construction projects. They can see the placement of the roads, the style of the streetlamps, and the people who will populate the newly built space.

They can also see the issues they will face with city planners, construction

delays, and environmental assessments.

But they are undaunted, because they have seen all this in their mind’s eye.

And they know that they can make it work.

As Thomas Edison said, “Good fortune is what happens when opportunity meets with preparation.”

I’ll take his word for it – I suspect Edison’s power of visualization was immense.

Temporary Increase in Albany Library Hours Beginning this week, open hours at Albany Public Library will increase temporarily.

The increase is in response to the temporary closing of the St. Cloud Public Library. The St. Cloud library has been closed since Aug. 17 because of fire damage resulting from arson. St. Cloud Public Library serves as the headquarters for Great River Regional Library, and some staff are working inside the building to maintain regional services.

However, all public areas of the building have been closed since the arson took place. In addition to repair of some physical damage, a thorough cleaning to eliminate soot and smoke residue in the library has to take place. Some preliminary estimates suggest it may be several weeks before that cleaning will be completed and the library can return to nor-

We’re trying to get out of debt and take control of our money, so when the salesman said we could put the whole thing on a credit card, I told him about you and your plan. He then said that he used to be your personal financial advisor and had sold you three timeshares in the past. Is this true, or are timeshares a bad idea?

No, I’ve never in my life owned a timeshare. I’ve made just about every financial mistake known to man, except that one. I’ve also never made the mistake of having a timeshare salesman as my financial advisor. This sounds like the kind of guy who you know is lying if his lips are moving!

Never buy a timeshare! The customer dissatisfaction rate with those things is sky-high, and you’re pretty much stuck once you buy one. They’re almost impossible to sell, because you don’t really own anything.

For the money you spend to buy a timeshare, you could take several nice vacations and stay in some pretty decent places. People get suckered in to these things all the time, Jeremy, but it’s a really bad idea. Don’t do it!

-Laura Dear Laura, Believe it or not, the first year of marriage is pretty tough. You’ll both have to make lots of adjustments and get used to the new schedules and habits, likes and dislikes, that go along with marriage. You need to spend that first year getting to know each other even better, and exploring and developing your relationship as husband and wife.

Running out and buying stuff like curtains and furniture — or making major life decisions like buying a house — can wait.

Devote the first year to deeper, more important things. In the process, make sure you’re on the same page emotionally and financially. Develop a plan to make your hopes and dreams come true, and start piling up a bunch of cash for the future. Then, a year or two down the road, you can start the househunting process. There will still be great homes at good prices, plus you’ll both have a better idea of what you want for the future!

Attention Grey Eagle Residents, Home Repair Funds May be Available

The City of Grey Eagle is applying for a grant from the Minnesota Department of Employment and Economic Development (DEED) to repair the homes of low and moderate-income home owners. This is the same program that has been used recently in Eagle Bend, Clarissa, Long Prairie and several other local communities.

If a grant is received, funding - up to approximately $22,000 per home - will be available to repair the homes of eligible Grey Eagle residents. The grants will not need to be paid back unless the participating resident sells or moves out of the home within ten years. Repayment will not be required if the home is sold to a buyer who is also program eligible.

As a part of the grant application process, the city needs to have a list of residents who are interested in participating in the program. A mailing will be sent to all Grey Eagle homeowners early in the week of September 26th. The mailing will explain the program requirements and benefits, and it will include a short pre-application form with a postage-paid return envelope. The pre-application is a brief one-page form which should be returned in the envelope provided as soon as possible if the homeowner is interested in home repairs.

Those who return the pre-application forms will be put on a waiting list for assistance when funding is received.

Submitting a pre-application does not obligate anyone to participate in the program - it simply indicates that you may be interested if funding becomes available.

Anderson’s Roll Bar Program Hailed Letter to the Editor To submit a Letter to the Editor, email to htnews@meltel.net in Conjunction with Farm Safety Week Tractor safety legislation led to enactment by Rep. Paul Anderson, R-Starbuck, is being highlighted as the state participates in “Farm Safety and Health Week” which started Sept. 18.

Anderson successfully authored a bill creating a volunteer Rollover Protective Structures Rebate Program during the 2016 session. The program encourages the installation of safety equipment on tractors – mainly older ones – by reimbursing farmers and schools at least 70 percent of the cost of purchasing, shipping, and installing a rollover protection kit.

“Farming is a challenging occupation and, unfortunately, physical danger is a factor,” said Anderson, himself a farmer. “The cost of installing safety equipment such as roll bars can be prohibitive, so the goal of this legislation and the voluntary program it created is to help make protective devices more affordable and increase usage.”

In addition to $250,000 in state funding for the ROPS program, several agricultural companies provided $40,000 in donations. The program launched in July and Anderson said already nearly all the funds set aside for the first year

have been allocated.

Anderson, along with other state officials and members of the agriculture industry, recently conducted a press conference in Rogers to hail the success of the ROPS program and discuss farm safety in general.

Reports show that, between 2003 and 2013, workplace fatalities in Minnesota’s agricultural industry rose by 30 percent. Another study indicated that, while the occupational fatality rate for farmers is 800 percent higher than other industries, roll bars and seat belts are 99 percent effective in preventing death and serious injury in the event of a rollover.

“We made strides with the roll bar program, but our work is not complete and we will continue exploring other ways to elevate farm safety,” Anderson said. “The fall harvest is underway and I encourage farmers to be cautious – especially as they log long hours – and also urge citizens to be extra patient if they encounter slow-moving vehicles on our roadways.”

spots, making it difficult for operators to see approaching vehicles. All of these factors can cause serious crashes.

During 2013-15, 422 traffic crashes took place on Minnesota roads involving at least one farm vehicle, resulting in 12 fatalities and 204 injuries. Of the 12 fatalities, eight were farm vehicle riders; of the 204 injuries, 57 were farm vehicle riders.

“The biggest factors contributing to farm equipment/vehicle crashes are inattention, unsafe passing and speed,” Hietpas said. “Motorists should always slow down and use caution when approaching farm equipment.”

Motorists should: • Watch for debris dropped by trucks hauling sugar beets and other crops. It is safer to brake or drive through debris than to veer into oncoming cars or off the road.

• Wait for a safe place to pass.

• Wear seatbelts.

• Drive with headlights on at all times.

Farm equipment operators should: • Use lights and flashers to make equipment more visible.

• Use slow-moving vehicle emblems on equipment traveling less than 30 mph.

• Consider using a follow vehicle when moving equipment, especially at night.

Motorists traveling on Minnesota highways this fall need to be aware of large farm equipment transporting crops to markets, grain elevators and processing plants, according to the Minnesota Department of Transportation.

“Harvest season is in full swing and farmers in every corner of the state are out using the highways,” said Jay Hietpas, state traffic engineer. “Motorists need to be prepared to encounter slow-moving farm vehicles, especially on rural, two-lane roads now through November.”

By Tom Kuehne Recently, there have been questions from people around the area regarding the information they read or heard regarding the upcoming changes and increases for their health insurance.

First, the Senior Medicare plans will be affected very little. There will probably be small increases in premium, but I am not aware of any insurers leaving the state.

House Hearing Addresses Gov’s Order on Farm Chemicals The House Agriculture Committee held a hearing last week to try and get answers to the many questions farmers have about the governor’s executive order calling for restrictions on the use of a group of chemicals utilized in crop production. The chemicals are known as neonicotinoids and are thought to play a role in the increased mortality of bees and other pollinators. The executive order was released the same day as the results of an 18-month study by the Department of Agriculture recommending that action be taken.

Ag. Commissioner Dave Frederickson told the committee that the executive order was similar to the governor “setting the table with his recommendations” as we head into the next legislative session. Several of the initiatives proposed

by Gov. Mark Dayton, such as improving pollinator habitat on state lands, can be implemented without further legislation.

However, the more controversial ones, such as increased inspection and enforcement, along with the regulation of seed treatments, need legislative approval to move forward. Frederickson said his staff is working on language to introduce next year that would work toward those goals.

Another concerning aspect of the order was the statement that farmers would need to show an “imminent threat of significant crop loss” in order to continue using neonics. Frederickson appeared to soften that statement by saying “if farmers follow the label, they will be good to go.”

Several committee members have been receiving emails from members of the public calling the executive order “landmark legislation” and urging legisla-

tors to work with the governor and enact the order.

However, Gregg Regimbal, the person at the Department of Agriculture who oversees neonic regulation in Minnesota, says the order requiring verification of need merely restates and clarifies label restrictions that have been in place nationwide for the past few years.

So, just exactly what does this executive order accomplish? Is it really “bold language that nobody else in the nation is speaking to” or is it an order that demands little of farmers that they don’t already do? That’s the big questions, one that will only be answered as we head into election season and then get ready for next legislative session in January.

The city of Melrose hosted an informational meeting last week to show support for those building owners who lost their property in the downtown fire Sept.

8. It was announced that the city council had approved the establishment of a fund to help those affected, and so far donations from the Initiative Foundation and Ag Star had totaled $30,000. Also at the meeting were several business owners from the city of Madelia, which is about 25 miles south of Mankato. That city, earlier this spring, also had a devastating fire on their main street. They talked about the tremendous support received from the surrounding area and about their businesses all coming together and deciding to re-build.

Two areas of caution were also discussed, with one being the high cost of demolition as rubble from fires is generally classified as “hazardous waste,” which makes it much more expensive to remove and dispose of. The other was the impact of property taxes when replacing an older building with a new one. One of the Madelia folks said that, because of the high cost of construction, the property taxes on his new building were projected to jump from $2,000 previously to around $20,000. Burnhamville Township August 30, 2016 These are unapproved minutes.

The regular meeting of the Town Board of Burnhamville Township was held August 30, 2016 at the Burtrum Community Center. The meeting was called to order at 7:00 p.m. by Chairman Mike Berscheit. Members present include Supervisors: Mike Berscheit, and Bruce Johnson; Clerk Shirley Hulinsky; Treasurer Pam Throener. Sup. Louis Thompson was absent. Others present: Sandy Johnson, Doris Wedl, Luke & Elaine Maidment, Brad & Becky Dawson, Rick Baum, Blake Schmidt, Rebecca Schmidt, Ron Schmidt, Don Tisdale, Launette Tisdale, and Erv Herdering.

The minutes from the regular meeting of July 26, 2016 were approved as presented on a motion

by Sup. Johnson. Motion was seconded by Sup. Berscheit. Motion passed.

For correspondence the township received letters about Swanville Rural Fire Association meeting tonight, notice of town aid from the state for next year, refund from workers comp insurance, notice of notifying county of alternate voting place which will be Brighter Days Family Church in Burtrum and road maintenance information.

A motion was made by Sup. Berscheit to pay all bills numbered 5298 through 5313: Rev. $1,370.01; R & B $32,699.80.

Sup. Johnson seconded the motion. Motion passed.

Several residents from Forest Lane were in attendance to ask why that road is not maintained by the township. They are concerned that the road is deteriorating and emergency vehicles will have a hard time getting through. Forest Lane is a private road and was never taken over by the township, therefore the township is not responsible for maintenance. Ideas for improving the road were discussed. Residents requested that a supervisor meet with a representative from the DNR at the road.

A supervisor will discuss brush cutting jobs with ditch contractor.

A resident of the northwest end of Dogwood Loop asked a supervisor if he can widen the road.

The northwest end is a private road so the board was okay with that resident improving that road.

In the road report the contractor cleaned ditch and replaced culvert on Duckweed Drive. Dunlin Road culvert needs dry weather before tightening that band. Morrison Line Road needs more clay/ gravel to hold loose gravel. Supervisors and contractor will work on gravel, water chutes, and tree cutting on 210th St. Supervisor will try to find specifications for catch basin by beach to drain water away from beach towards river on Little Swan Lake and 331st Ave. Sup. Johnson made a motion to spend up to $4,000 for catch basin. Sup. Berscheit seconded the motion and motion passed.

Treasurer’s report showed a balance of $142,112.36. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.

Call to Order: Ron Frericks called the meeting to order at 8:00 p.m. The pledge of allegiance was recited.

Approval of Minutes: The clerk provided copies of the August 1, 2016 minutes to the board. Mike made the motion to accept the minutes as presented, Ray made the second. Minutes approved.

Town Clerk’s Report: Clerk presented the claims list for August. Claims list included 14 claims 2960-2973 for a total of $32,017.93. Mike made the motion to approve the claims; Ray made the second, Motion carried unanimously. Mail received included a letter from P&Z, some advertising, election posting notice, surplus services and training flyers regarding traffic flow and signs.

Road and Bridge Report: Ray stated he and Ron removed some trees from roadways and checked out the holes in 130th W. Ron reported he had a call from Todd Co. Soil and Water about a run-off issue, also checked out washouts on Arbor Dr. and Angler Trl., He reported that Carr’s Tree Service was almost finished and would wait for the freeze to complete trimming.

Mike reported on a call about a culvert, which Ray and Ron had also checked out and will have Herdering Inc. clean out.

Additional agenda items: The Township Board agreed to consent to issuance of a liquor license for Eagle Mountain and for the clerk and chairman to sign.

Erdmann property: it has been determined that the Township cannot amend the plat, but will need to go thru the public hearing process before the property line issue can be resolved.

Public Comment: None.

Adjournment: Motion by Mike to adjourn the meeting. Ray made the second. Meeting adjourned at 8:35 p.m.

Melrose City August 18, 2016 The Melrose City Council met in a Regular Meeting on Thursday, August 18, 2016 at 6:10 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Tony Klasen, Jenny Mayers, Dick Christenson, Josh Thieschafer, Mayor Joe Finken, and City Clerk Patti Haase. City Administrator Michael Brethorst and Finance Director Tessa Beuning were absent. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Christenson, seconded by Mr. Thieschafer and unanimously carried to approve the agenda as amended.

Candace Freeman informed the Public that this year on August 30 the Minnesota State Fair will be holding Melrose Days. Ms. Freeman and Lois Thielen have been competing at the State Fair for more than 20 years. This year they will be showcasing products from Swany White Flour Mills, Stoney Creek Dairy, Jennie-O Turkey Store and Scherer Enterprise.

Ms. Freeman stated they will be demonstrating food products from our small town areas. There will be several demonstrations held throughout the day. This has never been done before, it is history-making.

Central Minnesota Credit Union will be sponsoring a free bus to the fair that day. The bus will leave Mayers bus garage at 7:30 a.m. and leave the fairgrounds at 5:30 p.m.

The theme is “Our Family’s Best to Your Family’s Table.”

Ms. Freeman is excited about this great opportunity and invites the community to take part in this historic event.

Mayor Finken stated that St. Mary’s Church will be holding an open house on September 7, 14 and 27. Parishioners will be able to voice their opinions and ask questions regarding the church restoration project.

Mayor Finken then stated that he has been asked by a couple of residents for Council Member Klasen’s vote on the Conditional Use Permit requested by Willow Express. Mr. Finken asked Mr. Klasen for clarification on his vote.

Council Member Klasen noted that he had mixed feelings on the issue and therefore abstained. City Attorney Dymoke stated that this is allowable.

A motion was made by Mr. Thieschafer seconded by Mr. Christenson and unanimously carried to approve the Consent Agenda items.

• Police Chief Craig Maus presented the Police Department’s July report. He noted there were 318 calls for service during that month, compared to 236 for July 2016. The year-to-date number of calls is 2332 compared to 1,766 in 2015. A total of 36 citations were written for the month of July. For the month of July 2016, the Department received 28 agency assist calls. Chief Maus stated over a course of time the Melrose Police Department has collected several bikes. Some of the bikes have

been determined to be unfixable and have been taken to Bueckers.

The remaining bikes will be on the lawn at the City Office beginning Monday, August 22. Each bike will be sold for $5.00. Some of the bikes are in need of minor repair (i.e. brakes or tires). The bikes are sold as is. Any bikes remaining at the end of the week will either be donated to the Yellow Bike Program or disposed of.

• Community Development Director Mike Creelman reported on the Planning and Zoning Commission’s August 1 Regular Meeting. The Commission received and reviewed the petition from Bri and Carl Worms for the vacation of a public Right of Way for the construction of a new residential home to be constructed in 2017.

The Commission also reviewed the requirements and regulations of Conditional Use Permits • City Attorney Scott Dymoke reported on projects he has been working on for the City: • Community DevelopmentJOTS Project: Worked with City Administrator, outside counsel, and TIF/Development Contractor on draft of a Pre-Development Agreement. Worked with city staff on potential acquisition of additional property for expansion of east substation.

• Community DevelopmentWillow Express: Prepared closing documents for sale of property to Willow Express • Library Agreement: Reviewed proposed agreement from GRRL amending terms of existing agreement for library services.

Prepared redline copy showing recommended changes to GRRL’s proposal.

• Nuisance Properties: Worked with Chief Maus to review nuisance violations and began preparing for enforcement actions.

The revenue for the Fire Department is only at 11%. This is due to 90% of the budgeted revenues comes from the Fire Contract charges which is not collected until December. The Ambulance Revenue is at 56% and the Expenditures are at 51%.

Both the revenues and expenditures are right on track.

On June 15, 2015 the Council took action adopting Resolution No. 2015-31 A Resolution Approving Case No. 2015-701 – Petition for the Vacation of that Part of Undeveloped 1st Street NE, Located in Borgerding’s Addition to Melrose Between 7th Avenue NE and 8th Avenue NE and the Alley Located in Block 2 in Borgerding’s Addition to Melrose in the City of Melrose. The road rightof-way vacation action request was suggested to Empire by City staff to help facilitate the exchange of identically sized parcels of property between Empire and the City to facilitate the installation of a disc golf course in the Sauk River Park. Daudt Calls on Govenor to Explain Taxpayer-Funded Severance Checks House Speaker Kurt Daudt is calling on Governor Dayton to explain potentially unauthorized taxpayer-funded severance payments after a report emerged Tuesday that his administration awarded nearly $80,000 to state employees who voluntarily departed. The most generous severance agreement, awarded to a former Commissioner of the Minnesota Department of Employment and Economic Development, came on the heels of massive taxpayer-funded pay increases authorized by Governor Dayton. This commissioner was previously a top staffer on Dayton’s campaign for governor in 2010.

Compensation is governed by the Managerial Plan, which is ratified by the legislature, and generally does not allow for severance of this amount for commissioners who resign voluntarily.

“Once again, Governor Dayton has

disrespected taxpayers and used their money to inappropriately reward his top officials who are already making six-figure salaries,” Daudt said. “Today’s report highlights the importance of House Republicans’ role as a check and balance on Democrats’ wasteful spending. Democrats have awarded bonuses to MNsure executives, pay raises to top administration officials, and now unwarranted severance checks. It’s time for them to stop rewarding their high-paid friends and start respecting the tax dollars of hardworking Minnesotans.”

Daudt said Republicans plan to introduce legislation next session aimed at explicitly prohibiting the Governor from awarding severance checks to political appointees who resign voluntarily to prevent any future waste of taxpayer dollars.

MnDOT Reminds Public Campaign, Other Signs Not Permitted on State Highway Rights of Way

Placing campaign signs and other unauthorized signs or objects in state highway rights of way is not allowed under state law, according to the Minnesota Department of Transportation.

In addition, political signs may not be placed on private property outside of the right of way limits without landowner consent.

Highway rights of way include the driving lanes, inside and outside shoulders, ditches and sight corners at intersections.

MnDOT crews will remove any unlawfully placed signs and impound them at one of its local maintenance truck stations or another local site.

Violation of the law (Minn. Stat.

Becoming a True Servant Leader The greatest generals in history knew that wars could not be won without the loyalty of their troops. Likewise, you cannot and will not win in business without the loyalty, respect and determination of your team.

Loyalty is not gained by simply barking orders. Respect is not the result of instilling a sense of fear in those around you. Your success depends on their success, and this is one of the underlying principles of servant leadership. I’ve worked hard to build my company on this concept, and now it’s one of the guiding principles I teach in my EntreLeadership Master Series class.

Setting a good example as a leader is paramount to winning over your team. No one likes a hypocrite, so if you’re going to talk the talk you had better make sure you walk the walk.

Fanatical integrity: Actions always speak louder than words. By putting forth your best effort every day, always telling the truth, and simply behaving as a respectful and responsible person, you will foster a sense of loyalty within your team.

Loyalty is born, and a quality culture occurs, when leaders follow through in a professional, predictable and proactive manner on every single issue and opportunity.

Interact and listen: Part of being a servant leader is listening to, and interacting with, those around you. Locking yourself away in your office is one of the worst things any leader can do.

Spend time with the troops, and get down in the trenches with them regularly. Get to know them and their families, and ask their opinions. Just as importantly, surround yourself with other leaders who are willing to tell you the truth instead of what they might think you want to hear.
