Advice for winning entrepreneurs -By Harvey Mackay

Ever since I was a kid, I wanted to be an entrepreneur.

I still have trouble spelling the word, but I didn’t let that stop me.

I’ve always believed that entrepreneurs are the unsung heroes of our economy.

They’re the ones who start the companies that create the majority of new jobs.

The term “entrepreneur” originally meant a person who led a military expedition. It has come to mean an innovative, creative leader who undertakes a risky venture in the hope of creating wealth and capital.

Eric Sevareid, the legendary radio and TV commentator, wrote. “Entrepreneurs are the lead players in the drama [of business]. In at least four specific settings their role is crucial. A new industry... a new product in an existing in-

dustry... the one who opens up new markets... when, so to speak, the economic ground shifts....The category of entrepreneur includes all the people who set out to change the corner of the business world in which they find themselves – all the people, in a word, who push the system along its restless path.”

Entrepreneurs are a distinct group.

They often like to lead the pack. Fulfillment often means more to them than money. Entrepreneurs believe in making things happen. They are seldom content. They’re constantly looking for new things. They have faith in their ideas and are risk takers.

In short, they aren’t satisfied with the status quo. They need to change, improve, innovate and invent.

Actor Alan Alda, the star of the TV show “MASH,” gave some great advice to his daughter: “Be brave enough to live life creatively. The creative is the place where no one else has ever been.

You have to leave the city of your comfort and go into the wilderness of your intuition. You can’t get there by bus, only by hard work and risk and by not quite knowing what you’re doing. What you’ll discover will be wonderful. What you’ll discover will be yourself.”

Maybe you don’t want to start your own company. Maybe you aren’t ready to strike out on your own. Maybe the economic climate makes financing tough. Maybe you need a little more time to develop your idea. I understand that. I toiled for a few years at an established company to prepare myself.

But you undoubtedly want to be the master of your own career. You can let your entrepreneurial spirit come through whether you are your own boss or not.

You can cut your entrepreneurial teeth at jobs that present opportunities for innovative thinking and management experience. Companies large and small will always find room for employees with attitudes and abilities that will advance their goals. It’s a win-win situation to be sure.

Here’s some valuable advice that’s useful for anyone wanting to get ahead.

You can apply these tips to your career, and your life, whatever your path might be: • Network. The more people you know, in your business and outside of it, the more sources of information, advice and support you have to rely on.

The more you exercise your networking muscles, the stronger they get – and the easier networking becomes.

• Don’t listen to naysayers. Some people will always say you can’t succeed. Listen to everyone, but don’t pay undue attention to “friends” with negative attitudes.

• Think creatively. Entrepreneurs succeed by finding new solutions to old problems. Don’t repeat what everyone else has already accomplished. Instead, look for ways to achieve something difHarvey Mackay continued to pg 3

• Be honest. No matter what you’re engaged in, you need associates, friends, employees, investors and other stakeholders to trust your word. Tell the truth at all times to build solid relationships.

• Be flexible. No matter how good your ideas are, or how committed you are to your goals, remember that things change. Be ready to modify your plans so you can take advantage of opportunities that present themselves.

• Find a mentor (or two or three).

Seek talented people willing to share

their expertise and wisdom. You can’t know everything, especially when you’re starting out, so an experienced mentor can supply guidance that will help you avoid the obvious mistakes.

Obituaries Janet Olson

Carol Wurst Kelly

Janet Olson, age 66 of Swanville, MN, passed away We d n e s d a y, October 23, 2013, at the hospital in Long Prairie, MN. A Mass of Christian Burial was held Monday, October 28 at 10:30 A.M. at St. John the Baptist Catholic Church in Swanville, MN, with Father Ron Dockendorf officiating. The burial was held at the Minnesota State Veterans Cemetery North of Little Falls, MN at 2:00 P.M. on Monday.

Janet Joyce Stanek was born October 22, 1947 in Little Falls, MN to the late Clarence and Esther (Gwosdz) Stanek. Her family moved to Sobieski, MN, when she was six years old. Janet graduated from Little Falls High School in 1965. Following graduation she worked for Rosenmeyer Law Office and Northern Pines Mental Health before moving to work in the Twin Cities. On May 5th 1969, she married her soul mate Bruce C. Olson in Sobieski, MN and moved to Swanville, MN. Janet worked at the Little Falls High School prior to being blessed by her four sons, Bradley, Christopher, Aaron and Joseph. After her

boys were in school she returned to work and retired in 2010 after 28 years from the Swanville State Bank. Janet loved her family and surrounded herself with them at every opportunity. She loved reading, writing poems, singing, dancing, shopping and watching movies. She was an active member of St. John the Baptist Catholic Church in Swanville, MN. Left to cherish her memory are her loving husband, Bruce C. Olson of Swanville, MN; sons, Bradley (Angie) Olson of Cohasset, MN, Christopher (Lyndsey) Olson of Rosemount, MN, Aaron Olson of Eagan, MN and Joseph (Danielle) Olson of Lakeville, MN; granddaughters, Jordan, Jenna, Reyna and Alexis; grandsons, Cooper, Blake, Grant and Nash; siblings, Marie (Ron) Gerads of Elk River, MN, John Art Stanek of Minneapolis, MN, Lois (Fred) Landin of Minnetonka, MN, Carolyn (Bobby) Suska of Bowlus, MN, Robert (Jeannie) Stanek of Champlin, MN; sister-in-law, Kathy Davide of Little Falls, MN; she is also survived by numerous nieces, nephews and great nieces and great nephews.

She was preceded in death by her parents, Clarence and Esther Stanek and her brother in-law, Robert Davide.

Carol Wurst Kelly of Denver, Colorado and Grey Eagle, Minnesota passed away at age 81 in her daughter’s home.

She was born on May 13, 1932 in Greenwald, Minnesota to Theodore Wurst and Louise (Weismann) Wurst. Carol attended P.S. 51 (St. Andrew’s School), graduated from Melrose High School, attended Carlton College and received her BA in Art History from the University of Minnesota, Minneapolis. She owned and operated her own company, Career Consultants, Inc., until her retirement.

Carol lived in the same home in Denver, Colorado for nearly 50 years. At the age of 78, Carol moved back to Minnesota and became a year round resident of Big Birch Lake. This was the place she had loved

growing up and where she had so many fond family memories. The extended family has been gathering at Birch Lake since 1937. Carol worked for years as an advocate for children with mental and physical disabilities, including her work as a volunteer lobbyist to the Colorado legislature. She was inspired in this cause by the illness (encephalitis) of her youngest daughter Paula.

Carol is survived by her children, Catherine (David) Olson and David (Tanja) Kelly; her grandchildren, Samantha and James Kelly; five nephews and two nieces.

She was preceded in death by her parents; daughter, Paula; siblings, Bernice Jacobs, Robert Wurst and Corinne Wurst Schriver.

Alvina M. “Vina” Winters, age 100 of Melrose, died peacefully on Monday, October 28, 2013 at the CentraCare Health Nursing Home in Sauk Centre, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Thursday, October 31 at St. Mary’s Catholic Church in Melrose with Rev. Vincent Lieser officiating. Interment will be in the parish cemetery.

Friends may call from 10 to 11 a.m. on Thursday at St. Mary’s Catholic Church in Melrose.

Alvina Marie Kemper was born February 5, 1913 in Melrose, Minnesota to Joseph and Katherine (Imdieke) Kemper.

She was united in marriage to Edwin Winters on May 14, 1935 at St. Boniface Catholic Church in Melrose. After their marriage, they farmed in the Melrose and Sauk Centre area. She loved living on their farm west of Melrose with her husband, Edwin. Vina would often say living and farming with her husband was like having

heaven on earth. After Edwin died, Vina resided at Rose View Manor in Melrose for 17 years before returning to Sauk Centre. She was a member of Our Lady of the Angels Catholic Church in Sauk Centre and St. Mary’s Catholic Church in Melrose.

Alvina enjoyed music and dancing; she would often sing as her husband played the guitar. She loved animals, especially her cats. Vina’s nieces, nephews, and their children were her family and would always have special treats for the children that came to visit.

Survivors include many nieces and nephews.

Alvina was preceded in death by her parents; husband, Edwin Winters on November 26, 1993; brothers and sisters, Rose Thieschafer, Anna Trisko, John Kemper, Alois Kemper in infancy, Frances Winters, Herman Kemper, Alphonse Kemper, Veronica Sonnen, and Marie Johnson.

Serving as casket bearers will be Gene Johnson, Jim Winters, Cyril Meyer, Ray Trisko, Joel Orth, and Chuck Rien. Cross bearer will be Judy Dalen. Gift bearers will be Julian and Mary Haskamp and LeRoy and Kathy Kemper. Eucharistic Ministers will be Luverne and Jean Ritter. Reader will be Mark Haskamp.

Gerald W. Heath

Gerald W. Heath, 77 year old resident of Swanville, MN passed away Monday, October 21, 2013 at his home in Swanville.

A memorial service was held Friday, October 25, 2013 at the Shelley Funeral Chapel in Little Falls, MN. Burial was held at Minnesota State Veterans Cemetery.

Gerald Wayne Heath was born on August 25, 1936 in Park Falls, Wisconsin to the late Bernard Kounich and Josephine Schantine. He joined the United States

Marine Corps. in August of 1957 later being honorably discharged. Gerry worked as a cab driver in the Twin Cities area for many years until moving to Little Falls in 1999. He was united in marriage to Rosalia Sardia in October 7, 2001 and the couple settled in Swanville, MN. Gerry had a hobby of making model airplanes, and played the clarinet. He loved going to the casino, fishing, working around the house and also on his cars.

Gerry is survived by his wife, Rosalia Heath of Swanville, MN; step-son, Armando Sardia of the Philipines; and step-daughter Rowena Sardia of Little Falls, MN. Gerry was preceded in death by his parents Bernard Kounich and Josephine Schantine.

In Minnesota, an average speeding citation for 10 mph over the limit is $130. Motorists stopped at 20 mph over the speed limit face double the fine and those ticketed traveling more than 100 mph can lose their license for six months.

“As drivers, we can’t put our schedules ahead of other motorists’ safety,” says State Patrol Sgt. Curt Mowers.

“Running late or being in a hurry are not excuses to speed and put other drivers at risk-traveling at unsafe speeds only speeds up your chances of crashing violently.”

Motorists are reminded to be pa-

tient behind the wheel and follow the posted speed as it reflects the safe speed for a road’s design.

The State Patrol reports that a motorist traveling at 65 mph compared to 55 mph will save only one minute and 41 seconds on a 10 mile trip. Also, more than twice as many speed-related fatal crashes occur on rural roads than major urban roads. Motorists should keep a three-second following distance to allow for safe stopping and reaction to other vehicles. It takes more than the length of a football field to stop when traveling at 60 mph.

Extra speed enforcement and education efforts are a part of Toward Zero Deaths traffic safety initiative. A primary vision of the TZD program is to create a safe driving culture in Minnesota in which motorists support a goal of zero road fatalities by practicing and promoting safe and smart driving behavior. TZD focuses on the application of four strategic areas to reduce crashes — education, enforcement, engineering and emergency trauma response.

-Matt Dear Matt, I think it’s something you should consider if you have a net worth of $500,000 or greater. But first you should be clear on what net worth really means.

Net worth is what you own minus what you owe. So the fact that you make a million dollars a year is not the determining factor in whether or not you’re a millionaire. The only people who use that definition are the financially uninformed and politicians who twist things around and throw out catch phrases designed to further their own agendas.

That being said, I would get umbrella insurance, which is extra liability insurance, when you reach the half-million mark in net worth. Prior to that I’d suggest carrying $500,000 worth of liability on your homeowner’s, car insurance and any other policies that have liability attached to them.

Once you reach and cross that $500,000 threshold in net worth, however, I’d advise picking up another $1 million in liability insurance, called an umbrella policy, that attaches to the top of that and covers everything for an additional $1 million.

It’s a great buy, Matt. You can get it for about $200 a year in most states.

As a reminder, Baby Step 3 is going back and fully funding your emergency fund with three to six months of expenses. Notice that I said expenses, not income. After that, Baby Step 4 is investing 15 percent of your household income in Roth IRAs and other pre-tax retirement plans, and Baby Step 5 means setting aside college money for the kids.

Baby Step 6 is where you pay off your home, and Baby Step 7 is when you relax, build wealth, and give. Again, Baby Step 6 would include any rental properties that weren’t bought and paid for with cash. My advice would be to pay off your home before taking care of the rental properties, and that’s simply a risk management perspective. Now, if you owe just $30,000 on your rental properties but still have a $3 million mortgage hanging over your head, you might go ahead and knock out the rental properties first.

Think about it this way, Matthew.

Which would you rather lose in a worstcase scenario: your home or your rental properties? If they’re in the same general range of debt, I’m going to pay off the home first and the rental properties last.

Freshman Sophie Larson has been chosen as the October Student of the Month for grades 7-9. Sophie is the daughter of David and Susan Larson. Sophie is very active in school activities participating in Volleyball grades 7-9 and Basketball and Softball in grades 7 and 8, with plans to participate in both this upcoming year also.

She is currently in band and has been since fifth grade. She has been active in theatre since seventh grade. She is also in Student Council and was a member last school year also. She has won an outstanding performance award in theatre and is consistently on the A Honor Roll.

“Sophie is a wonderful student to have in class. She sets high academic standards for herself and works hard to achieve them. She is a very mature young lady who never complains, or makes excuses when things do not go as planned,” states Social Studies teacher Tom Bzdok. He adds, “Sophie always

has a smile on her face and puts everyone around her in a joyful mood. She has a positive attitude, an eagerness to learn, and encourages her classmates in a positive manner. Sophie is the type of student who will make the right decisions in life, and is sure to put a smile on everyone’s face congratulations Sophie!”

Outside of school Sophie is active in 4H and church activities. She also volunteers at the Swanville and Little Falls branches of the Great River Regional Library.

Char Bzdok, Science teacher adds, Sophie is a wonderful young lady and is very deserving of this award! I am currently her physical science teacher as well as her volleyball coach. Sophie strives to do her best in the classroom as well as on the volleyball court. She is a very positive young lady who always has a smile on her face! She is a very responsible and ethical person!”

Sophie plans on attending college but is unsure of her major. She would like other students to know “Don’t let other people run your life, run it for yourself.”

Swanville Sr. High Student of the Month Jessica Staricka has been chosen as the October Student of the Month for grades 10-12.

She is the daughter of Joe and Dianne Staricka.

Jessica is a senior.

“Jessica Staricka is an excellent student and an exceptional writer. She is the kind of person who sets high standards for herself and then raises the bar each time that she meets them,” states Kathy Detloff, English teacher. Detloff continues, “she is active in band, theater, and speech. Jessica has been in every play since 7th grade. This fall she has one of the lead roles in our production of Uff-da by Kamron Klitgaard.

She is also on the Swanville speech team and has represented Section 5A at the state speech contest for the past two years. Jessica is also actively involved in her family’s farming operation. She is an excellent choice for Swanville’s student of the month.”

Jessica has many hobbies including writing fiction, and drawing and creating comics. She also enjoys listening to and making music, biking and reading books. Jessica plans on attending a four year college and eventually becoming an author and comic artist.

Her school activities include band, theatre, choir and speech. She is also a member of the National Honor Society, having been inducted last year as a junior. She also participated in student

She is an excellent problem solver and strives to do her best at everything she attempts. She is one of the brightest students that I have ever worked with! Jessica is very deserving of this award!”

Jessica also volunteers and participates in her church youth group and in 2012 spent 10 days doing service work in Biloxi, Missouri and New Orleans, Louisiana. She recently received a writing award from Central Lakes College and had a short story published in a magazine.

“Don’t just go through the motions: find something you LOVE doing. Everybody has a passion,” is her advice to fellow classmates.

Avoid deer-vehicle crashes while driving this fall Nearly one-third of car-deer collisions occur this time of the year, said the Minnesota Department of Natural Resources (DNR), citing a national report.

Minnesota is ranked eighth when it comes to car-deer crash totals, according to State Farm Insurance, which tracks the trends nationwide. Most states, the company reports, are seeing a decline in their numbers. There are two exceptions: Wyoming and Minnesota.

Though most people would expect these crashes to be more likely in rural areas, motorists in urban regions of the state also need to watch out for these dangerous - and sometimes deadly - accidents involving deer. Minnesota has 3 million drivers and 136,000 miles of roadway.

More than 20,000 deer-vehicle accidents are reported annually, according to the Minnesota Department of Transportation.

The DNR advises motorists to use these driving tips to help avoid collisions with deer: • See the signs. Deer-crossing signs are posted in high-risk areas. • Danger from dusk to dawn. Watch for deer especially at dawn and after sunset. About 20 percent of these crashes occur in early morning, while more than half occur between 5 p.m. and midnight.

• Safety begins behind the wheel.

Always wear safety belts and drive at safe, sensible speeds for road conditions.

If a vehicle strikes a deer, motorists should report the crash by calling local law enforcement, the sheriff’s department, or the Minnesota State Patrol. By following these tips and maximizing one’s situational awareness, it becomes less likely to experience a deer-vehicle crash.

Clinics recognized for improvement in care Several CentraCare Health clinic sites recently were recognized by the Minnesota Health Action Group, Minnesota Bridges to Excellence and the State of Minnesota with a quality award for meeting their improvement goal in optimal diabetes, vascular and/or depression care.

Local Municipality Minutes Melrose City September 12, 2013 The Melrose City Council met in a Regular Meeting on Thursday, September 12, 2013 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Jenny Mayers, Joe Finken, Tony Klasen, Dick Christenson, Mayor Tim Vogel, City Administrator/ Treasurer Michael Brethorst and City Clerk Patti Haase. Mayor Vogel presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Finken, seconded by Mr. Christenson and unanimously carried to approve the agenda as amended.

Mayor Vogel then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a.the minutes from the Council’s August 15 Special Meeting and August 15 Regular Meeting. b. list of bills in the amount of $665,718.58. c. list of investments for the month of August. d. Donation Resolution: 1) Resolution No. 2013-43, Donation from Melrose VFW Post 7050 in the amount of $6,959.50 for the Veterans Memorial Fountain.

A motion was made by Ms. Mayers, seconded by Mr. Klasen and unanimously carried to approve the Consent Agenda.

Ruby Irving - Hewey, Research Assistant, University of Minnesota, presented the findings of her study of the Melrose Lake. Ms. Hewey noted that water samples indicated elevated levels of phosphorus in the water and sediment. The average phosphorus concentration exceeded the quality standard currently being reviewed in the Minnesota State Legislature.

She noted that the Melrose Lake is surrounded by feedlots and agricultural lands which likely has been the main source of increased phosphorus entering into the Sauk River which then inlets into the lake. Untreated storm water from urbanized areas also contributes to this external phosphorus loading. Ms. Hewey recommends that a group of citizens continue monitoring the lake and to maintain data collection through the Minnesota Pollution Control Agency. One area the group may want to concentrate their efforts on is the untreated storm water to mitigate some of

the pollution inflowing to the lake.

Unfortunately, there is not a quick solution. Other practices to help in reducing the phosphorus level are rain gardens and education outreach regarding fertilizers and chemicals used on lawns and in agricultural use. Ms. Hewey encouraged the Melrose Lake Improvement Association (MLIA) to also strengthen its core group to help gain momentum.

Jim Mohs invited Council Members and residents to become members of the MLIA. Stearns County Watershed District Board Member Charles Uphoff may also be a resource to assist with the ongoing efforts of this project.

Planning and Development Director Walz and Council/Planning and Zoning Commission Member Klasen to report on the Commission’s September 10 Regular Meeting The main item was the rezoning of CentraCare Health System recently acquired property.

Director Walz reported that as proposed at the Council’s August 15 meeting, staff has contacted Stearns County requesting its presentation to the Council at its September 12 meeting to report on the status of each of the City’s two mobile home parks. Staff has been unable to arrange either such a presentation for this meeting or the conference call Administrator Brethorst subsequently suggested due largely to the unavailability of a representative from the Stearns County Attorney’s Office who is knowledgeable regarding the Rose Park/Melrose Community LLC matter. Due to ongoing litigation, Stearns County Attorney Brenda Theis is not willing to discuss at this time.

Police Chief John Jensen presented the Police Department’s August report. Chief Jensen noted that 17 citations were written for the month of August 2013. He stated there were 220 calls for service during this month compared to 210 for August of 2012. The yearto-date number of calls is 1750, compared to 1845 in 2012. Chief Jensen reported that Aaron Baros, the recently hired part-time officer submitted his resignation effective immediately and has accepted fulltime employment with the Albany Police Department. Chief Jensen stated that feral cats have become an increasing issue. He noted that the Police Department would like to begin the process of attempting to live catch these animals which would in turn be taken to the Stearns Vet Clinic where they will be impounded for 7 days. It has gotten to the point where feral cats have become a public nuisance. It was the consensus of the Council for the Police Department to begin live trapping the cats. Police Chief also noted on that in the upcoming weeks there will be a new on-site manager at Rose Park.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Rose Park: Reviewed status of past initiatives to address livability issues in Rose Park with City staff. Confirmed Stearns County has a court order in place allowing for removal of additional homes and construction of storm shelter.

• Munson Feed: Prepared deed transferring property and easements to Melrose. Reviewed final vacation and variance documents with City staff.

• Committee Structures: Discussed current committee structure and possible changes with City Administrator and Mayor, including application of Data Practices Act and Open Meeting Law requirements.

• Sign Lease: Prepared draft of lease agreement for business sign in I-94 Industrial Park. Forwarded to City staff for review and comment The Council gave consideration to approving the 2013-14 Safety Management Program Contract between the City and the Minnesota Municipal Utilities Association (MMUA) in regards to their safety agreement. The agreement is in effect from October 1, 2013 through September 30, 2014. The fee for the program is $9,600 which is an increase of 3.2% from the previous year. In addition to the safety program cost, is the 2013-2014 JTS (electric only) training at a cost of $2,200. The training costs are split as follows: Streets: $2,745.60; Water: $681.60; Wastewater: $2,745.60; Electric: $3,427.20 plus $2,200 JTS. A motion was made by Mr. Christenson, seconded by Mr. Finken and unanimously carried to concur with the Utilities Commission authorizing staff to execute the Safety Management Program Contract.

Mayor Vogel stated that the City has been notified of matching grant funding available through Game Time for select playground equipment. The playground equipment purchased at the Lions/Jaycee Park was purchased through this program. If the Council is interested, staff will submit the application for a playground set designed for 2-5 year olds for the Sauk River Park. The equipment would be placed east of the pavilion. One option would be the Adventure Park at a cost of $78,164.

The cost for this unit including tax, freight and including the grant deduction of $31,265.60 would be $55,764.60 with an option of additional discount of $8,353.78 (cash with order) at a cost of $47,410.82.

In addition, there is an installation cost of $11,360.13. The other option would be Mother Knows Best at a cost of $33,060. The cost of this unit including tax, freight, and including the grant deduction would be $25,871.46. This unit also has the cash with order discount which would put the cost at $24,104.81.

The installation cost for this unit is approximately $6,062.43.

The second option could be a better fit for the area. The fall impact area would be an additional cost. Grant applications are being accepted through October. The Planning and Zoning Commission, at its September 10 meeting, re-

viewed various playground equipment. It is their recommendation to purchase the Adventure Park.

In the Meadowlark Park, the existing swing set and slide should be replaced. The Prime Time Swing could be a replacement option for the existing set. The slide would not be replaced as the present playground equipment has slides. The fall impact area would be expanded into the grass area between the walking path and parking area to accommodate the swing set.

The swing set is not grant- eligible.

The cost for this set including the add-a-bay, three belt seats and one Zero-G chair, tax and freight is approximately $3,112.22.

The Five Year Capital Improvement Plan has identified $65,000 for playground equipment improvements.

A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried approving staff to submit the grant application for the Adventure Play playground equipment and purchase the equipment if the Grant is awarded.

The Five Year Capital Improvement Plan looks to replace the 2000 Dodge Dakota in 2015.

The budgeted amount is a total of $31,200 with 30% of this to be financed from the General Fund. The City has spent $1,546 in repairs this summer and the transmission does not appear to be working correctly.

The Utilities Commission approved staff to research the purchase of a crossover or SUV as well as obtain

cost estimates for the repair of the 2000 Dodge Dakota.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to concur with the Commission to approve staff obtaining quotes for a crossover or SUV. Mayor Vogel noted that when the City entered into the Memorandum of Understanding with CentraCare Health System-Melrose (CentraCare) for the sale of the health care campus and the Melrose Lions and Jaycee Community Park (Park) and when CentraCare concurrently acquired the former Ervin/Kevin Dettler property, it was acknowledged that for the future development of these parcels for health care purposes a rezoning of the Park and Dettler parcels would be required. CentraCare has submitted a planning request application for the rezoning of the Dettler parcel (66.36776.0000 at 520 Railroad Avenue NW), which is currently zoned R-1, Residential, and the Park parcel (66.37009.0601 at 203 5th Avenue NW), which is currently zoned P, Public-Institutional. Both parcels are requested to be rezoned M-1, Medical Services similar to the existing health care campus.

The Planning and Zoning Commission held a public hearing on this CentraCare rezoning request at its rescheduled meeting on Tuesday, September 10, 2013. The Commission is recommending the Council approve the rezoning request.

Mr. Finken introduced Ordinance No. 9-12-2013-1, An Ordinance Amending Melrose Zoning Ordinance No. 1989-1-A, as Amended, Adopted by Reference as Chapter 153 of the City of Melrose Code of Ordinances Rezoning CentraCare Health System-Melrose Parcels 66.36776.0000 and 66.37009.0601 from R-1, Residential and P, Public Institutional respectively to M-1, Medical Services. The motion was seconded

by Ms. Mayers with a roll call vote recorded as follows: For: Council Members Finken, Mayers, Christenson, Klasen, and Mayor Vogel; Against: None.

The Council next gave consideration to Pay Voucher No. 2 (Final) from Caldwell Asphalt Co., Inc. for the 2013 Seal Coat Project. The pay request is for $2,950.76. This will close out the project.

City Administrator Brethorst presented the proposed 2014 Bud-

get for the General Fund. State law requires that the City certify the proposed tax levy to the County Auditor by no later than September 15; therefore, it will be necessary to review the budget and take action on adoption of the proposed preliminary budget and the proposed tax levy at this meeting. The final levy adopted in December can be lower than the levy certified in September, but cannot be higher. The Council discussed the proposed budget and levy at a Special Meeting held on Wednesday, August 15.

It is proposed that the preliminary property tax levy be certified General Levy at $936,000.

Also included is a total debt levy of $310,000 for a total proposed tax levy of $1,246,000 and an estimated tax capacity rate of 69.22% which is slightly less than the final levy of 69.69% for 2013 taxes payable. The City must also provide the County Auditor with precise information on: 1) Time and place of a public hearing for the adoption budget and levy will be discussed.

2) The public must have the opportunity to speak and the meeting must not be held before 6:00 p.m.

3) Date, place and time of the public hearing at which the final budget and levy will be determined, with this meeting to be scheduled after November 24 and before December 27. a) Staff recommends this hearing be scheduled for the December 12 at 6:00 p.m. at the Melrose City Center.

Council’s October Regular Meeting has been rescheduled from Thursday, October 17 to Thursday, October 24. Also as a reminder, the Council will meet in a Special Joint Meeting with the Utilities Commission on Monday, October 14 at 5:00 p.m. pending staff receiving information on the 2014 health insurance rates.

The following informational items were discussed: a. Annual Notice to all Residential Customers in regards to the Minnesota Cold Weather Rule.

This must be provided to all customers prior to October 15 of each year and will be included with the October utility billing mailing. b. Utilities Commission’s August 12 Regular Meeting minutes and August 19 Special Meeting

minutes. c. MADA/COC’s June 24 Regular Meeting minutes. d. The Police Department, in cooperation with the Stearns County Sheriff’s Department, has successful developed a medication/ drug drop off program. The drop site is located just to the right of the Police Department reception window on the south wall. Since its inception, the Melrose dropbox total poundage was 276.86 pounds. The total pounds for the entire program for Stearns County from October 13, 2011 – June 14, 2013 is 3.3 tons destroyed. e. Hunters urged to review trespass law, ask landowners first With Minnesota’s small game, waterfowl, and archery deer seasons underway, and the firearm deer season set to begin Nov. 9, conservation officers with the Minnesota Department of Natural Resources (DNR) remind hunters that there is one sure way to avoid landowner concerns associated with trespassing: “Always Ask First.”

“Trespass is the biggest problem landowners have with hunters,” said Col. Ken Soring, DNR enforcement director. “It is critical for hunters to have good relationships with landowners, especially when you consider that in some parts of the state such as southwestern Minnesota about 95 percent of the land is privately owned.”

“If hunters and other outdoor recreationists would just make it a standard practice to always ask for permission before entering any private land, those relationships would improve a lot.”

Trespass penalties range from a $50 civil fine to a criminal penalty of a several thousand dollars, confiscation of vehicles and hunting equipment, and revocation of hunting privileges for 2 years.

Unlike urban law enforcement agencies, conservation officer response times to trespass calls may be longer, especially during the firearms deer season.

WIFE’S DIARY: Tonight, I thought my husband was acting weird. We had made plans to meet at a nice restaurant for dinner.

I was shopping with my friends all day long, so I thought he was upset at the fact that I was a bit late, but he made no comment on it. Conversation wasn’t flowing, so I suggested that we go somewhere quiet so we could talk. He agreed, but he didn’t say much.

I asked him what was wrong; He said, “Nothing...” I asked him if it was my fault that he was upset. He said he wasn’t upset, that it had nothing to do with me, and not to worry about it. On the way home, I told him that I loved him. He smiled slightly, and kept driving. I can’t explain his behavior. I don’t know why he didn’t say, “I love you, too.”

A: Turkeys are another species of wildlife that have adapted to living close to people. Prohibitions on hunting, the relative lack of predators, and the abundant food sources found in urban and suburban areas contribute to high reproduction and low mortality for turkeys and other wildlife in urban areas.

The preservation of natural areas, including river corridors, wetlands, parks, and backyards provide habitat for many wildlife species that many people feel contribute to a higher urban quality of life.
