Never too late to succeed … persistence -By Harvey Mackay

A poor boy named Harlan with only a sixthgrade education wouldn’t have made anyone’s list of the most likely to succeed.

His first major success came at the age of 39, when he was able to come up with the financing to open a small-town gas station and restaurant.

He did pretty well, but with the onset of World War II, Harlan’s once-solid customer base left the small town to enlist in the military or take factory jobs in the city. He managed to hold on until a new interstate highway eliminated his drive-by trade. Then, after nearly 30 years in business, Harlan was forced to sell his dream to pay off his debts.

Almost broke and approaching age 70, Harlan could have walked away from his dreams. Instead, he hit the road, offering to share his pressure-cooking techniques with other restaurant owners if they’d agree to become his franchises.

He sold only five in the first two years, but he stuck it out.

Four years later the self-proclaimed Colonel Sanders had sold more than 600 Kentucky Fried Chicken franchises.

And by the time Harlan Sanders died at age 90 in 1980, KFC was a worldwide brand. Today, KFC is the world’s second largest restaurant chain (measured by sales) after McDonald’s, with 18,875 outlets in 118 countries and territories.

Persistence is one of the traits I look for in hiring any new employee, especially a sales rep. There is no substitute.

I remember when I was first starting out as an envelope salesman and asking an experienced colleague I respected how many calls he would make on a prospect before giving up. He said, “It depends on which one of us dies first.”

When giving up is not an option, you have to find ways to maintain your motivation. Give yourself a pep talk, and then roll up your sleeves and look for the next reasonable steps you need to take. Do you need more education?

Do you need more staff? Do you need to tweak your idea to make it more attractive to potential clients? Do you need to channel your efforts in a completely different direction?

Bob Nelson, author of “1001 Ways to Take Initiative at Work,” says it’s best to focus on what you can accomplish rather than on what you can’t. This will help you stay positive. Use your energy to work toward a goal, rather than against an obstacle, he suggests.

If you identify a roadblock to your goal, develop a plan to address whatever is in your way. Be patient; remember Colonel Sanders’ example. Success may be elusive at first, but give it time.

Some of his other pointers include finding ways to make it easy, even desirable, for your colleagues to say yes to your requests. When you give coworkers options, they should be able to choose how they can best help you.

Be assertive, but not aggressive.

Always be polite, but don’t give up on your direction in order to be liked. If you believe in what you are doing, you need to be able to stand firm when naysayers try to shoot down your plans.

“The Good Old Days” -By Tom Kuehne Trees

F o r thousands of years this area was a massive forest. The trees were sometimes 400 years old. I remember some old timers saying that they saw 4 foot diameter Ironwood trees and 5 foot diameter Birch trees. The first settlers wanted to remove the trees to make tillable land.

Wood from the forest was a blessing, since it created wood for homes and sheds. It also kept the homes warm, cooked the food and created a source of income from the sale of the pulp and saw-logs. Although it did create a blessing, it also created a lot of hard work. This work needed an ax, a crosscut saw, a mall and a horse to help move the harvested wood products.

The next wood cutting improvement was a rather clumsy saw which consisted of a 3 foot circular blade in front, mounted on a framework supported with two car tires. The power unit on this saw was a 10 horsepower Wisconsin engine and there were two handle bars in the back to direct the travel. The saw was moved by human power and for those who have walked on the uneven ground in the woods, you can imagine the frustration produced

dragging the 300 pound plus unit out of the low spots which the tires rolled into.

Not only that, but the Wisconsin engine didn’t always want to start, so after you had dragged the labor-saving machine to the place where you wanted to fell the tree, you were faced with winding and pulling the starter rope for a while. This saw cut only level cuts, so the operator still needed to chip out the notch with an ax to direct the fall of the tree.

The next improvement would be a buzz-saw, which was located on a saw rig mounted on a tractor. This saw was powered by a belt from the pulley on the tractor, which turned a 3 foot saw blade.

The wood was placed on the saw rig and slid into the fast rotating saw blade. Wood chunks which would fit into the stove were created. If the wood introduced into the saw was not entered in a right angle, the saw would pinch and throw off the power belt, which then had to be replaced. A buildup of saw-dust under the saw created a safety problem, since after spending hours moving wood into the saw, an operator would sometimes kick the sawdust away. The circular saw blade had no protection either above or below the saw-rig framework. There were many individuals who kicked the saw dust away and lost part of a foot.

Also, a mistake with the hand moving wood into the saw blade caused removal of fingers and hands. Very dangerous.

As years passed, the first chain saws were created. This invention was to reduce some of the back-breaking cross-

rockets up into the great unknown.

One of America’s space pioneers was a physicist named Robert Goddard. His story is one of unwavering persistence in the face of “learned” skepticism.

Professor Goddard helped launch the space age by experimenting with a 10-foot rocket in a New England cabbage field. His belief in rocketry as a viable technology for flight was met with great cynicism.

Even the “New York Times” dismissed his plans in a 1920 editorial.

The Times soundly panned Goddard’s thesis: “Professor Goddard clearly lacks the knowledge ladled out daily in high schools.”

Yet Goddard persevered until he proved his firm belief, that rocket engines can create thrust in a vacuum.

Two of his 214 patented inventions – a multi-stage rocket and a liquidfuel rocket (both patented in 1914) – were important milestones toward spaceflight.

The theory was proved 40 years later by other space pioneers who did indeed reach extreme altitudes. Years after his death, at the dawn of the Space Age, he came to be recognized as the founding father of modern rocketry.

Unless you are Robert Goddard, persistence is not rocket science. If you are willing to stick with it, you can take your ideas to the moon!

Mackay’s Moral: When you feel like giving up, remember why you held on for so long in the first place.

of rural home heating was wood. It was quite inexpensive or free. It still required some physical labor and needed to be tended at least once per day, which confined the home-owner to the home during the heating season.

Although there are some disadvantages to wood heating, there is a good feeling that one gets while doing it. There is a feeling of satisfaction seeing the wood pile increase in size during the summer and fall season. There is also a feeling of freedom, sort-of like you still have control of a portion of your life. Uncle Sam doesn’t take a part of it away.

cut saw work. The first chain saws were two man saws. One operator was on the end which included the motor and the other operator, located on the other end of the saw kept tension between the chain and the wood being cut. These saws weighed around 100 pounds and the motor had to be kept in an upright position so that it would run. Then came a one-man chain saw, which weighed about 40 pounds. This saw was a great improvement, due to it’s reduced weight and the ability to be run in either an upright or on side position. There was also a saw called a Wright Saw, which has a blade which took the place of the chain. It was slower, but was more precise than the chain saw. Things were getting better in the woods.

Today’s chain saws are much lighter, faster, more powerful and much easier to operate. A chain saw is usually an item that is found in most garages.

Obituaries Lucille I. “Lou” Thelen Lucille I. “Lou” Thelen, age 83 of Freeport, died peacefully surrounded by her family on Thursday, September 29, 2016 at the Assumption Nursing Home in Cold Spring, Minnesota.

A Mass of Christian Burial was held at 11:30 a.m.

Tuesday, October 4 at Sacred Heart Catholic Church in Freeport with Rev. Dan Walz officiating. Entombment followed in the parish cemetery.

Lucille Irma Overman was born October 14, 1932 in Oak Township, Stearns County, Minnesota to John and Adella (Rademacher) Overman. She was united in marriage to Walter “Pinky” Thelen on September 21, 1953 at Sacred Heart Catholic Church. The couple farmed north of Freeport for 25 years where she was a homemaker and raised her family.

She worked at the Pine Villa Care Center in Melrose as a housekeeper for several years.

Lou enjoyed quilting, embroidering, sewing, gardening, and baking. She made the best chocolate chip and Christmas cut out cookies. She was an avid fan of the Minnesota Twins and Vikings, and enjoyed traveling, especially to warmer climates during the winter months. Lou was a very caring and compassionate person. She was

Agatha F. Zierden, age 94 of Albany, died peacefully surrounded by her family on Saturday, October 1, 2016 at the Mother of Mercy Nursing Home in Albany, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Friday, October 7 at Seven Dolors Catholic Church in Albany with Rev. Cletus Connors, O.S.B. officiating and Deacon Isaiah Frederick assisting.

Interment will follow in the parish cemetery.

Visitation will be from 9 to 11 a.m. prior to the service on Friday at the Seven Dolors gathering area in Albany.

Agatha Frances Fischer was born August 11, 1922 in Albany, Minnesota to John and Mary (Fischer) Fischer. She attended school until the 8th grade. On May 11, 1948 she married Hubert Zierden at Seven Dolors Catholic Church in Albany.

After their marriage, they took over her family farm, south of Albany, where they raised their five children. She enjoyed gardening, baking, canning, working on the farm, and most of all, spending time with

a wonderful mother, grandmother, and great-grandmother who will be greatly missed. She enjoyed spending time with her family, especially her grandchildren and great-grandchildren.

She was a member of Sacred Heart Catholic Church and the Christian Mothers.

Survivors include her children, Karen (Dale) Weisbrich of Cold Spring, Gary (Sharon) Thelen of Freeport, Judy (Dan) Dirkes of Albany, Peg (Gary) Boeckermann of Freeport, and Steve (Amy) Thelen of Avon; ten grandchildren, five great-grandchildren, and one greatgrandchild on the way; sisters and brother, Lorraine Rieland of St. Cloud, Millie (Romie) Nienaber of Sauk Centre, and Tom (Ginny) Overman of Florida; brotherin-law, Ben Reuter of Melrose; and sistersin-law, Margaret Overman of Freeport and Jeanne Stang of Pierz.

Lou was preceded in death by her parents; husband, Walter “Pinky” Thelen on January 31, 2015; brother, John “Sonny” Overman; sister, Rosie Reuter; and brothers-in-law, Marty Stang and Walter “Wally” Rieland.

Serving as casket bearers were Scott Dirkes, Jeff Dirkes, Hunter Thelen, Maria Boeckermann, Greg Thelen, and Chris Weisbrich. Cross bearer was Sommer Thelen and scripture bearer was Megan Borgerding. Gift bearers were Sara Christianson and Jennifer Gosch. Readers were Greg Thelen and Sommer Thelen.

Agatha was preceded in death by her husband, Hubert Zierden on May 6, 1991; her parents, John and Mary Fischer; brothers and sisters, Oswald Fischer, Roman Fischer, Anna Bloch, Hildegard Heinen, Rosalia Gertken, and Angeline Felling.

Serving as casket bearers will be Craig Kleve, Jason Zierden, Jeff Zierden, Mark Elfering, Mike Elfering, Steven Sand, and Scott Sand.

Walburga M. “Wally” Meyer, age 98 of Freeport, died peacefully surrounded by her family on Monday, October 3, 2016 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11:30 a.m. Thursday, October 6 at Sacred Heart Catholic Church in Freeport with Rev. Roger Klassen, O.S.B. officiating and Abbott John Klassen, O.S.B. and Rev. Ken Thielman concelebrating. Interment will be in the parish cemetery.

Walburga Mary Klassen was born August 13, 1918 in St. Martin, Minnesota to Mathias and Gertrude (Schaefer) Klassen. She was united in marriage to Joseph H. Meyer on June 6, 1939 at St. Martin Catholic Church in St. Martin. The couple farmed north of Freeport until 1979 and then moved into the city of Freeport

Tesch, age 96, of Long Prairie who went to be with her Heavenly Father on Thursday, September 29 at CentraCare Health Systems-Long Prairie. Rev. Noah Wehrspann will officiate and burial will be at Trinity Lutheran Cemetery, Long Prairie. Family and friends may call one hour prior to services at the church on Friday. Mabel Marie was born June 29, 1920 in Reynolds Township, Todd County, the daughter of Jesse and Maude (Riles) Hall.

She graduated from Long Prairie High School in 1939 and worked in St. Paul during the summers of 1938 and 39. She married Reinhard Tesch on February 18, 1940 at Trinity Lutheran Church in Long Prairie, and was a stay-at-home mother and farm wife until she started to work

for Don Frost Grocery in 1964. In 1966 she started working at the Long Prairie Hospital and Nursing Home as a cook, retiring in 1982.

Mabel was a member of Trinity Lutheran Church. She volunteered at the Food Shelf and Nursing Home for many years. In 1984 she sold her first madefrom-scratch quilt going on to make over 500, with quilts in 17 states and four countries, along with a large number she made for missions through the Trinity Lutheran Ladies Quilting group, and several for her children, grandchildren, great grandchildren, great-great grandchildren, step grandchildren, stepgreat grandchildren, and step great-great grandchildren. She made her last quilt in 2013 after moving to the Nursing Home.

Mabel is survived by her son, Robert (Peg) Tesch, Hermosa, SD; Karen Tesch and Betty Tesch of Long Prairie; four grandchildren, six greatgrandchildren, one great-great grandchild, four step grandchildren, nine step great grandchildren, and five step great-great grandchildren, her sister, Dorothy (Paul) Schneider, Clarissa and many nieces and nephews.

She was preceded in death by her parents, husband Reinhard in 1987, infant daughter in 1941, brothers Fay, Lloyd and baby Hall, and sisters Lela (Bill) VanValkenburg and Vera (Nelson) Lee.

Dear Dave, My wife and I are on Baby Step 2 of your plan, and I’m in graduate school while working full-time.

We’re trying to cash flow my education from this point forward after previously taking out student loans. Our household income is $90,000 a year, and we have a car payment. Are we taking the correct approach to handle all this responsibly?

-Dan Dear Dan, I love this approach and the fact that you’re willing to work hard and be disciplined to make all this happen.

At this point you just need to lay your finances out and crunch the budget numbers as to what tuition and school are going to cost between now and when you graduate.

Your first goal is to do no more harm, meaning that you graduate and finish this degree without taking on any more debt. I think beyond that, and I don’t know what you’re paying for the school, you should have some money beyond that to work your debt snowball. Don’t beef up the payments on your debt so heavily that you use up money that you’ll need for tuition.

Getting through school will slow down your debt snowball somewhat, but that’s okay. This is a worthy cause, and you’re approaching it the right way. I just don’t want you to get so excited and gazelle intense about paying off your debt that you end up borrowing for tuition.

Congratulations on being really smart with your finances and your education. It’s a really neat idea, and you guys are going about it in exactly the right way!

Dear Dave, My fiancée and I are planning a Caribbean honeymoon cruise after our wedding. Do you think it would be a good idea to purchase travel medical insurance?

-Tim Dear Tim, Normally, I would say travel medical insurance falls into the gimmick category. But if you’re concerned about it, I would suggest double-checking your current policy through your provider to see exactly what you’ve got and how far it extends in terms of coverage compared to any risk factors you may be facing.

The only reason I can think of as to why your current health insurance wouldn’t cover you is that you may be out of the country during portions of the cruise. In most cases and areas, I believe, out-of-network considerations will still apply in the Caribbean. But check with your insurance company for verification and details on that, too.

I’ve never bought travel medical insurance, and we’ve gone on two cruises already this year. Just do your homework ahead of time, and make sure you’ll have the coverage you need in the locations you’re going.

The Central Minnesota Adult & Teen Challenge Choir to Perform in Upsala

Minnesota Adult & Teen Challenge (MnTC) is happy to announce that Community Covenant Church, in Upsala, will host the Minnesota Adult & Teen Challenge Choir in a free performance on Sunday, October 9th, 2016. The choir will perform at their 10:15 a.m. services.

The MnTC Choir is known statewide, having performed at over 250 churches in 2015.

The choir’s contemporary Gospel and Praise songs will be accompanied by the client’s inspiring stories of addiction recovery. Additionally, representatives from the program will be available following the service to answer questions about the programs of Minnesota Adult & Teen Challenge.

For more than 25 years, Minnesota Adult & Teen Challenge has been restor-

ing hope to teens and adults struggling with drug and alcohol addiction. They are one of the largest, most effective, and most affordable programs in the nation with campuses in Minneapolis, Brainerd, and Duluth, Minnesota.

Minnesota Adult & Teen Challenge offers both a long-term faith based recovery program and shorter-term treatment programs allowing us to effectively serve individuals with a broad spectrum of addiction issues; from those seeking treatment for the first time, to those who have been struggling with addiction for many years.

Every Sunday, client choirs visit regional churches where they share inspirational songs and personal stories of their recovery from addiction. Vietnam and its Aftermath

Local Author Shares His Experiences of Combat and Understanding Sartell resident Michael Maurer will present “Vietnam and Its Aftermath” at the Stearns History Museum’s Breakfast Club on Wednesday, October 12 at 9 a.m. Maurer’s presentation is an account of his Vietnam experience as both a soldier during the war and as an in-country resident some 30 years later.

America’s involvement in Vietnam escalated throughout the 1960s. Maurer will share his personal story when he served our country as a member of the 82nd Airborne Division from 196869. He and his fellow comrades faced difficult combat conditions. Emotions were pulled in various directions, from compassion, fear, and aggression. The

experience inspired him to begin writing poetry and most recently the novel, “Perfume River Nights,” as a way to document this period of his life.

Maurer’s efforts, though, go beyond just telling a story. He also will share his desire to assist Vietnam veterans by expanding their social programs. As a decorated veteran himself, he knows firsthand what soldiers went through in Vietnam. His words, both spoken and those penned in poetry, offer hope, healing and understanding. Please join us for this fascinating presentation.

Virginia Hansmann answered the call to “Go and Tell” when she was asked in 1947 to teach Sunday School to 3rd and 4th graders at First Lutheran at Bayport, MN. In 1953 she married Carroll Volkman and joined the congregation (Little Saux/Long Bridge) where she continued to teach Sunday School and Vacation Bible School and became an active member of the ‘Ladies Aid’.

She has served as WELCA President, Vice President and Treasurer, has served on many committees, led Bible Studies and served as Treasurer on the church council.

She only took time off from teaching when her son and daughter were born. In 1966 her husband was disabled in a car accident but she continued to teach with her 2 children attending. She also kept the farm business going and worked at Finger Hut until it closed in 1990. In 1972 she taught the confirmation class. For a few years, Sunday

School was discontinued due to the lack of children. In 1982 her husband Carroll passed away. In 1988 Virginia married Laurel Hansmann, and she worked at the Todd County Soil and Water Conservation for 1-1/2 years and then for the Federal Natural Resource Conservation Corps for a year. They moved to Grey Eagle in 2002, and Laurel passed away in 2010.

In 2001 it troubled Virginia that 2 young girls in the congregation were not being taught, so she took it upon herself to once again “Go and Tell” even though she had to drive 20 minutes to get to the church. In 2006 she wrote a book “Prominent Biblical Women” to show these girls the importance of women in the church. This book was not only used in Sunday school, but also as a women’s group bible study for 2 years.

Virginia also shares God’s message as chaplain of the Little Saux Legion Auxiliary. She used her sewing skills to make needed items for the VA hospitals and the Eagles Healing Nest. She sewed wheelchair bags, laundry bags, grocery bags, and school bags for the children of veterans.

Anderson: MNsure Rate Hikes, Insurance Caps Mean Trouble for Minnesotans House Republicans are sounding the alarm over a looming health insurance crisis following Friday’s news that final MNsure rates will rise 50 percent or more for 2017.

The latest rate increases are on top of hikes of up to 17 percent and 49 percent in the first two years of MNsure premium pricing adjustments. More than 75 percent of people who buy health insurance on their own do not receive any financial assistance from MNsure, undermining MNsure’s claims that tax credits will offset massive rate increases.

“These continued rate increases have become a rather frustrating issue for citizens,” said Rep. Paul Anderson, R-Starbuck. “People I talk with say they feel like they were sold a bill of goods

by MNsure advocates who promised this program would bring easy access to affordable health insurance. The opposite has turned out to be true, where soaring costs are putting people’s financial well-being on the brink and one breakdown after another in the system have caused headaches.”

It also was announced Friday that the Minnesota Department of Commerce has approved enrollment caps that will limit Minnesotans’ access to federal financial assistance and ability to find health care coverage.

Enrollment caps limit the number of new enrollees for certain insurers who sell insurance on the individual market.

Due to MNsure’s inability to accurately process applications in a timely manner, Minnesotans who attempt to enroll through MNsure could be left without coverage through no fault of their own.

Those who enroll directly with an insurer typically receive confirmation of coverage immediately.

Earlier this year, Democrats proposed hiking the MNsure Tax by $40 million and raising health care costs by $1 billion through permanently restoring the medical provider tax. Meantime, House Republicans proposed legislation

to reduce the MNsure Tax which would have saved families at least $22 million over the next three years. The measure passed the House during the 2016 session, but was vocally opposed by DFL legislators.

“We made progress last year in undoing the property liens that were being placed on people’s estates unbeknownst to them,” Anderson said. “But MNsure still is in need of significant reform and that should be a top priority in the 2017 session.”

Anderson and numerous fellow Republicans sent a letter to Gov. Mark Dayton demanding action on a law signed by him in 2015 requiring the Department of Commerce to seek a waiver that would allow Minnesotans to access tax credits off of the MNsure exchange.

Swanville City Public Meeting September 6, 2016 Public Hearing: 6:30 p.m. held in the Swanville Center on September 6, 2016.

Members present: Sandy Lange, Norm Carlson, Tony Maciej, Jay Bartkowicz, and Jim Molitor. Also present: Brenda Schmidt, John Blais, Cory DeFoe, John Lindeman, Mark Hallen, Lonny Hutchins and reporter Sheila McCoy. Mayor Lange opened the hearing stating that this is to hear commits from the public on rezoning the lot on the corner of Springbrook Drive and First Street/County 102 from Industrial to High Density Residential. Rezoning this lot would make it possible for a four plex to be built on this lot.

After questions from neighboring residents of the lot were answered by council members and Mark Hallen, the meeting was then closed. Mayor Lange then opened the regular council meeting.

The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Norm Carlson, Tony Maciej, Jay Bartkowicz, and Jim Molitor. A motion was made by Jim Molitor to approve the minutes as printed.

All members voted in favor, motion carried.

The treasures report was given. A motion was made by Jay Bartkowicz and seconded by Norm Carlson to approve the treasurer’s report. All members voted in favor, motion carried.

Council discussed the rezoning of the lot by Springbrook Drive and First Street/County 102. After discussion Jim Molitor made a motion to rezone approx.

300’ x approx. 250’ of the corner lot on Springbrook Drive and First Street/County 102 from Industrial to High Density Residential. Norm Carlson seconded the motion.

Mayor Lange, Tony Maciej, Norm Carlson, and Jim Molitor voted in favor. Jay Bartkowicz opposed.

Motion carried.

Mark Hallen, city engineer, reported that Jordan Lee from WSN would be working on the grant application that would help fund the water and sewer going over to the lot where the proposed four plex would be built. Hallen did not have cost estimates at this point.

City maintenance man, Lonny, reported the water line going to 102 Third Street is not turning off.

He will be talking with Rural Water to see about suggestions.

Lonny also presented council with an estimate from Swanville Construction on the addition of the park building. The storage addition would be a 16’x24’ addition on the east side of the park building. There will be a 6’x8’ice skating warming house inside the addition. The project is estimated to cost $35,000.00. Money donated by the Swanville Lions Club would be used for this project.

made a motion to have Swanville Construction build a 16’x24’ addition onto the existing park building.

Jim Molitor seconded the motion.

Mayor Lange read a letter from Community Development of Morrison County asking for a contribution for 2017. After discussion, Jim Molitor made a motion to contribute to Community Development of Morrison County $500.00 in 2017. Norm Carlson seconded the motion. All members voted in favor, motion carried.

Mayor Lange read a shelter agreement from the American Red Cross asking to use the Swanville Center and Swanville Park Building for meetings or shelter for emergencies. Tony Maciej made a motion to sign the agreement for the park building and have the Senior Center Board okay for the agreement for the Senior Center.

Jim Molitor seconded the motion.

All members voted in favor, motion carried.

Mayor Lange presented a branch agreement from Great River Regional Library for continued use of the city’s library building. Tony Maciej made a motion to sign the agreement with Great River Regional Library. Jim Molitor seconded the motion. All members voted in favor, motion carried.

Duane Johnson has applied for a land use permit to replace a storage shed on his property. P & Z has approved this permit. Jim Molitor made a motion to approve Johnson’s permit. Norm Carlson seconded the motion. All members voted in favor, Motion carried.

The Swanville Rural Fire Assoc. budget was set at $46,000.00.

City assessment for 2016-2017: $4132.92 The following claims were presented for payment. Members of the council were furnished with a listing. Tony Maciej made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.

A Public Hearing will take place at 6:30 p.m. on October 2, 2016, to discuss a possible TIF District for Rotomolding. The next regular monthly meeting will be held Tuesday, October 2, 2016 at 7:00 p.m.

There being no further business, a motion was made by Norm Carlson and seconded by Tony Maciej to adjourn. All members voted in favor, motion carried. Meeting adjourned 7:35 p.m.

Borgstrom Street Sewer Issue: Council discussed the quotes submitted for the Borgstrom Street Sewer repairs.

Westrich moved to accept the unit price quote from Kramer Trucking and Excavating at

$42,063.90, 2nd by Maciej. Motion carried unanimously.

Lange moved to approve the contract with S.E.H. for professional services to assist with the project including Construction Staking, Construction Observation, Construction Administration, and Record Drawings, 2nd by Westrich.

Motion carried unanimously.

Franchise Fees: The pros and cons of Franchise Fees were discussed. Council directed Stevens to provide detailed numbers with Minnesota Power.

Enterprise Funds: The Council reviewed the Enterprise Funds: Sewer and Water.

Lange moved to raise the residential water rate to equal that of the commercial accounts of $42.80, and to drop the rate changes for the commercial accounts to equal that of the residential portions, 2nd by Maciej. Motion carried unanimously.

Olson moved to raise the sewer rate by $7.00, 2nd by Maciej.

Motion carried unanimously.

Budget: Olson moved to change the line item on the employees pay stub from ‘stipend’ to ‘additional compensation’ due the City not offering health insurance, 2nd by Maciej. Motion carried unanimously.

Lange moved to adopt the 2017 preliminary Upsala City Budget as presented, 2nd by Olson.

Motion carried unanimously.

Levy: Westrich moved to approve the Preliminary Levy at $185,000.00; an increase of 5%, 2nd by Lange. Motion carried unanimously.

Department Reports: Maintenance Report: Koopmeiners reported on the water and sewer levels.

Koopmeiners asked what the council wants to do with the Snow Removal Signs. Johnson requested the Planning Commission review the Snow Removal Signs ordinance.

Fire Department Report: The Upsala Fire Department did a combined training with Bowlus on LP burn.

Rescue Department: No report submitted.

City Office Report: Stevens presented the October calendar.

Heritage Days Meeting, October 18th at 7:00 at the Community Center.

Fall Leaf and Lawn Clean Up is 8:00 a.m., Friday, October 21,

2016. Please have leaves in bags tied up and light enough to be lifted into a truck at the end of the driveways.

The General Election is November 8th: Stevens requested the council approve Gov. Office as a new website host for the City.

Olson moved to accept the proposal for Gov. Office at $995 annually for 3 years, 2nd by Maciej. Motion carried unanimously.

Planning Commission: Don Marty explained three different location proposals for the Maintenance Building/City Hall. Hedlund stated that a portion of the water treatment plant property is wetland, and would need permits if the City chose to build there.

Johnson directed the Planning Commission to move forward with Plan A and create some definitive numbers.

The Planning Commission approved building permit- for the Paul and Kathy’s Grocery Store to add a walk-in freezer.

UCDC: The UCDC is hosting a community meeting to discuss Heritage Days next year and how the City should celebrate its centennial Tuesday, October 18 at 7:00 p.m. at the Community Center.

Recreation Board: No meeting was held.

Unfinished Business: Personnel Policy: The personnel policy is tabled until the November meeting.

MNWARN: Stevens explained that the city is now officially a part of MNWARN. New Business: Tower Road: Johnson spoke with Morrison County Engineer Steve Bakowski about the County to repair Tower Road at the same time Morrison County repairs County Road #19 and County Road 228 by the towers. Tower Road does need to be re-worked including possibly adding a culvert, drain tiles, and bituminous.

Grinding and overlay is estimated at $67,000, tiling would be an addition $8,000-9,000; the culvert would average $3,000-$4,000 totaling approximately + $80,000.

Westrich Moved to work with Morrison County in tandem as they

work on County Road #19 and County Road 228 by the towers to repair the north ½ mile of Tower road, 2nd Lange. Motion carried unanimously.

Date to Canvas the General Election Results Olson moved to set Monday, November 14th at 3:30 p.m. as a meeting time to canvas the election results, 2nd by Lange. Motion carried unanimously.

Tourism Signage Grant of $500: Olson moved to use the $500 tourism grant to create new brochures for the City of Upsala, 2nd by Westrich. Motion carried unanimously.

Franchise Fees: Westrich moved to hold a public hearing to create a Franchise Fee ordinance at 7:05 at the regularly scheduled council meeting November 7, 2016, 2nd by Lange. Motion carried unanimously.

Overdue Utility Bills: Johnson directed Stevens to send letters that Utility bill accounts and state that they need to be paid within 10 days of the date of the letter it will be certified to taxes.

Johnson directed Stevens to send out monthly letters to residents whose bills are 2 periods overdue, stating that if the bill is not paid in full, water may be shut off or the bill may be assessed onto property taxes.

Thank-you’s and Acknowledgements: Mayor Johnson extended a huge thank you to the Fire Department and First Responder Teams. They have had some tough calls in the past; it is impossible to give enough credit to the work they do. They do such an amazing job and give up a lot of their personal time without much acknowledgement or gratitude.

Financial: Lange moved to pay all bills as presented as well as payroll, 2nd by Maciej. Motion carried unanimously.

October is Domestic Violence Awareness Month

By Connie Nelson, Hands of Hope Resource Center October is domestic violence Awareness month, a time to wear purple in support of victims and survivors, to have conversations about prevention, raise the “violence Free” flag in the courthouse, and say a prayer asking for an end to all violence. This isn’t a topic we usually talk about at morning coffee, unless perhaps there has been a high profile, media covered event in a community, or someone’s family has been traumatized by domestic violence.

It’s not pleasant, but neither was 9/11, the Louisiana floods, or a number of other topics we chat, with friends and neighbors about. Unfortunately it’s an awareness that all communities need to have. Why? Because it affects one in four women and one in seven men in the United States, and their children, friends, co-workers, family, medical and court services.

In fiscal year 2016, Todd County Hands of Hope has worked with over 320 victim/survivors of domestic violence, men, women and children. That is nearly a victim each day of the year Of course like many things, we can say “That won’t happen to me, or to our family,” and I certainly hope that’s true, but like much of life, sometimes things happen that aren’t in our plan. We’ve all heard the old saying “An ounce of prevention is worth a pound of cure,” and in domestic vio-

lence, that could mean the difference between life and death. Pretty frightening isn’t it, but next time you get an opportunity to be educated about domestic violence, do it, the next time you have to make a choice whether to be a bystander or someone that makes a difference. Make a difference!

What can I do? Sometimes you need to be a listening ear, give a supportive hug, or tell someone that they don’t deserve to be mistreated, or maybe suggest that they call Hands of Hope and speak confidentially with an advocate. A trained advocate will help that person, (male or female) to look at what and where they would like to see their life be, to make choices for themselves, to provide them safety, refer them to other resources, such as hous-

ing and employment, if needed, help them with an Order for Protection, or support them in a court setting or law enforcement interview.

Hands of Hope is located in the Main Street Government Center in Long Prairie, and we serve all of Todd County. On Tuesday of each week, there is an advocate at the Staples Government Center from 10 a.m.-3 p.m. as well. Hands of Hope also works with victims of General Crime, Sexual Assault, and Child Abuse. New Slovenian Exhibit Opens at Museum Slovenian Consul General to speak at event An opening celebration to kick off the new exhibit, Farmers, Miners & Refugees: Slovenian Immigration in Minnesota Since 1855, takes place from 1-3 p.m. Sunday, October 16, at Stearns History Museum, 235-33rd Ave. S. Dignitaries in attendance include Slovenian Consul General Andreij Rode of Cleveland, Ohio, Honorary Consul Miro Medved of St. Paul, and KSKJ Life Chair Rudy Krasovec of Joliet, Ill. There also will be Slovenian music and refreshments.

Slovenia, a country in South Central Europe, was once part of the Austro-Hungarian Empire until its dissolution at the end of World War I. It also was a republic of Yugoslavia until 1991. Several immigrants to Central Minnesota in the mid-1800s, including the settlers of St. Stephen and St. Anthony, came from areas that are now part of Slovenia.

There is a fee to non-members. The exhibit runs through January 14, 2017.

Fall is Deadliest Time for Pedestrians

MnDOT urges motorist, pedestrian safety As the days get shorter and the nights longer this time of year, motorists and pedestrians should watch out for one another, according to the Minnesota Department of Transportation. The fall months are the deadliest months for pedestrians.

So far this year, 37 pedestrians were killed. In 2015, 41 pedestrians were killed and 904 were injured, compared to 17 deaths and 837 injuries in 2014.

“With more hours of darkness in the fall, pedestrians are more difficult to see,” said Jay Hietpas, MnDOT state traffic engineer. “Motorists and pedestrians are equally at fault when we look at our crash data. That means that both groups need to know and obey the laws.”

The crosswalk law includes these highlights: • Motorists should stop for crossing pedestrians at marked crosswalks and at all intersections without crosswalks or stop lights.

• Pedestrians should obey traffic signs and signals at all intersections that have them.

• Vehicles stopped for pedestrians can proceed once the pedestrian has completely crossed the lane in front of the stopped vehicle.

• Pedestrians shouldn’t enter a crosswalk if a vehicle is approaching and it is impossible for the driver to stop.

There is no defined distance that a pedestrian should abide by before entering the crosswalk; common sense should be used.

• When a vehicle is stopped at an intersection to allow pedestrians to cross, drivers of other vehicles approaching from the rear should not pass the stopped vehicle.

to or getting out of school or walking to their bus stop, and adults are walking to or from home or work.

About one-third of pedestrian crashes happen during the weekday rush hour driving time, defined as 6 to 9 a.m. and 3 to 6 p.m. One out of every four pedestrian fatal crashes occurred between the hours of 9 p.m. and 3 a.m.

Male pedestrians are more likely than females to be killed or injured.

Males accounted for 68 percent of all pedestrian fatalities and 53 percent of all injuries in 2015. The most cited contributing factors to all pedestrian crashes is driver failure to yield right of way and driver distraction or inattention.

Expo will be held Friday, October 21st from 8:00 a.m.-1:30 p.m. in the Multi-Purpose Room & Adjacent Classrooms at the Sauk Centre Senior High School.
