Resolve to solve workplace conflicts -By Harvey Mackay

Hercules, according to legend, grew increasingly irritated by a strange, menacing animal that kept blocking his path.

In a fit of anger, he struck the animal with his club, killing it. As he continued his path, he kept encountering the same animal, each time larger and more menacing than before. At last a wise messenger appeared and warned Hercules to stop his furious assaults.

“The monster is Strife, and you are

stirring it up,” said the messenger. “Just let it alone and it will shrivel and cease to trouble you.”

We all have conflict in our lives, whether at home or at work. How we deal with it determines whether it conquers us.

Conflict in the workplace means less commitment in the workforce.

Human resources managers report that they spend anywhere from 24-60 percent of their time trying to resolve workplace conflicts, according to a survey by the Society for the Human Resource Management (SHRM). SHRM says that almost 60 percent of survey respondents have seen violent incidents in their workplace over the last three years, with “personality conflicts” as the main cause.

More troubling results from the researchers at the University of North Carolina revealed:

• 53 percent of workers have lost time at work over worries about a previous or potential confrontation with a colleague.

• 28 percent have lost work time in their attempts to avoid confrontations.

• 37 percent are less committed to their employer because of a hostile workplace altercation.

• 22 percent say they’re putting less effort into their work due to conflicts at work.

So why can’t we all just get along?

Unless you work in a one-person operation, conflict is inevitable. There will be as many opinions as there are people.

Most often, differences can be set aside and somehow, the work gets done.

While it is not unheard of for people to disagree, conflicts with co-workers or customers don’t have to turn unpleasant.

Peaceful resolution of issues starts with rational behavior, which requires all parties to put emotions aside.

But when a serious conflict arises, circumstances can change dramatically.

Unresolved disagreements can cripple a workplace.

Before you blow your top, pause and listen. Stop whatever else you may be doing and focus on the situation. Pay attention to what the other person is saying, Harvey Mackay continued to pg 3

Make sure you know the real issue, and validate the other person’s feelings with a response. Talk about how the two – or three or more – of you might solve the problem cooperatively. If the solution is your responsibility, tell the other person what you plan to do to resolve the problem, and when he or she can expect the matter to be settled.

And it’s often effective to repeat yourself. When you have a point to get across and the other person is evasive and avoids it by bringing up side issues, changing the subject, asking you nonproductive questions, or intimidating you with his or her point of view, calmly keep repeating your point of view or question. Keep the discussion focused on the central issue and refuse to be drawn into a spitting match.

If you come to the realization that your actions may have initiated the problem, accept or recognize your error or mistake. Everyone is entitled to an occasional mistake, but taking responsibility is an important first step. It is better to acknowledge the situation than to feel guilty or defensive about what has happened.

When someone makes a negative statement about you, ask for specific information. Use the information to correct your behavior. However, if you feel someone is manipulating you, or just using you as a convenient target, just keep asking for more specific information.

Chances are, they will get tired of the whole thing and give up.

Remember, it’s no fun to fight with people who won’t fight. Hold back, and your attacker will likely move on to his or her next victim – and will leave you

One final piece of advice: Don’t involve other co-workers in your disagreement. Recruiting supporters should be limited to political campaigns and athletic teams. Drawing battle lines in the workplace is immature and unprofessional. And it will eventually lead to an unproductive environment that will lead to yet another conflict: Who will be willing to give me a recommendation when I am looking for my next job?

Public Square Rosary to pray for our nation

Mass of Christian burial celebrating the life of Florence Martha Fautsch, age 88 of Opole was held at 11 AM Saturday, September 28, 2013 at Our Lady of Mount Carmel Catholic Church in Opole. Father John Paul Knopik officiated, and burial took place in the parish cemetery following the mass. Florence died peacefully Thursday morning at her home at Country Villa in Sartell surrounded by her family.

Florence was born June 29, 1925 to Dominic and Pauline (Kruzel) Blazinski in Elmdale Township. She married Hubert Ralph Fautsch on June 5th 1956 at St. Edward’s Catholic Church in Elmdale. The couple had four children that they raised

together on the farm in Opole area. Besides being a loving mother, grandmother, and home-maker, Florence had a love of the outdoors which could be seen through her beautiful flower gardens. For fun, she enjoyed the challenge of jigsaw puzzles, craft projects, and the occasional trip to the casino. Most of all, Florence loved any time she got to spend with her family. She was a devout member of Our Lady of Mount Carmel Catholic Church in Opole where she was also a member of the Christian Mothers.

Florence is survived by her children Annette (Larry) Dukowitz, St. Cloud; Kathy (Wayne) Kostreba, St. Stephen; David (Marie) Fautsch, Holdingford; and her eleven grandchildren and seven great-grandchildren.

She is preceded in death by her parents Dominic and Pauline Blazinski, her husband Hubert Fautsch who passed in 2009, her son Duane Fautsch who passed in 2012, and her brothers Edward and Henry Blazinski.

Arrangements were made with the Miller-Carlin Funeral Home of Holdingford.

Lorene M. Pfau, age 81, of Freeport, died on Saturday, September 28, 2013 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial was held at 11 a.m. Wednesday, October 2 at the Sacred Heart Catholic Church in Freeport with Rev. Roger Klassen, O.S.B. officiating.

Interment was in the parish cemetery.

Lorene Monica Hoeschen was born October 11, 1931 in Melrose, Minnesota to Conrad and Elizabeth (Kleve) Hoeschen. She married Jerome Pfau on June 6, 1953 at the Sacred Heart Catholic Church in Freeport.

The couple farmed south of Freeport all their lives. Lorene was a member of the Sacred Heart Catholic Church in Freeport and the Christian Mothers.

She enjoyed bowling, playing Bingo,

fixing jigsaw puzzles, and playing cards.

Lorene was an excellent cook and enjoyed taking care of her lawn.

Survivors include children, Pat (Karen) Pfau, Fred Pfau, Jim (Sunny) Pfau, and Mary (Ted) Hoeschen all of Freeport; eight grandchildren and five great-grandchildren; brothers and sisters, Roy (Laura) Hoeschen of Freeport, Char (Jack) Petermeier of Albany, Shirley Uphoff of Greenwald, Roger (Del) Hoeschen of Florida, and Judy (Skip) Kmitch of Clear Lake.

Lorene was preceded in death by her parents; husband, Jerome Pfau on February 3, 1998; sister, Donna Kerfeld; and brothersin-law, Ray Kerfeld and Virgil “Vir” Uphoff.

Serving as casket bearers were Rik Pfau, Doug Pfau, Raymond Pfau, Jacob Pfau, Nick Hoeschen, and Dan Hoeschen. Cross bearer was Amanda Hoeschen and scripture bearer was Aaron Theiler. Honorary bearers were her bowling teammates and card club members.

Arrangements were made with PattonSchad Funeral & Cremation Services of Freeport.

Mass of Christian burial celebrating the life of Eleanor Lydia Eggert, age 92 of Albany will be 12 PM Thursday, October 3, 2013 at Seven Dolors Catholic Church in Albany. Father Michael Naughton OSB will officiate, and burial will take place in the parish cemetery following the mass. Eleanor died peacefully at Country Manor Nursing Home in Sartell Wednesday morning. There will be a visitation prior to the mass from 10 AM-12 PM Thursday morning at the church in Albany.

Eleanor was born on May 19th 1921 to Roger and Anna (Meyer) Westholter in Farming Township. She married Werner Eggert in 1950. The couple raised their twelve children together in Albany. Eleanor worked as a mother and home maker raising her children and helped on the farm. Eleanor

Dear Jill, If I’m in your shoes, I’d choose college as the focal point over the other things you’ve mentioned. My advice would be to move that money into a 529 Plan with mutual funds inside. That way, it will grow tax-free from this point forward. Then, if you continue to set $50 a month aside for her for seven more years—and the stock market averages 11 to 12 percent—you’d have about $16,000 sitting there when she turned 18. That wouldn’t fully pay for college, but it’d be a great start. Plus, she can apply for scholarships and grants and work and save to help make it happen.

As far as a car is concerned, I’d set up a separate savings account and agree to match whatever she saves. That way, if she can put aside $3,000 to $4,000, with the match she’ll have a pretty nice car. But in my mind, college is the most important thing here. If you guys can afford these

-Chris Dear Chris, On average, building an emergency fund takes six months to a year. It takes about 18 to 24 months for most people to pay off all of their debt, except for the house. That’s if they’re gazelle intense, and have no life other than getting control of

their finances.

Baby Step 1 is saving $1,000, and not paying extra on your debts until you have that money in the bank. Once you’ve got a $1,000 starter emergency fund, then you list all of your debts except the house from smallest to largest and attack them with a vengeance. All you do is work and pay off debt until you clean up the mess. Once that’s done, you move on to the next Baby Step, which is adding to your emergency fund until you have three to six months of expenses set aside. Most people can accomplish that in six months to a year.

Whom Do You Follow? -By Sheila Ripplinger

A close friend of mine said something a long time ago during a conversation that has really stuck with me. We were discussing how difficult it can be at times to live as a Christian when it seems a lot of days we can never quite measure up, especially compared to other Christians that seem so strong and confident. She said, with pure wisdom, “We must always remember that we are followers of Christ, not followers of other Christians!”

It may seem like a ‘No duh!’ statement at first, but if we are honest and really think about it, how often do we take our eyes off of Jesus, perhaps because of someone else?

At times we may even subconsciously think that other professing Christians are the standard that we should live up to. When we do this, it will always end up in disappointment, either because they fall and fail us, or because they pride themselves as portraying a perfect and sinless life and look down at those who are not as good as they are. Either way, they will at some point let

If we are truly seeking to follow Christ and His teachings, He is the standard of perfection and the Only One we are to be striving to live up to! We can admire, respect, and learn from other believers, but we should never put them in such a high position that we are tempted to take our focus off of Christ Jesus, our Lord. Romans 3:23 says, “All have sinned and have fallen short of the Glory of God.” It says, ‘All’, not ‘Except for Peter, John, Paul, or Mary.’ There are many admirable people mentioned in the Scriptures that had close contact with Jesus. However, He never tells us to follow them or exalt them. He does tell us many times though, “Follow Me”.

Jesus also warns us about who Not to follow. He says in Matthew 23:16, “Woe to you blind guides!” He gives us His Word and gives us free will to decide whom we will follow and whether we will accept Truth or lies. If we only listen to ‘others’ and do not seek out the Truth on our own, we are in great danger of following false teachings. Jesus warns us in Matthew 15:14, “If a blind man leads a blind man, both will fall into a pit.” He is talking about spiritual

Mother of Mercy Annual Meeting and Elections

On September 25, 2013, Mother of Mercy Campus of Care (MOM) of Albany, Minnesota, held its annual meeting. John Harren (Freeport) is a newly seated Director.

Steve Blattner (Avon) and Bob Schwegler (Albany) have retired from the board after a 9 year run of voluntary service to MOM. Mother of Mercy appreciates them for their service and will be honoring them at their Celebration of Service event in November.

Officers elected were as follows: Mark Knapp (Avon) President; Mark Sauerer (Sartell) Vice-President; Tom Vos (Avon) Treasurer; Pat Brenny (Albany) Secretary; Geri Rakotz-Lenneman (Albany) Alternate Secretary; Greg Johnson as Chief Financial Officer and John Hoefs as the Chief Executive Officer.

Local Municipality Minutes Community Builders September 24, 2013 Meeting called to order by Jill Kurowski at 5:00 p.m. Members present: Marilyn Blommel (Marilyn’s Vacations), Jill Kurowski (Style n Go), Shelly Primus (CMCU).

A motion was made to accept the May 23, 2013 minutes as printed.

Treasurer’s Report was presented through August 2013, ending balance is $2,773.22.

Old Business: GEM Fest: July 21, 2013; Garage Sales and Farmers Market: Saturday July 20, 2013. The weather had an impact on the success of the garage sales. We had 5 vendors for the farmers market.

Kid’s Tractor Pull- 48 kids competed. 1st, and 2nd place was awarded to each age group 3-12 years.

Participation Award: The American Dairy Association had a cooler with ice cream. We gave tokens for an ice cream treat to all participants. Medals have arrived and will be mailed out to winners by the end of September. We rented the kiddie tractor pull from Upsala FFA. National Night Out, August 6, 2013: Moved to United Methodist Church because of rain storm. Approximately 60 people were in attendance. The Grey Eagle Fire and Rescue were there. Randy Muellner and Joe Arnzen spoke. The community choir sang. Root beer floats were served.

Concerts, September 10: The Slew Foot performed at the Lions Park. 40 people attended.

Halloween, Thursday, October 31, 2013: ‘Trick or Treat Down Main Street’. If any outside businesses would be interested in decorating a trailer to park in town, also contact Jill. Deadline for Hometown News is October 18 for the ad.

In 2012, 20 businesses participated in the Halloween event. There were approximately 80 kids participating.

Melrose City August 15, 2013 The Melrose City Council met in a Regular Meeting on Thursday, August 15, 2013 at 6:10 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Jenny Mayers, Joe Finken, Tony Klasen, Dick Christenson, Mayor Tim Vogel, City Administrator/Treasurer Michael Brethorst, and City Clerk Patti Haase. Mayor Vogel presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Finken, seconded by Mr. Christenson and unanimously carried to approve the agenda as amended.

Mayor Vogel then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the Council’s July 18 Regular Meeting. b. list of bills in the amount of $1,053,074.35. c. list of investments for the month of July (See attached list) d. The Council to give consideration to approval of a Community Festival License, Public Property to Martinez Meat & Grocery for Saturday, September 7, 2013. The event was held outdoors and a portion of 5th Avenue SE and Main Street will be closed. This event must comply with City Code Chapter 113.23 (D) which deals with Community Festivals, Public Property. Police Chief Jensen and Public Works Director Harren have reviewed the Community License Application and recommend approving the application. e. Historically, the City has automatically renewed its agreements with ACS for its accounting software.

The City has done this since 2001 and has been a customer of theirs since 1988. The renewals are for the Annual Software Support for Payroll, Utility Billing, Cash Register and Government Financials and also a renewal of the Annual Software and Hardware Agreements for the AS400. The AS400 is the server the processes and stores the software noted above. The proposed agreements as drafted will consolidate all agreements to the same period. They will expire on September 28, 2014. This date was determined by the AS400 agreement date with IBM whom subcontracts to NewVision.

The Council held a Public Hearing to consider the request for an On Sale & Off Sale Intoxicating Liquor License and Sunday On Sale Liquor License to Melrose Place LLC, DBA Middy’s Bar. A public hearing is required because of City Code Chapter 113 Liquor Regulations. The regulations require a public hearing before granting a new license or transfer of a license.

The City Administrator presented the Affidavit of Publication of the hearing notice. The Public Hearing was opened at 6:15 p.m.

Chad Middendorf was present at the meeting to answer any questions.

There being no public input, the public hearing was closed at 6:17 p.m.

Police Sergeant Craig Maus presented the Police Department’s July report. Sergeant Maus noted that 13 citations were written for the month of July 2013. He stated there were 267 calls for service during this month compared to 255 for July of 20121.

The year-to-date number of calls is 1529, compared to 1635 in 2012.

Planning and Development Director Walz and Council/Commission Member Klasen reported on the Commission’s August 1 Regular Meeting.

The Commission discussed the Verizon Wireless/Water Tower Project and the Councils decision to vacate the portion of Railroad Avenue to accommodate the Munson variance request.

The Commission also discussed the picnic shelter removal at the CentraCare Melrose owned, City-leased Melrose Lions and Jaycee Community Park.

City Attorney Dymoke stated that during the period from July 10 through August 7, 2013 the City Attorney has not given significant attention to any projects on behalf of the City. Council Member Mayers inquired as the status of the Rose Park/ Melrose Community LLC issues and the progress on the clean-up as well as the progress on the construction of the Park shelter. The Council is requesting that Stearns County Environmental Services appear before the Council to address the Rose Park LLC issues.

Staff will coordinate with Stearns County prior to the meeting and conduct a site visit/drive through.

City Administrator Brethorst presented the General Fund Financial Second Quarter Report. He noted that overall expenses were at 47% of total budget. Revenues are typically below budget due to the City not receiving any Local Government Aid until July of each year, as well as only receiving a portion of the May tax settlement within the first half of the year. He felt that the budget is at about the level expected for this time of year.

Director Harren reported that the Melrose Public Utilities has received the Water Tower Evaluation Report from SEH. The recommended repairs in the next 12 months equals $126,390 and in the next five years an additional $433,740 for a total of $560,130 plus engineering costs. Repairs recommended in the next 12 months would consist of column rust removal and internal rust removal. Repairs in five years would be the exterior of the south tower bowl including the logo.

The north tower bowl has been determined to be in good shape and should not require resurfacing for another 7-10 years.

Consideration was given to the request for an On Sale and Off Sale Intoxicating Liquor License and Sunday On Sale Liquor License by Melrose Place LLC DBA Middy’s Bar. A background investigation by the Melrose Police Department on Chad Middendorf was completed and nothing was found to prevent the license from being issued.

Minnesota law requires cities to obtain proof that all licensees provide workers’ compensation insurance for their employees. Also, the City must obtain licensees’ social security numbers and Minnesota and federal tax identification numbers for the Department of Revenue’s use. The documents have been received.

A motion was made by Mr. Finken, seconded by Mr. Klasen and unanimously carried to approve the On Sale and Off Sale Intoxicating Liquor License and Sunday On Sale Liquor License.

City Administrator Brethorst noted that the Melrose Public Utilities has received the Reserved Capacity Agreement from MRES. This Agreement replaces the Capacity Purchase Agreement currently in place. This Agreement relates to the generation output. The present Agreement expires December 31, 2018; however, with the new Agreement, it would be extended out to May 31, 2029. Same GDP adjustment with the exception of a 36-month period starting June 2019 which does not include any adjustment as it has been determined that payments are higher than markets. The Reserved Capacity Agreement will go into effect January 2014. A motion was made by Ms. Mayers, seconded

by Mr. Christenson and unanimously carried concurring with the Utilities Commission on the approval of Resolution No. 2013-40 which approves the Third Amendment to the Capacity Agreement and Reserved Capacity Agreement.

Director Walz stated that at its meeting on June 6, the Planning and

Zoning Commission, acting as the Board of Adjustments and Appeals (Board), held a Public Hearing on the request of Munson Feed Company, Inc. (Munson) for a Variance to construct a 20’Wx40’Lx24’H structure to enclose its corn dump pit with the structure proposed to be located entirely within the 25 foot corner side yard setback of Parcel 66.36786.0000 at 121 3rd Avenue NW. Because it was discovered shortly before the June 6 Public Hearing that the proposed structure would encroach into both the property setback and also the road right-of-way of Railroad Avenue NW, the Board recessed the Public Hearing and action on the Variance request to its meeting scheduled for August 1.

Following the roadway encroachment discovery, Munson submitted to the City a petition for the vacation of a 1,020 square foot, triangle-shaped portion of the south side of the road rightof-way of Railroad Avenue NW. At its meeting on July 18, the Council held a Public Hearing on the Munson roadway vacation request and subsequently took action to grant the petition for the roadway vacation subject to several conditions. On August 1, the Board reconvened the Public Hearing recessed from June 6 and conjointly held a Public Hearing on Munson’s modified request, based on the Council’s roadway vacation action, for a Variance for construction of the corn dump pit enclosure proposed to be erected entirely within the required 25 foot corner side yard setback.

Following the Public Hearing and during its discussion of the Munson Variance request, the Board considered and addressed the five questions of the revised “Variance Statute” adopted by the Minnesota State Legislature in 2011. The first three of the five questions constitute the “practical difficulties test.” The five questions followed by a summary of the Board’s position on them, which was not by unanimous consensus are: 1. to use in a reasonable manner? This means the property owner proposes to put the property to use in a reasonable manner which simply means what the landowner would like to do must be reasonable. Board: constructing the building may be reasonable but doing so within the setback affects the unreasonableness of the use.

2. Are there unique circumstances to the property not created by the landowner? This means the circumstances are unique to this property and likely consist of physical characteristics making the property unlike most other pieces of property. In addition, the problem was not created by the landowner.

Physical uniqueness can include: Topography, Wetlands, Trees, Irregularly shaped or sized lots, Shape or size of existing buildings, ,Placement of existing structures on lot.

Board: The situation causing the need for the Variance was created by the landowner due to his placement of the bin and the corn dump pit.

3. Will the variance, if granted, alter the essential character of the locality? It is generally deemed that a variance, if granted, complies with the essential character of the locality if the resulting structure is not out of scale, out of place or otherwise inconsistent with the surrounding area. Board: The proposed structure will alter the locality’s essential character.

4. Is the variance consistent with the Comprehensive Plan? Board: Yes. 5. Is the variance in harmony with the purposes and intent of the Zoning Ordinance? Board: Yes. Following the discussion, a motion was made and seconded to approve the Munson Variance request for relief from the required 25 foot corner side yard setback. On a roll call vote with one absentee, the motion failed on a split vote.

struction of the proposed facility will create a traffic safety hazard at the intersection due to potential improper and unsafe driving actions currently exhibited on the part of some motorists despite the Melrose Police Chief having stated that no such hazard would be created by the physical characteristics of the intersection following construction of the proposed structure, that the landowner created the unique circumstances contributing to his problem by installing the corn dump pit in its current location in the property setback, that allowing the construction of the proposed structure would create a liability risk for the City if an accident were to occur due to the structure’s presence and location, and that there was a desire to avoid setting a precedent by allowing construction of structure in a property setback.

After further discussion, Mr. Christenson introduced Resolution No. 2013-41, Resolution Approving the Munson Feed Company, Inc. Variance Request to Reduce the Required Corner Side Yard Setback of 25 Feet as is Prescribed for the I, Industry District in Section 400. District Lot Regulations of the City’s Ordinance No. 1989-1-A as Adopted with Amendments by the Melrose Code of Ordinances Chapter 153 to Accommodate the Proposed Construction of a Building. The motion was seconded

by Mr. Finken with a roll call vote recorded as follows: For:Council Members Christenson, Finken, Mayers, and Mayor Tim Vogel; Against: Council Member Klasen. A copy of the resolution is on file in the City Administration Office.

Director Walz stated that following a request for quotes, the City has contracted with Scenic Sign Corp., St. Cloud for the installation along I-94 of a 14’Wx35’H sign in the Melrose I-94 Industrial Park. This sign containing six 42”h double-sided panels will replace the temporary industrial park sign previously removed from the Park and will accommodate the agreement made with Warrior Boats to give it some freeway signage visibility. In addition to providing space for the Park’s identification and Warrior Boats, there will be three spaces available for use by other Park occupants including Genex Farm Systems and Jim Fuchs Trucking, Inc. It has not been determined if they are interested in space on the sign. In addition, the sign has the capability for expansion if the City is fortunate enough to have that need. The use of the sign space is limited by the City’s Zoning Ordinance to City purposes such as identifying the Park and displaying signage for the Park’s occupants. Offsite advertising and the like for nonoccupants of the Melrose I-94 Industrial Park are prohibited. The cost of the installed sign with external lights is $21,865. Electrical Supervisor Lyon estimates the cost of materials to supply the sign with electricity at $5,500 for a projected City investment of $27,365. Initially, it was proposed to

amortize this overall sign cost on a per double-faced sign basis over a sixyear period at a rate of $760/doublefaced sign/year. The City will carry the cost of currently unused sign spaces. It is estimated that somewhere between the seventh and tenth years the sign faces would need replacement due to fading and discoloration. The City would undertake the required replacement and divide the fee among those Park occupants sharing sign space.

However, the more recent approach, which was supported by the Property Acquisition/Disposition Committee at a meeting regarding the Melrose I-94 Industrial Park, is that the City should lease, rather than sell, to Park occupants the double-faced signs on an annual basis at $600 each. All sign face content would be subject to City approval. Installation remains scheduled for this month. A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried approving the expenditure for the cost of materials to supply the sign with electricity.

Mayor Vogel stated that a notice was published in the July 3 and July 17, 2013 edition of the Melrose Beacon informing residents that any petitions requesting public improvements for the year of 2014 must be filed with the City Clerk no later than July 24, 2013. The petitions for improvements such as park improvement, wastewater, water mains, street, and curb and gutter will be given consideration for improvement in 2014. No petitions have been received.

Mayor Vogel noted that the Council, at its June 8 meeting, directed staff to obtain quotes from WSB & Associates for writing of various trail grants. WSB & Associates has submitted proposals for review and consideration for the preparation of Trail Grants for the connection from Sauk River Park to the Lake Wobegon Trail and for the preparation of the Legacy

this fall necessitating the removal of the Park’s shelter, City Administrator Brethorst had requested input and/or a recommendation from the Planning and Zoning Commission to the Council regarding the future of the existing shelter and the possible provision for a replacement shelter facility in the Park. Director Walz presented a listing of non-exclusive alternatives for Commission consideration which had been briefly noted, but not discussed, at the Commission’s July meeting. Those alternatives included: • relocating the existing shelter (if determined to be moveable at reasonable expense) elsewhere onsite within the Park.

• relocating the existing shelter (if determined to be moveable at reasonable expense) offsite to another possible, but undetermined, park location.

• constructing onsite within the Park a new shelter possibly similar to the smaller one in the Sauk River Park or the one in the Meadowlark Park.

• constructing a new shelter offsite at another possible, but undetermined, park location.

• removing the existing shelter and delay constructing another until 2014, or later, allowing more time to review the options and opportunities available to the City and community.

It was stated during the Commission’s discussion that the recent installation by the Melrose Lions of the new steel ceiling and the new light fixtures added markedly to the appearance of the 30’ x 40’ shelter facility with its 10’ x 16’ kitchen/serving area. However, it was noted by several members that these improvements covered up the deteriorating condition of the rafters as evidenced, in part, by the sag in the roof. The consensus of the Commission’s discussion was that while it may be physically possible to move and relocate the shelter structure, whether onsite or offsite, the shelter’s condition did not warrant the expense or effort associated with such an endeavor. Furthermore, there was concern among the Commission membership whether the City should devote significant resources to current or future facilities within the current Melrose Lions and Jaycee Community Park and instead concentrate on other existing or new park location options.

Following its discussion, the Commission took action recommending to the Council that: • the Park shelter not be re-located either onsite within the Park or offsite to another potential park location.

• an effort be made to dispose of the shelter by bid for its removal or demolition for salvage if CentraCare is unwilling to attend to its removal, which is the Commission’s preference.

• the construction of a replacement shelter either onsite within the Park or offsite in another potential park location be delayed until at least 2014 while park shelter needs and potential locations are researched.

In light of the recommendation of the Commission to the Council regarding the shelter, Administrator Brethorst, Planning and Development Director Walz, Public Works Director Harren, and Streets and Parks Supervisor Maus toured the Melrose Lions and Jaycee Community Park including the shelter. They concurred with the recommendations made by the Commission to the Council regarding the Park shelter and the futility of attempting to move it to an onsite or offsite location for the continued use of it as a park shelter. In addition, if CentraCare applies for a building permit necessitating the shelter removal, the City should advertise for bids for its removal or demolition for salvage provided CentraCare is unwilling to address the shelter’s demolition as part of its expansion project. Furthermore, during its Park tour City staff ob-

served that the former existing Dettler garage, now owned by CentraCare, might make a suitable replacement shelter with minimal investment.

A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried concurring with the Commission’s recommendation along with directing correspondence to CentraCare asking if it might consider removal of the shelter at the time of the expansion project and possibly allow City use of the Dettler garage as a temporary shelter.

The following informational items were discussed: a. The following is a list of upcoming schools and conferences: 1) Lunch and Learn Technology Event held on July 23 in Sauk Centre. Registration fee: N/A. Attending: Accountant Christy Berscheit; 2) Ambulance Department members Clay Anderson and Jeremy Vearrier have been on the Department for over six months; therefore, are due to take the Defensive Driving Course which is offered through the Minnesota Highway Safety Center. Cost of the course is approximately $335 each for a total of $670. b. The Utilities Commission, at its August 12 meeting, approved the hiring of a full-time Journey Lineworker to fill the vacancy of retiree Russ Braegelmann. Four applications were received and all four applicants were interviewed by the interview/ hiring committee consisting of City Administrator Mike Brethorst, Public Works Director John Harren, Electrical Supervisor Dale Lyon, and Human Resource Coordinator Diane Gruber.

The Committee recommended and the Commission approved the position be offered to Jordan Thoennes with a starting wage of $24.86 per hour which is Step 5 on the Lineworker pay scale due to his knowledge, skills, and abilities. Mr. Thoennes’ employment is contingent upon the Commission’s approval, a successful pre-employment physical, drug testing, and background check. The start date will be September 3, 2013. c. Utilities Commission’s July 8 Regular and July 30 Special Meeting minutes. d. Planning and Zoning Commission’s June 6 Regular and July 11 Regular Meeting minutes. e. On July 18, 2013 Streets/Parks Worker Gary Middendorf received his 30-year recognition award of $150 as outlined in City Personnel Policy Employee Recognition Program. Mr. Middendorf is to be commended for his years of service. f. The City received a Notice of Desire to Negotiate from AFSCME Council 65. The current Collective Bargaining Agreement (CBA) ends on December 31, 2013. HR Coordinator Gruber is working with AFSCME Staff Representative Shannon Schroeder to schedule the initial meeting.

Ms. Schroeder is not available to meet until September. g. Correspondence from CenterPoint Energy.

Council Member Klasen left the meeting at 7:50 p.m.

The meeting was recessed to reconvene at 5th Avenue NE for the Veterans Fountain ceremony. The Melrose VFW donated the funding to purchase the fountain. The Melrose Water/Wastewater staff installed the fountain and will be responsible for the operation and maintenance. The Mayor expressed his gratitude to the veterans not only for their service to our country but also for all of their contributions to the community of Melrose.

A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried that the meeting be adjourned at 8:50 p.m.

Park Grant for the Sauk River Park.

WSB & Associates has submitted a written recommendation for Council consideration.

It is the opinion of WSB & Associates that the City should consider the application for the DNR’s Local Trail Grant Program as well as the Federal Trail Grant Program. At this time, WSB cannot provide a definitive recommendation on Federal Trail Grant program until the grant is issued at such time WSB will be able to review the criteria and determine whether or not the project will meet the required qualifications. WSB & Associates is recommending the Council not pursue the Regional Trail Grant Program or the Legacy Trail Grant at this time.

Based on the criteria WSB believes that going through the local trail grant program will provide the best opportunity for the city to receive funding for their project. A motion was made

by Ms. Mayers, seconded by Mr. Christenson and unanimously carried authorizing staff to enter into an agreement with WSB & Associates for the preparation of the DNR Local Trail Grant. The Council will evaluate applying for the Federal Trail Grant as the criteria is released in later 2013 or early 2014.

Mayor Vogel noted that at the direction of the Council and Commission, staff continues to work on obtaining proposals for 2014 health/ medical insurance. Proposals are being obtained from the following: Resource Training & Solutions (BCBS), current carrier; National Joint Powers Association (Health Partners), Apollo Insurance (Medica, Preferred One).

The Insurance Committee will meet to review the proposals for comparison to the current health plan from BCBS. Once they have determined that the aggregate level of benefits is the same as the current plan w/BCBS, quotes will be solicited. The City has been informed that due to health care reform, rates from NJPA (Health Partners) and Apollo Insurance (Medica, Preferred One) can only be determined after October 1. The rates from BCBS will be available in late August; however, the City will not be provided the 2014 rates until such time as the rates are received from the other carriers. It is anticipated that a recommendation will be made to the Council and Commission in November.

Ambulance Coordinator Jenn Tschida reported that the Ambulance Department has been in discussions and in an active search to replace the 1996 Ford Ambulance for the past several months. The Council has directed staff to solicit quotes for the replacement of the 1996 Ford Ambulance. Staff is in discussions with Road Rescue to develop options for the replacement of the Ambulance.

Road Rescue has proposed that the City trade in its 2008 International Ambulance in addition to the 1996 Ford Ambulance. They are able to provide a new Ford Ambulance and an used 2001 Ford Ambulance that will be less out of pocket than if a new Ambulance is purchased and only trade in the 1996 rig. The City is not expecting to receive anything for the 1996 rig from trade-in. Staff will be meeting with Road Rescue prior to the Council’s September 12 meeting.

A formal recommendation will be presented to the Council at that meeting.

A motion was made by Mr. Klasen, seconded by Mr. Finken and unanimously carried authorizing staff to negotiate the trade of the 1996 Ambulance and the 2008 in exchange for a used ambulance and purchase of a new ambulance vehicle.
