Kids teach us great lessons -By Harvey Mackay A little girl visited a farm one day and wanted to buy a large watermelon.

The farmer said, “That will be $3.”

“But I’ve only got 30 cents,” said the young girl.

The farmer pointed to a very small watermelon in the field and said, “How about that one?”

“Okay, I’ll take it,” said the little girl. “But leave it on the vine. I’ll be back for it in a month.”

Now there’s a young girl who is destined to succeed.

Children teach us many lessons.

For example, kids are more creative and are more imaginative. Children don’t know what is and isn’t possible. To them everything is doable. They don’t have the mental blocks that many adults have and haven’t been curtailed by rules and regulations.

Similarly, kids also dream more and dream bigger. If they can dream it, children believe they can do it. They are more ambitious and enthusiastic.

When I speak to business audiences, one of my messages is to believe in yourself, even when no one else does.

No one does this better than children.

They believe they can do anything and everything.

Children are fearless. They don’t fear rejection or what people think of them. They don’t think about the future.

They are carefree. Tomorrow is simply another day.

Children start every day anew.

They are not afraid to try new things.

They don’t worry and, possibly most importantly, are happy. And they strive to do what makes them happy. Shouldn’t we do the same as adults? You can be as happy as you decide to be. It also helps that kids laugh a lot.

Children forgive and forget. If they get upset they are typically on to

something else soon and they forget what was troubling them. They don’t hold grudges. It is far better to forgive and forget than to resent and remember.

Children make friends easily. They understand that the best vitamin for developing friends is B1.

Long gone are the days of “children should be seen and not heard.” Children of today are not just tech savvy; they are creating apps that will pay their college tuition.

That’s pretty amazing for a whole sector of society with no control over most areas of their lives. Someone else is telling them when to eat, sleep and go to school. They can’t choose their living arrangements, make their own vacation plans, or set their own rules.

They are essentially powerless. And yet, they manage to survive and thrive.

What are we adults doing wrong?

Perhaps we have set aside the childlike qualities that keep us excited about getting up every morning.

Remedy that problem pronto.

If enthusiasm and creativity are lacking, it might be time to reread some Dr. Seuss.

Children are incredibly perceptive.

“The Good Old Days” -By Tom Kuehne Several

Halloween of

my

readers have suggested that I do a story about tricks that were played on Halloween in the past. I hesitated to relate stories and experiences from the past, but decided many of these stories had been told to the younger generation

already, so why not.

Halloween or All Saints Day was originally a day of remembrance of those individuals who had passed away.

It was a church holiday, but as centuries passed, the trick or treat mentality became the holiday’s prevalent feature.

Tricks were part of the Halloween celebration from our past. Some of the tricks were just silly, but others were actually hazardous. Sometimes the trick backfired on the trickster.

Corn shocks and outdoor toilets created an attraction, since it seemed that they needed to be tipped over.

Sometimes the corn shock was dragged out on to the road, which would cause a scare to anyone driving on the road.

In one case, a farmer hid in the corn shock, “scaring the heck” out of the tricksters. Other times the owner of a toilet would move it ahead several feet and the trickster would suddenly find themselves in a hole with poo halfway up to their knees. My Great Grandfather was in the outhouse when the tricksters came and his loud response scared them away.

Another story involved a teacher in country school. The kids found a large garter snake, put it in the center drawer of her desk and waited half a day for

her to be shocked by the trick. The trick was actually on the kids, since when she opened the drawer, she calmly picked up the snake, carried it outside and returned to resume class as if it was an everyday happening.

Saw dust from a lumber yard was dragged across the street to create a sawdust drift. The back corner of a car was jacked up, a block was placed under the axle and the car then wouldn’t move.

In one instance a group of young guys carried a boat to the top of a flat roofed hardware store, causing some distress on the part of the store owner and the boat owner. A teacher owned a small car called an Isetta. It being small enough to be picked up by 6 kids, was carried from the street to a spot near the school building.

Today the holiday has shifted to younger children. Accompanied by adults, they put on some masks and costumes and go to homes and businesses “trick or treating.” I think that in some cities there are restrictions as to the acceptable costumes. Most of the kids are home shortly after sundown.

The old tricks which were played in the past years required work on the part of the trickster, which now takes the fun out of it. Our government, in it’s drive to protect it’s citizens, has enacted laws and penalties on tricksters. Jail time and psychological evaluation would be some of the penalties. It’s wonderful that we were able to reach adulthood with all of our psychological difficulties and didn’t have a criminal record for tipping a toilet.

Let me tell you the story about the father of a very wealthy family who took his son on a trip to the country with the purpose of showing his son how poor people live. They stayed with a very poor family. When they returned, the father asked the son what he thought of their trip.

“It was great, Dad.” “Did you see how poor people live?” the father asked.

“Oh yeah,” said the son.

“So, tell me, what did you learn from the trip?” asked the father.

The son answered: “I saw that we have one dog and they had four. We have a pool that reaches to the middle of our garden and they have a creek that has no end. We have imported lanterns in our garden and they have the stars at night. Our patio reaches to the front yard and they have the whole horizon.

and they have fields that go beyond our sight. We have servants who serve us, but they serve others. We buy our food, but they grow theirs. We have walls around our property to protect us; they have friends to protect them.”

The boy’s father was speechless.

Then his son added, “Thanks, Dad, for showing me how poor we are.”

Isn’t perspective a wonderful thing?

Through the eyes of a child, the father learned wisdom beyond the ages.

Obituaries Marie K. Schirmers

Mass of Christian Burial will be at 11:00 a.m.

Thursday, October 26, 2017 at St. Benedict’s Catholic Church in Avon for Marie K. Schirmers, age 90, who passed away Friday at Cherrywood Advanced Living Care in St. Cloud. Rev. Brad Jenniges will officiate and burial will be at the Parish Cemetery. Friends and family may gather one hour prior to services on Thursday at the church.

Marie was born October 2, 1927 to Louis and Catherine (Salzer) Raab in Avon. She married Stephen Schirmers on May 24, 1950 at St. Benedict’s Catholic Church in Avon, where they remained members, and recently celebrated 67 years of marriage. Marie lived in Avon all her life as a housewife devoted to her faith, her husband, children, grandchildren and great grandchildren. She was a happy and friendly person. She spent a lot of time playing with her grandchildren and great grandchildren. She was so compassionate and loving. Fall was her favorite time of year, appreciating the changing colors.

She loved nature, animals, and music. She had a great sense of humor sharing her wit

and funny comebacks! She was a gardener who canned and froze many vegetables and fruits. Another way she spread her love was cooking up special requests which turned into family favorites, such as kraut, apple strudel, kuchen bread, and dressing. When Marie wasn’t in the kitchen spreading her love with good cooking, she was playing Scrabble, card games, crafting, sewing, and making afghans. Marie and Steve also enjoyed their time with family and friends at their cabin in Pine River.

Marie is survived by her husband, Stephen of 67 years; children, Kathy Lemke of St. Wendel, Ann (Arthur) Chaika of St. Cloud, Lois (Daniel) Scudder of St. Louis Park, Mark (Brenda) Schirmers of Avon; brothers and sisters, Steve Raab of Sartell, twin brother Joe Raab of St. Joseph, Martin (Pat) Raab of Yankton, SD, Meinie Raab of Albany, Louis (Sheila) Raab of St. Michael, Hilda Chmielewski of Bloomington; 5 grandchildren and 5 great grandchildren.

She was preceded in death by her parents, infant sister, Agnes; sister, Betty Clary; and brother, Leo Raab.

Marie had so many special friends and neighbors throughout her life that she dearly cherished and who also supported her and her family during the last years of her life as she struggled with Alzheimer’s disease. She will be dearly missed.

The Mass of Christian Burial, celebrating the life of Joseph Gerads, age 87 of Albany, will be 10:30 AM, Saturday, October 28 at the St. Anthony Catholic Church near Albany, MN. Burial will be in the parish cemetery.

Joe died Sunday at the Melrose Hospital.

There will be a visitation from 4-8:00 PM, Friday and again after 9:30 AM, Saturday, at the Miller-Carlin Funeral Home in Albany. St. Anthony parish prayers will be at 4:00 PM, Friday at the funeral home in Albany.

Joe was born March 10, 1930 in Krain Township to Charles and Loretta (Harren) Gerads. He joined the U.S. Marines in 1952, during the Korean Conflict. He was honorably discharged in 1954 and he returned to farming. He

Services celebrating the life of Pam Nouis, age 58 of Little Falls, will be on November 4th, 2017 at 11:00 am at Miller Carlin Funeral Home in Upsala. Pam died October 08, 2017.

Burial will be in the St. Mary’s Catholic Church parish cemetery. Visitation will be from 10:00 am until the time of the service at the funeral home in Upsala. Arrangements are being made by Miller-Carlin Funeral Home.

Pam was born on September 25, 1959 to Damon & Virginia (Heisick) Nouis.

She lived in the Little Falls area most of her adult life. She owned and operated Nouis Amusement Park for many years.

She enjoyed journaling and the outdoors.

Pam will be deeply missed by her family.

Rep. Anderson urges attendance at ditch-mowing meeting Rep. Paul Anderson, R-Starbuck, is encouraging area residents to attend upcoming meetings in St. Cloud and Morris, hosted by the Minnesota Department of Transportation early next month, to discuss state ditch-mowing policies.

Last year, MnDOT indicated it planned to change its statewide permitting standards for mowing and baling in ditches along Minnesota’s state roadways. Significant concerns arose over the proposed changes and the Legislature successfully led to enactment a bill placing a moratorium on new mowing rules along state highways – excluding county and township roads – until May of 2018.

Anderson said the moratorium was established to ensure the public and key stakeholders had ample opportunity to

provide input regarding the changes to permitting standards prior to their enforcement.

“This is an important issue for people I talk with and this is their chance to provide input,” Anderson said.

“These meetings are where people from rural Minnesota can have their voice be heard and help make decisions.”

The St. Cloud meeting will take place 6:30 to 8:30 p.m. Nov. 9 at the St. Cloud MnDOT Conference Center (3725 12th St. N.). The Morris meeting will be 6 to 8 p.m. Nov. 15 at the University of Minnesota Morris Science Auditorium (600 E. 4th St.).

Five other meetings also have been scheduled throughout the state.

Dave Says -By Dave Ramsey Dear Dave, I have a rental property that I still owe some money on, and I’ve just begun Baby Step 2 of your plan.

Should rental property debt be included in the debt snowball?

-Matt Dear Matt, No, it shouldn’t. Baby Step 2 of my plan is where you use the debt snowball to pay off all debt — from smallest to largest — except for your home. This, of course, comes after Baby Step 1, in which you save up $1,000 for a beginner emergency fund. I would include rental properties in the “home” category, and I urge people to get serious about paying off their homes a little further down the road in Baby Step 6.

To fill in the gaps, Baby Step 3 is going back and fully funding your emergency fund with three to six months of expenses. Baby Step 4 is investing 15 percent of your household income in Roth IRAs and other pre-tax retirement plans, and Baby Step 5 means setting aside college money for the kids. Baby Step 6 is where you pay off your home, including any rental properties that weren’t already paid for in cash, and Baby Step 7 is when you relax, build wealth, and give.

If it were me, I would pay off my primary home before taking care of the rental properties. That’s simply a risk management perspective. Now, if you owe just $20,000 on your rental property but still have a $3 million mortgage on your residence, you might go ahead and knock out the rental property first.

-McKenzie Dear McKenzie, You should always establish a separate checking account when you open a business. All your business income, and nothing else, should go directly into that account. Nothing else goes in or out of that account except for business expenses. What you have left, by definition, is profit.

When you take that home, set aside 25 percent for your federal, quarterly estimates. In most cases — especially with a small, start-up business — that will put you pretty close to what you’ll need. If you make more than $60,000 to $70,000 in profits, however, you may want to kick that percentage up a little bit. It’s always better to save too much than too little.

New health insurance plan for ag. workers

M a n y farmers in Minnesota, along with other small business owners, have been waiting a long time to become eligible to participate in group plans that offer health insurance.

Up until now, most had to purchase their coverage on the individual market, which has seen huge premium increases in recent years. It appears, for farmers at least, the wait is over as a new health plan is about to begin offering coverage to producers of agricultural products.

The new plan is called 40 Square, a member-owned and self-funded entity, that will start with open enrollment the first of November and coverage on Jan. 1 of 2018. To be eligible, one must produce an ag commodity and file either a Schedule F or a Form 1065 on their tax return. In addition, a farmer must also have at least one “common law employee.” That would include nearly anyone who did any amount of work on the farm. The caveat here though, is that the number of hours worked or the wages paid don’t matter. The only stipulation is that the employee must be issued a W-2 tax form.

This feature is unique as it differs considerably from the requirement for being eligible for group coverage, which required at least 20 hours of work per week by the employee. With this new plan, regular employees who work at

least 30 hours a week must be offered coverage, but there is no requirement for cost-sharing by the employer.

Producers taking part in 40 Square must sign up for at least three years.

Stock must be purchased to make the producer an owner in the plan. Each farm must purchase one share of voting stock for $100, in addition to one share of common stock for $1000. Proceeds from the common stock will be put into a trust, which goes to help fund the plan.

Informational meetings are currently being held, with most being in southern Minnesota so far. Others, including locations in Alexandria and Morris, are also being scheduled. For additional information on plan specifics and locations of upcoming meetings, go to this website: https://40square.coop.

It was announced two weeks ago that the invasive weed, Palmer amaranth, was found on multiple sites in Todd County. All were in new CRP seedings. It’s hoped that since the actual planting at these locations was done this summer, and with our cool August conditions, the plants didn’t produce viable seed.

My big concern right now with this nasty weed is the timing of all the new buffer strips that are being mandated in Minnesota. The only requirement for buffers is that they be “permanent vegetative cover,” with nothing prescribed for certain types of grasses or flowers. Some however, may elect to plant pollinator-friendly mixes of seed.

And with the two outbreaks of Palmer Amaranth in Minnesota, both occurring in prescribed-mix CRP plantings, we are getting seed contamination from someplace.

Anyone seeding buffers this fall or next summer should be very careful about where their seed originates. With thousands of acres of new buffers about to be planted in the next year, we can ill afford to have multiple locations of this destructive weed gain a foothold in Minnesota.

Municipality Minutes It Wasn’t That Long Ago - By John Young Local To publish minutes, email to htnews@meltel.net I received an email from a reputable online training source talking about an upcoming training program they are offering. In this email, the training company was hyping the presenter who has “12 years of social media marketing experience!”

This got me to thinking. In some ways, it seems that social media has been with us for a very long time, yet it wasn’t that long ago we weren’t connected virtually at all. I am constantly amazed at how quickly these social media platforms have become such a critical part of our businesses and daily lives.

So, today I wanted to take you back a bit to the beginning times of the internet and some popular social media platforms.

For many of us, social media and online chatting started with AOL. AOL for our local area was one of the first places you could dial in and connect for an inexpensive fee, except for the long-distance charge of course! The AOL world started on May 24, 1985, and was popular in the 90s before the local services started to come into their own.

While not social media methods, the timing of these two is of interest. Yahoo was the first real online search engine that received extensive usage as the internet started to become of age. Yahoo was founded in January of 1994 and was one of the early pioneers of the internet era.

On a side note, eBay was founded in September of 1995.

Yahoo was followed by Google in the search engine arena with their launch in September of 1998. Google took the best ideas from the Yahoo search engine and added many new aspects to take over the search engine world. One method of growth they used was connecting as the default search engine for some popular web browsers. People began googling without even knowing it!

The instant chat wasn’t the thing it is today, but early on, there was something called ICQ. ICQ had the quaint little ‘Oh Oh’ as a notification sound for the computer-based instant messaging system.

ICQ was started in 1996 by the Israeli company Mirabilis.

The online payment method PayPal launched in December of 1998.

The first real main stream social media platform was Myspace. Myspace was founded in 2003 (14 years ago) and was the first to feature personal profiles and easy to set up pages as your blog. It became a big sharing platform for musicians and artists (which is still in use and by gosh, I still have a page there!)

The biggest one is Facebook. Facebook started in February of 2004 on the Harvard campus. It initially was a ‘hot or not’ website called Facemash which was to vote for which college gals and guys were, well, hot or not in fall of 2003. In time, it evolved into a collage sharing platform at Harvard, then to other colleges in the area, before finally going off Upsala, MN

campus for the first time in September of 2006. Note: 2006 was 11 years ago.

The next major platform to launch was Youtube. Youtube was started by some former PayPal employees in February of 2005. It was sold to Google in November of 2006 for 1.65 billion dollars.

The cute little blue bird of Twitter started to make an appearance in March of 2006. Initially, Twitter seemed like it would be a real competitor for Facebook over the years, but it didn’t become the profit machine needed to play in that world and has become a method to follow celebrities and connect to businesses.

Two former employees of Yahoo started something called WhatsApp in January of 2009. WhatsApp was similar to Snapchat and the new Facebook and Instagram Stories feature. It was purchased by Facebook in February of 2014 for 19.3 billion dollars and has over one billion users, most of which are outside the US. Instagram was started in October of 2010 and featured more of a photo and video sharing platform where you could apply filters to change the look of your images. Facebook bought Instagram in 2012 for one billion in cash and stock.

The very popular photo sharing platform Pinterest started in March of 2010.

This social media channel is mainly a photo bulletin board and is heavily used by female users. No, it hasn’t been purchased by Facebook yet.

And finally, the last commonly used social media platform SnapChat started in September of 2011. The early attraction for SnapChat was the ability to take silly photos, apply filters, and send to friends who could see them for a very limited time before they were gone forever. This lead to a rash of inappropriate photos being shared and screen shots saved by their friends and causing many issues for the initial photo sharer. Facebook did make an attempt to buy SnapChat, but their offer was declined, and Facebook has since started implementing many SnapChat features into their Messenger platform.

So, as I went through this list, it seems the ‘social media expert’ from the beginning of the article must be an expert in AOL and Myspace. Those seem to be the only social media platforms available 12 years ago!

Burnhamville Township September 26, 2017 The regular meeting of the Town Board of Burnhamville Township was held September 26, 2017 at the Burtrum Community Center. The meeting was called to order at 7:00 p.m. by Chair Mike Berscheit. Members present include Supervisors: Mike Berscheit, Louis Thompson, and Bruce Johnson; Clerk Shirley Hulinsky; Treasurer Pam Throener. Others present: Erv Herdering.

The minutes from the regular meeting of August 29, 2017 and from road hearing on Friday, September 22, 2017 were approved as presented on a motion by Sup. Johnson. Motion was seconded by Sup. Berscheit. Motion passed.

For correspondence the township board members received letters from Planning and Zoning which was a withdrawal of Oakridge Reserve change, First State Bank of Swanville, Swanville fire contract, and the State of Minnesota sent letters about salt standards and a Haul Road Release for Fitz Road as a company completed hauling from Starry pit. Sup. Thompson made a motion to approve release with Sup. Johnson seconding the motion and it passed with all voting in favor. Sup. Berscheit made a motion to approve the Swanville Rural Fire Association contract as presented.

Sup. Thompson seconded the motion and it passed.

A motion was made by Sup. Berscheit to pay all bills numbered 5475 through 5488: Rev. $964.11; R & B $7,752.00; Fire: $9,431.45.

Sup. Johnson seconded the motion.

Motions passed.

The board held a road petition hearing on Forest Lane on September 22. The landowners there were all in favor of township taking over maintenance. The board is giving preliminary approval and are waiting on release of damages signatures and make sure the road description is good enough. After discussion the board decided not to pursue a survey of the road stating that should have been done by the land owners before work was started.

A supervisor looked into a Minnesota DOT funds offer for road improvements for 184th Street. However, this road did not meet the requirements for the funds.

In the road report culverts on 321st and Essex are plugged and contractor will work on clearing it after storm damage clean-up is done. Supervisors found someone to take the stumps for the 210th St. improvement and work will begin in October. Supervisors spent most of the day on September 20 cleaning up downed trees after the storm around Long Lake and Pillsbury area. The board anticipates going out to clean up more brush as needed as other landowners clean their properties. The county will hold a meeting to assess damage costs.

Sup. Thompson has contacted the state highway department about cutting down hillside by intersection of State 28 and 150th street to make that intersection safer.

After discussion Sup. Johnson made a motion to accept the snow removal contract as presented by Herdering, Inc. Motion was seconded by Sup. Thompson. Motion passed.

Treasurer’s report showed a balance of $94,557.34. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup.

Melrose City September 21, 2017 The Melrose City Council met in a Regular Meeting on Thursday, September 21, 2017 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Tony Klasen, Dick Christenson, Justin Frieler, Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. Council Member Josh Thieschafer was absent. Mayor Finken presided thereat. Also in attendance were American Government students from the Melrose Area Public High School.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Christenson, seconded by Mr. Frieler and unanimously carried to approve the agenda as amended.

Mayor Finken thanked the Police Department, Fire Department, Streets/Parks Department, Electric Department, and the neighbors who showed up to help each other during the aftermath of the storm.

Approval of the following: a. the minutes from the Council’s August 14 Special Joint Meeting with the Utilities Commission, the Council’s August 14 Special Meeting, the August 17 Regular Meeting, and the Council’s August 22 Special Joint Meeting with the Melrose Area Development Authority. b. list of bills in the amount of $392,087.41 c. list of investments for the month of August. d. The Commission to give consideration approving the 20172018 Safety Management Program Contract between the City of Melrose and the Minnesota Municipal Utilities Association (MMUA) for their safety program. The agreement is in effect from October 1, 2017 through September 30, 2018.

Total program fees have increased $437.50. The fees are cost shared between the General and Utilities Funds. Police Chief Maus presented the Police Department’s August report. He noted were 348 calls for service during that month, compared to 415 for August 2017.

The year-to-date number of calls is 2,307 compared to 2,748 in 2016. A total of 15 citations were written for the month of August. For the month of August, the Department also received 31 agency assist calls. Speed signs have arrived and will be installed next week.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Portable Storage Units: Prepared revised ordinance and summary of proposed storage unit ordinance incorporating changes requested by City Council.

• Deferred Special Assessments: Prepared legal opinion on the two types of deferred special assessments, describing their use and application. Forwarded opinion to City staff.

• Nuisance Enforcement: Received copies of police reports of nuisance conditions at three City properties. Prepared drafts of proposed resolutions ordering abatement of nuisances, hearing notices and service lists.

Mayor Finken stated that the Jennie-O Foods TIF District No. 2-3 will have met its allowable duration on October 26, 2017. There being no further increment distribution prior to that date, the City to take action decertifying TIF District No. 2-3. The District will have a $0 fund on the decertification date and thus no surplus increments will be returned to the County for redistribution.

Mayor Finken noted that the Planning and Zoning Commission, at its September 11 meeting, held a public hearing on the Preliminary and Final Plat for Shaggy’s Towing. The Commission recommends to the Council that the Preliminary Plat and Final Plat be approved.

The application is received to accommodate a request submitted by Shaggy’s Towing for the purchase of property and expansion of their facilities.

Council Member Frieler introduced Resolution No. 2017-56, Resolution Approving of Case No. 2017-201, Application from Shaggy’s Towing to Allow Creation of a New Plat. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: For: Council Members Frieler, Klasen, Christenson, and Mayor Finken; Against: None; Absent: Council Member Thieschafer.

Mayor Finken stated that in October of 2006, the Massmann’s assessments were deferred for a 10year period being that they qualified for a hardship deferral. The Massmann’s are requesting to have the assessments deferred once again as they qualify under the hardship rules. The Council may grant a deferral based on hardship pursuant to Minn. St. 435.193. To be eligible for a hardship deferral, the property owner must: 1. Be 65 years of age or older, or 2. Meeting certain income limits in comparison to assessment due, or 3. Be retired by virtue of a permanent and total disability, or 4. Be a member of the Minnesota National Guard or other military reserves who is ordered into active military service.

The hardship deferral is only available for the owner’s homestead. If a city council elects to grant hardship waivers, it must adopt a standard for determining hardship. Melrose has adopted a hardship deferral resolution.

The Council has the discretion to re-structure the hardship deferral.

For example, it could require interest only payments, or payments up to a maximum amount of the property owner’s income.

A motion was made by Mr. Christenson, seconded by Mr. Frieler and unanimously carried to approve the assessment deferral.

Mayor Finken noted that on March 16, the Council approved the creation of Redevelopment TIF District No. 11-1 which included the area on the attached map of Resolution No. 2017-57 and was created to address development of the Kraft site and the fire damaged 400 Block. In an effort to close this file and get the transcript out to the City, Ryan Consulting sent the certification request to the County and asked them to delay the certification

until the building value that previously existed on the site went off the valuation. The State Auditor’s Office noticed this and indicated that the actual request date is a critical date when interpreting legislative changes and that this should be addressed to meet the full intent of the City. Upon discussing alternatives, it was agreed that for all parties, decertifying and recreating the district would be the best approach.

If the City were not to decertify the district and no project is in place, the District would lose valuable increment.

Council Member Christenson introduced Resolution No. 201757, Resolution Decertifying Tax Increment Financing District No. 11-1 - Downtown Development District. The motion was seconded

by Mr. Klasen with a roll call vote recorded as follows: For: Council Members Christenson, Klasen, Frieler, and Mayor Finken; Against: None; Absent: Council Member Thieschafer.

A motion was then made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried adopting Resolution No. 2017-58, Calling For A Public Hearing On The Establishment Of Municipal Development District No. 12, The Approval Of The Development Program Related Thereto, The Creation Of Tax Increment Financing District No. 12-1 Therein, And The Adoption Of Tax Increment Finance Plan Relating Thereto, In Relation To The Former Kraft Site And The 400 Block.

Mayor Finken stated that the City of Melrose has an ordinance in place related to a house in need of paint, siding and shingles. Recently, there was an update to the ordinance to follow the practice of the nuisance ordinance which is noted below: 1. Photos taken of the property 2. Property owner notified of the violation and given copies of photos 3. Time frame to take care of the issue 4. Follow up letter allowing more time if not taken care of 5. Sent for City Attorney to review and schedule court date 6. Court date and getting judge to grant abatement - judge generally gives another time frame to allow property owner to take care of the issue before abatement This process has worked well for general nuisances and was adopted with the housing code ordinance.

The housing code violations have come to the end of their 90day periods, which is what the City will allow to bring into compliance.

This includes paint or siding being needed and shingles. Of the violations that are currently due, 13 are for paint and siding and six are for shingles. The parties with the shingle issues have said they do not have the funding for the project and have been notified yearly for at least two years or longer. Chief Maus will be sending out follow-up notices allowing an additional 20 days, which has been our practice in the past, and then would be following

the steps above with City Attorney Scott Dymoke. The question for the Council to consider or discuss is, are we willing to pay for a crew(s) to paint, side and shingle houses after we receive the judge’s order.

At a staff level, we have discussed how that could be reimbursed to the City, special assessment, outright billing, etc.

There were also questions about ‘who says my roof is bad’?

Now, it is based solely on the Police Department’s determination as to a nuisance or not. The question arises, if the roof isn’t leaking and shingles only look bad, would we still move forward? If there are layers of shingles, is it necessary? The bottom line question is whether the City wants to get into the business of determining home maintenance for the residence? In a review of other cities, staff could not find another city that abates shingles, paint and siding.

Council Member Klasen noted that he believes it is good to be proactive, however, is not in support of enforcing residing or re-shingling through the abatement process.

City Attorney Dymoke recommended considering adding the violations of the housing ordinance on the payable list.

After further discussion, the Council, by consensus, determined to leave the ordinance as written and enforcement will be reviewed on a case-by-case basis.

City Administrator Brethorst stated that at the May 25 Fire Relief Board Meeting and again at the August 23 meeting, the Relief Board directed that the City look at and identify another organization to manage the remaining funds and/or look to the Initiative Foundation to aid us in creating a Community Fund. The Melrose Relief Fund Board is recommending the remaining Melrose Area Relief Funds, in the amount of $14,807.43, be managed by the Melrose Women of Today and MAC (Melrose Area Clergy) and that the funds be held by the City of Melrose as a fiduciary on their behalf. Funds shall be limited to fire or natural disaster event in an amount not to exceed $1,500 per entity (family / business). A motion was made by Mr. Frieler, seconded by Mr. Christenson and unanimously carried approving the City of Melrose as the fiduciary of the Melrose Area Relief funds with the Melrose Women of Today and MAC (Melrose Area Clergy) managing the fund.

Finance Director Beuning presented the proposed 2018 Budget for the General Fund. State law requires that the City certify the proposed tax levy to the County Auditor by no later than September 30; therefore, it will be necessary to review the budget and take action on adoption of the proposed preliminary budget and the proposed tax levy at this meeting. The final levy adopted in December can be lower than the levy certified in September, but cannot be higher.

It is proposed that the preliminary property tax levy be certified at $975,000. Also included is a total debt levy of $450,000 for a total

proposed tax levy of $1,425,000 and an estimated tax capacity rate of 70.77% which is a decrease from the final levy of 70.93 % for 2017 taxes payable. The City must also provide the County Auditor with precise information on: 1) Time and place of a public hearing for the adoption budget and levy will be discussed.

2) The public must have the opportunity to speak and the meeting must not be held before 6:00 p.m.

3) Date, place and time of the public hearing at which the final budget and levy will be determined, with this meeting to be scheduled after November 24 and before December 27. a) Staff recommends this hearing be scheduled for the December 14 at 6:00 p.m. at the Melrose City Center.

Mr. Klasen introduced Resolution No. 2017-55, Resolution Adopting Proposed Tax Levy Approving 2017 Tax Levy, Collectible in 2018 and Setting Hearing Dates.

The motion was seconded by Mr. Frieler with a roll call vote recorded as follows: For: Council Members Klasen, Frieler, Christenson, and Mayor Finken; Against: None; Absent: Council Member Thieschafer.

A motion was made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried approving the preliminary 2018 Budget.

Mayor Finken noted that Police Officer Jamie Green has submitted his letter of resignation. Chief Maus is requesting an internal posting of the position. If the City receives applications from the internal posting, a candidate would be presented at the October meeting for full-time employment. In the meantime, the City will need to continue to contract with Stearns County.

A motion was made by Mr. Christenson, seconded by Mr. Frieler and unanimously carried approving the internal posting for a full-time Police Officer.

Mayor Finken stated that the City Attorney and Community Development Director Creelman have been putting together an ordinance that would define portable storage units and ways to enforce said ordinance. The ordinance is meant to limit the amount of time a storage unit can be placed on a property and where it can be placed.

The ordinance was brought to the Planning and Zoning Commission for discussion and the Commission recommends to the Council that the ordinance be approved. The Council discussed the ordinance at the August 17 meeting and asked for some changes to be made. A new draft of the ordinance was presented for approval by the Council.

Council Member Klasen questioned the placement of the portable storage units in the rear or side

yards. Council Member Christenson felt that perhaps the ordinance was too restrictive for industrial and commercial districts.

The Council, by consensus, tabled action on the ordinance and requested the Planning and Zoning Commission consider revisions to the ordinance as to removing the commercial and industrial district or at the very least making the regulations less restrictive, the placing of the containers, and revisiting the definition of portable storage units.

As Ordinance No. 9-21-2017 was not acted upon, adoption of the Official Title and Summary was not brought before the Council.

Mayor Finken stated that staff has met with the lead MNDOT Bridge Engineer and MNDOT Bridge Finance Manager. Those in attendance were City Engineer Mike Nielson, City Administrator Brethorst and Council Member Tony Klassen via conference call. It was determined that the State would follow its current policies and not fund the channel work as requested.

The State did recommend applying for the Local Roads and Bridges Grant to fund a portion of these expenses. This will require a joint application with Stearns County. The deadline for the application is November 1, 2017. City Administrator Brethorst has requested WSB write this grant application and forward it on to the State for consideration.

Now that the City has a better idea as to funding, the estimated cost for the City share of the bridge as proposed is $1.3 million. The State could fund up to $1 million.

Stearns County would be the sponsor for the grant, if awarded. The next step proposed is to meet with the environmental stake holders and outline in detail the proposed plan. After that meeting, the City would seek to their initial input.

If it is favorable or no “red flags” are raised, the City would then be able to use this information to proceed with a CLOMAR and EAW. Staff has asked WSB to be present answer any additional the Council may have.

The next step would be to start the EAW and CLOMAR. Depending on what is said at the environmental meeting, the Council would need to enter into a contract with WSB to perform this work.

A motion was made by Mr. Klasen, seconded by Mr. Frieler, and unanimously carried to seek a contract services agreement proposal from WSB to perform the EAW and CLOMAR. Mayor Finken stated that the Parks and Recreation Board has reviewed the City’s sidewalk / pathways plan. From time to time, changes are recommend based on changes in the community. County Road 65 (East Main St) has a roadway walking path designate on the north and south sides of the road.

It is proposed to retain the north

side designation and amend the south. This is due to the construction of the Jennie-O Turkey Store plant being built on the east side of Melrose. Secondly, Stearns County will be performing road repairs on County Road 65 and has agreed to design and include the sidewalk into the County’s project. This will save on both cost and time for the City.

The measured length for the sidewalk is 1,900 feet. This includes eight required pedestrian ramps, short retaining wall, modify driveway approaches to accommodate a six-foot width. It is estimated to cost $75,000 to do the full project. The funds to pay for this is proposed to come from the $25,000 sidewalk budget for FY 18 and the remaining coming from the budget dedicated to the City participation in County Road 65. Additionally, staff would seek out grants to help offset the cost for the sidewalk.

Staff has reviewed the proposed route and feel that it could support adding the sidewalk to the snow removal route.

A motion was made by Mr. Christenson, seconded by Mr. Frieler and unanimously carried to fund the sidewalk.

A motion was then made by Mr. Klasen, seconded by Mr. Frieler and unanimously carried authorizing the Street/Parks Department to include this section of sidewalk to its snow removal route.

The following informational items were reviewed: a. The minutes from the Utilities Commission’s August 14 Regular Meeting. b. The following is a list schools and conferences: 1) LMC: Complying with the New Small Cell Wireless, webinar, September 12. Participant: City Administrator Michael Brethorst c. In July, the City was provided grant funds to complete a housing study and it was completed by ADMark Resources. The study is being provided to Board, Commission and Council members and will be provided to developers as they contact the City with proposals or interests. d. Central Minnesota Housing Partnership has begun working on gather information for the application and is in regular contact with City staff on the process. e. The M60 Tank Restoration efforts are planned for September 21-24, depending on the weather.

The project is being funded by the Melrose VFW. The work is begin completed by a volunteer group called USABOT Wolverine Battalion. Approximately 3-4 restoration enthusiasts will be doing the work along with City staff and some local club members.

A motion was made by Christenson, seconded by Mr. Frieler and unanimously carried that the meeting be adjourned at 7:15 p.m.
