Mentoring works both ways -By Harvey Mackay Anyone who doesn’t understand the value of one minute hasn’t been paying attention to my good friend Ken Blanchard.

Starting with his “One Minute Manager” and moving through a series of bestsellers, he has shown his millions of fans how just sixty seconds can improve your chances for success.

Good news – he’s at it again, this time with “One Minute Mentoring,” a mustread for folks looking for some help and those who are prepared to offer it. He’s teamed up with Claire Diaz-Ortiz, a former Twitter executive and author of “Twitter for Good.” Their combined knowledge of intergenerational mentoring is presented in this fictional parable about the power of finding or being a mentor.

But shouldn’t mentoring be a longer process than just one minute? Ken and Claire would agree with that, but say that “the best advice we ever gave or received was given in less than a minute. In other words, the guidance that really made a difference did not come in the form of long, complex theories – it came in short, meaningful insights.”

As one who has been on both sides of the conversation, I couldn’t agree more. I am fortunate to have learned from a variety of mentors: my father Jack Mackay, my father-in-law Rudy Miller, my University of Minnesota golf coach Les Bolstad, my college adviser Harold Deutsch, businessman Curt Carlson, and many others. I owe much of my success to their guidance.

Understanding that I had a responsibility to give back, I have also mentored over one hundred young – and not so young – entrepreneurs. I usually learned as much from the experience as my mentees did. And it was worth every minute.

How did we find each other?

Sometimes through mutual friends, work events, even sitting next to one another on a plane. As the authors say, “When the student is ready, a teacher appears.

Mentors are all around you once you start looking for them.”

And it works both ways, they say.

They encourage people to become mentors because “you won’t fully discover, appreciate or leverage what you have until you start giving it away.”

Compatibility is important, and they describe two aspects of working with someone – essence and form. “Essence is all about sharing heart-to-heart and finding common values. “Form is about structure – how you might work together.”

Ken and Claire say that one of the biggest barriers people worry about is time: “It’s true that a mentoring relationship will take a little time, but a few hours a month is not going to do people in, especially when they realize how energizing and inspiring those few hours will be.”

They also acknowledge a couple other things that get in the way of mentoring – fear and uncertainty. A lot of people are afraid to approach potential mentors, they say, and potential mentors may be afraid that they don’t really know how to mentor.

Added to that, uncertainty about what mentoring really is and how the relationship works scares people away.

I’ve found that there isn’t a specific set of guidelines. Every mentor/mentee relationship needs to be tailored to the situation.

Ken and Claire created the MENTOR model to help people build successful relationships: “By creating a Mission, you’ll put the relationship on solid footing.

“By deciding how to Engage, you’ll have clarity about how to work together.

“By Networking, you’ll expand your horizons.

“By building Trust, you’ll deepen the bond.

“By creating Opportunities, each of you will grow.

“The Good Old Days” -By Tom Kuehne Fishing Dreams

Many of us who have fishing as a special hobby dream about a special body of water that we have either seen or have heard about. It is usually a small lake that is almost impossible to access. Nobody fishes the lake and you know that it is full of fish just waiting to grab your hook.

I personally experienced a fishing hole like the one previously described.

It was a body of water about 15 acres in size. A canoe was about the only access method. There was a very small creek entering the lake. There was a sunken boat across the creek, which required dragging the canoe across it. The creek had water in it, but it was almost choked with cattail weeds.

After the better part of an hour, you were able to reach open water. The first year we fished the lake, it was truly fantastic. The sunfish were plentiful and large. The bass were large and hungry.

Large crappies were constantly hitting our bass plugs. It was truly a kind of lake you dream about.

We brought some sunfish and crappies home and cleaned them up for a fish fry.

When the fish were fried they tasted like what you would think the muck on the bottom of the lake would taste. Of course, we didn’t bring any bass home, since we

didn’t feel they were good to eat. We still fished the lake, but it was all “catch and release.”

My neighbor also wanted to fish a body of water which was surrounded about a quarter mile of cat-tails on every side. He thought it would be possible to get out to the water in the winter. He struggled through the shoulder-high weeds, not an easy task. When he finally reached the iced-over body of water, he chiseled a hole. After letting a minnow down into the rather shallow water, he caught a northern. It was about 2 feet long and the head appeared to be about third of the body. The body was very slim and didn’t appear to be well proportioned. He caught two more northern and made the difficult hike through the weeds to go home.

After getting home he cleaned the fish and brought the meat to the house to be fried. He then went to the barn to feed the cows. When he was returning to the house, he saw his wife throw the iron frying pan and the fish out the door and into the yard.

She then informed him rather loudly that it would take her quite a while to get that ugly fish stink out of the house. He didn’t fish the swamp again.

Dreams about special fishing places are sometimes better left as dreams.

Reality isn’t always that pleasant.

your partnership, you’ll know if and when your season of mentorship has ended.”

Exactly what is a “season of mentorship?” From my own experience, I can tell you that I have mentored some people for a few weeks and others for years. As their needs have changed, I have sometimes directed people to other mentors who might have different insights.

I know my limitations!

Similarly, I have relied on my mentors, sometimes with months or years between those contacts. But I made a point of staying in touch so that they would realize how much I valued their help. I made sure they knew about my successes and appreciated their contributions toward

my goals.

“Mentoring will take some time and intention,” Ken and Claire say. “It also takes time and intention to learn to drive – but once you know how, you can really go places!”

Is Free Really Free Online? - By John Young Everyone loves free! We really love getting something for free! While the fly swatter you get for free at a local parade might really be free; online, free is never really free.

Let’s look at one of the most popular free online social media channels that nearly everyone uses: Facebook.

People love Facebook, and Facebook is free for users to go on and share life with friends and family. This has to be a win/ win for us right? One quote that has been around for over 25 years and still fits today is: “If You’re Not Paying For It, You Become The Product.” On Facebook, this is a very accurate statement.

Yes Facebook is free and will remain free to use for users (and you don’t need to share some statement on your Facebook page to keep this free service). They can make MUCH more money with Facebook selling YOU to advertisers. The question you might have is, “how am I the product they are selling?”

As part of the advertising capabilities within the Facebook Ad Manager, companies can use something called a pixel to track users logged into Facebook and where those users are going to visit websites that include a hidden Facebook tracking pixel. Ever go to a shopping website and then see those ads pop up on Facebook or Google? That is because of specific HTML code pixels inserted to track where you are going on a variety of websites.

Companies like Facebook and Google can track which specific websites you have recently visited, and they share that information with their advertisers so those advertisers can target you with their ads. You might visit a company that sells window shades and then notice you are getting a whole new series of ads on your newsfeed or on websites that feature Google Ads from window shade businesses.

Facebook is semi unique in this tracking aspect since they have more private information and directed access to your friends and things you like. That means, for example, that if your friends like a certain type of car, you can be targeted for that company’s car ad just because of the connections that Facebook knows about

and can exploit with their advertising system. Your private information might mean that If you are the right age in the right geographic area, you might be targeted for ads for an upcoming concert coming to the area that would appeal to someone like yourself.

Virtually, your whole online experience is tracked. Someone can track where you are, where you have been, and suggest where you should go next for more similar items for which you might have interest.

Sound scary?

Studies find that most really don’t care. In those studies, more find they LIKE the ability for their information to be used to customize their online experience so they are seeing things they like to see or that they want to experience.

Can you stop the tracking? There are some browser plugins that allow some blocking of tracking and can keep ads from showing up that would use pixels and targeted advertising. Some online users use these tools with a level of success.

But for the average web user, these tools are just not user friendly enough to assure privacy and still have full website access to your favorite websites.

Targeted and customized ads and online content is the new reality when your information is accessed and salable. Free will continue to be free on the internet, if you ignore the fact that your information and privacy is the product paying for the services.

Obituaries Alfrieda C. “Frieda” Roelike A l f r i e d a C. “Frieda” Roelike, age 92 of Elrosa, passed away peacefully surrounded by her family on Sunday, April 30, 2017 at her home in Lake George Township, Stearns County,

Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Thursday, May 4 at Saints Peter and Paul Catholic Church in Elrosa with Rev. Peter Kirchner officiating and Rev. Glenn Krystosek concelebrating. Interment will be in the parish cemetery.

Visitation will be held from 8:30 to 10 a.m. Thursday at Patton-Schad Funeral Home in Sauk Centre.

Alfrieda Catherine Weber was born August 24, 1924 in Lake George Township, Stearns County, Minnesota to John and Mary (Botz) Weber. On June 5, 1946 she was united in marriage to Innocent “Bud” Roelike at Saints Peter and Paul Catholic Church in Elrosa. Frieda has lived on the family farm near Elrosa her entire married life. In her youth, she enjoyed fishing, bowling, quilting and crocheting. Her needlework continued throughout her life but as her family grew, reading, cooking and baking, and flower gardening became her hobbies. She also enjoyed taking Gator rides and loved admiring her flower gardens.

Frieda was devoted to her church and her family. She was a lifelong member of Saints Peter and Paul Catholic Church in Elrosa where she was a member of the choir for over 70 years. She also was a member of the Elrosa Christian Women and Catholic United Financial. Frieda was a loving, caring, and a giving person not only to her husband and family, but to her

friends as well. She was always very proud of her children and grandchildren and loved spending time visiting with them.

Denis H. Notch, age 79 of St. Francis, died unexpectedly after complications from heart surgery on Tuesday, April 25, 2017 at the St. Cloud Hospital in St. Cloud, Minnesota.

A Mass of Christian Burial was held at 11 a.m.

Saturday, April 29 at St. Francis of Assisi Catholic Church in St. Francis with Rev. Mitchell Bechtold officiating and Rev. Ken Thielman concelebrating. Interment was in the parish cemetery with military honors by the Melrose Veterans Honor Guard.

Denis Herman Notch was born August 15, 1937 in Elmdale Township, Morrison County, Minnesota to Herman and Veronica (Herzog) Notch. He graduated from Upsala High School and enlisted in the National Guard where he was honorably discharged after six years of service. On October 26, 1968 he was united in marriage to Irene Krupa at St. Francis of Assisi Catholic Church in St. Francis. Denis farmed north of St. Francis until 2015.

He was an active and devoted member of St. Francis of Assisi Catholic Church in St.

Wilma Scheid

Services celebrating the life of Wilma H. Scheid, age 83 of Albany, was held at 11:00 AM, Monday, May 1 at Our Saviors Lutheran Church in Albany. Burial was in the church cemetery. Wilma died unexpectedly Wednesday at her home in Albany.

Wilma was born June 23, 1933 in Collegeville to Adolf and Olive (Lemke) Cigelske. She grew up in the Avon area and married Robert “Bob” Scheid on October 30, 1954 in Holy Cross Lutheran Church in St. Cloud. The couple lived in Minneapolis, Duluth, Eveleth and returned to Albany in 1993. Wilma worked as a sales associate for J.C. Penney in Duluth and Hibbing before retiring. She was a member of Our Saviors Lutheran Church.

Hildegard M. “Hilda” Rademacher

Hildegard M. “Hilda” Rademacher, age 95, of Melrose, died peacefully surrounded by her family on Tuesday, May 2, 2017 at the CentraCare Health Nursing Home in Melrose, Minnesota.

Mass of Christian Burial will be held at 11 a.m. Saturday, May 6 at St. John the Baptist Catholic Church in Meire Grove with Rev. Marvin Enneking officiating and Deacon Ernie Kociemba assisting.

Interment will be at St. Mary’s Cemetery in Melrose.

Friends may call from 4 to 8 p.m. Friday and from 8:30 to 10 a.m. Saturday at the Patton-Schad Funeral Home in Melrose.

Christian Mothers and Sts. Bernard and Elizabeth Council will pray at 6 p.m. followed by parish prayers at 7 p.m. Friday evening.

Hildegard M. Kemper was born June 12, 1921 in Melrose, Minnesota to Bernard and Mary (Stundebeck) Kemper. On October 20, 1941, she married Lawrence Rademacher

at St. Boniface Catholic Church in Melrose.

Hilda was employed at Jennie-O Foods in Melrose for 30 years. She enjoyed gardening, embroidering, playing cards, and going to the casino.

Hilda was a member of St. Mary’s Catholic Church of Melrose, Christian Mothers, and Sts. Bernard and Elizbeth Council.

Survivors include her children, Gerald (Joyce) Rademacher of Melrose, Jim (Julie) Rademacher of Melrose, and Kenny Rademacher of Melrose; eight grandchildren and ten great-grandchildren.

Hilda was preceded in death by her husband, Lawrence Rademacher on November 23, 2011; parents; brothers, Ben Jr, Edwin, Leo, and Arnie Kemper; sisters, Rita Storms and Martha Gallagher; and great-grandson, Brady Rademacher.

Serving as casket bearers will be Andy Rademacher, Dan Rademacher, Jeff Rademacher, Jason Rademacher, Scott Althaus, Ron Hellermann, Cole Arnzen, and Chad Rademacher. -Adam Dear Adam, I’ve got a bunch of real estate, and I love it. But I wouldn’t go the crowdfunding route as a way to get started in real estate investing.

I wouldn’t give someone money to buy real estate in a crowdfunding scenario, either.

The late Beverly Sills had a great saying: “There are no shortcuts to anyplace worth going.” Investing in real estate is wonderful when you do it right.

Get out of debt first, pay cash, and find great bargains. When you get in a hurry, and do dumb stuff like go into debt or get mixed up with partnerships in the process, real estate’s a horrible investment.

I admire your ambition, Adam. But I would advise you to follow my lead on this one. You’ll be glad you did!

Swanville Jr. High School April Student of the Month Seventh grader Mackenzie Morris is the daughter of John and Kim Lindemann. Mackenzie hopes to attend college someday to become a teacher or a nurse.

as a member of student council and the junior high volleyball, basketball, and softball teams. Mackenzie is in confirmation class at St. Peter’s Lutheran church, and last year she got second place in a Morrison County essay contest. In her free time, Mackenzie likes to play sports and spend time with friends and family.

April 26, 2017: At 10:37 Vernon Wessel reported that during the evening of 4-172017 had a black Angus calf stolen from his property south east Burtrum, 17255 Morrison Line Rd. April 27, 2017: At 17:58 Christopher Bollin of Burtrum was traveling south on Morrison Line Road when he swerved to miss a deer and lost control of his vehicle.

Bollin went into ditch causing the vehicle to roll onto its hood. The vehicle sustain major damage and Bollin sustained minor injures in the crash.

Notes from the Capitol By State Rep. Paul Anderson The latest on budget bills; wet weather delays planting season

Three weeks left in the session. There is still lots to do, namely getting all the finance bills back from conference committees, re-passing them on both the House and Senate floors, and then getting them to the governor for his signature ... or his veto.

If any budget packages are turned down by Gov. Mark Dayton, there is still time to come back and re-do whatever bill or bills he has vetoed and get them in the shape where he will sign them. I am still concerned about the environment bill since that’s the one that contains several modifications in the buffer language. The governor has said on several occasions that he will not accept any changes to current language. So, if those changes to the buffer law remain in the bill, the question becomes one of whether he would veto the entire bill because of that particular language.

We will soon find out.

An example of how that could affect other pieces of the bill pertains to a program to help schools pay for new buses powered by propane fuel. As part of the Volkswagon diesel settlement, Minnesota was awarded $47 million, and part of that total, $15 million, was set aside for the school bus program. So, if the environment bill is vetoed, changes will eventually need to be made and the entire bill will be opened up again for negotiation. That’s concerning because the school bus propane provision is not supported by the Minnesota Pollution Control Agency, as they say this could jeopardize the entire settlement program.

It’s not critical yet, but looking out the window this morning and seeing snow on the first day of May, is not what farmers wanted to observe. Our cold and wet spring has caused planting delays, not only here in Minnesota but across the entire Corn Belt. Agronomists tell us

that if newly planted corn seeds absorb cold moisture shortly after they are put in the ground, it could adversely affect the germination of the seed. The last week of April is typically the biggest corn planting week of the year, but very little has been put in the ground, so far.

I had a field ready to go over the weekend in that the rocks had been picked (at least most of them) and the ground worked up. But with the forecast calling for continued cold temps and snow, the planter didn’t move. As I write this Monday morning, I’m looking at a picture my wife sent of the tractor and corn planter sitting in the field, surrounded by a white landscape. Pretty picture, but not what one wants to see on May Day! The weather is supposed to improve, and temps should get back to normal by the end of the week. That means 60-plus degrees and sunshine. With those conditions, it won’t take long for the ground to dry out again and warm up. When that happens, the corn planters will be rolling in earnest all over the region.

That means long days in the tractor as farmers play catch-up, trying to get as much crop planted as possible during this upcoming window of opportunity.

Grey Eagle City March 14, 2017 The regular meeting of the Grey Eagle City Council was called to order by Mayor Joe Arnzen and 7:00 p.m., on the 14th day of March, 2017 in council chambers.

Council members present were Joe Arnzen, Thom Muellner and Roland Ahrendt. Council member Bill Pohlmann was absent. Also in attendance were Chico Hellmann, Lori Hellmann and guests Duane Towle, Brian Hollenkamp and Joe Krueger.

A motion was made by Thom Muellner to approve the amended agenda. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

A motion was made by Thom Muellner to approve the minutes of the February 14, 2017 meeting as written. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

Duane Towle was in attendance to discuss the possibility of connecting his home to city water.

His driveway is at the end of city limits but his home is in Grey Eagle Township. Duane stated that he would pay all expenses related to connecting to city water and that he was not requesting connection to city sewer. Duane will get costs together and the council will do research before a decision will be made.

Brian Hollenkamp was in attendance seeking a building permit to move in a 20’x10’x8’ storage container to be used as a shed.

Brian provided the council with a photo of the storage container and stated that the container would be painted to match the house. Brian stated that setback requirements would be met without any issues.

A motion was made by Roland Ahrendt to approve a building permit for Brian Hollenkamp to move in a 20’x10’x8’ storage container.

Painting of the storage container will be completed by the end of June 2017. A second was made

by Thom Muellner and upon vote, with all members voting in favor, motion carried.

Joe Krueger was in attendance to introduce himself to the council and staff and to offer his legal opinion on questions the council had on a number of issues as follows: 1. Undeveloped streets: In areas where the city never opened an undeveloped street for public use, the council should not encourage maintenance of an undeveloped street. The council should police the undeveloped streets to ensure that items are not built or placed in them and not allow property owners to make any improvements. The council could block off undeveloped streets if an issue should arise.

He also recommended that the council not be so quick to agree to vacate property that is held in trust for a public road.

2. Fire Department incentive pay. The incentive pay does not violate any labor laws, but a Firefighter compensation policy should be drawn up.

3. Inoperable vehicles that have current license or collector plates. Current ordinance appears to allow this but he would need to look over the city nuisance ordinance before he can give an opinion further.

4. Service Dogs unleashed.

Suggested that the city first speak with the county attorney to see how they would handle the case if it went to court. He recommended that the individual be cited for any violation of the ordinance and if they have a valid defense they could present it to the court. He

stated that there is no defense for the dog depositing waste on the neighbor’s yard or bushes.

The council discussed the alley that is between the Credit Union and the Junction. Someone has been blading the alley that was not hired nor approved by the council.

Joe Krueger believes there is a statute prohibiting this but he will do some research and report back to the clerk.

The following water/wastewater/maintenance items were discussed: 1. There is a tree at Bass Lake that appears to be leaning. It was the consensus of the council to leave the tree stand at this time.

2. The generator at the east lift station has been beeping over the last couple of weeks. Jim’s Electric has been here to repair a switch but that did not take care of the problem. It was later determined that the tank heater is bad and needs to be replaced. Jim’s Electric did not have a tank heater on hand so one had to be ordered. They will come and install the new tank heater as soon as possible.

3. It was the consensus of the council to have the City of Sauk Centre come in and do the street sweeping as they have done the past couple of years. Chico was asked to coordinate with MnDOT who usually does State Street at no charge to the city.

4. Discussion was held on where the dock should be placed at Bass Lake.

5. Discussion was held on whether or not to reinstate the connect/disconnect fee. The council tabled a decision until the April meeting.

6. Chico informed the council that all the gate valves should be exercised. Minnesota Rural Water rents out an automatic gate valve opener to make this task a little easier. Chico will get in touch with Minnesota Rural Water to find out the cost to rent the gate valve opener before a decision will be made.

7. Wastewater licensure compensation was discussed. Currently Matt receives $350 per month for each license held. Last month the Clerk was instructed to find out if the city could compensate for the licensure without being in violation of pay equity. After talking with the accountant it was determined that the city could pay based on licensure and not be in violation. A motion was made by Thom Muellner to compensate Chico $350 per month for his Class D Wastewater licensure. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

A motion was made by Thom Muellner to approve a two year leave of absence for Craig Tschida from the Fire Department. If at the end of two years, Craig has not reactivated his status to the Fire Department, he would be terminated. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

The Clerk informed the council that she had received a check from the League of Minnesota Cities Insurance Trust for the damages done to the Rescue Rig. The Fire Department is waiting for an estimate for a new aluminum box before it will be presented to the council for approval.

A motion was made by Roland Ahrendt to approve a five year contract with Tom’s Refuse effective June 1, 2017 through May 31, 2022.

2017-11, A Resolution Establishing Limited Clean Up and Property Damage Protection for Sewer Back-ups and Water Main Breaks for Water and Sewer Customers. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

The resolution is as follows: Resolution No. 2017-11: RESOLUTION ESTABLISHING LIMITED CLEAN UP AND PROPERTY DAMAGE PROTECTION FOR SEWER BACK-UPS AND WATER MAIN BREAKS FOR WATER AND SEWER CUSTOMERS WHEREAS, the City of Grey Eagle (the Governmental Unit) provides water and sanitary sewer services to property within its jurisdiction; and WHEREAS, water main breaks may cause water to enter into property causing damage; and WHEREAS, blockages or other conditions in the Governmental Unit’s sanitary sewer lines may cause the back-up of sewage into properties that are connected to those Governmental Unit’s sanitary lines; and WHEREAS, water main breaks and sewer back-ups pose a public health and safety concern; and WHEREAS, it may be difficult to determine the exact cause and responsibility for a water main break or sanitary sewer back-ups; and WHEREAS, the Governmental Unit desires to encourage the expeditious clean-up of properties that have encountered damage from water main breaks and sewer backups; and WHEREAS, the Governmental Unit desires to minimize the potential of expensive lawsuits arising out of water main breaks and sanitary sewer back-up claims; and WHEREAS, the Governmental Unit is a member of the League of Minnesota Cities Insurance Trust (LMCIT); and WHEREAS, LMCIT has offered the Governmental Unit limited “no fault” sewer coverage and water main break coverage (No-Fault Coverage) that will reimburse users of the water and sewer system for certain clean-up costs and property damage regardless of whether the Governmental Unit is at fault.

NOW THEREFORE, BE IT RESOLVED, as follows: The Governmental Unit will reimburse water and sanitary sewer customers for up to $10,000 of clean- up costs and property damages caused by a water main break or sanitary sewer backup, regardless of whether the Governmental Unit is negligent or otherwise legally liable for damages, subject to the following conditions: I. Sanitary Sewer Back-Ups. For Sanitary sewer back-ups: A. The back-up must have resulted from a condition in the Governmental Unit’s sanitary sewer system or lines and not from a condition in a private line.

B. The back-up must not have been caused by any catastrophic weather or other event which has been declared by the President of the United States to be a major disaster pursuant to 42 U.S.C 51215206, commonly known as the Stafford Act. C. The back-up must not have been caused by an interruption in electric power to the Governmental Unit’s sewer system or to any Governmental Unit lift station, which continues for more than 72 hours.

D. The back-up must not have been caused by an amount of precipitation equivalent to rainfall amounts which exceed: • 2.0 inches in a 1-hour period; or • 2.5 inches in a 3-hour period; or • 3.0 inches in a 6-hour period; or • 3.5 inches in a 12-hour period; or • 4.0 inches in a 24-hour period; or • 4.5 inches in a 72-hour peri-

od; or • 5.5 inches in a 168-hour period.

E. Neither the Governmental Unit nor LMCIT will reimburse any costs which have been or are eligible to be covered under a property owner’s own homeowners’ or other property insurance, or which would be eligible to be reimbursed under a National Flood Insurance Protection (NFIP) policy, whether or not the property owner actually has NFIP Coverage.

F. The maximum amount that the Governmental Unit or LMCIT will reimburse is $10,000 per building, per year. A structure or group of structures served by a single connection to the Governmental Unit’s sewer system is considered a single building.

II. Water Main Breaks. For water main breaks: A. Neither the Governmental Unit nor LMCIT will reimburse any costs which have been or are eligible to be covered under a property owner’s own homeowners’ or other property insurance.

B. The maximum amount that the Governmental Unit or LMCIT will reimburse is $10,000 to any claimant, regardless of the number of occurrences or the number of properties affected.

C. Neither the Governmental Unit nor LMCIT will pay more than $250,000 for water main break damages resulting from any single occurrence. All water main break damage which occurs during any period of 72 consecutive hours is deemed to result from a single occurrence. If the total water main break damage for all claimants in a single occurrence exceeds $250,000, the reimbursement to each claimant will be calculated as follows: 1. A preliminary reimbursement figure is established for each claimant, equal to the lesser of the claimant’s actual damages or $10,000.

2. The sum of the preliminary reimbursement figures for all claimants will be calculated.

3. Each claimant will be paid a percentage of his or her preliminary reimbursement figure, equal to the percentage calculated by dividing $250,000 by the sum of all claimants’ preliminary reimbursement figures.

III. The Governmental Unit’s determination to make these payments is contingent on and expressly limited to the extent that No-Fault Coverage is in force and available to reimburse the Govern-

mental Unit for the costs set forth herein.

IV. The Governmental Unit retains the right, in its sole discretion, to revoke, rescind, or modify this resolution at any time.

V. The Governmental Unit hereby rescinds any prior resolution providing no-fault sewer back up coverage and water main break coverage.

IN WITNESS WHEREOF, the Governmental Unit by action of its governing body, caused this Resolution to be approved on March 14, 2017.

Mayor Joe Arnzen reminded the council that a home needs to be found for the community sign that was once on the corner of the old school property.

The Clerk was instructed to proceed with delinquent utilities as allowed by ordinance.

A motion was made by Thom Muellner to approve the various fund transfers as follows: $26,987.71 from Central Minnesota Credit Union checking account to the First State Bank of Swanville checking account, $748.26 from the Fire Fund to the Fire Hall Debt Service Fund and $101.26 from the General Fund of which $31.26 goes to the Water Fund and $70 goes to the Sewer Fund for Fire Hall and Library utilities. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

A motion was made by Roland Ahrendt to pay the bills as listed and to include the payment of the following additional items: $200 to Central Minnesota Credit Union and $1,171.56 to National Joint Powers Alliance. Bids will be received until 10:00am on Thursday, April 27, 2017 in the city clerk’s office. Norm Carlson seconded the motion. All members voted in favor, motion carried.

Mayor Lange reported the plat of the new addition is completed and is being recorded. MN Power will be moving an existing street light and adding another in the new project.

Mayor Lange presented to council members a rough draft of a proposed purchase agreement/ covenant for the six lots remaining in the North Berkey Avenue Project. Mayor Lange asked council members to look over the draft and be prepared to discuss at the next council meeting.

Putting in a new hand railing to the south of the front door of the Swanville Center was discussed. A new railing would be installed and the old one repainted for appox. $800.00. Jim Molitor made a motion to have the railings done. Mayor Lange seconded the motion. All members voted in favor, motion carried.

A reduction advisor on city utility bills asked if the city would be interested in a having him look over city utility bills. Any money recovered would be split with the advisor company. Council decided to Table.

Mayor Lange presented Morrison County Recycling and Cleanup grant for 2017. Recycling grant is $1348.00 and clean-up day grant is $375.00. Jim Molitor made a motion to sign the grant. Norm Carlson seconded the motion. All members voted in favor, motion carried. City clean-up day is set for Saturday, May 6 from 9:00am to 11:00am at the city park. City wide garage sales are encouraged that day also. It was also discussed some property around the city is in need of some special care. A letter will go out to all Swanville land owners asking them to clean-up their property. Clean-up day is a

good time to remove unsightly, useless trash on property lots.

A land use permit was presented to council. Sandy Lange would like to replace an 8’x10’ storage shed on her property. P & Z has okayed this request. Deb Wood made a motion to give Lange the permit. Norm Carlson seconded the motion. All members voted in favor. Mayor Lange abstained, motion carried.

The city maintenance worker, Lonny, has been talking with Todd County Soil and Water about the shoreline at the Pillsbury Beach and the erosion that is occurring. House passes Bipartisan Bills to protect womens health, end taxpayer funding of abortions On Monday, April 24, 2017, the Minnesota House of Representatives passed a pair of pro-life bills to make Minnesota the 34th state to prohibit taxpayer funding of abortion and protect women by requiring licensing and inspection of abortion facilities using guidelines and safety standards put forward by the National Abortion Federation and Planned Parenthood.

House File 812, chief authored by Rep. Deb Kiel, R-Crookston, requires the Minnesota Department of Health to license and inspect facilities that perform ten or more abortions per month.

Facilities would be required to meet guidelines and safety standards developed by the National Abortion Federation, Planned Parenthood, or another national organization that has established evidence-based clinical standards for abortion. HF812 passed on a vote of 79-53.

“Women who enter these facilities rightly expect that they are safe, sanitary and licensed,” said Rep. Deb Kiel. “This is a commonsense change that ensures Minnesota facilities meet

33 other states and the federal government prohibit taxpayer funding of abortions. Taxpayer funded abortions have grown to 43.3% of all abortions performed in the state, at a cost of more than $950,000 in 2014. HF809 passed on a vote of 77-54.

“This is not a partisan issue; Minnesotans don’t believe their tax dollars should fund abortions,” said Rep. Mary Franson (R-Alexandria). “Unfortunately, the number of taxpayer funded abortions continues to rise in Minnesota.

We should conform to federal standards and join the 33 other states that currently ban taxpayer funded abortions.”

Both bills earned bipartisan support, and are expected to be taken up in the Senate in the coming weeks.
