Curiosity can set life on path of discovery -By Harvey Mackay Thomas Edison once visited Luther Burbank, the famed horticulturist, who invited every guest who visited his home to sign the guest book.

Each line in the book had a space for the guest’s name, address and special interests. When Edison signed the book, in the space marked “Interested in,” Edison wrote: “Everything!”

That was an understatement.

In his lifetime, Edison invented the incandescent light, the phonograph, the hideaway bed, wax paper, underground electrical wires, an electric railway car, the light socket and light switch, a method for making synthetic rubber from goldenrod plants and the motion picture camera. He also founded the first electric company.

Edison refused to let his curiosity be stifled. He was curious about everything.

“Ideas are somewhat like babies,” said the late management guru Peter Drucker. “They are born small, immature and shapeless. They are promise rather than fulfillment. The creative manager asks, ‘What would be needed to make this embryonic, half-baked, foolish idea into something that makes sense that is feasible, that is an opportunity for us?’”

I like that thinking. It validates all my little scraps of paper and two-word dictations, among them my best ideas in infant form. Developing them and watching them grow, seeing where they go from a little seed – and seeing what other bright ideas grow right along with them – that’s what gets my creative juices flowing.

“The cure for boredom is curiosity.

There is no cure for curiosity,” according to the late poet and writer Dorothy Parker. That statement is pure genius, in my opinion.

Curiosity is a hunger to explore and a delight in discovery. When we are curious, we approach the world with a child-like habit of poking and prodding and asking questions. We are attracted to new experiences. Rather than pursuing an agenda or a desired set of answers, we follow our questions where they lead.

Socially, curiosity lets us really listen to other people because we want to know who they are. We open ourselves to the morsels of knowledge and experience they can share with us.

We relish having discoveries of our own to share.

Curiosity makes us interested in a broad range of information, about the world around us, not only that with direct utility. We learn for the joy of learning.

Are the members of your team curious? More importantly, do you think curiosity is an important attribute for a person to have?

According to Mihaly Csikszentmihalyi, author of “Flow and Creativity,” if people don’t have a strong sense of curiosity, wonder and interest, it’s pretty tough to recognize an interesting problem.

But exactly what are necessary traits to first recognize, and then wrestle with a problem effectively? He advises in his book to always be open to new experiences and have a fluid attention Harvey Mackay continued to pg 3

“The Good Old Days” -By Tom Kuehne Special Trees

From the time I was a little boy, I spent virtually all of my free time in the wooded areas around the farmstead.

I explored and studied all of the forests within a couple of miles from home. I had been told about the history of the logging industry in our area. The woods I visited was primarily about 100 years old. It was primarily new growth forest which grew after the last major logging operations. There were a few trees left in areas which were difficult to reach and some trees that were passed over by the loggers because they were too gnarly to make good lumber. These trees were usually harvested by the early 20th century settlers in the area.

A couple of these trees survived and I felt a special admiration for them.

They represented well over a century of history and usually showed scars of their own struggle to survive lightning, windstorms and fire. I was looking at an object which had a history older than my grandparents.

This tree was not made of concrete or stone and man didn’t make it. It was a living monument, grown by nature, from a very minute seed. It wasn’t put there to honor any human or their remarkable deeds or military accomplishment. If it could see and remember, it would be able to tell about woodland creatures and human beings that are no longer part of the area. It would tell of extreme drought, excess moisture, heat, 5 foot snowfalls and -50 degree cold. It would tell of early farmers trying to clear a little land to plant a crop to feed their family and farm animals. It would tell of the same settlers leaving their

homes due to the depression. It would tell of the deer hunters that had passed by during the last years. It also saw a new thing called a motorcar, bouncing along a horse or logging trail to get to some destination. It couldn’t help but notice a tractor, which changed a lot of the neighboring woodland to fields that no longer offered rest and shelter to the local wildlife. A history of the area locked in it’s trunk and branches.

My love of the forest caused me to undertake a project to plant pine trees as a reforestation project. My Father drove the tractor and I occupied the planting seat in the planter to plant 12 acres of trees one year and due to lack of rain, we replanted the 12 acres the next year and an additional 15 acres adjacent to it.

I watered and weeded the planted area and the trees did grow. They became an excellent shelter area for the local deer herd. I took a great deal of satisfaction in the new pine plantings, since it gave me a feeling of giving a gift back to nature, which would be a lasting benefit for future years.

It gave me a feeling of pride seeing the trees grow over the next 25 years.

Then the land was sold. The new owner needed additional fields to feed his expanded dairy herd. The pine trees and all of the existing forest on the land was summarily turned into farm land.

The wood was either sold as logs or run through a chipper. The stumps were pushed on large piles and burned. The beautiful forest is gone.

I shouldn’t feel bad, since the farmer has a right to do what he wishes on his own land. How much more of our forest will be destroyed when 600 cows are no longer enough??

that always processes things from the environment. Without this kind of interest, the author says it’s hard to get to the crux of a problem and then push beyond what is already known to solve it in a creative way.

Managers should strive to evoke curiosity and a passion for knowledge in workers, who will likely respond by becoming immersed in solving the company’s problems creatively.

The best way to empower your employees is to ask questions that spur their curiosity and creativity.

• Challenge the conventional wisdom. Ask questions that move people away from the tried-and-true and help them think more creatively. For example: “What if we give our product away to every 10th caller on Tuesdays?”

• Change the perspective. Pose

questions that take a higher view of a problem – that encourage people to think of the long term or the broader implications. “How will this change affect the competition? What will happen to the marketplace as a result?”

• Include the entire organization.

Frame questions that address the needs of your organization and the people in it.

“If we eliminate unnecessary paperwork, what will happen in the accounting department?”

• Spur excitement. Ask questions that get people excited about possibilities and potential (and not afraid of the price of failure). “Do you see any reason why we shouldn’t put this idea into action right away?”

Curiosity goes far beyond the whatifs – but that’s the best place to start.

Mackay’s Moral: The only question that doesn’t have an answer is the one that is not asked.

Because we knew Duane, we have been changed for the good. Duane was the definition of goodness. He was everyone’s servant- never looking for any reward in return. Duane was here to help one another, walk the mile with you and help bear your load. This was my husband and our dad.

There aren’t enough words of gratitude to express our deep appreciation for all the kindness, love and support showered on us through the Great Sadness. Daily we are reminded of what a wonderful man Duane was, however because of your deep caring, the road we bear is less rocky. Everyone of you touched our lives and we are humbled by the outpouring of support from the area.

There are so many people to mention because everyone of you are special to our family. Duane truly loved each and everyone of you. Shawn Larson who stood by our family from the eve of Duane’s death, and went out of his way for us. Dianne Peters who sang beautifully. Fr. Ron who spoke so kindly at Duane’s celebration of life. All the ladies who prepared the meal and served it. Kyle at Shelly’s Funeral Chapel was so helpful at a time we needed direction because we were lost. He helped us find our feet to move us in the right direction. A special thank you to my neighbor, Roxanne, who has unselfishly spent time with us to share her professional expertise during this unbelievably difficult time of so many decisions.

Morrison County and surrounding area held our hearts through the Great Sadness.

We realize what a huge hole Duane left in the community. He was full of energy and life, and in one fast second, Duane was gone. Not just for us, but for everyone.

Duane was not just a member of the Swanville Lions, he was the definition of Lions. The respect and honor you showered upon our family was so wonderful. We felt your sorrow and love. The American Legion gave a military salute that Duane would have loved. Duane was America! He loved what the American Flag stood for.

Most of all, Duane loved Swanville. He loved the quaint village, the warm people and the whole community who embraced all of us. He took pride in the beauty of Swanville.

GOD BLESS ALL OF YOU. Because each of us knew Duane, we have each been changed for the good!

Obituaries Linus H. Thell

Mass of Christian Burial was held Tuesday, November 21st at St. Gabriel the Archangel, in Hopkins, for Linus Herman Thell who passed away November 14, 2017.

Linus Herman Thell was born October 27, 1935 to John and Della Thell and raised on a dairy farm in Freeport, Minnesota. After graduating from Melrose High School, he moved to Minneapolis and attended cooking school. He then entered the military, serving in the Army as a cook, working on the iron ore boats on the Great Lakes. After leaving the Army, he worked at Metro Goldwyn Mayer in Minneapolis where he met his future bride, Mary Jane Max. They were married at Good Shepherd Catholic Church in Golden Valley on June 30, 1962.

In their openness to life, Linus and Mary welcomed six unborn children that preceded them to heaven before they were blessed with their three living children Angela, Linus, and Theresa. Over the years, Linus and Mary’s love was multiplied with the gift of 15 grandchildren and one great grandchild.

Linus then became an apprentice sign painter, the beginning of a long-loved career.

He grew to be a master of his craft, working for various sign companies, Disney World, and eventually owning his own shop. After retiring, he began driving school bus for St. Louis Park schools. He enjoyed making each child feel loved with a daily “good morning!” along with his warm smile.

Linus discovered a new passion for black and white photography, particularly of the North Shore around Lake Superior.

He was always hunting, camera-in-hand, for

that elusive “moose.” He would then enjoy hours in his darkroom at home developing, matting, and framing the photos he shot.

Over the years, he was involved in numerous photography clubs, had his art on display in local coffee shops, and shared his works with family, giving them the great gift of his talent to appreciate in their homes as well. Linus’ other passion was cooking all throughout his life, and he passed this down to his children.

He always looked forward to planning, preparing and serving his traditional German Christmas dinner every year. Above all else, Linus’ greatest gift was his deep Catholic faith, a profoundand intimate relationship with our Lord, and a special devotion to our Blessed Mother Mary. He lived his childlike faith by his example of humility, and a quiet, cheerful service and sacrifice for others; always putting others first and himself last.

He had a complete trust and total surrender to God’s will, bringing all things to prayer and asking daily, “Lord, what do you think I should do?” He reminded us that we need to give thanks to God in all things, even as he did in his recent illness and physical trials. Linus relied on the Sacraments and approached every mass with great reverence.

He always dressed in suit and tie, knowing he was taking part in the Banquet; receiving Jesus in a most intimate way in the Eucharist. He also spent many hours with Our Lord in Eucharistic Adoration, served the Church as eucharistic minister, lector, and usher, and was an active member of the Knights of Columbus. Family and friends will greatly miss his sense of humor and joyful presence but rejoice in knowing he is Home.

Mass of Christian Burial will be held at 11:00 a.m. on Saturday, N o v e m b e r 25, 2017 at St. Anthony’s Catholic Church for Clara M. Benkowski, age 100, of Avon (living with her daughter, Bernice) and formerly of St. Cloud, who passed away on Saturday, November 18, 2017 at St. Benedict’s Senior Community Short Stay South. Reverend Thomas Knoblach will officiate. Visitation will be held from 9:00 a.m. until the time of the service on Saturday at St. Anthony’s Catholic Church. Burial will be at St. Hedwig’s Parish Cemetery in Holdingford.

Clara was born on August 1, 1917 to Dougal and Catherine (Warzecka) Stewart in Holdingford, Minnesota. She was united in marriage to Stephen Benkowski on September 28, 1937 at St. Mary’s Catholic Church in Holdingford. They were married for 50 years. Together, they made their home in Holdingford before moving to St. Cloud.

Peter N. Waldorf

Working, side by side, they built their own home in St. Cloud. Clara enjoyed giving of her time and talents to both her children, as a stay at home mother and as a sample food demonstrator at Red Owl. She was a member of St. Anthony’s Catholic Church, the St. Anthony’s Christian Women, the funeral lunch committee and volunteered at the Whitney Senior Center.

Clara was a loving mother, grandmother, and great-grandmother. She loved spending time with her family and friends. Clara had many hobbies and interests including sewing clothes, arranging silk flower bouquets, baking coffee cakes, making Grandma Cookies, square dancing and dancing to Old-Time music, and playing Smear and 500 with her card party.

She is survived by her children, Bernice Koczur, of Avon, LaVerne (Joe) Reinert, of St. Cloud; grandchildren, Michele (Gerald) Hommerding, of Cold Spring, Patty (Utley) Kronenberg, of St. Cloud and Denise (Jim) Klaverkamp, of Clearwater; five greatgrandchildren; and many nieces, nephews, and friends.

She is preceded in death by her parents; husband, Stephen on February 20, 1988; great-grandson, Benjamin; siblings and their spouses; and son-in-law, Roman Koczur.

Peter N. Waldorf, age 49, of Corcoran, passed away Wednesday, November 15, 2017 while driving the combine on the family farm in Spring Hill, Minnesota.

A Mass of Christian Burial was held Tuesday, November 21 at St. Michael’s Catholic Church in Spring Hill with Rev. Marvin Enneking officiating.

Interment was in the parish cemetery.

Peter Norbert Waldorf was born December 26, 1967 in St. Cloud, Minnesota to Norbert and Julie (Schaefer) Waldorf.

He graduated from Melrose High School in 1986 and continued his education at Willmar Technical Institute; graduating in 1988 with a Welding Technical Degree. He began working at Deltak in Plymouth and was working at Boilermakers Local Union 647 in Ramsey. On May 21, 1994, he was united in marriage to Gail Blenker at Seven Dolors Catholic Church in Albany.

Peter was an avid fisherman and outdoorsman who was known for his prized Pickled Northern recipe. He was a “jack of all trades.” He enjoyed getting lost in creating numerous woodworking masterpieces such as cedar chests, game tables, custom cabinets and much more.

Peter was the jokester of the family who enjoyed throwing out many “one liners.” He was a hard worker with a strong work ethic and loved going home to work on the farm.

He died doing what he loved; combining.

He dearly loved his wife and daughters who will always cherish his quirky dance moves and made up songs. He will be deeply missed by many.

Peter was a member of St. Thomas the Apostle Catholic Church in Corcoran and the Melrose Knights of Columbus Council 1633.

Survivors include his wife, Gail and daughters, Jacklyn and Cortney Waldorf of Corcoran; parents, Norbert “Nubby” and Julie Waldorf of Spring Hill; brothers and sister, Robert (Jennifer) Waldorf of Deep Gap, NC, Andrew (Crystal) Waldorf of Stanwood, WA, Daniel (Barbara) Waldorf of Watkins, Jennifer (Lucas) Peifer of Sauk Centre, and Nicholas Waldorf of Spring Hill; and many nieces and nephews.

Peter was preceded in death by his grandparents, Norbert Sr. and Frances Waldorf, Henry and Ida Schaefer; and father-in-law, Ralph Blenker.

Serving as casket bearers were Bob Waldorf, Andy Waldorf, Dan Waldorf, Nick Waldorf, Lucas Peifer and Jayson Revoir.

Cross bearer was Devin Waldorf and scripture bearer was Lauren Blenker.

Meinulf “Meiny” L. Himsl Mass of Christian Burial will be 11:00 am Friday November 24, 2017 at St. Benedict’s Catholic Church in Avon for Meiny Himsl who died Sunday at his home in Avon Township.

The Rev. Greg Miller, OSB will officiate. Burial will be in the parish cemetery with full military honors. Visitation will be 1 hour prior to services Friday at the church in Avon. Arrangements have been entrusted to the Williams Dingmann Family Funeral Home in Avon.

Meiny was born in Avon Township to

Frank & Julia (Achman) Himsl. He served his country in the United States Army during WWII, serving in Japan. After the war he worked for a short time driving taxi and as a mechanic and welder at the granite sheds in St. Cloud. He married Esther Pierskalla on August 12, 1950 at St. Anthony’s Catholic Church in St. Cloud. Meiny worked at Vision Ease for 42 years and also farmed on the family farm until retiring in 1991. He enjoyed spending time hunting and fishing.

Survivors include his children, Louis of St. Joseph; Bonnie (Tom) Kjenaas of Avon; grandchildren, Jeffrey Kjenaas of Hawaii; Cathy Buchanan of Big Lake; brother and sister, Alois of Easton, PA; June Lichy of Sauk Rapids; and 5 great grandchildren.

He is preceded in death by his parents, wife Esther in 2001, siblings, Mildred Mock, Eldred, Amor, Marie Poppin, Gary, Melbourne, and JoAnne Plueger.

Rosalie “Rose” Berscheid Rosalie E. “Rose” Berscheid, age 93 of Sauk Centre, died peacefully, surrounded by her family on Friday, November 17, 2017 at the St. Cloud Hospital in St. Cloud, Minnesota.

A Memorial Mass of Christian Burial was held Tuesday, November 21 at St. Joseph’s Catholic Church in Grey Eagle with Rev. Ronald Dockendorf officiating. Inurnment was in St. Bernard’s Cemetery in Ward Springs.

Rosalie Elizabeth Ahrens was born March 12, 1924 in Sauk Centre, Minnesota to Fred and Mary (Schmiesing) Ahrens.

Rose went to school through 8th grade and later on attended beauty school. She worked as a beautician in Sauk Centre and Minneapolis. Rose was united in marriage to Edward Berscheid on September 19, 1950 at St. Paul’s Catholic Church in Sauk Centre. She loved cooking for family dinner and spending time with her grandchildren.

Rose also made baby blankets for all of her kids and embroidered quilts. She had a love for gardening and her flowers.

Rose was a member of St. Joseph’s Catholic Church in Grey Eagle, the Christian Mother’s at St. Bernard’s in Ward Springs and then St. Joseph’s in Grey Eagle.

Rose also sang in the choir at St. Bernard’s Catholic Church for many years.

Survivors include her husband, Ed Berscheid of Sauk Centre; children, Susan (Paul) Dierkhising of St. Cloud, Dianne (Roger) Petersen of St. Cloud, Mike Berscheid of Sauk Centre, and Bill (Suzanne) Berscheid of Elk River; nine grandchildren and twelve great-grandchildren.

Rose was preceded in death by her parents; brothers and sisters, Catherine Ahrens (twin sister), Walburga Arnzen, Dorothy Kemper, Edwin Ahrens, Sylvester Ahrens, Ferdinand Ahrens, and Marie Berscheid.

Serving as urn bearer was Eric Petersen. Cross bearer was Judy Hirschfeld and scripture bearer was Blake Berscheid.

Lector was Brittney Keating and a eulogy was said by Brienne Berscheid.

Brennen J. Hoppe, age 18 of New Munich, died unexpectedly on Monday, November 20, 2017 in Grey Eagle Township, Todd County, Minnesota.

A Mass of Christian Burial will be held at 10:30 a.m. Monday, November 27 at Immaculate Conception Catholic Church in New Munich with Rev. Daniel Walz officiating. Interment will be in the parish cemetery.

Visitation will be from 4 to 8 p.m. Sunday and from 9:30 to 10:30 a.m. Monday at the church in New Munich. Parish prayers will be held at 5 p.m. Sunday evening at the church.

Elmer enjoyed his lake home for many years along with his cat, Willy.

Survivors include his wife, Lucille Sinderman; daughters, Theresa (Tom) Sinderman, Tammy Hofer, and Amy (Dave) Denton; four grandchildren; and several brothers and sisters.

Upsala Drama Club to present ‘A Christmas Carol’ For their fall play the Upsala Drama Club will be presenting the Charles Dickens classic, “A Christmas Carol.”

There will be three performances at the Upsala Auditorium: Friday and Satuday, December 1 & 2 at 7:30 p.m. and a matinee on Sunday, December 3 at 3:00 p.m.

USA Community Chorus Honors WWII Veterans

Navy Lieutenant Commander Graham Clark, who was on Yankee Station aboard the USS Oriskany in the Tonkin Gulf during the Vietnam War, salutes WWII veteran and former Navy Ship’s Cook Second Class Troy Scatterella (left) after presenting him with a World War II Victory Coin along with a commemorative coin from the San Diego Naval Base. Former Army PFC Harold “Bud” Biskey (right) also received a World War II Victory Coin along with coins commemorating his Bronze Star and Purple Heart from USAF Captain Tony Foster, who holds a Distinguished Flying Cross for missions he flew over Laos and Cambodia during the Vietnam War.

The USA (Upsala/Swanville Area) Community Chorus saluted the communities’ World War II veterans at their 16 Veterans Day concert. There are six living WWII veterans in the area and two were able to be present for the concert, former Navy Ship’s Cook Second Class Troy Scatterella and former Army PFC Harold “Bud” Biskey, who holds both a Bronze Star, for valor in action, and a Purple Heart for wounds suffered in combat in the Rhineland in western Germany. Unable to attend were Leonard Dziewecynski, who served in the Merchant Marine, Greg Wessel and Lester Mortenson, who served in the Army and Kenneth Stevens, who as a PFC in the Marine Corps, spent 33 days on Iwo Jima.

The veterans’ personal war stories were recounted during the program along with dispatches written by the late, great war correspondent Ernie Pyle which related to the veterans’ war experiences. They were also presented with commemorative WWII victory coins along with other commemorative coins for their service.

In addition, a portion of the show was dedicated to saluting the 70th anniversary of the United States Air Force with coins commemorating the service’s 70th anniversary presented to four USAF veterans.

Additionally, “U.S. Air Force Blue” was sung by two former USAF “Singing Sergeants,” Maureen Putnam and Thomas Speckhard, who later in the program also sang hit tunes from 1943, 1944 and 1945, the years in which these veterans served.

The USA Honor Squad, a military drill unit composed of third, fourth, fifth and six grade students in the Swanville, Upsala and Long Prairie/Grey Eagle school districts performed a drill routine for the veterans and the USA Community Chorus sang several patriotic and service-connected songs.

Following the show, the USA Honor Squad presented bags of cookies to all the military veterans who attended the program.

“I will thank You Lord, with all my heart.” The thanksgiving he describes is total and consumes all of his being - his entire self. The word he used for heart would include his consciousness of God’s presence, his memory of God’s goodness

and his awareness of God’s grace. He worshiped God with excitement, enthusiasm and expectation.

“I will tell all of the marvelous things You have done.” Marvelous comes from a word that means “extraordinary, not to be surpassed by anyone and wonderful!”

He is so overwhelmed by God’s blessings on his life that he wants everyone to hear about it.

“I will be filled with joy!” Joy is the natural state of the one who trusts in the Lord. Knowing that “all things work together for our good” should cause His joy to radiate from our hearts into our heads and out through our hands. Everything we do should be done with a smile on our face and gladness in our eyes.

“I will sing praises to Your Name, O Most High.” Notice that there is only one letter different between the word “sin” and “sing” - the letter “g” - that stands for God. When we give up sin for the Savior, God gives us a new song to sing. It is a song about the Savior who loves us, gave Himself for us, is present in us and cares for us.

Dave Says -By Dave Ramsey Dear Dave, I’ve been trying to save cash to buy a home, but things always seem to come up that eat away at my savings. I have $130,000 set aside, plus an emergency fund, and I make $120,000 a year.

I’m debt-free and renting right now, but eventually I’d like to buy a house in the $300,000 range.

I really hate the idea of owing the bank money, so would you advise continuing to save and pay cash, or is it okay to make a big down payment and take out a small mortgage?

-Megan Dear Megan, I love your idea, but right now you have more of a dream than a plan. You’ll need $170,000 to go from $130,000 in savings to $300,000, right? So, let’s start planning.

If you save $60,000 a year, it would take you a little less than three years to get there. If you set aside $40,000 a year, it would take a little more than four years. A little division — just divide $170,000 by the amount you want to save each year — and you’ve got the beginnings of plan. A dream is a good place to start, but I want you to develop this into a plan that focuses on a goal. Break this down, and figure out how to achieve it.

I see three ways to achieve this home ownership goal. One, you do the long division math and save like crazy for however many years it takes to save up $170,000. The second is to put $130,000 down on a $300,000 home, and take out a $170,000, 15-year fixed rate mortgage.

This is the only kind of debt I don’t beat up people for having. The good news is, with your income, you could probably pay it off in half that time.

A third possibility is to buy a $130,000 house. Write a check for nice, modest home

now, and in five years - saving wildly the whole time, since you’ll have no house payments - move up and pay cash for a $300,000 home.

If I’m in your shoes, that’s what I’m doing!

-Dave Dear Dave, I’ve noticed that the younger you are, the less expensive life insurance can be.

I’m 32, and I’m still paying off my student loans. With this in mind, what’s the best age to get term life insurance, and what does it cover?

-Kalina Dear Kalina, Simply put, term life insurance covers death. Having student loans doesn’t really matter when it comes to life insurance, either. If you have a family – or someone who is dependent on your income – you need 10 to 12 times your yearly income in a good, level term insurance policy. If you make $50,000 a year, that means you need a term life insurance policy with $500,000 to $600,000 worth of coverage. If you don’t have a family or dependents, I’d recommend a simple burial policy of $10,000 to $20,000 to cover any final expenses.

Either of these would be very inexpensive for someone your age. Keep in mind that life insurance becomes costlier as you get older. The reason? Statistically speaking, the older you are the more likely you are to die. It’s not a fun thought, but it’s the truth.

Life insurance, or at least a burial policy if you’re single and have no dependents, isn’t one of the Baby Steps in my plan.

But in your case, it’s a go-get-it-now adult responsibility kind of thing!

Melrose City October 19, 2017 The Melrose City Council met in a Regular Meeting on Thursday, October 19, 2017 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Tony Klasen, Josh Thieschafer, Justin Frieler and Mayor Joe Finken, Finance Director Tessa Beuning, and City Clerk Patti Haase. City Administrator Michael Brethorst was present via phone. Council Member Dick Christenson was absent. Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Klasen, seconded by Mr. Frieler and unanimously carried to approve the agenda as submitted.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the Council’s September 14 Special Joint Meeting with MADA and the September 21 Regular Meeting. b. list of bills in the amount of $249,538.86. c. list of investments for the month of September. d. Ambulance Department uncollectible accounts in the amount of $896.40 have been submitted to Revenue Recapture, collections, or written off. A complete list of accounts is on file at the City Office. There was also a total of $4,165.91 collected from account holders during this quarter. e. Fire Department uncollectible accounts in the amount of $400 have been submitted to Revenue Recapture, collections, or written off. A complete list of accounts is on file at the City Office. There was a total of $200 collected from account holders during this quarter. f. Donation Resolutions: 1) Resolution No. 2017-60, Donation to Tri-Cap Bus Service.

2) Resolution No. 2017-61, Donation of four movie tickets to the City of Melrose from Shaggy’s Towing.

3) Resolution No. 2017-62, Donation in the amount of $800 from the Melrose Lions to the Melrose Chamber of Commerce for the Holiday Kick-Off Fireworks.

4) Resolution No. 2017-63, Donation in the amount of $600 from Melrose VFW Post 7050 to the Melrose Chamber of Commerce for the Holiday Kick-Off. g. The Council to give consideration to approval of a tobacco license to Casey General Store #3657. h. Due to overlapping holidays on the same day, per policy it is recommended moving the Christmas Eve Holiday to Tuesday, December 26. i. Police Officer Jeff Eggert will complete one year of service November 1. Police Chief Maus conducted a review and it is favorable, therefore, recommends approval of a step increase from Step 1 to Step 2. The Council took action approving Officer Eggert’s step increase.

The Council held a Public Hearing to determine if conditions are a public nuisance and consider issuing orders to abate the nuisance identified on the properties located at: 1. 204 1st Street SW, Melrose MN 2. 308 1st Street NW, Melrose MN Finance Director Beuning presented the Affidavit of Publication of the Hearing Notice which was published.

City Attorney Scott Dymoke reviewed the process to abate nuisances and presented the nuisance report and photographs of the nuisance violations.

There being no further comment, a motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried to close the Public Hearing at 6:09 p.m.

The Council then held a Public Hearing relating to the proposed Business Subsidy agreement with M & M Holdings of Melrose LLC, pursuant to Minnesota State Statutes, Section 116J.993 through 116J.994, inclusive, as amended and Minnesota Statutes Section 469.174 through 469.1799 as amended (the “Subsidy Law”). Summaries of the Subsidy Agreement as proposed to be adopted will be on file and available for public inspection at the office of the City Clerk at the City Center. All interested persons may appear at the hearing and present their view orally or in writing.

A person with residence in or the owner of taxable property in the granting jurisdiction may file a written complaint with the grantor if the grantor fails to comply with sections 116J.993 to 116J.994.

Finance Director Beuning presented the Affidavit of Publication of the Hearing Notice which was published.

City Attorney Dymoke reviewed the proposed Business Subsidy Agreement.

Igor Lenzner, counsel for Mr. Chad Middendorf stated that he would be happy to answer any questions.

Council Member Klasen asked City Attorney Dymoke if the vote from the September 14, 2017 meeting for the preliminary terms for the business subsidy agreement was a legitimate vote. Mr. Dymoke affirmed that the 2 to 1 vote was in fact a majority of the seated council.

Attorney Dymoke stated that since there were only four Council members present this evening, and if the Council vote is a tie the motion fails, the item cannot be brought back before the Council for a period of six months. Due to timelines imposed by the legislature, delaying this for six months may impact the funding.

Mayor Finken stated that he felt it would be best if the full Council was present.

Mayor Finken recommended recessing the Public Hearing to Thursday, October 26, 2017 at 6:30 p.m.

After further discussion, a motion was made by Mr. Frieler, seconded by Mr. Finken and unanimously carried recessing the Public Hearing to Thursday, October 26 at 6:30 p.m.

The Council next held a Public Hearing to consider the request to transfer the 3.2 Off Sale Liquor License from Adium Oil, DBA Petro Plus #101 to Casey’s Retail Co., DBA Casey’s General Store #3657.

There being no further comment, a motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried to close the Public Hearing at 6:29 p.m.

Police Chief Maus presented the Police Department’s September report.

He noted there were 306 calls for service during that month, compared to 357 for September 2017. The year-todate number of calls is 2,614 compared to 3,105 in 2016. A total of 22 citations were written for the month of September.

For the month of September, the Department also received 30 agency assist calls. Chief Maus reminded residents that open burning is not permitted in the City limits without obtaining a permit from the DNR. Police Chief Maus stated that school flag patrol violations have increased. He also stated that if drivers are approaching an area at the school where staff are putting out flags in a crosswalk to allow students to walk across and are confused about whether to stop, they should stop and wait. They can also contact the Police Department who can explain how to handle the situation.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • 400 Block: Attended Council meeting to discuss terms of business subsidy for re-mediation of 400 Block.

Prepared draft of Business Subsidy Agreement and forwarded to City staff for review and comment. Forwarded revised draft to attorney for property owner for review and comment.

• Nuisance Enforcement: Prepared proposed resolutions ordering abatement of nuisances, hearing notices and service lists.

Mayor Finken stated that earlier this evening, a Public Hearing was held to abate nuisances pursuant to Melrose City Code Section 93.21 on the following properties: 1. 204 1st Street SW Melrose MN 2. 308 1st Street NW Melrose MN City Attorney Dymoke stated that if the Council wishes to move forward with the abatement of the nuisance conditions for the above listed properties, they will need to take action adopting the resolutions. In so doing, the property owner has 30 days in which to come into compliance with the applicable City codes and regulations. A motion for summary enforcement of the order will be made to the Stearns County District Court unless correction action is taken, or unless an answer is filed within the time specified in Minn. Stat. §463.18 which is 20 days.

If the City must take action to enforce this order, all enforcement costs will be specially assessed against the property and collected in accordance with Minn.

Stat. §463.22, §463.21 and §463.161.

Mayor Finken noted that the City has contracted with WSB to write a Local Road Improvement Program grant for the 5th Ave NE Bridge Project. To score additional points, the City shall pass a resolution supporting the application. Staff has already written a letter of support; however, the resolution generates additional points.

Council Member Klasen introduced Resolution No. 2017-66, Resolution of Support of an Application for 2017 Local Road Improvement Program Funding for the 5th Avenue NE Bridge Project. The motion was seconded by Mr. Thieschafer with a roll call vote recorded as follows: For: Council Members Klasen, Thieschafer, Frieler, and Mayor Finken; Against: None; Absent: Council Member Christenson.

Mayor Finken stated that several bills introduced during the 2017 legislative session collectively serve to undermine Minnesota’s robust city-state partnership. This historic principle is based upon a shared vision and must allow communities and locally elected officials to tailor that vision to the unique needs of their citizens. Cities use a comprehensive, legal, and open process to develop ordinances. Through this process, they often serve as laboratories for public policy. Obstructing this authority will impede innovation that has proven to result in statewide benefits.

The LMC is asking cities to reject legislation that erodes the fundamental principle of local control in cities across Minnesota. Continue to actively work together and communicate about our communities in a way that respects the authority each form of government is given by voters.

A motion was made by Mr. Klasen, seconded by Mr. Frieler and unanimously carried adopting Resolution No. 2017-67, Resolution Supporting Local Decision- Making Authority.

Due to the recess of the Public Hearing scheduled to reconvene on Thursday, October 26 at 6:30 p.m., no action was taken. This item will be brought before the Council at its October 26 Special Meeting.

Mayor Finken stated that the Belgrade Police Department has a requested to contract their records and transcription services with the Melrose Police Department. It is estimated five hours per week would be needed at a rate starting at $25 per hour and would be adjusted as wage or insurance adjustments are made in the future. The Melrose Police Department will be the priority of staff.

A motion was made by Mr. Frieler, seconded by Mr. Klasen and unanimously carried approving RMS and Transcription Services Contract with the Belgrade Police Department.

Mayor Finken noted that according to the Fire Department Policies, Officers’ terms expire every two years. The terms will expire on January 1, 2018; therefore, applications for Chief, 1st Assistant Chief, 2nd Assistant Chief, and

Training Officer were accepted through October 13. One application was received for the Fire Chief position, which was from Tom Budde. Fire Department Members Bunker Hill, Carl Worms.

Luke Blonigen, Council Representative Tony Klasen, City Administrator Mike Brethorst and City Clerk Patti Haase conducted the interview of Tom Budde.

The Committee is recommending the Council approve the appointment of Mr. Budde for the Melrose Fire Chief position.

A motion was made by Mr. Thieschafer, seconded by Mr. Christenson and unanimously carried appointing Mr. Budde as the Melrose Fire Chief for 2018-2019.

Mayor Finken noted that it is anticipated an employee will be on medical leave effective November 3 for upwards of three months. In an effort to ensure the Public Works Department is able to keep sidewalks cleared of snow, temporary part-time help will be needed on an on-call basis. Staff is recommending contracting with Ron Tieman to preform snow removal as needed.

A motion was made by Frieler, seconded by Mr. Thieschafer and unanimously carried authorizing staff to contract with Ron Tieman to perform snow removal alongside the Public Works Department, as needed.

Mayor Finken stated that the Council, at its September 21 meeting, approved the internal posting for a fulltime Police Officer. Two applications were received. Chief Maus, City Administrator Brethorst, Finance Director Tessa Beuning, and City Clerk Patti Haase conducted interviews on Monday, October 9. The applicants were Stephanie Robak and Kyle Hartigan, both current part-time Officers with the Melrose Police Department. It was the Committee’s recommendation that part-time Officer Stephanie Robak be hired to fill the position. The Committee recommends Ms. Robak be hired at Start Step.

A motion was made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried approving the hire of Stephanie Robak as a full-time Police Officer at Start Step on the pay scale.

Upon Ms. Robak’s full-time hire, the Council to give consideration to approving staff moving forward with the hiring process for the replacement of a part-time Police Officer.

A motion was made by Mr. Frieler, seconded by Mr. Klasen and unanimously carried for staff to initiate recruitment and selection process for a part-time Officer.

Mayor Finken stated that the Council, at its September meeting, directed that WSB prepare a quote for services for the permitting requirements relating to the 5th Ave NE bridge. Additionally, the Council has directed that a final pre-decisional meeting occur between WSB, City staff, Council liaison and effected regulatory agencies. This meeting occurred, and it was determined that it is probable that a permit would be granted; however, a formal submittal must occur to determine if this will occur or not. During the meeting, the DNR suggested the City consider a rock arch dam as part of the project. In order to provide real consideration, it is recommended to gather additional information to include costs and potential funding sources as well as permitting requirements and bring it back to the Council at its November 16, 2017 meeting. Mayor Finken noted that at the Council’s first meeting in January 2018, consideration will be given to making appointments to the various boards and commissions. A notice regarding same will be published informing residents that those interested in seeking appointment should submit their application to the City Clerk by no later than Monday, November 14. Applications are available at the Melrose City Center. Terms are expiring on the following boards and commissions: • Planning and Zoning Commission, two members (four-year term), terms expiring: Mike Klaphake and Adam Paulson.

• Parks and Recreation Board, two members, (three-year term) terms expiring: George Jensen (MADA Representative) and Kevin Thomes (Planning & Zoning Representative).

Mayor Finken stated that in anticipation of Stearns County to mill and overlay 2nd Ave SE, the Public Works Department will be repairing and realigning the storm sewer at the intersections of 2nd Ave SE and 2nd Street SE. A quote was sought from Mayers Excavating to perform the work. Work is set to be complete prior to the end of October.

This will allow for a freeze thaw cycle to occur in anticipation of the County project in 2018.

Mayor Finken noted that the City of Melrose billboard located on the east side of town was destroyed by the wind storm in September. Staff is working with Kraker Insurance and LMC to determine potential replacement options and claims. Once a determination is made, staff will present the findings to MADA to develop a recommendation to the Council.

Zig Ziglar, motivational coach, sales trainer, and success author has a quote that is commonly referred to by other trainers when they are teaching on what it takes to be successful: “You can get everything in life you want if you will just help enough other people get what they want.”

This simple thought is the core to the success of many great salespeople and great businesses across the world.

If we take this apart a bit, we can learn a few lessons that might help you re-arrange your business as we prepare for 2018.

First, we will start from the end of the quote: “help enough other people get what they want.” The first question this should raise in your thinking is, “what does my customer want?” Do they want convenience? Do they want a great experience? Do they want a great price? Do they want extreme value? Do they want quick and easy?

Then, the TOUGH question: Do they want the product or service you are offering?

After years in business, we can get a bit stagnant in what we are offering and how we are selling to our customers.

Maybe the key reasons why customers were buying from you 10 or 20 years ago are not the same reasons people might still buy from you today.

Today’s shoppers want quick, easy, decent quality, at a fair price. They want something that will fit their needs, and make their life easier or better by making that purchase.

Does the service you offer do any of those things? Is the buying experience for your products fit today’s expected buying experience?

As an example: years ago, our small towns were offering large appliance sales at most all of the hardware stores in town, and they would carry one or two models of most major appliances. Today, the appeal for better prices and a larger selection of appliance options have changed the way we buy these larger home items.

It is much easier to drive to a regional location to look at ten different options than it was even 40 years ago. The small town hardware store can’t stock and compete, so they needed to adapt and figure out what their customers wanted now to continue in business. That new niche includes stocking those little necessities of parts that keep our homes running.

I have been in the wedding industry for about 30 years now performing for weddings. In that time, I have seen the

wants of our customers change many times. Here are three quick changes we have seen: 1. Today’s clients want a more personal approach than what was offered and accepted in the early 90s. They are looking for their wedding entertainment to be more than just someone playing music.

They want their story shared, their participants included in the activities by name, and a unique and customized flow to their day. In our early days as DJs, we seldom used the microphone and weddings were very much cookie cutter events. We just didn’t talk much on the microphone and last week’s wedding plan was pretty much the same at this week’s plan. Today, a good master of ceremonies who customizes the day and is personable is almost more important than the music part of the DJs job description.

2. Looks and aesthetics are more important today than they were in the past.

We need to be dressed better and have a professional look to our workspace that stands out as the central spot for the wedding reception fun. In the early days of mobile DJs, t-shirts and jeans were common as was the horrible looking home built gear.

3. Communications are different today. Gone are the days of talking via phone with many of our clients. Messaging, email, or video chat have replaced the traditional phone call sales and planning. Face to face meeting is being replaced by video chat because many busy young people would rather connect for a short video chat than to travel to meet in a longer face to face planning session.

The want of our clients has changed, and we now have changed to meet those wants. We now use our skills on the microphone to connect with guests and create unique, customized experiences for the guests, so it feels like one of the family is leading the entertainment. We look more professional and like the fun person who is ready to kick-start the party. Lastly, we communicate with clients in the method they prefer to make the planning process as smooth as possible.

If I were trying to sell what we did back in the early 90s, I wouldn’t be helping today’s customer get what they want... which means I wouldn’t be able to get what I need for the business; which is to make that sale!

Lambeth and the Death of Agent 007:

The Slow Genocide of the English People and the Oppression of Christians in St. Cloud.

On 23 May 2017, a day after the Islamists attacked a Manchester, England, concert hall, the be-knighted Roger Moore--who played the most movie roles as James Bond--died. Roger Moore’s life, on quick blush, should not have any relevance to an ugly Islamist terrorist attack which killed over twenty youths, followed by another attack on London Bridge, killing eight. But, it does...

In 1927, the actor Roger Moore was born in the Borough of Lambeth, England. Just three years later, the Anglican Church held its historic and, frankly, catastrophic episcopal conference in Lambeth. It was at this conference in 1930, the foolish bishops of the Church of England declared that artificial birth control was morally acceptable. The Church of England was the first Christian denomination that permitted artificial birth control. For up until 1927, Christians interpreted Genesis’ Onan spilling his seed on the ground, as a rejection of God’s first blessing on Man and Woman: to be fertile and multiply. Onan rejected God’s providence, and died. The Church of England is on life support, as is its U.S. counterpart, the Episcopal Church, since they too rejected God’s blessing. Both churches, like Onan, will bring their own demise. So what about Roger Moore?

How does he come into the story?

Roger Moore was chosen as the second James Bond, secret agent actor for Ian Fleming’s wildly successful soft porn movie series. Amazingly, through seven movies of sleeping with a bevy of beautiful women, the James Bond character seemed to defy contracting a venereal disease. Unfortunately, this kind of public health fiction was seemingly believed by two generations of post-WWII men coming of age who tried to mimic his infection defying act and inaugurated a host of chlamydia, gonorrhea, herpes, and genital warts epidemics in the West. Women in the Bond movies were depicted as simply conquests, never for maternity. Likewise, the James Bond character abhorred fatherhood; he bowed out of procreating the next English generation. The James Bond creator, Ian Fleming, like fellow Britons, satanist Aleister Crowley, wiccan Gerald Gardner, and fascist Prince Philip, with the Lambeth Bishops, ignited the 20th century’s demographic meltdown of Merry Ole England.

The horrible consequence of the Lambeth [Fools’] Conference was sexual moral anarchy: warping the procreative act for selfish pleasure. Thus, birth rates collapsed, marriage rates plummeted, illegitimacy rose as did delinquency. Western Europe, in need of more people to keep their economy growing, had to rely on Muslim immigrants to back fill their self-inflicted demographic void. For these immigrants, Islam defines their world view. It is a view that’s incompatible with Christianity. Why? Their god is capricious and can lie. Their god allows Hollywood and Washington D.C. Style sexual depravity, provided you submit to Islam’s self-serving rules. Their god demands world dominance. Therefore, in Islam, there is tactical, short term coexistence, but never peace with non-Muslims. Dissimulation (to lie) is habitual. Whereas, the politically correct are clueless of Islamist intentions. Therefore, supported by our mass media, the whining accusation of “racism” is another tactic Islamists use. Whenever Islamists are called out for their violent attacks in Paris, the raping of women in Stockholm, or the stabbing attacks at St. Cloud’s Crossroads Mall, those making the connection between the evil and Islam are dismissively smeared as bigots.

So the Lambeth Conference has come home to roost. Listen to the crowing; it isn’t the handsome voice of Chaucer’s Chanticleer.... It is the chilling Islamic call to prayer.
