Ten-year-old Billy stumbled while boarding the school bus one morning and bruised his cheek on the stair.

But he got up, brushed himself off, looked out at his dad, who was at the bus stop, and gave him a thumbs-up.

Later that morning the school nurse called his father and said Billy had an accident at school. He ran into another student during a gym class and had a bump on his forehead but was okay. The nurse said Billy seemed more concerned about the other student.

At the end of the day as Billy was heading for the school bus, he slipped on some ice and broke his wrist trying to catch his fall. When his father arrived at the hospital he found his son chatting away with the nurses.

Life and our circumstances are all about how we think of them. And for most of us working stiffs, our circumstances include making a living, sometimes at a job or career that occupies a big bite of our time. Shouldn’t that big bite taste good?

Career success is an ongoing journey, not a destination. You’ve got to show up every day and concentrate consistently on the activities that lead to achievement. You can keep moving forward from goal to goal, but your job satisfaction and performance will suffer if you don’t bring your best attitude to work.

Insurance magnate and author W. Clement Stone said: “There is little difference in people, but that little difference makes a big difference. The little difference is attitude. The big difference is whether it is positive or negative.” By the way, Stone lived this philosophy to a ripe old age of 100.

If you recognize some negative traits invading your attitude, take some action before it’s too late. Don’t waste time when you’ve got a problem to solve or an idea to put into action. A rapid response gets attention and builds excitement.

Focus on the bright side. Emphasize what you genuinely enjoy about your job and the people you work with, and

express your gratification as much as you can.

Keep your eye on results. It’s easy to fall into routines and patterns that emphasize the process instead of the outcome. Learn the rules, but apply them with an eye on what you want to achieve.

Check your use of language, and change it when necessary. This includes inner talk and outer talk. Change your negative words and thoughts into positive ones.

Understand that some days will be more challenging, but don’t fall back into bad habits. Turn negatives into positives. Don’t obsess over obstacles and setbacks. Treat failures as an opportunity to spot mistakes and move forward.

Ultimately, the only control you have in life is over yourself, your thoughts, actions, responses and behaviors. Don’t fixate over what you can’t control; concentrate on what you can.

You’ll stay positive if you remind yourself of what you already possess.

Spend some time every day thinking about your health, your family and friends and the advantages you have, instead of focusing on what you lack.

And after you have given serious consideration to all this advice, you are still unable to conjure up a good attitude toward your job or career choice, find another line of work and quickly! You Harvey Mackay continued to pg 5

“The Good Old Days” -By Tom Kuehne Outhouses

They were all built for the same purpose.

They were usually of a similar size, however there were many personal details which made each one unique.

The outside paint color was usually the first observable difference. Some were colored the same color as the home, some were painted to blend in with the surroundings and others were obviously painted with whatever paint was left in the can after something else was painted. The entrance door was sometimes simply a flat door, but others had a crescent carved in them. I believe the crescent was only for appearance purposes, although it could have been made so that an individual who was in a hurry could easily see if the building was occupied.

The interior throne contained either one or two seating positions, thereby becoming either a one holer or a two holer. There was sometimes a smaller box located close to the floor to accommodate the younger children.

Some interiors were painted and others were decorated with wall paper. Some seats were simply holes in the “bench” , while others had white wooden comfort seats attached. As you can tell, the structural decoration went from basic to rather ornate.

No mater how they appeared, the basic outhouse had similar problems. I never observed one of those structures that was heated. In past years, we experienced temperatures below -20 for at least 3 weeks each winter, this caused us to spend a much shorter time at the outhouse. For the fellows that lived on the farm, the warm barn seemed to be a better alternative.

There was a certain odor which was present during the warm months. It could be reduced by putting lime down the hole. Flies were attracted to the outhouse and as a result, spiders found a good place for a banquet. They would place their webs across the sitting holes to catch flies that were buzzing about.

The human user needed to take a rolled-

up sheet of catalog paper and remove the spider webs before using the facility.

I remember the building being used as a place for a couple of younger girls to use as a place to share secrets and private conversations. Those were the days when private conversations were done person to person and not as a text.

Our outhouse was a very basic structure, but what made it different were the summertime occupants. There was a spider we called a wolf spider who didn’t seem to make webs. Food was obtained by waiting for the fly to come close and he would jump on it.

This occupant was quite large with harry legs. There was an opening in the top corner of the building which allowed a wren to build a nest behind a bracket in the upper corner. She came back every year and would sing to someone in the outhouse. We were not sure if she was trying to sing us a friendly song or if she was trying to warn us away.

Halloween was a hazardous time for an outhouse. The mischief trick was to tip over someone’s outhouse. My Great Grandfather was in the outhouse when they came to tip it, he yelled loudly and the vandals ran away. In later years some of the outhouses were used to store items which were not currently being used. One outhouse was tipped and it evidently was the storage place for storm windows. The result was a loud crash with a lot of glass breakage. One method to discourage outhouse tipping was to move it about 2 feet forward.

This left an open hole with a surprise at the bottom for those who went around the back in the dark.

Some counties have Planning and Zoning Boards who actually threaten court proceedings against those with an outhouse, however they choose to ignore those with outhouses which are a result of a religious preference.

Outhouses produce a feeling of warmth and familiarity in our memories.

The new generation just doesn’t know what they missed.

aren’t doing yourself, or the people around you, any favors by staying in a situation that will only get worse.

It’s up to you to fix what you can, and that starts with your attitude. Don’t sell yourself short. You deserve better.

When it comes to having a winning attitude, think about the story of the taxpayer and the IRS tax auditor, who was reviewing the taxpayer’s records. While the auditor worked through the papers, the taxpayer shifted uncomfortably in his seat.

The auditor adjusted his glasses and said, “Mr. Smith, we at the IRS feel it’s a great privilege to live and work in the United States. And as a U.S. citizen, you have an obligation to pay taxes. And we expect you to pay them eagerly with a smile.”

“Oh, thank goodness,” Mr. Smith said, wearing a giant grin on his face. “I thought you were going to want me to pay with cash.”

Obituaries John “Huntz” Klein

Mass of Christian Burial celebrating the life of John “Huntz” Klein, 59, Avon, was held at 11:00 AM on Tuesday, November 8, 2016 at St. Benedict’s Catholic Church, Avon.

Father Gregory Miller officiated with Father Aaron Nett concelebrating and burial took place in the St. John the Baptist Parish Cemetery, Collegeville.

Huntz was born March 8, 1957 to Roman and Lucille (Klocker) Klein in St. Cloud. He was raised with nine siblings, graduated from Apollo High School, and attended St. Cloud Vo-Tech.

On January 14, 1989 Huntz married Sharon “Sherri” Lehner at St. Mary’s Church in Holdingford and they had five children. He was an avid sports fan, enjoyed baseball, football, hockey, and softball. Huntz supported his children and all the kids in the family in their sports by attending games, coaching baseball, basketball, and softball. He played softball for years for Sal’s Bar and enjoyed a few championship wins.

Huntz loved spending time on the family farm and outdoors. He liked to deer hunt, fish, and garden. He would spend hours tending and caring for what he grew, such

as flowers, vegetables, fruits, and his apple trees. Huntz especially loved spruce and pine trees, which he planted as seedlings over 20 years ago and have grown to great heights. He worked at Columbia Gear for 22 years as a machinist. He was talented at what he did and even made his own wood bats on his wood lathe at home.

Huntz enjoyed artistic wood-burning and painted a set of ceramic figures gifted to him. He designed, drafted, and built their family home and later helped many other family members build their homes. Huntz enjoyed a good card game, especially cribbage, 500, and poker. He was a man of deep faith who was humble, gentle, loving, and giving. In his 20s, Huntz worked as a Youth Leader in his church and he continued to share his faith with his children and family. He was a lifelong member of St. John the Baptist Catholic Church in Collegeville.

Huntz is survived by his loving wife of 27 years Sherri Klein; his loving children Jacob “Jake” Klein, St. Cloud; Jeremy Klein, Fargo, ND; Joel Klein, Avon; Jaclyn Klein, Avon; his siblings Elaine Eiynck, St. Joe; Donald “Tiny” (Ermalinda) Klein, St. Joe; Dale (Kathy) Klein, St. Joe; Jerome “Jerry” (Colleen) Klein; Melvin “Mel” Klein, St. Joe; Diane “Bip” (Dale) Schneider, St. Joe; Ann (Steve) Hansen, Cold Spring; Mark (Sherrie) Klein, St. Joe; many nieces and nephews; and Donald “Don” Elfering, husband of his mother-in-law.

He is met in Heaven by his parents Roman (2008) and Lucille (2007), his infant son Jonathan (1993), his brother Wayne (1962), his father-in-law Joseph Lehner (1981), his mother-in-law Eleanor “Ellie” Lehner-Elfering (2004), and his brother-in-law Eugene Eiynck (2000).

Huntz will be greatly missed by all whose lives were brightened by his kind spirit.

George R. Kuhlmann, age 65 of Grey Eagle, died after a short battle with cancer on Wednesday, November 2, 2016 surrounded by his family, extended family, and friends at the St. Cloud Hospital in St. Cloud, Minnesota.

A Mass of Christian Burial was held at 11 a.m.

Tuesday, November 8 at St. Joseph’s Catholic Church in Grey Eagle with Rev. Ronald Dockendorf officiating. Interment was at St. Bernard’s Cemetery in Ward Springs.

George Kuhlmann was born March 7, 1951 in Melrose, Minnesota to Theodore and Antoinette (Terwey) Kuhlmann.

George married Donna Maciej on September 28, 1974 and later divorced. He farmed north of Ward Springs for many years while working at Jennie-O Foods in Melrose for over 25 years where he was a supervisor. He owned New Munich Meats for 12 years before becoming coowner with Marilyn of Melrose City Meat Market.

George enjoyed hunting, fishing, trapping, gardening, and had a love for

Ann A. Kiley, 91, of Bowlus, died Monday, October 31, 2016 at St. Benedict’s Senior Community in St. Cloud. A Mass of Christian Burial was held Monday, November 7, 2016 at 11:00 AM at St. Mary’s Catholic Church in Upsala.

Interment was held at Minnesota State Veterans Cemetery near Camp Ripley.

Ann was born July 17, 1925 in Holdingford, the daughter of John and Johanna (Kostreba) Brezinka. She attended Upsala High School. Ann married LeRoy Kiley on January 6, 1945 at St. Edward’s Catholic Church in Elmdale. They moved to Minneapolis in 1946. Together Ann and LeRoy raised twelve children. Ann was a homemaker and daycare provider. In 1971, they returned to the Upsala area to begin their farming life. Ann and LeRoy were married 71 years.

Ann enjoyed gardening, sewing, quilting, bingo, making loomed rugs and playing cards. Ann also loved to make mittens for the local elementary school

Richard “Hunk” Wolf The Mass of Christian Burial, celebrating the life of Richard “Hunk” Wolf, age 83 of Albany, will be 11:00 AM, Friday, November 11 at the Seven Dolors Catholic Church in Albany. Burial will be in the parish cemetery.

Hunk died unexpectedly Thursday at the St. Cloud Hospital. There will be a visitation from 4-8:00 PM, Thursday and again after 10:00 AM Friday at the Seven Dolors gathering space in Albany. Seven Dolors parish prayers will be at 4:00 PM followed by the Albany Fire Department, the Albany American Legion and the Knights Of Columbus who will pray a rosary at 6:00 PM. Arrangements are being made by the Miller-Carlin Funeral Homes.

To Legislative Leaders and Governor Dayton

By Gregory M. Davids, State Representative, District 28B House Republicans have been hard at work finding solutions to the health care crisis currently facing Minnesotans. I am writing to provide an update on our proposed fixes for your consideration and will continue discussions with my fellow MNsure Legislative Oversight Committee Co-Chair Sen. Tony Lourey.

Furthermore, I am urging Governor Dayton to begin immediate work on seeking an emergency one-month extension of the open enrollment period to allow the Department of Commerce maximum time to pursue any and all options to bring more carriers or plans into the MNsure marketplace.

We know this is a crisis facing Minnesota families, and it’s clear we must address both cost and choice as we approach the open enrollment period. There’s no doubt Minnesotans will need premium relief, but we also need to help Minnesotans keep their doctor and make sure plans are available once caps are met so Minnesotans have coverage on January 1st.

Five counties representing 5 percent of Minnesota’s population will have zero uncapped health plans through MNsure starting on November 1, and that uncapped plans are likely to force thousands of Minnesotans to switch doctors or deal with huge out-of-network costs.

We need fixes that will lower costs, help Minnesotans keep their doctors, and increase their choices. Proposed fixes are as follows: Lower Costs • Create an immediate tax credit that applies to Minnesotans who purchase health insurance both on and off the MNsure exchange that has eligibility beyond current federal subsidies to buy down premium costs. If even one Minnesotan can keep their doctor or find an affordable alternative, Governor Dayton should put the full force of his administration behind lobbying the federal government to allow access to credits off the exchange.

Keep Doctors • Create a tax credit to reduce out of-network-costs that arise from seeking care from a long-time primary care

physician. Minnesotans were promised that if they liked their doctor they could keep their doctor, but too many are losing their long-time doctors due to narrow networks. Continuity of care needs to be addressed to ensure that we do not lose sight of the importance of actual health care when we look at the problems with health insurance coverage.

More Choices • Allow Minnesotans to purchase non-qualified health plans (QHPs), and seek a federal waiver to waive tax penalties for those who purchase a nonQHP insurance plan. If the federal government will not approve the waiver, Minnesota should provide a rebate to cover the cost of the non-QHP penalty.

• Allow sole proprietorships to purchase small group coverage—this would help farmers and other self-employed Minnesotans access to options that may help lower costs or keep their doctors.

• Reduce stop-loss attachment point and lower the threshold needed for small businesses to self-fund insurance for their employees. Current requirements make it prohibitively expensive for many small business to provide insurance for their employees. Reducing the stop-loss attachment point would make it more affordable and increase the number of small businesses who provide health insurance to their employees (This proposal, HF294, passed the House 91-38, but was not taken up by the Senate).

We owe it to Minnesotans to exhaust every available option to fix this crisis. This must include meaningful efforts to bring Minnesotans more affordable health care choices.

Hannah Luedtke easily won her first superior typing medal in 5th grade by shattering the goal of 70 wpm and ended the school year with 90 wpm. In order for her to win another great achievement medal in 6th grade, she needed to attain a score of 105! Last week she accomplished 105 wpm, but Mr. Drill, her Language Arts teacher, makes all students “prove it” in order to receive a medal. Hannah not only proved it, she scored a 107wpm to seal the deal.

Cultural Café Film Festival: ‘Skins’

The feature film “Skins” will be shown at 5:30 p.m. Nov. 17 in the St. Cloud Hospital Hoppe Auditorium as part of CentraCare Health’s Cultural Café Film Festival.

This film is about two brothers, Rudy and Mogie, who live on the Pine Ridge Indian Reservation in South Dakota. The people of Pine Ridge typically struggle with joblessness and alcoholism. The brothers have vastly different lifestyles. Mogie is a Vietnam veteran with a drinking problem. Rudy is a re-

Think about this too. If you buy a complex and live on the property, you’ll have to set down and enforce some strict renter’s guidelines. Living with renters can be tricky, because they’ll have access to you 24 hours a day, and some of them will abuse the privilege.

Check for Invasive Species When Closing Cabins for Winter

The Minnesota Department of Natural Resources is reminding lake property owners to carefully check boats and trailers, docks and lifts, and all

other water-related equipment for invasive species when closing cabins for winter.

Several recent new zebra mussel confirmations were initially reported by people making end of season inspections of docks, boats and boat lifts.

“These recent confirmations serve as a reminder of the importance of carefully examining all equipment when taking it out of the water,” said Heidi Wolf, DNR invasive species unit supervisor. “A few simple steps now can help prevent the spread of zebra mussels and

SOS In Our Schools

By Amanda Lynn Hinson Shiny Object Syndrome, or SOS. It’s the term business people use to expose that ever-enterprising spirit that has no focus and takes you nowhere.

Those who suffer from SOS create a habit of looking for the next best thing, creating a very expensive addiction to the newest, shiny objects and ideas for sale. The way people fall into this trap is by having no clear goals or abandoning existing plans.

It’s evident, that with the advent of Google, iPads, Chrome Books, and smart phones, schools today have been caught in the trap of a novice entrepreneur who has no business plan. These companies dangle the hanging fruit, combined with hypnotizing government powers that reward the takers with taxpayer money. Our schools are at least forced to consider every shiny object and then be judged if they don’t get on the bandwagon like everyone else with at least one of them. This should not be.

The business of teachers is to teach.

The business of educational boards is to steer the education of our children. The business of our government should be about governing. Instead, it seems savvy salesmen came along with a pitch on how technology will change the world and be the best new thing and only thing worth learning or learning through, and all levels of education aim to embrace every new method and gadget like a giddy child in a candy store. After the device is obtained, enjoy more shiny objects in the apps and clouds and drives!

Nobody remembers that it’s the business’s job to market, sell, and profit! And remember the term “user-friendly”? That’s how the tech industry used to market their products-- you didn’t need a school to teach you how to use it!

Where are the voices of wisdom in our education system that recognizes what is happening? Unfortunately, that’s what is shut down.

The worrisome issue with SOS in our schools is that the usual benchmarks that we used to maintain for successful teaching are not the main focus in the student’s day-to-day operations.

Instead, it’s a device. Our children are missing more assignments because they ran out of battery before submitting their worksheet through an iPad on time. Or they forgot their Chrome Book at school. Kids with devices nearly demand an Internet connection at home in

order to access their assignments. And even notes home from school are being sent to our kids in a private email--how is that ethical to have adult-child communication in private emails?

Like anyone with an addiction, schools suffering from SOS may be in denial that they have a problem. The codependent government institutions enable them. As someone who really cares about the future of our country and has worked in the ever-evolving technology industry since 2001, I can easily predict the devices will be outdated when today’s young students get out of college. Everyone will never be satisfied with what they have when they have SOS. I want to see education further future generations to function wisely, knowledgeably, and honorably regardless of the shiny object in hand. I urge schools and educational authorities at all levels to evaluate themselves for SOS. Get immunized by getting an audit on your student-teacher activity and stop inviting every salesman to board meetings. Forget about Big Brother, Uncle Sam or your Godfather who keep driving our students to be a user and makes you the dealer.

Let me talk to you like I talk to businesses suffering from SOS. Evaluate your focus. Is it on educational priorities, or are you spinning your wheels on gadgets? Do you have plans for your students that can be obtained without a power cord? Does your educational plan have purpose? I hope the purpose is to teach foundational principles students can use in any line of work, with or without a computer. It’s time to stop the spending binge, regardless of the payer. The DNR recommends these steps for lake property owners: • Look on the posts, wheels and underwater support bars of docks and lifts, as well as any parts of boats, pontoons and rafts that may have been submerged in water for an extended period.

• Hire DNR-permitted lake service provider businesses to install or remove boats, docks, lifts and other water-related equipment. These businesses have attended training on Minnesota’s aquatic invasive species laws and many have experience identifying and removing invasive species.

• Contact an area DNR aquatic inva-

sive species specialist if you think you have discovered an invasive species that has not already been confirmed in your lake.

It’s especially important to keep docks and boat lifts out of the water for at least 21 days before putting them into another body of water. This state law is central to the training DNR-permitted lake service provider businesses receive. Anyone transporting a dock or lift from the adjacent shoreline property to another location for storage or repair may need a permit, to help prevent the spread of aquatic invasive species.

The Secret of Being Content

By Sheila Ripplinger What exactly does it mean to be content? We do not hear much about being content anymore do we? Webster’s dictionary definition is: ‘Happy enough with what one has or is, not desiring something more or different.’

With thoughts and conversations wrapped around Thanksgiving this month, maybe we could all tap into the true secrets of being content. Realistically, gratefulness is the foundation of contentment.

Before learning the secret though, we first must recognize the obstacles that keep us from knowing the secret. We live in a world where commercialism, marketing, and advertising is constantly telling us that we need more stuff! We need to look a certain way- a different way than what we see in the mirror. We are repeatedly hearing the message that we should not be satisfied with what we have or with who we are. So, we continue to shop around for change in one way or another seeking for that secret of being satisfied.

Selfishness, greed, and pride are the power sources that drive us full throttle away from being content. They are usually wrapped in appealing packages that tell us that we will be happy if we just have this one more thing! If we just use the right make up or have that latest toy.

If asked to think of one person who you can say is a content person, would a name come to mind immediately or would you need to have some time to mull that over?

My Grandparents would come to my mind. They had very little in the aspect of material possessions, yet they were a true example of contentment from what I observed through knowing them. How could they be so content while living with so little? Perhaps they knew the secret was not found in being surrounded by expensive things?

In Philippians 4:12, the Apostle Paul says that he indeed learned the secret of being content in any and every situation.

He goes on to say that whether well fed or hungry, living in plenty or in want, he knows the secret!

A few verses earlier, Paul suggests not to be anxious about anything, but in everything, by prayer and petition, with

‘Thanksgiving’, present your requests to God. There is so much that we can learn from Paul especially in this area of contentment! He of all people had plenty of excuses to be filled with anxiousness. He was beaten to almost death, imprisoned for the Gospel, and falsely accused- to name a few reasons. Yet he learned the secret was found in the peace of God, which transcends all understanding!

Prosperity, unbeknownst to the world in which we live, can be one of the greatest sources of discontent. Yet sadly, even some preachers try this ‘prosperity teaching’ to get people excited about church. Why? Because looking around, we have believed the materialistic deceptions that have been imbedded into our minds that ‘if we only had more, then we could be happy.’

That is not where the secret is found. The true source of Paul’s abiding strength was found in Christ. Human weakness, illness, or personal trials and struggles, are ideal opportunities for God to display His divine power through His people that rely of Him. Jesus said to Paul in 1Corinthians 12:9~ “My Grace is sufficient for you, for my power is made perfect in weakness.” This was during a painful, irritating, physical thorn in the flesh that Paul was dealing with. He personally knew what it was like to struggle in all forms, yet he held on to the secret!

Learning to be content- during our trials especially, is one of the secrets to true contentment. In Matthew 6:25-34, Jesus tells us not to worry. He tell us, “Seek first His kingdom and His righteousness, and all the things you need will be given to you as well.”

My son has a simple yet complicated quote that I believe we could all learn from. ‘Sometimes I get my needs and my wants a little mixed up!’ How true this is for us earthbound humans! Learning that, we may at least slightly, tap into one of the true secrets of being content!

Swanville City Public Hearing October 4, 2016 A public hearing was held in the Swanville Center on October 4, 2016. Members present: Sandy Lange, Norm Carlson, Tony Maciej, Jay Bartkowicz, and Jim Molitor. Also present: Jon Jungers representing Rotomolding, Jason Murray from David Drown Associates, Carol Anderson from Community Development of Morrison County, and Mark Hallen.

Mayor Lange opened the hearing introducing Jason Murray who introduced the proposed TIF District plan to assist Rotomolding Inc with their expansion. Rotomolding is planning on adding onto their existing building and building a 72’x120’ shop. With this expansion seven new jobs will be created. Jungers, Anderson and Murray answered questions from council members. When discussion was over, Mayor Lange closed the public hearing meeting at 6:40 p.m.

Mayor Lange presented to the council resolution #161004: Norm Carlson made a motion to adopt resolution #161004 Approving the Modification of Municipal Development District No. 1, Modification of the Development Program Relating Thereto; The Establishment of Tax Increment Financing District No. 1-6 Within Municipal Development District No. 1 And Adoption of the Tax Increment Financing Plan Relating Thereto.

Whereas: A. It has been proposed that the City of Swanville, Minnesota (the “City”), modify Municipal Development District No. 1 and a De-

velopment Program relating thereto and create Tax Increment Financing District No. 1-6 within Municipal Development District No. 1 and adopt a tax increment financing plan with respect thereto, under the provisions of Minnesota Statutes, Sections 469.124 to 469.134 and 469.174 to 469.1794 (collectively, the “Act”); and B. The City of Swanville has investigated the facts and has caused to be prepared a modification of the development program for Development District No. 1 and a tax increment financing plan for Tax Increment Financing District No. 1-6; and C. The City has performed all actions required by law to be performed prior to the modification of Development District No. 1, modification of the Development Program relating thereto, creation of Tax Increment Financing District No. 1-6 within Municipal Development District No. 1 and the adoption of the tax increment financing plan relating thereto, including, but not limited to, notification of Morrison County and the Swanville Public School District having taxing jurisdiction over the property to be included in Tax Increment Financing District No. 1-6, and the holding of a public hearing upon published and required notice as required by law.

Now, Therefore, Be It Resolved by the City Council of the City of Swanville as follows: 1. Municipal Development District No. 1 and Tax Increment Financing District No. 1-6 within Municipal Development District No. 1. The City hereby approves the modification of Municipal Development District No. 1 and of the Development Plan relating thereto, and the establishment of Tax Increment Financing District No. 1-6 within Municipal Development District No. 1, the boundaries of which are fixed and determined as described in the Tax Increment Financing Plan.

2. Tax Increment Financing Plan. The Tax Increment Financing Plan is adopted as the tax increment financing plan for Tax Increment Financing District No. 1-6, and the City Council makes the following findings; (a) Tax Increment Financing District No. 1-6 is an economic development district as defined in Minnesota Statutes, Section 469.174, Subd. 12.

The reasons and facts supporting this finding are that the proposed development described in this TIF Plan meets all of the criteria listed in Sections 12, 17 and 18 of the Plan. (b) The proposed development in the opinion of the City Council, would not occur solely through private investment within the reason-

ably foreseeable future and that the increased market value of the site that could reasonably be expected to occur without the use of tax increment financing would be less than the increase in the market value estimated to result from the proposed development after subtracting the present value of the projected tax increments for the maximum duration of Tax Increment Financing District No. 1-6 permitted by the Tax Increment Financing Plan.

The reasons and supporting facts for this finding are that the developer has indicated that without use of tax increment financing the project(s) could not proceed.

The Authority also finds that due to the amount of time the site(s) have sat in their current condition, the Authority finds no reason for additional development to occur without TIF assistance. Therefore, the Authority reasonably believes that the expected increase in market value at this site without TIF assistance would be minimal. A comparative analysis of estimated market values both with and without establishment of the TIF District and the use of tax increments has been performed. The property has had limited economic activity over the past five years, so we are projecting a small rate of 1%. Such analysis indicates that: 1. The increase in estimated market value of the proposed developments is $2,000,000; 2. The present value of expected tax increments collected over the maximum duration of the TIF District is $324,931 3. The expected increased estimated market value of the site without use of tax increment is $30,708; and 4. Even if some development other than the proposed development were to occur, the City Council finds that no alternative would occur that would produce a market value increase greater than $1,675,069 (the amount in line 1 less the amount in line 2) without tax increment assistance. (c) The Tax Increment Financing Plan for Tax Increment Financing District No. 1-6 conforms to the general plan for development or redevelopment of the City of Swanville as a whole.

The reasons and facts supporting this finding are that the current zoning of the property provides for commercial development as a permitted use, and rezoning will not be required. (d) The Tax Increment Financing Plan will afford maximum opportunity, consistent with the sound needs of the City of Swanville as a whole, for the development or redevelopment of Tax Increment Financing District No. 1-6 by private enterprise.

The reasons and facts supporting this finding are that the development activities are necessary so that development and redevelopment by private enterprise can occur within the Development District.

3. Public Purpose. The adoption of the modified Development District and Tax Increment Financing Plan conforms in all respects to the requirements of the Act and will help fulfill a need to develop an area of the City which is already built up to provide employment opportunities to improve the tax base, and to improve the general economy of the State and thereby serves a public purpose.

4. Authorization of Interfund Loan. The City hereby authorizes internal funding in a principal amount equal to all Project costs listed in the TIF Budget ($415,522).

General Fund, repaid over the term of the TIF District, and include interest at a fixed rate of 4.0%. (This interest rate is the greater of the rates specified under Minnesota Statutes 270C.40 and 549.09.)

5. Certification. The Auditor of Morrison County is requested to certify the original net tax capacity of Tax Increment Financing District No. 1-6 as described in the Tax Increment Financing Plan, and to certify in each year thereafter the amount by which the original net tax capacity has increased or decreased in accordance with the Act; and the City Clerk-Treasurer is authorized and directed to forthwith transmit this request to the County Auditor in such form and content as the Auditor may specify, together with a list of all properties within Tax Increment District No. 1-6 for which building permits have been issued during the 18 months immediately preceding the adoption of this Resolution.

6. Filing. The City Clerk-Treasurer is further authorized and directed to file a copy of the amended Development Program and the Tax Increment Financing Plan with the Commissioner of Revenue and Office of the State Auditor.

The motion for the adoption of the foregoing resolution was duly seconded by member Jay Bartkowicz and upon vote being taken thereon, the following voted in favor thereof: Mayor Lange, Jim Molitor, Tony Maciej, Norm Carlson, and Jay Bartkowicz; the following voted against the same: none.

Whereupon said resolution was declared duly passed and adopted.

Jason Murray then presented the council with the Development Agreement with Rotomolding Inc. After discussion, Jim Molitor made a motion to accept the terms of the assistance agreement for this project. Norm Carlson seconded the motion. All members voted in favor, motion carried.

Mayor Lange has visited with Kevin Festler on surveying the land on the corner of Springbrook Drive and First Street (County Road 102).

Lange stated that to survey the rezoned lot would cost $2,200.00.

To have the land to the north of the rezoned land surveyed with the rezoned land would be $3,500.00.

Jim Molitor made a motion to have Festler survey the entire section of land from the corner of First Street and Springbrook Drive north. Tony Maciej seconded the motion. All members voted in favor, motion carried. Having the additional land of approx. 375’x300’ north of the rezoned lot would be a beneficial area to sell lots to put houses on.

Since this section is considered commercial the council plans to rezone it to residential. A public hearing is set for Thursday, November 3, 2016 at 6:30 p.m. in the Swanville Center to hear public input.

The newly rezoned area needs to be named. After discussion, it was decided to have the area be named as the Berkey Addition and the road going through the middle of the land will be called Berkey Avenue North.

Council asked Mark Hallen, city engineer, to have for the next council meeting, a cost estimate to put in a new road and to bring water and sewer into the new addition. A TIF District would be set up for this project. Hallen informed council that there will not be grant funding for this project because of a vacancy documentation not available through Morrison and Todd Counties, which is needed to complete the grant application.

After looking at the delinquent utility report council decided that water turnoffs will occur on Mondays or Tuesdays and any account over 90 days payments must be made in cash, credit card or money order. No personal checks will be accepted on overdue accounts when water is turned off.

The Swanville Lions Club would like to have a large screen TV put into the park building. The Lions would pay for monthly satellite service. The TV could be used by building renters, training for 1st responders, fire department and other organizations. Jim Molitor made a motion to purchase the TV,

The Clerk has checked with the State of MN and it is alright for the Pub to sell hard liquor using the Pub’s license on the Carnival grounds because of it being a city event. With that information council did not see a problem with the sell of hard liquor during the Carnival.

Council decided to change the November monthly meeting to Thursday, November 3, 2016 being Election Day falling on Tuesday, November 8. A public hearing will take place at 6:30 p.m. followed by the regular monthly meeting.

The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Tony Maciej seconded the motion. All members voted in favor, motion carried.

A Public Hearing will take place at 6:30 p.m. on November 3, 2016, to discuss a rezoning of the land to the north of the corner lot on Springbrook Drive and First Street.

The next regular monthly meeting will be held following the public hearing.

There being no further business, a motion was made by Jay Bartkowicz and seconded by Jim Molitor to adjourn. All members voted in favor, motion carried.

By Lisa Dugan, DNR boat and water safety outreach coordinator Q: What are some good life jacket options for late season waterfowl hunting?

A: Without question, the best life jacket for late season waterfowl hunting is the one you will wear. The greatest danger a hunter faces on the water is drowning due to not wearing a life jacket. So, whether it’s an inflatable vest or belt pack, float coat or foam-filled vest, picking a style you’ll consistently wear is the most important consideration. Low-profile inflatable styles have become increasingly popular in recent years and are an excellent option for hunters who otherwise would not wear a life jacket.

However, late season waterfowl hunters face an even greater risk of drowning during the “cold water” months, when hypothermia and cold water shock make survival without a life jacket much less likely. For that reason, a foam-filled life vest or float coat is the safest choice for late season hunters, as the foam provides some insulation against cold water should you fall in.

Float coats are an especially convenient option: They are warm and waterproof, come in a variety of popular camouflage patterns, and eliminate the need to wear two outer layers (a jacket and life jacket).
