We all have reasons to give thanks

Think that you have little to be thankful for this month?

Haven’t taken time to think about the blessings you have?

For starters, you can be grateful that you weren’t one of the pilgrims who broke bread together that first Thanksgiving in 1621. I clipped these facts from the Arizona Republic years ago, just to remind myself that even on the toughest days, I have nothing to complain about. Here’s what some of our ancestors encountered to come to America.

They had uprooted themselves from their lives and sailed for the New World.

The journey was so hazardous that guides advised travelers to “First, make thy will.”

The trip was treacherous, to say the least. The Mayflower was actually blown off course, and instead of reaching Virginia, where there were Englishmen who had settled there 13 years earlier, the pilgrims ended up in the wilds of

When they finally found and settled on Plymouth, winter had set in. The storms were terrible, and shelter was only rudimentary. With little food, nearly all the settlers fell ill.

Within three months of settling in Plymouth, nearly half the company died from disease and starvation.

“There died sometimes two or three of a day,” Colonial Governor William Bradford later recalled.

Though Native Americans showed the pilgrims how to plant corn, the settlers’ first crops were dismal. Soon, supplies ran out and England refused to send more. Yet they persevered. I doubt any of us has ever faced such daunting obstacles.

By comparison, our lives seem pretty manageable. Developing an attitude of gratitude takes so little effort, yet many of us need a refresher course in how to be thankful for what we have.

Thanksgiving is a time for togetherness. Take time to relax. Don’t overschedule yourself. Build some extra time into your day so you can talk to family and friends, enjoy your meal and genuinely give thanks for being together.

Stop and take note of the things in your life that are good, instead of focusing on the current – and often inconsequential – things that seem to be going wrong. Take care not to fall into whining, even though we almost all do now and then. But it can become a bad habit if you don’t take stock of the good

things in your life once in a while.

The trick is to not take things for granted. Sometimes this arises from the idea that life owes us better than we are receiving. Sometimes it comes from habits we have mindlessly picked up from other people. But whining and complaining won’t likely change your situation or how you feel. When you are in the midst of a pity party, you might want to try some of the following tips to remind yourself just how much you have to be thankful for.

• Stop and smell the roses. Take some time out to acknowledge the good things in life. Take the day off and do something fun, take a bike ride or a walk to enjoy the beauty of nature. Look at the world around you from a different angle.

• Do something for someone else.

If you are focused solely on your own problems, one of the best ways to break the cycle of negativity is to go out and do something for someone else. Volunteer at a foodbank, cook dinner for an ailing Harvey Mackay continued to pg 3

Obituaries Irene A. Kuehne

Irene A. Kuehne, age 85, of Melrose, formerly of Grey Eagle, died Sunday, November 23, 2014 at the Mother of Mercy Nursing Home in Albany, Minnesota.

Finding out her cancer returned in June, she decided to just let the Lord take charge of her life and she wasn’t going to go through cancer treatments.

A memorial service will be held at 11 a.m. Friday, November 28 at the PattonSchad Funeral Home in Melrose with Pastor Fred Kutter officiating. Inurnment will be at St. Peter’s Lutheran Cemetery in Swanville following the lunch at the Senior Center in Grey Eagle.

Visitation will be held one hour prior to the service on Friday at the funeral home in Melrose.

Irene Alice Peterson was born April 21, 1929 in Grey Eagle Township, Todd County, Minnesota to Carl and Sarah (McDermond) Peterson. Irene worked various jobs as a laborer. On November 3, 1951 Irene married Werner Kuehne at St. Peter’s Lutheran Church in Swanville.

At that same time she was baptized in the Lutheran church. The couple lived in Verndale where they farmed a small

Loretta M. Petermeier farm, and then moved to the Grey Eagle, Burtrum, and Swanville areas. They had no children, but many nieces and nephews who loved them dearly. Werner passed away during a lengthy heart surgery on December 9, 1981. Irene then resided in Grey Eagle and later moved to Melrose.

She was a member of St. John’s Evangelical Lutheran Church in Grey Eagle.

She loved gardening, flowers, fishing, sewing, reading, hummingbirds, and the family times at the cabin in Pillsbury.

She was noted in the family for making great pickles and homemade bars. She was a wonderful cook. Her eye sight started to fail her and when she was rediagnosed with cancer, she decided to go to the Mother of Mercy Nursing Home in Albany.

Irene was preceded in death by her husband, Werner Kuehne; parents; siblings, Evelyn (Lloyd) Berens, Alvin Peterson, Inez (George) Waldvogel, Betty Sharp, and Jeanette Peterson; several brother and sisters-in-law; and other relatives on both the Peterson and Kuehne sides.

Irene will be dearly missed and remembered as a very special lady and aunt by her five dear nieces and their husbands and families, Sherry (Glen) Hiltunen, Kay (Leo) Wolbeck, Cindy (Jim) Schwalbe, Jean (Paul) Jurek, and Bonnie (Bob) Arnzen; sisters-in-law, Angie Peterson and Lenora Ciaccio, and Mildred Kuehne; and many nieces and nephews on the Kuehne and Peterson sides.

Serving as urn bearer will be Donald Jurek.

Arrangements were made with PattonSchad Funeral and Cremation Services of Melrose.

St. Cloud Hospital lights up Dec. 4 The 26th annual Festival of Lights is from 6-8 p.m., Thursday, Dec. 4, in front of St. Cloud Hospital, 1406 Sixth Ave. N. The event is free and open to the public. Attendees are encouraged to bring non-perishable food items to donate to the Food Shelf.

In addition to the traditional holiday lighting ceremony at 7 p.m., there will be horse-drawn trolley rides, reindeer,

holiday carols by the Tech High School Chamber Choir, a living nativity presented by Messiah Lutheran Church of Sartell, visits with Santa and Mrs. Claus, as well as cookies and cocoa. The Gorecki Guest House, across the street from the hospital, also will light up.

Loretta M. Petermeier, age 91 of St. Rosa, died peacefully surrounded by her family on Sunday, November 23, 2014 at the CentraCare Health Hospital in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Wednesday, November 26 at the St. Rose of Lima Catholic Church in St. Rosa with Rev. Virgil Petermeier, osc officiating and Rev. Roger Klassen, O.S.B. and Rev. Ken Thielman concelebrating. Interment will be in the parish cemetery.

Visitation Wednesday will be from 9 to 11 a.m. at the church in St. Rosa.

Loretta Margaret Sand was born into a family of fourteen children on March 13, 1923 in St. Anthony, Minnesota to Nicholas and Anna (Olberding) Sand. She married Edwin “Ed” Petermeier on May 26, 1947 at St. Anthony Catholic Church in St. Anthony. Loretta and Edwin took over the Petermeier family farm for 35 years. They retired in 1981 and continued to live on the farm until 2011 when they moved to Melrose. She was a member of the St. Rose of Lima Catholic Church in St. Rosa, Christian Mothers, St. Loretta’s Mission Group, St. Rosa Senior Citizens, and Crosier Apostolate of Onamia.

LPGE Students Attend We Day Minnesota

On Wednesday, November 12, 22 Long Prairie-Grey Eagle Secondary students and 4 advisors attended We Day Minnesota at the Xcel Energy Center in St. Paul. These students were just a few of the 18,000 students who attended from 725 schools in and around Minnesota. These students across the state accumulated 14.6 million hours of volunteering and 5.6 million pounds of food collected.

We Day is a movement of this time - a movement of young people leading the world for local and global change.

You can’t buy a ticket to We Day. Youth must earn their tickets by taking on one or more local and one or more global causes. The Long Prairie-Grey Eagle students’ global cause was to collect money for the Tsunami Victims in the Philippines. These caring students also took action for many local causes as well including food collections, toy collections and city beautification.

At We Day, the students spent the day listening to motivational speakers like Spencer West - a man who lost both legs at age 5, JR Martinez - a soldier injured in Iraq who turned tragedy into strength, Magic Johnson - a former NBA basketball player, Kweku Mandela - film maker and grandson of Nelson Mandela, Martin Sheen - Emmy and Golden Globe winning actor and Lt. Colonel Eileen Collins - the 1st female space shuttle commander to name a few.

The students had a chance to listen to the co-founders of We Day and Free the Children, Craig and Marc Kielburger as they shared their passion for change, international experiences, and educated the students about ways to bring about change. Most of our bills are due the first half of the month, but we receive most of our income during the second half of the month. Can you help us figure out what to do?

-Kathy Dear Kathy, If you’re actually making a budget and sticking to it, what you’re describing is a cash flow bind. You are in charge of your budget until it’s on paper. Once it’s on paper, it has to accurately represent reality. In your reality, that means a cash flow strain on the first checks and extra money on the second checks.

You won’t be able to fix this in just one month, but there is a long-term solution. Move some of the money from your second checks into the first half of the next month. By doing this, you’ll start running from the fifteenth to the fifteenth instead of from the first to the first. It will help you stay ahead and avoid getting pinched.

The second part of this equation is that you are in charge of your budget.

The budget does not become the boss of you until you get it done. When everything is written and agreed on by you and your husband, that’s when the budget becomes the boss. You can’t come home with a new shirt or a new purse and hope it fits into the plan.

The budget has to be the plumb line by which you build your finances straight and true!

-Sarah Dear Sarah, Getting more education is always a good idea. For starters, I’d begin doing some research to find out what ultrasound technicians in your area are earning. Then, look into the cost of training at a nearby school.

But I would only recommend starting school after you guys have done some work and cleaned up your finances. You’ve got a bunch of debt hanging over your heads, and the truck you mentioned is a big part of the problem.

Sell the truck and move down to something very inexpensive to drive for a little while. Then tear into the remainder of the debt and get it paid off as fast as you can. After that, save up a bunch of money so you can go to school debt-free.

I know that may seem like a long time before you can start school, but chances are you can get this done in less than two years. And trust me, going to school debt-free will feel a whole lot better than having another bunch of payments buzzing around your heads for years to come!

Roxane Kathrein, Morrison County Fairgrounds Coordinator, was the guest speaker at the Thursday noontime Little Falls Kiwanis Club meeting held in the St. Otto’s dining room. The Morrison County Fairgrounds has gone through many changes over the past several years. One of Roxanes responsibilities is to write grants for the Morrison County Fairgrounds. Grants have replaced gambling as a source of supplemental income. Of the $50,000 in operational expenses incurred by the Fairgounds, $29,000 comes from Morrison County.

The remainder comes in the form of parking income, rental income, and grants. The Morrison County Board members no longer receive compensation.

The Board is made up entirely of volunteers. The 2015 Morrison County Fair will take place August 12-16. The animal side of the Fair is booming with many exhibits and a strong showing by the 4H. “One of the big things we plan to examine this year is the directives we receive from the Department of Agriculture regarding the timing and placement of fertilizer, as well as irrigation and water-related issues,” said Anderson, who recently was elected to his fourth term in the House. “Those are big deals out here and we will be taking a look at how we can make things better.”

Anderson also said he is interested in addressing a declining bee population where it relates to farming, discussing food labeling for genetically modified organisms and hearing ideas regarding unmanned aircraft used for scouting crops. Anderson said federal regulations largely will cover the latter, but wants to bring Minnesota to the forefront in enacting common-sense solutions for this advancing drone technology.

“I am pleased to serve as chairman of this committee and will continue working to represent the wishes of people in our part of the state and beyond,” Anderson said. “We have a lot of work to do and I encourage people in our area to remain in contact with me as we prepare for the 2015 session and as we get going in St. Paul.”

Republicans will assume the majority when the House convenes Jan. 6 and this week unveiled their new committee structure. One key change is the return of a stand-alone Agriculture Finance Committee after Democrats combined that panel with environmental and natural resources interests for 2013-14.

Anderson was an outspoken voice for maintaining a committee distinction between agriculture and other subjects.

He said he looks forward to a structure where discussions pertaining to agriculture are once again held apart from the others. Rep. Rod. Hamilton, R-Mountain Lake, will chair the Agriculture Finance Committee.

“Agriculture is such an important issue in our state and it is good to have two farmers from rural Minnesota taking the lead on it,” Anderson said. “I am eager to partner with Rod over on the finance side as we address challenges regarding ag.”

Local Municipality Minutes Burnhamville Township October 28, 2014 These minutes are not approved.

The regular meeting of the Town Board of Burnhamville Township was held October 28, 2014 at Burtrum Community Center. The meeting was called to order at 7:00 p.m.,

by Chair Mike Berscheit. Members present include Supervisors: Louis Thompson, Mike Berscheit and Bruce Johnson; Clerk Shirley Hulinsky; Treasurer Pam Throener. Others present: Erv Herdering and Ervin Muellner.

Sup. Thompson made a motion to approve the minutes from the regular meeting of September 30, 2014.

Motion was seconded by Sup. Johnson. Motion passed.

Correspondence included notice of a Planning and Zoning meeting and a notice from county feedlot officer informing us of registration and notification requirements.

A motion was made by Sup. Berscheit to pay all bills numbered 5026 through 5035: Rev. $616.11; R&B $10,498.90, Fire $7,761.00.

Sup. Johnson seconded the motion.

Motion passed.

With the General Election on November 4, the board will set up the voting booths on Monday, November 3 at 6:30 p.m.

In the road report the contractor has caught up with the list and will watch for problem areas as they come up. Ditch mowing has been completed.

Melrose City October 16, 2014 The Melrose City Council met in a Regular Meeting on Thursday, October 16, 2014 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Jenny Mayers, Joe Finken, Tony Klasen, Dick Christenson, Mayor Tim Vogel, City Administrator/Treasurer Michael Brethorst and City Clerk Patti Haase.

Mayor Vogel presided thereat. Also in attendance were several American Government students from the Melrose Area Public High School.

The Council then recited the Pledge of Allegiance.

A motion was made by Ms. Mayers, seconded by Mr. Klasen and unanimously carried to approve the agenda as amended.

Mayor Vogel then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. The minutes from the Council’s September 11 Regular Meeting and the September 22 Special Joint

Meeting with the Utilities Commission. b. List of bills in the amount of $468,351.25. c. List of investments for the month of September. d. Annually, the City enters into an agreement with Tri-Cap to provide busing services in the City of Melrose. The agreement states that we agree to purchase 20 hours of bus service per week from Tri-CAP at a cost of $410 per month for the period of January 1, 2014 to December 31, 2014. This is a $10 per month increase over the 2013 agreement. The total annual cost for 2013 is $4,800 and the 2014 agreement is $4,920, or a .02% increase. The 2015 contract request a 3% increase for a total of $5067.60. e. The City currently works with MARCO for its IT services. There are no bonded contracts currently within the City that can provide this service. Annually, the City signs an agreement to allow them to access our service remotely to provide services. This software is required to do so. This is an annual renewal.

SMARTnet provide consideration to renew one year agreement for Cisco SMARTnet. f. The Council to give consideration to approving the 2014-15 Safety Management Program Contract between the City and the Minnesota Municipal Utilities Association (MMUA) in regards to their safety agreement. The agreement is in effect from October 1, 2014 through September 30, 2015. g. The City has been in a long term agreement with ACS/Xerox for its accounting and billing services.

The contract is an annual renewal and staff recommends renewing for one additional calendar year. During this year, staff will review the possibility in detail the transition to another software package that would nest with our automated metering and other finance-related and buildingrelated software needs.

A motion was made by Mr. Christenson, seconded by Mr. Finken and unanimously carried to approve the Consent Agenda.

Police Chief Maus presented the Police Department’s September monthly report. He noted that a total of 20 citations were issued in the month of September. There were 69 verbal warnings and no written warning. Chief Maus noted there were 217 calls for service during this month, compared to 233 for September of 2013. The year-to-date number of calls is 2065 compared to 1984 in 2013. For the month of September 2014, the Department received 21 agency assist calls.

Police Chief Maus reported that he along with City Administrator Brethorst, Planning and Development Director Walz, and Council Member Mayers met with Steve Hammes and Kristen Beste from Stearns County regarding the storm shelters for the Melrose Mobile Home Park and Rose Park / Melrose Community LLC. Melrose Mobile Home Park: This project has received preliminary approval from both the State of Minnesota as well as FEMA; however, the plans that were submitted to

FEMA were not construction-ready documents. The County has worked with the State to shift money within the grant project from the construction budget to the design budget.

This will allow the County to enlist a new architect to complete construction documents.

Once the completed plans are finished, the State will request a budget adjustment from FEMA if the expected cost of the project is greater than the current grant award.

The owner of the mobile home park, Mr. Dufner, has agreed to continue participation in the grant program at 25% of the total project cost.

The County will release an RFP for architectural services this fall. After final sign-offs by the State and FEMA have been secured, the County will go out for bids on the construction phase of the project.

The County expects that bids will be sought over winter with construction following in the spring of 2015.

Rose Park: This project has been court-ordered. The County has recently received notification from the State that FEMA has given preliminary approval to this project. The plans submitted for this project are also not construction-ready documents. The County is working with the architectural firm that prepared the documents to see if they are willing to continue their work and make the plans usable as construction documents.

Whereas, the first project has some aspects of it that are above the minimum standards required by FEMA; this project is closer to the federal minimums. The County is

hopeful that because of this, budget adjustments will not be required for this project. Again, once construction-ready documents are completed, the final project budget can be established.

It is expected that final documents and budget will be established yet this year. The County will put out a call for construction bids over winter with actual construction beginning during spring of 2015.

The County is committed to moving both projects forward to completion during 2015. As this moves forward, the County will keep the City up to date on all communications from the State or federal government and will alert the City to any changes in project scope or status.

Planning and Development Director Walz reported on the Planning

and Zoning Commission’s October 7 Regular Meeting. The Commission reviewed a section of the Zoning Ordinance update, and gave consideration to a request by Verizon for installation of an ornamental rod iron fence to protect the structures HVAC units from potential vandalism.

City Attorney Scott Dymoke reported on the projects he has been working on for the City: • Kraft Drive: Received Certificates of Title documenting City’s fee and easement interests in Kraft Drive. Reviewed for accuracy and forwarded to City staff.

• Zoning Ordinance: Reviewed proposed revisions to Zoning Ordinance. Prepared and forwarded opinion letter to City staff recommending additional changes and revisions.

• Ramirez Annexation: Re-

viewed annexation procedures with City staff and prepared revised annexation ordinance reflecting information presented to Council at public hearing on petition for annexation.

Mayor Vogel reported that the Council, at its September 11 meeting, tabled action on the request of Everardo Botello Ramirez and Maria Botello Ramirez for the annexation to the City of their residential Parcel No. 21.12551.0000 located in Melrose Township due to the lack of sufficient information especially the cost of the property’s connection to the City’s wastewater system in Daylight Court.

that the estimated cost for the entire annexation and wastewater connection project should be approximately $10,852 which would be paid by Mr. and Mrs. Botello Ramirez and Stearns County. During a recent visit to the Botello Ramirez residence, staff observed that a general cleanup of the property had been initiated but not completed.

Both Mr. and Mrs. Botello Ramirez and Stearns County are in agreement with the estimated project cost and both believe annexation to the City and connection to the City’s wastewater system is the best resolution to the situation of this leaking and inadequate septic system.

On October 6, Mr. and Mrs. Botello Ramirez presented the City with a signed County-prepared document requesting the City to complete the annexation of their property to the City and to connect the property to the City’s wastewater system at no cost to the City and agreeing to various City conditions and standards.

Chief Maus noted that he has inspected the property and a majority of the nuisances have been addressed. Painting of accessory buildings remains to be addressed; however, this may need to wait until next spring depending on the weather. Chief Maus finds the property to be in satisfactory condition for annexation into the City limits. The County noted that, if approved, the estimated projection completion date is set for the mid to end of November 2014.

Finance Director Beuning noted that Star Claims handles our ambulance billing and insurance claims.

This agreement does not require an end date and we are able to cancel this at any time.

A motion was made by Mr. Klasen, seconded by Ms. Mayers and unanimously carried authorizing staff to enter into the agreement with Star Claims for ambulance billing service.

Mayor Vogel stated that the Parks and Recreation Board has been created to enhance and develop the parks and recreation system within the City limits. Annually, the City has contributed $20,000 to Parks Capital Funds. Historically, and throughout most of the state, the Parks and Recreation Board has been allowed to allocate funds for necessary capital projects. This would include items such as swing sets, slides, zip lines, etc. In order to maximize the Board’s role in parks and recreation development, the Board would like to continue with this authority to spend capital funds as they deem appropriate. This does not include land acquisition, easements and the like; only capital equipment would be included in this authority. This would not include trail or sidewalks outside of existing parks.

Mr. Klasen stated that in his opinion the Parks and Recreation Board should be a recommending board and all purchases should be brought before the Council for approval. Ms. Mayers concurred stating that the allocation of funds should be brought before the Council and in doing so, also makes the community aware of potential enhancements to the parks and trails.

Mr. Finken noted that Council sets the Parks and Recreation budget and believes they should be allowed to allocate funds for necessary capital projects such as park equipment or beautification projects as long as it does not exceed budget.

After further discussion, a motion was made by Mr. Finken authorizing the Parks and Recreation Board to expend up to $5,000 without Council approval. The motion was seconded by Mr. Christenson with a roll call vote recorded as follows: For: Council Members Finken, Christenson, and Mayor Vogel; Against: Council Members Klasen and Mayers. The Council next gave consideration on a conditional job offer to Kyle Hartigan for a part-time Police Officer position. Mr. Hartigan was the top candidate in our hiring process from the part-time officer interviews that were conducted in late September. The City will be sharing Mr. Hartigan with the Sauk Centre Police Department. The Albany Police Department has expressed interest in sharing Mr. Hartigan as well, but needs to train other part-time officers prior to considering or putting Mr. Hartigan on their roster.

Mr. Hartigan’s background shows that he is an active duty National Guard member, a Sauk Centre resident, and a graduate from Moorhead State University. This is his first law enforcement job.

HR Coordinator Diane Gruber and Police Chief Craig Maus have discussed some cost-sharing that could result from work sharing with the Sauk Centre Police Department as they will be carrying Mr. Hartigan’s license along with setting up the psychological and physical testing.

A motion was made by Mr. Christenson, seconded by Mr. Finken and unanimously carried approving the hiring of Mr. Hartigan contingent on successful psychological, background, and pre-employment physical and drug test.

Council Member Mayers, at the Special Meeting held earlier in the evening, requested that the Misdemeanor Prosecution Attorney Contract be brought back before the Council for further consideration.

The Council, at its August 21 meeting, approved the contract with Stearns County; however, since that time, Mr. Pottratz has asked that the Council reconsider retaining his services at his previous contract rate.

Ms. Mayers made a motion to rescind the vote to contract with Stearns County for legal services for City Criminal Prosecuting Attorney.

There was no second; therefore, the motion failed. The contract will remain with Stearns County.

Mayor Vogel stated that the Parks and Recreation Board has endorsed the Boy Scouts of Melrose’s plan for disc golf proposal. The total cost is estimated to be no greater than $7,500 and be located in the Sauk River Park. The Boys Scouts have been asked to partner with the City during instillation and assist with a cash contribution to assist in funding the project.

A motion was made by Mr. Klasen, seconded by Ms. Mayers and unanimously carried approving the allocation of funds for disc golf.

City Administrator Brethorst reported that at the Council’s first meeting in January 2015, consideration will be given to making appointments to the various boards and commissions. Residents who are interested in seeking appointment should submit their application to the City Clerk by no later than Friday, November 14. Applications are available at the Melrose City Center.

Mayor Vogel stated that in 2014, two laws were passed with a combined $54.356 million appropriated for the LRIP established in Minnesota Statute 174.52. Approximately, $14-$15 million will be available for new LRIP projects to be constructed in 2015 or 2016. The City is eligible to apply for the funds under the guideline. The project that is most likely to score highest of our City projects is Kraft Drive which is scheduled for 2015. The project was planned for a mill and overlay as well as improving the turn lanes.

If additional funding is available through the state, it is recommended that curb and gutter be added from the former Tesoro building to the funeral home on both sides of the street. WSB has submitted a proposal in the amount of $1,200 to write the grant application for the Kraft Drive Improvements.

A motion was made by Mr. Klasen, seconded by Mr. Finken and unanimously carried authorizing the application for funds and contract with WSB to submit the application.

City Administrator Brethorst noted that in 2012, the Council and Commission gave approval to the City’s participation in Resource Training & Solutions (RTS) Wellness Incentive Program. This pilot program expires on December 31, 2014.

The Program is again being offered for 2014 and 2015 with a sunset date of December 31, 2016.

Participation in the program by employees is completely voluntary and is limited to employees enrolled in employer-sponsored group health plans made available through RTS. Incentives apply, first to reduce the employEE’s share of health insurance premiums. If any incentives remain, they are then contributed to an employee’s HSA, VEBA, or HRA account. The incentive for 2015 for completing all required steps is up to $390/employee.

The Council to give consideration to concur with the Utilities Commission authorizing participation in the Wellness Program, authorizing City staff to enter into the agreement with RTS, and to work with the union groups during upcoming negotiations.

A motion was made by Mr. Christenson authorizing participation in the Wellness Program, authorizing City staff to enter the agreement with RTS and to work with the LELS and AFSCME union groups on Memorandums of Understanding (MOUs). The motion was seconded

The Parks and Recreation Board has reviewed the alternate plan for the Wobegon Trail to the Sauk River Park. It was the direction of the Board to keep the concept of the trail connection in the Five Year Capital Improvement Plan; however, they are not able to support the current alternate plan at this time. The Board will continue to review trail options throughout the City in order to develop the trail connection. e. The Parks and Recreation Board has reviewed the Meadowlark Park loop at their October 1 meeting. The Board felt that the existing trail network within Meadowlark meets the current needs of the Park. The trail network within the Park has both an exit and an egress. The Board will keep the loop in the master plan and work to completing the loop as resources come available or the pedestrian traffic increases. f. The City partnered with Melrose Little Guy Football to acquire seating from the Minnesota Metro Dome. Four of the seats have been installed adjacent to the Melrose Dam overlooking Melrose Lake. It is planned to place four more seats in the Meadowlark Park. The City has purchased additional seats for parts as they age and weather over the coming years. The City thanks Melrose Little Guy Football for its dedication and support to the Melrose community. g Director Walz will present the Building Permit Summary Log for Third Quarter 2014.

However, over the years, the Al Westendorf monument has been over grown by the pine tree and the Herman Carstens monument has caused snow removal concerns. Staff has contacted Howard Carstens, son of Herman Carstens, and Julia Westendorf, sister of Al Westendorf, about allowing the City to relocate the monuments. Both stated that they would not contest the moving of the monuments, but would like to see them remain on City property. With their concurrence, the monuments for Al Westendorf and Herman Carstens have been relocated. The tree and curbing have been removed creating two additional parking stalls.

A motion was made by Ms. Mayers, seconded by Mr. Klasen and unanimously carried that the meeting be adjourned at 7:10 p.m.

Thanksgiving Weather

Turkeys will thaw in the morning, then warm in the oven to an afternoon high near 165F. The kitchen will turn hot and humid, and if you bother the cook, be ready for a severe squall or cold shoulder.

During the late afternoon and evening, the cold front of a knife will slice through the turkey, causing an accumulation of one to two inches on plates. Mashed potatoes will drift across one side while cranberry sauce creates slippery spots on the other. Please pass the gravy.

A weight watch and indigestion warning have been issued for the entire area, with increased stuffiness around the beltway. During the evening, the turkey will diminish and taper off to leftovers, dropping to a low of 34F in the refrigerator.

Looking ahead to Friday and Saturday, high pressure to eat sandwiches will be established. Flurries of leftovers can be expected both days with a 50 percent chance of scattered soup late in the day. We expect a warming trend where soup develops. By early next week, eating pressure will be low as the only wish left will be the bone.

St. Cloud Hospital Behavioral Health Clinic Facilities & Grounds Maintenance Position offers support group for eating disorders Stearns Electric Association has a full-time opening for a Facilities & Grounds Maintenance In the United States, nearly 30 million women and men of all ages, race and backgrounds suffer from a clinically significant eating disorder, such as anorexia or bulimia, at some point in their lives. An eating disorder affects the entire family.

To help, the St. Cloud Hospital Behavioral Health Clinic offers a Family and Friends Support Group for Eating Disorders from 4:30-6 p.m. the first Thursday of the month at CentraCare Health Plaza in the Leonard, Street & Deinard room. Dec. 4 will be a special session, open to both family members/ friends and the person struggling with the eating disorder. Hear a recovery story from a mother and daughter who

will share what the journey was like for them, from a loved one’s perspective and the person struggling with the eating disorder’s perspective.

People who may have or be at risk of developing eating disorders: • Weigh themselves every day; • Skip at least one meal a day; • Count calories and fat grams every time they eat; and • Exercise because they feel they have to, not because they want to.

MnDOT urges motorists to drive carefully this Thanksgiving holiday Thanksgiving begins a busy travel season and the Minnesota Department of Transportation reminds motorists to use caution when driving across the state and to take advantage of the tools MnDOT makes available for safer, more predictable travel.

“The holidays are a busy time on our Minnesota roadways,” said Commissioner Charlie Zelle. “Our plow drivers will do their part to keep our roads safe, but motorists should plan ahead and drive according to the road conditions.”

Because weather can change quickly during this time of year, MnDOT urges motorists to check 511 travel information when planning their holiday trips. MnDOT’s 511 travel information service provides road and winter driving conditions for the entire state and links to official weather information from the National Weather Service. 511 is available online at www.511mn.org/ and by dialing 5-1-1. Motorists also may download a free 511 application to get the same information on their smartphones and other mobile devices.

Motorists should note that the new winter road descriptions are ‘normal,’ ‘partially covered,’ ‘completely covered,’ ‘travel not advised’ and ‘closed.’

The descriptions are defined on the 511 website.

Safety experts agree that taking rest breaks is important, especially on long trips. Most of Minnesota’s rest areas are open and available 24 hours per day, seven days per week. For a complete listing of rest areas and their availability visit www.dot.state.mn.us/rest areas.

For safe driving at any time of the year, MnDOT advises motorists to: - Stay alert, especially at night - Buckle up - Obey posted speed limits, and drive for the conditions - Avoid distractions; stay off cell phones and mobile devices - Move over one lane, if possible, or reduce speed for stopped emergency or maintenance vehicles, including ambulance, fire, law enforcement or maintenance and construction vehicles.
