Everyone has to start somewhere -By Harvey Mackay

Comedian Jim Carrey took a job as a janitor at a tire factory at age 15 when his father lost his job. He also worked as a security guard. To relieve his stress, he visited local comedy clubs, which instilled his love of comedy -- and prepared him for a blockbuster career.

Everyone has to start somewhere.

Like Jim Carrey, I started by pushing a broom at an envelope manufacturing company and worked my way into sales in six months. My career path took a different turn, but all in all, I’d say my humble start led to a life I love.

You never know where your career will go once you get your foot in the door and learn about different businesses.

Many famous people started out very small before they hit it big. The main thing is they started and got experience. Pride didn’t get in the way -- they had to pay the rent, eat and work toward their ultimate goals. Consider these examples.

Before Brad Pitt was a leading man in the movies, he worked various odd jobs, including driving limos, moving refrigerators and dressing up as a giant chicken to attract customers to a local restaurant.

Another one-time janitor is Stephen King. His job was cleaning a girls’ locker room, which later became his inspira-

tion for his best-selling novel “Carrie.”

Cooking show hostess Rachael Ray started out working at the candy counter at Macy’s in New York City. She later managed the fresh-foods department, which helped pave the way to her sizzling cooking career.

Donald Trump collected soda bottles for the deposit money and later went around with rent collectors to learn about that business. Do you suppose that’s where he got the idea for The Apprentice?

David Letterman, Diane Sawyer, Raquel Welch and George Carlin were all weather people on TV. Michael Dell, founder and CEO of Dell computers, and personal-finance guru Suzie Orman, washed dishes at restaurants.

The late George Steinbrenner, who later owned the New York Yankees among other businesses, helped his older siblings raise the family’s chickens, which he would also kill and dress for customers.

Working at ice cream shops is part of the resumes for Julia Roberts, Lucille Ball and Robin Williams, who also was a street mime before he got into acting.

And I’d wager that every one of these fabulously successful people would tell you that they still remember the lessons they learned from those early labors -- even if one of those lessons was that they wanted more out of life.

Few people would describe their first jobs as their dream jobs. The work is usually hard, the pay is never enough, and the hours are lousy. The experience, however, is invaluable.

As college graduates start to learn

the realities of the business world, I tell them that they will have to pay their dues. There is no substitute for realworld experience. Hard work is still a requirement for success. You can’t start at the top and work your way up.

In this economy, I’m frequently hearing stories about folks who are starting over in their careers due to downsizing, restructuring, technology or bellyup businesses. Most don’t have to start at the bottom, but they aren’t making lateral moves either.

My advice is always the same whether you are starting up or starting over: Keep your options open. Don’t discount the value of any working experience. Expand your network at every opportunity, because you never know who might know someone who could use your talents and skills. Volunteer some time to get more and varied experience. Make sure you have a presence on social networking sites, especially LinkedIn and Facebook.

Perhaps the most important tip I can pass along is this: Never be afraid to ask for help. There are plenty of people who have created successful businesses, and even more who have built successful careers. Learning from others is essential, no matter how much you have learned from your own experience.

Finally, don’t be afraid to dream.

Long before Mickey Mouse, Walt Disney dropped out of school at age 16 to join the Army, but was rejected because of his age. He became a Red Cross ambulance driver in World War I instead.

Addison Lee Wensman was born and became an angel on Wednesday, May 18, 2011 at the St. Cloud Hospital in St. Cloud, Minnesota.

Elizabeth C. Wunderlich Elizabeth C. Wunderlich, age 23, a resident of Minneapolis, MN formerly of the Burtrum area passed away Wednesday, May 18, 2011. Funeral Services were held at 1:00 P.M. on Wednesday, May 25, 2011 at the Faith Community Church in Burtrum, MN with Rev. Allan Travaille & Tyler Schwanke officiating. Burial was at the Moses Dane Cemetery in Burtrum.

Elizabeth Coffeen Wunderlich was born on October 25th, 1987 in Angeles City in the Republic of the Philippines. She was named after her grandmother Elizabeth (Betty) Wunderlich and her great grandmother Vera Coffeen Wunderlich. In August 1992 at the age of 4½ Elizabeth moved with her father Percy Allen Wunderlich and brothers Noel, 17 and Derek, 7 ½ to Yokota Air Base in Fusa, Japan. Elizabeth attended

While in middle school, Elizabeth was the commander of the JROTC honor guard.

In November of 2002 she transferred from Yokota High School to Seoul American High School at Yongsan Army Garrison in Seoul, South Korea. Elizabeth was a JROTC cadet for four years while attending school, and graduated in 2006. In August 2006 she moved to Minneapolis, MN and graduated from The Aveda Institute in July 2007.

Elizabeth survived a six story fall into the Mississippi River as a result of the I-35W Bridge collapse. Elizabeth had a passion for life and enjoyed reading, fashion, film, good food and her kitties; and she espec0ially loved her family and dear friends.

She is survived by her father, Percy; brothers, Derek and Noel; sister-in law, Agnes; niece, Vixie Anne and nephew, Vixen Neil. Also by her uncles, Bruce and Curtis; great uncles, Charlie and Bill; aunts, Wanda, Vickie, Richael, and Mary Jo; great aunts, Julie and Peggy; cousins, Darrell, Shawn, Chris, Erin, Emily, Eli, Patrick, Aaron and Michael.

She was preceded in death by her grandparents, Henry and Elizabeth (Betty) Wunderlich and great-grandparents, Earl and Vera Wunderlich.

Pallbearers were Shawn Wunderlich, Kevin Wunderlich, Robert Crippa, H.G. Reynolds, James Benson and Stephen Schwanke.

Unbelted Drivers or Passengers Will Be Ticketed To prevent a repeat of the deadly spring in 2010, when a flurry of traffic crashes killed 11 people within four days (nine were not belted), Todd County Deputies and Officers from Osakis, Long Prairie, Eagle Bend, and Staples will increase Click It or Ticket seat belt patrols in May 23 - June 5.

The campaign includes nearly 400 Minnesota agencies working overtime patrols supported by federal dollars to increase seat belt use and stop preventable traffic deaths. Each year in Minnesota, at least 200 unbelted motorists are killed.

During 2007-2009, more than 600 unbelted motorists were killed and more than 1,200 were seriously injured.

According to Todd County Sheriff Peter J. Mikkelson, a seat belt is a motorist’s best defense in case of a crash. He notes that in rollover crashes, unbelted motorists are usually ejected from the vehicle. In most cases, the vehicle will roll over them. Often, unbelted motorists will crack teeth out on steering wheels or break their nose, and even slam into and injure or kill others in the vehicle.

“Seat belt enforcement is important to stop preventable deaths or injuries,” says Sheriff Mikkelson. “While we would rather not cite anyone for the violation, we know that a ticket is usually what will convince people to start making the smart decision to always belt up.”

Sheriff Mikkelson adds that motorists need to be the first line of enforcing the law by speaking up and insisting that all passengers are belted.

The Todd County Sheriff’s Office participating Police Departments will enforce the state’s primary seat belt law during the effort. The primary law requires passengers in all seating positions, including the back seat, to be buckled up or seated in the correct child restraint. Officers will stop and ticket unbelted drivers or passengers. A seat belt fine is $25 but cost $110 with court and administrative fees.

On the early morning of 4-17-11, the Todd County Sheriff’s Office, Grey Eagle Fire and Rescue, and both the Long Prairie and Melrose Ambulance services responded to a two vehicle crash involving an ejected driver. The 26 year old driver rolled his car numerous times in the ditch on Co Rd 103 and was ejected from his car after it rolled over a road approach. He suffered critical injuries and was airlifted to the St. Cloud Hospital, where he remains and is improving. He was not wearing a seatbelt, which would have kept him inside the car and probably greatly lessened his injuries.

The driver of the second car also was not wearing his seatbelt and his head hit the windshield upon impact in the ditch. He and his passenger were also transported by ambulance and were treated and released.

A Hunk-a-Hunk-a Burnin’ Love

By Saralee Perel “We can sleep together tonight,” Bob said, crying.

“And the problem with that is . . . ?”

This talk took place the morning that our puppy, a border collie named Becky, was to be spayed and then kept overnight. So until now, Bob’s been sleeping with Becky on the pull-out couch near the back door for quick-access bathroom runs. Usually Becky has to “go” too.

“I’ll be lonesome tonight,” he actually sang - Elvis style.

“What am I? Chopped liver?” He didn’t hear me. He had his face buried in Becky’s favorite toy – her binky. It’s my bra.

He was freaking out about arriving on time. “Before my surgery,” I said, “you set your alarm so you’d have time to stop at Dunkin’ Donuts.”

“Don’t be cruel.”

“Bob. The Elvis-speak? It’s gotta go.”

“I’m in love,” he whimpered. I shouted, “NO!” But he sang, “I’m all shook up.” Finally, he took Becky, my bra, and left.

He called from his cell. “We never asked her to express her feelings about not having children.” He sang, “It’s now or never.”

Good thing our phone doesn’t show pictures or he’d have seen me smashing my head repeatedly on my desk. I said, “Have them freeze her eggs.” He thought I was serious.

Later, when Bob came home he was terribly upset. “They wouldn’t let her keep her binky.”

“It’s my binky; I mean bra. It’s filthy with dog spit.” He defended himself by reminding me he washes it daily with expensive lavender soap, then gives it back to Becky.

Later, the vet called. Becky was fine.

The second we hung up, Bob hit redial.

I stopped him. He said, “If she hears my voice, it will,” (back to the King) “help her make it through the night.” This Elvis schtick was driving me nuts.

I grabbed the phone from him. “I’ll call.” I pretended to dial and pretended

someone from the vet answered. I said, “Could Becky come to the phone please?”

Bob was worried when I hung up so quickly. I said, “Sorry honey. They said she was on the other line.”

Bob spent the day smelling my bra.

Feigning compassion I said, “Want to talk about it?” I so wish I hadn’t asked that.

He crooned, “The chairs in our parlor seem empty and bare.”

“We don’t have a parlor.” He didn’t reply. I suggested, “Occupy yourself so you won’t think about her.”

So he cleaned Becky’s crate, alternately calling it the recovery room and the Intensive Care Unit.

We didn’t sleep that night. Why? “Heartbreak Hotel” kicked in. “Since my baby left me,” he sobbed as he sang, “I’ve found a new place to dwell.” I swatted his shoulders twice. Apparently he took that as drumbeats. “Down the end of Lonely Street at – ” I put our sleeping cat over his head. But I heard a muffled, “I’m so lonely, I could die.”

I considered smothering him with my “Eau de Becky Spit” scented bra, since he had it balled up against his nose anyway.

In the morning, Bob went to the vet to pick her up and bring her home. But they were closed at 5 AM. When he did bring her home, a little after 9, I cried – happy tears – tears of relief that Becky was OK. Bob gently and carefully placed her on our bed. He softly sang, “Love me tender . . . love me true.” Becky had her pretty face near Bob’s shoulder. And me?

Well, I rejoiced watching the both of them.

The song was fitting and actually sounded beautiful. He continued, quietly, “Take me to your heart.” Becky’s eyes slowly closed. “For it’s here that you belong.”

I watched over this precious moment in time. “And we’ll never part.” Then I saw that Bob’s eyes were slowly closing.

It was a touching and exquisite scene I will never forget. They began snoring in

Seatbelt continued from pg 4 achieve a record-high daytime seat belt compliance rate of 92 percent. In a recent pre-enforcement seat belt observational survey in several areas in Todd County, 83% of motorists were belted. Surveys will be conducted following the enforcement to measure belt use.

The campaign will also include enforcement of Minnesota’s strengthened child passenger safety law that requires children to be in the correct restraint until they are age 8 or 4 feet 9 inches tall, whichever comes first. This law requires booster seats for children usually starting at age 4 to ensure adult seat belts fit them correctly.

Belt use is especially an issue in rural Minnesota communities. Annually, nearly 80 percent of unbelted traffic deaths occur on Greater Minnesota roads.

Todd County Law Enforcement Agencies are stressing belt use especially among teens and young adults, the groups with the lowest seat belt use rates. Statewide each year, motorists age 15–29 account for 45 percent of all unbelted deaths, yet this group represents only 25 percent of licensed drivers. This same age group accounts for 55 percent of all unbelted serious injuries - [70 percent occur in Greater Minnesota.]

The enforcement effort will also include a nighttime seat belt enforcement focus. Each year, more than 60 percent of the

Samantha plans on attending the College of St. Benedict’s University this fall, where she will major in Elementary Education. Upsala team places 3rd in Stock Market Game

Students at Upsala Elementary School joined BestPrep and more than 8,200 students in 175 schools around Minnesota to compete in the Stock Market Game (SMG) this spring.

The Stock Market Game is an interactive educational tool used in grades 4-12 to supplement subjects such as math, social studies, and business education, while fulfilling Minnesota Graduation Standards. BestPrep, a Minnesota based nonprofit, administers the programs to students throughout the state to enhance economics education and financial literacy.

Student teams participating in The Stock Market Game are given a virtual $100,000 to “invest” over a fifteen-week period. Each team receives daily portfolio updates on their current holdings, brokerage fees, interest, and team rankings.

During the session, teachers, incorporate The Stock Market Game’s support-

ing materials into their curriculum. The students meet core educational requirements, while engaging in a simulation of how the stock market works.

Our sixth grade had a team finish 3rd out of 534 teams competing throughout the entire state of Minnesota. The team members ranking 3rd were: Cody Stoermann, Sean Wensmann, and Michael Welinski.

Their portfolio is currently worth $115,497. Polaris (PII). Polaris Industries Designs, Engineers, and Manufactures off road vehicles such as all terrain vehicles, snowmobiles and some on road vehicles as well. This stock yielded a 41% return.

Their number two performing stock was Under Armour (UA). Under Armour is engaged in the development, marketing, and distribution of branded performance apparel, footwear, and accessories for men, women, and youth. This stock produced a 20% return.

White House Children’s Garden Project The Stearns History Museum and Research Center has received a $500 grant from the Julianne Williams Fund of the Central Minnesota Community Foundation to support scholarships for 10 girls to attend the White House Garden Project.

The garden project will involve children between the ages of 7-11 working in the garden at the Museum during the summer and participating in other activities.

One such activity is painting outdoors.

Girls between 7-11 are encouraged to apply for a scholarship by May 31, 2011.

Application forms can be picked up at the Museum, 235 33rd Avenue South, St.

Cloud, Minnesota.

which means negotiations will continue in an attempt to reach an agreement.

The omnibus Education Finance legislation, which was approved last week by the Legislature, holds K-12 education funding at nearly the same level as in the past. Forty-six million dollars have been cut in a comparison with the current cycle of spending, but in terms of the total education budget, approximately $14 billion, those 46 million represent around threetenths of one percent.

Much has been written about compromise, or the lack of same, between the Legislature and Governor Dayton. House Republicans campaigned on the pledge to keep spending at $32 billion. After the February budget forecast came in better than expected, our spending target was increased to $34 billion. The Governor had originally called for a two-year spending target of $37 billion, which he lowered this week to around $35.5 billion.

So, there has been movement on both sides. Our position as Republicans in the Legislature is solidly against raising any more tax revenue, while the Governor insists on raising another $1.8 billion.

That’s how far apart we currently are, and right now neither side wants to compromise further.

At some point, there will be an agreement. When that will happen, no one

Then he signed the Agriculture Bill and gave the impression that he may look at each of the major spending bills separately. My bill that exempts water used for public safety from the state sales tax was part of the omnibus tax bill passed last night. Another part of the bill aligned our tax code with the IRS concerning the marriage deduction and the estate exemption. Local Municipality Minutes BurnhamvilleTownship April 26, 2011 The regular meeting of the Town Board of Burnhamville Township was held April 26, 2011 at the Burtrum Community Center.

The meeting was called to order at 7:00 p.m. by Chair Mike Berscheit.

Members present include Supervisors: Mike Berscheit, Bruce Johnson, Louis Thompson; Clerk Shirley Hulinsky; and Treasurer Pam Throener. Others present: Mike Brick and Erv Herdering.

Sup. Thompson made a motion to approve the minutes of the March 29, 2011 regular meeting.

Motion seconded by Sup. Johnson.

Motion was made by Sup. Johnson to pay all bills numbered 4479 through 4491: Rev. 628.83, R&B $9,273.48. Sup. Berscheit seconded the motion. Motions passed.

Correspondence included a letter from the census and an advertisement for tree service.

After discussing the condition of Chickadee Drive in our township, Sup. Berscheit made a motion to pass resolution #2011-02 which expands the length of Chickadee Drive that the township maintains.

The motion was seconded by Sup. Thompson. Motion passed. A copy of the resolution is on file in the clerks office.

The access permit for a resident on Flicker Road was approved on a motion by Sup. Berscheit and a second by Sup Johnson. Motion passed.

Ditch mowing contract will be considered at the next meeting.

The board reviewed gravel and grading quotes and awarded the contracts to Herdering, Inc. on a motion by Sup. Berscheit and a second by Sup Johnson. Motion passed.

Township clean up day is set for May 21st from 9-11 a.m. and will be held in conjunction with the City of Burtrum. Prices were set similar to last years.

Township road maps sent by the county were reviewed and signed.

The road inspection list from April 15th was reviewed and approved.

Treasurer’s report showed a balance of $134,339.88 before tonight’s bills. It was suggested to renewed the next road rebuilding CD for just six months in anticipation of road project costs. The report was approved on a motion by Sup. Berscheit and seconded by Sup. Thompson. Motion passed.

A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Johnson. Motion passed. The meeting

adjourned at 8:08 p.m.

Next regular meeting will be on May 31, 2011 at 7:00 p.m. in the Burtrum Community Center.

Melrose City April 21 2011 The Melrose City Council met in a Regular Meeting on Thursday, April 21, 2011 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Joe Finken, Dick Christenson, Jenny Mayers and Tony Klasen, Mayor Tim Vogel, and Assistant City Administrator Karen Thostenson. City Administrator Michael Brethorst was absent. Mayor Vogel presided thereat. Also in attendance were several American Government students from the Melrose Area Public High School. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried to approve the agenda as amended.

Mayor Vogel then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. The minutes from the January 27 Special Joint Meeting with the Commission (these minutes were inadvertently omitted from the February 17 Council Regular Meeting Agenda), March 17 Regular Meeting, and the March 31 Special Meeting. b. List of bills in the amount of $655,321.61 and the following purchase orders: Alchemy Software Solutions Support Agreement with Marco Software Solutions in the amount of $2,145 (Records retention program).

• Blood pressure monitor for the 3rd ambulance rig - Bound Tree at a discounted price of $2,394 from the original price of $3,200.

Police Chief John Jensen presented the Police Department’s March monthly report. He stated there were 213 calls for service during this month compared to 205 for March of 2010. The year-to-date number of calls is 749, compared to 624 in 2010. Chief Jensen reported that there will be a prescription drug drop off held on April 30 at the City Center parking lot from 10 a.m. to 2 p.m. Also, on May 21, there will be a City-wide cleanup day held with drop offs taken at the City Center parking lot and the Fire and Ambulance Station parking lot. The Police Department has started its annual tour of the City for housing violations. Mayor Vogel requested to see the notification being sent to owners found in violation of the City’s ordinances prior to it being sent. Chief Jensen noted that these notices are hand-delivered to allow the homeowners to ask any questions, work out compliance arrangements, etc.

He stated that he would be providing the mayor a copy of the notice prior to beginning deliveries.

City Attorney Scott Dymoke reported he has been working on the following projects for the City: FEMA storm shelter requirements and grant documents for mobile home parks along with whether the grant program is compatible with City goals and policies.

• Provided an opinion outlining the City’s authority to approve or deny liquor license applications.

• Reviewed state statutes governing towing of vehicles in response to Council request to enforce harsher penalties for drivers without valid drivers’ license.

Director Walz reported on the joint meeting between the Comprehensive Plan Committee and the City Council held Thursday, April 14, where the focus was a review of the proposed goals and policies.

At the conclusion, Consultant Tina Goodroad modified the goals and policies based on the group’s discussions and input. Ms. Goodroad

also provided a Project Work Program and Schedule for the completion of the Comprehensive Plan updating process, which calls for a Council adoption date of November 17, 2011.

The Assistant City Administrator/Treasurer reported that the City’s contract for Insurance Agent Services with Mary Louden Horn of KIA Insurance expires in May 2011. The City’s insurance through the League of Minnesota Cities requires that the City have a servicing agent. Entering into a contract for agent services saves the City considerable dollars because without a contract, the services would be based on a percentage of the insurance premiums, which would be much higher than the flat costs generally paid. The Utilities Commission, at its April 11 meeting, took action authorizing staff to advertise for services and seek proposals from local insurance agencies.

A motion was made by Mr. Finken, seconded by Mr. Christenson and unanimously carried to concur with the Commission to authorize staff to advertise for services and seek request for proposals (RFPs) from local insurance agencies.

The RFPs are due by May 4, 2011. Staff’s recommendation on award of this contract will be placed on the Utilities Commission’s May 9 agenda and the Council’s May 19 agenda.

Consideration was then given to approval of the following Temporary On-Sale 3.2% Malt Liquor License application: Melrose Chamber of Commerce for the Riverfest Celebration, August 20, 2011. Staff recommended approval of the license be contingent upon receipt of the necessary certificates of insurance as to dram shop and

general liability coverage. A motion was made by Mr. Finken, seconded

by Mr. Klasen and unanimously carried to approve the 3.2% Malt Liquor License Application contingent upon staff receiving all the necessary documents.

Mayor Vogel reported that correspondence was received from the Chamber of Commerce requesting the City again contribute $2,000 to be used for advertising costs incurred to promote the City for the Melrose Riverfest Celebration to be held on August 20, 2011. This amount was included in the 2011 budget. A motion was made by Ms. Mayers, seconded by Mr. Christenson and unanimously carried to approve the Chamber’s donation request in the amount of $2,000.

The Assistant City Administrator/Treasurer reported that, recently, the existing Duvoice voicemail server has needed rebooting on an ever-increasing basis. The voicemail server was installed in the summer of 2003. The option of upgrading the system to replace the voicemail server, transfer accounts and messages would cost approximately $4,666.16. These costs would be shared between the General Fund and the Utilities Fund. The Utilities Commission, at its April 11 meeting, approved proceeding with the update.

Mr. Klasen inquired whether this was propriety equipment or if it might be beneficial for staff to check with other vendors to obtain a quote to replace this voicemail server. The Council was in agreement with this request. This item to again be placed on the Council’s May 19 meeting for further consideration.

Mayor Vogel announced that the following individuals have submitted their resignations from

the Ambulance Department: Diane Vogel has submitted a letter of resignation effective immediately due to time constraints between her regular job and continuing her education. She has served on the Department since February, 1998; Tina Schmidt has submitted a letter of resignation effective immediately also due to time constraints between her regular job, continuing her education, and raising a family. She has served on the Department since December, 2006; Gina Kraemer has submitted a letter of resignation effective immediately due to a busy schedule and not having adequate time to devote to the Department. She has served on the Department since June, 2007.

A motion was made by Mr. Klasen, seconded by Mr. Finken and unanimously carried to accept the resignations of Ms. Vogel, Ms. Schmidt and Ms. Kraemer and to thank them for the dedicated service on the Department.

Consideration was then given to authorizing staff to submit a Safety Equipment Grant to the Department of Labor and Industry for 50% funding towards the purchase of defibrillators for the Electric Line Department and City Center, escape breathing apparatus for the Water/ Wastewater Department, personal protective equipment (PPE) for all departments which includes protective jackets for welding, chain saw protective boots, arc flash suits for the Line Department, and barricades for the Street Department. The total cost of the grant request is $9,451.72, with the City’s 50% share of $4,725.86 to be split amongst the departments benefiting from the purchase of this equipment and PPE. and the City’s MMUA Regional Safety Coordinator recommend the application be submitted. The Utilities Commission, at their March 14 meeting, took action approving submittal of the grant application. A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to authorize the submittal of the Safety Equipment Grant for the items listed above.

The Council next gave consideration to authorizing staff to submit a Community Partnership Grant application through CenterPoint Energy for two defibrillators (AEDs) for the Police Department.

The total project cost is $3,463.60 and CenterPoint Energy will award matching grants up to $2,500 for eligible safety and emergency response equipment. The current AEDs are outdated and are not compatible with the AEDs used by the Melrose Ambulance Department. The Police Department responds to all medical emergencies within the City of Melrose and is normally the first unit on the scene.

A motion was made by Mr. Klasen, seconded by Mr. Finken and unanimously carried to authorize the submittal of the Community Partnership Grant application for AEDs for the Police Department.

On March 14, the Ad Hoc Labor and Personnel Committee, consisting of Council Member Jenny Mayers, Council/Utilities Commission Dick Christenson, and City Administrator Michael Brethorst, met with Human Resource Technician Diane Gruber and Public Works Director John Harren to discuss the request of non-union employees that consideration be given to revising Personnel Policy #19 – Overtime and Policy #13 – Call-Back to be consistent with those policies as outlined in the AFSCME Collective Bargaining Agreement. It was their recommendation that these revised policies be adopted and implemented for non-union employees. The Utilities Commission gave approval to these policy revisions at its April 11 meeting. A motion was made by Mr. Christenson, seconded by Mr. Finken and unanimously carried to concur with the Utilities Commission and adopt the revised policies

as recommended by the Ad Hoc Labor and Personnel Committee.

It was also pointed out that the establishment of a Labor Management Communication Group (LMCG), as recommended in the Springsted Staffing Study, has been formed consisting of the Ad Hoc Labor and Personnel Committee, Human Resource Technician, Police Chief John Jensen as Department Head/Supervisory representative, employee representation of one non-union employee from the Street/Parks Department, one nonunion employee from Administration staff, as well as one AFSCME Union Steward and one LELS Union Steward. This Committee will begin discussions of whether a paid-time-off (PTO) policy should be adopted to replace all other paid leave policies as proposed last fall.

The review of the remaining personnel policies that may need clarification, etc. will begin this fall.

Correspondence has been received from the Transportation Committee requesting the City again contribute $2,500 for the continuation of the Tri-Cap bus service. The bus service is for the general public and is a great asset to the Melrose community. The City’s 2011 Budget includes an allocation of $2,500. Ms. Mayers, who serves on the Transportation Committee, provided information showing the unsubsidized cost of the bus is approximately $91,000 per year. Sales of ride tokens results in revenue of about $6,000-$7,000 per year, plus the City has committed to a $400 per month fee. Ridership has increased dramatically to over 7,000 riders in 2010. A motion was made

by Mr. Finken, seconded by Ms. Mayers and unanimously carried to approve the donation request of $2,500 towards the Tri-Cap bus service.

Consideration was given to approving the Community Festival License Application for Melrose Bowl for the Melrose Fire Department Fundraising Event to be held Saturday, June 18 at the Sauk River Park.

Director Walz reported that City Building Official Dan Marthaler and Fire Chief Jeremy Kraemer completed their evaluation of the fire-damaged residence at 306 East Second Street South. Their findings have been presented for inclusion by staff of additional site and related information. A public hearing will be held at the Council’s May 19 meeting to provide interested parties an opportunity to give their input regarding the future of the residence prior to the Council making its decision as to whether it can be repaired or requires demolition.

All interested parties including the owner as per Stearns County records, any mortgage companies, and lien holders will be notified of the hearing and provided a copy of the evaluation prepared by Mr. Marthaler and Chief Kraemer. The hearing to be scheduled for May 19 at 6:00 p.m.

Chief Jensen stated that, after thorough review and discussion, it is staff’s recommendation that the City not participate in the grant program for the construction of the storm shelters due to the extensive involvement required of the City, both at the time of the grant application, through construction, and long term maintenance. It is the responsibility of the owner of each of the mobile home parks to meet storm shelter requirements, and the City’s involvement with the grant program may blur the lines of those requirements. Ms. Mayers asked that this item be placed on the next Council agenda for an update and expressed her desire to see this process move along. A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried that the City not participate in the grant program for storm shelters.

Public Works Director John Harren reported that legislation is moving forward regarding Melrose’s request for an expanded Utilities Commission membership.

Legislative committees are doing minor modifications to the language, which had been provided to the Council. The statute regarding Council participation states no more

Mayor Vogel reported that at a recent conference attended by staff, a recommendation was made that Council and Commission Members use a City email address account for work-related communications, due to legal and privacy issues.

They were informed that when City communication is sent to a personal email account, the individual loses the privacy rights if for any reason a legal matter would arise that would require accessing the Council or Commission Members email accounts. A quote was obtained for creating seven City email accounts in an amount of $381.54 which equates to $51.00 + tax per account.

Another option would be for the Council and Commission Members to establish a Gmail or Hotmail or similar account that is used only for City business. The Commission discussed this matter at its April 11 meeting, and came to the consensus that if any of them did not wish to use their home or business email, they would establish a Gmail or Hotmail agreed with this option.

The general consensus of the Council was to continue to utilize the emails addresses they currently use, and to inform staff if an alternate email address is established for City use.

Fire Chief Jeremy Kraemer and Assistant Chief Tom Budde were on hand to report that the Fire Department would like approval to start looking for a replacement for Vehicle # 503 - 1977 Luverne pumper. Chief Kraemer stated the Department would be looking for a three to seven year old used replacement with a cost in the $200,000 to $300,000 range which is fully funded in the Fire truck setaside account. It would be a comparable model to the Department’s current front line pumper which is a 1993 Pierce. The new cost of a comparable pumper is $450,000.

The Department would like to also consider, in conjunction with the purchase, trading in the current 1977 Luverne and Vehicle #507 1993 Spartan. If a fair trade in is not possible, the Department would like to sell these outright or possibly revamp the 1993 Spartan to be a personnel carrier. It is hoped to find a truck in the next year and since the used truck availability changes daily, it may take some time to find what meets the needs of the Department. Chief Kraemer stated that the Department is aware of the bidding requirements that would also have to be met, and would bring the specifications and other bid documents to the Council for approval prior to proceeding. He noted the difficulty in bidding used vehicles.

City Attorney Dymoke noted that he would again research state statutes to see if there have been any changes made considering the purchase of used vehicles. A motion was made by Mr. Klasen, seconded

by Mr. Christenson and unanimously carried to authorize the Fire Department to begin the process of

seeking a replacement for Vehicle #503, 1977 Luverne pumper.

Chief Kraemer also reported that the Department will also be seeking bids on turnout gear in the next few weeks which is expected to be in the $50,000 range. It will be funded 95% by the FEMA grant awarded the Department. Award of the low bid will be placed on a future Council agenda for approval.

It was pointed out that the following Special Meetings have been scheduled: Special Meeting of the Council acting as the Board of Review and Equalization scheduled for Tuesday, May 10 at 6:00 p.m. at the Melrose City Center; A Special Meeting of the Melrose City Council scheduled for Thursday, May 12 at 6:00 p.m. at the Melrose City Center to discuss the CentraCare lease.

Mayor Vogel reported that he was contacted by several local businesses regarding the City obtaining quotes for supplies and maintenance from businesses that are not local. It was noted that local businesses pay taxes, invest in the community, support community events, etc. Mayor Vogel stated that it is important that the City support its local businesses as it encourages its residents to do. It was pointed out that the City’s current purchasing policy requires the City obtain two quotes for all purchases over $2,000 up to the state mandated bid requirement limit of $100,000. A suggestion was made that perhaps the City could change its policy to allow negotiated local purchases in the cost range of $2,000 to $25,000.

After some discussion, staff was asked to review the current purchasing policy, applicable state statute requirements, as well as other cities’ purchasing policies and provide a recommendation at the Council’s next meeting.

The following informational items were then reviewed: a. Building Permit Summary Log for First Quarter 2011. b. Public Utilities Commission’s March 14 Regular Meeting minutes. c. Director Harren reported that he had indicated to our legislators that the Council would be receptive to the present language.

Director Harren reported that staff has been in contact with Jennie-O Turkey Store (JOTS) regarding the feathers. They have indicated that they will be picking up the feathers from the winter, and that they have ordered a different, finer netting in anticipation that the netting they ordered will contain the feathers versus having to clean them up.

Mayor Vogel reported that animal licenses will be issued from May 2-31 at the Melrose City Center for residents who own a dog or cat. The Melrose City Code requires the following: All dogs and cats 6 months and older, kept or harbored in the City, must be licensed with a City of Melrose license. A maximum of 3 domestic animals is allowed on the same premise; A valid rabies vaccination certificate indicating the animal has been vaccinated within three years must be presented before a license can be issued. The earliest age to vaccinate for rabies is 3 months old; The license fee for all dogs and cats is $15 if spayed or neutered or $30 if not spayed or neutered; The dog or cat owner is subject to a penalty of $15 for late registration and costs incurred for impounding the animal. These fees are in addition to the license fee; Pet owners are required to clean up animal waste; Animals are prohibited from running at large.

Mayor Vogel questioned whether it is common for cities to charge double the fee if an animal is not spayed or neutered. Chief Jensen stated that unspayed or unneutered animals are more likely to run loose, bark excessively, etc. which results in more complaints received. Chief Jensen also stated that staff is exploring the possibility of having the animal license fee period run concurrently with the calendar year. A recommendation regarding this potential change would be made at the time the City’s fee schedule is updated in fall.

Mayor Vogel reported that the Minnesota Municipal Clerks Institute will be held July 11-15 in Minneapolis at North Brooklyn Center. MMCI is a three year continuing education program leading to professional accreditation. The registration fee for 2011 is $410.

The Utilities Commission, at its April 11 meeting, gave approval to Administrator Brethorst attending and sharing the costs between the General and Utilities Funds. A motion was made by Mr. Finken, seconded by Mr. Klasen and unanimously carried to concur with the Utilities Commission and approve Administrator Brethorst attending the MMCI.

Pastor Bob Bernard of Tri-City Christian Center in Freeport says “Good-Bye”

Fourteen years ago Pastor Bob Bernard and his wife Cathy Jo arrived in Freeport to begin a church that became known as TriCity Christian Center.

After a long “battle of the heart,” Pastor Bob and Cathy Jo are saying a tearful good-bye to their beloved congregation at Tri-City and the area they’ve called home all these years - Albany, Freeport, and Melrose.

On April 3rd, Pastor Bob was asked to assume the pastorate of Eagle Bend Assembly of God in Eagle Bend, Minnesota. He has assumed his ministry their as of May 1st, and has been commuting there on weekends until his school bus contract is completed for the school year, on June 3rd.
