I’ve been writing this nationally syndicated column for 21 years now, and it seems that the Mackay’s Morals I create for each one really stick with the readers.

Every three years, I dedicate a whole column to some of my most memorable morals: • No one is as important as all of us.

Obituaries Leonard Skalsky

L e o n a r d Skalsky, 89 year old resident of rural Swanville, MN passed away Sunday, October 6, 2014 at his home in rural Swanville, MN. A Funeral Service will be held at 12 P.M. on Thursday, October 9, 2014 at the Shelley Funeral Chapel in Little Falls, MN with Father John Odero officiating. Burial will be at Minnesota State Veterans Cemetery north of Little Falls, MN. Visitation will be from 11 AM 12 PM on Thursday at the Shelley Funeral Chapel in Little Falls. Military Honors will be conducted by the Minnesota State Honor Guard.

Leonard was born on March 9, 1925 to the late Jake and Mary (Gerving) Skalsky in Glen Ullin, North Dakota. He attended school in the Glen Ullin area. In February 1943, Leonard enlisted in the United States Navy. He served aboard the air craft carrier, U.S.S. Bougainville in the South Pacific, until his honorable discharge in 1946.

After, Leonard went to work for Northern Pacific Railroad in Montana as a carpenter on Bridge and Building. He was united in marriage to Charlotte Squires on April 10, 1948 at Forsyth, Montana. Later, the couple moved to Lead, South Dakota, where Leonard worked in the Homestake Gold

Mine for 10 years as a contract miner. Being born and raised on a farm, he decided to go back to farming and purchased a dairy farm near Elmdale, Minnesota and farmed there until his retirement. After retiring, Leonard moved to the Swanville/Upsala area to a hobby farm where he enjoyed raising a few steers and pigs. He enjoyed going out to dinner at Hillcrest in Albany, Kentucky Fried Chicken in Little Falls on Sundays and occasionally at the Upsala Senior Center. Leonard was a past commander of the Upsala American Legion and a Life member of the Swanville V.F.W. and Vice President of the Upsala Historical Society.

His proudest part of his life was raising his 6 children as a single father with no welfare or child support from their mother.

Leonard is survived by children, Clinton of St. Cloud, MN; Chester of Little Falls, MN; Calvin (Alice) of Browerville, MN; Lester of Eagle Bend, MN; Linda Hubbard of Worth, MO; and Carrie Riddle of Little Falls, MN; 11 grandchildren; brother, Clifford of Mandan, North Dakota; sisters, Lorraine Sheppard of Billings, MT; Virginia (Fred) Muller of Denver, CO; Arlene Schotz of Glen Ullin, ND; Shirley Grose of Bismarck, ND; and many nieces and nephews.

He was preceded in death by his parents; brothers, James, Clarence, Ervin, Ernie; sisters; Florence Muse, Betty Vogel and Bernice Korch.

Pallbearers will be Calvin Skalsky, Joe Gardner, Gary Hubbard, D.J. Hubbard, Bruce Johnson and Joe Johnson.

store. Kayla was very involved in Special Olympics and was nominated Female Athlete of the Year in 2007, earning many awards, medals, and ribbons throughout the years. Kayla loved being with her family and friends and especially loved being with her many nephews and nieces. She had a huge passion for animals and loved growing up on the family farm. Kayla also loved attending sporting events. She was a member of Seven Dolors Catholic Church.

Survivors include her parents, Kevin and Debbie Wolbeck, Albany; sisters, Melanie (Greg) Cimenski, Royalton; Jenny Wolbeck, Sartell; Kim (Mike Meyer) Wolbeck, Rice; and her brother, Jeremy Wolbeck of Albany.

She is also survived by her grandparents, Bert and Lorraine Sand, Freeport; Ludwina Wolbeck, Grey Eagle; and her nephews; Shaun, Evan (Godson), Jayse, Colten, nieces, Bethany, Hannah, Hailey, Kyllie and Shelby. She is also survived by special friend, Pat Mccue of Sartell.

Kayla is preceded in death by her sister, Marie Wolbeck in 1991, uncle Ronald Sand and grandfather, Lawrence Wolbeck.

The Mass of Christian Burial, celebrating the life of Kayla Marie Wolbeck, age 23 of Albany, will be 12:00 Noon on Thursday, October 9 at Seven Dolors Catholic Church in Albany. Burial will be in the parish cemetery.

Kayla passed away surrounded by her loved ones on Friday, October 3 at the St. Cloud Hospital. There will be a visitation after 11:00 AM Thursday at the MillerCarlin-Brenny Funeral Home in Albany.

Kayla was born on January 15, 1991 in Sauk Centre, MN to Kevin and Debbie (Sand) Wolbeck. Kayla grew up on a farm in Albany and graduated from Albany High School in 2009. Kayla recently moved to Sartell and loved her new place. She has worked for Wacosa for over three years and enjoyed working at the ThriftWorks!

Vernon C. Sohr

Services celebrating the life of Vernon C. Sohr, age 94 of Albany were held on Tuesday, October 7 at Our Saviors Lutheran Church in Albany. Burial followed in the Our Saviors Lutheran Cemetery. Vernon died peacefully on

October 12, 1940 in Cumberland. The couple moved to various areas while Vernon worked as a Group Leader for Honeywell.

They also owned the “Hillcrest Resort” in Ogilvie. Vernon retired in 1982 and the couple moved to Albany in 1996. He was a member of Our Saviors Lutheran Church.

Vernon is survived by his children, Judy (Clarence) Fischer, Albany; Bill (Catherine) Sohr, South Haven; Larry (Sandra) Sohr, Andover and Barry Sohr, WA. He is also survived by his sister, Joyce Roycraft, Brooklyn Center; 12 grandchildren, 12 great-grandchildren and two great-greatgrandchildren.

Vernon is preceded in death by his parents, his wife Pearle, on May 8, 2000 and his sister, Betty Mouchka.

Edmund Nelson

E d m u n d Nelson 89 year old resident of Upsala, MN passed away Sunday, October 5, 2014 at his home in Upsala, MN. Memorial service will be held at 11:00 am on Thursday, October 9, 2014 at Gethsemane Lutheran Church in Upsala, MN Rev. Craig Johnson will be officiating. Burial will be at Gethsemane Lutheran Cemetery in Upsala, MN. Visitation will be from 10-11 am on Thursday at the church.

Edmund L. Nelson was born on November 3, 1924 in Elmdale Township to the late Charles and Clara (Anderson) Nelson. Ed attended Upsala Area Schools.

He was confirmed at Gethsemane Lutheran Church In Upsala in 1939, where he was a lifetime member.

He drove school bus in the Hopkins School District for many years and worked as a farm hand for many farmers. Ed married Virginia Thompson on October 12th, 1991 and they lived in Upsala at Valley View

Apartments up to the time of his death. Ed loved spending time with family and friends and playing cards especially Wild 500. He also loved collecting old car and tractor models.

Left to cherish his memory are his wife of almost 23 years Virginia Thompson of Upsala, step-daughter Bev (Rollie) Johnson of Upsala, step-son Wes Thompson of Sartell, MN, 7 step-grandchildren Dawn (Rodney Hayes) Janssen, Melissa (Tom) Hodge, Rollie (Joan) Johnson Jr., Melanie (Sam) Waweru, Mike Thompson, Lonnie (Amanda) Thompson and Allen Thompson, 18 step-great grandchilden, and 2 stepgreat great grandchildren and one on the way (due November 2014). Brother Jerry (Sue) Nelson of Auburn, CA; sisters Della Merchant of Crystal, MN and Shirley (Carl) Drugge of Minneapolis, MN, and many nieces, nephews and friends.

Ed was preceded in death by his parents, Charles and Clara Nelson, brother Lloyd Nelson and sisters Doris Tuma and Vinie Gray.

Casket Bearers will be grandsons and great-grandsons; Rollie Johnson Jr., Lonnie Thompson, Allen Thompson, Mike Thompson, Russell Janssen, Logan Janssen and Riley Johnson.

It’s in a small, rural town with little industry, and we’ve been told that the place would be worth $85,000 if it’s cleaned up, compared to $75,000 as-is. Should we spend about $10,000 to really clean it up, replace a few things and make it presentable to sell it faster?

-Terri Dear Terri, It’s really up to you guys, because both options — whether you’re sitting on the house or rehabbing it — are going to take time and emotional energy.

From a real estate person’s perspective, houses always sell better when they’re shined up and looking nice. When a prospective buyer walks in and sees and smells new carpet and fresh paint, they don’t have to strain their imaginations looking past everything. When you force potential buyers to look past things, it usually ends up costing you money.

In most cases, if you spend $10,000 you gain more than what you put into the house. Honestly, I think one of the numbers you’ve given me is wrong — either the $85,000, the $75,000 or the $10,000 you think it will take to fix up

the place. In other words, if you spend $10,000 on a project like this, you’ll usually gain $20,000 when you’re talking about stuff like a thorough cleaning, new carpet and flooring, fresh paint and basics like that. My guess is if the place is worth $85,000 fixed up it’ll probably bring about $65,000 as-is.

If it’s me, I’m going to clean the place and fix it up. I’ve done hundreds, if not thousands, of these kinds of deals, and I can’t stand to try and sell something that’s dumpy, grungy and out of shape.

Do not let your leaves grass clippings etc. go into anything that can enter the lake, rivers or streams. When doing fall yard and lake shore cleaning always rake away from the waterway.

• Leaves are phosphorus and nutrient rich which can aid abet and feed weed growth and algae.

• Leaves are harmful to Lakes, Rivers and Streams.

In fact, If you see leaves etc. on your shore rake them out and bag them up or use

them for compost etc.

Also, leaves should not be burned on the lake shore. Ashes cause weeds to grow and pollute our lakes, rivers and streams.

The topic of long-term care is one area that needs to be looked at by the Legislature when it returns for its next session in January. Many nursing homes, especially those in out-state Minnesota, are finding it difficult to attract and keep workers and, because of that, are unable to accept more residents. In addition, several facilities in the area have either closed or are in the process of closing, including nursing homes in Hoffman and Glenwood.

The problem lies with the reimbursement rates paid to nursing homes by the state on behalf of those residents who no longer can support themselves. It’s estimated that those payments fall approximately $30 per day short of the actual cost of housing a resident in a nursing home setting. And since Minnesota has a policy known as “equalization,” those who are able to pay their own way are charged the same rate as the state reimbursement figure. In addition, nursing homes pay a “bed tax” or surcharge back to the state that can amount to several thousand dollars a year per bed in their facilities.

Currently, Minnesota has three different rates it pays to nursing homes across the state, and those rates are based primarily on location. Facilities in the metro area are paid one amount, while those outstate are paid either a “rural” rate or a “deep rural” rate. Nursing home administrators I’ve talked with all agree that those rates, especially those for rural or deep rural areas, are not sufficient to cover their cost of operation. Because of this shortfall, some facilities, including a large nursing home in Alexandria, have cut back on the number of beds available for residents. We are already seeing a shortage of services in some areas as prospective nursing home residents must look to facilities further away.

Yes, the entire aspect of senior care is changing, with more emphasis placed on staying in one’s home longer by utilizing services such as Meals on Wheels and Home Health. And the fastest growing segment in the area of senior care is assisted living. However, the baby-boomer generation is hitting retirement age, and as this segment of our population ages, there will be even greater need for senior care, including nursing homes. We must be ready for that surge in demand for senior services.

From observing conditions while driving around the district, some corn fields still appeared too wet to chop and put in silos, while others which were nipped by frost have totally lost their green color. With our recent spate of cool and cloudy weather, it would appear that the corn harvest will be a wet one, with lots of propane gas needed to dry the crop. However, the mathematics don’t look good as the price of corn has plummeted down below $3 per bushel, and an expensive dryer season would simply add to the negative cash flow.

We often hear phrases such as “I just didn’t have enough time,” or “I ran out of time,” or “If I only had more time.” Time seems to elude all of us. Yet all of us try to regulate our lives by time. We wear watches, have watches and are “clock watchers.”

One of the most interesting facts about time, however, is that it reveals our priorities. If we say that we love our wife and children, yet have little time for them or to be with them, our words are meaningless.

If we say that we love our Lord and Savior, yet have no time for church or take no time to serve Him, our behavior mocks us and cancels our words. Our priorities are what matter. Our priorities are known to us and visible to others by the time we spend on “things.”

Psalm 24 makes a bold statement: “The earth is the Lord’s and everything in it.” It reflects the words that introduce us to God: “In the beginning God created the heavens and the earth!” This verse states that God was the Creator. Furthermore, this Psalm states that the earth and everything in it belongs to Him. If so, He is to be the priority of our lives and everything we do is to be an act of worship - honoring Him in all that we do.

This Psalm clearly announces the Kingship of God. We are quick to recognize God as Creator but that is not enough for Him. As our Creator-King, He has every right to expect us, His subjects, to place Him first and foremost in our lives.

We know He is our priority when we honor Him by what we do with our time.

Local Municipality Minutes Swanville City September 2, 2014 Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, September 2, 2014. The meeting called to order 7:30 p.m. with the following members present: Sandy Peterson, Jay Bartkowicz, Tim Grittner, and Jim Molitor.

Also present: Brenda Schmidt, Lowell Drager, Mark Hallen, Lonny Hutchins and reporter Kerry Drager.

Minutes of the Swanville City Council meeting held Tuesday, August 5, 2014 were read. A motion was made by Jim Molitor to approve the minutes as read. Jay Bartkowicz seconded the motion.

All members voted in favor, motion carried.

The treasures report was given.

All members voted in favor, motion carried.

Mayor Peterson presented Ordinance #4.1.3 Firearms and Explosives. After discussion Jim Molitor made a motion to approve Ordinance #4.1.3 Firearms and Explosives. Tim Grittner seconded the motion. All members present voted in favor, motion passed.

Mark Hallen, city engineer, discussed with the council the four items on the punch list that are left to be completed on the Rhoda Avenue Project. The city will have to have documentation on projects that the city will have done by other contractors to complete the project punch list. Once the project is completed the bills will be taken off of the amount due to Larson Excavating. Council decided to hire Maciej Construction to complete work they can finish on the punch list.

Lonny Hutchins reported that the City of Bertha has a sewer treatment system much like ours and are changing to a different system. Lonny will go to Bertha to see if there would be some things he could use for the city system. Lonny stated that there are some trees on the boulevards that have branches hanging over the streets in the city. Council gave Lonny permission to have the branches/trees taken care of.

There have been some complaints about the mess next to the bus garage by the city shop. A letter will be wrote and sent to the school requesting them to have this problem taken care of.

Mayor Peterson passed out the budget for 2014 and 2015. Council will look over the budgets and have comments for the next regular meeting.

Preliminary levy for 2015 was discussed. Jim Molitor made a motion to raise the proposed levy $6000.00. Mayor Peterson seconded the motion. All members voted in favor, motion carried.

Fees that the city charges for building permits, variances, building rentals, water/sewer rates, refuse/recycling, and other services that are charged were looked at and discussed. Council decided to add $50.00 an hour for mowing lawns and then decided to table until the next meeting.

Mayor Peterson presented to council a proclamation to recognize November as National Hospice Palliative Care Month. Jim Molitor made a motion to have the City of Swanville adopt the Hospice proclamation for the month of November. Tim Grittner seconded the motion. All members voted in favor, motion carried.

AJ Johnson will be leaving the city council as of this month. AJ has been on the council since 2008.

Council thanks AJ for his years of service to the community of Swanville.

In the absence of Johnson an acting mayor needs to be appointed. Jay Bartkowicz made a motion to appoint Jim Molitor as acting mayor is the absence of Mayor Peterson. Tim Grittner seconded the motion. All members voted in favor, motion carried.

Library Repeats Opportunity for Minors to Erase Fines Oct. 13-18

Great River Regional Library (GRRL) is giving teens and children an opportunity to read down their fines and become active library users again.

Read Down Your Fines Week will take place at all 32 branches of the Great River Regional Library during national Teen Read Week, October 13-18. During Read Down Your Fines Week, for each 15 minutes of reading at the library, $1 will be waived from fines on the accounts of minors ages 16 and under. In the case of very young children with fines on their cards, parents will be able to read down their child’s fines by reading to them in the library.

The library held its initial Read Down Your Fines Week in June of 2013. It was so successful that the effort was repeated later that year. During the two weeks, approximately 400 teens and children were able to read their fines down to zero,

making them eligible to check out library materials again.

The Read Down Your Fines effort is supported by fundraising, which ensures that the loss of fines doesn’t have a negative effect on budgets.

“I think everybody would agree that it’s good for young people to be regular library users,” said Beth Ringsmuth Stolpman, library patron services specialist. “When teens are not allowed to check out materials they may feel unwelcome in our buildings,” she said. “We want them to feel welcome, and we want them to be able to enjoy all of the library’s services.”

Read Down Your Fines only applies to charges that have accumulated for late return of items. It does not apply to charges for lost or damaged materials. Young people who want to take part should speak with library staff as local procedures may vary.

The Stearns History Museum is partnering with the St. Cloud Sons of Norway, Trollheim Lodge, to host a history exhibit entitled, “New Land, New Life: Norwegian Immigration in Minnesota, 1825-1925.” The exhibit will be on display from October 11 - December 31, 2014 at the Stearns History Museum. The Trollheim Lodge members loaned many of their personal Norwegian collections to the museum for the exhibit.

The exhibit was developed by the Sons of Norway, St. Paul Lodge, with funding from the Arts and Cultural Heritage Fund and the Sons of Norway Foundation. This exhibit highlights the history, culture, and lives of Norwegian immigrants as they traveled to and settled in Minnesota.

The exhibit opening and reception will be held Saturday, October 11th from 10 AM -2 PM and will feature Norwegian crafts and food making demonstrations including: lefse, krumkake, and wafflers. Demonstrations by volunteers include sweater knitting, band-weaving, rosemaling, and paper heart crafts. Accordion music presented by Ken Benson.

Lunch will be available for a nominal fee by Creative Catering.

Presentations will include: Dennis Rusinko as a Viking: 11 a.m.-12 p.m.; Jan Smith as a Norse Queen: 12:30-1:30 p.m.
