Be conscious of your conscience -By Harvey Mackay I have always been a fan of comics, or what I call the funny pages. Recently I was looking at “The Family Circus” by Bil Keane.

The littlest boy has a cupboard open and is looking at various boxes of food when his older brother sees him and says, “Conscience is like Mommy tellin’ you not to do somethin’, but she isn’t there.”

Or as I like to say, act like your mother is watching. All the time.

Conscience is that little voice inside that tells us what we already know is right or wrong. Unfortunately for some, when it is talking, they aren’t listening.

And that’s when the trouble begins.

Whether in our personal life or business life, it’s important to heed that little voice.

Perhaps you remember the lesson that Jiminy Cricket taught to Pinocchio: “Always let your conscience be your guide.” It may seem pretty elementary, but our consciences are actually formed

as children, long before many other personality traits are developed.

Investor’s Business Daily identified 10 traits for getting ahead in business – 10 traits for turning your dreams into reality.

They included many things you would expect: a positive attitude, a definitive goal, a courageous spirit, an inquisitive mind, a strong heart, an analytical brain, a focused eye, a fearless approach and a disciplined tongue. Number 10 on the list was a clear conscience.

Like “The Family Circus” cartoon, they harkened back to the lessons of childhood. Don’t forget the rules you learned in kindergarten. Play nice. Be dependable. Tell the truth. If you can’t get to the top by being true to yourself and straight with everyone around you, your success will be hollow – and probably short-lived.

Read the headlines: business scandals, political scandals, religious scandals, sports scandals, entertainment scandals – Have we lost all our sense of right and wrong?

I don’t think so, or these stories wouldn’t be so shocking. But as business people, we need to be critically aware of our role in keeping things honest.

People are watching, and given the 24hour news cycle and the reach of social

media, we need to understand that taking chances with the truth is never worth the risk.

Consider these lessons from two highly principled leaders.

Once when U.S. President Harry Truman was asked what principles guided his career, he said that he let his conscience be his guide. Then he elaborated: “My father used to say, ‘That is all you can do.’ … What more can a man do? Do the best you can.

Sometimes you come out successfully, sometimes you don’t. You have to have luck and ability and be ready to meet the situation as it comes. All this happened to me. don’t

just have things from projects completed years ago, but sometimes we assume items that will really be handy on that new project, which will never be started. Pack-rats supposedly do the same thing.

Something about accumulating left-over junk or assuming ownership of leftover junk from someone else gives us a “high.”

We get a high when we get something for a bargain price and don’t take a moment to logically give the decision serious thought.

Wives seem to be at a disadvantage in the saving and gathering game. They are somewhat confined to the closet and shelf space their home offers. Once their storage spaces are full, they begin to sing the “downsizing song,” which means, they want to add on, they feel they need to move or they actually are planning to get rid of the accumulation.

This usually results in several “talks” with their spouse.

Guys can usually convince their wives that there needs to be an expansion of the garage or if possible a storage shed. The storage shed is needed to protect her new car from the elements, the boat must be put in the shed to keep rain out or best of all, the new 4-wheeler she got for Mother’s Day should be in the shed. These are definitely the best solutions possible.

If we are able to add some shelves or nails to the sidewalls, this solution will be great for both of us. Wow, now that is wonderful.

Wives just don’t seem to understand that when we make repairs to various mechanical equipment, we frequently don’t have the special tool needed to complete the job. It may be as simple as a piece of clothes-hanger wire that the guy specifically designed to catch a plug wire that is really hard to locate.

It can be some copper wire, a short piece of which, can be used to replace a cotter pin, which we currently don’t have. It also includes some inherited tools, which we have never used, but belonged to Grandpa and we really need to keep them. There may also be extra sets of tools, many of which may have items missing, but when coupled with some other incomplete sets, the job can be done. We also need to keep old spark plugs, warn out Skil saw blades, worn out chain saw chains, a set of car plates from 1970, two sets of car chains, some used flashlight batteries and many tin cans with nuts, washers and various sizes of nails, even though some are

quite bent. It is sometimes hard to convince your wife that these items will all be worth-while in the future.

And then we must consider the offseason stuff. The water skis, the yard chairs, the picnic table, the various decorative flower pots, the Christmas decorations, the 23 square-shaped plastic flower pots which came with the started plants from 2 years ago. Some things we store really are worthless. We still keep them around, because we just don’t feel right getting rid of them.

What to do with the accumulation of stuff effects many of us. What do we do with the stuff and where should it go?

About 40 years ago, a possible solution was found. Although it wasn’t actually tried, it still seems to be a good way to rid your home of unwanted treasures. All the guys from our neighborhood were gathered in a neighbor’s garage, discussing the neighborhood garage sale which would happen soon. After much discussion and a couple of “Brunings Lagers,” it was decided that each guy would put his name in a hat. The person whose name you drew would get the things your wife was putting on the garage sale. All of the movement of the items must be done the following Saturday morning.

Anyone drawing his own name must create a backyard party for the whole neighborhood. Next year another drawing would occur. We thought it would be like Christmas for the wives and we would enjoy it too. We were just smart enough to not try it.

Indian leader Mahatma Gandhi said he had a formula for achieving balance both in one’s personal life as well as in the modern world. His prescription called for recognizing and avoiding the seven big sins of life: wealth without works, pleasure without conscience, knowledge without character, commerce without morality, science without humanity, worship without sacrifice, and politics without principle.

Do you detect a theme here? Most of them relate to having a clear conscience.

Make no mistake; customers are watching how businesses perform through an ethical lens. Businesses cannot hide their questionable practices for long – they will be exposed. Trying to mend a bad reputation is a lot harder than maintaining a good one.

Just ask the big bank that’s in the news for questionable sales practices.

Or the airbag maker whose defective products are hurting people instead of protecting them. Or the movie mogul who went from the top of the heap to the bottom of the barrel after multiple accusations of inappropriate behavior

Parishioners were misled by our pastor, our Bishop and our Parish Council regarding restoration of the fire damaged original historic church against the construction of a new campus.

2. Minnesota Environmental Rights Act (MERA) states that a building on a National Historic Site, when damaged must be restored if it can be brought back to the condition it was in prior to the destruction. This has been verified

by Braun Inter-tech and Service Master.

3. Canon Law 1284 says that the building must be maintained (even during a lawsuit) so that no further damage occur from the non-observance of civil law. The church has a duty to

4. Land donated to the church must be used for that purpose, i.e. if donated for cemetery expansion, it must be used for that purpose, not a new campus.

5. Church attendance and contributions continue to decline and have dropped 17.5% since the introduction of the proposed new design.

6. The kitchen equipment from St. Mary’s was not damaged in the fire so there is no real need for a new facility to be built to feed the students of SMS, merely restore the existing space, quickly and easily.

7. Restoration is the quickest and easiest way to re-unite our faith community in Melrose.

Obituaries James R. “Jim” Imdieke

James R. “Jim” Imdieke, age 75 of Melrose, died peacefully on Wednesday, May 23, 2018 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A memorial service was held Wednesday, May 30 at the PattonSchad Funeral Home in Melrose with Rev. Daniel Walz officiating. Entombment was at St. Rose of Lima Cemetery in St. Rosa with military honors by the Melrose Veterans Honor Guard.

James Robert Imdieke was born May 25, 1942 in Melrose, Minnesota to Herman and Wilma (Halbmaier) Imdieke. He graduated from Melrose High School and served in the U.S. Marine Corps where he was honorably discharged in 1965 after four years of service. On September 30, 1967 he was united in marriage to Mary Jane Westermeyer at St. Rose of Lima Catholic

Church in St. Rosa. Jim built airplanes for Douglas Aircraft in Long Beach, California for three years before returning to Melrose in 1968. He worked at the Melrose Locker, Hunstiger’s Meats in St. Cloud, and Imdieke’s Meats in Melrose. Jim owned and operated Jim’s City Meats in Melrose from 1982 until his retirement in 2005.

He was a member of St. Rose of Lima Catholic Church in St. Rosa. Jim enjoyed woodworking, fishing, birdwatching, taking care of his immaculate lawn, going for walks, and taking rides around the countryside.

Survivors include his loving wife, Mary Jane Imdieke of Melrose; daughters, Gwen (Dennis) Davidson of Byron and Tammy Waldvogel (fiancé, Rick Granquist) of St. Cloud; five grandchildren, Andy Wendt, Liz Davidson, Kate Davidson, Mitchell Waldvogel, and Derek Waldvogel; brother, Dick (Gwen) Imdieke of Belgrade; and sisters, Pauline (James) Eubanks of Greenwood, South Carolina, and Joan (Howard) Henry of Blaine.

Jim was preceded in death by his parents; and brother, David Imdieke.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

She worked in the banking field for several years. She also worked in several other fields including the Pope County Farm Bureau, Glenwood Chamber of Commerce, Glenwood Waterama, family owned lawn service, March of Dimes and Aquarius

Raymond D. Johnson, Jr., age 77 of Sauk Centre, passed away Thursday, May 24, 2018 at the VA Medical Center in St. Cloud, Minnesota.

A private family service will be held at a later date.

Raymond Daniel Johnson,

Jr. was born July 28, 1940 in Los Angeles, California to Raymond, Sr. and Lavonia (Belcher) Johnson. Raymond grew up in California, eventually settling in Sauk Centre, Minnesota, the hometown of his wife of 57 years, Sharron (Brown) Johnson.

Raymond served and retired from the U.S. Navy, serving during Vietnam as an air traffic controller.

Survivors include his wife, Sharron Johnson; two sons, Troy and Tim; and two daughters, Tammy and Tracy.

Arrangements were made with PattonSchad Funeral & Cremation Services, Sauk Centre.

Mary J. “Mary Jo” Blommel

Mary J. “Mary Jo” Blommel, age 72 of Melrose, died peacefully surrounded by her family on Thursday, May 24, 2018 at the CentraCare Health Hospital in Melrose, Minnesota.

A gathering of family and friends was held Tuesday, May 29 at the Patton-Schad Funeral Home in Melrose. A private family interment was held.

Mary Josephine Butkowski was born June 19, 1945 in Millwood Township, Stearns County, Minnesota to Arnold and Lorraine (Bruns) Butkowski. She graduated from Melrose High School and then worked at St. Cloud State University as a stenographer. Mary Jo was united in marriage to John Blommel on August 26, 1967 at St. Rose of Lima Catholic Church in St. Rosa, Minnesota. The couple farmed together in Millwood Township until John passed away in 1998. She also worked part time for the Melrose Beacon creating ads

and helping with office work for 32 years until her retirement in December 2014.

Mary Jo had a passion for sewing, gardening, reading, cooking, watching birds, and especially living out in the country. She was an author of gardening and bird articles that were published in the Melrose Beacon. Mary Jo was also a quilter and each of her children received a quilt for their high school graduation. She especially loved to spend her time with her children and grandchildren.

Survivors include her children, Jill (Alec) Heinn of Vadnais Heights, Bruce (Leticia) Blommel of Albany, Jason (Misty) Blommel of Freeport, and Aaron (Richelle) Blommel of Lakeville; ten grandchildren; brothers, Ralph (Janet) Butkowski and Lloyd Butkowski; and brother-in-law, Mike Hynnek.

Mary Jo was preceded in death by her husband, John Blommel on July 18, 1998; her parents, Arnold and Lorraine Butkowski; and sister, Patricia Hynnek.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

Irene H. Obermiller

Irene H. Obermiller, age 75 of Freeport, died Wednesday, May 23, 2018 at the St. Cloud Hospital in St. Cloud, Minnesota, surrounded by her family and friends.

A Memorial Mass of Christian Burial will be held at 11 a.m.

Saturday, June 2 at Sacred Heart Catholic Church in Freeport with Rev. Daniel Walz officiating.

Entombment will be in the parish cemetery.

Visitation will be held from 9 to 11 a.m.

Saturday at the church in Freeport.

Irene Helen Heidgerken was born August 29, 1942 in Melrose, Minnesota to George and Marie (Middendorf) Heidgerken. Irene graduated from Melrose High School. She was united in marriage to James “Jim” Obermiller on November 26, 1960 at Sacred Heart Catholic Church in Freeport. Irene worked various jobs at the Albany High School, Albany Hospital,

Charlie’s Café, and owned and operated The Corner Store in Freeport. She was very active in the community, Sacred Heart Catholic Church, Christian Mothers, and the American Legion Auxiliary. Irene loved entertaining on her deck, frying walleye, tending to her flowers, and going to the casino.

Survivors include her sons, Carl Obermiller of Crystal and Daniel Obermiller of Freeport; brothers and sisters, John (Louise) Heidgerken of Minnetonka, Dennis Heidgerken of Freeport, Peter (Marilyn) Heidgerken of Freeport, Paul (Mary Ann) Heidgerken of Albany, Bud (Ann) Heidgerken of Freeport, Mary (Ted) Hinnenkamp of Albert Lea, and Carol (Glen) Setterholm of New Ulm; and sistersin-law, Dorine Heidgerken of Richmond and Cathy Schmidt of St. Joseph.

Irene was preceded in death by her husband, Jim Obermiller on December 10, 2016; parents, George and Marie Heidgerken; brothers, Jim Heidgerken, Charles “Charlie” Heidgerken, and George Heidgerken, Jr.; brother-in-law, Wayne Schmidt; sisters-in-law, Rita Heidgerken and Shirley Heidgerken; and Godchild, Steven Heidgerken.

May 18, 2018: At 07:25 investigated a theft of construction material and tools from residential construction site in Kandota Township near Fairy Lake. The theft is believed to have occurred the night before. Anyone that may have witnessed any suspicious people or vehicles in this area are asked to contact the Sheriff’s Office. The incident remains under investigation.

May 22, 2018: At 15:27 responded to County 38 near the intersection of Icicle Dr. for a one vehicle accident involving mailboxes. Alexander Bailey, 18, was traveling West on County 38 when his vehicle left the roadway and struck three mailboxes. No injuries occurred during the collision.

May 22, 2018: At 18:48 investigated a theft report in Burtrum. It was reported that gas had been stolen out of a vehicle in a driveway sometime over the weekend. Residents are encouraged to contact the Sheriff’s Office with any suspicious activity and/or information regarding the theft.

May 27, 2018: At 11:10 responded to Mosswood Rd., Cushing, for a vehicle that had a tree fall on it while driving. Dean Axle, from Burtrum, was not injured during the collision.

-Mike Dear Mike, Your son is at a great point in life to learn how to make money behave. Even in his situation, when he’s still living at home, there are plenty of things he can include in a budget. There’s gas for his car, along with maintenance and insurance. He’ll need to save a little money — maybe even for college — and I’m sure he’ll want some spending cash, too.

Sit down, and teach him how to make a written budget by figuring out the upcoming month’s income and expenses ahead of time. Also, make sure he knows how to properly balance and reconcile his bank account.

It’s still your responsibility to provide him with the basic necessities at this point. But I love your willingness to teach your son how to handle money intelligently. The sooner he learns some basic money management principles, the sooner he’ll be able to handle his finances responsibly in the real world!

-Sheila Dear Sheila, No matter how little free time you think you have, or how tired you are, you must make time to do a written budget every month. This is essential. Making a budget for the month ahead isn’t a lot of hard work, and it really doesn’t take long. When you give every dollar a name before the month begins, you’re taking control of your money instead of allowing a lack of it to control you.

Start with the income you know is predictable. If that isn’t possible, look back over the last few months and find the minimum amount you brought home during a month over that period of time.

This will be the basis for your budget.

Once you’ve established a baseline income, you can write down and prioritize bills and other expenses. Just remember, restaurants are not a priority!

When you make a prioritized spending plan, and start telling your money what to do ahead of time, you’ll have the ability to do what’s important with what you’ve earned!

Stearns County Sheriff’s Office On Friday, May 18th, at 9:09 p.m., Sergeant Ann Klein and Deputy Tyler Thunstedt were dispatched to a residence in the City of New Munich for a threats complaint.

The caller reported a male had entered his residence uninvited, made accusations about a theft and followed that up with the threat of using a gun. When deputies arrived, they spoke to the caller who advised a male he knew as Allen Poepping came into his house uninvited and accused him of stealing several hundred dollars in cash.

The caller denied this or knowing anything about the supposed missing money.

Poepping tried to instigate the caller into fighting and reportedly asked the caller to hit him several times. Poepping was unsuccessful in starting a fight, left the house and continued to yell loudly using a variety of unsavory adjectives. This was witnessed by at least one other person. As Poepping was leaving, he told the caller that he doesn’t play games other than “boom boom” and alluded to returning with a gun.

After learning this part of the story, deputies went to Poepping’s residence and tried to speak to him. When they arrived, they could see Poepping sitting at the kitchen table eating. They knocked on the door and asked Poepping to come speak with them.

In a maneuver designed to outwit our deputies, Poepping ignored them and kept eating.

Poepping eventually gave up his ignoring tactics and returned one of his colorful adjectives in describing the deputies who wanted to speak to him. Deputies were unsuccessful in getting Poepping to cooperate but found an open door. Poepping was arrested when he made contact with deputies at that door.

During the course of the search after the arrest, a pipe, not normally used to smoke tobacco, was found. Poepping was transported to the Stearns County Jail and booked on charges of Felony Threats of Violence, 5th Degree Assault, Disorderly Conduct and Possession of Drug Paraphernalia.

Melrose City April 19, 2018 The Melrose City Council met in a Regular Meeting on Thursday, April 19, 2018 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Dick Christenson, Tony Klasen, Josh Thieschafer, Justin Frieler, and Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. Mayor Finken presided thereat. Also in attendance were American Government students from the Melrose Area Public High School.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Frieler, seconded by Mr. Thieschafer and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the March 15 Regular Meeting b. list of bills in the amount of $635,593.41. c. list of investments for the month of March d. Donation Resolutions: 1) Resolution No. 2018-14, Donation in the amount of $500 from Melrose American Legion Post #101 to the Melrose Area Chamber of Commerce, Bronze Sponsor for Riverfest 2) Resolution No. 2018-15, Donation in the amount of $1,000 from the Melrose Lions to the Melrose Area Chamber of Commerce, Silver Sponsor for fireworks for Riverfest 3) Resolution No. 2018-16, Donation in the amount of $500 from the Lions Pioneer Inn towards the Melrose Ambulance Department. e. Gambling Resolution: 1) Resolution No. 2018-17 Resolution Approving Gambling License

to the Melrose Area Chamber of Commerce for an exemption from lawful gambling license to conduct a bingo and hold a raffle on May 11, 2018 at the Melrose American Legion located at 265 Country Road 173 SE. f. Ambulance Department uncollectible accounts in the amount of $9,120.51 have been submitted to Revenue Recapture, collections, or written off. At the March 15, 2018 Council meeting the Council voted to use the insurance proceeds to fund the replacement of a billboard that was destroyed by the September 2017 wind storm. The City leases space from Stearns Electric for $1 per year for the site. The lease has expired, and new update terms is required. A ten-year extension is acceptable by Stearns with the same relative terms. i. On May 6 Police Officer Matt McDonald will complete four years of service. Police Chief Craig Maus conducted a review and it is favorable; therefore, recommends approval of a step increase from Step 3 to Step 4.

A motion was made by Mr. Frieler, seconded by Mr. Klasen and unanimously carried to approve the Consent Agenda items.

Bob Dickhaus, candidate for Stearns County Sheriff addressed the Mayor and Council on his candidacy for Stearns County Sheriff.

Mr. Dickhaus provided an outline of his career in law enforcement which he believes has prepared him for the position. Mr. Dickhaus pre-

sented his principal goals should he be elected to the position and asked for everyone’s support.

Police Chief Craig Maus presented the Police Department’s March report. He noted there were 406 calls for service during that month, compared to 269 for March 2017. A total of twenty-nine citations were written for the month of March. The year-to-date number of calls is 1,086 compared to 771 in 2017. For the month of March 2018, the Department received 36 agency assist calls. Chief Maus provided an update on the solicitor, peddler, and transient merchant ordinance. Soliciting is subject to Constitutional protections that peddlers and transient merchants do not receive. The most the City can do is require solicitors to register with the City before conducting business Chief Maus also noted that the Police Department will begin the annual spring Nuisance Code inspections. He also reminded residents that animal licensing will be issued from May 1-31 at the Melrose City Center for residents who own a dog or cat.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • St. Mary’s Alley Vacation Action: Received and reviewed St. Mary’s Petition for order declaring vacation of alleys. Reviewed Stearns County and City of Melrose land use records and applicable law on abandonment of alleys. Prepared and forwarded opinion to City staff recommending no challenge to St. Mary’s petition.

• First Street NE: Reviewed project bids and applicable regarding error in bidding documents.

Prepared opinion advising City staff to allow bidder to withdraw bid on project.

Community Development Director Lisa Atkinson provided an update on ongoing projects. Ms. Atkinson reported on matters that will be brought before the Planning and Zoning Commission at its May meeting. Ms. Atkinson also provid-

A motion was made Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried to open the public hearing at 6:29 p.m. The Melrose City Council held a public hearing to consider amending Chapter 76 of Melrose City Code, Motorized Golf Carts and All-Terrain Vehicles, to consider amending the definition of an All-Terrain Vehicle to have a total dry weight of 2,000 pounds or less.

City Administrator Brethorst presented the Affidavit of Publication.

Police Chief Maus explained the revision which would emulate the states definition of the All-Terrain Vehicle allowing the permitting of side by sides, prowlers, rangers, etc. However, if the Council wishes to look at other alternatives staff can revise the ordinance to reflect those changes and bring it back at the next regular meeting.

Joyce Meyer stated that other neighboring communities along the interstate do not require licensing other than that issued by the state.

She asked how would the city enforce those that live outside the community that come into town for shopping or dining? Ms. Meyer stated that these vehicles are already licensed through the state.

These vehicles are equipped with seat belts and have more capabilities.

Gary Toenyan stated that he believes it would be a traffic hazard to have a slow-moving vehicle (smv) sign on side by sides as once they get on the outside of town they would have to pull over to remove the sign as it is actually illegal to have a smv sign if going over 35 mph. There being no further comment the Public Hearing was closed at 6:43 p.m.

Mayor Finken noted that a review of St. Mary’s Church’s Application to Vacate the Alleys in Blocks 32, 35, and 36 of the Original Plat of Melrose, Stearns County and City of Melrose records, and applicable law regarding has be conducted. A review by Melrose Public Utilities and the City Engineer confirmed that there are no utility lines located within the alleys. There is a sanitary sewer line running northerly from Fourth Street SE, thru Blocks 35 and 34, to Second Street SE, which continues running northerly to the wastewater treatment plant. This is currently covered by a Utility Easement that is not associated to this vacation petition. Minnesota law provides for two methods of vacating streets and alleys. The most common method is for the property owner to petition the City Council for a resolution vacating the street or alley. Alternatively, the property owner can apply to the court for an order vacating the street or alley. In accordance with full legal and staff review, staff does not object to the requested action. Council Member Tony Klasen noted that typically an alley vacation, public right of way, or easement would come before the

Planning and Zoning Commission for review and recommendation to the Council, however in this case they lobbied the court. One concern is the block where the church is currently located. What if in the future it becomes residential would we want an alley located in the area?

Without knowing the future plans of this area should the Council concur with the alley vacation. Without having a plan in hand Mr. Klasen is hesitant to vacate the alley.

Council Member Thieschafer asked for clarification on the headstones located in the public right of way on 4th Street SE and if the request addresses all the effected property. After further discussion a motion was made by Mr. Thieschafer, seconded by Mr. Christenson and unanimously carried concurring with staff to consent to the requested action.

Mayor Finken noted that earlier this evening a Public Hearing was held to take comment regarding amending Chapter 76 of Melrose City Code, Motorized Golf Carts and All-Terrain Vehicles, to consider amending the definition of an All-Terrain Vehicle to have a total dry weight of 2,000 pounds or less. At the March 15, 2018 Council Meeting Police Chief Craig Maus had stated the department has been contacted regarding the permitting of side by sides, Prowlers, Rangers, etc. Chief Maus commented that the Council may want to look at updating City Code to change the definition of an ATV of having a dry weight of 2,000 pounds or less, thus allowing for the permitting of side by sides, Prowlers etc. Council Member Thieschafer commented that he is of the opinion that if the vehicle is licensed by a state agency no additional permitting should be required. However, golf carts on the other hand are not state agency licensed and therefore recommends the city continues permitting them.

Council Member Klasen stated that if the vehicle is already street legal he is of the opinion the city should not require permitting. If not, perhaps that is how the city requires permitting. After further discussion the Council by consensus determined Class 2 vehicles not require permitting and directed staff to look at revising the ATV definition.

Mayor Finken stated that historically the City has hired a seasonal part-time worker to assist with the summer workload. Streets/ Parks Supervisor Gary Middendorf is requesting approval to again hire a temporary summer/seasonal worker for 24 hours per week to assist with lawn and park maintenance, cleaning, etc. City Administrator Mike Brethorst stated that in 2017 the City contracted with Ron Tieman. Staff has contacted Ron Tieman regarding temporary part time employment with the City. Mr. Tieman said that he is interest in the position. A motion was made by Mr. Christenson, seconded by Mr. Thieschafer and unanimously carried authorizing staff to hire a temporary summer/seasonal worker for the 2018 season.

forts are underway to seek quote for the demolition of the State Farm building in preparation for a possible development on the Kraft lot. The funds to pay for this will come for the State Appropriations.

It is estimated to cost 28K for demo and approx. $5,300 for Admin and Reporting. WSB has been contracted to provide the bid specification and serve as the consultant for this project. Bids are being sought and will be provided to the City Council once bids are received. We need a special council meeting to approve the demolition contractor to perform the work. This has been tentatively set for Thursday, April 26, 2018 at 6:00 p.m. Below is brief summary of the compressed time line to support the Demo of the Kraft Lot, State Farm Building.

A Special Meeting has been scheduled for Thursday, April 26 at 6:00 p.m. to award bids Mayor Finken stated that the City has sought bids for the 1st Street / Bakery Alley street project. The City received 9 bids for the project varying from 695K to 854K. The Engineering estimate for the project was 900K. The low bidder is Breitbach Construction Co. Estimated breakout for the project including engineering, 5% contingency and the Vortex Storm Interceptor is as follows: State Appropriations: $330K to $293K. City of Melrose: $538K – $481K If the Sauk River Watershed does not fund the Storm Interceptor, the $35,000 cost will be removed from the city. The Interceptor cost would be reimbursed to the City of Melrose by the Watershed. A motion was made by Mr. Thieschafer seconded by Mr. Christenson and unanimously carried awarding the bid to Brietbach Construction Company in the amount of $695,178.75 contingent upon receiving confirmation from Sauk River Watershed committing to pay for 50% of the interceptor.

the Stearns County Soil and Water Conservation District has submitted a rough estimate for the rock arch rapids to Lessard Sams. Lessard Sams and the County will make a joint application for grant funding. A preliminary application submitted for LCCMR funding has received approval. The final application has been submitted. Council Member Thieschafer stated for the record that previously the Council by consensus had determined that the city would continue discussion on the rock arch rapids so long as they had support and major funding from outside sources.

Mayor Finken stated that the City has entered into agreements with three abutting property owners to the Melrose Parking Lot located on the South side of 1st Street. The cost for this are as follows: 1st Street NE based on the bid prices received at $33.60 per square yard. The area measured is between the city owned alley way and the buildings.

Efforts are underway to facilitate this request.

Mayor Finken noted that in order to maximize the Industrial Park and eliminate the annual need to control the weeds by City staff, it is proposed to rent out a portion of the Melrose Industrial Park for Ag. Land. This would be treated the same as the rental of land in and around the Melrose Well Fields. It is proposed that there would be sealed bid process to secure bids to rent the approximate 27.5 acres of tillable land. The minimum bid is set at the estimated taxes to be paid. Taxes, (based on 2018 year’s rates, would be approximately based on 27.5 acres of land. (i.e. $44.00 per acre) This rate is based on the agriculture land being homesteaded. (i.e. $88.00 per acre). The City will capture approximately 60% of the property taxes.

Annually, the City of Melrose spends approximately $500 on maintenance of the industrial park land. A draft contract has been prepared that would outline cancelation and possible damages in case a parcel in the Industrial Park would sell. A motion was made by Mr. Christenson seconded by Mr. Klasen and unanimously carried authorizing staff to seek a renter for the approximately 27.5 acres and allow staff to award to highest sealed bid.

Mayor Finken stated that in accordance the with Development Agreement as approved by the City Council with Jim and Lisa Illies, attached is a resolution calling for a Tax Abatement Hearing on parcel 66.36956.0000.

This public hearing would occur on May 17, 2018. In addition to Hearing, the Council must take action abating the parcel. In addition to creating the Abatement, it must remove the Illies Parcel from TIF 12-1 District. State Law does not allow for a development of properties in a TIF district to participate in an abatement program at the same time. No public hearing is required for removing a parcel from a TIF district. Stearns County will be asked to do the same and abate their portion of the taxes for Jim and Lisa Illies at a meeting in May. In total it is estimated the abatement will equal $15,000 over a 10-year life. Council Member Thieschafer introduced Resolution No. 2018-18 Resolution Calling for a Public Hearing on Proposed Property Tax Abatements for James and Elizabeth Illies. The motion was seconded by Mr. Frieler with a roll call vote recorded as follows: For: Council Members Thieschafer, Klasen, Christenson, Frieler, and Mayor Finken; Against: None.

Mayor Finken noted that the City of Melrose has adopted a nuisance ordinance. Annually there is pushing to resolve nuisance, as well as on a complaint basis, the City will notify property owners and take appropriate actions up to legal within the Residential Zones. As per the guidance of the Planning Commission, the historical practice in the C1 / C2 district is to enforce the Business Districts nuisances upon complaints. Letters and one on one conversation have occurred. In the most recent complaints, the property owners have not acted to remediate their nuisances. Legal action has not been taken to resolve these complaints. The question before the Council is does the City which to follow the same practice as residential nuisance process for complaint driven nuisances on commercial properties.

by Mr. Frieler and unanimously carried to follow the same practice as the residential nuisance process for complaint drive nuisances on commercial properties.

The Good, The Bad, and The Down Right Ugly: How Central Minnesota Arrived to Where it Is

The Good Fr. Paul Marx, OSB. In 1920, Father Paul Marx christened as Benno, meaning “Brave like a Bear”, was born into a dairy farming family, one of seventeen children, near St. Michael, MN. In the economically hard times of the early 20th century, Fr. Paul was toughened by the rigors of poverty, manual labor, and the discipline of early to bed and early to rise. He was sustained by the energy and excitement of a household of many siblings and the family piety of daily Mass. He later joined St. John’s Abbey as a priest.

UN was not enough for David Rockefeller, as he also became intimately involved with the Council of Foreign Relations and the Bilderberg Group in Europe. Closer to home, Rockefeller extended his financial influence into various organizations, from public radio and television, to Planned Parenthood, and even Catholic Relief Services, all under the guise of philanthropy. Thus, David constructed a deep, hidden, transnational quasi-state unknown to most Americans;

Seemingly perceived as an extremist by many of his fellow monks for his uncompromising position on the dignity of human life, there was a collective sigh of relief when he left the monastery to found Human Life International in 1981, and later co-found the seminal Population Research Institute in 1989. Tirelessly fighting for the cause of human life, Fr. Marx was ever traveling and exhorting truth. Pope Saint John Paul II referred to him as the Apostle of Life. After forty years of world travel did the Apostle of Life retire in seclusion at St. John’s Abbey until his death at age 89. This great man is hardly known beyond the pro-life movement and is ignored by his surviving fellow monks. However, Fr. Paul Marx will--in our children’s children lifetime--be elevated to sainthood and his detractors will be forgotten...

A father of six, David followed his father’s foot steps and made war on human population. Like the elder, John Rockefeller Jr., who also had six children, David was relentless in trying to get the world’s religious leaders and governments to join his cause. The Rockefellers spent much of their unimaginably vast wealth promoting artificial contraception, abortion, and government imposed population control. They found University of Notre Dame President, Father Theodore Hesburgh, an insatiable glamour hound, and a useful Judas. With his help, they secured an audience with the then recently installed Pope Paul VI and lobbied him to change Church teaching on artificial contraception in order to stop the post WWII baby boom. The man who walked with M.L. King, Hesburgh, was also keen on walking to the bank for the annihilation of future generations through worldwide distribution of artificial contraceptives, abortifacients and abortion. Rockefeller rewarded Hesburgh with a board seat on the family’s Chase Manhattan Bank, and even the chairmanship at the Rockefeller Foundation. Well, Pope Paul VI saw through the Rockefeller-Hesburgh duplicity and counter punched with Humanae Vitae a year later.

One detractor of Fr. Marx’s message was St. John’s University and Abbey confrere, Fr. Godfrey Diekmann. Unlike Fr. Marx, who was faithful to the Church’s timeless moral teaching on human life, Fr. Diekmann dissented. According to his biographers, during his youth, Diekmann was in dread of a perceived wrathful God. He would later devote his life deconstructing the Church’s liturgy. However, if tearing apart the Church’s liturgy, its seamless garment with 1st century Jewish liturgy and ritual, was not enough, he was a co-signatory of a letter rebelling against Humanae Vitae. Humanae Vitae was Pope Paul VI’s 1968 re-statement of Jewish and Christian timeless moral teaching on contraception.

The American clerical rock throwing mob, led by Father Charles Curran, went ballistic; they denounced this prophetic encyclical. Moral relativists, they called for “personal conscience”, while many U.S. bishops remained timidly silent. And look what their yeast fermented fifty years later: 1. Out of wedlock births in the United States now approaching 50% of all births, near par with the divorce rate.

2. Center for Disease Control (CDC) finds that at any given time, 110 million Americans have a STD. 3. A U.S. opiate overdose death rate approaching over 60,000 per year. Drug abuse, teen sexual activity, and prostitution have been correlated by many National Institute of Health studies.

4. A U.S. suicide rate that is almost 43,000 per year. Many are youth who are sexually active, sexually abused, and substance abusers.

5. Since Roe v. Wade, over 600,000 Minnesotans have been killed by abortion, surpassing the total military and civilian death toll from the U.S. Civil War, which was our bloodiest conflict, until now. Yet, our two U.S. Senators rhetorically wring their hands about youth shooting youth in our schools, or the shortage of labor in Minnesota. On the other hand, they proudly support their slaughter in the womb; in fact, Senator Tina Smith was once Vice President of the region’s Planned Parenthood before replacing disgraced Senator Al Franken.

6. Then, there is the growing phenomenon of mass shootings. Although causing a fraction of deaths compared to all the above, nevertheless, it was unheard of fifty years ago. The horrible irony is that those mostly young killers are abortion era survivors and were exercising the moral relativism of personal conscience--taken to its absurd end.

Moral relativism always leads to evil.

In the last 75 years, the late David Rockefeller deftly used the Rockefeller Foundation and their titanic political and financial resources (the Rockefellers had the greatest concentration of wealth in world history) in the founding of the United Nations on priceless Manhattan land, which they donated. Apparently, having influence over the

Undeterred, David Rockefeller continued his misanthropic agenda, whether it be with money or naked force. With vast Rockefeller family wealth, David directed the United Nations Family Planning Agency (UNFPA) to assist the China and India in implementing coercive sterilization and even infanticide programs. (Shockingly, St. John’s Prep in Collegeville sought and received the ignominious designation as a UN Charter School.

Invincibly ignorant or worse are those at St. John’s Preparatory School who made that decision).

While advisor to President Richard Nixon, Rockefeller’s Council of Foreign Relations sycophant, Henry Kissinger, authored the notorious and then classified National Security Study Memorandum (NSSM 200) which outlined the need to impose murderous measures, including holding back food deliveries to force Third World compliance to population control. Moreover, NSSM 200 even suggested mandatory limits on American fertility as well. However, the Kissinger’s/David Rockefeller plan could never have been pulled off; Americans are not the Chinese or the East Indians. Americans have the second amendment and most exercise the right to own and bear arms. The grotesque and ugly personal machinations from David Rockefeller ceased with his death in May of 2017. In the Washington Post it was no other than his kept henchman, Henry Kissinger, who wrote a flowery eulogy, extolling him as a family man, even though David Rockefeller devoted his life in preventing millions of others from becoming family men...

Central Minnesota has seen unprecedented social instability that has touched ALL of our families, in some way. Tens of thousands of its residents are missing. For they were never born. This was due to the premeditated efforts by super wealthy, powerful and evil people. The cowardice by local leadership, be it academes, bishops, religious, or political figures allowed the frontal attack on morality and this horrible slaughter of our people.

We can’t just wish away effete leadership, but we can at least stop subsidizing them at the collection plate or buying their stuff. We can teach our children and grandchildren to know their history, and to think logically. We must inform them that their first amendment right is only guaranteed if they are willing to fight for it. They need to understand that ultimately the first amendment is predicated by the second amendment as envisioned by our Founding Fathers. This is the essence of American Exceptionalism. If the second amendment is undermined, the freedom of worship and speech, or even to have children, will surely follow. Finally, we have to make it clear to our children that nothing, nothing just randomly happens. They and their children’s children face a supernatural, a spiritual battle, between good and evil that is making the wars in Iraq and Afghanistan seem comparatively quaint. The ultimate weapons in this grueling battle will be fasting from the cultural outlets of Hollywood, social media, and consumerism and much, much prayer. ~ Fr.
