Do you hear what they’re saying? -By Harvey Mackay A social work student was learning the value of reflective listening – summarizing what someone has said to show you heard them accurately.

At the conclusion of several practice sessions, each student was asked to choose someone with whom they could practice their new skills. Mary chose her eight-year-old neighbor boy.

“Hi Jimmy,” she began. “How have things been going?”

“Not very good,” Jimmy responded.

“You haven’t been doing too good?

“No, I have been in trouble with my mom most of this week,” “You have been in trouble with your mom?”

“Yes, and it’s not my fault.”

“Not your fault?”

“Mary, you seem to have the same problem my mom tells me I have,” Jimmy exclaimed. “It seems we both don’t hear too well.”

Kenneth Haseley, communications professor at Ivanovo State University Russia, offered some very interesting statistics on listening: “Most of us spend 70-80 percent of our waking time communicating; nearly half of it – some 45 percent – is spent listening.

“But we are poor listeners. We listen at an efficiency rate of only 25-50 percent. One reason for this is that the average person speaks at a rate between 100-200 words per minute (WPM), but we can hear at a rate of at least 600 WPM. That leaves a lot of time for our minds to wander. When someone is talking most of us are thinking about how we’re going to respond.

“Listening is hard work. When you listen actively, your pulse goes up and you breathe faster. To listen effectively, and to show that you are listening, do the following: Take notes. Repeat or paraphrase what the speaker has said.

Ask questions. Ask the speaker to clarify or elaborate on what was said. Don’t interrupt. Look at the speaker.”

Listening at work is an important skill to develop. You need to listen well for many reasons: so that you can understand others, so you know what it is that you are supposed to do, so that you can predict and prevent possible problems, and so that you can set your goals for the future in a positive and realistic manner.

“Learn to listen,” says H. Jackson Brown Jr. “Opportunity sometimes knocks very softly.”

Listening can be hard work, and some people are more challenging to listen to than others. But when you find yourself tuning out what someone is saying you should ask yourself why.

Are you tuning them out because what they’re saying is irrelevant or boring?

Or are you tuning them out because you don’t want to hear what they’re saying?

Listening goes both ways. If you want people to listen to you, you need to listen to them. To build better relations with your employees, customers, and managers, avoid these listening mistakes: • Discounting the issue. Don’t minimize the importance of what another Harvey Mackay continued to pg 3

“The Good Old Days” -By Tom Kuehne Farm Dogs

Most of us who grew up on the farm remember having a dog. Almost all of them had long hair and were described as Collies. Some were black and white, some brown and white and others were a mixture of colors.

No-one could actually trace their ancestry more than one generation and that was only to the mother, since the father left quickly after his duty was done.

There were many excuses for having a farm dog. In some cases, the farm had a dog just to make the farm look like all the rest of the farms. After all, the farm has to have a dog, even though it was hard to determine their purpose.

Some farms needed the dog to bark if someone came onto the yard.

Some chased any stray cats and skunks away, which sometimes resulted in a confrontation between the dog and the trespassers, which caused bloody and smelly air and smelly dog on the farm for a few days. These dogs were referred to as Watch-dogs.

The next type of farm dog was a Road-dog. This dog felt that it should chase any vehicle that passed by the farm. They loved to race with the vehicle and if the vehicle was winning, they felt that taking a bite out of the tire would slow it down. In one situation an individual wrapped a gunny sack in the spokes if his old car and when the dog took a bite into the gunny sack, there was a loud yelp as he flew through the air and landed in the ditch. In another case a fire cracker was dropped from the car, exploding near the dog, which made him stop racing cars. Vehicles with duel wheels in the back were especially hazardous to the dog, since he forgot that the duel wheel in the back would extend far enough to run over a portion of his body. This hobby usually eventually shortened their life.

The next type of a dog was sometimes called an Egg-sucking dog or other appropriate descriptions. This

dog at about 6 months of age, found that he had a craving for chickens or eggs.

He usually didn’t only take one chicken, but found that it was fun doing an extra bit of naughtiness and killed a few more chickens, but just left them where they were. This hobby also was usually terminal, although I was told that a dead chicken attached to the dogs neck, made the attraction to chickens go away after a week.

Dogs didn’t go to the vet, it was an expense the farm didn’t need. Everyone knew of a neighbor that had more dogs than he needed, so getting a replacement dog if needed, was very easy. They were not trained and probably would do some of the unacceptable things that the previous dog had done.

A few of the dogs became biters.

When the farmer discovered that he would be responsible for the victim’s doctor bills, the dog usually “went away.”

We sometimes didn’t treat the farm dog very well. They ate food scraps from the house, unwanted items left after butchering various farm animals, they ate the droppings of new calves, actually their diet was as gross as they usually were. Their hair was usually tangled with burrs and various smelly dirt they collected in the travels around the farm. Some dogs slept on the manure pile or straw pile, since it did provide warm sleeping on a cold night.

At home there were no dogs allowed in the house, but today dogs are frequent house dwellers. They are taken to the doctor as much or more than the people that live in the house. Today it costs as much to care for a dog than it would cost to raise a child. Special food, toys, beds, grooming and vet bills really add up. Dogs today seem to have developed every ailment their humans have. Dogs from yesteryear didn’t live close enough to people or live long enough for these diseases to be detected. Today’s “dogs life” is really quite cushy.

person has said. Saying, “Oh, it’s not that big of a deal,” can make another feel that you think their concerns are trivial. The intent of a response should be to support and encourage.

• Offering unwanted advice. When you jump in to tell the other person what to do, you may be solving the wrong problem without understanding all the issues. You may also send the message that you don’t think the speaker is capable of solving his or her own problems. Give advice only when asked.

• Interrogating the person. We often respond to a problem by analyzing it: asking a lot of probing questions and judging the other person’s response.

Asking too many questions or interrupting can alienate the person. Let him or her finish before searching for solutions.

• Monopolizing the conversation.

Being a good listener means giving the other person a chance to talk. As simple as that sounds, learn to watch for signals that you are talking too much.

Sometimes actions speak louder than words. Non-verbal cues are an important part of listening.

The famed editor Maxwell Perkins, who helped make Ernest Hemingway famous, decided to test his hypothesis that no one really listens to what others say at most social events.

Arriving late to a cocktail party, Perkins grasped his hostess’s hand and said, “I’m sorry I’m late, but it took me longer to strangle my aunt than I had expected.”

“Oh, I completely understand,” said the hostess, smiling sweetly. “I’m so happy you could come.”

Mackay’s Moral: Two ears, one mouth: nature’s way of telling you to listen more than you talk.

Obituaries John H. “Hank” Westerhaus J o h n H. “Hank” Westerhaus, age 82 of Melrose, died peacefully, surrounded by his family on Sunday, October 1, 2017 at the VA Medical Center in St. Cloud, Minnesota.

A Memorial Mass of Christian Burial will be held at 11 a.m. Wednesday, October 11 at St. John the Baptist Catholic Church in Meire Grove with Rev. Marvin Enneking officiating and Rev. Vince Lieser concelebrating. Inurnment will be held at the Minnesota State Veteran Cemetery in Little Falls at a later date.

Visitation will be from 4 to 8 p.m.

Tuesday and from 10 to 11 a.m. Wednesday at St. John the Baptist Catholic Church in Meire Grove. St. Bernard’s Society will pray at 6 p.m. followed by parish prayers at 7 p.m. Tuesday evening at the church.

graduated from Melrose High School and served in the U.S. Army for two years.

Hank was stationed in Frankfurt, Germany for 18 months, working in the post office.

After being honorably discharged, he attended St. Cloud Business College for two years. He was united in marriage to Jeanette Braun on May 9, 1964 at St. Leo Catholic Church in St. Leo. Hank purchased the Spur Gas Station from his dad in 1961 and operated that until his retirement in 1991.

Hank was a member of St. Mary’s Catholic Church in Melrose, Service Station Dealers of America, Melrose Chamber of Commerce, and St. Bernard’s Society. He enjoyed playing cards, especially Skat, dancing, biking and fishing at his brother’s island on Rainy Lake in Canada, and loved spending time with his family and friends. He will be remembered for his sense of humor and his outgoing personality.

Alcuin “Pete” Thieschafer, 72-year-old resident of Pequot Lakes, formally of Long Prairie, MN, passed away Friday, September 22, 2017 at Heritage House in Pequot Lakes, MN. Robert J. “Bob” Schenk Robert J. Schenk, age 86, a resident of Long Prairie, passed away on Wednesday, September 27, at Long Prairie Nursing Home.

A funeral service was held at 11 am, Saturday, September 30, at St. Mary’s of Mount Caramel Church in Long Prairie.

Bob was born in Browerville, Minnesota, to Peter and Josephine (Ostrowski) Schenk on May 27, 1931.

He moved to a farm near Long Prairie when he married Betty Maerz in 1953.

While farming, Bob decided to study to become an electrician and successfully passed the four exams required to become a Master Electrician. Bob worked at Main Street Electric in Sauk Centre from Sept.

20, 1969 until May 30, 1971. He started Schenk Electric on June 1, 1971 and retired Feb. 28 of 2006.

Bob was active at St. Mary’s as an usher and helped with several wiring projects in the church. Bob also volunteered at Camp Hill Village for many years.

Alcuin was born on January 29, 1945 in Melrose, MN to the late Herman and Marie (Walbeck) Thieschafer. He was raised on the family farm near Swanville, where he also attended school. Alcuin worked at the Long Prairie Sale Barn for many years helping the vet. He was last employed at Long Prairie Packing for 29 years, 2 months before he retired. Alcuin enjoyed wood working and visiting with family and friends.

Alcuin is survived by his sisters, Helen (Robert) Becker of Swanville and Arlene (Gary) Hammer of Burtrum, also several in-laws and many nieces, nephews and friends.

Alcuin was preceded in death by his parents; brothers, Alvin and Leo Thieschafer; sister, Rose Marie Bruder and several nieces.

Bob and Betty have been known for enjoying life and creating opportunities for fun. They danced on weekends at dance halls in the area for many, many years and were members of several card and dance clubs. Spontaneous neighborhood hay rides, holiday gatherings and pig roasts with silly games were part of their reputation for fun.

Bob was preceded in death by his parents Peter and Josephine Schenk, brothers Jim and Gary Schenk and sister Mary (Schenk) Trossen. Survivors include wife Betty, daughter Brenda and son-inlaw Bill Holden, granddaughters Jessica (Christian) Braunlich and Adrienna (Dan) Korsman, and great-grandchildren Ryann and McKenna Korsman, and Christian Braunlich. Bob is also survived by brother Don (Dolores) Schenk, sister Virgie Stadther and sisters-in-law Loretta (Jim) Schenk and Sue (Schenk) Hansen.

Kevin Stanoch

The Mass of Christian Burial, celebrating the life of Kevin Stanoch, age 55 of St. Joseph, was held 11:00 AM, Saturday, September 30 at the St. Columbkille Catholic Church in St. Wendel.

Burial was in the parish cemetery. Kevin died Tuesday at his home in St. Joseph from complications of cancer.

Kevin was born November 14, 1961 in St. Cloud to Alphonse and Eileen (Befort) Stanoch. He married Julie Stich on May 14, 1983 in the St. Columbkille Catholic Church. Kevin farmed on his own farm raising beef and crops.

Kevin was a mentor to many others. He enjoyed his time spent assisting with coaching his son’s football & baseball

teams, showing cattle and supporting his children’s activities and interests. Kevin could be found most mornings sharing his humor and opinions with his friends. He thoroughly enjoyed his role as grandpa to his granddaughter, Claire. He was a member of the St. Columbkille Catholic Church.

Kevin is survived by his parents, Alphonse and Eileen Stanoch, Holdingford; his wife, Julie Stanoch, St. Joseph, his two children, Amanda (Brandon) Rudnicki, Holdingford and Aaron Stanoch, St. Joseph and his granddaughter, Claire Rudnicki. He is also survived by his brothers and sisters, Rick (Carol) Stanoch, Holdingford; Debbie (Doug) Stewart, Little Falls; Dennis Stanoch, Holdingford; Connie Kostreba, Holdingford; John (Jen) Stanoch, Waconia; Jodi (Gerald “Moonie”) Knutson, Holdingford and sister-in-law, Deb Stanoch, Holdingford.

Theresa Marie Gasperlin was born April 8, 1929, in Krain Township, Stearns County, Minnesota to Michael and Barbara (Rademacher) Gasperlin. She graduated from Albany High School in 1947. a bank teller for 44 years. She enjoyed cleaning (faithfully scrubbing her kitchen floor every Saturday), baking, bowling, golfing, and attending all the baseball games with the Great Soo League.

Tre was a member of Seven Dolors Catholic Church, Catholic United Financial, and the American Legion Auxiliary Unit 482.

Survivors include her brothers, Valerius “Larry” Gasperlin of Alexandria and Julian “Curly” Gasperlin of East Grand Forks; sister, Marie Pitzen of St. Paul; sister-in-law, Rita E. Gasperlin of Albany; and many nieces and nephews.

Set the account up in your name and his, so you can follow what’s going on in the account. If there’s an issue, this gives you easy access so that a minor incident doesn’t become a huge problem.

Right now, the best way for him to learn is to make educated, informed decisions on his own and to stand on his own two feet. You’re there for guidance at this point — not control. I’d let him use a debit card, cash, and have a few simple envelopes for expenses. Also, he needs to report back to you monthly what’s going on with the budget. What I’m talking about here isn’t control; it’s a simple, regular review and coaching session on finances. This is an exciting time in your lives. You’ve laid a foundation, and it’s time for this little one to spread his wings a bit. Together, you can make sure he’s learning and living the way a young man should!

Mass of Christian Burial will be at 11 AM Thursday, October 5, 2017 at St. Benedict’s Catholic Church in Avon for Earl Sadlowsky who died Wednesday at Mother of Mercy Care Center in Albany.

Fr. Gregory Miller, O.S.B. will officiate.

Visitation will be 1 hour prior to services Thursday at the Williams Dingmann Funeral Home in Avon. Burial will be at a later date.

Earl was born in Albany Township to Albert and Theodore (Mager) Sadlowsky.

He married Josephine Froelich on May 24, 1952 at Seven Dolors Catholic Church in Albany. Earl owned a mobile home park for many years and also farmed, worked at Franklin Manufacturing, plowed snow

and grated as well as digging graves in Avon. He was constable for Avon Township for many years. He is a member of St. Benedict’s Catholic Church in Avon and enjoyed spending time fishing, hunting, camping, traveling and tinkering on things.

Survivors include his wife, Josephine and daughter Linda (Dan) Pitzer all of Avon. He is also survived by 3 grandchildren, Crystal (Andy) Pitzer, Cory Pitzer and Brandy Pitzer as well as 6 great grandchildren and sisters, Doris Schleicher and Jean (Larry) Neuman.

He is preceded in death by his parents and brother James Sadlowsky.

LBLL Belong Team launches October Infant Kindness Kit Drive The Live Better Live Longer (LBLL) Belong Team is collecting items for Infant Kindness Kits.

During the month of October, the team is requesting donations of packages of disposable diapers for infants (newborn and small sizes) and diaper wipes. Other items needed for the kits include newborn Onesies™ and other clothing items such as sleeper suits, sleep sacks and socks, infant (swaddling) blankets, burp cloths or bibs, and infant toys.

All items must be new. Area churches are assisting with the collection.

The latest on Minnesota’s health insurance rates

Residents of Minnesota who obtain their health insurance on the individual market will find out this week what it’s going to cost for coverage next year. The Dept. of Commerce was scheduled to announce on Monday what those rates for 2018 are going to be. These rates affect around 200,000 folks, those who do not obtain insurance from the government or from their employer.

Because of legislation passed last session called “reinsurance,” those rates are expected to show only modest increases, a far cry from the double-digit increases that approached 50 percent or higher last year. In some cases these new rates will be flat or even show a reduction, with some estimates showing decreases of 15-28 percent for coverage in 2018.

Although the state passed the reinsurance program called the Premium Security Plan earlier this year, it wasn’t until last month that it became official.

That’s because it was contingent on the federal government approving the plan by issuing what’s known as a 1332 waiver.

With the announcement Sept. 22 of the waiver, the feds will fund 60 percent of our reinsurance program for two years with an infusion of $323 million.

As of this time, there is confusion about another aspect of federal funding of Minnesota’s health care. The feds denied the second part of Minnesota’s waiver request, the one that affects funding for

MinnesotaCare, the state-run program for residents who qualify based on certain income levels. That possible reduction in funding amounts to nearly $370 million, although our congressional delegation is seeking clarification on this ruling and a change of heart from Washington officials. Even if the reduction stands, MinnesotaCare will see no changes to program participants in 2018.

Took part last week in a learning session on Aquatic Invasive Species on Lake Koronis, near Paynesville. That lake, located mainly in Stearns County with a smaller area in Meeker County, has been infected with starry stonewort for several years. It’s mainly around the edges of the 3,000 acre lake in shallow areas. This species is relatively rare, with only a handful of lakes in the state being infested, so far. It is an algae-type of growth and produces a heavy mat of vegetation that can make swimming or boating very challenging.

Starry stonewort was also detected this summer on Lake Minnewaska in Pope County. It was found only in the marina on the Starbuck end of the lake and was chemically treated within days of its discovery. Lake association president Mike Stai is cautiously optimistic that they have kept the invasive from entering the main body of the lake. He told me that the lake association got a permit from the DNR to do the application and that the association paid to have it done. They are monitoring the 7 areas in the marina where starry stonewort was detected, and so far, no re-growth has been found. Stai added that he thinks public awareness is the key to early detection and, if found early, these invasive species can be managed.

What’s Up With Your Website?

By John Young We just returned from a wedding industry event in Las Vegas. This three day event was the host for virtually every type of wedding vendor and featured some of the most cutting edge industry information for wedding professionals.

One presenter, Sonny Ganguly, is a marketing guru with a finger on the pulse of the online world. Sonny is a founder Wedding Wire and they have one of the largest online presences in the wedding industry. Sonny and his team have created a multi million dollar business covering wedding professionals in 11 countries.

One part of Sonny’s seminars dealt with the future of our websites. He shared some eye opening information in regard to the future ability to find our websites on Google.

Currently, my business websites are seeing fewer users hit the sites from their computer as more and more use mobile devices (cell phones and tablets). On our websites today, we are seeing nearly 80% of all users that are visiting us are doing so via their mobile device.

In January of 2015 it was much different. We saw almost inverted numbers as about 60% were visiting our business websites via desktop computer (and accessing what is referred to as the desktop version of the website). By January of 2016 we were seeing a 50/50 mix of desktop visitors to mobile users. This past January (2017) we saw a HUGE jump with over 70% using their mobile device to visit our websites (referred to as mobile versions). Much of this change is the direct results of cell phone users buying larger data packages (and accepting that they are just going to be paying $100 a month for their cell phone) and the return of unlimited data.

In 2016, the search engine Google made it known that if your website wasn’t mobile friendly or had a mobile version available, you were going to receive less Google ranking. This would make your website harder to find on their search engine. This caused a lot of concern as companies who really were ignoring the push to mobile devices now were having to come up with a new game plan to keep Google happy.

You might be thinking to yourself, “I can see our website on my cell phone and it looks just like the computer version!” While it might work on the cell phone and it might look like your desktop version of you website, it might not be optimized for the cell phone with some dynamically adjusting images and content. With out the site being device friendly, Google will somewhat black list it and reduce the Google ranking… because there isn’t a mobile version available for their spiders to search.

So, back to Sonny’s talk. He shared that in 2018, Google will be changing to a ‘mobile first/mobile only’ policy.

Meaning, your website will need to be

designed and optimized for mobile devices FIRST.. and the desktop version will be a distant secondary component that won’t be part of your Google ranking. There won’t be a reduction in ranking if your website isn’t mobile compatible; you will just be dropped from the Google world.

You see, Google makes their money off ads. Those are the ads you see when you do a search as the top suggested/ sponsored listings. If you are on your mobile device and are finding website links and pages that won’t work with your phone, you will stop using their service and they lose money. Lose money? Yeah, that isn’t going to fly in the Google world!

So, as small business owners, we have until about mid 2018 to revamp our websites to make the mobile first sites that will allow Google to do it’s magic!

How do you test this? Just opening the page with you mobile device won’t tell you what you need to know. It might look good, but looks aren’t the full story for what is needed.

Many newer websites and website themes on Wordpress are designed with mobile as a main part of their coding.

If you have recently had a new website built in the past year, you are probably ok for 2018. Having a recently built sites doesn’t guarantee it is ready for next year’s Google change, but your chances are much greater with being ready.

The only real way to test your website are with some online tools which will look at your website and determine how ready it is for next year. This is an area that I have been working on for the past year on our websites as we design and test to optimize for search engine rankings.

In mid-September, the Stearns County Sheriff’s Office received a tip via Tri-County Crime Stoppers on an individual with numerous warrants. The tip indicated that Kurt Olson, 31, who had a Bowlus address, would be in the Holdingford area. Olson had a gross misdemeanor Stearns County warrant for DWI, a felony Morrison County warrant for Assault along with four misdemeanor warrants and a Colorado

Deputy Tim Meland eventually pinpointed a probable location and went there on September 23. As he was nearing a residence in the 1400 block of 88th Ave., just into Morrison County, he saw two men on ATVs. When the men saw Deputy Meland, they drove back to the farm yard. Deputy Meland spoke with one male, who was not Olson. The male pointed to where the other male had gone. When Deputy Meland contacted this individual and called him Kurt, the male pretended he had no idea what or who Deputy Meland was talking about.

Deputy Meland ended the charade and identified Olson with the photo he had along with him. Also present at the time was an individual that Olson was not supposed to have contact with per court order. Since there was a new violation, Deputy Meland contacted the Morrison County Sheriff’s Office and turned Olson over to them.

Melrose City August 17, 2017 The Melrose City Council met in a Regular Meeting on Thursday, August 17, 2017 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Tony Klasen, Dick Christenson, Josh Thieschafer, Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. Council Member Justin Frieler was absent. Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried to approve the agenda as amended.

Steve Borgerding, Historical Society Board Member, thanked the Council for the previous lease, with hope they would approve another 20year lease. He talked about the maintenance and upgrades the Society has made to the building over the years as well as future plans.

Approval of the following: A. The minutes from the Council’s July 20 Regular Meeting.

B. List of bills in the amount of $517,569.40.

C. List of investments for the month of July.

Police Chief Maus and City Administrator Brethorst have reviewed the Community Festival License Application and recommend approving the application.

I. Streets/Parks Supervisor Gary Middendorf completed his two years of service as the Streets/Parks Supervisor on August 28. City Administrator Brethorst has conducted Mr. Middendorf’s review and it is favorable, therefore, recommends he receive a step increase from Step 6 to Step 7.

The Council to take action approving Mr. Middendorf’s step increase. A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to approve the Consent Agenda items.

Police Chief Maus presented the Police Department’s July report. He noted there were 299 calls for service during that month, compared to 318 for July 2016. The year-to-date number of calls is 1959 compared to 2,332 in 2016. A total of 13 citations were written for the month of July.

For the month of July, the Department also received 18 agency assist calls. Night to Unite was held on Tuesday, August 2. Chief Maus also reminded residents that school will soon be in session and asked that residents watch for school bus crossing and school bus stop arms. State legislators approved increasing the violation fee from $300 to $500. On average, the Police Department issues eight to 10 school bus stop arm violations a year.

Community Development Director Mike Creelman provided an update on the 400 Block. The Council will hold a Special Joint Meeting with the Melrose Area Development Authority on Tuesday, August 22 at 6:00 p.m. to develop a strategic plan

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Community Development, Jennie-O Turkey Store (JOTS) Project: Reviewed terms of the Pre-development and Development Agreements regarding the Letter of Credit posted by JOTS. Advised City staff that JOTS could withdraw the Letter of Credit according to the terms of the agreements.

• Melrose Area Historical Society (MAHS) Lease Renewal: Reviewed terms of the existing lease agreement with MAHS and prepared a new agreement extending lease terms.

Finance Director Tessa Beuning presented the General Fund Financial Second Quarter Report. The General Fund Revenues are at 27% and the expenditures are at 44%. Revenues are low because approximately 30% of the first half of Property Tax Revenue is not received until July. Also, the first half of LGA is not received until July. The Property Tax & LGA together make up 72% of the Revenue Budget.

Mayor Finken noted that the City has been awarded a $1,000,000 grant to support the water, sewer and electric upgrades for the Jennie-O Turkey Store Project. In accordance to the grant award, State prevailing wage must be paid by all persons performing construction work depending on work performed according to State prevailing wage. The Utilities Commission and the City Council have both stated in the original grant agreement, that they will follow all rules and regulations within the agreement. In accordance with this, Memorandums of Understanding (MOU) have been written to reflect the prevailing wage pay schedules.

The Utilities Commission has already consented to the MOU with Union and the Council is asked to concur with the MOU as outlined.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried approving the Memo of Understanding of the Electric and Street/Parks Departments.

Mayor Finken stated that the City Attorney and Community Development Director Creelman have been putting together an ordinance that would define Portable Storage Units and ways to enforce said ordinance. The ordinance is meant to limit the amount of time a storage unit can be placed on a property and where it can be placed. The ordinance was brought to the Planning and Zoning Commission for discussion and the Commission recommends to the Council that the ordinance be approved.

Council Member Klasen questioned the penalties and found them to be somewhat excessive. Council Member Thieschafer commented on the time limitation of 90 days with an extension of up to an additional 90 days. Mr. Thieschafer stated the permitting period would not be sufficient for construction projects such as the JOTS and CentraCare.

As Ordinance No. 8-17-2017 was not acted upon, adoption of the Official Title and Summary was not brought before the Council.

Mayor Finken noted that the City contracted with Astech for the 2017 Seal Coat Project. Work has been completed and inspected. A review has been completed by WSB and they recommend payment.

A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried authorizing payment of Pay Voucher No. 1 in the amount of $68,151.70. This is the final payment as the project is closed out.

City staff have been communicating with the property owner as well as working with State staff to understand the process for demolition reimbursement of the 400 Block. To this point, the property owner has provided City and State staff with demolition insurance paper work and clean up invoices. State staff is ready to disperse demolition reimbursement funds to the property owner once they are given authorization from the City. A motion was made by Mr. Thieschafer, seconded

by Mr. Klasen and unanimously carried authorizing staff to obtain the funds from the State. The Council will discuss releasing the funds at its August 22 Special Joint Meeting with the Melrose Area Development Authority.

Mike Nielson with WSB provided the results from the hydraulic bridge analysis. WSB has completed the preliminary hydraulic and stream relocation study for shifting the bridge approximately 120 feet to the north along with realignment of the Sauk River to allow for a natural embankment to be constructed to replace the deteriorating Kraft retaining walls and to allow 1st Street NE to be shifted to the north. The bridge changes requested include removing the sidewalk underpass on the north side, which would allow lowering the profile back closer to the original grades and narrowing the bridge sidewalks to six feet in width on each side. The ability to remove the underpass would allow the bridge to be shortened to around 125 to 130 feet, thereby providing the opportunity to remove the pier in the river for further costs savings and improving the construct ability of the bridge. As part of the stream and bridge hydraulics analysis, the City compared hydraulics between the existing bridge conditions with the currently bridge design and the option to relocate the bridge and realign the river to better

understand the hydraulic impacts to the river. The analysis indicates that by shifting the bridge, the City can improve the river hydraulics and shorten the bridge while still staying within the acceptable standards allowed for river impacts. The river velocities and 100-year flood elevations would basically remain unchanged for the relocated bridge option. The current bridge design due to the river alignment would actually increase the flood stage elevation above the current elevations. It is important to note that if the relocated bridge option becomes the approved option for the bridge replacement, an extensive environmental review and FEMA flood map amendment would be required to change the river channel.

Mr. Nielson stated that the construction costs savings recognized by relocating the bridge and downsizing the project would be similar to the engineering effort required to work through the permitting and environmental process and redesigning the project. As presented, the City believes the proposed project will be equal within estimating standards.

The Council directed City Engineer Mike Nielson to meet with the Stearns County Engineer to determine if there are any flaws to the plan and to review the cost sharing agreement.

Mayor Finken noted that the City has entered a 20-year lease with the Melrose Area Historical Society. The lease will expire December 2018. The cost for the lease is zero dollars. The agreement states the Historical Society will cover all expenses and maintenance for the facility and grounds. The Deed states that the building must be used as a historical society building or a municipal building. If it were to sit vacant for one calendar year, the building would revert to St. Mary’s. The Historical Society would like to extend the lease for an additional 20-year period to renew upon expiration of the existing agreement. The new term would expire December 31, 2038. The agreements states that a six-month notice can be given by either party to terminate the agreement. The agreement and all other terms would remain the same with the only exception of increase insurance amounts to reflect current Insurance standards. Gary Walz, a member of the St. Mary’s Church Building Committee, speaking on behalf of the Committee, asked the Council to delay their decision on the lease until the Committee can meet with City staff and Historical Society members to review options for building a new church. Mr. Walz stated that the Committee realizes that the museum is a critical part of the community; however, they are asking that

this be tabled to give the Committee a chance to meet with City staff and the Historical Society and to explain what may be in their plans. Council Member Klasen stated that although Mr. Walz has brought this to the attention of the Council, the Historical Society is looking for assurance that they will have a place for the next 20 years. Mayor Finken concurred. After further discussion, a motion was made by Council Member Klasen to approve the 20-year lease extension with the Historical Society. The motion was seconded by Mayor Finken with a roll call vote recorded as follows: For: Council Member Klasen and Mayor Finken; Against: Council Members Thieschafer and Christenson; Absent: Council Member Frieler.

Motion failed.

The following informational items were reviewed: A. The minutes from the Utilities Commission’s July 10 Regular Meeting and the July 19 Special Meeting.

B. Police Officer Jamie Green has submitted his letter of resignation.

C. Charter Communications correspondence.

D. Due to health and life safety concerns, City staff have begun considering innovative designs and layouts of the front desk at the City Center. Director Creelman has started to explore options to the layout of the front desk area in coordination with the administrative assistants who primarily occupy that location. It is becoming more and more common to modify work areas to separate staff from the public.

E. On October 20, 2016, the Council took action hiring Central Minnesota Housing Partnership, Inc. (CMHP) for grant writing services.

These services will be used to prepare and submit preliminary and final Small Cities Development Program (SCDP) Grant applications. The services cost $1,250 for the preliminary application and $1,250 for the final grant application, totaling $2,500.

City staff is ready to begin working on this grant application with CMHP as early September 1.

The main reason for participating in the SCDP was to help with recovery from the 400 Block fire and to continue assistance to downtown businesses. This program will also provide funding for housing rehabilitation to a designated area of homes within the City, to further improve the housing stock in Melrose.

A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried that the meeting be adjourned at 7:05 p.m.
