His family seemed like an appropriate place to start. So on his way home, he picked up a dozen long-stem roses and a box of chocolates. This was going to be a real surprise, and he was excited to begin showing his wife how much he appreciated her.

answer. Immediately upon seeing him, she began to cry.

“What’s the matter honey?” asked the confused husband.

“Oh, it’s been a terrible day,” she responded. “First, Tommy tried to flush a stuffed animal down the toilet, then the dishwasher quit working, Sally came home from school sick, and now … now you come home drunk.”

Oops.

Maybe this husband had bad timing or he should have shown more appreciation in the past. Or maybe he was suffering from the taking-thingsfor-granted syndrome. Many of us are comfortable with our lives and we often fail to appreciate our loved ones, friends, people we work with, our health, and on and on.

Whether spoken by you or to you, two words are among the most meaningful in the language. We teach them to tots learning to talk, to get them in the habit of showing gratitude. We write them when we receive a gift or a special favor. We say them when we remember to, which is often not enough.

“There are two words that, when spoken, have the most unfathomable power to completely change your life,” wrote Rhonda Byrne, author of “The Secret.” “Two words which, when they

pass your lips, will be the cause of bringing absolute joy and happiness to you. Two words that will create miracles in your life. Two words that will wipe out negativity. Two words that will bring you abundance in all things. Two words which, when uttered and sincerely felt, will summon all the forces and vibrations in the Universe to move all things for you. The only thing standing between you, happiness, and the life of your dreams is two words … THANK YOU!” William James, psychologist and philosopher, said, “The deepest principle of human nature is a craving to be appreciated.”

Studies by other psychologists reflect this as well. Psychologists Michael E. McCullough and Robert A. Emmons performed several studies in which participants were asked to practice exercises of “counting their blessings” either on a weekly basis for 10 weeks or on a daily basis for a couple weeks. Participants were asked to record their moods, coping behaviors, health behaviors, physical symptoms and overall life appraisals. Their research is one reason many people believe appreciation is the most essential and powerful constituent of well-being.

“The Good Old Days” -By Tom Kuehne Washing and Water

The work of the homemaker of today is quite different from years past.

T h e homemaker of today puts the clothes in the washer, adds soap and sets the dial. After about 20 minutes, the clothes are transferred to the dryer, another dial is set and in about ½ hour the clothes are dry and ready to be folded.

The homemaker in past years, pumped the water out of the cistern, carried it to the stove, where it was dumped in a copper boiler and heated to create warm wash water. The washer was then placed in a convenient location, the exhaust pipe pushed out through the door or a window. Warm water was carried to the washer, homemade soap was shaved from a soap bar and the gas powered Maytag washer motor was foot started to power the washer. The clothes were placed in the washer and a handle on the side of the washer was jerked to start the agitator. After a period of washing, the water was drained either in pails or into a hose, which transferred the water outdoors. More warm water was added to a wash tub next to the washing machine to rinse clothes or new water was added to the washing machine and the agitator was again run to rinse the clothes. The clothes were then hand fed through the ringer to eliminate some of the rinse water. They were then dropped into a wash basket and carried to the clothes lines either outside or in the living room for drying.

The dried clothes were then ready for folding. The rinse water was probably then used for the next wash load.

For some of you that are not familiar with a cistern, it is a concrete water storage tank under the house. Water is added to the cistern from rain water, which runs off of the roof and is directed with downspouts to the cistern. It was preferable for the cistern to be able to hold enough water to provide a supply of water during the winter months, when there was no water coming off of

Cistern water had many household uses. Cistern water was not as clean as well water, but since it was rain water, it was naturally soft. Washing clothes was one of it’s uses, but it was preferred for bathing and hair washing. It was used for mopping floors and hand washing at the sink. The discharge from the sink went into a slop pail under the sink and was periodically dumped outdoors as needed.

My Grandmother didn’t have a cistern, so she washed clothes, floors and bodies from a stock watering tank, which was filled with roof rain runoff.

It had a piece of tin over it and in the summer months it was an excellent hatching place for mosquitoes and required some ice breaking in the early winter. It was felt that the soft rain water was well worth the trouble.

Since it was quite labor intensive to pump, carry, heat and carry water back to the bath pan, several members of the family used the same bath water before it was carried outdoors and dumped in the yard.

Although the use of cistern water was very adequate and dependable in it’s time, today’s method of washing bodies, clothes and floors certainly requires much less time and a lot less physical labor.

October 5, 2017: At 07:27 Sara Gustafson,16, from rural Long Prairie was driving east on County Road 38 near County Road 11 when she lost control of the 2002 Dodge Caravan she was driving and rolled in the north side ditch. She was wearing her seatbelt and was not injured.

October 5, 2017: At 14:20 Donald Callahan, 69, from Sauk Centre was driving a 2012 Chevy Malibu in the city of Grey Eagle when he ran off the road and

hit a parked car which was on a trailer belonging to Kennith Messer. No one was in the the parked car. Callahan was treated at the scene by the Grey Fire Department and assisted by Melrose Ambulance.

October 6, 2017: At 17:09 the Todd County Sheriff’s Office took a report of mailbox vandalism at the address of 12097 County Road 33. The reporting party, Carole Kyllo stated that between 9-29-17 and 10-6-17 someone had hit her mailbox with a brown folding chair. The cost of praising someone is nil – but a recent study has found that the payoff can be huge. Employees want to be seen as competent, hardworking members of the team. Good managers want satisfied, motivated, and productive staff members. What better motivation than thanking employees for their contributions to the company’s success?

Showing appreciation also generates respect and builds relationships. The keys are to be sincere and specific.

Whether it’s in person or in writing, it’s always good to praise others in public, which raises morale. Just keep it genuine – going overboard can have the reverse effect.

Fortunately there are many simple ways to show appreciation to people at work: • Take note of a talent or skill they have and compliment them.

• Ask co-workers about their lives outside of work. Show a genuine interest. Everything doesn’t have to be about business.

• Give recognition for a job well done.

• Offer to help if you know a co-

worker is in a bind.

• Buy lunch.

• Tell their boss what a good job they did on a project.

Little things mean a lot … not true.

Little things mean everything.

Just remember: You get what you give. When you give appreciation and acknowledgement, you are showing that you value the people around you. You might be just one person, but hearing a simple “thank you” may be all it takes to turn someone’s day around. I guarantee that you will get something in return – the satisfaction of knowing that you have made a difference for someone.

And that’s all the thanks you need.

Obituaries Lorraine C. Wander

Lorraine C. Wander, age 88 of Elrosa, died peacefully, surrounded by her family on Monday, October 9, 2017 at the CentraCare Health Nursing Home in Sauk

Centre, Minnesota.

A Mass of Christian Burial will be held at 12 p.m. Saturday, October 14 at Saints Peter and Paul Catholic Church in Elrosa with Rev. David Grundman officiating. Interment will be held in the parish cemetery.

Visitation will be from 4 to 8 p.m.

Friday and from 11 a.m. to 12 p.m.

Saturday at Saints Peter and Paul Catholic Church in Elrosa. Parish prayers will be held at 5 p.m. followed by the Christian Mothers at 7 p.m. Friday at the church.

Lorraine Christine Wander was born May 19, 1929 in Lake George Township, Stearns County, Minnesota to John and Caroline (Schneider) Deters. She was united in marriage to Edwin Wander on October 3, 1949 at Saints Peter & Paul Catholic Church in Elrosa. Lorraine worked in the kitchen and in housekeeping at the hospital in Sauk Centre. She was a member of Saints Peter and Paul Catholic

Church in Elrosa where she sang in the church choir and was a CCD instructor for 33 years, Christian Mothers, and the Parish Council of Catholic Women. In her younger years, Lorraine enjoyed playing guitar and singing. Later in life, Lorraine was very generous with devoting her time to her church, making rosaries for the missions, and especially to her family.

Her generosity and sense of humor will be deeply missed.

Survivors include her children, Bonnie Wander of Eau Claire, Wisconsin and James (Barbara) Wander of Minnetonka; six grandchildren and seven great-grandchildren; brothers and sisters, Vincent (Donna) Deters of Roseville, David (Barb) Deters of Florida, Andy Deters of Georgia, Dennis (Carol) Deters of Elrosa, Michael (Clara) Deters of Albany, Theresa (Tom) Loxtercamp of Sauk Centre, Jim Deters of Hawaii, Julianna (Larry) Burg of Albany, Marylee (Jim) Welle of Bloomington, Linda (Tom) Running of Cottage Grove, Judy (Charles) Canesi of Ramsey, and Mona (Jim) Athmann of Eden Prairie; and sisterin-law, Lillian Deters of Falcon Heights.

Mass of Christian Burial will be at 12 PM on Thursday, October 12, 2017 at St. Martin Catholic Church in St. Martin for Julietta M. Garding, 95, of St. Cloud who passed away on Sunday, October 8, 2017 at Good Shepherd Senior Living in Sauk Rapids.

Rev. Edward Vebelun will officiate and burial will be in the parish cemetery.

Visitation will be from 10 AM until the time of services on Thursday at the church in St. Martin. Arrangements have been entrusted to Williams Dingmann Family Funeral Home, St. Cloud.

Julietta was born May 18, 1922 in St. Martin to Mathias and Rose (Hoppe) Garding. She worked as a housekeeper tending to the parish house for over 26 years. Julietta enjoyed playing cards, word find books, cross word puzzles, cooking,

St. Margaret’s Rosary Society, the Lake Henry American Legion Post #612, and a Lake Henry Volunteer Fireman.

Linus enjoyed playing cards, trips to the casino and especially spending time with his family and friends.

Linus was born on August 28, 1936 in St. Martin to Edward and Mary (Mohs) Burg. He served honorably in the United States Army during the Korean Conflict. Linus married Kathleen Meyer on September 7, 1959 at St. Margaret’s Catholic Church in Lake Henry. He was a farmer and also grated the roads for Lake Henry Township for 33 years. Anthony A. “Tony” Klaphake Anthony A. “Tony” Klaphake, age 87 of Melrose, passed away peacefully after a courageous battle with Non-Hodgkin’s Lymphoma on Friday, October 6, 2017 at the St. Cloud Hospital in St. Cloud, Minnesota.

A Mass of Christian Burial will be held at 11 a.m.

Thursday, October 12 at St. John the Baptist Catholic Church in Meire Grove with Rev. Marvin Enneking officiating and Deacon Ernie Kociemba assisting.

Interment will be at St. Mary’s Cemetery in Melrose following the service.

Visitation will be held from 9 to 10 a.m. Thursday at the Patton-Schad Funeral Home in Melrose.

Anthony Aloysius Klaphake was born August 15, 1930 in Melrose, Minnesota to Henry and Margaret (Wiebolt) Klaphake.

On June 23, 1953, he married Alice Leukam at St. John the Baptist Catholic Church in Meire Grove. The couple farmed near Melrose until retiring in 1989 and then moved to town. Tony continued helping on the family farm during his retirement. In his pastime, he enjoyed

Ruth was a member of American Lutheran Church. She enjoyed cooking and baking, always having some “goodies” when people stopped to visit. She also liked to do word find puzzles and go to the casino. Her greatest joy was taking care of and spending time with her family.

Ruth is survived by her daughters, Renee (LeRoy) Wenner, Long Prairie, Deborah McCurdy, Mound, and Linda (Will) Humphery, Minneapolis; a sister, Jewel Ehnstrom, South St. Paul; six grandchildren, Michelle Park, Kim (Chad) Bosl, Amy Albers, Kristin (Steve) Kzaley, Erin (Nathan) Donner, and Ciarra Humphrey; and 13 great-grandchildren.

She was preceded in death by her parents, husband Charles, and brother Russell Hart.

On October 25, 1931 Lorraine Roseen was welcomed into the world by her parents, Oscar and Edith (Nelson) Roseen of Roseau, Minnesota. She was born in her grandparents’ home, in Jedis Township.

Lorraine’s parents were farmers. There were three other siblings, Irene, Delmer, and Helen, Lorraine being second to the youngest. They attended Grade School in District #44 West Palmville Township in Roseau County. She graduated from high school in Sioux City, Iowa. She attended college at St. Mary’s Nursing School in Sioux City and after earning her Degree, worked as an LPN at Sioux City Hospital.

She met her future husband on a double date in Thief River Falls, Minnesota.

She married Kenneth Grahn on April 15, 1950 in Roseau. Lorraine lived in several communities before moving to Bremerton, Washington. In 1989 Ken and Lorraine moved to Harlingen, Texas. Some of the best times of their lives were when they traveled in their motor home throughout the summer months. They moved to Long Prairie in 2003, after Ken became ill to live near their daughter Karen. After 62 years of marriage, Ken passed away on Thanksgiving Day in 2012. She moved to Valley View Assisted Living in August of 2015.

Lorraine was a member of American Lutheran Church. She enjoyed knitting, crocheting, golfing, cooking and baking.

She enjoyed entertaining, sharing her baked goods of lefsa, flatbread, molasses bread, rolls, cakes, and cookies with neighbors, friends, and family.

Lorraine is survived by her children, Randy (Juliann) Grahn, Cook, MN, Karen (Glen) St. Germain, Long Prairie, and Cindy (Robert) Barchiesi, Steilacoom, WA; eight grandchildren and 11 greatgrandchildren.

She was preceded in death by her parents, husband Kenneth, son Ricky, daughter Dianne Olsen, brother Delmer, and sisters Irene and Helen.

Holdingford High School Break In

On Wednesday, October 4th, the Stearns County Sheriff’s Office was called to the Holdingford High School for a burglary complaint. School staff discovered the break in after their arrival around 5:40 a.m. The investigation revealed two males broke into the school around 2:13 a.m. via a roof access door.

They made their way to the school office and pried open the principal’s door.

While in the office, they stole a ash box with $20-$30 worth of change and a

bank bag with just over $3,000 inside.

After taking the items out of the office, they left out the east side of the school.

The first male suspect is described as being average height and weight, wearing a white and gray jacket with a hood, white tennis shoes with black soles and black gloves. The second male is described as short and skinny, dark striped hooded sweatshirt, blue jeans and gray shoes. It is believed the suspects were familiar with the school as they appear to know where the cameras are and when to conceal their faces.

What’s the difference between the word “special” and the word “unique?”

The word “special” implies that someone or something surpasses or exceeds the usual or normal. It could refer to an athlete who excels in his or her particular sport and has done things differently or set records that will remain unbroken for many years. It might refer to a vehicle that has been modified to meet the specifications of an owner.

But the word “unique” implies something different. The word unique

means that something or someone is the only one of its kind and has no rival. “It” is not only different, but incomparable and unparalleled.

Our God is certainly not an “it.”

Our God is a Person and He certainly is unique. Our Psalmist brings this to our attention when he asks, “For who in the skies above can compare with the Lord?

Who is like the Lord among the heavenly beings?”

Of course the answer he would give us is an answer we already know: No one! There is no sun or planet in the sky that is equal to Him. Then he adds that there is no “heavenly being” - none of the angels or holy ones - who inhabit heaven who can be compared to the Lord. Our God is above all and beyond all because He created all.

So what are we to do? We are to “greatly fear” Him and understand that He “is more awesome than all who surround Him.” Our “fear” of Him will create a “respect” for Him and when we recognize how “awesome” He is, we will worship in spirit and in truth, in love and humility.

Dave Says -By Dave Ramsey Dear Dave, What is your opinion of buying a vacation home, then renting it out when you’re not there?

-J.P. Dear J.P., I see nothing wrong with it, as long as you’re buying with cash and you’re also debt-free. A vacation home is a wonderful “extra” as you start building wealth. Remember though, it’s still basically a very large, very expensive toy. In most cases it will go up in value, and if you rent it, it might become something of a money maker for you.

But here’s another side to vacation home rentals. You’ll probably make some money, but in most cases there will be several weeks during a year when it sits empty. You’re not going to get rich renting it out. So, they’re not really great investment properties.

What you’re talking about is more of a plan to offset the annual costs of your toy. If you look at it that way, I don’t think you’ll be disappointed.

If you’re determined to go this route, be ready to deal with spills on the carpet and damage from your guests, along with general maintenance and repairs.

There’s always something that needs attention when you own a property. But if you can handle all that emotionally and financially – and you’re not looking for it to be a big-time investment that will make you rich – you’ll be fine.

Dear Dave, My wife and I are on Baby Step 2 of your plan. We have about $60,000 in debt left to pay off before we’ll be debt-free, and a household income of $140,000 a year. We have one child, but we would like to expand our family.

We would have to do this using in vitro fertilization. We’ve talked to a doctor, and he’s given us a ballpark figure of about $20,000 for the procedure.

Should we wait until we’re debt-free to have this done?

-Jim Dear Jim, Babies are wonderful, important things. Having kids, even the thought of having kids, is a big emotional deal.

But sometimes it can cause people to change their financial plans and directions.

I would urge you not to accept the first opinion and pricing model you receive on something like this.

I’ve heard prices of $35,000, but that includes as many attempts as it takes until your wife becomes pregnant. I’ve also heard of single attempts priced at $7,500 each. There are all kinds of options and guarantees, because they understand someone who is willing to do this really wants a baby.

If I’m in your shoes, I’m not accepting the idea that there’s one approach and one pricing structure to all this. I would explore other options, as far as doctors and clinics are concerned. Then, with your income, you could consider taking off a couple months from paying down debt and put some money toward the IVF. If it doesn’t work pay off a little more debt, pause the debt payoff, and try for a baby again.

Take some time, learn a little more, and go from there – always using cash for the endeavor. God bless you two!

Sears Store in St. Cloud Closing Mid January of 2018

By John Young Another sign in the changing landscape of retail. The Sears St. Cloud, MN store location will be closing mid-January of 2018. This will leave the Crossroads Mall without one of the large anchor stores which has been part of the Crossroad Mall since it opened in April of 1966.

It is somewhat interesting that Sears/Roebuck started out as a mail-order business with origins in Minnesota.

Richard Warren Sears was a railroad station agent in North Redwood, Minnesota. He had taken possession (purchased) a shipment of unwanted watches that were sent to a local jeweler in his area.

After buying them, he started selling the watches to other station agents. This side business grew and he eventually ordered more and enjoyed success in his watch sales. Richard Sears moved to Chicago which eventually led to his teaming up with Alvah C. Roebuck and starting their first Sears/Roebuck catalog in 1888.

Tom Kuehne shared stories of the excitement of the small town and rural residents when the new Sears and Roebuck catalog came in the mail! Not only was it a great way to see what was new and trendy with everything from clothing to the latest gadgets, it was also a new source of outhouse material.

As Sears and Roebuck went on to expand their mail order offerings, they became competition for small town Mom and Pop shops who were the main source of goods for the rural/small town residents. The biggest advantage for the local shops was the ability for folks to touch and feel the products before buy-

ing, and having items ready for purchase over the counter over ordering and waiting two weeks or more.

Today, due to competition from other big-box retailers, along with online (think mail order) sales, and a lack of definition on behalf of what Sears sells is known for has caused the demise of traffic and sales at their brick and mortar stores.

Crossroads Mall initially featured two main anchor stores, JC Penney and Sears with one long hall between the two locations. Many over 40 will remember the excitement of going to the mall before the 1980s expansion to see what new things were available at stores like JC Penney, Sears, Walgreens, Woolworth’s and Music Land.

Some of my earliest memories of going to Woolworth’s was in December (because Christmas things were not put out before Thanksgiving back in the 70s) and going through the aisles and aisles of toys! At that time, they were the Walmart type business of the Mall. They carried most everything (short of food) and you were sure to find a new toy or a new shirt to make your holiday’s bright!

Scholarships available to help youngest learners

Area families may qualify to receive a portion of the historic $20.7 million in early learning scholarship funding the Legislature provided in an education finance package enacted earlier this year.

Families with children ages 3 to 5 may be eligible to receive scholarships of up to $7,500 per child, per year, to help pay for high-quality child care and early education to help them prepare for school.

The Minnesota Department of Education indicates early learning scholarships must be used at a Parent Aware-rated program. This may apply to a licensed family child care; child care center, Head Start program, preschool, or school-based pre-kindergarten program.

“The best thing about these scholarships is they are designed to get funding in the hands of families who need it most,” said Rep. Paul Anderson, R-Starbuck. “I urge people in our area to

see if they are eligible to receive money to help their children get off to a good start educationally.”

Lakes and Prairies Community Action Partnership was chosen to administer the scholarships in a region of counties including Becker, Clay, Douglas, Grant Otter Tail, Pope, Stevens, Traverse and Wilkin. Domestic Violence Awareness Month

By Connie Nelson, DV/SA Program Coordinator October 2017 is National Domestic Violence Awareness Month. As a nation, we used to think that domestic violence was a private matter and should not be talked about openly and unfortunately some folks still don’t choose to learn about domestic violence. We all want to think “That will never happen in my family,” and then it does, or it happens to a friend or co-worker. One in three women and one in four men in the US will be a victim of domestic violence at some point in their life according to the Natl.

Our community may seem safe from violence, but behind some closed doors, family members are living in fear of what will happen next.

A victim once told me that she thought that she had met the man of her dreams. He was kind, attentive and he loved her so much that he wanted her to spend all of her time with him, he made her feel like a princess. What she didn’t see was that her friends and family were being quickly eliminated from her life because he wanted all of her time, and what she didn’t realize, was that she was slowly losing all of her support system, which was exactly the plan. Now who can she turn to, who is going to believe her?

Breast Cancer Awareness Other than skin cancer, breast cancer is the most common cancer among American women. Getting mammograms regularly can lower the risk of dying from breast cancer. The United States Preventive Services Task Force recommends that if you are 50 to 74 years old, be sure to have a screening mammogram every two years. If you are 40 to 49 years old, talk to your doctor about when to start and how often to get a screening mammogram.

What Are the Symptoms?

There are different symptoms of breast cancer, and some people have no symptoms at all.

Isolation is just one sign that a person may be in an abusive relationship.

There are others, such as using coercion and threats, using intimidation, using economic abuse, minimizing and blaming all the issues on the victim, emotional abuse and of course physical abuse.

We do however need to be aware that domestic violence isn’t just about black eyes and bruises. The psychological and emotional abuse takes a huge toll on a victim that often takes years to overcome, but is domestic violence as well.

So in this month of October, Hands of Hope Resource Center asks that you find a moment or two to learn about the signs of domestic violence, and how you may be able to help a friend or family member in that situation. Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 p.m., and the pledge of allegiance was recited.

On roll call members present: Mayor Rollie Johnson, Brian Lange, Lana Bartells, and Dennis Westrich.

Absent: Joan Olson. People present: Morrison County Record reporter Sheila McCoy, First Responder Vice President Garrett Doucette, Public Works Superintendent Frank Koopmeiners, and City Clerk/Treasurer Michelle Stevens.

Minutes: Lange moved to approve the minutes from the September 5, 2017 regular City Council Meeting, 2nd by Bartells. Motion carried unanimously.

Koopmeiners explained the City maintenance truck needs new tires and review the tire quotes.

Lange directed Koopmeiners to purchase the Hankook tires from Upsala Motors.

Fire Department Report: The Fire Department officers will review the applications for the new firefighters in the next two weeks.

First Responders: First Responder Vice President Garrett Doucette reported that most of the focus has been around training especially the mock crash in Buckman.

tal health training.

Four members went to training at the Life Link base at the Brainerd Airport.

City Office Report: Stevens reviewed the October Calendar and upcoming events.

Stevens requested time off over the March Council Meeting.

Planning Commission: No meeting held.

UCDC: The Committee met and started going over the numbers from Heritage Days.

Recreation Board: No Meeting held.

Unfinished Business: Maintenance Building: The Building Committee met with St. Rosa Lumber to discuss the bid.

They agreed that they should be fairly close to the original budget. The Committee stated they are pleased to work with St. Rosa Lumber.

Tower Road Payment: Bartells moved to approve partial payments 1 & 2 payable to Morrison County Public Works $44,132.44 for Tower Road, 2nd by Lange. Motion carried unanimously.

New Business: Fee Schedule: Lange moved to adopt resolution 10-2-17-1 approving the Fee Schedule as presented effective September 15, 2017, 2nd

by Westrich. Motion carried unanimously.

AWAIR Policy: Lange moved to approve the AWAIR (A Workplace Accident & Injury Reduction Program) Policy as presented, 2nd

by Bartells. Motion carried unanimously.

Final Budget & Levy: Lange moved to approve the 2018 Upsala City Budget, 2nd by Lange. Motion carried unanimously.

Region 5 Summit: The NJPA (Nation Joint Powers Alliance) Region 5 Summit is October 25, from 8 a.m.-2 p.m. at the NJPA office in Staples. If we attend, we will receive a $500.00 rebate purchasing credit.

The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Jim Molitor, Norm Carlson, Tony Maciej, and Deb Wood. Also present: Bea Golombecki, Mark Hallen, reporter Sheila McCoy, and Lonny Hutchins.

Minutes of the Swanville City Council meeting held August 8, 2017 and the special meeting held August 29, 2017 were reviewed. A motion was made by Tony Maciej to approve the minutes as printed. Deb Wood seconded the motion. All members voted in favor, motion carried.

The treasures report was given.

A motion was made by Norm Carlson and seconded by Jim Molitor to approve the treasurer’s report. All members voted in favor, motion carried.

Bea Golombecki was present to ask council what will be done with the lawn in front of her house that was tore up when the new tar was laid down in July. There is about a 15’x2’ area that the lawn was torn out. City maintenance worker Lonny said he will put black dirt and grass seed in the spring to fill in the vacant area.

Mark Hallen, city engineer, was present to go over the outstanding statement with Widseth, Smith & Nolting. Hallen stated that an amendment to the contract which was signed in January, 2017 was not done after the additional work which is associated to the North Berkey Avenue project. Council decided to review the memo Hallen had submitted and give a decision at next month’s meeting. Hallen also stated he is waiting for a survey crew to review the tarring work done on the corner of Berkey Avenue and First Street to report back to council.

Maintenance worker Lonny reported he has someone interested in the black dirt at the end of Berkey Avenue North. There is approximately 500 yards. Lonny also stated he has an estimate for $3500.00 to clean up and reseed the horseshoe pits in the city park. Jim Molitor made a motion to have the horseshoe pit area redone.

Norm Carlson seconded the motion.

All members voted in favor, motion carried. Mayor Lange stated she will check with the Horseshoe League to see if they will donate to this project.

Lonny would like to put up 13 - 4x8 boards buy the ice rink for hockey.

He will run this by the Swanville Lions as a project. Tony Maciej made a motion to have the boards put up at the ice rink. Jim Molitor seconded the motion. All members voted in favor, motion carried.

The city finance policy was again looked at and discussed. After discussion, Jim Molitor made a motion to accept the finance procedures and policy as presented to the council. Deb Wood seconded the motion.

All members voted in favor, motion carried.

The proposed levy for 2018 was discussed. After discussion, Mayor Lange made a motion to raise the General Levy $10,000.00.

Deb Wood seconded the motion. All members voted in favor, motion carried. This will be revisited in December when the budget is set for 2018.

The land owned by Cory DeFoe next to the lots in the North Berkey Avenue was discussed. Council member Molitor talked with DeFoe and Molitor could not get an amount from DeFoe for the property that the city would like to buy. Mayor Lange stated she had talked with the city attorney regarding the property and the attorney stated the city could use eminent domain to obtain the property. The city would have to pay for the lot to be surveyed, appraised and the attorney fees. The land could not be sold and only be used for public use.

Tony Maciej made a motion to start the process of eminent domain of the property. Norm Carlson seconded the motion. All members voted in favor, motion carried.

Mayor Lange presented council with two land use permits which P & Z has approved both. Josh Landowski would like to build a 24’x36’ garage on his property. Deb Wood made a motion to approve the land use permit for Landowski. Tony Maciej seconded the motion. Tim Dally would like to put up a 4’x8’ sign by the townhouses. Jim Molitor made a motion to approve the land use permit for Dally. Tony Maciej seconded the motion. All members voted in favor of both permits.

Resolution #17-0905 was presented to the council for the sell of lot 106 in the North Berkey Avenue Addition to Mielke Mark LLC. After discussion, Jim Molitor made a motion to accept Resolution #17-0905 for the sell of lot 106 to Mielke Mark LLC. Norm Carlson seconded the motion all members voted in favor, motion carried.

The following claims were presented for payment. Members of the council were furnished with a

listing. Jim Molitor made a motion to approve the claims. Tony Maciej seconded the motion. All members voted in favor, motion carried.

The next regular monthly meeting will be held at 7:00 p.m., Tuesday, October 3, 2017.

There being no further business, a motion was made by Tony Maciej and seconded by Jim Molitor to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:05 p.m.

Grey Eagle Township October 2, 2017 Call to Order: Ron Frericks called the meeting to order at 8:00 p.m. The pledge of allegiance was recited.

Members Present: Ron Frericks, Ray Bense, Mary Ann Primus & Mike Rohe.

Agenda Approval: A preliminary agenda was presented. Ron asked if there were additions to the agenda. Mike made the motion to accept the agenda. Ray made the second. All in favor. Motion carried.

Approval of Minutes: The clerk provided copies of the September 11, 2017 minutes to the board. Mike made the motion to accept the minutes, Ray made the second. Minutes approved.

Town Clerk’s Report: Clerk presented the claims list for September. Claims list included claims 3103-3113 for a total of $27,830.94.

This included the 2nd half of the fire contract. Mike made the motion to approve the claims; Ray made the second, Motion carried unanimously.

Mail included letter about the recent data breach from 1st State Bank, MPCA and surplus services. Also, an update from Region 5 about the county wide broadband.

Road and Bridge Report: Ray reported that he spoke with a landowner about an approach, he had checked all the roads after a recent storm and cut trees on Ascot and Arden Drive. He responded to a call about beavers on Ascot Road and had the culvert cleaned and hired someone to trap the beavers. Discussion on the tree trimming on Ascot Road, some felt was unnecessary. Ron stated he had received three calls and felt it was a safety issue that needed to be taken care of and was approved at last month’s meeting. Ron also received a call about 116th where someone had tampered with the roadway.

Ron suggested Erv and Ray check it out. Crack filling on tar roads was discussed and it was decided to wait until next spring. Ron asked about a permit for trapping of the beavers, Ray said didn’t need one if they were damaging a Township Road.

Mary Ann Primus, Clerk/Treasurer Minutes not approved Burtrum City October 2, 2017 Attendance: Ron Strassburg, Carrie Wiechmann, Deb VanHavermaet, Beau Krueger, Mitchell Bruggenthies, Kevin Rohde The meeting of the Burtrum City Council was called to order at 7:04 p.m. on Monday October 2, 2017 by Mayor Ron Strassburg. Those in attendance included; Ron Strassburg, Carrie Wiechmann, Kevin Rohde, Beau Krueger, Deb VanHavermaet, and Mitchell Bruggenthies.

The meeting minutes from September 05, 2017 were read and approved by a motion made by Kevin Rohde seconded by Beau Krueger, upon vote motion was carried and the minutes were accepted. Next the finance report was read and approved by a motion made by Mitchell Bruggenthies and seconded by Beau Krueger. The City Council then discussed outstanding/routine bills and upon a motion made by Deb VanHavermaet and seconded by Mitchell Bruggenthies, the bills were paid.

Regarding old business, Ron Strassburg will be picking up about 8 new tables for the Community Center. It was decided that the we will host the public hearing on November 6th at 6:30 p.m. at the Burtrum Community Center for the discussion on closing a few ally’s in town. Notice will be posted in the paper for two weeks, it will be on the post office and city board, and residents affected by this will receive their letters of notice at least 10 days before the meeting on if they would like to attend for the decision to be made.

Next, in new business, it was discussed that the city should look into a possibility and price for getting aluminum bleachers for out at the park. The tarp and flags from the playground equipment has been put away for the season and also due to the kids or someone has been taking them off.

As there was no further topics to discuss the meeting was adjourned by a motion made first by Kevin Rohde and seconded by Beau Krueger, upon vote motion carried and the meeting was adjourned. The next City Council Meeting is scheduled for Monday, November 6th, 2017 at 7:00 p.m. at the Burtrum Town Hall.
