Creativity has no limits -By Harvey Mackay There are only three pure colors – red, blue and yellow – but look at what Michelangelo did with those three colors.

There are only seven notes, but look at what Chopin, Beethoven and Vivaldi did with those seven notes. President Abraham Lincoln’s Gettysburg Address contained only 262 words, and 202 of them had one syllable. Think of the impact those simple, direct words have had on our society. There are only ten numbers, but look at what Bernie Madoff did with those ten numbers. Never mind … that was way too creative.

My point is that creativity is very basic, incredibly necessary, and all too rare in business.

The American Marketing Association did a study several years back and asked 500 CEOs and company presidents: What do you have to do to survive the next five years? 81 percent said creativity and vision. Now get this. Of the 500 surveyed, 81 percent of them said that their company is not doing a good job at it.

lesson is always creativity. I feel it is that important. There is no correlation between IQ and creativity. Every single person reading this column can become much more creative than they ever imagined.

Statistics indicate that between the ages of five and 17, there is an extreme decline in a person’s creativity level. And as we age, our creativity drops even more.

Don’t let it. Get rid of that “we-are-notcreative” attitude.

As Dr. Seuss said: “Think left and think right and think low and think high.

Oh, the thinks you can think if only you try!”

I love to study creative companies.

My theory is that they have what it takes to be successful because their customers appreciate the thought that goes into their products and services. Wouldn’t these creative signs for businesses attract your attention?

A tire shop in Milwaukee advertises: “Invite us to your next blowout.”

A towing company claims: “We don’t charge an arm and a leg. We want your tows.”

At a car dealership: “The best way to get back on your feet; miss a car payment.”

Outside a muffler shop: “No appointment necessary. We’ll hear you coming.”

On a plumber’s truck: “We repair what your husband fixed.”

Print shop sign: “Price, quality, delivery … pick two out of three.”

At an optometrist’s office: “If you

don’t see what you’re looking for, you’ve come to the right place.”

On a maternity room door: “Push. . .

In a veterinarian’s waiting room: “Be back in 5 minutes. SIT!!! STAY!!!”

At an electric company: “We would be de-lighted if you pay your bill on time.

However, if you don’t, you will be.”

On a taxidermist’s window: “We really know our stuff.”

Let me tell you about one of the most creative people I’ve ever met. On a trip to New York I was shocked to get into a shiny, clean cab, with beautiful music.

The smartly dressed driver handed me a laminated card and said: “Hi, I’m Wally, your driver. On the card was his mission statement! A mission statement! It said he was going to get me to my destination in the quickest, safest and cheapest way possible in a friendly environment.

As we pulled away he asked me if I was hungry. As I recall, he had an apple, banana and a Snickers candy bar. Then he asked if I would like to read something and he had that day’s editions of “The Wall Street Journal,” “New York Times,” and “USA Today” laid out on the seat.

A short while later he asked me if I had a favorite kind of music I would like to listen to – symphony, Broadway, rock and so on. As if that weren’t enough, Wally asked if the temperature was comfortable for me.

“The Good Old Days” -By Tom Kuehne Country Schools Some of us remember the country schools which were scattered around the rural communities.

The teachers in these schools had educational requirements that were continually changing. If you were a teacher during the 1920s and to the middle 1930s, you probably were not required to have a high school diploma. In the later 1930s most states were requiring a high school diploma and most were asking for at least a year of post high school education.

The usual location for additional education in this area was at St. Cloud Normal. Why St. Cloud State University was, during those years called St. Cloud Normal, I don’t know. However, the tuition to St. Cloud Normal in the late 1930s was $18.75 per quarter. Today’s annual tuition cost is about $8000.00.

For recent grads, think you’d like to get a student loan for $80.00 per year?

The teachers in these rural schools needed to not only educate the eight grades of students, but they also needed to manage the building heat, which was either wood or coal. Since school was closed during the weekends, it meant that the teacher needed to start the fire in the school on Sunday evenings to add some heat to the one-room building, but also remove the snow on the walkways. The students aged from 5 to 21 and there was a thought that possibly some responsible student would possibly improve their grades by firing up and shoveling snow.

That may help to explain the need for rural students to pass an entry test to be able to attend high school in town.

Rural schools were either accredited or non-accredited. Being accredited required the school to have in excess of 10 students. If the school was non-accredited, the teacher was paid $60.00 per month, but accredited school teachers were paid in excess of $73.00 per month for the 1940 school year. If a teacher taught high school, they could expect $100.00 per

month.

The rural schools have closed and consolidated with schools in the nearby towns. Some of the school buildings are now used as Township Halls or converted to residential or commercial property. The continued use of these old schools is primarily determined by their original location and construction. The original log schools are probably gone, due to the deterioration of the buildings.

Those of wood frame and brick or block construction are still in use.

Most of the rural schools had no electricity, so any illumination was created by lamps and candles. Since rural schools were phasing out as schools, most of them did not have plans to put electric service in the schools when it did become available.

Remembering that there was no running water, it required a need for outhouses and pumping and carrying drinking and hand-washing water.

Many stories still exist about banging the back of the girl’s outhouse with ballbats to scare them. Also mistakenly banging on the outhouse not knowing the teacher was in there. There were stories about snaring gophers and chasing the girls with them. Some told of spankings or being told to lean into the corner, supported by their forehead. There were also stories about walking to school, 2 ½ miles each way, both to and from being either uphill, through a swamp, or at 30 below or 100 above. I guess that’s why the older generation were so tough and shouldn’t be messed with.

Dear Dave, A good friend of mine passed away recently. In his will, he left me a couple of items and some money, and I’d like to share the money with my son. He is 25, and a good kid, but he is still impulsive with his finances.

Do you have any advice for handling this in a way that will do him the most good?

-Frank Dear Frank, It’s tough enough losing a close friend without having to worry about a grown son with money issues. I’m sorry you’re going through all this.

To be honest, I don’t like the idea of just handing him money when you already know he’s impulsive. I learned a long time ago that handing money to someone who’s financially irresponsible is not a good idea. Lots of people think other folks would be fine, and all their problems would be solved, if they just had more money. That’s not generally the case. You need to ask yourself if giving this young man a bunch of cash would really, truly help him. More than likely, the answer is no.

You obviously love this kid, and you’ve got a generous heart. But under the circumstances, it might be a good idea to attach a few strings to any cash.

Don’t make him jump through a bunch of hoops for no reason, though. I’m talking about teachable moment-type things that will help train and educate him to handle his finances in a more responsible and productive way.

There are lots of paths you could take. You might require that he start living on a written, monthly budget, that the two of you go over together for the first few months. Sitting down with a good financial coach—one with the heart of a teacher—is something you might consider

By now I was going crazy. I asked Wally how long he had been doing this, and he said a couple years. I asked him where he learned to do all this, and he said he heard it on TV from a self-improvement guru.

It was none of my business, but I had to ask Wally how much extra he gets in tips each year because of all this. He said $20,000 to $25,000.

Trust me, creativity like that is priceless!

May 23, 2020: At approximately 6:53 a.m., received a report of a one-vehicle accident with injuries at the intersection of 50th Avenue and 50th Street, one mile north of Upsala in Elmdale Township.

David Heisick, 65-year-old of Upsala, MN was traveling north on 50th Avenue.

Heisick’s vehicle went in the east ditch, hit a road approach and rolled. Heisick was transported to St. Cloud Hospital by Mayo Clinic Ambulance with unknown injuries.

The Morrison County Sheriff’s Office was assisted by the Minnesota State Patrol, Upsala Fire Department, Upsala First Response Team and Mayo Clinic Ambulance.

Jason and Stephanie Becker of Long Prairie are proud to announce the birth of their son, Oliver Leigh Becker, born Saturday, May 16, 2020 at 2:37 a.m. at the CentraCare Health-Melrose Hospital.

Oliver weighed 7 pounds, 8 ounces and measured 22.5 inches long.

Big brothers are Ayden 7 years old, and Wyatt 3 years old, both at home.

Colleen Lokken

C o l l e e n Lokken, 86 year old resident of Albany formerly of Upsala, MN passed away at Mother of Mercy Nursing Home in Albany after battling for many years with cancer through faith and perseverance.

A private family service for Colleen will be held on Saturday, June 6 at Word of Life Church in Upsala, MN. Burial will be in Gethsemane Lutheran Church Cemetery in Upsala, MN. A public Memorial Service will be held at a later date and time.

Colleen Yvonne Cruzen was born on February 17, 1934 in Albert Lea, MN to the late Clark and Ruth (Deeds) Cruzen. She was baptized and confirmed at First Methodist Church in Albert Lea. She attended and graduated from Albert Lea High School in 1952. Colleen was united in marriage to Alton Russell Lokken on January 29, 1955 at First Methodist Church in Albert Lea. The family farmed near Emmons, MN. They attended Silver Lake Lutheran Church in Northwood, IA. They moved to the Upsala area in 1964 where they farmed until moving to Upsala in October 1987. Colleen continued living in Upsala working as a Secretary at Upsala Area schools for 29 years. She was an active member of American Legion Auxiliary since 1965, serving as President, Secretary, Treasurer and Girls State Coordinator. She was an active community member serving as President of the PTA for the Upsala Area Schools, was a local 4-H leader and Secretary for the Upsala Community Center. Colleen

Ann M. Roehrl, age 92 of Melrose, passed away peacefully on Monday, May 25, 2020 at CentraCare Health Hospital in Melrose, Minnesota.

A Mass of Christian Burial will be held with immediate family and a Memorial Mass will be held at a later date after restrictions are lifted.

Anna Marie Ellering was born November 12, 1927 in Grove Township, Stearns County, Minnesota to Alphonse and Elizabeth (Welle) Ellering. She married Melvin “Mel” Roehrl on November 17, 1947 at St. Andrew’s Catholic Church in Greenwald. The couple raised six children together.

Ann was a member of the American Legion Auxiliary Unit 101, Christian Women, and St. Mary’s Catholic Church in Melrose and her favorite prayer was Hail Mary. She enjoyed the lake, birds, flowers, crocheting, and painting. Ann loved spending time with her family and was a loving mother and grandmother.

Survivors include her husband, Mel Roehrl of Melrose; children, Betty (David) Flanigan of Maple Grove, Peg (John) Faber of Adrian, Joe (Linda) Roehrl of Melrose, Chuck (Mary) Roehrl of Windham, Maine and Deb (Jeff) Duclos of Melrose; sonin-law, Brian Neuman of Brainerd; 18 grandchildren; 20 great-grandchildren; sister, Mary Jacobs of Melrose; and sistersin-law, Mary Margaret Ellering and Carlyn Ellering, both of Melrose.

She was preceded in death by her parents; daughter, Sharon Neuman; and brothers, Tony, Al, and Joe Ellering.

She moved into Grace Court in Albany in 2019.

Roman M. Gilsrud, age 49 of Albany, passed away on Tuesday, May 19, 2020 at the St. Cloud Hospital in St. Cloud, Minnesota.

R o m a n Matthew Rudolph was born October 22, 1970 in St. Paul, Minnesota to Raymond and Joyce (Christen) Rudolph. When Roman was eight years old, he was adopted by Carl Gilsrud. He graduated from Foley High School in 1989. Roman worked at Electrolux for 30 years until his retirement in November 2019 after the plant closed down. He was currently employed at FDC in St. Cloud.

Roman was a member of Our Savior’s Lutheran Church in Albany and the Machinist Union. He loved spending time with his family and friends. Roman’s two sons, Justin and Nathan were his pride and joy. He also enjoyed playing softball, cribbage, bean bags, darts, and FORDS (anything else was junk).

He loved having a good time BBQing with friends and family and a good stiff drink.

Joel P. “Jody” Olson, age 63, of Long Prairie, passed away Sunday, May 24, 2020 at his home in Long Prairie, Minnesota.

Joel Palmer Olson was born May 30, 1956 in Sauk Centre, Minnesota to Virden and Mary Mae (Minette) Olson.

Jody attended Sauk Centre High School and continued his education at barber school in St. Paul, Minnesota. After his schooling, Jody worked at various places before owning and operating Hair & Body Connection in Sauk Centre for many years.

He then began working as a food inspector for the Department of Agriculture in Long Prairie.

Jody enjoyed horseback riding, working on cars, hunting, doing carpentry work, and riding motorcycles.

Peter W. “Pete” LeClaire

Peter W. “Pete” LeClaire, age 74 of Melrose, passed away unexpectedly on Tuesday, May 19, 2020 at the St. Cloud Hospital in St. Cloud, Minnesota.

A memorial service will be held at a later date after restrictions are lifted.

Peter Walter LeClaire was born July 4, 1945 in New Munich, Minnesota to Luis and O’tillia (Scherer) LeClaire. He joined the US Navy and served during the Vietnam Era from 1965-1969. During that time Pete served on the USS Yorktown CVS-10 and also helped in the recovery of Apollo 8.

Pete married Antoinette “Toni” Uphus on December 22, 1970 in Las Vegas, Nevada.

He worked at Worms Ready Mix and then Kraft. After Kraft burned, Pete went to work for Jennie-O as a truck driver for the last 27 years.

Pete was a member of the Melrose American Legion Post 101 and the NRA for many years. He enjoyed hunting, going to the cabin, and gunsmithing. Pete was a licensed gunsmith.

Survivors include his wife, Toni LeClaire of Melrose; children, Michelle LeClaire of Melrose, Josh (Missy) LeClaire of North St. Paul, Jed LeClaire of Hoffman, and Karri (Casey) Houck of St. Paul; grandchildren, Cassie, Becca, Anthony, Alisha, Eric, Shannon, Nick, Payton, Grace, Illeana, Grayer, Xavier, Keria, DeAngelo, Gavin, and Wyatt; great-grandchildren, Maya and Xavier; brothers and sister, Dave (Ann) LeClaire, Cathy (Don) Pelka, Basil (Sharon) LeClaire, and Rueben LeClaire; and sistersin-law, Kathy LeClaire and Chris LeClarie.

Claude W. Green

Claude W. Green passed away on May 19 2020 at the Sunrise Village of Milaca.

Memorial services will be determined at a later date.

Claude was born on May 2, 1934 to Roy and Eleanor Green in Sleepy Eye, MN. He grew up in the Redwood Falls area. Following High School graduation, he joined the US Navy and was stationed in Kodiak, Alaska. While on leave he met and married Marlene Lecy on December 22, 1956. The couple lived in Bremerton, Washington. Following his service in the Navy they returned to Redwood Falls Minnesota where Claude worked for Woolworths. He went on to attend Mankato State University where he graduated with a teaching degree. He began a teaching/librarian career at Long Prairie High School in 1962. While teaching, he went on to complete his Master’s Degree at St. Cloud State University. While still teaching, in 1977, he and his partner, Karl Trampusch started G&T Nursery which they operated until 2001. Claude retired from Long Prairie High School in 1995. Claude was a very active community member. He served on the City Counsel; volunteered for service at the Christie House; was a member of the Jaycees and Lions Club. For many years he was the manager for the American Legion sponsored Marauders Baseball team.

He ran several antique shops throughout the last several years before he became unable to work. He loved to play bingo each week at the VFW, hunted and polished agates. He collected antiques, rocks, art prints, music, movies, books, decoys, ducks and fish.

Claude is survived by his daughters, Darcy Green and KayCee Green both of Maple Grove; sister, Bonnie Christenson of Wabasso; brother, Gordon Green of Mankato; and many nieces and nephews.

Claude was preceded in death by his parents, Roy and Eleanor; wife, Marlene; 3 infant children; sisters, Sharon Zimmer, Nettie Roiger and brother, Doug.

Melrose City April 16, 2020 The Melrose City Council met in a Regular Meeting on Thursday, April 16, 2020 at 6:00 p.m. via global/GoToMeeting pursuant to due notice being given thereof.

Present were Council Members Tony Klasen, Justin Frieler, Mark Hill, Travis Frieler, and Mayor Joe Finken, City Administrator Colleen Winter, and City Clerk Patti Haase. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Justin Frieler to approve the agenda as amended. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: FOR: Council Member: Justin Frieler, Klasen, Hill, Travis Frieler, and Mayor Finken; AGAINST: None Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. The minutes from the March 19 Regular Meeting b. List of bills in the amount of $288,696.56 c. List of investments for the month of March d. Donation Resolutions 1) Resolution No. 2020-22, Donation in the amount of $1,000 from the Melrose Lions from the towards the Riverfest Celebration.

The total of Pay Voucher 4 – Final is $7402.20. WSB Engineering has reviewed and is hereby recommending approval of the Final Pay Voucher #4. f. Ambulance Department uncollectible accounts in the amount of $125.00 has been submitted to Revenue Recapture, collections or written off. There was a total of $7,874.90 collected from account holders during this quarter. ed by Mr. Justin Frieler with a roll call vote recorded as follows: FOR: Council Member Hill, Justin Frieler, Klasen, Travis Frieler, and Mayor Finken; AGAINST: None Police Chief Maus presented the Police Department’s March 2020 report. He noted there were 278 calls for service during that month, compared to 426 calls for March 2019. A total of 15 citations were written for the month of March. There were 69 verbal warnings and one written warning.

The year-to-date number of calls is 895 compared to 1151 in 2019. For the month of March 2020, the Department received 25 agency assist calls. Chief Maus noted that he has received the Annual Report from the Stearns County Attorney Office. The juvenile numbers remain steady, however the adult crime level has slightly increased, most jumping from misdemeanors to gross misdemeanors. Police Chief Maus reminded people of the social distancing protocol that is place under Governor Walz Shelter in Place order. Council Member Klasen asked how the police department is handling the social distancing, and shelter in place protocol. Chief Maus said mainly they have been using it to educate the public. If it becomes habitual there are prosecution tools available however the Melrose Police Department has not had to use this measure. Council Member Klasen expressed his concern that government may be infringing on constitutional freedom. Mr. Klasen is suggesting that the Police Department use its discretion and make social distancing a recommendation at this time as long as case numbers do not substantially increase. City Attorney stated that he has not looked at 1st amendment implications and is not aware of anyone filing a case against the 1st amendment. Mr. Dymoke stated that the police and city are obligated to follow the law and terms of the order.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Massman Property: Prepared opinion regarding effect of proposed subdivision of Massman property on deferred special assessments and application of subdivision ordinance.

• Revolving Loan Fund: Reviewed proposed loan policies, emergency order, statutes and ordinances concerning emergency relief loan program. Prepared drafts of loan documents for use with emergency relief loan program.

• Auditor’s Letter: Prepared and submitted opinion letter for use

by City Auditor in preparation of annual audit.

Community Development Director Atkinson provided an update on year-to-date building permits.

Ms. Atkinson also noted that Ed Zimney with the Central Minnesota Housing Partnership has been administering the City’s federal commercial and housing updates grant.

The balance for the funds in the residential program is $112,019.

The balance for the commercial program is $80,120. There is one residence in the process of getting approved. There is one residence and one business who have requested applications but not yet submitted them. Ms. Atkinson noted that after only one 4:00 on the 4th event, the program will be on hold indefinitely due to COVID-19. Ms. Atkinson reported that MADA and the City Council approved offering a program to provide funds to local small businesses affected by COVID-19 at their April 2, 2020 joint meeting. It is being referred to as the Emergency Revolving Loan Fund (ERLF). As of today, six applications have been received.

Mike Nielson with WSB & Associates provided the following information on various city projects. Mr. Nielson stated that work has resumed at the Casey’s south side site. Demolition will begin on April 17. WSB will continue to make inspections as required. Mr. Nielson provided a status report on the Road/Dam/Bridge project.

City Administrator Winter provided an update on city operations during the COVID-19 pandemic.

The City Center offices will remain closed until May 4, 2020. Melrose has been working on the RDB project with the DNR and Corp of Engineering. Although the multi-family development has been placed on hold, as directed by the Council, City staff has contacted the property owner and they remain interested in selling their property for a multi-family development.

The Council held a public hearing on the request for a 3.2% Off Sale Malt Liquor License from Coborn’s Inc. DBA Coborn’s Grocery Store #2043. A public hearing is required as per City Code Chapter 113 Liquor Regulations. City Administrator Winter presented the Affidavit of Publication of the hearing notice. There being no further comment, the Public Hearing was closed at 6:28 p.m.

The Council gave consideration to the request from Coborn’s Inc. DBA Coborn’s Grocery Store #2043 for a 3.2% Off Sale Malt Liquor License. A background investigation has been conducted by the Melrose Police Department and nothing was found that would prohibit issuing of the license. The City has received the fee and required documentation. A motion was made

by Mr. Justin Frieler, o approve the 3.2 Off Sale Liquor License to Coborn’s Inc. DBA Coborn’s Grocery Store #2043. The motion was seconded by Mr. Travis Frieler with a roll call vote recorded as follows: FOR: Council Member Justin Frieler, Travis Frieler, Klasen, Hill and Mayor Finken; AGAINST: None Two members from the Planning & Zoning Commission terms expired in December of 2019. Staff had advertised for the positions.

Incumbent Kevin Thomes did not seek reappointment and no other applications were received leaving a vacant seat on the Planning and Zoning Commission. Jean McDonald has submitted an application for the Planning and Zoning Commission. A motion was made by Mr. Hill appointing Jean McDonald to the Planning and Zoning Commission. The motion was seconded

by Mr. Klasen with a roll call vote recorded as follows: FOR: Council Member Hill, Klasen, Justin Frieler, Travis Frieler, and Mayor Finken; AGAINST: None Mayor Finken stated that City staff was contacted by a liquor license holder asking if the City would consider prorating liquor license fees, since they have been forced to shut down. The Alcohol and Gambling Control Board does not object to a city refunding a prorated portion of the liquor license fees that a city collects. There is support for refunding a prorated portion of a liquor license fee, if

a City elects to do so, under Minn.

Stat. 340A.408, Subd. 5(3). The City of Melrose licenses renewed on March 1st and payments have been received by the City. City Administrator Winter has been in contact with some of the surrounding communities. The City of Avon will propose to the council that we offer folks a payment plan so they can pay over the next 12 months. Sauk Centre does not renew until July.

They are waiting to see when they get to re-open before doing anything. If the City wishes to allow for a prorated amount or a refund, they could do so in their Emergency Declaration Actions and Policies.

Liquor License Proration. City staff will calculate the duration in which bars and restaurants are prohibited from selling alcohol to the community. The prorated amount of their license for the days they are closed due to Governor Tim Walz’s Declaration shall be refunded back to them or applied to the following year’s application and permit fee.

A motion was made by Mr. Klasen to prorate the On-Sale Liquor license. City Administrator Winter asked for clarification on the motion. There are two ways to handle the refund either by applying credit to next year’s fees or through issuing a refund check. Also does the Council wish to prorate both the On Sale and Sunday On Sale license fee. Mr. Klasen amended his motion to pro-rate both the OnSale and Sunday On Sale liquor license fee by issuing a refund check.

The motion was seconded by Mr. Hill with a roll call vote recorded as follows: FOR: Council Member Klasen, Hill, Justin Frieler, Travis Frieler, and Mayor Finken; AGAINST: None Mayor Finken stated that bid opening for the 2020 Street Improvement Project took place on Thursday, April 16, 2020 at 10:00 a.m. Seven bids were received. The bids were checked for mathematical accuracy and tabulated. Mark

Lee Excavating Inc., Alexandria Minnesota was the low bidder with a total bid amount of $446,137.00.

The Engineer’s Estimate for the project was $570,637.40. WSB is recommending awarding the contract to Mark Lee Excavating in the amount of $446,137.00. The public utilities improvements are included in the project. A motion was made

by Mr. Justin Frieler awarding the 2020 Street Improvement project to Mark Lee Excavating in the amount of $446,137.00. The motion was amended and seconded by Mr. Hill to include up to an additional $25,000 for excavating and dirt work should it be deemed necessary. Since that time staff has made some slight revisions. One change was to extend the payback period from 2 years to 4 years. This would make the monthly payments more affordable.

The policy also did include a $150 application fee. Staff at this point has not collected the fee, however it could be collected at the time of fund disbursement. Council Member Justin Frieler supported waiving the application fee or only charging the application fee if they receive funding. Staff has received 6 applications as of today. Resolution No. 2020-21 Resolution Declaring a Local Emergency due to COVID-19.The Council at its March 19 meeting adopted Resolution No. 2020-21 Declaring a Local Emergency. Does the Council want to continue to work under the Emergency Declaration?

A motion was made by Mr. Justin Frieler for Resolution No. 2020-21 to remain in effect and to be bought back for review at the May meeting. The motion was seconded by Travis Frieler with a roll call vote recorded as follows: FOR: Council Member Justin Frieler, Hill, Klasen, Travis Frieler, and Mayor Finken; AGAINST: None Mayor Finken stated that there have been some questions regarding the parking area surface requirements. Community Development Director Atkinson has researched the current Zoning Ordinance and Melrose City Code and has found a solution that would address the parking of recreational vehicles. The Planning and Zoning Commission at its April 13 meeting did review the existing ordinance and looked at possible solutions.

Planning and Zoning Member Shawn Mayers has made a recommendation on types of durable surfaces that would work well. Mr. Mayers will further research and provide input prior to the May 11 Planning and Zoning Meeting. The Council by consensus directed staff to initiate the ordinance revision.

The Minnesota Department of Revenue is urging Minnesotans who are expecting a refund and still need to file their individual income taxes to file their returns now so they can get their refund sooner.

Taxpayers still have until July 15, 2020 to file their 2019 state and federal individual income tax returns.

The department estimates over 400,000 taxpayers may be due a refund but have not filed their returns yet. The sooner a return is filed, the sooner the department can review and process the return and issue a refund, if necessary. To date, over 2.3 million taxpayers have already filed their individual income tax returns and the department has processed over 1.6 million refunds.

The freedom of religion comes to mind, along with the freedom to own and operate a business. Originally, these actions were seen as being for the common good, but as time goes by, frustration has mounted. same product are closed, the government is picking winners and losers.

With the governor’s latest announcement on May 20, he once again left many disappointed. Requiring bars and restaurants to be open for outside service only beginning June 1 falls far short of what these folks need to have hope of maintaining their businesses. Many locations don’t currently have the space to offer outside service and may need to seek city approval in the form of a variance or conditional use permit to operate in this fashion. And for how long? And will they need to invest in outdoor furniture to make this work?

Then, there are the logistics. Imagine someone just getting their meal served and it starts raining. What do they do? Or what if someone needs to use the restroom? Are they going to be allowed to go inside? And even if this type of service works, operating at 50 percent of capacity will make it difficult to show a profit. And that is what these businesses need after going weeks without any cashflow.

The opening of Shady’s Tavern in Albany was put on hold when a Stearns County judge issued a temporary restraining order. A large crowd of supporters, estimated at several hundred, was on hand, as well as television crews from the Twin Cities. A hearing on the restraining order was scheduled for May 22 in district court.

Another casualty of the shutdown is movie theatres. They have been shuttered for weeks with no date mentioned for when they could re-open. The most recent plans announced were called Phase II, with the next phase still calling for them to be closed. It isn’t until Phase IV when they would be allowed to re-open.

The restrictions on churches are also a cause for wonder. They are being limited to ten persons or fewer, either inside or outside. To me, churches would be one of the easiest locations in which to practice social distancing. Folks could be ushered in to their seats and also ushered out to keep an orderly flow and reduce crowding.

Even in the next phase of the governor’s plan, a limit of 20 is placed on indoor worship. The online services offered by many churches so far have been good, but folks want their churches back and want to be able to worship in them.

Dear Motor Medics, I bought a truck without a backup camera and I tow a lot of trailers and I would really like to be able to see better when backing up to connect them.

I tow both bumper tow and fifth wheel so if possible, I would like to have two back up cameras and even one on the front bumper if I’m really dreaming big. What do I have to do to accomplish this? Do I need three screens in my vehicle?

-Dale in Olathe, Kansas Most vehicles now come standard with a back up cam and if you have ever had one it is a must have item. You ask several questions and we can give you some uplifting news.

There are a huge number of aftermarket camera systems available to go in the cab with small to very large screens and even ones that integrate with your factory radio screen. The number of cameras you have is your choice too using just one screen. Adapters are available so you can switch cameras and use from one to four on the same screen. Some people even opt to have a camera mounted on the back of their trailer which plugs in like the trailer connector so that they can see behind the trailer they are towing better. Units start at about $50 for a single cam and go up from there plus a modest charge for installation.

car is cold, and the outside air temp is cold it is pretty good but the warmer it gets the smellier it gets. It really gets bad when I turn the air conditioning on for a short drive then turn the car off and return within an hour and run the air. It smells so bad I must roll down the windows for a while before I can drive it.

How can I get rid of the smell?

-Luke in Adrian, Minnesota The smell could be may things but the way you gave detail it makes us think it is a bacteria issue. The bacteria grow faster when it is in a warm damp environment. The first step in any automotive smell situation with the vent system is to find out if your vehicle is equipped with a cabin air filter and if so, replace it with a new one which has a activated charcoal odor control coating. This type of filter has odor fighting properties and does not promote bacteria growth like a plain paper filter would. If the filter alone is not the issue, then you may have bacteria on the evaporator core and in the HVAC housing.

They make spray mist cleaners which are effective at removing the bacteria from the inside of the HVAC housing.
