Teamwork makes work better -By Harvey Mackay Even after playing together for more than 50 years, the Rolling Stones still understand the value of practicing together.

The band commits to two months of rehearsal before every tour, according to the Scoro website.

The routine helps them reconnect with each other’s rhythm until they can communicate and perform almost telepathically. Keith Richards knows what’s going on just by watching Charlie Watts’ left hand, for example. If the tempo of the show starts to sag, a single quick glance between the two sparks a pickup in the pace.

The group understands each member’s distinctive roles: Richards is the band’s spiritual leader, Watts is the backbone, Ronnie Wood is the mediator and lead singer Mick Jagger is the CEO, in charge of everything.

With that understanding, contrary to the famous song lyrics, they can “always get what they want.” And then they share it with the rest of us.

“This is the secret to becoming an excellent team,” the website says.

“There is no substitute for the ongoing commitment and deliberate practice required to build better teams.”

Coming together is the beginning.

Staying together is the development and working together is the key to success. If we all are moving forward together, then success is guaranteed.

Watch how many sports stories you’ll hear and read in the next several months about spectacular teams. Take your pick: the NHL Stanley Cup, NBA championship, Major League Baseball’s World Series, the Super Bowl; it’s easy to find inspirational stories. And a few that might remind you what not to do.

Wikipedia defines teamwork as “the collaborative effort of a group to achieve a common goal or to complete a task in the most effective and efficient way.

The concept is seen within the greater framework of a team, which is a group of interdependent individuals who work together towards a common goal.”

There are so many parts of teamwork.

One is unselfishness. Business author Joe Griffith shares the story about bees that live through the winter by mutual aid. They form into a ball and keep up a dance. Then they change places. Those on the outside move to the center, and those in the center move to the outside. If the bees in the center insist on staying in the center and keeping the others on the edges, all the bees would die.

Another trait (factor) is cooperation as in working together for everyone’s benefit. For example, when Lionel Richie assembled a group of music legends in Los Angeles in 1985 to record the song, “We Are the World,” he posted a sign at the entrance of the music studio saying, “Check your ego at the door.”

Not everyone had a solo in the song, even though every singer was a star. The result of this incredible team effort was a whopping $63 million raised for hunger relief in Africa and other parts of the world.

Yet another is simply putting team members in the proper place to ensure that the team will be successful. Everyone has their strengths. That’s why Yankee great, Billy Martin said you can’t let every baseball player choose their own position.

Otherwise you would have nine pitchers.

Too many people see business as a dog-eat-dog or what I like to call shark-eat-shark world in which the most important thing is looking out for number one. Don’t make that mistake. Support your team, department and organization.

Understand that sometimes you will be the star, and other times you will be part of the supporting cast, or even the water carrier. Remember that every member of the team is important and contributes to

the overall success of the project. Bring whatever talents you have and be grateful that others have different skill sets that complement each other.

I remember when I was a kid; one of the assessments on my report card was “plays well with others.” That description is just as important for adults.

Leonard Bernstein, the celebrated orchestra conductor, was asked, “What is the hardest instrument to play?” He replied without hesitation: “Second fiddle. I can always get plenty of first violinists, but to find one who plays second violin with as much enthusiasm or second French horn or second flute, now that’s a problem. And yet if no one plays second, we have no harmony.”

That pretty much sums up the importance of teamwork.

Mackay’s Moral: For championship results, be a team player.

“The Good Old Days” -By Tom Kuehne Happenings Sometimes I find myself wondering what subject would be interesting for my readers. I sit back and try to mentally relive my life experiences.

Some of them seem so ordinary that they wouldn’t be of interest to anyone. Some are so dumb that I am hesitating to talk about them.

Dumb things include the time I built my first sling-shot. I went out to the woods and found part of a hazel-bush stem that appeared to be the right size and a perfect Y to do the job. When I got home Pa said it would do the job if I was shooting elephants. He suggested that I take my jack-knife and remove the bark and some of the outside wood layers to make it less bulky. He also suggested groves on both tips to hold the strips of rubber cut from an old tire tube. I then found an old shoe to cut a pouch for the rocks I would be shooting. After many adjustments to the length of the rubber strips, the weapon was actually quite accurate. I was imagining the squirrels and gophers I would gather.

The first hunt included collecting a pocket-full of ammunition and making sure that Shep was ready to be a part of the big experience. Somehow that day the squirrels were hiding in their secure hiding places. The gophers all hid in their holes and the chipmunks somehow avoided the small stones headed their way. Frustrated, I saw a paper-hornet nest about 75 feet away. It was about 4 feet from the ground and appeared to be an ideal target. I put a couple of shots through the nest, causing the bees to become very agitated. Shep felt that he should investigate what I was shooting at and became covered with stinging bees. After he vainly tried to wipe

the bees from his head and nose, he came over to me for help, of course he brought the bees with him. I started running and he followed. The result was multiple stings to both of us. Not the successful hunt I had envisioned.

In my adult years, I purchased a factory-made sling-shot that was advertised to be fast and accurate. I found that the sling-shot of my youth was maybe not as fast, but it was much more accurate.

I wish I had saved it so I could hang it in my office as a conversation starter.

Then there was the old sled. Our driveway had a gradual downhill slant, which made it an ideal sledding opportunity.

There was a pile of steer hay bales by the barn. I decided that if I shoveled a path through the snow, I could let the sled be stopped by running into the bale pile... It worked great. The point of the sled went about a foot into the bales. One evening, I don’t know why, but I put out my arm to stop myself before I hit the bales. The result was a sharp pain in my lower arm.

Mother took me to the local doctors office, who did an X-ray and it showed a broken arm. He and my mother were having a conversation about a happening at school, when the doctor said, “I should look at your arm.” He then put one hand on my elbow and the other on my wrist. He gave a sharp tug and I felt my knees getting weak. The arm was set and I was put in a cast from hand to shoulder.

Since it really didn’t cause a great deal of pain, I wasn’t as careful as I should have been and it took 5 days to break the cast.

The new cast had a brace from wrist to shoulder. So it, along with some strong words from my parents, made the cast remain serviceable for 6 weeks. The only positive result of this dumb experience was that I learned to become able to use a fork and spoon with my left hand, both for eating and scratching under the cast.

Dumb things. I’m sure that you are able to remember some things that you remember from your younger years, but usually not telling others about them.

Things like going up the silo to pull up the blower pipes and not saying anything to anyone about how scared you were looking down into the deep hole on one side and hoping that the silo ladder was secure on the other side. You almost felt like giving the ground a hug when the job

Gary Edward Kruzel, age 54 of Maple Grove, passed away peacefully at his home on September 6, 2020.

Gary was born on November 3rd, 1965 in Melrose, MN to Damasius and Leona Kruzel.

Gary grew up in the Sobieski/ Swanville areas and graduated from Swanville High School in 1984. In his younger years, he spent his time playing sports and helping his father with carpentry work and woodworking projects. He was united in marriage on August 23rd, 1986 to Kimberly Fellbaum in Swanville, MN. Gary graduated from Anoka Technical College and spent a long career in the electronic engineering field at various companies.

Gary made sure to always keep himself busy! He enjoyed his time working on cars and fixing electronics of all kinds. He liked cutting wood, mowing lawn, hunting, listening to music, sitting around the bonfire, and spending time with his family and friends.

He is survived by his beloved wife of 34 years, Kimberly (Fellbaum) Kruzel; children, Amanda (Alex) Klang and Daniel Kruzel; siblings Patricia Dickmann, Karen (Butch) Erickson, Allen (Deb) Kruzel, Thomas (Janet) Kruzel; many nieces, nephews, cousins, and friends.

He was preceded in death by parents, Damasius and Leona (Thieschafer) Kruzel; brother Steven Kruzel; father-in-law, Dewayne Fellbaum; brothers-in-law Elvin Erickson and Douglas Dickmann; niece Brenda Dickmann; nephew Allen Kruzel Jr. A memorial service will be planned in the Swanville area at a later date.

Joan G. Machtemes

Mass of Christian burial will be 11 AM on Friday, September 18, 2020 at St. Benedicts Catholic Church in Avon for Joan G. Machtemes, 86 who passed away on September 12, 2020 at the St. Cloud Hospital.

Rev. Gregory Miller O.S.B will officiate and burial will be at the parish cemetery. Visitation will be two hours prior to mass.

Joan was born August 8, 1934 to August and Anna (Kociemba) Lichy. She married Peter Machtemes on August 25, 1953.

Joan is survived by her children, Patricia (Peter) Theisen of St. Cloud, Mike (Anita) of Eagan, Cindy (David) Stolte of Fort Collins, CO, Debbie (Virgil) Stich of Avon and Lisa Welle of Champlin; 10 grandchildren; 16 great grandchildren; sister, Mary Lou (David) Rossmeisl of Gordon, WI and many extended family members.

She is preceded in death by her parents; husband, Peter in 2008; sister, Delores Budde in 2004; and son in-law Grant Welle in 2020.

James “Jim” Haskamp

James B. “Jim” Haskamp, age 76, of Greenwald passed away peacefully surrounded by his family after a short battle with brain cancer on Thursday, September 3, 2020 at his home in Greenwald, Minnesota.

A Mass of Christian Burial was held privately.

James Bernard Haskamp was born March 31, 1944 in Melrose, Minnesota to Joseph and Regina (Yarke) Haskamp. He attended St. John’s Catholic School through the 8th grade and then graduated from Melrose High School in 1963. Jim joined the National Guard in 1964 and completed his basic training in Alabama and South Carolina. He married Diane Athmann on July 8, 1972 at St. Andrew’s Catholic Church in Greenwald. Jim took over his family farm until 2003, and then worked at CHS until his diagnosis.

Jim was a member of St. Andrew’s Catholic Church in Greenwald and the Lake Henry American Legion Post 612. He was a New York Yankees fan his whole life and liked to watch sports. Jim enjoyed traveling with his wife and spending time with his family, especially his grandkids.

Survivors include his wife, Diane Haskamp of Greenwald; children, Karla (Rick) Wensman of Melrose, Kristen Haskamp of St. Cloud, Kelli (Bill) Plucinak of Becker, and Mike Haskamp of Meire Grove; grandchildren, Trevor and Courtney Wensman and Cahil, Jayda, Layla, Laycee, and Clayton Haskamp; siblings, LaVerne Winter, Jerry Haskamp, and JoAnn Rademacher; and his two puppies, CC and Sam. Jim was preceded in death by his parents, Joseph and Regina Haskamp; inlaws, Stanley and Victoria Athmann; and brother, Bob Haskamp.

Shirley Graveen

The Mass of Christian Burial, celebrating the life of Shirley Mae Graveen will be held at 11AM on Thursday, September 24 at the Church of All Saints – St. Mary’s in Holdingford.

Visitation will be held from 4:00-8:00PM on Wednesday, September 23 at the Miller Carlin Funeral Home of Holdingford, as well as one hour prior to the Mass on Thursday. Interment will be in the parish cemetery. Shirley passed away on Tuesday, September 8 in St. Cloud.

Shirley was born on June 12, 1932, in Holdingford, the daughter of Anton and Rose (Meier) Rolfes. On November 21, 1959 she was united in marriage to Larry Graveen in Holdingford at the St. Mary’s Church; their union was blessed with four children. Shirley and Larry shared 33 years of faith and dedication before Larry’s passing in 1992.

Shirley is survived by her children, Dawn (Tom) Bergeson of Gayville, SD, Michael (Theresa) Graveen of Cottage Grove, MN, and Patrick (Pam) Graveen of St. Cloud, MN; grandchildren, Sarah Hudnall, Nathan Bergeson, Christopher Bergeson, Stephen Bergeson, Jacob (Cassandra) Sinner, Bridget (Matt) Scherbing, Rachel (Cole) Krupa, and Nicholas Graveen; five great-grandchildren; as well as other extended family and friends.

She is preceded in death by her husband Larry Graveen; parents, Anton and Rose Rolfes; daughter, Jill Sinner; and siblings, Jeanette (Leo) Achter and Ervin Rolfes.

Allen Edward Kruzel

Allen Edward Kruzel passed away at his home in Maple Grove, MN, on September 6th at the age of 50. He was born on December 12th, 1969 to Allen J. Kruzel and Blanche E. Evridge.

Allen was loved by everyone who knew him for his sense of humor. It was impossible not to laugh when he was around.

He loved to cook and made his famous haluski for family gatherings. He also loved music and singing. Peaches, Seven Bridges Road, and Don Williams will never be the same without him. He also enjoyed playing and coaching youth baseball. He and his slow curveball played town team ball in Swanville and Sobieski for many years.

Allen took pride in his work as an electrician leaving behind many perfectly aligned conduit runs. However, he took the most pride in his children. Allen had four children, (Zachary, Katlin, Tren, and Colten) during his marriages to Tracy (Jackson) Hannah and Janal (Perlinger) Kruzel. They spent many hours playing baseball, football, ping pong and basketball. He loved them deeply.

Allen was preceded in death by his grandparents Damasius and Leona (Thieschafer) Kruzel and Neil and Betty (Tidball) Evridge, his uncle Steven Kruzel, his son Zachary Kruzel, and his nephew Joshua Braaten.

He is survived by his parents Allen (Debora) Kruzel and Blanche Evridge, sisters Carol (Bryan) Kruzel and Kelly (Steve) Kruzel, step-brother David (Theresa) Wood, his children Katlin Kruzel, Tren (Kristen) Dinius and Colten Kruzel, as well as numerous aunts, uncles, cousins, nieces and nephews. He will be deeply missed.

A memorial service will be planned in the Swanville area at a later date.

Margaret Jean “Jeannie” Ronyak

Margaret Jean “Jeannie” Ronyak, age 78 of Holdingford, MN went home to be with Jesus and his blessed Mother on September 8, 2020 at 11:33 a.m. surrounded by family after a fiveyear courageous battle against colon and liver

cancer.

A Mass of Christian Burial was held Saturday, September 12, 2020 at Sacred Heart Catholic Church in Flensburg, MN with Father Albert Holms officiating.

Interment was in St. Hedwig’s Cemetery in Holdingford.

Jeannie Schlosser was born in 1942 in Madison, MN. She attended school in Madison and Mankato, MN and moved to the Twin Cities where she married the love of her life, Bernard. The two were united in marriage in 1967 and had four loving children: Kristen (Daren) Haugan of Andover, MN; Joseph (Roni) Ronyak of Isanti, MN; John (Jody) Ronyak Sartell, MN and Jude of Otsego, MN. Jeannie loved to do crossword puzzles, sing, garden, sit out on the deck and watch the birds, and do bible study. She was a wonderful cook who made the best apple pie in the world. She was a homemaker for the majority of her life and while her own mother (Sylvia) passed away when she was just two years old, she reveled in the role. Most of all, she genuinely loved Jesus and his Blessed mother and passed this love and devotion onto her children and grandchildren.

She was preceded in death by her parents, Cletus and Sylvia Schlosser, brother Jude, and nephew Eugene.

She is survived by her husband of 53 years, children, 16 grandchildren, and 1 great-grandchild.

Upsala EMS, Fire Search and Rescue Drill

The Fire Departments and First Responder groups of Morrison County will be conducting a search and rescue exercise on Saturday, September 26, 2020. The drill will be conducted in and northeast of the City of Upsala. Exercises will be happening from 8:00 a.m. through mid-afternoon.

Emergency responders will be responding to search and rescue scenarios in remote wooded areas of the rural Upsala community. Medical and rescue helicopters will also be part of this exercise.

Medical and rescue helicopters will be in the air in and around the city from approximately 10:00 a.m. to 1:00 p.m.

Search and rescue duties are among a multitude of emergency services delivered by these organizations. A major component of this exercise is to integrate the specialized services provided by the use of

medical and rescue helicopters.

Medical helicopters are operated by North Air Care and Life Link, based at the Alexandria airport. A rescue helicopter from the Mobile Aviation Rescue Team (MART) will also be included in the exercise. The MART is a collaboration of efforts between the MN State Patrol and St. Paul Fire Department. This team specializes in assisting local responders in performing rescues from isolated or often inaccessible locations, and is based at Holmen Field in St. Paul.

Emergency crews will be working adjacent to public roadways that day. For the safety of the exercise responders, and the general public, the Upsala First Response Team asks for heightened awareness of an increase in emergency vehicle traffic, both on the roadways and in the air during the mid-day hours of Saturday, September 26.

Emergency vehicles will not be traveling with emergency lights or sirens, but will have them flashing while working alongside roadways.

Frederick John (Fred) Stalberger

Frederick John (Fred) Stalberger, age 66 of Buffalo, formerly of Avon/ Albany passed away peacefully on September 6, 2020 at the Buffalo Hospital following his final battle with bilateral pneumonia… and yes, he did avoid getting COVID. He was born on July 12, 1954 to Anthony and Marie Stalberger. He attended Albany High School and received his Certificate of Attendance.

Over his years, Fred was employed by WACOSA, Options, and Functional Industries/Jacob’s Center. His retirement years were spent attending the Seniors program at Jacob’s Center until his move to Park View Care Center in May 2014.

Fred’s life was filled with so much joy and happiness… his hats, Super Hero coloring books, looking at books/magazines, listening to music, stories, cartoons; sorting his sports cards, painting with Suzy, the sound and lights of his sonic phasers, his guitar and accordion, spending time at the lake, fishing, Perkins and McDonalds… he loved food especially pizza, cheeseburger, French fries and POP (POP even in his final days)! Fred was a very special gift to all who knew him.

We learned many life lessons knowing him… unconditional love, patience, determination, endurance, tolerance, and understanding.

He taught us well.

Fred is survived by his loving family; Judy Steeber, Leon (Barb) Stalberger, Charles (Mary) Stalberger, Mary (Robert) Smith; many nieces, nephews, grandnieces and grandnephews; Marsha Eull, his foster care provider for 18 years; and many, many special friends and caregivers at Park View and the Buffalo Hospital. We will miss him but his memory will remain in our hearts forever.

Fred was preceded in death by his parents, Anthony and Marie Stalberger, niece Michelle Ann Smith Groth and brother-inlaw Michael Steeber.

Morrison Co. Sheriff’s Office

September 5, 2020: Received a report of a 2006 Sterling dump truck taken from Cable Road, approximately one mile east of Swanville, MN. According to the Sheriff’s Office, the dump truck was taken from Swanville Redi Mix on 9-05-2020, between the hours of 3-7 am. The dump truck was located nearby in the ditch off Cannon Road. The suspect(s) did extensive damage to the dump truck.

This theft case is under investigation and the Morrison County Sheriff’s Office encourages residents to contact their office at (320) 632-9233 with any information.

Swanville Redi Mix is offering a $500 reward for any information that leads to an arrest and conviction.

September 13, 2020: At approximately 6:30 p.m., received a report of an ATV crash with injuries at a residence off Dove Road, approximately one mile south of Flensburg, in Swan River Township.

According to the Sheriff’s Office, 22-year-old Jesse Bartkowicz of Swanville, MN was driving a Polaris Ranger side-byside with a passenger, 24-year-old Dalton Schneider of Little Falls, MN. The side-byside was being operated at a residence off Dove Road in a corn field. The driver lost control of the side-by-side causing it to roll, ejecting the passenger. Schneider was transported to St. Gabriel’s Hospital by Mayo Clinic Ambulance with unknown injuries.

Jesse Bartkowicz was taken into custody and transported to the Morrison County Jail where charges are pending for DWI and Criminal Vehicular Operation.

The Morrison County Sheriff’s Office was assisted at the scene by the MN State Patrol, Bowlus First Response Team and Mayo Clinic Ambulance.

A graveside service will be 1:00 p.m., Saturday, September 19, 2020 at Immanuel Lutheran Cemetery in Albany for Delbert A. Christen, age 89, who died Sunday at his home.

Delbert was born in Albany, MN to Robert and Clara (Koglin) Christen. He married Ronette Sabrowsky on June 28, 1949 in Immanuel Lutheran Church, Albany, MN. Delbert worked for Great Northern Railway for 42 years.

Police Chief Maus presented the Police Department’s June 2020 report. Chief Maus noted there were 292 calls for service during that month, compared to 347 calls for June 2019. A total of 26 citations were written for the month of June. There were 47 verbal warnings and 2 written warning. The year-to-date number of calls is 1968 compared to 2320 in 2019. For the month of June 2020, the Department received 23 agency assist calls. The Melrose Police Department has been dealing with noise issues related to dirt bikes. One citation has been issued after having issued 4 warning prior to the written citation.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Nuisance properties: Worked with staff on the 4 abatement orders of which 3 have been resolved. One is still moving forward with enforcement.

• Worked with staff on variance requests to ensure that request are appropriate with City ordinances.

• Working with staff on the Rose Park violation. Attorney Dymoke reviewed the current status and provided options for remedying the situation. Attorney Dymoke stated that the City may pursue a civil or criminal process.

Attorney Dymoke stated that he prefers the civil process.

The Council concurred with city attorney Dymoke to pursue the civil process.

Community Development Director Atkinson provided an update on the year to date building permits.

Ms. Atkinson also reported on proposed amendments to Chapters 500, 600, 700 and 1500 of the Zoning Code.

Director Atkinson also reported that four businesses have received Emergency Revolving Loan Funds to help mitigate COVID-19 impacts. Also 1 Rehab Forgivable Commercial Deferred Loan in the amount of $5,000 was approved by MADA on June 11, 2020 for the proposed daycare building.

Mike Nielson with WSB & Associates provided an update on the various city projects.

Pavement Management Gary Middendorf and Mike Nielson looked at 12th Avenue from Main Street to Kraft Drive. The road is showing some distress and beginning to pothole in several areas. The 2016 Pavement Management report showed the recommended repairs as a mill and overlay. Streets/Parks Supervisor Middendorf has asked if a Micro-Surfacing would be beneficial as an interim solution to a mill and overlay. WSB has reviewed this segment of street for a possible MicroSurfacing and have a strong opinion that the wear course on this street is beyond a surface application repair. We recommend that pavement cores be taken to determine the condition of the base course to confirm that this street is a good candidate for a mill and overlay project. Based only on the age of the road and a visual inspection Mr. Nielson believes that a mill and overlay is the appropriate solution for the deteriorating surface conditions, but the pavement coring’s would confirm this. The next step would be to complete the pavement coring’s and prepare an estimate of cost to see where this project may fit into the Capital Improvement Program.

WSB Project No. R-014036-000 – CR 65 Drainage Improvements -Contractor: Anderson Underground. No changes from last report. I contacted Molitor again and he still has not confirmed his schedule for this work.

WSB Project No. R-015456-000 2020 Street Improvements including 5th Street N, 4th St. N & 3rd Ave N.To date Mark Lee Excavating has completed removing the bituminous and has begun on the subgrade excavation on the west end of the project and have progressed to just east of 2nd Avenue. The contractor is about 2 weeks behind schedule but have indicated they will be able to meet the August 1st deadline. Roger Avelsgard has added conduit crossings at 5 locations on 4th Avenue and 3rd Street NE. The Melrose Electric Department crew will be doing the digging and Mark Lee Excavating will be backfilling and compacting the trenches. We have agreed to increase the working days by one day.

WSB Project No. R-015524-000 Casey’s South Site Inspection – At my last site visit the work to raise the berm had begun. We are moving forward with the work to eliminate the standing water at the intersection of Country Club Drive and CSAH 13. The work will include removing curb and sidewalk at the SW corner and replacing at grades to allow the water to drain to the curb. This will require the removal of bituminous in the SW quadrant of the intersection from the centerline of Country Club Lane to the thru lane of CSAH 13.

Multi Family Site Evaluation: No work has been done on this since our last update at your request.

WSB Project No. R-015500-000 Melrose Road, Dam, and Bridge – Stream Analysis: - USACE stream calculator tool survey, vegetation survey, and extending wetland delineations as needed the week of July 6th.

- Supplemental roadway survey to be completed the week of July 13th.

- The project is approximately one month behind schedule.

- Once we receive the survey data, we will proceed immediately with populating the USACE tool.

Structures: - No update since 5/14/20 project update.

- Submitted draft O&M to City on 3/16/2020.

A conversation is needed between WSB and City to complete information in the document regarding the City’s protocols that will be included in the document.

This conversation should occur before mid-September.

- Need approval of the stream alignment and typical section prior to moving forward with detailed design.

City Administrator Winter provided an update on the Minnesota Special Legislative Session. Stearns County Attorney Report was included in the Administrator Report. The State Demographer report shows Melrose population for 2019 is estimated at 3,680 and 1,336 households.

The Council gave consideration to the request for an On Sale 3.2% Malt Liquor License and Wine License to be issued to Maria De Lourdes of Martinez Meat and Grocery. A background investigation has been conducted by the Melrose Police Department on Maria DeLourdes Martinez and no records have been found. Minnesota law requires cities to obtain proof that all licensees provide workers’ compensation insurance for their employees.

Also, the City must obtain licensees’ social security numbers and Minnesota and federal tax identification numbers for the Department of Revenue’s use. The documents have been received. Approval of the license should be contingent upon receipt of the necessary certificates of insurance as to dram shop and general liability. A motion was made by Mr. Hill to approve issuing the On Sale 3.2% Malt Liquor License and Wine License to Martinez Meat and Grocery. Melrose City: July 16, 2020 The Melrose City Council met in a Regular Meeting on Thursday, July 16, 2020 at 6:00 p.m. via global/ GoToMeeting pursuant to due notice being given thereof.

Present were Council Members Tony Klasen, Mark Hill, and Travis Frieler, City Administrator Colleen Winter, and City Clerk Patti Haase. Mayor Joe Finken and Council Member Justin Frieler were absent. Acting Mayor Klasen presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Travis Frieler to approve the agenda as amended. The motion was seconded by Mr. Hill with a roll call vote recorded as follows: FOR: Council Member: Travis Frieler, Hill, and Klasen. AGAINST: None.ABSENT: Council Member Justin Frieler, and Mayor Finken Acting Mayor Klasen then opened the floor to public comment. There were no comments.

The Council to give consideration to Pay Voucher No. 1 from Mark Lee Excavating for the 2020 Street Improvements. The total due on Pay Voucher No. 1 is $66,556.12 less retainage of $3,327.81 for an amount due of $63,228.31. Pay Voucher #1 has been reviewed by WSB Engineering and is hereby recommending approval. h. Police Chief Craig Maus is requesting council approval to put Darren Bettin on our Police Reserve Squad pending a successful background and physical. i. Fire Chief Tom Budde is requesting Council approval to hire Joshua Leaf, and Dakota Huston. The oral interviews and physical fitness tests have been completed. Hiring of Mr. Leaf and Mr. Huston is contingent upon successful background investigations and passing pre-employment physicals. The Fire Department will be conducting additional interviews next Tuesday, July 15. Staff will provide additional candidates upon notification from Fire Chief Tom Budde. The hiring of these candidates would also be contingent upon successful background checks and passing pre-employment physical. In addition, Fire Chief Tom Budde is recommending the hiring of Dustin Rademacher, Allen Wieling and Matt Joseph pending passing background investigation and passing pre-employment physical.

ABSENT: Council Member Justin Frieler, and Mayor Finken The Melrose City Council held a public hearing to consider the request of Maria DeLourdes Martinez of Martinez Meat and Grocery for an On-Sale 3.2% Malt Liquor License and Wine License. A public hearing is required because of City Code Chapter 113 Liquor Regulations.

The regulations require a public hearing before granting a new license or transfer of a license. The City Administrator presented the Affidavit of Publication of the hearing notice which was published. Acting Mayor Klasen asked if there was comment from the Public. There being none the public hearing was closed at 6:03 p.m.

The Melrose City Council next held a Public Hearing to consider a request to vacate portions of existing drainage and utility easements that are no longer needed on the Warrior Boats site at 16 Industry Parkway NW, legally described as follows: Lots 1, 2, 3 and 4, Block 6, Melrose I-94 Industrial Park, according to the plat and survey on file at the Stearns County Recorder’s Office. Ms. Brennan has completed a legal review and provided opinion via email to Administrator Winter dated 6-18-20. MRES has completed the technical review and is recommending execution. Staff has reviewed the contract and is recommending execution. The contract is a 30-year contract which requires the City to execute. In 2012 the PUC approved a similar contract. The Melrose Public Utilities Commission at its June 22, 2020 meeting recommended the Council approve the contract. A motion was made by Mr. Hill approving the Western Area Power Administration Contract. ABSENT: Council Member Justin Frieler, and Mayor Finken Acting Mayor Klasen noted that Matt Hill requested a reduction in the assessments for the two Daylight Court lots abutting his lot, which was approved on the June 18, 2020 City Council agenda. He requested the assessment be reduced to $10,500. It was inadvertently and erroneously in the packet and discussed at the meeting as $10,000. The motion below includes the original motion, with a correction of the amount to $10,500 per lot. A motion was made by Mr. Travis Frieler to clarify and correct the June 18, 2020 assessment reduction approval for Parcel Number 66.36668.0003 (Lot 4 Block 1 Daylight Court) and 66.36668.0001 (Lot 2 Block 1 Daylight Court) to $10,500 per lot, to match the request from Mr. Hill, less any previously paid assessment amounts, subject to condition that it is only applicable when the lots are combined with one or more existing abutting lots and the condition that no new home or housing unit may be created. The City reserves the right to collect the original assessment amount plus interest, less any payments made on the assessment, should a new home be created on either of these lots in the future. ABSENT: Council Member Justin Frieler, and Mayor Finken Acting Mayor Klasen noted that staff sent an email to Shaggy’s Towing on June 26 requesting an update on the removal of the tarp covered structure that was put up without a permit. There was no response. Staff sent a follow up email on July 8, 2020 and copied Collins Brothers Towing on the second email. This is what was sent on July 8: As you are aware, Staff sent a notice to Shaggy’s on October 21, 2019 noting a structure appeared to be under construction without a permit and appeared to not conform to building codes. Shaggy’s was given until November 13, 2019 to remove the structure. Staff extended the deadline to June 15, 2020. The structure has still not been removed. The City Council was informed of the non-compliance at their June 18, 2020 meeting as is typical for code enforcement issues. They would like an update on the schedule for the removal of the tarp covered structure.

Please contact staff by July 9, 2020 regarding the status and proposed timeline for the removal of the tarped structure. Staff also contacted Collins Brothers Towing; however, they have not responded. Mr. Schneider had spoken with Mayor Finken and stated that the intent is to build a structure on the property. Mr. Finken would be willing to work with Mr. Schneider on an extended deadline to work through the process. The Council by consensus tabled this item until the August meeting.

Acting Mayor Klasen stated staff has been working with Arce Auto regarding bringing the site into compliance with their approved CUP. Surfacing, in particular the timing of acquiring crushed bituminous, reluctance to remove the granite chips before the crushed tar is installed and the conflict regarding removing the cars for sale from the granite chip area, and the lack of soil or plants in the landscape planters are the remaining concerns. Cars parked on the grass continues to be a concern from time to time. Dumpster screening will be resolved when the new building is complete. Ms. Atkinson noted that progress has been made, however the site is still in non-compliance. Mr. Arceneau stated that he will remove the granite and replace with crushed bituminous. He is waiting to hear from MN DOT how the I-94 project bituminous tears up. If the bituminous pieces are too large Mr. Arceneau will look at alternatives. A motion was made by Mr. Travis Frieler to issue the building permit. The motion was seconded by Mr. Hill with a roll call vote recorded as follows: FOR: Council Member: Travis Frieler, Hill, and Klasen. AGAINST: None. ABSENT: Council Member Justin Frieler, and Mayor Finken Community Development Director Atkinson stated that staff has been working on the list of violations related to the mobile home that was moved into Rose Park with without a permit. Dear Motor Medics, I drive a 2006 Ford F-150 Super Crew truck with 140k miles on it.

The truck has worked very well and until this year I have not replaced anything other than brakes. This last 12 months have not been so uneventful. I started out with a check engine light and ended up spending almost $1400 in repairs which included 2 oxygen sensors and all 8 ignition coils and spark plugs. The next repair was a driver’s side catalytic convertor and then last month a passenger side convertor which they noticed had a rattle while they were replacing my transmission. I thought I was done with repairs until I started getting a rattle when I come to a stop which was diagnosed as a cam phaser failure. Because of the miles they say I should replace the entire engine with a rebuilt one instead of just replacing the phasers. What are your thoughts?

-Luke in Albion, Nebraska That is a fair number of miles for one of these trucks depending on how it has been used and maintained. Coils are a common failure and if not addresses right away can lead to failed convertors and oxygen sensors. As for the transmission it sounds like bad luck. On the cam phaser side, it is rarely just a phaser. In our shop we often see a drop in oil pressure internally at the phaser due to wear which requires engine replacement not just phaser repair.

The strange thing is that when she drives by herself the car may go three weeks without blowing a single fuse but when she has her friends with her its almost every time. What could cause it to blow and why would other passengers in the car have to do with it or am I just imagining things?

-Billy in Leroy, Minnesota These cars are not known for many common turn signal issues but there is one thing we sometimes see just on the passenger side signal. We have only seen it twice in ten years so it’s not a glaring issue but in your case it is possible. So, the mirrors have signal lights in them. If the light in the mirror becomes shorted, it could blow the fuse. The only way to know for sure is to remove the door panel and disconnect the mirror and see if the fuse blowing stops. As for passengers in the car, if the door is opened often it may cause the mirror to short more.

The Melrose Police Department has been notified that Leedstone will no longer accept stray or abandoned animals. Police Chief Maus has been looking at other locations that would take these animals. Staff looked at other vet services, kennels and doggy day care The St. Cloud Humane society will not take on new animals. Chief Maus stated that the Animal Care Act does impose some issues for city staff to operate an animal shelter. City Administrator Winter has spoken with David Tomsche. Ms. Winter will be meeting with Dr. Overby in the near future to discuss a potential contract with the vet clinic. The Council by consensus directed staff to meet with the vet clinic and to discuss with the Water/Wastewater Supervisor what would be required to meet the Animals Care Act should the City determine to house the stray dogs at the WWTF. Acting Mayor Klasen stated that at this time the City of Melrose has been allocated $3.5 million from the bonding bill for our WWTF upgrades. This is $2.25 million short of the request that was made , but staff is working through changes to see what we can cut from the WWTF project. The final bonding bill has not been voted on at this time.

City Administrator Winter received a request by the Senior Center Board to reopen the Sr. Center that is located at City Center. It has been closed since March 16th.

When City Center was reopened on June 1st, the Sr. Center was not reopened at that time based on guidance from the State of Minnesota. I have been in contact with several area City Administrators and Sauk Centre and Cold Spring are allowing their Sr. Centers to open. I would recommend that if the Sr. Center were to reopen that it operates under a COVID19 Preparedness Plan similar to the one that was put in place for the City. I would also recommend having a provision that holds the City harmless if a Senior were to contract Covid - 19. A motion was made

ABSENT: Council Member Justin Frieler, and Mayor Finken Acting Mayor Klasen stated that the City has received $276,154 from the CARES Act, which is to be used on COVID related expenses: Over the past several months, we have asked departments to track their COVID related expenses. In conversations with area City Administrators, many communities are providing grant funds to local businesses that have been impacted by COVID. I would recommend that the COVID funds be allocated as follows: 1. Pay directly for COVID related expenses for City/ PUC/Fire/Ambulance. This includes any PPE, cleaning supplies, extra custodial services, HVAC services, additional staff time, coverage of City Administrator, Finance Director salaries specific to COVID. 2. For those businesses that received a loan through our revolving loan fund, I would recommend that that loan be forgiven.

3. Set up 2nd phase of forgivable loans for the business community. City Administrator Winter would like to have this go through MADA for a recommendation.

4. There may also be a provision to give grants to individuals to help pay for utilities. We are still working through this particular item. If we are able to do so, City

The Council by consensus directed staff to conduct further research on how the money can be utilized and to work with the local businesses.

The minutes from the Utilities Commission’s June 22 Regular Meeting Budget Update: Finance Director Beuning is starting the compilation of the 2021 budget. Typically, the City Council meets in August for a budget working group meeting to discuss the preliminary budget prior to its adoption at the September Council meeting. We are proposing to set the working group meeting to prior to the August 20th scheduled council meeting, at 4:30. 2nd Quarter Ambulance Report A motion was made by Hill to adjourn the meeting at 7:46 p.m. The motion was seconded by Mr. Travis Frieler with a roll call vote recorded as follows: FOR: Council Member: Hill, Travis Frieler, and Klasen. Town Clerk’s Report: Clerk presented the claims list for August. Claims list included claims 3483-3491-for a total of $6,987.67. Ray made the motion to approve the claims as listed. Mike made the second, Motion carried.

Mail included P&Z letters and a U of M newsletter. Ron received a Pipeline awareness letter.

Road and Bridge Report: Some discussion on whether spraying all roads for dust control would save the Township money. Ray stated the rocks put in the washouts were holding. Crack filling would probably start this week. Cozy Cove resident asked about tar, however, that also is a rustic road. Ray questioned whether Arden and 295th and Arden and Arbor intersections should have speed zone signs. Mike made the motion to have those installed, Ray made the second, all in favor. Motion carried. New culvert on Boxelder Dr. has been installed in new driveway.

Additional agenda item: Discussion on the Cares Funding Act- Mike made the motion to have someone to do the cleaning and sanitation for the November election, Ray made the second. All in favor, Motion carried. Motion by Mike and 2nd by Ray to apply for the 80-20 grant monies from the County. All in favor. Motion carried.

Board members will get bids for projects and supplies to use the grant dollars.
