The Power of Broke -By Harvey Mackay

A lot of people believe you only have one shot at success.

Let’s agree that’s just not true. But what is true is that many people don’t even take that one shot – out of fear of failure, inexperience, lack of motivation or just not knowing where to begin.

Daymond John, one of the stars of ABC TV’s “Shark Tank,” wants to change all that. He has written “The Power of Broke: How Empty Pockets, a Tight Budget, and a Hunger for Success Can Become Your Greatest Competitive Advantage,” a terrific book devoted to getting you ready to take that one shot.

about substance over flash. It’s about creativity over certainty. It’s about taking a shot over playing it safe.”

I’ve never met Daymond, but I’m a big believer in studying successful people. That’s exactly what Daymond does in his book. He highlights many character traits in chapters about being relentless, nice, funny, resilient, visionary, adventurous and more. Each chapter centers on individuals who excelled in these areas, such as direct marketing whiz Jay Abraham on being agile and world-renowned deejay Steve Aoki on being resourceful.

Daymond is a case study by himself.

He started selling home-sewn hats on the streets of Queens, NY. His initial budget was $40, which necessitated devising some very innovative ways to promote his products. His entrepreneurial exercise developed into the FUBU brand, which is now a $6 billion company.

He credits his success with starting out broke, which forced him to think more creatively. As he says, “It forces you to use your resources more efficiently. It forces you to connect with your customers more authentically and market your ideas more imaginatively.

It forces you to be true to yourself, stay laser focused on your goals, and come up with those innovative solutions required

to get noticed and make a meaningful mark.”

Daymond has an interesting take on innovation. He believes it starts from the bottom up, rather than the top down.

He makes a good point when you think about it. Break dancing, rap music, slam poetry, iPods and smart watches happen in an organic way and grow.

He says: “People either respond to it or they don’t, and it doesn’t matter how much money you throw at it, how much you try to dress it up, it is what it is.”

As the author of “Swim With the Sharks Without Being Eaten Alive,” I was intrigued by Daymond’s “SHARK points.” Using the SHARK acronym he writes: • Set a goal. His key points are that goals are much like what I preach – goals must be realistic and in writing.

“Aim too high and you’re bound to be frustrated, disappointed,” Daymond writes. “Aim too low and you might leave some opportunities on the table.”

• Homework, do yours. You have to know your product as well as your competitors’. Daymond says: “… a shark doesn’t attack unless it know its prey; here on land a ‘shark’ needs the same mix of insight, instincts and Harvey Mackay continued to pg 3

“The Good Old Days” -By Tom Kuehne D e e r Hunting

For those of who hunt deer, this is a very special time of our lives. It is a time when we remember past hunts and imagine a new strategy to get the cagey buck.

The preparation for the hunt increased our anticipation. We sight the gun in, sharpen the knife, oil the boots, hang the hunting clothes outside, check the jar you used last year to carry coffee to the stand and find the syrup pail you carried it in. Check over the slugs to be sure that you had at least 8 and lined them up so that the oldest ones were put in the gun first. Then take a walk to the woods to make sure the stand was still sturdy.

It’s the evening before the hunt.

Those who will take part in the hunt will need to plan where the other hunters

will be located. They will also plan when the mid-day breaks will occur and when and where the drives will take place, along with who will be on the stand and who will drive. While all of these plans are being made there will be stories told of previous hunts, big bucks taken or missed, humerus happenings of the past. Many of them were told at every previous meeting before the hunt.

Stories will be told of the bunches of deer seen along the road or the trophy buck that was seen close to their hunting area. If there are any young, new hunters in the group, the stories may be exaggerated for their benefit.

Opening morning. You didn’t sleep much, since your mind was creating potential hunting situations and recalling past hunts, making sleep difficult. It’s around “O” degrees and after sitting on the stand for 15 minutes, you begin thinking that maybe you should have put on that extra sweat shirt. Your hands are cold and your nose is running.

A branch snaps and the squirrels are not out yet, so it must be a deer. You can’t see it, but you have an idea as to

information to keep out in front.”

• Adore what you do. The subtitle of my second book is “Do what you love.

Love what you do. And deliver more than you promise.” You have to have a passion for what you do.

• Remember, you are the brand.

Daymond writes: “You are what you eat. You are what you wear. You are what you drive, where you love, what you drink, how you vote, what you stand for … It all starts with how you carry yourself, what you put out into the world, the way you interact with your audience, your customers, the marketplace. It’s on you. Just you.”

• Keep swimming. Daymond says that even when sharks are asleep they are “swimming, scheming, getting ready to attack – which is pretty much the approach you have to take when you’re starting out in business. You have to be relentless, nimble, moving ever forward. No matter what ….If they

don’t keep swimming, they die.”

Perhaps the reason this book resonates with me is that I started my envelope company with much of the same enthusiasm: a big dream with very limited funds, antiquated equipment, not nearly enough experience, but an overwhelming desire to succeed and willingness to work tirelessly to succeed.

Broke is just a starting place. It’s up to you to take the next steps.

it’s general location. The feelings of cold are gone. You are filled with excitement.

The safe on the gun is switched off. You are ready! A movement. Yes, you see it and it is a deer. You don’t see it very well, but it is heading toward you. As it gets closer you can see the whole deer. You do a special noise in your nose, which is your reaction to disappointment.

The deer probably is still getting most of it’s nourishment from it’s mother’s milk. It continues to move toward the stand, stopping to sniff the ground and occasionally tasting leaves from some of the plants along the way. It’s almost under your stand and a squirrel suddenly appears. They study each other for a couple of minutes and decide to go their separate ways. The deer walks under the stand and slowly continues on it’s way.

The squirrel spends the next 15 minutes near your stand digging around in the leaves and making lots of noise before it finally moves on. This encounter made the trip to the stand this cold morning

To those who don’t hunt, deer hunting may seem to be somewhat barbaric. To those who do hunt, it is an opportunity to not only become a part of nature, but experience close relationships with the other hunters.

Memories of previous hunts include individuals that are no longer with us and sometimes on the stand we think about those individuals and wish they were part of this year’s hunt. You also miss them when the group gets together to process the game.

Donald R. “Don” Hanauska

Obituaries Gerald B. Arnzen

Gerald B. Arnzen, age 79 of St. Rosa, passed away peacefully surrounded by his family on Saturday, October 22, 2016 at his home near St. Rosa, Minnesota.

A Mass of Christian Burial was held at 11 a.m.

Tuesday, October 25 at St. Rose of Lima Catholic Church in St. Rosa with Rev. Dan Walz.

Interment was in the parish cemetery.

Gerald Ben Arnzen was born October 28, 1936 to Henry and Anna (Ritter) Arnzen in St. Rosa, Minnesota on their family farm. Gerald’s final wish was to die in the same house he was born, which he did. Gerald was united in marriage to Arlene Middendorf on September 2, 1959 at St. Mary’s Catholic Church in Melrose.

Together they farmed until they retired in 1996. Gerald also worked for his brothers at Arnzen Contruction and Arnzen Trucking.

Gerald was an active member of the St. Rose of Lima Church in St. Rosa and also took care of marking the cemetery plots for over 40 years. He was a member of the Holy Name Society and charter member of the St. Rosa Lions, where he received the Helen Keller and Melvin Jones awards. He was a very proud member of the Lions and the membership director.

Gerald’s passions were farming, playing cards, fishing, hunting, and driving his 4-wheeler and golf cart. But most of all he enjoyed spending time with his wife, children, grandchildren, greatgrandchildren, and friends. His fondest memories are taking the kids fishing to Wolf Lake, going to St. Rosa for a drink, and just having people over to visit. His kind heart, big smile, well-known voice with lots of stories will be deeply missed.

Gerald is survived by his wife of 57 years, Arlene of St. Rosa; his children, John (Lillian) Arnzen, Bonnie (Mark) Stangler, Henry Arnzen, Mike (Beth) Arnzen, Fred (Linda) Arnzen, all of St. Rosa, and Julie (Jerry) Engelmeyer of Merrifield, MN; sister, Emily (Denis) Schneider of Meire Grove; 15 grandchildren and 12 greatgrandchildren.

Gerald was preceded in death by his parents, Henry and Anna Arnzen; brothers, Jerome, Joe, Roy, and Virgil Arnzen; and sister, Rita Boeckermann.

Serving as casket bearers were John Arnzen, Henry Arnzen, Mike Arnzen, Fred Arnzen, Mark Stangler, and Jerry Engelmeyer. Cross bearer was Jason Arnzen and scripture bearer was Sara Revermann. Reader was Jodi Maus and petitions were read by Brenda Greeley.

Gift bearers were Cassandra and Jordan Arnzen. Mass servers were Luke and Eli Engelmeyer. Serving as honorary pallbearers were the St. Rosa Lions.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

Donald R. “Don” Hanauska, age 80 of Albany, died peacefully surrounded by his family on Sunday, October 23, 2016 at the Mother of Mercy Nursing Home in Albany, Minnesota.

A Memorial Mass of Christian Burial will be held at 11 a.m. Friday, October 28 at Seven Dolors Catholic Church in Albany with Rev. Cletus Connors, O.S.B. officiating. Entombment will be in the parish cemetery.

Visitation will be held from 4 to 8 p.m.

Thursday and from 10 to 11 a.m. Friday at the Seven Dolors Gathering Area in Albany. Parish prayers will be held at 4 p.m. followed by the American Legion Post 482 at 7 p.m. Thursday evening at the gathering area.

Donald Robert Hanauska was born July 20, 1936 in Albany, Minnesota to Joseph and Beata (Schwieters) Hanauska.

He graduated from Albany High School and enlisted in the U.S. Army. After serving in

Raymond “Ray” George Services celebrating the life of Raymond “Ray” George, 82, Holdingford, was held at 3:00 PM on Saturday, October 22, 2016 at the Miller-Carlin Funeral Home in Holdingford. Ray passed away early on Oct. 20, 2016 at the St. Cloud

Hospital.

Ray was born on April 6, 1934 to Theodore and Auriela (Ricker) George in Rose City. He was raised with four siblings and grew up in a farming family. Ray joined the United States Army and proudly served his country. After marrying, he moved to the Twin Cities before returning to Holdingford to farm. Throughout his life, Ray worked as a security guard, fabricator, truck driver, and janitor – but his passion was farming. Dairy cows, beef cattle, and John Deere tractors were his loves. Ray also enjoyed woodcrafts, attending and holding auctions, fixing things, and collecting lawn ornaments. He could be a stubborn may who was set in his ways but he was able to to talk to anyone he met. Ray loved to meet new people and liked to talk about his favorite TV shows: “The Price Is Right” and “Shark Tank.”

Germany, Don was honorably discharged and returned to Albany where he worked as a barber. He was united in marriage to Ann Imdieke on June 10, 1961 at St. John’s Catholic Church in Meire Grove.

Don later started Don’s Bait and Gas which eventually became Don’s I94 in Albany.

He was a member of Seven Dolors Catholic Church in Albany and the American Legion Post 482. Don was an all-around nice guy who enjoyed shooting guns, hunting and fishing.

Survivors include his children, Bob (Julie) Hanauska of Albany and Julie (Jeremy) Glenz of Albany; eight grandchildren, Melissa, Ashley, Christopher, Sarah, Brody, Carter, Grady, and Callen; and five great-grandchildren, Alex, Brooklyn, Lance, Aubrey, and Austin.

He was preceded in death by his wife, Ann Hanauska on July 10, 2011; parents; brother, George Hanauska; and sisters, Rita Gasperlin, Joan Cremers, and Alice Wolf.

Serving as urn bearer will be Brody Glenz. Cross bearer will be Carter Glenz and scripture bearer and reader will be Sarah Hanauska.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

Adam P. Van Beck

Adam P. Van Beck, age 101 of Greenwald, died peacefully surrounded by his family on Monday, October 24, 2016 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11a.m. Saturday, October 29 at St. Andrew’s Catholic Church in Greenwald with Rev. Mitchell Bechtold officiating and Rev. Marvin Enneking, Rev. Ken Thielman, and Rev. Vince Lieser concelebrating. Interment will be in the parish cemetery.

Visitation will be held from 4 to 8 p.m.

Friday and from 8:30 to 10 a.m. Saturday at the Patton-Schad Funeral Home in Melrose. Knights of Columbus will pray at 5 p.m. followed by parish prayers at 7 p.m. Friday evening at the funeral home.

Adam Peter Van Beck was born May 31, 1915 in Spring Hill Township, Stearns County, Minnesota to Albert and Mary (Kolb) Van Beck. Adam attended country school through the eighth grade. He was united in marriage to Cecelia Fuchs on June 2, 1941 at St. Margaret’s Catholic Church in Lake Henry. The couple farmed southwest of Greenwald until June of 1974, when they retired and moved into town.

He was a member of St. Andrew’s Catholic Church in Greenwald and the Knights of Columbus Council #1633.

Adam enjoyed watching purple martins and was a bowler who was able to bowl until he was the age of 98. He also enjoyed fishing and dark house spearing, listening to old time music, and was a big fan of the Minnesota Twins and the Greenwald Cubs.

Survivors include his children, Norma (Tom) Kaluza of Circle Pines, Peter (Joan) Van Beck of Greenwald, Vernon Van Beck of Shoreview, Larry (Rosie) Van Beck of Melrose, and Ralph (Linda) Van Beck of Greenwald; 16 grandchildren and 43 great-grandchildren; sister, Katherine “Kitty” Gruber of Melrose; and brother, Reuben (Arlene) Van Beck of Cold Spring.

Adam was preceded in death by his wife, Cecelia Van Beck on March 15, 1993; parents; brother and sisters, Edwin Van Beck, Beata Brang, Monica Ehlert, and Erma Walz.

Serving as casket bearers will be Noah Van Beck, Matt Van Beck, Chris Kaluza, John Kaluza, Greg Van Beck, Chad Van Beck, Mike Van Beck, and Cory Van Beck. Cross bearer will be Laurie Nyren and scripture bearer will be Marti Van Beck. Mass servers will be Damon Van Beck and Zack Van Beck and Eucharistic Minister will be Tom Kaluza. Serving as gift bearers will be Lisa Aronson, Elisha Seanger, Jessica Reed, and Jill Van Beck and lector will be Nate Van Beck.

Hildegard G. Ricker

Mass of Christian Burial celebrating the life well-lived of Hildegard G. Ricker, 103, Albany, was held at 11:00 AM on Monday, October 24, 2016 at Seven Dolors Catholic Church, Albany. Fr. Cletus Connors, OSB officiated and burial followed in the parish cemetery.

Hildegard entered into eternal life on Oct. 19th with her children at her side at Mother of Mercy Nursing Home.

Hildegard was born on the family farm on June 4, 1913 to Anton and Mary (Ohmann) Jonas in St. Martin Township.

She was one of 16 children and often would help in the home, cleaning, cooking, baking, and other chores. On Nov. 15, 1938, she married Claude H. Ricker at Seven Dolors, with whom she had four children. Hildegard was a homemaker who enjoyed cooking for her family, especially at the holidays. She liked gardening and bird watching, loved tending to her flowers, and had a special fondness for her gladiolas and calla lilies.

sweet and loving nature. She had a quiet way about her and always took her time and took great care in everything she did.

After her children were grown, Hildegard worked for a number of years for Stearns Manufacturing. And, in her later years, she spent about 6 years working in foodservice at the University of St. John’s and the Seminary. Hildegard was also a woman of deep faith who was active in her church, Seven Dolors in Albany, as well as the Christian Mothers and the Legion Auxiliary.

Hildegard is survived by her children Doris Elfering, Avon; Ronald (Joanne) Ricker, Albany; Lloyd (Sheila) Ricker, Dawson; 11 grandchildren; 19 great-grandchildren; and 5 great-greatgrandchildren.

She is greeted in Heaven by her parents Anton and Mary Jonas, her daughter and son-in-law Arlene (Leo) Jungmann, her sisters Bridget, Mary, Gertrude, and Sr. Mary Celine Jonas, Agnes Rausch, Alvina Rausch, Ann Schwagel, Mary Ann Rausch, and Madelyn Buettner, and her brothers Frank, Peter, Nickolas, Albert, Mathias, and John Jonas.

A deer’s winter coat is comprised of two layers. The outer guard hairs are hollow, stiff and grow about 2 inches longer than the undercoat. The inner layer is soft and dense which insulates deer from the cold weather and snow.

Coat color, regardless of the season, tends to be darker in forested areas and lighter in agricultural areas where deer are exposed to more direct sunlight.

Travis Barthel, the Senior High October Student of the Month, is a senior and the son of Bruce and Jeanette. Travis has been on the B Honor Roll and plans to go to college.

Sports play a big part for Travis; he has been active in football, basketball, and baseball since seventh grade. Travis’ hobbies include those sports, along with Fantasy Football and softball. Travis helps with the Carnival in the summer. His advice to other students is to “do your homework on time and don’t fall behind in your classes.”

Social Studies teacher Pam Czech believes that “Travis is well deserving of student of the month. He is my TA and does whatever is asked of him. I can always count on him to be here and

get the job done. Travis is dependable, trustworthy, polite and helpful to other staff members and his peers. I know that Travis will get the job done on time and correctly. I am sure that he will continue to do well here and in life.”

Math teacher Liza Hasse says “Travis displays several great qualities that qualify him for student of the month.

First, Travis works hard to complete all of his assignments in a timely manner and puts forth his best effort. Second, Travis has developed into a quiet leader, mostly leading by example. Did you know we have a MN State Constitutional Amendment on the ballot?

By Patricia Seifert It is, “Shall the Minnesota Constitution be amended to remove state lawmaker’s power to set their own salaries, and instead establish an independent, citizens-only council to prescribe salaries for lawmakers?”

‘To the naked eye’ this sounds like a good idea. However, how do you get on this committee? The Governor and State Supreme Court Chief Justice each appoint 1 person from each of the eight Congressional Districts. Half of the members appointed by the Governor and Chief Justice have to be from each of the two major political parties. The people or their spouse can’t be current or former

legislative members, lobbyists, judges, or State Statutory Officer.

This all seems good ‘to the naked eye’ but is it really? This is another committee or council, accountable to no one, spending your tax dollars. Do you really think and believe the committee will be non-partisan and do the work for the betterment of Minnesota? What about all of the people who have chosen not to be a part of either of the ‘two major political parties’? Wait, do the members of this committee have to consider the budget or budgetary impact of their decisions?

But what should have been seen as “horrific” is the fact that Hillary adamantly supports “partial birth abortion.”

In the Senate she voted against banning this sickening procedure, where the abortionist pulls the baby by its feet until only his/her head is still in the birth canal, then they stick a sharp object, from under the head all the way to the brain, to drain the brain out so it will be easy to finish pulling the baby out. They do all that to a living human being whose

Mr. Trump, in his rebuttal, did not speak of the above procedure, for some reason or other. Perhaps, like myself, trying to explain such a procedure would cause him to breakdown crying. Instead he mentioned the regular abortion doings when they tear out baby parts while getting the baby out of the woman’s body. Both of these acts are cruel and inhumane. It is murder, a crime against God’s Laws, and a heinous crime against humanity.

His profits over the last couple of years have been about $80,000 annually.

We were wondering if we should be setting aside some retained

earnings.

-Kim Dear Kim, Yes, all businesses should have retained earnings. In the personal finance world, we would call that an emergency fund. It can be difficult in the business world sometimes though.

You’re talking about running a business, making a profit, feeding your family, and saving money in the business. This isn’t an easy process no matter how long you’ve been in business.

One way to solve the problem, though, is to take a percentage of your profits at the end of the month and set it aside for retained earnings first.

Do this before you take any profits home or distribute them under a profit sharing plan. It doesn’t have to be a big percentage, but you should be setting money aside every month for the company.

The beauty of doing this is you’ll have money sitting there to replace equipment and other expenditures down the road. Just remember that it’s all taxable. Whether you’re in an LLC, Sub S Corp or sole proprietorship, any money you make as profit — whether you take it home or not — is taxable. So your retained earnings may be saved, but they will be reduced by the taxes on it each year.

Anything you do in business requires money, and to avoid going into debt you’re going to need retained earnings. Good question, Kim!

Dear Dave, I’m about to turn in my two-week notice after 17 years with my company.

It’s a small business, and everyone is like family, but the last raise I received was 50 cents and that was 10 years ago.

I’ve always worked hard and done my job well, but I need to move on to a better-paying position I’ve found. Do you have any advice on how to handle this situation?

-JT Dear JT, Leaving people you care about is always hard. It sounds like they could have treated you better in terms of financial compensation, but things might have been just too tight. Regardless, this is a situation where you have to put yourself and your family first.

First, accentuate the positive. Let them know that your time there has been like working with family and you appreciate everything they’ve done for you. If they ask you why you’re leaving, be honest but kind. Let them know that your income wasn’t changing for the better, and you have to take another position with better pay. Let them know, too, that you fully intend to honor your two-week notice unless they would rather you didn’t.

It does no good to throw stones over your shoulder as you leave, JT. That kind of thing says more about you than it does about them. So just show a lot of gratitude and kindness. It’s going to be a tough situation emotionally for all concerned, so do your best to make it professional, honest and friendly.

By Tom Kuehne I‘m sure most of you are aware of the messed up health insurance program both on the Federal and our state level. The largest health insurance carrier in Minnesota is Blue Cross. They are terminating 103,000 individuals from coverage. Some of these people who are located in counties other than Benton, Mille Lacs, Morrison, Crow Wing and Stearns, will be able to obtain coverage from Blue Cross through their Blue Plus Network. One must remember that if you wish to get care from a medical facility which is not in the Blue Plus Network, you will be considered “out of network” and your share of the cost will be much higher. Those of us who have

medicare aren’t currently affected by the MNsure and Obamacare mess. Our state legislature will have to find a solution to the health care problems, but as is the typical solution, they will inject a sizable amount of our taxpayer’s money into the problem. This will not solve the problem, it will just move it a year down the road. The solution is to create a plan which will allow the insurance companies to pay claims and also remain solvent. “Lets pass this so we can see what’s in it.” We are starting to find out.

Melrose City September 15, 2016 The Melrose City Council met in a Regular Meeting on Thursday, September 15, 2016 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Jenny Mayers, Dick Christenson, Tony Klasen, Josh Thieschafer, Mayor Joe Finken, City Administrator Mike Brethorst, Finance Director Tessa Beuning, and City Clerk Patti Haase. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Ms. Mayers, seconded by Mr. Thieschafer and unanimously carried to approve the agenda as amended.

Mayor Finken commented on the City’s recent fire in the downtown area. Mr. Finken stated that multiple families and businesses have been affected. Please keep them in your prayers. Melrose has been hit hard in 2016. Almost everyone in our City has been hit emotionally or financially with the fires on Main Street and St. Mary’s Church. Our city will endure. We will become stronger going forward into 2017.

Mayor Finken also reminded the community of the upcoming Rummage Sale being held on Friday, September 16 from noon until 6:00 p.m. and again on Saturday, September 17 from 8:00 a.m. until 6:00 p.m. Proceeds will go to those families and businesses affected by the fire.

The following items were considered for approval under the Consent Agenda: • The minutes from the Council’s August 18 Special Meeting, the August 18 Special Joint Meet-

ing with the Public Utilities Commission, and the August 18 Regular Meeting • List of bills in the amount of $602,628.48 • List of investments for the month of August • Resolution No. 2016-34, Resolution Appointing Election Judges. The election judge appointments are for the General Election that will be held on Tuesday, November 8, 2016.

Gambling Resolution: 1) Resolution No. 2016-35, Resolution Approving Gambling License to the Melrose Chamber of Commerce for an exemption from lawful gambling license to conduct a raffle on Friday, November 25, 2015 at 223 Main Street East, Melrose MN. The Council to give consideration approving the 2016-2017 Safety Management Program Contract between the City and the Minnesota Municipal Utilities Association (MMUA) for their safety program. The agreement is in effect from October 1, 2015 through September 30, 2016. Total program fees have increased $375. The fees are cost shared between the general and utilities funds.

The Council to take action concurring with the Commission approving the Safety Management Program Contract.

On September 7, Office Assistant I Doris Rieland will complete 6 months of service with the City. She is eligible for a six calendar-month step increase. Finance Director Beuning has conducted a review and it is favorable; therefore, recommends approval of a step increase from Step 4 to Step 5.

Mayor Finken then opened the Public Hearing at 6:04 p.m. on the vacation of that portion of Second Avenue NW (originally known as Pennison Avenue in the plat and survey of Fair View Addition to Melrose) lying southerly of the north line of Block Two (2), Fair View Addition to Melrose, extended easterly to its intersection with the easterly right of way line of Second Avenue NW. The three parcels which about the portion has been petitioned to be vacated. The purpose of the requested vacation of the part of undeveloped 2nd Avenue is to facilitate the construction of a new home and to clean up historical platting and ownership issues. City Administrator Brethorst presented the Affidavit of Publication of the Hearing Notice which was published.

Mayor Finken asked if there were any additional comments or concerns regarding the Vacation request.

No further comments were forthcoming; therefore, the public hearing was closed at 6:05 p.m.

Police Chief Craig Maus presented the Police Department’s August monthly report. He noted there were 415 calls for service during that month compared to 247 for August 2015. A total of thirty-one citations were written for the month of August. The year-to-date number of calls is 2748 compared to 2014 in 2015. For the month of August 2016, the Department received 33 agency assist calls.

• Community Development, Melrose Multi-Family Project: Reviewed development concerns raised by Melrose Multi-Family’s survey and preliminary development plan with City Staff and City Engineer, including zoning, shoreland and utility issues.

Mayor Finken noted that a Public Hearing was held earlier this evening on the vacation of easement relating to the Petition from Carl and Bri Worms for the vacation of a Public Right of Way for the construction of a new residential home to be constructed in 2017.

All abutting neighbors have signed the petition and are in agreement with the vacation. Under the distribution of vacated land, it shall return to the original platted parcels.

Mr. Kraker has requested that he be given the addition 25 that would normally be given back to the parcel currently owned by the City.

This would square up his parcel.

The Melrose Area Development Authority at its July 6 meeting has reviewed this application and recommended approving the land sale.

The Melrose Planning and Zoning Board have also approved the vacation and states it is in compliance with the City Comprehensive Plan.

Council Member Thieschafer introduced Resolution No. 201636, A Resolution Vacating A Portion of Second Avenue NW (Originally Known as Pennison Avenue) and Reserving Utility and Drainage Easements). The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: For: Council Members Thieschafer, Klasen, Mayers, Christenson, and Mayor Finken; Against: None.

Mayor Finken stated that the City of Melrose has contracted with Stearns County Attorney’s Office since 2015. The contract is set to expire December 31, 2016.

It was originally estimated that the Department would send 100 cases per year to the County for Prosecution. However, the police have been sending on average 190 citations per year. The County charges on a per case basis they have proposed to provide billing based on an average of 150 citations per year. The county is proposing an increase from $12,500 to $16,500 per year under the same terms.

A motion was made by Ms. Mayers, seconded by Mr. Chris-

tenson and unanimously carried to approve the two year contract as presented.

Don Hickman, Vice President for Community & Workforce Development for the Initiative Foundation stated that in an effort to aid the Community of Melrose, the Initiative Foundation (IF) located in Little Falls has offered to host the management and creation of a Community Fund. The IF has provided this same resource within the past six years to the communities of Wadena and Hewitt. Wadena received assistance when it was hit by a tornado and Hewitt after flooding.

Both have found great success with this program and both of which have stated that they would follow the same processes.

If funds are raised they would cover expenses such as: Urgent (food/shelter/ clothing) needs, support relief and clean-up efforts, and facilitate planning and projects to rebuild the community during the aftermath of a disaster including business recovery. If enough funds are raised, the Fund could remain in place to be used for future community relief projects. The fund would work as follows: A request would come in from an outside case management team such as Catholic Charities. They would then submit this request to a local Steering Committee whom would then consider the request based on set rules for consideration. (Note the expense examples as noted in the paragraph above.) The Steering Committee would then recommend to the Initiative Foundation to release the funds. The IF would then review it then if within the parameters they would the release the funds. The fund would be managed the by the IF. There are no administrative fees for the first 12 months.

They will aid in marketing and the fund and assist with pledges and all administrative costs. If the fund is still needed after the first year, a fee of 2 percent will be issued. However, if the fund is still active and directly supporting the fire, it is likely the fee would be waived upon a valid request.

A motion was made by Ms. Mayers, seconded by Mr. Thieschafer and unanimously carried allowing the Initiative Foundation to form the fund as outlined in the Melrose Area Relief Fund Agreement.

Initiative Foundation has funds available for eligible projects to help seed the Relief Funds. Staff has submitted a letter of interest to the IF relating to the Grant. If approved, the IF would then allow for a full grant request. There is no local match required for this grant.

A motion was made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried authorizing staff to submit a formal grant request to the Initiative Foundation. Mr. Hickman informed the Council that just prior to the meeting this evening he was notified that AgStar Financial Services announced a $25,000 grant to the Little Falls based Initiative Foundation to help relief efforts following the September 8 fire through the historic downtown that damaged eleven Main Street businesses and eight apartments, causing almost $600,000 in damage.

Finance Director Beuning presented the proposed 2017 Budget for the General Fund. State law requires that the City certify the proposed tax levy to the County Auditor by no later than September 30; therefore, it will be necessary to review the budget and take action on adoption of the proposed preliminary budget and the proposed tax levy at this meeting. The final levy adopted in December can be lower than the levy certified in September, but cannot be higher.

It is proposed that the preliminary property tax levy be certified at $950,000. Also included is a total debt levy of $445,000 for a total proposed tax levy of $1,395,000 and an estimated tax capacity rate of 70.72% which is a decrease from the final levy of 71.199% for 2016 taxes payable. The City must also provide the County Auditor with precise information on: 1) Time and place of a public hearing for the adoption budget and levy will be discussed.

2) The public must have the opportunity to speak and the meeting must not be held before 6:00 p.m.

3) Date, place and time of the public hearing at which the final budget and levy will be determined, with this meeting to be scheduled after November 24 and before December 27. a) Staff recommends this hearing be scheduled for the December 15 at 6 p.m. at the Melrose City Center.

itself for the payment of the Qualified Costs, plus interest thereon, from tax increments derived from the TIF District in accordance with the terms of this resolution (which terms are referred to collectively as the “Inter-fund Loan”).

Mr. Christenson introduced Resolution No 2016-39 Resolution Approving the Terms Of Up To A $250,000 Inter-fund Loan in Connection With A Proposed Tax Increment Financing District (Redevelopment District). The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: For: Council Members Christenson, Klasen, Mayers, Thieschafer, and Mayor Finken; Against: None.

Mayor Finken noted that the City has reached the end of the three year contract with our auditors, Abdo, Eick & Meyers LLP. The City has used the services of Abdo, Eick & Meyers for many years and is happy with their knowledge and experience. Staff has worked diligently to perform much of the prep work, as well as preparing the financial statements in house, to reduce our audit costs.

The City/Melrose Public Utilities paid $30,000 for audit services for fiscal year 2015, which included one-time fees of $1,500 for the implementation of GASB 68, as well as $1,500 for the implementation of the CAFR. That would bring the audit fees for 2015 to $27,300.

The fee quoted from 2016-2018 is $28,800-$29,800. This is a 1.7% increase proposed for the second and third years.

Council Member Thieschafer inquired as to the last time staff had completed an RFQ for Audit Service. Ms. Beuning noted that Abdo, Eick and Meyer has been the City’s auditing firm for at least the past ten years. Mr. Thieschafer stated that he believes it is good business practice to occasionally obtain quotes on contracts of this size, in order to ensure the City is getting the best value for its money.

The Council directed staff to obtain additional quotes for Audit Service to be presented at the next regular meeting.

Mayor Finken stated that in an effort to provide potential assistance for the redevelopment of the 400 Block of Melrose Downtown, the City can declare an intent to provide assistance in the form of TIF. This intent is to preserve the opportunity to aid the property owner in rebuilding the site. By adopting the Resolution, it is setting a date that anything after the adoption date would be eligible for participation in a Redevelopment TIF District. The City is not creating the district, but it is keeping the door open to the possibility.

Mr. Thieschafer introduced Resolution No. 2016-40 Resolution Making Certain Finding with Respect to a Substandard Building.

The motion was seconded by Ms. Mayers with a roll call vote recorded as follows: For: Council Members Thieschafer, Mayers, Christenson, Klasen, and Mayor Finken; Against: None.

The following informational items were discussed: The minutes from the Utilities Commission’s August 10 Regular Meeting Planning for the retaining wall is well underway. A meeting was held on Monday, August 29 with the MN DNR, Army Corp. of Engineers, WSB and City Staff to review a conceptual plan. The plan included a rip-wrap retaining wall, with a 6 foot bench. Concerns were raised by the DNR and Corp. of Engineers that the retaining wall must have a 0.00 rise in flood elevations of the site. Therefore, efforts are needed to prove via an engineering flow model that there will be a 0.00 rise in elevation.

iment from the spill way, widening the channel to increasing the slop of the retaining wall. Another option is to modify the spill way on the north side of the spill way. This is the least preferred as it is anticipated to be very costly.

As of the meeting, it was still planned to encroach into the spill way with stream bars as well as with the retaining wall rip-wrap.

It may be needed to include natural grasses to the retaining wall to secure the graded slopes. This is pending final review and plans. The Army Corp. of Engineers has started their historical review of the site.

It is anticipate their comments will be back at the end of October. This may delay the overall planning for the retaining wall. However, we are still moving forward with design and comments from regulatory stake holders.

It is anticipated that we will have a 90% solution/plan complete on or around October 30, 2016.

Charter Communications has sent notification that they are making changes to the channel lineup for customers in our community.

Effective on or after September 27, 2016 OVATION HD will be added to the channel lineup on channel 849. OVATION HD is a value added channel addition at no cost to our customers who enjoy OVATION SD on channel 127 on the regular channel lineup. Planning and review efforts are well underway for the Melrose-Multi-Family project. A draft site plan has been presented to staff. Efforts to coordinate planning efforts between the 5th Ave Bridge Project/1st Street Plan, Kraft Retaining Wall and the Melrose Multi-Family Development are needed to ensure one does not inadvertently affect the other. CAD drawing and comparative reviews of the various plans are underway.

The next mile stone is to complete the comparative reviews, followed by final draft submittals to the City for Code Compliance.

This will then determine the CUP and Variance processes that will be needed. Plus, it will clarify Easement, Right-of-Way, access points and etc. There are several moving parts for this project that need to be consolidated to ensure an open and smooth review process.

Additionally, efforts are underway to determine costs by the developer. This will then determine the gap needed to facilitate the development project. It is anticipated the next public milestone will be in November, when the Planning Commission will be given an opportunity to formally review and comment on the plan. There is a planned staff meeting with Melrose Multi-Family on September 13, 2016 to review the status.

October 17, 2016: At 18:09 Larry VanHeel of rural Swanville was driving a 1978 Ford truck. While traveling eastbound on 250th St., he met a semi with a trailer traveling westbound. VanHeel then moved over, continued into the ditch, which caused the truck to tip over.

October 20, 2016: At 19:44 Todd County Sheriffs Office received a report of a car deer crash on County Rd 2 about a mile east of county Rd 47. Justin Ainali age 29 of Melrose was traveling eastbound on County Rd 2 in his 1992 Ford Ranger when he struck a deer causing front end damage. No injuries were reported and the driver was wearing his seatbelt.

October 20, 2016: At 20:28 theft of campaign signs. Approximately 20 Clinton - Kaine campaign signs were reported to have been stolen from the roadside all over Todd County with in the last several days. Anyone with information on the thefts are asked to call the Sheriff Office.

October 22, 2016: At 23:38 Todd County Sheriffs Office received a report of a car deer crash on County 10, 1 mile west of US HWY 71 intersection. Jamie Wieling age 18 of Long Prairie was traveling westbound on County 10 in his 1996 GMC Jimmy when he struck a deer causing damage. No injuries were reported.

October 25, 2016: At 15:33 the Todd County Sheriffs Office receive yet another report of Trump campaign signs being stolen from roads in and around the Long Prairie and Grey Eagle Area. Reminder it is against the law to take, remove or damage any campaign signs. Anyone with information and having seen suspicious activity please call the Sheriff Office.

October 26, 2016: At 08:16 on Saturday 10/22/16, a customer returned a weed roller control box to Bitz Hardware in the city of Grey Eagle. The customer placed the item in the back of a red GMC /Chevy truck, assuming that it was the owner’s truck, which was parked outside the business, near the entrance. The truck did not belong to the owner. Anyone with information on who owns the truck that was parked there or if the owner of the truck has found this item, please contact the Todd County Sheriff’s Office or Bitz Hardware.
