Management lessons from unlikely places -By Harvey Mackay If you’ve read anything I have written over the years, you’ve probably figured out that I love stories that put management principles into action, even when they don’t seem to have anything to do with business.

My thought is that they are much more memorable than classroom exercises, and certainly a lot more entertaining.

Here are a few of my recent favorites.

The greedy wolf: On a hot day, a wolf was feeling very hungry. He searched the forest, but he caught only a small hare. Disappointed, he thought, “This hare can’t fill my stomach.”

Just as the wolf was about to kill the hare, a deer ran by. The greedy wolf thought, “Instead of this small hare, let me eat that big deer.”

He released the hare and chased the deer. But the deer was too fast, and it vanished into the forest. The wolf now regretted letting the hare go.

Moral: Consider keeping what’s in your hand before chasing something better.

The same problems: People in

Moral: Every obstacle we come across in life gives us an opportunity to improve our circumstances.

Checking in: How am I doing?

On the bus, an older man happened to overhear a young woman talking on her cell phone. “Hello, could I speak to your sales director please? Yes, I’m calling about the sales position you advertised three months ago? Is that still open? No? Well, is there any chance of its opening up again soon? May I ask why not? Really, that good? Well, thank you.”

The man turned and said, “I don’t usually listen to other people’s phone conversations, but I happened to overhear yours. I’m sorry the job you’re trying to get isn’t available anymore.”

“Oh, that’s not it at all,” the young woman said with a smile. “That’s where I just started working three months ago.

I was just calling to see how they think I’m doing. The sales director said his newest salesperson is doing a fantastic job, so I must be doing all right.”

Moral: Don’t take your success for granted.

a village had been complaining about the same problems to a wise man many times. One day he told them a joke, and everyone roared in laughter. After a couple of minutes, he told them the same joke and only a few of them smiled.

When he told the same joke for the third time, no one laughed anymore.

The wise man smiled and said: “You can’t laugh at the same joke over and over. So why are you always crying about the same problem?”

Moral: Don’t keep worrying about the same problems. Either solve them or move on.

The boulder in the road: A king had a boulder placed on a roadway, then hid and watched to see if anyone would move the boulder out of the way.

Some of the kingdom’s wealthiest merchants and courtiers came by and simply walked around it. Many of them loudly blamed the king for not keeping the roads clear.

Then a peasant came along pushing a cart of vegetables. As he approached the boulder, the peasant set his cart aside and tried to push the stone out of the road. After much pushing and straining, he finally succeeded.

Then he noticed a purse lying in the road where the boulder had been. The purse contained many gold coins and a note from the king, explaining that the gold was for the person who removed

“The Good Old Days” -By Tom Kuehne Thanksgiving Day Christmas will be here in only 3 months, so the retailers start displaying Christmas decorations to get us excited to spend as many extra dollars as they can get by extending Christmas Day to a fourth of the year. Has the true meaning of the day been changed for us adults and especially for the kids?

If we want to keep the true Christmas Message, it is still available, but we need to make a special effort to make it that way.

Thanksgiving is different. We are not concerned with who we need to get a gift for or if we will be able to make all 11 of the “required” stops on our social schedule. Success of our Thanksgiving holiday is not commercially orientated.

We make plans to spend special time with friends and families to enjoy their company and relax; (or maybe watch football). Think back...I bet the quiet Thanksgiving gatherings have created some special memories of those no longer with us and also some locations that now only exist in our memory.

Special times of remembrance.

The menu has changed for some of us. We now think that turkey at Thanksgiving is the expected menu.

This was not always true in our past. We would usually gather at Grandma’s house and the menu included what happened

to be most currently available. The easiest choice was usually chicken. The laying flock frequently needed thinning, usually because a hen stopped laying eggs, so it made no sense to keep feeding non-producing livestock. I remember having goose for one Thanksgiving dinner. I wasn’t especially fond of it, but as usual, there was mashed potatoes, gravy, cranberries, bread, squash and pumpkin pie to satisfy the hunger.

Were we poor? That day we ate as well or better than any rich family.

When one considers the food offerings from that meal, we need to look at the food source. The meat was grown on the farm, as were potatoes, vegetables, squash, pumpkin, cabbage, milk and cream. The grocery bill required to create the meal was limited to flour, sugar, coffee and some spices. Were we poor since we didn’t buy more? No, we were rich because we already had an abundance of these things which we had accumulated from our labor.

The cooks need to be complimented for the extra effort and concern needed to make the meal. They usually do an excellent job to create a special occasion to remember.

Spend time with the rest of the guests because everyone is special and can add something to your life.

tell you, the duck really moves.

For me, what was impressive was to look at the wake the duck left behind as it moved forward. WOW! It opened up an angle of at least 40 degrees and the water rippled as far as 40-50 feet, maybe even more. That’s a lot. Think about it, that duck left a wake that’s 600 times its actual size. That’s a lot of effect from a duck that’s only two feet long.

Moral: Every big wave started out as a little ripple.

Life and business teach us lessons every day. Be on the lookout – sometimes the best ideas and solutions are right in front of us.

I was curious about your thoughts on saving up money to buy a duplex, living on one side, and renting out the other. It would be my first home purchase, and my first rental property.

-Derrick Dear Derrick, Well, the good news is your renter would be right next door. You can keep an eye on things. The bad news?

Your renter would be right next door.

It would be a necessity to have very clear boundaries in your relationship.

Otherwise, some people will come knocking on your door at midnight expecting you to change a light bulb or something silly like that. The trick to being a good landlord, especially for a rookie, is learning how to balance being firm with people, while still being fair and kind.

Another thing to consider is the purchase of a duplex in general. The upside is you’ve got someone helping pay the bill when it’s rented. The downside is when you get ready to sell a duplex, most of the time your buyer is an investor. This means you’re dealing with a wholesale-minded buyer, and that tends to hold prices on duplexes down more than it would a comparable, traditional, single-family home. On the other hand, the cute, young couple looking to buy a perfectly-staged and freshly painted home is usually more than willing to pay full retail.

I’ve owned several duplexes in my life, but I’ve always done much better with single family homes. They’re easier to rent, they tend to stay rented more consistently, and as a rule, they

appreciate faster. Just know your upsides and your downsides if you’re planning on moving into a duplex and doing this.

And be very careful about your location.

You’ll come out much better mentally, emotionally, and financially in an area where homeowners take pride in their neighborhood!

Morrison County Sheriff’s Office

November 25, 2019: At approximately 7:51 there was a one-vehicle rollover on Great River Road, near 170th Avenue, approximately six miles southeast of Bowlus, MN in Two Rivers Township.

According to the Sheriff’s Office, 21-year-old Addison March from Motley, MN was traveling west on Great River Road. March lost control of the vehicle, went off the road, hit a road approach and the vehicle rolled. March was transported to St. Cloud Hospital by Mayo Clinic Ambulance with unknown injuries.

The Morrison County Sheriff’s Office was assisted at the scene by Bowlus Fire Department, Bowlus First Response Team and Mayo Clinic Ambulance.

Obituaries Marilyn J. McNeal

They worked the family farm together for the next 49 years with their 6 children. She was an avid gardener both vegetable and flowers. No matter how many showed up to the table, Marilyn had a knack for making sure everyone was well fed. In later years she moved to town and enjoyed reading and puzzles. Family and friends will continue to cherish the many skillfully crafted gifts that she crocheted or quilted as well as rugs she made.

Survivors include her children, Jerry (Carol) McNeal of Forman, ND; Cheryl (Travis) Blake of Encampment, Wyoming; Kevin (Yvonne) McNeal of Jamestown ND; Barry (Annette) McNeal of Stirum, ND; Kay (Gary) Drevlow of Gwinner, ND; Kristy (Patrick) Wiener of Osakis; sister, Shirley Johns of Macalester, OK; brother, Roger (Janice) Miller of Long Prairie; 10 grandchildren and 3 great grandchildren.

She was preceded in death by her parents, husband in 2004, brother, Richard Miller, and sister, Betty Bardeaux.

F u n e r a l services will be 11AM Wednesday, November 27, 2019 at First Baptist Church in Long Prairie for Marilyn McNeal who died Sunday at the Knute Nelson Home in Alexandria. Pastor Matt Stacey will officiate.

Burial will be in Reynolds Baptist Cemetery.

Visitation will be 1 hour prior to services Wednesday at the church in Long Prairie.

Marilyn was born August 23, 1933 in Sioux City Iowa to Earl & Fern (Mills) Miller. The Miller family moved to rural Long Prairie when Marilyn was a high school senior. After graduation she worked as a telephone operator. She married George McNeal on May 2, 1955 at Reynolds Baptist Church in Reynolds Township.

and Don’s four children until Don passed away. She then worked at the Mother of Mercy Nursing Home as a Laundry Aide from 1984 until retiring in June 2003. She was a member of the Sacred Heart Catholic Church in Freeport.

Carol is survived by her children, Debra (Bruce) Hinnenkamp, Albany; Jeanne (Bruce) Hoeschen, Freeport; Vicki (Glenn) Hinnenkamp, Melrose; Scott (Darlene) Finken, Albany. Seven grandchildren: Corey, Kayla, Samantha, Brandon, Olivia, Dalton and Cole and seven great-grandchildren. F u n e r a l Services were held Monday, November 25, 2019 at Trinity Lutheran Church in Long Prairie, MN for Kenneth Tesch who passed away Tuesday at the St. Cloud Hospital. The Rev. Noah Wehrspann officiated and burial was at Trinity Cemetery

in Long Prairie.

Kenny was born September 9, 1934 on the family farm in Round Prairie Township to William and Anna (Hoeppner) Tesch.

He graduated from the Long Prairie High School. He served his country by enlisting in the United States Army. From 1956 to 1958 he served in the 8th Infantry Division in Stuttgart, Germany. He married Karen Zunker on February 24, 1962 in Miltona.

Kenny was not a stranger to hard work.

While farming he also worked as a full-time press operator. In 1996 he retired from a 42-

Kenny liked to hunt and fish. His many trophies speak to his skills at bowling. He also enjoyed playing Smear with his family.

The Twins and Vikings had his attention whenever he could watch. Watching the birds that he so faithfully fed brought him smiles. Above all, Kenny loved his family.

His grandchildren loved coming to the farm to spend as much time as possible with Grandpa and Grandma. They each had a very special place in Kenny’s heart.

Kenny is survived by his wife Karen; sons, Daniel of St. Paul and David of Sartell; grandchildren, Ryan, Trevor and Morgan Tesch.

He is preceded in death by his parents; daughter, Jennifer Ann Tesch; his brother, Wilber and sister, Shirley Sarazin.

on May 25, 1949 at Holy Angels Catholic Church in St. Cloud. She worked as an administrative assistant at St. John’s University in the school of Theology for many years until her retirement. Colleen was a member of the church of St. Benedict’s in Avon and St. Benedict’s Christian Women and the Avon local women’s card group. She was a wonderful cook, artist and enjoyed china painting. Crafting was also a passion, her children, grandchildren and great grandchildren were lucky enough to receive many crafting gifts. Colleen and Howard enjoyed traveling and in retirement split their time between Arizona and Minnesota.

Survivors include her husband, Howard of St. Joseph; children, Cathleen (Lonnie) Blair of Buffalo, Maren (Jeff) Biegert of Plymouth, Peggy of St. Cloud and Paul of Minnetonka; sisters, Mary Ellen Gans of Excelsior, Claire Graham of Avon, Rita Pfeffer of Maple Grove; 8 grandchildren; and 11 great grandchildren.

I’m sure we’ve all experienced the joy that giving brings, and Christmas is the perfect time to spread joy! During this season, it’s fun to give your money away. If you’ve done it, you know what I’m talking about. If you haven’t, I dare you to try.

You could make an extra donation to your church, or send gifts to families in developing countries. Or, you could be on the lookout for spontaneous ways to give—like leaving a big tip for a server,

Share your words. Is there someone in your life who needs encouragement or a thank you? Send a text, write a note, or pull them aside in person. Their face will light up brighter than a Christmas tree!

Upsala and Swanville High School Students Explore Careers at Alexandria Technical & Community College

Swanville students who visited Alexandria Technical & Community College Alexandria Technical & Community College (ATCC) hosted Upsala High School students November 5, and Swanville High School students November 13. The high school students were given a walk-through presentation of manufacturing and construction careers, and toured an area industry business. Upsala students toured Standard Iron in Sauk Centre, and Swanville students toured Douglas Finishing in Alexandria.

During the Alexandria Technical & Community College tour, students were able to visit with instructors and students in the manufacturing & construction and transportation & mechanics divisions, and learn about programs within those divisions: Carpentry, Diesel Mechanics,

Machine Tool Technology, Marine, Motorcycle, and Powersports Technician, Mechanical Drafting, Design, and Engineering, Mechatronics, Professional Truck Driver, and Welding Technology.

The event was an opportunity for students to explore the distinct environments of the region’s advanced manufacturing facilities. They not only had a unique chance to explore the workplace setting; they were also given the option to consider the educational programs that can lead to careers in those businesses. ATCC and participating businesses worked together to provide students with information that helps them make informed decisions about their futures.

Swanville Public School is pleased to announce the October Senior High student of the month, junior Rebekah Muhlenkamp. Rebekah is the daughter of Levi and Margaret Muhlenkamp.

Rebekah stays busy outside of school by being involved in activities at her church and participating in Scouting activities. She volunteers at local scout camps, teaching kids about nature. Her achievements include receiving Student of the Month for the third time. She was Outstanding Distance in Track for 3 years and also received the Innovation Award at Many Point Scout Camp.

Dear Motor Medics, I have a 2011 Camaro V6 that’s been in storage for 14 months while I was deployed overseas. There is a good chance that I will again be deployed and must store the car. I probably shouldn’t have bought it but not having some family or other bills I felt moved to buy my dream car. When I got back the battery was completely dead, and I have not replaced it. I want to drive it but don’t want to hurt anything so is there anything I should do before I start it up? My friends and I listen to your shows on podcast all the time on base.

When storing it is a must to use a fuel stabilizer in the tank and to keep the battery in good condition use a battery maintainer. Talk with a local mechanic to get complete advice on other things to look out for but unless critters get into it while you are gone you should be able to store it often without having to do too much before driving.

-Take care, the Motor Medics Dear Motor Medics, I have a 2006 Dodge Durango and I lost the key. It’s the kind with the remote opener for the doors built-in to the key head. I asked the dealership about a replacement key and it was just too much, so I tried lock smiths and my

local hardware store but neither one had the key with the remote attached.

I settled for a key that would start the vehicle without the remote for the doors attached. Is there anything else I can do besides spend several hundred dollars on the correct key so I can get my remote doors back?

While some fobs are as low as $40, we have seen others in the several hundred-dollar range and then they still need to be programmed to the vehicle. What you might consider since you have already bought a key is to go with an aftermarket system. You can either get a low budget one that just works the door locks or a very highend system that will hit the basics and remotely start the car. If you have ever wanted a remote start now may be the time. If you just want basic locks, you may check one of the many online fob resources for an aftermarket remote to hang on your keychain. You still need to program them but it should save some cash.

Melrose City October 17, 2019 The Melrose City Council met in a Regular Meeting on Thursday, October 17, 2019 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Tony Klasen, Justin Frieler, Travis Frieler, Mark Hill, and Mayor Joe Finken, City Administrator Colleen Winter, and City Clerk Patti Haase. Also in attendance were Senator Torrey Westrom, Stearns County Engineer Jodi Teich, Sauk River Watershed District Water Resource Manager, Sarah Boser, Al Gettel, several members of the Melrose Lake Improvement Association, and other community members. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Klasen, seconded by Mr. Justin Frieler and unanimously carried to approve the agenda as amended and moving #9a and #9b after Reports.

Al Gettel addressed the Council regarding a barbwire fence that he installed on the property he is currently renting adjacent to Rose Park. He stated the reason for installing the fence was to keep debris off the property. City staff had notified the property owner that the fence was to be removed by October 4, 2019. Mr. Gettel met with Community Development Director Lisa Atkinson regarding the fence.

Mr. Gettel was informed barbwire fencing is only allowed for agricultural purposes within City limits, and a fence permit is required prior to installation. Mayor Finken directed Mr. Gettel to meet with City staff and go through the proper permitting process.

The following items were considered for approval under the Consent Agenda: a. The minutes from the Council’s September 19 Regular Meeting. b. List of bills in the amount of $1,022,695.29. c. List of investments for the month of September. d. Ambulance Department uncollectible accounts in the amount of $20,507.78 have been submitted to Revenue Recapture, collections, or written off. A complete list of accounts is on file at the City Office in the third quarter. There was a total of $2,919.74 collected from account holders during this time. e. Fire Department uncollectible accounts in the amount of $100 has been submitted to Revenue Recapture, collections, or written off in the third quarter. A complete list of accounts is on file at the City Office. There was a total of $289 collected from account holders during this time. f. Donation Resolution: 1) Resolution No. 2019-51, donation in the amount of $500 from Melrose Lions towards the Melrose Area Chamber of Commerce Holiday Kick-Off Fireworks. g. Resolution No. 2019-52, Resolution Designating Polling Place. Per Minnesota Statute, Section 204B.16, Subdivision 1, the governing body of each municipality must annually designate a polling place for each election precinct.

A motion was made by Mr. Justin Frieler, seconded by Mr. Klasen and unanimously carried to approve the Consent Agenda items.

Police Chief Craig Maus presented the Police Department’s

September report. He noted there were 330 calls for service during the month, compared to 465 for September 2018. A total of 27 citations were written for the month of September. The year-to-date number of calls is 3,353 compared to 3,988 in 2018. For the month of September 2019, the Department received 33 agency assist calls.

Chief Maus noted that improvements have been made to the abatement property. He will continue to monitor the situation. Chief Maus also stated that counterfeit $100 bills have been circulated in Melrose and the surrounding area and advised the public what to look for in the modified bill.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Burlington Plat: Prepared quit claim deeds conveying Melrose Burlington Plat lots to adjoining property owners.

• Hernandez Easement: Prepared electric utility easement from Hernandez to City of Melrose.

• Emergency Management Agreement: Reviewed proposed emergency management agreement submitted by Stearns County. Prepared opinion concerning audit requirements in agreement.

Planning and Development Director Atkinson provided an update on the various current and upcoming projects. Ms. Atkinson presented the Third Quarter Building Report.

City Administrator Winter provided an update on the following: Kraft Lot: Staff continues to refine options for this lot and look at mixed uses. It is hoped to deliver a viable package to two interested parties in the next couple of weeks.

St. Mary’s: The EAW has been published and the public has until October 30, 2019 to submit their comments to the City.

Strategic Planning: Originally, it was discussed to holding a onehour visioning session before the regular December 12, 2019 meeting; however, City Administrator Winter will need to present to the LCCMR Board that evening, so looking at scheduling something for February 20, 2020.

Housing: Staff will be meeting with two different interested parties regarding the construction of apartments.

HVAC and Miscellaneous Building Improvements: The roof at the Fire and Ambulance Station needs to be repaired and that will be taken care of within the next couple of weeks. Work is almost finished at the City Center for the first part of the HVAC upgrades, including new piping for heating, a/c and condenser units on the roof. There is one boiler currently not in service; however, the other five boilers are working which will be fine.

The Council held a public hearing on Thursday, October 17, 2019 at 6:00 p.m. or as soon thereafter at the Melrose City Center on the following to consider amending Chapter 76 of Melrose City Code, Motorized Golf Carts, to consider allowing Class 1 ATVs by permit.

The Public Hearing was opened at 7:16 p.m. City Attorney Scott Dymoke provided an overview of the revised ordinance. There being no further comment, the Public Hearing was closed at 7:18 p.m.

At the Council’s August 15 meeting and again at the September 19 meeting, the Council reviewed Chapter 76 of the Melrose City Code, Motorized Golf Carts. Chief

Maus noted that according to Minnesota State Statutes, Class 1 ATVs must be permitted by the City in order to drive on City streets. The ordinance adopted in 2018 removed licensing requirements for all classes of ATVs. In order to come into compliance with Minnesota State Statute, City Attorney Scott Dymoke has made revisions to Chapter 76 Motorized Golf Carts and All-Terrain Vehicles.

Council Member Justin Frieler moved to adopt Ordinance No. 1017-2019, An Ordinance Amending Chapter 76 Motorized Golf Carts and All -Terrain Vehicles with no permit fee. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: FOR: Council Members Justin Frieler, Klasen, Hill, Travis Frieler, and Mayor Finken; AGAINST: None Mayor Finken stated that the Council, at its September 19 meeting, reviewed the Stearns County Intra-County Mutual Aid Agreement for Emergency Management and Homeland Security. This mutual aid agreement was developed to allow for the sharing of resources between jurisdictions in times of emergency. Stearns County is aware that there are existing mutual aid agreements for law enforcement and fire services however other department often times do not have these agreements in place prior to emergency situations taking place.

This agreement was designed to allow for mutual aid of any and all functions, personnel and resources.

This agreement was written by the Stearns County Attorney’s Office and reviewed the League of Minnesota Cities.

Council Member Klasen expressed concerns on Article 12 of the agreement and recommended review by City Attorney Dymoke prior to adoption. Mr. Dymoke has reviewed the Agreement and does not have an issue with Article 12 of the agreement. The audit review only pertains to the transactions related to the emergency situation.

A motion was made by Mr. Travis Frieler, seconded by Mr. Klasen and unanimously carried authorizing staff to enter into the Stearns County Intra-County Mutual Aid Agreement for Emergency Management and Homeland Security.

City Administrator Winter stated that staff has spent the last three months reviewing the documents related to the Rock Arch Rapids/Dam/Bridge project (RDB) and discussing it with several people who have been involved in the project over the last several years.

Based on the information the City has, staff believes that there are five alternatives to addressing the RDB project. Administrator Winter presented the priorities and public meetings regarding RDB along with the five alternative and costs associated with each.

PRIORITIES Bridge – the bridge itself is outdated, does not meet today’s street design standards, ADA (American with disabilities) standards, and does not accommodate traffic very well. The Stearns County Highway Department has had the 5th Ave NE Bridge on their bridge plan since 2013. The County is still willing to work with the City on this project but would like a definitive end date.

Street Realignment – currently, 5th Avenue NE is an offset street and aligning the streets would create a safer intersection.

Dam – the dam is considered a significant hazard dam and was last inspected on December 11, 2017.

Council decides to pursue, funding needs to be allocated to addressing dam safety.

Water Quality/Bank Erosion/ Sedimentation of pool – the Sauk River and related Melrose Lake are impaired bodies of water. The Lake has seen a significant growth in algae bloom over the last few years, increased sedimentation and vegetation. There has also been significant erosion downstream of the dam. Any proposed plan should consider the ecological benefits long term.

Recreational Opportunities – currently, the amenities are very limited.

Costs – all of the options have varying costs associated with them.

The City has firmly committed to $700,000 towards the RDB project.

PUBLIC MEETINGS AND ACTIONS Since October 2016, the Council has discussed or taken action on issues related to RDB 29 times.

Ms. Winter presented the Rock Arch Rapids options; one being no lake level reduction; the other the lake level drops seven feet. Then there are three options which relates to the bridge and repair the dam and/or also realign 5th Avenue NE to connect north-south across Main Street.

Council Member Klasen stated that in previous Council’s discussion, it was determined that the Council only supported the full pool Rock Arch Rapids and that it needs to be determined if the DNR would support that option. It was also determined that the bridge was the priority not aligning the streets on Main Street. Mr. Klasen does not want this to go back to having discussions on all options.

Ms. Winter stated that the City has not received formal notification from the DNR; however, in a phone conference call, the DNR does not support the full pool Rock Arch Rapids.

After further discussion, the Council determined to dismiss the Rock Arch Rapids options and reviewing the remaining options. The City’s Engineer, Mike Nielson of WSB, then gave a brief overview of Options 2, 3 and 4. Option 5 was removed as the traffic count did not meet 70% of the warrants, therefore, does not qualify for streetlights or a round-about.

The City Administrator reviewed the costs associated with the remaining options and the City’s portion of those costs.

Mr. Klasen asked how the County funding request is submitted to the state for bonding. Jodi Teich, Stearns County Engineer, stated the money comes through the local bridge replacement program and MNDOT assigns money and the legislature allocates the funds. Currently, the bridge is on the waiting list.

The County also shares in the right-of-way costs. Mr. Klasen stated that he would like a 90% assurance of receiving a grant or other funding sources for the 10-foot sidewalk in order to determine if it should be left in the plan.

Council Member Klasen stated that he felt the Option 3 costs were not definitive as to City/County costs.

Mr. Klasen stated that at a previous meeting where realigning the bridge and street, he believed the City costs to be much higher than indicated on the numbers presented this evening. Mr. Klasen stated that Option 2 takes care of many of the issues that exist. Mr. Klasen stated his preference is Option 2.

Mayor Finken concurred with Council Member Klasen with Option 2. Mayor Finken noted that the intersection has not been deemed a dangerous intersection.

After further discussion, Mr. Klasen made a motion to move forward with Option 2 as it the most cost-efficient. The motion was seconded by Mr. Finken with a roll call vote recorded as follows: FOR: Council Members Klasen, Mayor Finken, Justin Frieler, and Travis Frieler; AGAINST: Council Member Hill At the Council’s first meeting in January 2020, consideration will be given to making appointments to the various boards and commissions. A notice regarding same will be published in the Melrose Beacon on October 16 and October 30 informing residents that those interested in seeking appointment should submit their application to the City Clerk by no later than Friday, November 8. Applications are available at the Melrose City Center. Terms are expiring on the following boards and commissions: • Melrose Public Utilities Commission – one member (threeyear term) • Term expiring: Eric Seanger

• Planning and Zoning Commission – two members (four-year term) • Term expiring: Jason Seanger and Kevin Thomas • Melrose Area Development Authority: one member (6-year term) • Term expiring: Don Brower • Melrose Housing and Redevelopment Authority: one member (five-year term) Term expiring: Matt McDonald City Administrator Winter stated that the Sprint Lease expired and do not have a signed agreement in place. Currently, they owe the City $7,500 which they refuse to pay since they do not have a signed agreement with the City. Ms. Winter is recommending the City null and avoid the existing agreement and propose a new agreement effective January 1, 2020. Ms. Winter is recommending more of a real estate agreement rather than a lease per antenna agreement. Ms. Winter is also proposing an application which would include a fee that could be placed in an escrow account for expenses occurred by the City. The Council, by consensus, directed staff to work with City Attorney Dymoke to work on a new agreement with Sprint.

The following informational items were reviewed: a. Melrose Ambulance Department Quarterly Report. b. Utilities Commission’s September 9 Regular Meeting and September 9 Meeting with Industry.

A motion was made by Mr. Hill, seconded by Mr. Justin Frieler and unanimously carried that the meeting be adjourned at 7:30 p.m.

Hanson Roe is among approximately 30,000 students, faculty, professional staff and alumni to be initiated into Phi Kappa Phi each year. Membership is by invitation only and requires nomination and approval by a chapter. Only the top 10 percent of seniors and 7.5 percent of juniors are eligible for membership.

Operation Round Up Contributes $78,100 to 81 Local Organizations Stearns Electric’s Operation Round Up Program contributed $78,100 to 81 area organizations during its October meeting. Through the Operation Round Up program, Stearns Electric Association gives its member-consumers the opportunity to give back to the community by rounding up their electric bill to the nearest dollar.

Since the program’s inception in 1993, Operation Round Up (ORU) and Stearns Electric members have awarded nearly $2.5 million to 4,700 local non-profit organizations and community service programs. The rounded up funds, no more than $11.88 per year, per member, are placed in a trust fund that is administered by the Trust Board appointed by the Cooperative’s elected Board of Directors.

Trust Board Directors met on October 30 to review applications and funding requests for the third time in 2019.

Eighty-one organizations were selected to receive funds totaling between $100 to $2,000 in this round of contributions.

Bitz and Piecez -By Pastor Bitz We All have Buts: Exodus 3:1-15 God’s dialogue with Moses at the burning bush is interesting. First God calls out to Moses by name, “Moses, Moses!” Moses replies, “Here I am.”

We too are called by name by God. The response to hearing God’s call is to listen. “Here I am” is Moses’ way of telling God he’s listening.

As Moses approaches the burning bush he is told that he is on holy ground and must remove his sandals. Why just his shoes? Other than being the dirtiest part of a shepherd it can symbolize our being dirty and unclean. God welcomes us into his presence with just a simple sign of humility and recognition that we are not worthy.

Moses takes off his shoes and draws near to the presence of God in the burning bush. At this point God reveals to Moses his big plan for delivering his people from slavery in Egypt. At verse 11 we see Moses’ big “But”. “But Moses said to God, “Who am I that I should go to Pharaoh and bring the children of Israel out of Egypt?” We all have our “Buts,” some of us sit on them more than others, and so we find reasons not to accomplish the task laid out for us by God. But I am too busy, but I don’t think I can do it, but I’m not as skilled as that other person, but I don’t have any training, but, but, but; we come up with reasons why we don’t think we can be the instrument of God’s plan.

God has chosen Moses and none of his buts will change God’s plan. But I don’t speak well. You don’t think God knows your weaknesses Moses? If there is a task you can’t perform God will pro-

vide someone to come along side you to help, just like Aaron. If we could do it all ourselves that would be a sign of strength and God wants the strength of his Word to shine through when we accomplish his will. So what is God’s will for his called and redeemed people? The first stop is worship of God where he is to be found. For the newly freed Israelites it is Mount Horeb or Mount Sinai.

Then it is off to the promised land to live out lives of faith in obedience to God’s Word being a light to the Gentiles.

It is not in God’s plan for us to simply find the burning bush, remove our sandals in humbleness and then to stay; he wants us to go and get the rest of his people and bring them back to worship him. So this is your invitation to come to worship God. Take off your dirty shoes, put on clean ones because it is cold out there and join us in worshiping Christ Jesus.

Christmas is just around the corner and regardless of what Hollywood thinks Christmas is it’s the celebration of the Christ’s birth. St. John’s will be “Singing to Christ” this advent season.

As we approach the celebration of Jesus’ birth on Christmas day we will be looking at traditional Christmas songs to see what they have to say about our Savior from sin. I pray you leave your “Buts” behind and join other Christians this Advent season to draw closer to the presence of God himself and to celebrate the birth of our Savior. Amen.

CENTRACARE – MELROSE

Reform continues to keep individual health insurance rates in check For the third consecutive year, reforms enacted in 2017 have helped reduce or hold flat individual market health insurance rates after years of double-digit increases following the implementation of Obamacare in Minnesota.

The Minnesota Department of Commerce recently released final rates for the 2020 individual insurance market.

The agency indicates all five of the carriers on the individual market are lowering premiums or effectively holding premiums flat for 2020, with average rates ranging between a .18-percent increase and a 20-percent decrease.

“It is good to see the reform we enacted in 2017 continues to help us get a handle on health insurance premiums that had previously been skyrocketing on
