Dreams can come true -By Harvey Mackay

December 6 is a historic day for dreamers.

On this day in 1877 Thomas Edison recited “Mary had a little lamb” into his phonograph invention and made the world’s first recording of human voice.

Edison, as we know, made many of his dreams come true. And we all have benefited from his persistence.

Dreams start out as little ideas that start to take shape even before we know it. There’s a mountain of research about “lucid dreaming,” a fascinating concept dealing with sleepers who are aware that they are dreaming and can even control their dreams. I can’t say I’ve mastered this technique, but think of the possibilities!

So for those of us who rely on our conscious surroundings, I recommend

Consider how this story could have ended far differently if Monty Roberts had let others dampen his dreams.

In his book The Man Who Listens to Horses, famed horse trainer Monty Roberts tells about the time one of his teachers in high school assigned a paper called “My Goals in Life.” The teacher, Mr. Fowler, was interested only in practical goals – not fantasies about going to Hollywood to become a movie star, and the like. But young Monty had a serious dream. The son of a horse trainer, he longed to own a thoroughbred racehorse facility. Monty turned in a detailed plan to achieve his dream.

Mr. Fowler returned his paper with a failing grade. “It’s a wild, unattainable dream,” he told the teen. “I know your family and background; it would not be possible.” He insisted Monty rewrite the paper.

The next day, after talking with his mother, Monty returned his original paper to Mr. Fowler. He included a note saying he believed in his plan and the teacher shouldn’t limit his aspirations.

Mr. Fowler didn’t respond at the time, but Monty got an A in the course.

Monty ultimately achieved his dream through hard work and determination. Many years later, he received a call from Mr. Fowler, who wanted to arrange a tour of Monty’s stables for his church group.

After the tour, Mr. Fowler told the

group about the term paper and the note Monty had written. “There was a time when I told Monty that this was unattainable,” he said. “Now we’ve all had a good look around, and seen how he proved me wrong.” His student, he said, had taught him “the most valuable lesson I ever learned.”

Don’t give up on your dreams!

And don’t allow others to discourage you. Don’t be afraid to ask for help or advice, but make sure you choose carefully whose counsel you will seek.

As I often say, believe in yourself, even when no one else does. If you don’t try, how will you ever succeed?

In 1782, Robert Shurtleff joined the Continental Army. He marched and fought with the men of the Fourth Massachusetts Regiment in the Revolutionary War. He was a model soldier. During one battle, Shurtleff sustained a bullet wound to his leg that he tended himself before marching back into action. Word of Shurtleff’s courage and camaraderie spread amongst the troops. The soldiers had the utmost respect for him, though they nicknamed him “Molly” because of his smooth, hairless face. Soon he was tagged to become the assistant to a high-ranking officer.

But in 1783, a deadly fever swept through many of the Army’s camps.

Shurtleff took ill, and that’s when his true identity was discovered: Shurtleff was really Deborah Sampson.

“The Good Old Days” -By Tom Kuehne Thanksgiving

Thanksgiving was usually celebrated at Grandma”s house. The kitchen was large, but it was filled with aunts, uncles and cousins.

Unless you had a commitment for another location or were sick, you were expected at Grandma’s for dinner. Since Grandma’s house was on a farm, the main menu item changed from year to year. Turkeys weren’t grown on their farm, so you probably ate goose, pork or venison.

Squash, along with homemade bread, potatoes, gravy and cranberry salad filled your plate. The cranberry salad tasted different than today’s cranberry salad, since it was made from highbush cranberries. It was rather sour.

Pumpkin pie with whipped cream completed the feast.

My other Grandmother, Ma, also made a special dinner on Thanksgiving.

It usually consisted of fried chicken, potatoes, gravy, squash, homemade bread, Pa’s summer sausage and the special item, which appeared at almost every meal, a bowl of raw seasoned hamburger. (We did our own butchering and meat grinding, so we knew that the uncooked meat wouldn’t create any digestive problems.) The dessert consisted of Pa’s raised doughnuts and Ma’s Caffee Kuchen.

The afternoons were spent talking, playing whist or going out to check

the river to see if there were any big northern Mallards. The ponds had already frozen over, so the river was the only convenient open water. We usually were able to bring home some ducks, even though river hunting without a boat was challenging.

After the meal, the older guys usually filled the living room, or sometimes called the front room, with a mixture of cigarette and pipe smoke.

They were sent there by the ladies who wanted them out of the kitchen, so they could clean up and do the dishes.

Today we have turkey and the rest of the traditional food. After stuffing ourselves, we migrate to the living room to watch football and take a short nap.

Observance of Thanksgiving is still done as a family. It is probably the only celebration that has not been taken over by excessive spending for commercial items. It is also more relaxing than other holiday celebrations.

Our thoughts brings back memories of those who sat around the table in years past. Pa using his favorite fork with only three tines and a wooden handle. Watching some of the older guys using their butter knives to put food in their mouth. I was never able to put a whole line of peas on my knife and get it to my mouth. I guess they practiced it longer than I had.

as an indentured servant and longed for adventure. The Army seemed to offer the ideal solution as well as the opportunity to serve her country. She just had to hide the fact that she was a woman!

Once her identity was known, the Army was obliged to release her from duty – women weren’t allowed to serve.

But the Army stepped up and awarded Sampson an honorable discharge and a military pension for her year in service.

After she married and raised a family, Sampson was ready for another adventure. She dusted off her old Army uniform and began touring the country,

speaking about her experiences as a frontline soldier in the Revolutionary War – and maybe encouraging someone else to take a risk and follow a dream.

Mackay’s Moral: Better to chase a dream than to be pursued by regrets.

Travis is a 2 way starter this year for the Patriots.

He accumulated 48 tackles, 1 sack, and 1 fumble recovery. Travis put forth maximum effort every game, which shows why he had the success that he had. Travis is a senior this year, and is also a major contributor in basketball and baseball. Obituaries Pauline B. Janson

Pauline B. Janson, age 100 of New Munich, died Thursday, November 17, 2016, at the Tree of Life Assisted Living in New Munich, Minnesota.

A Mass of Christian Burial was held at 11 a.m., Tuesday, November 22 at the Immaculate Conception Catholic Church in New Munich, with Rev. Daniel Walz officiating. Interment was at the parish cemetery following Mass.

Pauline was born on February 16, 1916, in New Munich, Minnesota, to Ferdinand Schwieters and Mary (Niehoff) Schwieters. She was united in marriage to Alphonse “Dick” Janson on July 24, 1944, in New Munich.

She was a member of Immaculate Conception Catholic Church, St. Anne’s Christian Women, Little Flower Mission group, Immaculate Conception United Financial, and Schanhaar-Otte VFW Post 7050 Auxiliary.

Survivors include her son Joseph (Kathryn Palmer) of Austin, Texas, her daughter-in-law Lorraine Janson of Loveland, Colorado, her son Thomas (Martha Risch) of St. Joseph Township, Minnesota, five grandchildren, Elizabeth (Mick), Tara, Katherine, Michael (Angela) and Holly, and 4 greatgrandchildren, Caden, Patrick, AndersErik and Elise.

Pauline was preceded in death by her husband, daughter Mary, son Dennis, and brothers, Paulin, Claude, Conrad, Raymond, Casper and Al Schwieters, and sisters, Ida Timmer, Mary Stahlboerger, Eleanor Altmann, Alma Wiener, Lorretta Athmann, and Theresa Ehlert.

June L. Beseman, 82 year old resident of Swanville, MN passed away Sunday, November 20, 2016 at her grand-daughters home in rural Swanville. A Funeral Service will be held at 10:30 AM on Wednesday, November 23, 2016 at St. Peter’s Lutheran Church in Swanville, with Pastor Kevin Zellers officiating. Burial will at St. Peter’s Cemetery in Swanville. Visitation will be from 9:30 to 10:30 AM Wednesday at the church.

June Lorraine Beseman was born on July 31, 1934 in Pillsbury, MN to the late Albert and Ida (Edvenson) Dreckman.

June attended school in Swanville, graduating in 1952. She enjoyed needle work, quilting, baking bread, her trips to the casino, watching and participating in sports and her morning card games with Lloyd. June’s children, grandchildren

Lidwina. She had two Pilgrimages; the holy year of 1950, she traveled to Rome and then in 1962, she traveled to the Holy Land. She also traveled to Canada, Mexico, Europe, Hawaii, New Zealand and Australia. Mary volunteered in many areas, including the Legion of St. Mary at the Paulist Fathers Information center; St. Lawrence Church, Minneapolis; and 22 years with the Meals on Wheels program in Albany. She was a member of the Seven Dolors Catholic Church, the Legion of Mary, Secular Franciscans, Crosier Apostolate, St. Ann’s Society, Catholic Aid Association, St. Mathilda’s Mission Group, Rosary makers, Albany Senior Citizens, Albany Heritage Society, Stearns County Pioneer Club and the Stearns County Historical Society and Museum.

Mary is survived by her brother, Erwin (Joyce) Schwinghamer, Australia, many nieces and nephews and four godchildren.

She is preceded in death by her parents, her brothers, Bert Schwinghamer, Victor Schwinghamer, sisters, Lidwina Schwinghamer, Olivia Christen and Irene Conrad.

The Mass of Christian Burial, celebrating the life of Mary C. Schwinghamer, age 101 of Albany, will be 11:00 AM, Friday at the Church of the Seven Dolors in Albany. Fr. Cletus Conners will officiate, burial will be in the parish cemetery. Mary died Saturday at the Mother of Mercy Nursing Home in Albany. There will be a visitation after 10:00 AM, Friday at the church.

Arrangements are being made by the Miller-Carlin Funeral Homes.

Mary was born June 30, 1915 in Albany to Isidor and Elizabeth (Funk) Schwinghamer. She graduated from Albany High School. She worked for six years at Shoemaker Hall at St. Cloud Teachers College, 26 years at the University of Minnesota Hospital and several years combining work and travel, retiring in 1974 when she moved back to Albany. She lived with her sister,

and great-grandchildren were her pride and joy. She carried her family picture with her and shared it with all. June enjoyed her final days making future wedding and Christmas gifts.

June is survived by her sister; Annice (Richard) Thelander of Little Falls, MN; sister-in-law, Connie Runne of Rockford, IL; children, Connie (Richard) Mosack of Motley, MN; Carol Dold of Swanville; Jeanne (Steve) Thieschafer of Swanville; Tom (Theresa) Beseman of Swanville; and John (Lori) Beseman of Swanville; grandchildren, Jay (Tara) Thieschafer, Jennifer (Chet) Hudalla, Janell (Josh) Schultz, Tracy (Mike) Chuba, Ben (Sarah) Mosack, Lori (Randy) Pekula, Amy (Chad) Primus, Matt (Katey) Mosack, Kim (Ricky) Albertson, Lizz (Izaak) Schafer, Hannah (Kyle) Thieschafer, Alyssa (Zach) Beseman, Kalyn (Matt) Beseman, Paige (Andrew) Deters, Madison Beseman, Levi Beseman and Emily Beseman; 25 great-grandchildren; Joe, Landon, Kherington, Triston, Brody, Haden, Amelia, Kennedee, Jack, Delaney, Carson, Lydia, Addison, Will, Nora, Mavis, Ray, Brooklyn, Jackson, Cooper, Parker, Harlee, Beau, George and Caden; and many nieces and nephews.

Lucille E. Meier

Mass of Christian Burial celebrating the long life of Lucille Meier, 100, Holdingford, was held at 11:00 AM on Tuesday, November 22, 2016 at the Church of All Saints - St. Mary in Holdingford. Father Greg Mastey officiated and burial was in the parish cemetery.

Lucille died peacefully Saturday evening at Mother of Mercy, Albany.

Lucille was born on March 30, 1916 to Joseph and Katherine (Koska) Kollodge in Holdingford. She grew up one of 15 children on the family farm and attended the local school through 8th grade. In 1946, Lucille married Roman J. Meier in Holdingford and together they had a son and a daughter.

Lucille lost her husband at a young age after 19 years of marriage and was left to raise two young children. She was a homemaker

B r o o k e Ann Duray, 26, of McGregor, ND formerly of Holdingford, MN and Plummer, MN died peacefully on Thursday, November 17, 2016 with her loving family at her side.

Mass of Christian Burial will be held at 10:30 AM on Wednesday, November 23, 2016 at St. Stanislaus Catholic Church in Warsaw, ND with Father Bob Schreiner presiding. Burial will follow at St. Anthony Cemetery in Terrebonne, MN at 3:00 PM on Wednesday.

Brooke Ann Duray, 26 was born on May 11, 1990 in Thief River Falls, MN, the daughter of Gary Paul Duray and Becky Kay Tvedt Opatz. She was baptized at the St. Vincent De Paul Church in Plummer, MN. She attended school in Holdingford, MN, where she was active in diving, basketball, FFA and 4-H. Brooke lived and loved life in a large way. She was a carefree person who enjoyed having fun with family and friends!

She made friends easily, leaving a lasting impression. Brooke wasn’t at all afraid to try new things. Because of this, she acquired diverse interests including riding horse, cats, snowmobiling, kayaking, downhill skiing, shopping, traveling, coordinating events for her friends and family, and always helping people and critters, often putting them before herself. From an early age, Brooke enjoyed going on horse camping trips with her mother and guests. With her father, she attended auctions all over the country side. She organized events to attend with her friends, her favorite being listening to old country music. She won’t be forgotten anytime soon.

and did her best to make the house a home, to care for her family, and to raise the children. Lucille later worked in the school as a paraprofessional. She was an avid and accomplished bowler. Lucille appeared on WCCO’s Bowlerama numerous times where she won various prizes such as a bicycle built for two, jewelry, and furniture.

She was a lifelong member of the St. Mary’s Church in Holdingford.

Lucille is survived by her son Richard “Rick” (Bonnie) Meier, Holdingford; her daughter Janis Kauffman, Waite Park; her siblings Arel Lyscher; Melvin Kollodge; Delphine Kollodge; Norbert Kollodge; Kenneth Kollodge; five grandchildren; 14 great-grandchildren; as well as countless other family and friends.

She is greeted in Heaven by her husband of 19 years Roman, her parents Joseph and Katherine Kollodge, and her siblings Alphonse Kollodge, Wanda Herzog, Sally Clairno, Raymond Kollodge, Cyril Kollodge, Chester Kollodge, Leona Kollodge, Margaret Kollodge, and Jeanette Kollodge.

Residence in Fosston, bartender at Pine Lake and Trail Bar. In the fall of 2013, Brooke was hired on with Neset Consulting Service in Tioga, ND. This is where she met RC, Roy Neset Jr., and they became the love of each other’s lives. Brooke settled on a 30 acre farm with RC north of McGregor, ND where she enjoyed landscaping, gardening, training her horses, and spending summers with her brother.

In December of 2014, Brooke was diagnosed with a very aggressive mouth cancer. She stayed positive as she fought hard. Over the next two years, she spent a lot of time at the Mayo Clinic, where she became friends with doctors, nurses, and patients from as far away as Saudi Arabia.

Even while fighting this battle against cancer, she still put others before herself and often times marveled at the strength and perseverance of other cancer patients, downplaying her own issues.

Survivors include her mother, Becky (David) Opatz of Kinsey, MT; father, Gary (Jeanette) Duray of Leonard, MN; siblings, Amy Duray & her son, Erik of Wassenaar, Netherlands; Shawnda Duray of Gonvick, MN; and Phillip Opatz of Kinsey, MT; grandparents, Karen Tvedt of Plummer, MN, Ed & Elaine Opatz of Sartell, MN; fiancé, Roy Neset Jr., and many aunts, uncles, cousins, friends, pets and her special cat, JJ. She is preceded in death by her grandparents, Ole Tvedt and Henry & Lorraine Duray; aunts, Diane Larson, Mary Duray and Patti Hosler-Duray; and uncle, John Duray.

MnDOT asks motorists to plan ahead, drive safely this Thanksgiving With snow coming down as motorists hit the road for the Thanksgiving holiday, the Minnesota Department of Transportation encourages drivers to plan ahead and check road conditions before they travel.

“Our snowplow operators are out there cleaning off the roads and trying to make it a safe holiday for everyone,” said Commissioner Charlie Zelle. “Please check on the road conditions before you leave and be safe on the roadways as we begin the holiday season.”

MnDOT urges drivers to use the 511 traveler information system website and phone app to plan their travel. The system provides road and winter driving conditions for the entire state and links to National Weather Service information. The system is available at www.511mn.org or by dialing 511. Motorists can also download the free 511 app on their smartphones and other mobile devices.

“Knowing what the driving conditions are before leave you can make it a safe holiday for you and your family,” Zelle said.

By Tom Kuehne For those on Medicare, this is a time to make decisions regarding health coverage for the coming year. I have become aware of a situation which may apply to some who are on Medicare.

Those covered by a Medicare Advantage plan probably think that they are well covered while they are out of the local service area, since if there is an emergency, they will be covered. If they are planning a major hospitalization procedure, they will return home for the needed care.

An actual case shows that maybe things are not as they appear. In this case a person fell in a bedroom in Texas and broke her hip. She went to emergency and was not able to have the hip surgery until the 3rd day, after which she was hospitalized for another 2 days, followed by a number of physical therapy sessions. The Medicare Advantage plan payed for only 3 days, which is the

maximum allowable under the plan for emergency care. The other two days, the follow-up doctor visits and the physical therapy were covered by Medicare, which leaves the patient paying 20% of the bill. In this case well over $4,000.00.

I would keep my regular job, and my wife would run the farm. An investor friend of mine said I should finance the entire business purchase. What do you think about this scenario?

-Darryl Dear Darryl, Either do the deal with cash, or don’t do it at all. Your investor friend is full of crap, and there’s a good chance he doesn’t have nearly as much money as you do. He’s probably got more bad opinions than dollars.

Now, the pro formas on the kind of thing you’re talking about are incredible. They can make a ton of money, but they’re a lot of work — I mean real, hard work. Some are more high-tech than others, and that can mean a little less work, but someone’s got to be out there every day with their hands on this thing or you’re going to be in trouble. I don’t know the ideas you have for divvying up the work, but I’m afraid it would just be too much for one and a half people.

I don’t mind you doing the deal, as long as you pay cash for it. But if you’re looking to invest, there’s always real estate — it seems like you’ve done pretty good there — or maybe another

small business idea. Whatever you do, you need to stop listening to your friend about borrowing money. You’re liable to turn what was a blessing into a curse if the two of you go borrow money on a chicken farm.

-Dave Dear Dave, What is your opinion on micro investing apps?

-Tammy Dear Tammy, Honestly, I’m not a big fan of micro investing apps. As you probably know, the word “micro” means small. So why would you want to mess with something like that? Are you going to have a micro retirement? Do you want to be micro wealthy? I don’t. I want to be really wealthy with a big retirement and a big life full of outrageous giving.

It’s fine if you want to give micro investing apps a try. I’m not going to be mad at you or anything like that.

But these things function kind of like deals where the marketers say you get one percent back. It’s like credit cards, where silly people spend $100,000 in order to get $1,000 in brownie points.

You’ve got to do more than micro, because micro means what it says — small. I guess you could argue that at least you’re doing something, but if that’s your only plan you should prepare to be pretty hungry during retirement.

When it comes to investing, why not go big? Go big, or go home!

Burnhamville Township October 25, 2016 These are unapproved minutes.

The regular meeting of the Town Board of Burnhamville Township was held October 25, 2016 at the Burtrum Community Center. The meeting was called to order at 7:00 p.m. by Chairman Mike Berscheit. Members present include Supervisors: Mike Berscheit and Bruce Johnson; Clerk Shirley Hulinsky; Treasurer Pam Throener. Sup. Louis Thompson was absent. Others present: Ervin Muellner and Erv Herdering.

The minutes from the regular meeting of September 27, 2016 were approved as presented on a motion by Sup .Johnson. Motion was seconded by Sup. Berscheit.

For correspondence the township board members received township association magazine with notice of upcoming annual meeting.

A motion was made by Sup. Berscheit to pay all bills numbered 5331 through 5338: Rev. $506.48; R & B $6,579.13. Sup. Johnson seconded the motion. Motion passed.

The board was asked to show support for a proposed solar farm by a land owner on Morrison Line Road. Last month the board had several questions about the proposal. Through correspondence the contractor answered the board’s questions. After discussion the board signed form to show support of this proposed solar farm in the township.

With the general election on Tuesday, November 8, the board set the time to set up the voting booths as 4 o’clock on Monday, November 7.

Pillsbury Bridge replacement project will be completed as soon as the tar is finished this week. The contract dead line is November 4.

There will be an extra cost for the culvert put in for the catch basin.

In the road report the contractor will work fixing the wash outs on the sides of the roads before the snow comes. Contractor again worked on removing beaver plug from culvert on 168th St. Culvert band on Dunlin road will be fixed soon.

Treasurer’s report showed a balance of $76,163.21. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.

Shirley Hulinsky, Burnhamville Township Clerk Melrose City October 20, 2016 The Melrose City Council met in a Regular Meeting on Thursday, October 20, 2016 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Jenny Mayers, Josh Thieschafer, Mayor Joe Finken, City Administrator Mike Brethorst, Finance Director Tessa Beuning, and City Clerk Patti Haase. Council Members Dick Christenson and Tony Klasen were absent. Mayor Finken presided thereat. The Council then

recited the Pledge of Allegiance.

A motion was made by Ms. Mayers, seconded by Mr. Thieschafer and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the Council’s September 15 Regular Meeting and the September 22 Special Meeting. b. list of bills in the amount of $441,473.86 c. list of investments for the month of September d. Ambulance Department uncollectible accounts in the amount of $3,412.80 have been submitted to Revenue Recapture, collections, or written off. A complete list of accounts is on file at the City Office.

There was also a total of $2,022.25 collected from account holders during this quarter. e. Fire Department uncollectible accounts in the amount of $600.00 have been submitted to Revenue, collections, or written off.

EMT Natascha Hennen has requested a leave of absence from the Ambulance Department effective September 18, 2016. g. Police Chief Craig Maus is requesting the permission to hire Mr. Kemper contingent on passing a physical and drug test and background check.

Council Member Thieschafer requested that the September 15 Regular Meeting Minutes be removed from the consent agenda for clarification.

A motion was made by Ms. Mayers, seconded by Mr. Thieschafer and unanimously carried to approve the Consent Agenda items less the September 15 Regular Meeting Minutes.

Mr. Thieschafer commented that during the September 15 Council Meeting, Mr. Hickman Vice President for Community and Workforce Development with the Initiative Foundation gave a presentation whereby it was stated that all donations to the Melrose Area Relief Fund would go to the families and businesses affected by the fire. However Mr. Thieschafer has learned that for those that have made an online donation, the Online Processing Company does retain 8% of the donation amount. City Administrator Brethorst noted that he has spoken with Mr. Hickman and he apologized for the oversite.

1) A video showcasing the City of Melrose and rural area put together by Arvig was shown. Mark Birkholz Director of Southern Markets with Arvig Communications presented the City with two road signs commemorating the City as a

Smart Rural Community.

2) Police Chief Craig Maus conducted the Swearing-in Ceremony with an Oath of Office and pinning of badge for Police Officer Stephanie Robak.

Police Chief Craig Maus presented the Police Department’s September monthly report. He noted there were 356 calls for service during that month compared to 264 for September 2015. A total of twenty-five citations were written for the month of September.

The year-to-date number of calls is 3105 compared to 2279 in 2015.

For the month of September 2016, the Department received 40 agency assist calls. Chief Maus noted that the Red Cross will be conducting smoke alarm installations in the City of Melrose. Police Chief Craig Maus and Fire Chief Jeremy Kraemer will be coordinating the efforts. The Red Cross is donating 300 smoke detectors. There will be a sign-up sheet for residents who wish to participate in the program.

City Attorney Scott Dymoke reported on projects he has been working on for the City.

• Community Development, JOTS Project: Reviewed survey and preliminary development plans with City Staff, to identify potential zoning, subdivision, shoreland and utility issues.

Planning and Development Director Mike Creelman noted that the Federal Department of Commerce has funded the Federal Economic Development Administration to pass funds to the Minnesota Extension Service to provide Impact Studies at no cost to Emergency Situations. The City has requested this free assessment to be completed in relation to the 400 Block fire.

The Extension Service will develop an assessment of what the Fire Impact has on Melrose which will provide us an understanding of how the fire impacted our local economy and how our economy would look if the businesses were not to rebuild in the City. We will then be able to use this on future applications for state / federal assistance.

Neil Linscheid presented the Economic Impact Report to the Council. Mr. Linscheid noted that the businesses affected by the fire employ 32 people. If the businesses were to close permanently as a result of the fire, an estimated 52 jobs across all businesses in the region would be affected. The direct impact is equivalent to the initial change in the economy. The indirect impact is the summation of changes in the local economy that occur due to spending for inputs (goods and services) by the industry or industries directly impacted. The induced impact is the summation of changes in the local economy that occur die to spending by labor—employees in the industry or industries directly impacted. The total impact is the summation of the direct, indirect and induced impacts.

Mayor Finken stated that the City Council, Melrose Public Utilities, and Melrose Area Development Authority have met on the topic of providing assistance for the Jennie-O Turkey Expansion. At the December 12, 2015 joint meeting between the City Council, Melrose Public Utilities and Melrose Area Development Authority agreed to partner with Jennie-O Turkey to assist with the purchase of land, sign a land option, provide Tax Increment Assistance, and apply for State Assistance packages and other incentives to assist with their development. It was further decided that

the funds to offset the local land purchase share would come from monies from the loan repayment of CentraCare.

Due to this direction, final negations have taken place with Jennie-O to develop a preliminary Development agreement. The development agreement outlines roles and expectations for all parties. Upon signing this agreement, the City has agreed to initiate all administrative and engineering requirements.

Upon execution of this agreement, the City will hold various public hearing and start the public process to formally consider this matter. These action items include but not limited to: Conditional Use Permit, Land Annexation, Tax Increment Hearing, Platting, Rezoning and formal acceptance of a Development Agreement.

The Melrose Public Utilities Commission, and Melrose Area Development Authorities have both reviewed the document and recommend the City Council sign the agreement and continue with all appropriate processes.

A motion was made by Mr. Thieschafer, seconded by Ms. Mayers and unanimously carried approving the Preliminary Development Agreement with Jennie-O-Turkey Store as presented.

Mayor Finken noted that Elmer Muellner has requested to purchase the undeveloped excess City property south of his current home.

He is requesting free and clear access to his homestead. He has used said access and property for many years therefore would like to retain formal control of property. He offers to pay $1.00 for property and City to cover all legal and recording fees for the transaction. City Administrator Brethorst estimated these costs to be approximately $250.

Staff has reviewed this request and has determined the property excess and is of no value to the City or Utilities. The MADA Board at their July 6, 2016 meeting reviewed the sale and recommends the sale.

The Planning and Zoning Board at its August 1, 2016 meeting, has reviewed the Petition and confirms the use is consistent with the Comprehensive Plan. Therefore, it is the recommendation to sell the land as outlined in Mr. Muellner’s request.

A motion was made by Mr. Thieschafer, seconded by Ms. Mayers and unanimously carried authorizing the sale of land as outlined in Mr. Muellner’s request.

Mayor Finken stated that the City of Melrose, Melrose Public Utility has contracted with our independent auditors Abdo, Eick & Meyers for a number of years.

During that time, we have maintained a positive working relationship. We have reached the end of our three year contract. At the September 15, 2016 Council meeting, the City Council directed staff to obtain additional quotes for audit services due to the size of the annual fees.

Finance Director Beuning received a quote from Abdo, Eick & Meyers as well as two additional vendors. The low quote came in from Schlenner Wenner & Co. Staff recommends not going with the lowest quoted vendor due to their lack of clients that prepare the Comprehensive Annual Financial Report, and smaller sized and less complex city clients. In addition, Bergan KDV and Abdo, Eick & Meyers both have larger government audit departments in their firms, which is beneficial for the complex governmental accounting standards. The next lowest quote came from Bergan KDV

at $23,875 for the fiscal year 2016 audit through $24,800 for the fiscal year 2018 audit, which is a total of $73,025 over three years.

Abdo, Eick & Meyers is quoted at $26,000 for the each fiscal year 2016 audit through 2018 audit, for a three year total of $78,000. The split for audit fees is 50% General and 50% Utilities.

A motion was made by Ms. Mayers, seconded by Mr. Thieschafer and unanimously carried to contract with AEM for Auditing Services.

Mayor Finken noted that from the August 11th MADA Board meeting as well as with the recent fire, efforts have been made to explore the Small Cities Development Program opportunities to assist businesses located in the downtown commercial district as well as assist other businesses and home owners throughout the City. The program would be administered by a consulting firm that would help with preliminary applications, full applications, and managing the program if the city would be granted any funds. The program would encompass both Downtown Commercial funding as well as residential rehabilitation funding.

The MADA Board did recommend that the Council approve moving forward with Phase I of the application process for the Small Cities Development Program. The cost for preparing the pre-application is approximately $1,250.00 A motion was made by Ms. Mayers, to approve moving forward with the application process for 2017 using a consulting firm.

Council Member Thieschafer moved to amend the motion to approve moving forward with Phase I of the application process for 2017 using a consulting firm. The motion carried.

Finance Director Beuning stated that the Melrose Ambulance has contracted with Diane Tallackson with Star Claims as the ambulance biller for a number of years. We received notification on October 3rd that Diane will be retiring effective December 31, 2016. Melrose staff has partnered up with the City of Sauk Centre to review new ambulance billing providers.

Staff has obtained two quotes of services. One recommendation was a colleague of Diane’s, Vaughn Larson. Vaughn quoted that he would charge the same rate that we are currently paying, $26/run. He is based out of New Mexico and currently works remotely for a MN ambulance billing company. He does not yet have his own business started, but intended to by January 1st.

The other vendor was Advantage Billing/Expert T Billing. They currently provide services for 64 ambulance providers in MN. Their rate would be $27/run. They also will do the write off and collection agency process, that is currently done in house.

tracting with Advantage Billing/Expert T Billing, in conjunction with the City of Sauk Centre.

A motion was made by Mr. Thieschafer, seconded by Ms. Mayers and unanimously carried approving Advantage Billing/Expert T Billing in conjunction with the City of Sauk Centre.

Mayor Finken stated that at the City Council’s September 15 Regular Meeting the Council adopted Resolution No. 2016-40 entitled “Resolution Making Certain Findings with Respect to a Substandard Building” (“Resolution No. 2016-40”). After a review of the site and damages of the buildings certain provisions of the Resolution No. 2016-40 need to be revised and therefore it is recommended that the Resolution No. 2016-40 be rescinded. Resolution No. 2016-42 accurately reflects the parcels and specifies the damage to the parcels.

Ms. Mayers introduced Resolution No. 2016-42 Resolution Rescinding No. 2016-40 Relating to Substandard Building and Resolution Making Certain Findings With Respect to Substandard Buildings and Authorizing Execution of Development Agreements Relating Thereto. The motion was seconded by Mr. Thieschafer with a roll call vote recorded as follows: For: Council Members Mayers, Thieschafer, and Mayor Finken; Against: None; Absent: Council Member Klasen, and Christenson.

In accordance with State Law, a Development Agreement must be entered into in order to allow for Development of a TIF project.

1) The Development Agreement between the City of Melrose and M & M Holdings outlines certain provisions that would allow for the Demolition of the site to be eligible for reimbursement.

The Development Agreement does not formally create the TIF district nor formally enter into a Development Agreement. It allows the City and Developer to work jointly to determine if TIF is necessary in the future, even after the demolition would occur.

A motion was made by Mr. Thieschafer, seconded by Ms. Mayers and unanimously carried approving the Development Agreement with M & M Holdings.

Mayor Finken stated that the Melrose Multi-Family project continues moving forward. MADA at its October 13 meeting reviewed the proposed Preliminary Terms and is recommending the Council approve the Preliminary Terms and that City staff assist Melrose Multifamily with the Workforce Housing Grant Application.

1) Efforts are underway to coordinate the land option for the Melrose Multi-Family Project. Coordination efforts and incentives have been discussed with the developer. They have presented an ask for help to offset the development costs. This includes assistance with land price, State Grant Application and Tax Increment Financing.

However, much of this assistance is dependent on the State Grant program.

City Attorney Dymoke stated that the Council may wish to close the meeting to discuss the terms of the agreement.

According to City Attorney Dymoke’s review of State Statutes, there are certain exceptions to the Open Meeting Law, which allow councils to close meetings. The City Council may, by majority vote in a public meeting, decide to hold a closed meeting to determine the asking price for real property to be sold by the public body, review confidential or non-public appraisal data, and develop or consider offers or counteroffers for the purchase or sale of real or personal property when closing a meeting under any of the preceding exceptions: • the public body must state, on the record, the specific grounds that permit the meeting to be closed, describe the subject to be discussed, and identify the particular property that is the subject of the meeting.

• the meeting must be tape-recorded and the property must be identified on the tape. The recording must be preserved for eight years and must be available to the public after all property discussed at the meeting has been purchased or sold or after the public body has abandoned the purchase or sale.

• a list of council members and all other person present at the closed meeting must be made available to the public after the closed meeting.

• the actual purchase or sale of the property must be approved at an open meeting, and the purchase or sale price becomes public data.

A motion was made by Mr. Thieschafer, seconded by Ms. Mayers and unanimously carried to close the meeting at 6:25 p.m. in accordance with the protocol for doing so as presented by City Attorney Dymoke.

City Administrator Brethorst stated for the record the October 20 Regular Meeting has been closed to discuss the terms and conditions of the potential Melrose Multi-Family Preliminary Terms Agreement.

Present were Council Members Jenny Mayers, Josh Thieschafer, and Mayor Joe Finken, along with Community Development Director Mike Creelman, City Attorney Scott Dymoke, City Administrator Michael Brethorst, and Traci Ryan with Ryan Consulting.

Upon completion of the discussion pertaining to the Melrose Multi-Family Preliminary Terms Agreement, a motion was made by Ms. Mayers, seconded by Mr. Thieschafer and unanimously carried

to re-open the meeting at 6:44 p.m.

A motion was made by Ms. Mayers to approve the Preliminary Terms Agreement with Melrose Multi-Family as amended in the closed session. The motion was seconded by Mr. Finken with a roll call vote recorded as follows: For: Council Members Mayers, and Mayor Finken; Against: Council Member Thieschafer; Absent: Council Member Klasen, and Christenson.

2) MADA at the October 13th meeting recommended that the City staff assist Melrose Multi-Family with the Workforce Housing Grant Application. This assistance would provide Melrose Multi-Family with additional information and details that the City has in regards to the local economy and businesses. There is no money being requested for the assistance. Resolution No. 2016 -43 Local Government Resolution Workforce Housing Development Program.

A motion was made by Mr. Thieschafer, seconded by Ms. Mayers and unanimously carried to adopt Resolution No. 2016-43 Local Government Resolution Workforce Housing Development Program.

Mayor Finken stated that in an effort to coordinate development efforts and incentive programs Traci Ryan with Ryan Consulting has provided a quote for services to assist with the coordination.

A motion was made by Mr. Thieschafer, seconded by Ms. Mayers and unanimously carried approving the Agreement with Ryan Consulting for TIF and Workforce Housing Grant Services.

Mayor Finken noted that at the Council’s first meeting in January 2017, consideration will be given to making appointments to the various boards and commissions. A notice regarding same was published informing residents that those interested in seeking appointment should submit their application to the City Clerk by no later than Monday, November 14. Applications are available at the Melrose City Center. Terms are expiring on the following boards and commissions: • Housing and Redevelopment Authority: one member (five-year term) Term expiring: Karen Thostenson.

• Planning and Zoning Commission: one member (four-year term) Terms expiring: Randy Dufner.

• Melrose Area Development Authority: one member (six-year term) Term expiring: Jerome Duevel.

• Melrose Public Utilities Commission: one member (threeyear term) Term expiring: Eric Seanger.

• Parks and Recreation Board: two members (three-year term) Terms expiring: Bob Mayers, MADA Representative and Adam Paulson, Planning & Zoning Representative.

Mayor Finken stated that the Melrose Area Ambulance Department is seeking approval to replace its 2001 Ford Ambulance. They are seeking to purchase a new ambulance at an estimated cost of $166,500 Historically, the Melrose Ambulance would be replaced once every ten (10) years. The 2001 currently has 150K miles and is in need of repairs more frequently.

The City generally replaces an old ambulance with a new ambulance.

The third vehicle will be used in the rotation with the three rigs which are rotated weekly. The times of all three ambulances being out is happening more and more. If Road Rescue is awarded the bid and the new ambulance is ordered in 2016 there a discount of $7,022 vs. $4,800 in 2017, we will not be able to trade in the 2001 ambulance.

Ambulance Coordinator Jenn Tschida noted that at the Councils November meeting she will be seeking a wage increase for department personnel.

A motion was made by Ms. Mayers seconded by Mr. Thieschafer and unanimously carried authorizing the Ambulance Department to begin the process of seeking a replacement of the 2001 Ford Ambulance.

Mayor Finken stated that the Melrose Area Development Authority, in conjunction with the Melrose City Council, has set aside two years’ worth of interest payments from the CentraCare sale to the MADA board to assist with Downtown / Commercial Development for the Bridge project in the amount of $49,533.01.

These monies have been given to MADA to coordinate a program. Staff has looked at various programs and found that the City of Albany Commercial Improvement Deferred Loan program has yielded some great success. The emphasis of this component of the program is to promote commercial building improvements addressing redevelopment and rehabilitation/renovation issues contributing to slum/ blight as well as urgent community needs that are consistent with the adopted comprehensive plan. The intent of the fund is to aid property owners to improve the exterior of their building and to restore the store fronts. Exposed brick, returning windows to historic design and original design of the building is preferred. The MADA Board shall reserve to right to approve or deny all application The proposed eligible expense would be: Commercial Rehabilitation Deferred Loans (CRDL) $5,000 maximum. CRDLs are deferred loans that will be forgiven after end of the seven years if the applicant maintains ownership of the building. The Owner covenants and agrees with the Melrose Economic Development Authority (MADA) that if the real estate hereinafter described is sold, transferred or otherwise conveyed prior the end of the (4) year from the final disbursement date, whether voluntarily or involuntarily, the full amount of the deferred loan must be repaid to the MADA. Thereafter the amount of repayment is reduced by thirty-three point three percent (33.3%) per year until the end of the seventh (7th) calendar year of the final disbursement date. At the end the seventh (7th) calendar year the entire deferred loan is forgiven. No payments are required on this loan unless the real estate is sold prior to the end of the 7th calendar year of the final disbursement date. The CRDL will cover 50% of approved project costs not to exceed $5,000.

2. Projects that improve the economic viability of commercial business in the City of Melrose; Eligible improvements shall include: 1. Façade improvements 2. Exterior Energy efficiency improvements

a. Excluding flat roofs 3. Code improvements 4. Exterior site improvements 5. Exterior Signage 6. Return exterior windows to original design 7. Historic restoration Applicant submits a Commercial Rehabilitation Application with cost estimates/bids – you must submit copies of actual bids or written estimates along with your application. Funding will be based upon the costs submitted with the application. The program will pay the amount approved or 50% of the actual costs, whichever is less.

The MADA Board has reviewed the program and recommends adopting the program as presented.

A motion was made by Ms. Mayers seconded by Mr. Thieschafer and unanimously carried adopting the Commercial Rehabilitation Deferred Loans Program.

A motion was then made by Ms. Mayers, seconded by Mr. Thieschafer and unanimously carried granting authority to the MADA Board to approve the Commercial Rehabilitation Deferred Loan Applications and staff to manage the program and award program funds in the amount not to exceed $5,000.

Mayor Finken noted that the Melrose Business Improvement Subsidy Program was utilized in 1997, at the time Main Street was redone and prior to the City’s LGA and similar financial challenges. It utilized unused “seed-money” from a revolving loan fund and funding from the Public Utilities Commis-

sion along with donated funding from the community’s financial institutions, the Melrose Community Improvement Corporation and civic organizations to create a pool of funds to provide a financial incentive for downtown businesses, and eventually other businesses in the community, to improve their business façades. The function of the program was to buy down the interest rate on the loans up to a maximum of $25,000 that the commercial borrowers obtained from the local lenders.

The incentive amounted to a maximum of $3,500 over five years with a present value of $2,500.

The 1997 and 1998 phases of this Melrose Business Improvement Loan Program provided nearly 50 indirect loans through the local financial institutions to about 40 different commercial borrowers.

Total program funds of $84,000 generated approximately $517,567 in renovated and new commercial construction.

A third and much smaller phase called the Melrose Business Improvement Subsidy Program followed the original loan program. It differed in that this program gave to the business owner through his financial institution a 10% grant up to $2,500 for improvements made to his business facility.

MADA has reviewed this program and has determined that it is no longer viable and recommends closing the program formally and transferring the remaining $6,169.87 to the Commercial Rehabilitation Deferred Loans (CRDL) program.

A motion was made by Mr. Thieschafer, seconded by Ms. Mayers and unanimously carried to formally close the Business Improvement Subsidy Program (BISP).

November 16, 2016: At 15:42 Anita Rehm of rural Long Prairie reported damage had been done to her home. It appeared that a bullet had struck the window frame to the crawl space of her home. It is unknown where the shot came from or what was being shot at. No one was injured in the incident. Any one with information in this matter should contact the Todd County Sheriff’s Office.

November 21, 2016: At 17:36 TCSO received a call of a car deer accident that occurred on County 19 near Ward Springs in Birchdale TWP. 21 year old Isabella Lamusga, rural Grey Eagle, was northbound on County 19 when she struck a deer in the traffic lane. Isabella was not injured and her 2012 Chevrolet Malibu received moderate damage to the passenger side.

5 Types of Black Friday Shoppers Black Friday brings out almost as much crazy as a full moon.

The day after Thanksgiving has practically become a national holiday with the hype it generates. Stores of all types hold special discount sales and promotions intended to get everyone excited about the Christmas season kickoff and get you spending like . . . well, like crazy.

So, should you decide to partake of a madness that closely resembles Times Square on New Year’s Eve multiplied by the floor of the New York Stock Exchange, what other shoppers are you up against?

Here are five of the most common shoppers you’ll see: 1. The Family: There are a couple of subgroups here. Either the one where screaming, tired kids are brought along while the parent desperately tries to find a particular item at a bargain, or the ones with SEAL Team 6-like coordination who aim to grab all of the assigned items before heading to the extraction point (i.e. the cash register).

2. The Hoarder: It’s Black Friday, not Y2K. This person is reminiscent of the guy who felt the need to barricade himself in a bunker in the middle of the woods with 20 years’ worth of freezedried chipped beef. The hoarder seems paranoid about not taking full advantage of Black Friday and attempts to grab every last one of a particular sales item.

Then after the Friday flurry subsides,

A poultry farmer was experimenting to breed turkeys with more legs for greater profits. Finally, he succeeded.

While narrating the results to his friends, he told them, “The turkey I bred had six legs!”

His friends, who had got quite excited, eagerly asked, “What about the taste?”

4. The Action Seekers: These people are more obstruction than competition. They like the energy of being in the middle of the madness, though they may only be shopping for a DVD. They tend to stand out in the crowd because they are the only ones with a smile on their face.

(But if they aren’t careful, another shopper may wipe it off for them.)

5. The Winger: They are as off-thecuff as a lost button. They see an item that looks like it would make a good gift, and they grab it. Boom. Christmas shopping done. We should all be so lucky.
