Make decisions that make a difference T. Boone Pickens, the late famed oil prospector and corporate raider, said in commencement remarks at George Wa s h i n g t o n University: “Be willing to make decisions. That’s the most important quality in a good leader. Don’t fall victim to what I call the ‘ready-aim-aimaim-aim syndrome.’ You must be willing to fire.”

It’s common knowledge that most people simply do not like to make tough decisions. That’s why the frustrated executive replaced the “In” and “Out” trays on his desk with one labeled “Stalled.”

We are at a critical point for many businesses right now; decisions made today affect the future survival of every operation. The pandemic has stalled all kinds of decisions that would have been five-minute conversations just weeks ago.

And so many decisions were made for us by government orders. Can’t overrule those.

So how best to approach these pressing issues that are within our control

Sigmund Freud and his niece once discussed how difficult it was for some people to make a decision. He said, “I’ll tell you what I tell them. I ask them to toss a coin.”

His niece said, “I can’t believe it.

You, a man of science, guided by senseless chance!”

Freud answered: “I did not say you should follow blindly what the coin tells you. What I want you to do is to note what the coin indicates. Then look into your own reactions. Ask yourself: Am I pleased? Am I disappointed? That will help you to recognize how you really feel about the matter, deep down inside. With that as a basis, you’ll then be ready to make up your mind and come to the right decision.”

We grow by making decisions and assuming responsibility for them. You’re not going to be right all the time. In fact, President Harry Truman said, “Whenever I make a bum decision, I just go out and make another.”

One of his predecessors, President Theodore Roosevelt, had a little different take: “In any moment of decision, the best thing you can do is the right thing, the next best thing is the wrong thing, and the worst thing you can do is nothing.”

Sitting on a decision too long just creates a new problem. Not making a decision is doing nothing.

Counselor and researcher Trudi Griffin says there are simple ways to make the decision process less intimidating, such as “identifying the worst case scenario, making a spreadsheet, and following your gut instinct.” In addition, she recommends considering whether the decision will be permanent. “Most decisions are reversible, so you can take comfort in knowing that if you hate your decision, you can always make a change to fix the situation later on.”

In addition, she counsels to “learn to distinguish between an impulse and intelligent decision.” Once you’ve weighed your options, you can usually figure out if your first reaction was reasonable or a quick fix. Take a breath and give yourself time to think.

Ask any CEO or manager if they are proud of all the decisions they have made, and I will guarantee that the answer will be no. But ask them if they learned from their mistakes, and I will also guarantee that the answer will be yes, at least from the smartest ones.

Good decision-making is learned.

It stems from good judgment, which is also learned, frequently the hard way.

But with practice, good decision-making becomes much easier.

Strong leaders have no problem in making decisions. They are confident that their decisions are the best. Warren Buffett, CEO of Berkshire Hathaway, said, “My idea of a group decision is to look in the mirror.”

Buffet takes responsibility for his decisions, and his stockholders trust his judgment. Therein lies another facet of decision-making: owning your decision.

Celebrate when you’ve made the right choice and find a fix when you haven’t.

“The Good Old Days” -By Tom Kuehne Thoughts For many of us, the first vacuum cleaner in the home was an Electrolux tank type cleaner.

Someone your mother knew had purchased one of these and was so very impressed with how well it worked.

M o t h e r contacted a store to have someone come to the house to demonstrate the machine’s miraculous abilities. The salesman put the floor cleaning accessory on the end of the metal hose and cleaned the floor in the living room. After bragging about what a great job the machine had just done on the floor and how fast the job was completed, it was now time to really show how the machine worked. He then placed a brush attachment on the end of the metal hose along with a small square of white cloth and vacuumed the drapes.

After just a few moments, he stopped the machine and removed the white cloth from the hose, showing a dark circle, which was the dirt that the fantastic machine had removed from the drapes.

Mother was impressed and knew right away that she had to have this machine.

Dad had to buy it for her. I don’t think that dust was regularly removed from drapes, so the demonstration on the drapes was quite easy and effective. One doesn’t want anyone, including the salesman, to think your house is dirty!

A reader lived in Bloomington, Minn in the area near the old Met Stadium. As a child, there were a lot of small aircraft landings near his home. This would take place during the 1930’s. One day he watched a bi-plane taking off and noticed that something fell from the plane. He went to find what fell, filled with anticipation about what the object could be. He found a Navy fire extinguisher. He was told that he must turn the extinguisher over to the Navy, but after serious consideration, he felt that he would be more happy applying the finders-keepers rule, so he kept it. Through the years, the story of the fire extinguisher was a great part of new conversations.

A bus driver related a story about his first school bus route, which included some difficult travel during winter months. In one spot, the road made a very sharp right turn, followed by a steep upward grade.

Since the road was usually covered with ice, it continually caused the bus to be late to school. The problem was solved by a local farmer who kept spreading manure on the road when it became slippery. Problem solved! This was during a time when individuals didn’t have to take walks to get exercise and of course they totally avoided that hill during the spring thaw.

There is a species of fish in our area that many of us are not aware of. It is called a Buffalo Fish. It is a type of carp.

It may live as long as 100 years and grow to over 50 pounds. In my early years, a neighbor had three of them in the back of his pickup, all of them were well over 50 pounds. Recently a local lady was in her spearing house, when this monster moved through on the lake bottom, actually causing her quite a scare. She later discovered that it was a Buffalo Fish.

While discussing Buffalo Fish with one of my readers, he told of going out to the swampy area near the river in the spring and finding them trapped in shallow water after they had spawned and the water level decreased. They were a part of the food of the early settlers and their flesh is still available in specialty fish markets.

The scales are as large as a hen’s egg. My reader said that as a kid, he and a couple of neighbor kids shingled a dog house with the scales of Buffalo Fish. This may be an example of what to do during our current confinement. Or not!

April 26, 2020: Around 10:00 p.m., Deputy Zach Milne was dispatched to an unreported property damage/hit and run accident at Spring Haven Road and Riverview Road in Grove Township, just outside the city of Melrose. A truck went off the road, struck a power pole, leaving lines hanging, and then left the area. There were fresh “burnout” marks on the road. The caller said they saw two trucks driving fast in the area. The trucks appeared to be following each other and he later heard a loud bang. Vehicle parts were left behind and a couple of vehicles drove by and they noted the license plates. The driver, Kade Feldewerd, 19, of Freeport was eventually located and admitted his complicity in the crash. The 1999 Ford F-250 truck was also located.

Burning Ban: Stearns County has had six fire calls in the last week. There were a couple small ones and a few that resulted in citations. The first fire was a small grass fire in Sauk Centre Township. A gentleman was checking on his property and driving on a field road. He stopped his truck to check on a few things and came back a short time later, the grass underneath the truck started on fire and spread to the surrounding area. There was only a 15 square foot area or so that was burned.

A larger grass fire in North Fork Township. An ATV had gotten hot and started the grass on fire.

Getty Township: The landowner was burning a large field. When the deputy arrived, along with Sauk Centre Fire Department, they informed the landowner about the burning ban, which he said he was unaware of. The deputy issued a citation for this fire.

Besides a recreational fire, you need a permit to burn anything. If you have any questions, contact the local MN DNR at 320232-1074.

Motor Vehicle Crash with Injuries: May 3, 2020: At 7:13 a.m., the Stearns

County Sheriff’s deputies responded to a one vehicle accident with injuries near the intersection of County Road 3 and County Road 17 in Holding Township. Eddie Dillon, 71, of St. Cloud, was driving a brown 1998 GMC Jimmy southbound on County Road 3 approaching County Road 17. Mr. Dillon failed to stop for the stop sign at the T-intersection and went into a field. Mayo Ambulance transported Mr. Dillon to the St. Cloud Hospital for treatment of minor injuries.

Impairment does not appear to be factor in the crash.

Holdingford Fire Department assisted.

Dave Says -By Dave Ramsey Dear Dave, Should my wife and I tithe on our stimulus checks? She thinks we should, but I’m not sure. In my mind, we already gave our money to Caesar—so to speak—and now he’s just giving it back. What do you think?

Dear Luke, Well, it’s your money you’re getting back. The government doesn’t really create anything, it only takes money from us. And in this case, it gave you back some of what it took. I don’t really see that as a tithing circumstance.

The other side of the coin is that you really can’t go wrong being generous. The tithe is your baseline for generosity. You shouldn’t tithe or not tithe because of a set of rules, but if you’re having a theological or philosophical discussion about the tithe and how it works, I think your reasoning is sound.

It’s certainly not a salvation issue, but generosity is a good rhythm to have in your life. And honestly, these stimulus checks are kind of like tax refunds. You gave it to the government, and now they’re giving it back.

So, in my mind it’s okay either way.

I’ve just always had an attitude of when in doubt, it’s better to give.

-Nate Dear Nate, I’m generally pretty hardcore about sticking with the proper order while doing the Baby Steps. But in your case, with such a small amount left to pay on your home, I think I’d go ahead and knock that out.

Most of the people I talk to still have six figures left on their mortgages. There’s a big difference between that and the situation you two are in right now. Think about it, you guys could be completely debt-free by Christmas, and you’ve already started to make a move on retirement planning. I say go for it!

Mary C. Binsfeld

Mary Catherine Binsfeld, age 81, passed away Monday, May 4 at the St. Cloud Hospital. She was born on March 28, 1939 in Chicago, IL, the daughter of Anton and Elizabeth (Ziegler) Wagner.

She was united in marriage to Herbert Binsfeld on October 3, 1970 in St. Cloud; together they shared nearly 50 years of loving dedication to each other.

Mary will remain in the hearts of her husband, Herb Binsfeld; her five boys, Andy (Sherry) Binsfeld of Freeport, Tony (Sonda) Binsfeld of East Bethel, Peter (Lori) Binsfeld of Sartell, Matt Binsfeld of Sartell, and Nick (Ellen) Binsfeld of Moorhead; seven grandchildren; sister, Lorraine Johnson of Chicago; as well as other extended family and numerous friends.

She was preceded in death by her parents, Anton and Elizabeth; siblings, Herbert (Mary Lou) Wagner, Donald (Mary) Wagner; and brother-in-law, James Johnson.

Private family funeral services will be held.

A Memorial Mass in celebration of Mary’s life will be held at a later date.

Bryan E. Puchalla

Bryan Eugene Puchalla, 49-yearold resident of Bowlus died April 28 at his home. A private service will be held by family at a later date.

Bryan was born September 16, 1970 to Richard and Rita (Langner) Puchalla.

He attended school in Holdingford, graduating with the class of 1989. Bryan worked for AJ Spanjer as a bricklayer. He was a Union Bricklayer belonging to Allied Craft Local 1 of MN/SD/ ND. He enjoyed fishing, hunting, picking mushrooms and watching football and baseball.

He liked playing bocce ball and trapping turtle.

Bryan is survived by his father, Richard Puchalla, Sr.; brothers, Rick (friend Cindy) of Little Falls, Chris “Buds” of Holdingford; sisters, Karen Winscher (friend Scotty) of Bowlus, Lisa Piechowski of Orlando, FL; nephew, Blake Winscher of Little Falls and niece/Godchild, Savannah (Mark) Vilinski of Randall.

He is preceded in death by his mother Rita, October 7, 2009.

Memorial Mass of Christian Burial will be held at a later date due to the current Covid-19 conditions at St. Francis of Assisi Catholic Church in rural Freeport, for Paul Nicholas Keppers, age 84 of Albany, who passed away on Wednesday, April 22, 2020 at Pine Villa Centra Care Health in Melrose, MN. Inurnment was in the parish cemetery.

Paul was born on December 7, 1935 to Phillip and Lucy (Merkling) Keppers in Avon, Minnesota. He was a graduate of Tech High School in St. Cloud. Paul was united in marriage to Virginia (Ginger) M. Philipsek on October 10, 1960 at Immaculate Conception Catholic Church in St. Anna. Together, they worked on the family farm in Krain Township.

Paul was a member of St. Francis of Assisi Catholic Church in rural Freeport.

Paul was a loving husband, father, grandfather and great-grandfather. He loved creating things with wood and metal. He enjoyed eating sweet things, winning at card games and going dancing.

He is survived by his; children, Judy (Vince) Ikeogu, Jill (Rich) Wielenberg, Paula (Dean) Yacucha, Tom (Vickie) and Brad (Becky); a daughter-in-law Jane Keppers; 16 grandchildren and 8 great-grandchildren; his brother and sisters, Elmer Keppers, Ella Budde, and Ruth Kosel, and many nieces, nephews, relatives and friends.

In addition to his parents, Paul was preceded in death by his loving wife of 57 years, Ginger; his son Scott; brothers and sisters, Adam, Margaret, and Susan Keppers, Eva Schwinghammer, and Robert Keppers.

F u n e r a l services will be 11:00 AM, Thursday, May 7 at the St. Anthony Catholic Church in St. Anthony for Greg Hartung, age 41 of St. Joseph, who died on Saturday, May 2 at his home from a possible heart attack. Burial will be in the parish cemetery.

Greg was born September 3, 1978 in Melrose to Gerald and Bernice (Kunstleben) Hartung. He grew up in Holdingford and graduated from the Holdingford High School.

He married Ema Urness on May 3, 2003.

The couple moved to St. Joseph. Greg was the Manager at Casey’s General Store in St. Joseph. He was very active in his children’s activities, including sports, plays and Boy Scouts. He volunteered at Bethlehem Lutheran in St. Cloud, St. Anthony Catholic Church in St. Anthony and the Holdingford Public Schools. He was a member of the St. Anthony Catholic Church in St. Anthony.

Greg is survived by his parents, Gerald and Bernice Hartung, Freeport; his wife, Ema Hartung, St. Joseph; his seven children, Anna, Erin, Emily, Seth, Landon, Avery, and Ella Hartung, all at home in St. Joseph; his siblings, Randy (Amanda) Hartung, Freeport; Daniel (Sue) Hartung, Avon; Cheryl Hartung, Holdingford; Kim (Jacob) Wiechman, St. Rosa; Lynn (Jake) Brutger, Holdingford; and his mother-in-law, Jean Urness, St. Cloud.

He is preceded in death by his father-inlaw, Harlan Urness.

Todd County Sheriff’s Office

April 29, 2020: At 15:36 Jennifer Meagher of rural Long Prairie reported that a pivot irrigator had struck her house. It was found that a pivot irrigator belonging to Timothy Harvey had crossed County 5, struck Meagher’s house, began to go back, and struck utility lines causing the power to go out. No one was injured in the incident. The Todd County Sheriff’s Office was assisted on scene by Long Prairie Fire Department, Todd County Public Works, and Minnesota Power.

May 1, 2020: At 22:28 responded to a hit and run accident on 331st Avenue in Pillsbury.

A truck collided with a parked pontoon on a trailer causing severe damage. The truck then fled the scene. The next day a deputy located the truck at a residence on County 104. Jason Day of Alexandria, the driver, was cited for the incident.

May 3, 2020: At 04:52 assisted the MN State Patrol with a one vehicle rollover on US 71 just North of Browerville. Two juvenile occupants were thrown from the vehicle. Both were transported to the CentraCare Hospital in Long Prairie with serious injuries. Browerville Rescue, Browerville Ambulance and Long Prairie Amublance assisted with the accident.

May 3, 2020: At 07:21 a one vehicle accident was reported south of Long Prairie at the intersection of 6th St. and 220th St. A 2004 Honda Odyssey was south bound on 6th St. when it went through the intersection on 220th St. and hit several trees. The driver fled the scene.

May 5, 2020: At 17:48 responded to a report of a one vehicle accident near the city of Burtrum, 62nd St. & Franklin St. W.. The accident is currently underinvestigation.

Kenneth “Ken” Kulzer

Kenneth M. “Ken” Kulzer, age 80 of Greenwald, passed away surrounded by family on Thursday, April 30, 2020 in Alexandria, Minnesota.

P r i v a t e graveside services will take place at St. Andrew’s Parish Cemetery.

A Memorial Mass will be held at a later date after restrictions have been lifted.

Kenneth Michael Kulzer was born on July 20, 1939 in Melrose, Minnesota to Jacob and Clara (Engelmeyer) Kulzer.

He married Dorine Hinnenkamp on June 4, 1963 at St. Mary’s Catholic Church in Melrose. Ken and Dorine farmed outside of Greenwald until moving to town.

Ken was a member of St. Andrew’s Catholic Church in Greenwald. He was active in his community serving as past clerk for the Spring Hill Township Town Board, past Grand Knight of the Knights of Columbus, and St. Andrew’s Parish Trustee.

Ken was also a member of the Greenwald Rec Club, St. Andrew’s School Board, Catholic Aid, Greenwald Lions, the Holstein Association, and First District.

Ken enjoyed dancing, polka music and playing the concertina and drums. In addition, he enjoyed woodworking, playing cards, and spending time with his family and grandkids. He will always be remembered for his integrity, kindness, and witty sense of humor. Ken could always tell a good joke.

Survivors include his wife, Dorine; children, Sharon (John) Wilson of Sartell, Kevin (friend, Melissa) of Sauk Rapids, Mike (Julie) of Greenwald, Steve (Cindy) of Buffalo, Brian (Jen), Marvin (friend, Theresa), Sheila (Roylie) Fischer, and Brenda (Brian) Flaten, all of Alexandria; 16 grandchildren; five great-grandchildren with two on the way; sisters, Doris Schwegman of Sauk Rapids, Betty Lou (John) Thornell of Texas, and Karen (Jim) Gruber of Elrosa; aunt, Josephine Rehkamp of Sauk Centre.

Ken was preceded in death by his parents; brother-in-law, Don Schwegman; and nephew, Jamie Schwegman.

Edward H. Zinniel

F u n e r a l services were private for Edward H. Zinniel age 86 of St. Cloud who passed away Monday, May 4, 2020 at his home. Reverend Scott Pogatchnik officiated.

Entombment took place at the Assumption C e m e t e r y Mausoleum, St.

Cloud.

Ed was born October 11, 1933 in St. Francis, Minnesota to Martin and Mary (Gappa) Zinniel. He served his Country in the United States Army during the Korean War. Ed marred Mary E. Muellner on October 2, 1956 at St. Paul’s Catholic Church in Sauk Centre. He was employed by Mathew Hall Lumber Company from 1956 until retiring in 1998. Ed was a member of St. Augustine’s Parish, Men’s Group and the Two Cylinder Tractor Club. Ed played the drums for a polka band with his cousin Vic for 55 years playing weddings, dance halls and later years nursing homes.

Ed is survived by his wife, Mary; and sisters, Marcella Blenker of Melrose and Thrasilla Vogel of Albany.

He was preceded in death by his brothers, Virgil and Everett.

Theresa B. Evens

Theresa B. (Ludwig) Evens passed away surrounded by her children on April 30, 2020, at the age of 92. She was born to Henry and Stella (Keppers) Ludwig on April 19, 1928, and was one of 7 children. At the age of two, Theresa lost her mother, at which time her father married Marie Keppers. That union brought three more siblings to the Ludwig family.

Theresa married Jerry Evens on May 6, 1950. After a stint in the Army, Jerry and Theresa returned to Albany and had four children.

Theresa was employed by Mother of Mercy of Campus of Care for over 35 years.

She was awarded the ‘Minnesota Caregiver of the Year’ award for District D, in 1991. She was also awarded ‘The Diocese of St. Cloud Bishop’s Medal of Merit’ that same year.

Jerry and Theresa were avid collectors of Red Wing Stoneware and pottery and enjoyed traveling to auctions and Red Wing conventions. In recent years, Theresa commented that her life consisted of three C’s: Church, Crocheting, and Cards. She was an avid (and ruthless) player of 500, and crocheted over 350 prayer shawls for her community. Theresa had great wit and an easy smile. For her, there truly was no place like home.

Theresa is survived by children Joan (Don) Jackson of Reno NV, Patricia (Peter) Meelberg of Knoxville TN, Jack of Albany, and Jane (Gary) Simbeck of Pensacola, FL. She is also survived by 6 grandchildren, 10 great grandchildren, sister Mary (Ron) Sadlowsky of Avon MN, and brother Daniel (Mary) Ludwig of Red Wing MN, and many cousins, nieces, and nephews.

She was preceded in death by her spouse, Jerry, her father Henry, mothers Stella and Marie, brothers George, Francis, Vincent and John, sisters Lucy, Rita and Margaret, and daughter in law Deborah.

She was a member of Seven Dolors Catholic Church, the Christian Mothers Society, the Albany American Legion Auxiliary, and the Red Wing Collector’s Society.

After the restrictions have been removed, a visitation and a memorial mass will take place at Seven Dolors Catholic Church in Albany.

Frances “Fran” G. Koetter

F r a n c e s “Fran” G. Koetter, 74 year old resident of Swanville, MN, passed away Sunday, May 3, 2020, at Lake Hills Elderly Care in Cushing, MN. A private family visitation was held on Wednesday, May 6, 2020 at the Shelley Funeral Chapel in Little Falls, MN. A private family Graveside Service followed at St. John’s Catholic Church Cemetery in Swanville, MN with Father Ron Dockendorf officiating. A Memorial Mass will be held after current restrictions are lifted.

Frances “Fran” Koetter was born October 11, 1945, in Pierz, MN to the parents of Arnold & Edith (Wolf) Kimman.

She grew up on a dairy farm and learned how to work hard at a young age. She and all her brothers and sisters were expected to help with lots of the farm work and did it faithfully. She never complained about her upbringing and was proud of it. Her family was very religious, as God and church were a big part of family life. She learned from her upbringing of growing and raising lots of their own vegetables and meat and never wasting anything. She graduated from Father Pierz Memorial High School in 1963.

After four years of working at Munsingwear in Little Falls, she met Robert (Bob) Koetter and they were married on November 4, 1967, at St. John’s in Lastrup, MN. After their marriage, they purchased a hobby farm in Culdrum Township, where they raised some cattle and pigs. Fran was the one that was responsible for the chores and taking care of the kids, as Bob’s job required him to work long hours. Fran enjoyed living on the farm as she had a big heart and love for animals. She constantly had to have some sort of animal by her side. In 1980, Bob & Fran purchased a small-town grocery store in Swanville, MN naming it Bob & Frans Grocery. Having 6 children and a mortgage payment, they had to dig in and grow the business, which Fran played a big part in.

She was well-liked by the community and enjoyed it herself, pleasing people. Fran enjoyed spending time with her family and friends playing cards, going bowling and she loved to collect roosters. She helped start the Swanville Flyer and it became popular as the years went by. In 2002, she was diagnosed with Parkinson’s and she was forced to slow down. After 30 years of owning the business

Donald H. Atkinson, age 83 of Hamel, MN beloved husband and father, passed away peacefully from renal failure on April 29th at home.

Survived by loving wife of 59 years, 11 months, Kathy; children Kevin (Lisa), Marvin (Cheryl) and Karen; grandchildren Kimberly, Brian (Kaitlin), Steven (Heidi), Collin, David and Nathan; siblings Richard (Rita), Helen, Irene (Gene), Fred, John (Marlys), David (Gay), sister-in-law Marie, many nieces, nephews and treasured friends.

Don was born in Upsala, MN and graduated from Upsala High School. He served in the U.S. Army and married his high school sweetheart, Kathy. He was a graduate of Northwestern Electronics Institute (NEI College of Technology) and was a Production Engineer with Honeywell for 34 years, of which 18 years he was a field representative in the Military Avionics Division where the family lived in Klamath Falls, Oregon, Lake Charles, Louisiana, and Smyrna, Georgia.

He was a member of the Hamel American Legion, Lions and the Knights of Columbus.

Don was devoted to his family and was a devout Catholic. He treasured family, church, and country. He was known as “the guy with a plan.” He enjoyed winters with many friends in Fiesta Village in southern Texas.

Private family Mass of Christian Burial was held Tuesday May 5 at the Church of St. Anne, Hamel. Interment St. Anne Cemetery.

Burnhamville Township March 27, 2020 The regular meeting of the Town Board of Burnhamville was moved to March 27, 2020, instead of March 31, at the Burtrum Community Center, due to the stay in place order of Governor Walz which will start tonight. The meeting was called to order at 4:36 p.m.

by Clerk Shirley Hulinsky. Members present include Supervisors: Bruce Johnson, Mike Berscheit, Joe Muellner; Clerk Shirley Hulinsky; and Treasurer Pam Throener. Also present was Erv Herdering.

The clerk and supervisor re-elected were sworn in before the meeting.

The minutes from the regular meeting of February 25, 2020 were approved as presented on a motion

by Sup. Johnson and was seconded

by Sup. Berscheit. Motion passed.

For correspondence the township board members received letters concerning Swanville City water plan, life insurance offer, and reimbursement forms for presidential nominating primary.

A motion was made by Sup.

Berscheit to pay all bills numbered 5887 through 5905: Rev. $3,266.07; R & B 1,014.69. Sup. Muellner seconded the motion. Motion passed.

With this being the first meeting after the annual election the board conducted reorganizational issues. Sup. Johnson made a motion to select Sup. Berscheit for chair.

In the road report the supervisors discussed renting a bobcat from Little Falls Motors to use as ditch brush cutting. Roads are in good shape. Contractor will start grading soon. Contractor and board members will watch for frost boils.

Notes from the Capitol By State Rep. Paul Anderson

Entering home stretch of coronavirus-dominated session Two weeks remain in the legislative session, with the final day of regular session being Monday, May 18. So much has changed in the weeks since the coronavirus appeared, including how the Legislature operates.

Committee meetings are being conducted online, and floor sessions are limited to around 30 members in the chamber. The remainder of members are plugged in by either computer or phone.

The focus of our work has also changed dramatically. In the last few weeks, nearly all the bills passed have been related to Covid-19. The response needed to be quick, as the situation changed daily.

All of these additional measures dealing with the virus require additional funding. We have appropriated hundreds of millions of dollars, and more is probably necessary. There will be financial assistance coming from the federal government, but we need to fund these programs upfront.

Of great concern is what’s happening in the livestock and poultry industry. With packing plants either shut down or on a reduced schedule, market-ready animals are backing up in the system. Hogs are being euthanized, as the capacity of our processing system is well over a hundred thousand short of what’s needed. Between the closure of plants in Sioux Falls, S.D., and Worthington, Minn., our state has lost about 50 percent of its processing capability. There is some good news however, as JBS has announced it may at least partially re-open its plant in Worthington by mid-week and the Sioux Falls plant owned by Smithfield is also making plans to re-open soon.

fund in the Dept. of Agriculture to deal with the loss of livestock processing. The department is establishing a regional operation to immediately deal with swine disposal and composting. They are asking an additional $11 million to fund this operation.

Ag. Commissioner Thom Peterson also announced last week that the final payments from the state’s DAIRI program have been sent out. Nearly $8 million was awarded to around 1,800 dairy producers to assist them with covering the cost of premiums when they signed up for the federal dairy margin protection programs. The program worked well and was at least partially responsible for Minnesota having one of the highest percentages of dairy operations signing up for the programs.

My e-mail account has been busy with activity from folks who want to go back to work again. Their message is to end the stay-at-home order and allow some semblance of normalcy to return. To be fair, I’ve also received messages from those who urge caution with ending these orders too soon. Members of the Legislature want to work with Gov. Walz in coming up with plans on how to get small businesses open again, and to do it safely. As I’ve said before, those operations that can practice social distancing should be allowed to reopen. Many folks noted that big-box stores are busy, and their parking lots are full. And they ask if it wouldn’t make sense to open up more stores and spread out the number of shoppers who are out and about.

The governor extended his stay-athome order another two weeks until May 18. In his latest announcement, more businesses are able to offer curbside service.

We’ll see what happens then, as that date also coincides with the final day of the legislative session.

Treasurer’s report showed a balance of $86,187.95. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Muellner. Motion passed.

Shirley Hulinsky, Burnhamville Township Clerk Swanville City April 7, 2020 Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, April 7, 2020. The meeting was called to order 7:00 p.m. with the following members present: Sandy Lange, Deb Wood, Norm Carlson, Tony Maciej and Jim Molitor. Also present via conference call: Terry Lanoue with LP Sanitary, Diana Siebels with Waste Management, City Engineer Clif Allen, and reporter Sheila McCoy. Minutes from the March 10, 2020 Swanville City Council meeting were reviewed. After discussion, a motion was made by Tony Maciej to approve the minutes. Deb Wood seconded the motion. All members voted in favor, motion carried.

The treasures report was given.

A motion was made by Jim Molitor and seconded by Norm Carlson to approve the treasurer’s report. All members voted in favor, motion carried.

First item on the agenda was opening of the residential refuse and recycling bids. Two bids were received. Mayor Lange opened the bids and copies were made for the

council. Waste Management bid for the year was: $33,011.40, Long Prairie Sanitary bid $30,423.00. After discussion, Tony Maciej made a motion to hire Long Prairie Sanitary for a two-year contract with the option of a two-year extension.

Norm Carlson seconded the motion.

All members voted in favor, motion carried 5 to 0. The present contract with Waste Management expires May 31, 2020.

Clif Allen, city engineer, gave a report on the water tower repair.

The cost to repair the tower amount is $14,985.00 plus an overflow pipe for $8900.00. There has been a grant applied for in the amount of $10,000.00 from Mn Department of Health Water Source. Work on the tower should be completed by May 22 providing the weather is in our favor.

Allen stated that the Project Priority List that was sent in last year will be amended to include in the project: relocate water tower, new water meters and new well site with pump house. The PFA Intended Use Plan letter will be sent in June.

Finally, Allen reported on the Second North Berkey Avenue Addition. Moore Engineering will be doing a three-phase preliminary engineering report. The first phase will be putting in water, sewer, lift station and road. Second phase will be paving road and curb and gutter.

The third will include the water loop.

Land use permits were presented to the council. Both of the permits are on North Berkey Avenue and both met P & Z requirements. Frank and Julie Becker are requesting to build a house and put up a matching10x12 storage shed.

Jim Molitor made a motion to give a land use permit to the Becker’s.

Tony Maciej seconded the motion.

Frank and Helen Gessell are requesting to build a house also. Tony Maciej made a motion to give the Gessell’s a land use permit. Jim Molitor seconded the motion. All members voted in favor on both permits. Motion carried.

The play ground is open to be used at your own risk. No water turn-offs at this time. Residents are encouraged to continue to pay their utilities, if they can, the full amount will be due when the state emergency is lifted.

There was discussion about grain trucks leaving Jennie-O Mill, not employed by the mill, leave the grain bed uncovered. Grain residue is spread out on city roads and on Highway 28. Discussion also about some trucks not stopping at stop sign on the corner of Rhoda Avenue and Fourth Street. If this continues signs will be put up in the mill for drivers to see.

Reminder City wide clean-up day is scheduled for Saturday, May 16 from 9:00 am -11:00 am.

The following claims were presented for payment. Members of the council were furnished with a listing. Norm Carlson made a motion to approve the claims. Deb Wood seconded the motion. All members voted in favor, motion carried.

The next regular monthly meeting will be held Tuesday, May 5, 2020 at 7:00 pm.

Dear Motor Medics, I drive a 2014 Ford F150 with a 5.4 engine and I have installed a lot of accessories because I use it as a pilot car, and I take it camping often. When I am on the road, I camp probably 30 times a year. My problem is with the battery. I am on my second battery in the truck and I feel they should last longer than they are, but I need your advice as to which battery would be the best choice. I have seen new batteries lately called AGM batteries but do not know what they are. Are they better?

-Bill in Branson, Missouri AGM batteries stand for Absorbed Glass Mat and it is not a new technology, but a very good one that is coming down in price and is showing up in more batteries every year. AGM is a proven, very good strong battery design. AGM batteries typically can be discharged further and recharged fully more times than a traditional lead acid type battery and they work very well in the cars we have today with lots of either factory or aftermarket electronics added to them. These batteries are also less prone to leakage like a wet acid filled battery. We use them in many of our vehicles and we have installed them in our shop when a customer has a similar situation to yours and they need the very best possible battery that they can get.

-Take care, The Motor Medics Dear Motor Medics, My 2016 Ford Escape has a braking problem. When I drive it on a short trip, less than 50 miles and apply the brakes, it shakes just before a stop. I mean as I approach the stop sign just before I stop at about 3 mph the brake pedal shakes and I lurch forward, and I am afraid that I may crash into the car in front of me. The shop cannot duplicate the issue and I don’t

know what to do.

-Carry in Sheldon, Iowa Having a loss of brakes is always an uncomfortable and scary situation. We have experienced what you are going through before. The Ford Escape is not the only vehicle that this has happened to. Many cars and trucks with ABS which now encompass most every vehicle on the road have great braking systems but when they fail, any number of safety issues can come up. The one you have is most often caused by one or more of the wheel speed sensors not sending the proper signal to the ABS computer. If the computer thinks that one wheel is stopping faster than the others it releases pressure to that wheel and the car moves forward for a short time until the other wheels catch up. Often it is a simple sensor or wire that needs repair.

As with any safety system it should be repaired right away, and it may take more time at the shop.
