Run the right race

In a village long ago lived a young boy who loved nothing as much as competing in athletic contests.

Because he was fit and strong, he usually triumphed, and he grew to love the adulation he received from the villagers around him. One day he challenged two other youths to a race from one end of the town to the other. The villagers all lined up to watch. The boy won, and the townspeople cheered wildly.

“Another race!” the boy demanded, greedy for more praise. “Who else will race against me?”

again the boy won, and he laughed in pride as the villagers cheered – though they were a little less enthusiastic than before.

“Who else?” The boy looked around. “Come on, are you all afraid?”

A woman was watching the races, and she grew annoyed at the boy’s arrogance. So she prodded two elderly men to challenge him. They could barely make their way to the starting line, but they seemed willing to compete.

“What’s this?” The boy was puzzled. How could he win the applause he craved by beating two old men who could hardly stagger two steps?

The woman walked up and whispered in his ear: “Do you want applause for this race?”

“Of course!”

“Finish together,” the woman said.

“Just finish together.”

The boy did as he was told – and received the loudest applause of his life when the three of them reached the finish line, side by side.

Lest you think I’m criticizing the competitive spirit, rest easy. Let me assure you that this column has nothing to do with competition, but everything to do with being a winner.

Competition has an important role in business and in life. It stimulates

us to do well, to succeed, to reach higher. But competition is not the only motivation that we should respond to.

You will always be a winner if you care about others and recognize when situations can be a win-win for everyone.

If you want to treat others with a classiness that will make you stand out, follow these tips from Alan Weiss in the Balancing Act newsletter (www. summitconsulting.com), which I have expanded on.

• Listen to others without judgment.

Often people aren’t really looking for an opinion; they just want to be heard.

Look at it as a rare opportunity to give someone what he or she really wants in life.

They are trying to share something with you, even if they aren’t doing a very good job of it. Treat the other person as you would like to be treated.

• If you are angry about some type of service you are receiving (or not receiving) while with others, don’t ruin everyone’s experience by making a scene. If you must say something, say it in private. Remember that others in your group may not care about the same things or to the same degree that you do.

• Try not to take things personally.

Not everything in the world is about your self-worth. Let me repeat: It is not always all about you!

• Paying an unexpected compliment is worlds better than giving an expected gift. Give it a try and you’ll understand.

And it’s not difficult.

• When you want the other person to believe that it’s really their choice and opinion that matter, don’t rush to give your opinion or make your choice first. Enough said.

• Watch your body language.

Actions speak louder than words.

• If you make a commitment, follow through. An unfulfilled commitment is far worse than no commitment at all.

Don’t opt for immediate perceived relief that will only turn to disappointment later.

• If you need someone’s help, offer him or her something that serves their interest in return. Don’t create

Obituaries Rose E. Meyer

Rose E. Meyer, age 100 of Meire Grove, died September 14, 2014, at CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. on Friday, September 19 at St. John the Baptist Church in Meire Grove with Rev. Marvin Enneking officiating and Rev. Ken Thielman concelebrating. Interment will be in the parish cemetery.

Visitation will be held from 4 to 8 p.m. Thursday and from 8:30 to 10 a.m. on Friday at Patton-Schad Funeral Home in Melrose. St. Mary’s Society will pray at 5 p.m. followed by parish prayers at 7 p.m. Thursday evening at the funeral home.

Rose Imdieke was born on May 26, 1914 in Meire Grove, Minnesota to Bernard and Elizabeth (Haverkamp) Imdieke. She married Leo J. Meyer on May 22, 1939 in Meire Grove.

The couple farmed for eight years in Freeport before moving to a farm near Meire Grove.

Rose lived a long and full life, centered around her faith and love of family. She enjoyed quilting, baking,

and gardening. She was a talented piano player and as a young woman, played in a band with family members and friends.

She continued to entertain friends and family with her piano playing, even after she turned 100 in May of this year.

Rose was a member of St. John the Baptist Catholic Church in Meire Grove and St. Mary’s Society.

Rose is survived by her children, Loren (Sharon) Meyer of Melrose, Carol (Dennis) Flahave of New Brighton, Joel (Kathy) Meyer of Spring Park, Mary (Darrell) Steiner of Apple Valley, Harvey (Deb Nygaard) Meyer of St. Louis Park, and Ruth (Ernie) Bedor of Andover; 14 grandchildren and 10 great-grandchildren; sister, Lorraine Hellermann of Vadnais Heights; and brother, Lawrence Imdieke of Meire Grove.

She was preceded in death by her husband, Leo Meyer on July 2, 1991; grandson, Michael Bedor; brothers, Alphonse, Leo, Bernard, and Raphael Imdieke; and sisters, Philomena “Minnie” Hagemeier and Veronica “Fronie” Steinhofer.

Casket bearers will be grandsons, Shawn, Jason, and Eric Flahave, Ryan and Adam Meyer, Matthew and Corey Steiner, and Thomas Bedor.

Granddaughters include cross bearer, Elizabeth Bedor; scripture bearer, Stacy (Flahave) Ramacher; gift bearers, Ashley Steiner and Lindsey Flahave; flower bearer, Allison (Bedor) Metcalfe; and reader, Claudia (Meyer) Revermann.

Magdalene is survived by and will be missed by her children, John (Bette) Javes of Grey Eagle and Linda (David) Fleck of Sauk Rapids; grandchildren, Lawrence John (Juli) Javes of Little Canada, Kimberly Liebelt of Fridley, Jeffrey (Lauri) Javes of Columbia Heights, Timothy (Colleen) Javes of Ostego, and Jennifer Fleck of Sauk Rapids; 11 great-grandchildren and four great-grandchildren; sister, Genny (Don) Henry of Wickenburg, Arizona; special friend, Roger Potvin of Minneapolis; and many loving relatives and friends.

Magdalene was preceded in death by her husband, Harold E. Javes on June 27, 1998; parents; seven brothers and five sisters.

Serving as casket bearers will be Lawrence Javes, Jeffrey Javes, Timothy Javes, Ronald Javes, Nick Liebelt, and Duane Szczech. Cross bearer will be Alicia Javes and scripture bearer will be Rebecca Liebelt.

Dave Says -By Dave Ramsey Dear Dave, S o m e friends recently offered me a timeshare. It’s an older place on the beach, and they’ve had it for about 20 years. I’d have to pay a transfer fee of $100, plus a yearly association fee of $500. I know you’re not a big fan of timeshares, but does this deal sound okay?

-Jill Dear Jill, In essence, you’re looking at $500 a week. I know the $500 is technically an annual association fee, but you’re basically paying $500 for your week at the timeshare. And in the future, say five years from now, the association fee could increase. You might be paying $1,000 a year at that point — again, for your week.

In actuality, the numbers you’re talking about right now aren’t completely terrible. Still, it’s not a huge blessing. In my mind it’s kind of like, “How would you like a kick in the knee that’s not too hard?”

If it were me, I’d much rather spend my $500 a year on travel and be able to go and stay wherever I wanted. Not only does this free you up it that area, but you’d only spend the money when and if you did it. With a timeshare, you get charged whether you show up or not.

This one’s not as bad as if you’d have to pay $8,000 for the opportunity.

But if these were my friends making the offer, I’d have to say no thanks.

If you guys are about to get married you need to learn, as a couple, to make debt a thing of the past and live on a written, monthly budget. Think about it. Once you’re married, your family will have a great income. You could really push and attack that debt, and have it paid off in no time.

As a new couple, you need to learn to set goals and work on things as a team. Budgeting is a great exercise for any marriage, but it’s an especially good thing for newly married couples to learn to do. A budget isn’t just controlling your money. It’s two people sitting down together and sharing their hopes and dreams for the future. Not just that, it’s the process of making an actual, workable, written plan that will help make these dreams become reality.

Don’t do a debt consolidation, Leslie. Debt consolidation is nothing more than a “con,” because you think you’ve done something about the debt problem. But the truth is the debt is still there, as are the habits that caused it. All you did was move it around.

You can’t borrow your way out of debt, just like you can’t get out of a hole by digging out the bottom!

Northern Co-op Foundation Scholarships

Northern Co-op Foundation scholarships for the 2014-2015 school year were awarded to six deserving Minnesota students. Isaiah Pundsack of Grey Eagle was one of the recipients.

Northern Co-op Foundation scholarships are awarded to students from the four state areas of Minnesota, Wisconsin and North and South Dakota who are seniors in or a graduate of high school and who show potential for significant contributions to cooperative organizations. They must be enrolled at an institution of higher learning and will take a course in business or economics that studies the principles of cooperatives.

Upsala High School Homecoming Royalty Upsala’s Homecoming week will begin with Coronation on Sunday, September 21 at 3 PM in the school auditorium. By Pete Boulay, Climatologist, DNR Ecological and Water Resources Division Q: What are the hottest and coldest temperatures on record for the Minnesota State Fair?

A: The hottest day in the history of the Minnesota State Fair was on Sept.

10, 1931, with 104 degrees. The hottest average temperature for the duration of any State Fair back to 1885 is also 1931 with 92.6 degrees. Note that the Minnesota State Fair in 1931 ran eight days from September 5 to 12. Last year was the third warmest fair on record with an average of 88.2 degrees, and it also had the most 90-degree high temperatures on record with six days.

The coolest Minnesota State Fair was during the six-day run of the fair from Sept. 5 to 10, 1898, with an average maximum temperature of 64.2 degrees. The coldest maximum temperature for the fair was 52 degrees on Sept.

7, 1911, and the coldest minimum temperature is 33 degrees on Sept. 13, 1890.

The coolest fair morning in recent years was a chilly 36 degrees on Sept. 1, 1974.

Freeport artist wins 2015 duck stamp contest

Freeport artist Scot Storm has won the 2015 Minnesota Migratory Waterfowl Stamp contest with his painting of a Harlequin duck.

The painting will be featured on the 2015 Minnesota Migratory Waterfowl Stamp and was chosen from among 23 entries in the stamp contest sponsored by the Minnesota Department of Natural Resources. Storm previously won the contest in 2004 with his depiction of a common merganser, and 2009 when the stamp fea-

tured the common goldeneye.

Four entries advanced as finalists that were selected during the contest held Thursday, Sept. 4, at the DNR headquarters in St. Paul. The other finalists were Kurt Kegler, second place; Tyler Maddaus, third place; and Nicholas Markell, fourth place.

A five-member panel of judges from the DNR and conservation groups selected the winning designs.

Digging In Youth Ministry Program Launches September 21 at Grey Eagle United Methodist Church “It boils down to one word, PASSION!” stated Youth Pastor John Young of the Grey Eagle United Methodist Church when talking about the new Digging In youth program.

The Grey Eagle United Methodist Church (GEUMC) is launching one of their biggest ministry projects in a number of years. Starting Sunday night, September 21st, the GEUMC will be starting Digging In. This is a new weekly youth group for students in grades 5 through 12 meeting at the Grey Eagle United Methodist Church starting at 7:00 pm.

“We break the ages down into two groups, a middle school (grades 5 through 8) and a senior high (grades 9 through 12) so the students will be able to hang out with others their own age and invite friends and be together as

they learn and have a great time!” commented John Young.

“Digging In is our weekly community wide youth group program where we will dig in to some of the common situations in a teen’s life and study the Bible in a relevant way to help these future college students and young adults form a solid basis to their Christian faith,” explained John.

Young brings year’s of experience in youth ministry to Digging In as the lead teacher each Sunday Night. “I suppose my teaching style will be a bit different than most have seen in a church setting; but it is much more fun to teach teens with loud and messy than quiet and calm.” reflected John Young when asked about his teaching style.

The night includes a mix of music, games, Bible Lessons, life application teaching, and a small group time to dig into some verse from the Bible. John explained, “It sounds like a lot, but things are going to be so fast paced and tight that our one hour together will just fly by! During the small group time, parents will be sent off to the fellowship hall for some refreshments along with some talking points from the evening’s teachings that they can use with their children as they talk about the teaching that night.”

Digging In is a free youth group event Sunday nights at the GEUMC with the doors opening at 7:00 pm (the program starts at 7:15) and everything is concluded at 8:30 pm.

Propane advancements made in attempt to mitigate costly shortages

The brisk weather we experienced last weekend reminds us that fall and winter are not all that far away. Several factors combined last year to give us a “perfect storm” as it relates to propane fuel availability, and we saw prices soar to alltime highs. The obvious questions are, what’s the outlook for this coming winter season and can that perfect storm occur again? Much depends on the weather and what happens this fall with the corn harvest, and then of course the conditions we experience this winter.

In terms of what has happened with our infrastructure as it relates to propane, several positive things have occurred, along with a couple of negative aspects.

Several companies, including CHS, have stepped up and dramatically increased their storage capability as it relates to rail transportation. An open house was held in Glenwood last week at their newly expanded propane rail unloading facility, and retailers from all

As many as 16 rail tanker cars can be positioned and unloaded at one time at this CHS location, and storage has been increased with the addition of eleven large steel tanks. In all, 1.3 million gallons of propane can be stored on-site. Wait-times for trucks to load product should be reduced as inventory is tracked and deliveries are scheduled at this state-of-the-art facility.

CHS is involved in several other storage upgrades around the Upper Midwest, with the closest being a joint venture at Rockville, Minn. This type of investment is especially important as we go through our first winter without the Cochin Pipeline terminal at Benson, which formerly provided up to 40 percent of the propane used in Minnesota. That pipeline has been reversed and now transports oil drilling materials up into Canada.

Another positive aspect is that the supply of propane in storage is larger than last year; however, it still lags the five-year average. Some end-users have switched from propane to other sources of energy. Crews have been busy in Stearns County this summer

digging in lines that will carry natural gas to large users such as turkey barns in the area. However, the supply of gas also became short last winter when an explosion in Canada caused cutbacks in supply for several days.

More end-users need to increase their ability to store product, and we need to move more propane through the system in the off-season when prices are lower and supplies are greater.

It will probably come down to Mother Nature again, and what she has planned for us this winter. It would appear that the corn harvest will be a wet one again as our cool temps are not pushing the crop to maturity. Low areas in fields sustained some damage from frost last weekend as temps dipped into the low and mid 30s in many areas. When crops freeze and die before they are mature, it slows down the drying process and reduces the quality of the crop. The colds temps last weekend, for the most part, were not a killing frost as mainly the top leaves on plants were nipped.

Warm and windy are the conditions needed to push crops along and reduce the amount of propane needed to dry them.

Walking in “paths of righteousness” does not protect us from the “valleys” of life, but we can be sure that the Lord Himself is with us and will protect us. Though we may be surrounded by what may seem to be the ultimate darkness brought about by evil, we can rest in confidence because we know that God’s presence guarantees His protection.

“Your rod and your staff, they comfort me,” wrote David. These two powerful words, rod and staff were not meaningless words - but words that describe the way that the shepherd guarded and protected his sheep.

The rod was used by shepherds to beat away any external enemy that might harm his sheep. The “crooked” staff was used by shepherds to snatch his sheep from getting in harms way.

So, here we have a picture of how our Shepherd watches over us. He guards us from any external enemy that would attack, defeat or destroy us. He makes certain that they will not come near us nor harm us without His arm being around us. Nor will he allow internal enemies - thoughts or ideas - that would cause us to doubt His love, mercy, grace or salvation to destroy the peace His presence brings us.

Our Shepherd’s rod and staff summarize His role and describe the ways He will care for us if we allow Him. And when we allow Him to become our Shepherd we can say with David, “I will walk through valleys and fear no evil! They will not overcome me.”

Local Municipality Minutes Melrose City August 21, 2014 The Melrose City Council met in a Regular Meeting on Thursday, August 21, 2014 at 6:10 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Joe Finken, Jenny Mayers, Dick Christenson, Tony Klasen, Mayor Tim Vogel, City Administrator Michael Brethorst, and City Clerk Patti Haase.

Mayor Vogel presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to approve the agenda as submitted.

Mayor Vogel then opened the floor to public comment.

Briana Worms spoke at the open forum requesting that the Council reconsider building a splash pad. Ms. Worms requested that the Council consider allocating a portion of the money from the sale of the hospital campus towards the construction of a splash pad.

Ms. Worms presented the Council with a petition containing 250 plus signatures supporting a splash pad at the Sauk River Park. The City Council accepted receipt of the petition and directed that this item be discussed by the Parks and Recreation Board at a future meeting.

The following items were considered for approval under the Consent Agenda: a. The minutes from the Council’s July 17 Special Joint Meeting with the Utilities Commission, the Council’s July 17 Regular Meeting, and the July 17 Special Joint Meeting with the Parks and Recreation Board. b. List of bills in the amount of $ 257,874.85. c. List of investments for the month of July. d. 1) Resolution No. 2014-29: Donation in the amount of $25 from Denis and Mary Ann Wensman towards the Melrose Ambulance Department. 2) Resolution No. 201431: Donation in the amount of $300 from the Melrose Lions towards the Melrose Area Chamber of Commerce Halloween Festivities. e. Fire Department uncollectible accounts in the amount of $500 have been submitted to Revenue Recapture, collections, or written off. A complete list of accounts is on file at the City Office. There was also a total of $284 collected from account holders during this quarter. f. Ambulance Department uncollectible accounts in the amount of $5,751.70 have been submitted to Revenue Recapture, collections, or written off. A complete list of accounts is on file at the City Office.

There was also a total of $3,046.85 collected from account holders during this quarter. g. The Council to give consideration to approval of a Community Festival License - Public Property to The Dam, Inc. for Saturday, August 23, 2014. The event will be held outdoors and a portion of 4th Avenue NE from Main Street to 1st Avenue NE will be closed. This event must comply with City Code Chapter 113.23 (D) which deals with Community Festivals - Public Property. Police Chief Maus and City Administrator Brethorst have reviewed the Community License Application and recommend approving the application. h. Edwin Santana submitted his resignation from the Fire Department effective April 1, 2014.

Mr. Santana served on the Department since 2011.

A motion was made by Mr. Klasen, seconded by Mr. Finken

and unanimously carried to approve the Consent Agenda items.

Police Chief Maus presented the Police Department’s July monthly report. He noted that a total of 13 citations were issued in the month of July. There were 102 verbal warnings. Chief Maus noted there were 267 calls for service during this month, that same number of calls was received in July of 2013. The year-to-date number of calls is 1563 compared to 1529 in 2013. For the month of July 2014, the Department received 27 agency assist calls.

City Attorney Scott Dymoke reported on the projects he has been working on for the City: • New Substation Site: Prepared options agreement for use with potential acquisition of new substation site.

• Trail Extension: Reviewed existing easement agreements to identify potential locations of trail extension connecting the Sauk River Park and the Wobegon Trail.

Reviewed possible locations with City staff.

• Ramirez Annexation: Prepared draft documents for use in proposed annexation of Ramirez property by City of Melrose.

Finance Director Beuning presented the General Fund Financial Second Quarter Report. She noted that overall expenses were at 45% of total budget. Although the first half of property taxes has been received, revenues are lower than expenditures due to the City not receiving any Local Government Aid until July of each year. Property tax and LGA together make up 73.9% of the Revenue Budget.

Director Walz reported on Rose Park and Melrose Mobile Home Park storm shelter. The design for the Melrose Mobile Home Park was in the final stage when the architect withdrew from the project; therefore, Mr. Dufner is looking for a new architect. Rose Park storm shelter plan has been approved by the State and is awaiting further direction from the County. City Administrator Brethorst, Council Member Mayers and Director Walz conducted a drive-through inspection of Rose Park and did note that the road repairs and rain gardens seem to have alleviated some of the standing water issues in Rose Park.

Council Member Mayers asked that an update of Rose Park be incorporated into the monthly meeting

agenda so as to keep cognizant of its condition and progress.

Mayor Vogel noted that in February 2012, the Council and Utilities Commission completed its strategic plan. In 2013, and again in 2014, internal reviews were completed with a staff-facilitated discussion. It was determined during these meetings that once every two years when a new Council is potentially elected, that a professionallyfacilitated retreat would occur off site with the Council and Commission. This has been tentatively set for the evening of March 13, 2015 and all day on March 14, 2015. The venue would be Cornerstone on the evening on March 13 and the Little Birch Room at CentraCare on March 14. The meeting would be facilitated by David Unmacht from Springsted, Inc. as he facilitated the first one in 2012.

A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried concurring with the Commission to conduct a Strategic Council/Commission retreat and contract with David Unmacht for an amount not to exceed $3,000.

Mayor Vogel stated that the City is in receipt of two quotes for legal services for City Criminal Prosecuting Attorney. On average, the City prosecutes 100 misdemeanor files per year.

Quote 1: Stearns Country Attorney’s Office – 100 to 125 cases per year will charge $12,500 for calendar year 2015 and 2016. The County will not prosecute local ordinance violations. The City has taken legal action on less than five ordinance violations over the past several years. Most ordinance violations are resolved without going to court. The City would be required to find legal counsel for ordinance violation. A budget of $2,000 would be set aside for this need.

Quote 2: Pottratz Law Office has quoted $25,000 per year for 2015 and 2016. His fees are capped at the amount noted for two years.

He will perform the duties required for ordinance violations. Pottratz Law Office takes action to collect for restoration and court fines.

As of June 30, 2014, the City had collected $6,646. The average amount collected through court fines from 2010 through 2013 has been $21,000 per year; in 2012 and 2013, it was $17,000, and in 2014, it is projected to be $13,000. As per communication with Stearns County, Matt Quinn and confirmed by

A motion was made by Mr. Vogel to contract with Stearns County for legal services for City Criminal Prosecuting Attorney. The motion was seconded by Mr. Christenson with a roll call vote recorded as follows: For: Mayor Vogel, Council Members Christenson, Finken, and Klasen; Against: Council Member Mayers. It was the consensus of the Council to provide Mr. Pottratz with recognition for his many years of service at a future time.

The Council next gave consideration to Contract Voucher No. 1 from Caldwell Asphalt for the 2014 Sealcoat Project. Mike Nielson, PE with WSB & Associates, has reviewed and recommends approving the contract voucher. This voucher is for $78,278.27 and is less a 5% retainage of $4,119.19. The retainage will be paid upon successful completion of the project.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried authorizing payment of Contract Voucher No. 1 to Caldwell Asphalt in the amount of $78,278.27.

The Council next reviewed the summary map of potential sewer maintenance and reconstruction for FY 2015. Quotes would be received to complete the slip lining; however, design work would need to be completed to resolve the freezing issues along 2nd Street SW. A section of the street would need to be replaced.

A motion was made by Mr. Klasen, seconded by Mr. Finken and unanimously carried concurring with the Utilities Commission to authorizing the design of the sewer maintenance and reconstruction of 2nd Street SW. Mayor Vogel stated that the Council, at its January 23, 2013 meeting, approved the Restated Solid Waste Collection Contract with Bueckers Environmental Services, Inc. with an expiration date of December 31, 2021 and adopted Resolution No. 2013-6, Restating Solid Waste Collection Fees effective April 1, 2013. Mr. Bueckers is requesting rate increases over the next three years with implementation of the 2015 rates to be effective October 1, 2014. Mr. Bueckers addressed the Council noting that due to the increase in business expenditures such as workers comp., vehicle insurance, healthcare insurance and the decrease in revenues from recyclables, they are requesting the Council give consideration to rate increases over the next three years with the 2015 rate increase becoming effective October 1, 2014.

A motion was made by Ms. Mayers approving the proposed rate increase and adopting Resolution No. 2014-30, Resolution Restating Solid Waste Collection Fees. The motion was seconded

by Mr. Klasen with a roll call vote recorded as follows: For: Council Members Mayers, Klasen, Finken, Christenson, and Mayor Vogel; Against: None.

Mayor Vogel noted that the City of Melrose contracts with Stearns County for assessing services. The City has contracted with the County for a number of years of which we have seen a positive relationship. The County charges for this service at cost based on the number of parcels within the community. Melrose has 1410 parcels.

The 2014 rates are: Vacant: $9.50; Improved lots: $12.50; Land with utilities: $10.00.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried approving the Agreement for Property Assessment Services between the County of Stearns and the City of Melrose.

Mayor Vogel stated that a notice was published informing residents that any petitions requesting public improvements for the year of 2015 must be filed with the City Clerk no later than July 23, 2014. The petitions for improvements such as sanitary sewer, water mains, street, and curb and gutter will be given consideration for improvement in 2015. The City Clerk is not in receipt of any filing for improvements.

Mayor Vogel stated that the Council, at its July 17 meeting, tabled action on authorizing the preparation of the plans and specifications on the 1st St. NE project.

Council Member Klasen had requested additional time to review the cost of the project in conjunction with the Five Year Capital Improvement Plan. It was noted that due to the lack of state funding the bridge reconstruction project has been delayed with an anticipated start date of fall 2016 depending on future bridge bonding.

A motion was made by Mr. Klasen, seconded by Ms. Mayers and unanimously carried authorizing not to move forward with the preparation of bids and specifications for the 1st St. NE project. It was the consensus of the Council to push this project back to 2020 or until such time the project would make sense to complete.

Mayor Vogel stated that a claim has been submitted to the League of Minnesota Cities (LMC) for the loss of the fountain. A determination had not yet been made.

A quote was received from Atlantic Fountains for replacement of the fountain. There are two options for the fountain: 1) one for one replacement of the current fountain; or 2) an upgraded 5 HP from 3 HP motor and DMX light controller.

The Council, at its July 17 meeting, tabled action pending the outcome of the claim. New information was not available therefore this matter was tabled and will be revisited at the September meeting.

City Administrator Brethorst reported that seven Requests for Proposal for a Wage and Benefit survey were sent out with two proposals being received. Proposals were received from Flaherty & Hood and Springsted and included costs for a survey for just those positions which were recently up-

dated as a result of the vacated Public Works Director position not being back-filled with a one-forone position as well as a proposal for all City/Utilities positions.

City Administrator Brethorst and HR Coordinator Diane Gruber reviewed both proposals which were relatively close in costs and recommended that Flaherty & Hood, the low bidder, be awarded the project.

The Utilities Commission, at their August 11 meeting, also reviewed this matter and took action to have all positions evaluated and that the project be awarded to Flaherty & Hood.

Flaherty & Hood: $3,000 for nine positions or $4,500 for all positions plus up to an additional $500 for out-of-pocket expenses including travel, copies, mileage, postage, etc.

Springsted: up to $4,750 for all positions plus up to an additional $500 for out-of-pocket expenses including travel, copies, mileage, postage, etc.

A motion was made by Mr. Christenson concurring with the Utilities Commission action to have all positions evaluated and award the project to Flaherty & Hood. The motion was seconded by Ms. Mayers with a roll call vote recorded as follows: For: Council Member Christenson, Mayers, Finken, and Klasen; Against: None; Abstain: Mayor Vogel due to a conflict of interest.

The Utilities Commission, at its August 11 meeting, approved the purchase of the Rausch property for the future location of the west substation. Mr. Rausch and the Property Acquisition/Disposition Committee have reached an agreed upon purchase price for the City of $26,000, which is supported by the Commission and MADA. The Council, at its July 17 meeting, authorized entering into the Option and Purchase Agreement if accepted by Mr. Rausch and then proceeding to closing.

A motion was made by Ms. Mayers, seconded by Mr. Christenson and unanimously carried authorizing the property purchase with Mr. Rausch be finalized.

Mayor Vogel noted that the 2007 Dodge Charger has been stripped down and is no longer in use. Police Chief Maus is requesting authorization to sell the vehicle through an auctioning service.

A motion was made by Mr. Finken, seconded by Mr. Klasen and unanimously carried authorizing the sale of the 2007 Dodge Charger through an auctioning service.

Mayor Vogel presented Resolution No. 2014-28, Resolution of Corporate Authorization. The resolution authorizes the City Administrator/Treasurer, Finance Director, Accounting Clerk, and Utility Billing Clerk to act on the City’s behalf in the handling and oversight of City funds.

Mayor Vogel noted that Hank Schreifels of the Stearns County Environmental Services Department has contacted Administrator Brethorst in behalf of Everardo and Maria Botello Ramirez regarding the possibility of the City’s annexing the Ramirez’ .71 acre residential property located at 32892 County Road 168 in Melrose Township adjacent to the Daylight Court development. The septic system serving the Ramirez household has failed and Stearns County has determined that additional repairs to the system, or even its total replacement, likely will not meet the residents’ needs.

The County believes the only solution to the Ramirez’ wastewater problem is connecting to the City’s public wastewater system. While the City does not have a wastewater main near the Ramirez property, the property could potentially be served by a private force main connected to the City main serving Daylight Court. Prior to such a connection if approved by the City, the Ramirez property would need to be annexed to the City. A petition for annexation has been received from Mr. and Mrs. Ramirez. A public hearing on the requested annexation has been scheduled for the Council’s September 11 meeting. This information is being presented at this time to inform the Council of the pending public hearing.

Mayor Vogel stated that, in an effort to improve the quality of the lake and determine the cause of the blooms as of late, it is proposed by the Melrose Lake Improvement Association (MLIA) to draw down the lake temporarily. This will allow for a several things to occur.

During this period of time, the residents will be able to clean and repair their shorelines safely. The City will be able to conduct a visual inspection of the Lake side of the fixed site dam, complete the annual inspection and exercise the gates of the dam, and complete a sediment study of the Lake in order to determine composition and disposition of the Lake bottom. Further inves-

tigation and planning will also occur during this time in order to determine the cause of the increase in sediment and excess plant growth within the Lake.

Efforts have been made to coordinate with Soil and Water Officer, Sauk River Watershed and DNR. Additionally, a sediment study is recommended to occur of the Lake during or after the draw down. Also, the City and volunteers would work with Bueckers Sanitation to remove large items that have been disposed of over the years into the Lake.

A motion was made by Ms. Mayers, seconded by Mr. Finken and unanimously carried authorizing the notice that a draw down will occur and direct staff to do so.

A motion was then made by Ms. Mayers, seconded by Mr. Christenson and unanimously carried authorizing a sediment study of the Lake to be cost shared with MLIA not to exceed $1,500 by the MLIA. The total cost not to exceed $7,500.

The following informational items were discussed: a. Correspondence from Charter Communications and HD Channel Line-up. b. Thank You note from intern Emily Scholz. c. The minutes from the Utilities Commission’s July 14 Regular Meeting. d. The minutes from the Parks and Recreation Board’s July 14 Regular Meeting.

A motion was made Mr. Finken, seconded by Mr. Klasen and unanimously carried that the meeting be adjourned at 7:10 p.m.

Road and Bridge Report: Ray reported that he had received reports of water damage to 321st Ave., possibly beaver damage. Ray will contact the landowner and the sheriff’s department for information on removing the beaver dam.

Work on 331st in continuing with the shouldering still needing to be completed. It was decided to wait with signing the Mound Lake Access agreement until work on that project was completed. Need to send another letter to landowner about the posts in the road right of way.

Additional agenda items: Received a letter from Todd County regarding a public hearing on a rezoning request.

Public Comment: A comment was made as to why 331st Ave was getting tar when Ascot Road is in such poor condition. The property owner felt that Ascot Road was not being maintained and needed blading as well as work on wash-outs and the ditches.

Adjournment: Motion by Ray to adjourn the meeting. Mike made the second. Meeting adjourned at 8:40 p.m.

Make lifelong memories: Take a kid small-game hunting

By Mike Kurre, DNR Mentoring Program Coordinator Take a Kid Hunting Weekend is Saturday, Sept. 20, to Sunday, Sept. 21, and as mentoring program coordinator with the Minnesota Department of Natural Resources, I encourage you to take advantage of the opportunity to make some memories and pass on your outdoor passion.

During the weekend, adult residents, accompanied by a youth under age 16, can hunt small game without a license, but must comply with open seasons, limits and other regulations.

I’ve never seen a picture of a kid without a big smile while holding their first grouse, squirrel, rabbit or duck. By introducing a young person to hunting, you can complete the circle – because at one time, someone probably introduced you to hunting. In my own life, that person was Uncle Ed. He showed me the ropes to get ready for grouse hunting, and he changed my life forever.

I remember my first grouse like it was yesterday. I was sneaking down the Bass Lake Trail outside of Ely and looking around the bend like Uncle Ed taught me. Lo and behold, there was a grouse picking at clover and grit alongside the trail. I raised my trusty .22 rifle that showed plenty of wear from practicing, and checked to make sure of my target and what was beyond. Bang, the shot was true. Grouse for dinner!

What a proud moment. The firearms training and the one-on-one practical experience my uncle shared with me really paid off. My first ruffed grouse, and to be the provider for a family meal – well, maybe it was just a snack for everybody but it was a true high point in my short life.

I was lucky my uncle and parents were willing to provide the knowledge needed to make a successful adventure.

They made sure I had boots that didn’t leak, the proper ammunition to harvest the game, and they insisted I carry a compass and know how to use it. Mom recommended dressing in layers for a day full of long walks and grandma provided plenty of snacks and a hearty lunch. All were keys to keeping our energy up and experiencing a great day afield.

Even though I completed a firearms safety course, I did have to prove to my uncle that I could handle that old reliable .22 with the utmost safety and accuracy.

So before we even hit the trails, we took aim in an old gravel pit to prove I knew proper safety techniques and that I could hit the broad side of a barn.

A year later, I found a single shot 20-gauge shotgun under the Christmas tree and a few years later, Uncle Ed and I traded firearms – the single shot for his pump 20-gauge. I was on top of the world! Now I was a big-time hunter.

To this day, I cherish the time I spent with Uncle Ed. All the good times of close encounters with wild game and wild places were amazing, and the knowledge he passed on to me has stuck.

Now I’m passing those same skills on to families, kids and adults. The circle is complete. How about you?

Take a step back with a youth or a family member. Try starting them out hunting small game, which can be a stepping stone toward oftentimes challenging big-game hunting.

Think about your fondest memories.

I’m betting many of them took place in the outdoors. Make some life-long memories this fall. For if you don’t, who will?

MnDOT training program prepares snowplow operators for winter More than 90 snowplow operators are currently participating in an intensive training program to prepare them for the worst road conditions a typical Minnesota winter has to offer. The training session began Monday, Sept. 15, and runs through Sept. 26 at the Camp Ripley training facility near Little Falls, Minn.

The Minnesota Department of Transportation’s snowplow operator training program, known as SPOT, is a two-week session that highlights a variety of safety measures, plowing techniques and best practices. The session provides trainees with updates on new equipment, policies and procedures related to winter highway maintenance operations.

“We have more than 1,500 snowplow operators clearing 30,000 lane miles of state highway each winter to ensure that motorists can get to where they want to go,” said Transportation Commissioner Charlie Zelle. “Getting people safely from A to B is a team ef-

fort.”

As part of SPOT, MnDOT maintenance supervisors and other staff provide hands-on training and share their experience and insights with the trainees.

In addition to new MnDOT employees, MnDOT veterans who want to improve their skills and snowplow operators from township, city, county and tribal governments also participate, including 15 operators from the city of Minneapolis this year.

“The session is taught by skilled MnDOT employees and offers an effective way to meet short-term training needs that will lead to long-term improvements,” said Tom O’Keefe, state maintenance engineer. “It is important that we take the time to train snowplow operators so we can provide the best possible service to motorists.”

SPOT began in 2004. When the current session ends Sept. 26, MnDOT will have trained more than 1,300 snowplow operators.
