Turn adversity into achievement -By Harvey Mackay In life, things happen to us, but the only thing that truly matters is what happens within us.

I recently had the opportunity to sit down with the University of Minnesota head football coach PJ Fleck. I asked PJ what he looks for when he recruits players. PJ said he wants kids that have faced adversity and gone through a lot so far in their young lives.

Maybe that’s why my long-time friend and legendary college football coach, Lou Holtz, said: “Show me someone who has done something worthwhile, and I’ll show you someone who has overcome adversity.”

I have never yet met a successful person that hasn’t had to overcome either a little or a lot of adversity in his/her life. I want people who can accomplish their goals. I want people

who are tougher and better and smarter and harder working and more able than our competition. If people believe in themselves, there’s hardly anything that they can’t accomplish.

When asked the secret of his success, J.C. Penney replied, “Adversity. I would never have amounted to anything had I not been forced to come up the hard way.”

William M. Batten, the former chief executive of J.C. Penney, said: “When I hear my friends say they hope their children don’t have to experience the hardships they went through – I don’t agree. Those hardships made us what we are. You can be disadvantaged in many ways, and one way may be not having had to struggle.”

Everyone faces adversity, pain, loss and suffering in life. When you go through those periods, it’s hard to remember that the emotions you’re feeling are only temporary. The best thing to do is to develop a plan for what you will do when these times hit and find your way to the silver lining – the place where you can feel hopeful again.

First examine whether you have:

• A personal sense of commitment in life.

• A feeling of control over life.

• An ability to let go when appropriate.

• A strong personal support system.

• Strong values.

Without these attributes, even small stumbling blocks can magnify everything to the point of inducing failure. Work at developing these traits.

Keep in mind, there are plenty of things you can’t control, such as traffic, the number of hours in a day, your age, other people’s whims and reactions, and of course, death and taxes. Your attitude toward these usually minor annoyances will determine whether you turn them into adversity or face them for what they are: facts of life.

But you do have control over some significant areas that will minimize the adversity you encounter, such as your treatment of others, the way you spend your time outside of work, your selfimage, when and how to share your feelings, how to let others know you’re stressed, and how old you act.

“The Good Old Days” -By Tom Kuehne Kensington Runestone There has been a great deal of discussion over years regarding the Kensington Runestone. Most of the discussion has been between well educated individuals, who have varying ideas as to weather the stone is authentic.

The stone was found about 3 miles northeast of the town of Kensington, Minn. The man who found it was clearing land to create additional crop land. He was digging out a stump and the stone was tangled in the roots.

The farmer who found the stone was an immigrant from Sweden, as were most of the residents of the area. He was not well educated and when he found the stone, he saw some markings in it, but ignored them, and dragged the stone back to the farm buildings to use it as a step in front of his granary. It remained there for a few years.

Traveling salesmen occasionally stopped at farms to sell their products.

During one of these visits, the farmer showed the salesman the marks on the stone. The salesman made a paper likeness of the writing and said he knew someone in Fargo that might be able to translate the marks. A year later the salesman again stopped at the farm with the translation. The date on the rock was 1366. This would make it about 130 years before Columbus supposedly

discovered America. Many scholars want to believe that Columbus was the first white man in America.

My Father-in Law was raised on the farm next to the farm where the stone was found. He knew the farmer who found the stone. He described him as not really able to write very well in Swedish or English. So the scholars, who said he wrote on the stone, would be wrong, since the farmer certainly wouldn’t be able to chisel a language which had not been used for 500 years.

When the city of Alexandria heard about the stone, they took it and built a tourist attraction with the stone. It is usually on display in Alexandria, which also has a replica of the stone on the east side of town.

Some of us are amused by those who are arguing about the stone. We have known people who had a close contact with the stone and the guy who found it. It exists. It has ancient writing on it. It is a real stone.

My son created a concern with his second grade teacher, when he told her he wouldn’t celebrate Columbus Day, since his Grandpa told him that Lief Erickson came to America before Columbus. He had to tell the class what he knew about the Runestone. I don’t know if he created a lot of converts, but it made them think.

In other words, take care of the little things and suddenly, the big things take on a more realistic perspective.

I’m often asked how do I deal with adversity? The first thing I do is to stay focused on the task at hand. When dealing with adversity it’s important to stay present and mindful of the moment.

Second is to break things down.

What is important? Try and not get overwhelmed when facing adversity and setbacks.

Third, take whatever immediate action is necessary, but if you have the luxury of time, sleep on it.

And finally, it’s always good to have mentors or a trusty “kitchen cabinet” to be your sounding board.

A playful story is told of a man walking home from work in the dark of night. Not noticing a large hole in the street produced by recent construction, he fell in. Every effort to escape was futile, so he leaned back in the corner and fell asleep.

A short time later another walker found himself quickly descending to the bottom of the hole. He too struggled and strained to find a way out. Exhausted, he was about to sit down and wait for the morning light when he heard a voice in the darkness say, “Forget it, fella. You can’t get out.”

In a split second he was out!

put forth a little more effort, climb a little farther to escape his predicament.

The “voice in the night” provided just the motivation he needed.

Obituaries Kenneth V. Collins

Kenneth V. Collins was born July 1, 1943 in St. Paul, MN. Died October 11, 2019 in St. Paul, MN, after surviving Pancreatic Cancer for 8 years. He was 76.

Ken is preceded in death by his parents

Victor and Gert Collins.

He is survived by loving wife of 54 years, Margaret; children Mark, Steven (Kelly), Andrea; grandchildren Isabel, Grace, Ryan, Emily, Collin; many other relatives and friends.

Ken was a member of the Maplewood Police Department for 32 years, 14 ½ years as Chief of Police and Director of Public Safety. He was a graduate of the FBI National Academy, and was president of

many organizations including Tri-County Law Enforcement, Ramsey County Chiefs of Police and Minnesota Chiefs of Police.

He was Vice Chair of numerous committees with International Association of Chiefs of Police/IACP, and was responsible for numerous public safety programs that have benefitted the City of Maplewood, i.e. Domestic Violence Intervention, Community Oriented Policing, DARE Program, School Liaison, Chemical Awareness for First-Time Offenders, Board of Directors for East Community Family Services and Family Services of St. Paul.

Ken was a US Navy Veteran, having served on the submarine, USS Proteus. He was a nine-year volunteer for United Way, and was very active in the community serving as youth hockey coach with the Maplewood Athletic Association, assistant leader with the Boy Scouts of America, leader of Law Enforcement Explorers for several years, President of the Little Birch Lake Improvement Association and many others. He also loved to drive and to travel.

Mass of Christian Burial will be held Saturday, October 26, 2019 at 11:00 AM at St. Joseph’s Catholic Church, Grey Eagle, with visitation one hour prior to Mass.

Interment will be in St. Joseph’s Cemetery.

There will also be visitation on Thursday, October 24, 2019 from 4-7 PM at Sandberg Funeral Home, 2593 E. 7th Ave., North St. Paul, MN.

Deloris J. Hamann, age 72 of Albany, died peacefully surrounded by her family on We d n e s d a y, October 16, 2019 at Cherrywood Advanced Living in Richmond, Minnesota.

A Funeral Service was held Saturday, October 19 at Our Savior’s Lutheran Church in Albany with Rev. Becky Thomas officiating.

Interment took place in the parish cemetery.

Deloris Jean Eickhoff was born December 23, 1946 in Martin County, Minnesota to Loren and Verna (Meyer) Eickhoff. She graduated from high school in 1964. Deloris married Kenneth Hamann on July 8, 1967 at Grace Lutheran Church in Belgrade. She enjoyed spending time with her grandchildren, going to the casino, playing

cards, reading, word find puzzles, gardening, and canning pickles. She also liked to watch Judge Judy. Deloris was a member of Our Savior’s Lutheran Church in Albany.

Survivors include her husband, Kenneth Hamann of Albany; children, Scott (Alice) Hamann of Albany, Kim (Steve) Pelzer of Albany, and Jason (Jill) Hamann of Albany; nine grandchildren, two great-grandchildren, with one on the way; and brothers and sisters, Phyllis Bendorf, Larry Eickhoff, Joyce Soine, Velma Gable, Sharon Oeltjenbruns, Karen Kuefler, Carol Eickhoff, and Dennis Eickhoff.

Deloris was preceded in death by her parents, Loren and Verna Eickhoff; brotherin-law, Larry Oeltjenbruns; and niece, Angie Oeltjenbruns.

Serving as casket bearers were Deloris’ grandchildren, Jeffrey Hamann, Justin Hamann, Jacob Hamann, Jenna Hamann, Johanna Hamann, Ashley Platz, Joshua Pelzer, Brittany Pelzer, and Kaylee Hamann.

Gerald S. Roering

Gerald S. Roering, age 88, of Grey Eagle died on Tuesday, October 15, 2019 at CentraCare Health Hospital in Melrose, Minnesota with his family at his side.

Mass of Christian Burial was celebrated at St. Mary’s Catholic Church in Upsala, MN on Saturday, October 19th with Rev. Jeremy Theis presiding. Interment was held in the Minnesota State Veterans Cemetery in Little Falls, Minnesota on Monday, October 21, 2019.

Gerald Sylvester Roering was born October 5, 1931 at the family homestead near Elrosa, Minnesota, the son of Nicholas and Bernadine (Beckermann) Roering. Although Gerald attended school only through the eighth grade, he was a smart and talented man. He later joined the U.S. Army and proudly served his country. On September 13, 1955, he was united in marriage to Margaret “Margie” Veronica Koopmeiners at St. Mary’s Catholic Church in Melrose.

Gerald, along with Margie and his children, operated a dairy and crop farm outside Grey Eagle for 53 years. Upon retiring, they built a new home on a neighboring farm.

Gerald enjoyed wood working -building many tables, shelves, quilt racks and other miscellaneous items for family and friends, as well as refurbishing toys he had purchased at auctions.

Gerald was a self-taught musician playing the accordion, concertina and harmonica. He loved sharing his beautiful harmonica music at family gatherings, during hospital visits

and even at his son, Jess and his wife, Stacy’s wedding only a year ago. When his kids were young, he would play the accordion and they would dance and dance.

Gerald was a “die-hard” John Deere fan with only John Deere equipment on his farm. His passion for “green” continues and he fostered a love of John Deere toys with his grandchildren - even if that meant repainting refurbished toys green! Playing horseshoes, dancing to Old Tyme music, playing Solo and spending time with his wife, Margie and his family brought him great joy.

Gerald was also proud to serve on the Upsala Creamery Board, the Grey Eagle Township Board and was a member of the St. Mary’s Catholic Church in Upsala.

Gerald is survived by his children, Alan (Sharon) Roering of Grey Eagle, Laura (Roger) Primus of Sauk Centre, Geralyn “Geri” (Patrick) McMenomy of Snellville, GA, Mary Kay (Chuck) Unruh of West St. Paul, Colleen (Barry) Harren of Upsala, Jess (Stacy) Roering of Lino Lakes, and Lisa (Bob) Johnson of Racine, Wisconsin; 24 grandchildren; 33 great grandchildren; sisters, Delores Gettel of Osakis, Donna Mae Zitur of El Paso, TX, Shirley Kleinschmidt of Richfield, Marilyn (Firmin) Ruprecht of Richmond, Valeria “Tutti” (Jerry) Terhaar of St. Cloud, Bernelda Ballman of St. Paul, and Patricia “Patty” Boyer of Sauk Centre; SisterIn-laws Priscilla Roering, Irene Roering, and Florentine Roering, as well as many nieces and nephews.

Gerald was preceded in death by his beloved wife, Margaret on April 19, 2009; three children, Jeanette, Scott and Lennae, and six siblings, Juletta Wolbeck, Jerome Roering, Beatrice Wobse, Mary Jane Keller, Richard Roering, and Marcellus “Sal” Roering.

Ralph J. Wessel

Ralph J. Wessel, age 94 of Melrose, passed away October 18, 2019 at CentraCare Park View Place in Melrose, Minnesota.

A Memorial Mass of Christian Burial was held Wednesday, October 23 at St. John the Baptist Catholic Church in Meire Grove with Rev. Marvin Enneking officiating.

Inurnment was in St. Mary’s Cemetery in Melrose.

Ralph Joseph Wessel was born May 20, 1925 in Melrose Township, the son of Edward and Angeline (Herzog) Wessel. On October 10, 1953 he married Marlene Ahlers in Cincinnati, Ohio. The couple farmed north of Melrose for over 50 years. After retiring from farming, Ralph worked for the Minnesota Department of Transportation as a custodian and crew leader at the Avon rest area. In 2014 Ralph and Marlene moved into Melrose.

Ralph and Marlene had a cabin on Little Birch Lake where they spent many years fishing and entertaining family and friends. He continued to fish well into his 90’s, winter and summer, and knew all of the best area fishing spots. When the weather wasn’t conducive to fishing, he loved to play cards. Ralph was a lifetime member of the Knights of Columbus.

He was active in several community activities including past member of the board of the Melrose Senior Center and past-president and board member of the Little Birch Lake Improvement Association.

Ralph will be deeply missed by his wife of 66 years, Marlene, his four children and their spouses, Linda and James Beaver (Melrose), Sharon and Dwight Anderson (Melrose), Dennis and Jody (Krause) Wessel (Grey Eagle) and Anthony and Debbie (Taphorn) Wessel (New Hope), and his five grandchildren and two great-grandchildren.

Ralph was preceded in death by his parents, sisters Marie Mehr, Anna Mae Jost and Arlene Niermann, and granddaughter Katrina Wessel.

Ernest F. “Ernie” Moening Ernest F. “Ernie” Moening, age 77 of Melrose, passed away peacefully, surrounded by his family on Friday, October 18, 2019 at the St. Cloud Hospital in St. Cloud, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Friday, October 25 at St. John the Baptist Catholic Church in Meire Grove with Rev. Mitchell Bechtold officiating. Interment will be in St. Mary’s Cemetery in Melrose.

Visitation will be from 4-8 p.m. Thursday and from 9 to 10 a.m. Friday at Patton-Schad Funeral Home in Melrose. Parish prayers will be held at 7 p.m. Thursday evening at the funeral home.

Ernest Fred Moening was born October 12, 1942 in Melrose, Minnesota to Fred and Zita (Herzog) Moening. On May 8, 1965 he was united in marriage to Geraldine Korte at St. Augustine Catholic Church in St. Cloud.

Ernie drove truck for National Foods, worked in gas and fuel transportation, and ended his trucking career at Minnesota Sawdust.

Ernie was a member of St. Mary’s Catholic Church in Melrose. He enjoyed fishing, deer hunting, and being outdoors.

Survivors include his children, Chris (Renee) Moening of Elk River, Kelly (Ralph) Revermann of Melrose, John (Amy) Moening

of Melrose, and Steven (Lisa) Moening of Sauk Centre; ten grandchildren; three stepgrandchildren; three great-grandchildren; eight step-great-grandchildren; and sisters, LeEtta (Dolan) Benolken, Arlene (Charlie) Pflipsen, LouAnn Brinkman, Roselyn (Jim) Matchinsky, Barb (Bob) Piper, and Deb (Tom) Burg; sister-in-law, Arlene Moening; and brother-in-law, Harry Sundermann.

Ernie was preceded in death by his wife, Geraldine “Geri” Moening; parents; brother, Ken Moening; sister, Mary Sundermann; brother-in-law, Ron Brinkman; and nephew, Bob Brinkman.

Serving as casket bearers will be Brock Markham, Alex Moening, Chase Moening, Cole Moening, Zachary Moening, and Austin Moening. Cross bearer will be Abby Tadych and scripture bearer will be Alicia Moening.

Lectors will be Jordan Moening and Holly Markham. Gift bearers will be Kiki Field and Ben Revermann. Words of Remembrance before mass will be read by Alicia Moening.

Mass servers will be Robert “Buddy” and Pat Moening.

Dear Motor Medics, I listen to your show every week and hear that Chris has bought a Toyota Prius. Welcome to the family Chris, I am a Prius owner too. I have found that we Prius owners are a varied bunch. Some of us drive them for the cool features, others for the “green” element of the car, and ones like me who just want the best mileage I can get and when I ran across the Prius it just seemed to fit at the time. There are so many things to learn though I could almost use a school on the thing. My question is about the mileage that has really dropped. I have about 30,000 miles on the car and I bought new tires a month ago. The tires are the exact brand as what I had before but when I had them installed; I noticed an immediate change of almost 3 mpg less than before the tire change. Can there be something wrong with the tires that could cause this?

-Kelly in Lemmon, South Dakota Dear Kelly, Changing tires usually won’t make a noticeable difference but on a Prius every aspect of the car has been designed to help with fuel economy so tires play a part in the mpg. When you purchase tires it’s important to go with low rolling resistance tires made for a hybrid. Also, once the tires have a thousand miles or so you should see the mileage increase.

-Take care, the Motor Medics Dear Motor Medics, I am moving up to the oil fields of North Dakota to work and I am going to purchase a good used SUV before I go to replace my car. I have never needed a four-wheel drive before but where I

am moving it will be required to get to and from work every day. I have been looking at Jeeps Grand Cherokees and Trailblazers and some others in that size class and I’m really confused about the four-wheel drive on them. Some are all-wheel drive, some are 4-wheel drive, and some are both. What’s the difference?

-John in Sterling, Illinois Dear John, This is a great question that we get often at the radio show. All the systems you mentioned will do the same basic thing, move all four wheels through lose traction conditions. Which system you choose depends on how often you will use it and personal choice. All-wheel drive is just like it sounds, all the time the wheels are driven without the driver turning the system on which helps maintain traction at any time needed without driver input. 4-wheel drive has a switch to turn the system on and off and in the two wheel drive position saves the most fuel but it can’t be used on mostly dry ground like the all-wheel drive. Some Jeeps have both systems combined. Before you buy read more detailed descriptions online that can help you choose.

Melrose City September 19, 2019 The Melrose City Council met in a Regular Meeting on Thursday, September 19, 2019, at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Tony Klasen, Justin Frieler, Mark Hill, Travis Frieler, Mayor Joe Finken, City Administrator Colleen Winter, and City Clerk Patti Haase. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Hill, seconded by Mr. Travis Frieler and unanimously carried to approve the agenda as submitted.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. The minutes from the Council’s August 15 Regular Meeting and the August 15 Special Meeting. b. List of bills in the amount of $533,916.60. c. List of investments for the month of August. d. The Council to give consideration approving the 20192020 Safety Management Program Contract between the City of Melrose and the Minnesota Municipal Utilities Association (MMUA) for their safety program. The agreement is in effect from October 1, 2019 through September 30, 2020.

Total program fees have increased $350. The fees are cost shared between the General and Utilities Funds. The Council to concur with the Commission approving the Safety Management Program Contract. e. On September 29, Office Assistant II Sharon Blaskowski will complete three years of service with the City. Finance Director Beuning has conducted a review and it is favorable; therefore, recommends approval of a step increase from Step 6 to Step 7. The Council to concur with the Commission approving Ms. Blaskowski’s increase. f. Donation Resolutions: 1) Resolution No. 2019-44, donation in the amount of truck hauling services from Minnesota Bedding, LLC in the amount of $750 for hauling woodchips for the zipline at the Sauk River Park.

2) Resolution No. 2019-45, donation in the amount of $2,000 from the Big Birch Lake Area Charities to the Melrose Fire Department for equipment. g. Gambling Resolutions: 1) Resolution No. 2019-46, Resolution Approving Gambling License to the Melrose Area Chamber of Commerce for an exemption from lawful gambling license to conduct a bingo and hold a raffle on November 8, 2019 at the Melrose American Legion located at 265 Country Road 173 SE. 2) Resolution No. 2019-47, Resolution Approving Gambling License to the Melrose Area Chamber of Commerce for an exemption from lawful gambling license to hold a raffle on November 29, 2019 outside of 302 Main Street E. h. The Council to give consideration to Final Pay Voucher No. 8 from Breitbach Construction for the 1st Street NE & 4th Avenue NE Improvements. The total due is $9,131.27. The final contact amount of $638,731.97 is $32,976.07 below the amended contract amount of $671,708.04.

Pay Voucher No. 8 has been reviewed by WSB Engineering and is hereby recommended approval. i. The Council to give consideration to Pay Voucher No. 2 from Worms Lumber & Ready Mix for the 2019 County Road 65 Sidewalk Improvements. The total on Pay Voucher No. 2 is $40,731.04.

Pay Voucher No. 2 has been reviewed by WSB Engineering and is hereby recommending approval. j. The Council to give consideration to Pay Voucher No. No. 1 from ASTECH in the amount of

$62,728.59. The City contracted with Astech for the 2019 Seal Coat project. A review has been completed by WSB and is recommending payment.

Action: Provide consideration to authorize payments. k. The Street Department is looking to replace the New Holland Tractor with sweeper. Staff has researched and tested the Toolcat. This piece of equipment has more universal capabilities and can be utilized in various capacities. This piece of equipment falls under government contract pricing. The cost, including the trade in of the NH TC25D with mower deck, is $59,742.71.

Action: Authorize purchase of the Toolcat at $59,742.71.

A motion was made by Mr. Hill, seconded by Mr. Justin Frieler and unanimously carried to approve the Consent Agenda items.

Mayor Finken recognized the 100th Anniversary of the American Legion. Mayor Finken read a proclamation honoring the 100th Anniversary and recognized all the members for their service. Mayor Finken presented the American Legion with a 100th Anniversary Commemorative Centennial Print.

The City Council held a Public Hearing at 6:09 p.m. to determine if conditions identified on the property located at 518 4th Street SE, Melrose MN are a public nuisance and consider issuing orders to abate the nuisance. Attorney Scott Dymoke provided an overview of the nuisance violations and the process of abating the nuisance. The property owner addressed the Council requesting a 60-day extension to come into compliance. There being no further comment, the Public Hearing was closed at 6:24 p.m.

Mayor Finken opened the Public Hearing at 6:25 p.m. to review the progress of the Small Cities Development Program/ Community Development Block Grant rehab program. Ed Zimny with the Central Minnesota Housing Partnership Inc. provided an update of completed projects and information on the Fair Housing Act. Mr. Zimny stated that the Fair Housing Act protects against discrimination because of race, color, religion, sex, national origin, familial status, or handicapper. In fact, one of the requirements for having the Small Cities grant is to promote Fair Housing awareness.

Citizens were given the opportunity to comment of the program and the Fair Housing Act. Mr. Zimny noted that after the first of the year of 2020 if funding is still available, the City can then move to the Plan B area. The City would need to write a letter requesting expanding the program into the Plan B area.

There being no further comment, the Public Hearing was closed at 6:36 p.m.

Fire Chief Tom Budde presented the Fire Department report.

Chief Budde reported on the following: The Fire Department received a DNR Grant in the amount of $3,250.

1. The Fire Department also received the 2018 FEMA Grant in the amount of $115,733. This will be used towards air packs.

2. The Fire Department will be submitting two grants this year to be used towards turnout gear or radios and new ladder truck.

Police Chief Craig Maus presented the Police Department’s August report. He noted there were 357 calls for service during the month, compared to 511 for August 2018. A total of 16 citations were written for the month of August. The year-to-date number of calls is 3,023 compared to 3,523 in 2018. For the month of August 2019, the Department received 19 agency assist calls. During the period from August 6, 2019 through September 12, 2019, the City Attorney has not given significant attention to any projects on behalf of the City of Melrose.

City Administrator Winter provided an update.

Rock Arch Rapids/Bridge project: City Administrator Winter

has now met or spoken to almost everyone that has been involved in the Rock Arch Rapids project including Senator Westrom.

She also hoped to have spoken to Becca Nash by the time the meeting about the funding and the timeframe for the Work Plan. Ms. Winter has met with Mike and Don (their bridge specialist) with WSB on September 16. Jodi Teich from Stearns County Public Works will be conducting traffic counts on 5th Ave NE and once the results are in from those counts, the City will be discussing more information related to the bridge project. The Rock Arch Rapids will be discussed further at the Council’s October meeting.

Kraft Lot: Nothing new to report at this time.

St. Mary’s: The EAW was submitted to the City and the City responded back to St Mary’s with their comments. The City’s Engineer, WSB, will be sending out the draft EAW for comments and publishing in both the local paper and Environmental Quality Board monitor by September 16.

Strategic Planning: As discussed at previous City Council meetings, the City of Melrose has not completed a Strategic Plan for 10 years. The last one that was done was 2009. A Strategic Plan outlines the Vision of the Community and overall operations and quality of life in Melrose. Marcy Douglas with Missouri River Energy Services provides Strategic Planning to member communities.

The City Administrator proposes that the City has a joint meeting with the Council, Public Utilities Commission, and Department Heads on Thursday, November 21 prior to the regular Council meeting for a one-hour visioning session to start the process.

Housing: Last month, Ms. Winter talked about housing and that this topic is brought up quite often by various folks including representatives from the hospital and industry. Ms. Winter had also stated this was something that she wanted to bring to the Council at a future meeting, but instead would like to schedule on the agenda for October.

Mayor Finken stated that earlier this evening, a Public Hearing was held to determine if conditions identified on the property located at 518 4th Street SE are a public nuisance and consider issuing orders to abate the nuisance. City Attorney Dymoke stated that if the Council wishes to move forward with the abatement of the nuisance conditions for the above listed property, they will need to take action adopting a resolution. In so doing, the property owner has 30 days in which to come into compliance with the applicable City codes and regulations. A motion for summary enforcement of the order will be made to the Stearns County District Court unless correction action is taken, or unless an answer is filed within the time specified in Minn. Stat. §463.18 which is 20 days. If the City must take action to enforce this order, all enforcement costs will be specially assessed against the property and collected in accordance with Minn. Stat. §463.22, §463.21 and §463.161.Council Member Hill introduced Resolution No. 2019-48, Resolution Ordering the Abatement of Nuisance Conditions Located at 518 4th Street SE, Melrose MN. The motion was seconded by Mr. Justin Frieler with a roll call vote recorded as follows: FOR: Council Members Hill, Justin Frieler, Klasen, Travis Frieler and Mayor Finken; AGAINST: None Fire Chief Budde noted that the Fire Department in 2012, and the City of Melrose, as the guarantor for the Melrose Fire Department Retirement Program, entered into an agreement with PERA to manage the retirement program and funds for the Department.

At that time, there was a fiveyear lock at the $1,500 benefit level per firefighter. The program is funded by three primary areas: Fire State Aid, Investment Income and Municipal Contribution (if required). The City of Melrose has agreed to make an annual

contribution of $8,200. As per the PERA bylaws, there is a five-year vesting into the program where no changes to the benefit level can occur. In 2017, the Council approved an increase from $1,500 to $1,900. During 2018, the Council approved the increase in benefit to $2,200 per year. A review has been conducted again in 2019 by PERA Volunteer Firefighter Retirement Plan, and reviewed by the Fire Chief, Finance Director, and City Administrator for contribution levels of $2,300, $2,400, $2,500, and $2,600. The funding ratios for those benefit levels would be 109%, 105%, 101% and 97%, respectively. Based on this review, the fund would support all four options without a required contribution by the City.

It is the Fire Chief’s recommendation to support a $100 increase to $2,300. A motion was made by Travis Frieler to adopt Resolution No. 2019-49, A Resolution Opting to Increase the Benefit Level for Firefighters Who Are Vested in the Voluntary Statewide Volunteer Firefighter (SVF) Retirement Plan.

The motion was seconded by Mr. Justin Frieler with a roll call vote recorded as follows: FOR: Council Members Travis Frieler, Justin Frieler, and Klasen; AGAINST: None; ABSTAIN: Council Member Hill and Mayor Joe Finken, due to a conflict of interest.

Finance Director Beuning stated that during the 2018 election period, the election judges requested an increase in their hourly pay, to $15 per hour, to align with Grove Township and Stearns County pay. At the time, the budget had already been approved, so it was stated that the wages would remain as approved, and it would be brought before the Council during the next budget cycle for election salaries. Currently, the City of Melrose pays election judges $10 per hour, and $11 per hour for the head judges. Standard practice has been to pay the head judges $1 per hour more than the election judges. In 2020, there will be additional training required for the judges, as well as a primary election. It is estimated that a total of approximately 400 hours will be paid out in 2020. A motion was made by Mr. Justin Frieler, seconded by Mr. Klasen and unanimously carried approving the increase in pay for the 2020 election judges at $15 per hour and head judge at $16 per hour.

The Council next reviewed the Stearns County Intra-County Mutual Aid Agreement for Emergency Management and Homeland Security. This mutual aid agreement was developed to allow for the sharing of resources between jurisdictions in times of emergency.

Stearns County is aware that there are existing mutual aid agreements for law enforcement and fire services however other department often times do not have these agreements in place prior to emergency situations taking place.

This agreement was designed to allow for mutual aid of any and all functions, personnel and resources. This agreement was written by the Stearns County Attorney’s Office and reviewed the League of Minnesota Cities. Council Member Klasen expressed concerns on Article 12 of the agreement and is recommending review by City Attorney Dymoke prior to adoption.

By consensus, the Council tabled action on this item to be brought back at the October regular meeting after review by City Attorney Dymoke.

Mayor Finken noted that at the Council’s August 15 meeting, Chief Maus commented that according to Minnesota State Statutes Class 1 ATVs must be permitted by the City in order to drive on City streets. The ordinance adopted in 2018 removed licensing requirements for all classes of ATVs. In order to come into compliance with Minnesota State Statute, City Attorney Scott Dymoke has made revisions to Chapter 76 Motorized Golf Carts and All-Terrain Vehicles. This revision would not include side-by-sides. If the Council wishes to consider including City permitting of Class 1 ATVs as per Minnesota State Statute, the Council would need to hold a Public Hearing. A motion was made

by Mr. Hill and unanimously carried scheduling a Public Hearing for Thursday, October 17, 2019 at 6:00 p.m. Police Chief Maus provided an overview of the changes to the Melrose Police Department Policy and Procedure Manual.

A motion was made by Mr. Hill, seconded by Mr. Justin Frieler and unanimously carried adopting the revised Melrose Police Department Policy and Procedure Manual.

Finance Director Beuning presented the proposed 2020 budget for the General Fund. State law requires that the City certify the proposed tax levy to the County Auditor by no later than September 30; therefore, it will be necessary to review the budget and take action on adoption of the proposed preliminary budget and the proposed tax levy at this meeting. The final levy will be adopted in December can be lower than the levy certified in September but cannot be higher.

It is proposed that the preliminary general tax levy be certified at $1,285,000. Also included is a total debt levy of $95,000, for a total proposed tax levy of $1,380,000 and an estimated tax capacity rate of 56.97%, a decrease of 12.03% from 2019. The City must also provide the County Auditor with precise information on: 1. Time and place of a public hearing for the discussion on the budget and levy adoption.

2. The public must have the opportunity to speak and the meeting must not be held before 6:00 p.m.

3. Date, place and time of the public hearing at which the final budget and levy will be de-

termined, with this meeting to be scheduled after November 25 and no later than December 30.

Council Member Travis Frieler introduced Resolution No. 2019-50, Resolution Adopting Proposed Tax Levy 2019, Collectible in 2020. (See attached resolution) The motion was seconded by Mr. Justin Frieler with a roll call vote recorded as follows: FOR: Council Members Travis Frieler, Justin Frieler, Klasen, Hill, and Mayor Finken; AGAINST: None Mayor Finken stated that the Council, at its June meeting, following past practice authorized a parcel of property from the former Burlington Northern land be sold to the abutting property owner at 4 1st Ave SE in the amount of $1.00.

The Melrose Area Development Authority (MADA), at its June 18 meeting, directed City staff to contact the property owner of 7 1st Ave SE and give the property owner the same option to purchase Parcels 66.37010.0760 and 66.37010.0761 for $1.00 each with the stipulation that all the parcels be combined. Staff has contacted Patrick and Linda Korte and they are interested in purchasing the two parcels at $1.00 each. A motion was made by Mr. Klasen, seconded by Mr. Hill and unanimously carried authorizing the sale of Parcels 66.37010.0760 and 66.37070.0761 be sold to Patrick and Linda Korte for $1.00 each.

Mary B. Goebel

Mary B. Goebel (Mrs. Virgil Goebel), age 95, of Freeport, died Saturday, October 19, 2019 at Mother of Mercy Campus of Care in Albany with her family at her side.

A Mass of Christian Burial will be celebrated at Sacred Heart Catholic Church in Freeport on Saturday, October 26 at 11 a.m. with Rev. Dan Walz presiding. Interment will be held in the parish cemetery.

Visitation will be held from 4 to 8 p.m. Friday and from 9:45 to 10:45 a.m. on Saturday at the church.

Mary Barbara Goebel was born March 29, 1924 in Freeport, Minnesota to Leo and Margaret (Harren) Hiltner. She attended Sacred Heart School in Freeport, Melrose High School, and St. Cloud Teacher’s College.

On March 4, 1946 she married Virgil Goebel at Sacred Heart Church in Freeport.

Mrs. Goebel taught in the rural schools in Stearns County, including the District School in St. Rosa. For many years until her retirement, she taught Second Grade at

Marcella R. Bloch, age 80 of Albany, passed away surrounded by family on Saturday, October 19, 2019 at the St. Cloud Hospital in St. Cloud, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Friday, October 25 at Seven Dolors Catholic Church in Albany with Rev. Edward Vebelun officiating and Rev. Julius Beckermann concelebrating.

Interment will be held in the parish cemetery.

Visitation will be held from 4 to 8 p.m.

Thursday and from 10 to 11 a.m. Friday in the gathering area at the church. Parish prayers will be held at 4 p.m. followed by a rosary from the Christian Mothers Thursday evening at the church.

Marcella Rose Kowitz was born October 30, 1938, the daughter of Edward and Virginia (Ithen) Kowitz in St. Cloud, Minnesota. Marcella was united in marriage to Norbert B. Bloch on September 5, 1960 in St. Stephen Catholic Church in St. Stephen, Minnesota. Marcella and Norby raised their family of nine children on a hobby farm near Albany. Gardening, tending to the raspberry patch, putting puzzles together, and made craft projects of any kind were some of

Mary has been active in many organizations, having held offices in most of them; Diocesan Council of Catholic Women, Diocesan Board of Education, National Catholic Society of Foresters, Friends of the Library, Melrose Historical Society, and Minnesota Senior Federation – Central Region, as well as having been active in various parish ministries.

Her survivors include Michael and Audrey Goebel of New Hope, Charles Goebel of Waite Park, Tom and Diana Goebel of Jordan, John Goebel of Sauk Centre, Dr. Mary Komala of Findley, Ohio and Marian Goebel of Melrose; 17 grandchildren; 34 great-grandchildren; one great-great-grandchild; and sisters and brother, Louise Hemker of Hopkins, Betty Carota of Hollister, California, Leon Hiltner of Maple Grove, and Sister Marius O.S.B., St. Scholastica of St. Cloud.

She was preceded in death by her husband, Virgil in 1994; parents; brother, Richard “Bud” Hiltner; daughter-in-law, Margie Goebel; and son-in-law, Felix Komala.

her favorite pastimes. When their family lived at home, Marcella enjoyed canning the produce from their garden, she was a very hard worker and enjoyed taking care of her family. Listening to KASM Radio was a daily event for Marcella. She would be tuned into the radio station for Dairyland Quiz at 10:00 a.m. Marcella would enter the contests on the radio show and would often win! She and Norby truly enjoyed all the polka music that was played throughout the day on KASM. Her Catholic faith was very important; even though she was busy lady, she always made time to say the Rosary and to take her family to Mass. Her children and grandchildren were the apples of her eye.

Spending time with grandchildren made her day!

Marcella was an active member of Seven Dolors Catholic Church, Christian Mothers, and Catholic United Financial.

She will be deeply missed by her children, Ruth (Greg) Glenn of Albany, Diane (Jerry) Panek of Albany, Wanda Bloch of Waite Park, Donald (Holly) Bloch of Albany, Greg Bloch of Sauk Centre, Sandy Skwira of Holdingford, Paula (Russ) Klaphake of Avon, Marty Bloch of Sauk Centre and Jason Bloch of Sauk Centre; 16 grandchildren; 13 great grandchildren with 2 more expected soon; siblings, Jerome “Sonny” (Elaine) Kowitz of St. Joseph, Sharon “Sherry” (Jason) Nichol of Atwater, and Suzanne “Sue” (Bill) Leggett of St. Joseph; many nieces and nephews, other relatives and friends.

Marcella was preceded in death by her husband, Norbert on July 7, 2016; and her parents, Edward and Virginia Kowitz.

I’m only making $20,000 a year right now, but I expect to be making almost $30,000 soon. Under the circumstances, can I get by with $500 in my emergency fund, or do I need to have $1,000 set aside like you recommend in Baby Step 1? I’m worried about keeping up with bills while saving money for my starter emergency fund.

-Thomas Dear Thomas, I know it will be tough, but a $1,000 emergency fund should be your first big goal. Also, if you’re not already doing a monthly budget—and spending every dollar on paper before the next month begins—start doing it now! Living on a budget will help you control your money instead of allowing a lack of money to control you. That’s how you can keep up with the bills while you save that first $1,000.

Let’s say you know you’ll be getting two $750 paychecks each month. You go ahead and plan out how to spend that money before you ever get it. Take care of necessities first. I’m talking about food, clothing, shelter, transportation and utilities. After that, make sure you’re current on your debts. Once those things are out of the way, pump every spare dollar you can into your emergency fund. And remember, limit your spending to necessities only!

Start working on that now, Thomas.

It’s very important. Remember the old saying about Murphy’s Law, and how anything that can go wrong will go wrong? If you keep living without a plan and no emergency fund, Murphy will hunt you down!

Dear Dave, My husband and I are in our twenties, and we work for the same company. We’ve been thinking about going back to school and finishing our degrees, because our employer is willing to pay for up to 10 credit hours, plus books, per semester with no strings attached. My parents think we should get student loans instead, so we can finish faster. We both have less than two years to go to complete our degrees, so what do you think?

How many times does someone offer to pay for a college degree with no financial strings attached?

I’m sure your folks want what’s best for you, but the truth is you probably couldn’t take more than nine or 10 hours per semester, work full-time jobs, and keep your relationship and marriage healthy. If you’ve both got less than two years of school left, it’s not going to take that long, anyway. You’re still young and have plenty of time to make this happen.

I don’t think your parents mean any harm, but they’re wrong on this one. I’ve got a feeling they’re like most people in America today. They’ve spent most of their lives swimming in debt, and they’ve reached a point where they’ve just accepted it and think there’s no other way. To me, that’s sad.

If you and your husband really want to finish your degrees, I’d say the two of you need to march into work tomorrow morning, and take advantage of that wonderful offer. Stay away from debt!

Leprosy in Biblical times could be any number of incurable, contagious skin diseases. In the ancient world it was a big deal. If you contracted any form of leprosy you lost your place in society. Leprosy, like our sin, separates us from what matters in life; sin separates us from from God and those we care about.

So when Jesus healed the 10 lepers why did only one go back to Jesus to thank him and praise God for their healing? Acts of mercy in the church are often a lot like Jesus’ healing of the 10 lepers. You find 10 people who are in need of mercy and grace and you give it to them. You do what you can for those those in need of mercy knowing full well that only 1 in 10 may return to give God any kind of praise or thanks.

This sinful willingness to receive blessing only to fail to return proper thanks is present in our lives as well. All ten of the lepers were still cleansed. Lack of thanksgiving

doesn’t change the reality that 10 people were helped, 10 people were shown the mercy and power of God. Do we as God’s redeemed display a better ratio? Having been cleansed of our sin how many of us show the proper thankfulness to the one who has saved us?

The crazy part of this event is that the one who returns to give thanks to God was a Samaritan, an outsider. We want those we know, those who are like us to appreciate God’s mercy with us. But what the church often gets are the outsiders, the Samaritans, We get those whose sin has made them outcasts from proper society.

When the church embraces and incorporates the 10%, the Samaritans that return in thanks, then the Church is doing its job.

A 10% return on investment will compound and double in roughly 7 years. If all churches could double in worship attendance in the next 7 years it would be great. 10% far outpaces the population growth rate of 1.17%.

U of M Extension to host area Land Rent Meetings November 6 and 12

By Brenda Miller, University of Minnesota Extension Landlords, Farmers, and Agri-Business Professionals should make plans to attend one of the informative land rent meetings being held across Central Minnesota. These free meetings are offered by University of Minnesota Extension. Farm land rental rates are the largest input cost and a fair farm rent agreement is a challenge in today’s economy with current corn and soybeans prices in 2019.

Negotiating a fair rental agreement that satisfies the landowner and the farmer is a challenge. Nathan Hulinsky, Extension Educator in Ag Business Management, will provide several ways, by examples, factsheets and worksheets to determine a fair farmland rental rate for both parties.

Topics covered at the meetings will include local historic and projected farmland rental rate trends, current farmland values and sales, a worksheet that will help determine a fair rental agreement. Input costs for 2019 will be presented along with current 2019 corn and

true church work begins by finding 10 people in need of God’s grace and sharing it with all of them and then embracing that outsider like we once were through faith. The mercy of God doesn’t stop because people are less thankful or appreciative than they should be. The mercy of God goes out to the whole world. We can’t help if only a small percentage recognizes the great gift they have received. Continue to be thankful for the grace and mercy we have received and share it.

God’s grace heals us and faith has made us well. Faith returns thanks and praise to the one who takes away our sin. All we can do is praise God for all he has done for us and share that mercy with those around us. Amen.
