organization based in Alexandria, Va., that was founded in 1947 to honor the achievements of outstanding Americans who have succeeded in spite of adversity and to emphasize the importance of higher education. The association is named for Horatio Alger Jr., a 19th-century author of hundreds of stories in the “rags-toriches” genre, extolling the importance of perseverance and hard work.

The association gives the annual Horatio Alger Award to people who exemplify its ideals. It also grants scholarships, and is one of the largest providers of need-based scholarships in the United States. All scholarships are funded by the generosity of Horatio Alger members and friends.

Among the more than 2,000 new scholarships it awards each year, the association presents its top scholarship, the National Scholarship valued at $25,000 to more than 100 students from every U.S. state and Puerto Rico. Grants received by these national scholars are valued at $22,000 each. National Scholarship recipients are also given an all-expenses-paid trip to Washington, D.C. where they meet association members, attend the Horatio Alger Awards Ceremony, and learn about the federal government and the American free-enterprise system. Since the inception of its scholarship programs in 1984, the association has awarded more

than $125 million in college scholarships to more than 25,000 young people.

Perhaps the most important lesson these young scholars learn is that failure is not fatal. They hear about pathways to success that include episodes of difficult times, the temptation to give up, and the persistence to carry on. The members reinforce that failure is merely an opportunity to start over again, wiser than before.

Inspired by these real-life success stories, combined with scholarship help and an amazing ready-made network of resources, these young people have opportunities to earn college degrees and jump start their professional aspirations.

And they will have a clear understanding that failure is not the end of the road. It is potentially a new entrance ramp to the highway of life.

No one sets out to fail intentionally.

Still, failure happens – sometimes because of bad luck or uncontrollable circumstances, but other times from entirely preventable causes. Whatever your career goals or personal objectives are, your chances of avoiding failure will improve if you address these all-toocommon errors: • Wasting time. “The Good Old Days” -By Tom Kuehne Memorial Day

Each year we Americans observe one day, which is especially devoted to the remembrance of those who put their lives in jeopardy so that our country, as we know it, is able to exist.

Some of us remember by being excited by a day off from work. Some go golfing, fishing, shopping or family gatherings. Others attend observances such as patriotic gatherings at schools, cemeteries or parades. No mater how we choose to remember, I hope that we are aware of the reason for the day of remembrance.

The observances are especially aimed at our military personnel, some who may still be with us or others who have passed on. These individuals especially deserve our honor and respect. It is so right that they receive it.

There are other individuals who should not be forgotten. These are the “ones left behind.” The parents, who were left behind when their children left home for a multiple year military career. The children, who weren’t sure when and if they would see a parent again. Brothers and sisters, aunts and uncles all felt a part of their life was being taken away from them. Spouses,

who now needed to somehow deal with the loss of the “better half” in their lives.

The financial adjustment that families were forced to endure, along with the Governmental Rationing which made feeding the family a challenge. We haven’t yet mentioned the sweethearts, whose lives were certainly disrupted.

Yes, those at home suffered a loss too.

Many of those who were not in the military worked at factories that made items which the military required. They spoke of very long days, working at jobs they weren’t accustomed to. Yes, they were paid a good wage for that era, but they felt that they were primarily making a worthwhile contribution toward the war effort.

Many farms were being run by older farmers who had thoughts of letting the son take over, but now the son was gone and he himself must take care of the whole farm for the next few years.

There was an increasing need for farm products, so he probably had to work even more and longer days.

Hopefully, on Memorial Day we will think about all those who paid a very high price, so that we can live as we do today.

realistic, but ambitious.

• Excluding people. You don’t have to like all your co-workers in order to work with them. Don’t limit your partnerships and alliances to people who agree with you 100 percent. Be willing to bring in experts with different points of view, and listen to their opinions. You need honest feedback.

• Fighting the wrong battles. You’ve got to know when sticking to your position is going to be worth the time and energy, and when to back down in order to conserve your resources for the next confrontation. You don’t have to succeed all the time to win in the end.

• Ignoring the short term. Yes, you have to think about an endpoint that’s far in the future, but don’t focus on it so intently that you forget to generate results in the meantime. You won’t have the chance to succeed in the long run if you fail in the short term, so look for some significant initial wins you can point to as evidence that you’re on the right track.

• Playing it too safe. In order to succeed, you’ve got to be willing to fail.

Take on a difficult project or an ambitious challenge. Don’t be reckless, but don’t shy away from hard work if you want your boss, or your teammates, to believe in you. No risk, no reward.

The heroes in Horatio Alger’s stories demonstrate that you can’t avoid setbacks and disappointments. As Robert F. Kennedy said, “Only those who dare to fail greatly can ever achieve greatly.”

By Douglas Evans I just read a letter by Debra Bellman about healthcare. I would like a chance to give a conservative republican response.

A lot of quotes from republicans were offered, (none of which in full disclosure do I disagree with), but when left with no context seem extremely closed minded, or hard hearted, we can not forget we are a constitutional republic first.

No where in the constitution does it say anything about healthcare as a right, and expressly states the federal government can not force you to buy anything, service, or product, hence the commerce clause.

Thankfully we also live in country founded on Christianity. Most of us find it much easier to give willingly rather than having it forcefully taken through taxes, which then are left to be disbursed without any personal say.

I am a self employed sole proprietor, healthcare was not a priority of mine until mid 30’s when my own mortality became more relevant. I was denied health insurance by Blue Cross/Blue Shield because of a pre-existing blood infection issue that I dealt with since my teenage years. Never did it dawn on me that my issue was supposed to be taken care of by anyone but myself. Never did it occur to me that “the rich” should pay more taxes to accommodate me. I even did a week in the hospital, so I was left with no income and a big hospital bill. I set up payments with, at the time Lakeside Hospital in Sauk Centre, paid my debt and moved on.

Now its 2009 and Obama is promising healthcare to everyone, along with “if you like your doctor, you can keep your doctor,” and “healthcare premiums

would go down by $2,500 annually per household.” None of which is true. In fact, most people saw a $2,500 increase, along with a deductible that leaves you no choice but to pay the entire bill. On top of insurance companies are pulling out because they can’t stay competitive, and I am left with paying a penalty if I choose not to buy in.

My own personal experience was to chance it, go without, pay the penalty and hope I’d stay healthy. Thankfully my gamble paid off, and now have health insurance through my wife. But again the deductible and the premiums are unrealistic compared to what was available before Obamacare came about, leaving us to pay the difference rather than be covered by a policy that we wanted, not the only policy option available.

I’ve always believed in this simple idea, who knows better how to spend my money, me or the government?

Also, I don’t take part in telling someone where and how they should spend their money. I personally find it offensive when anybody says “the rich need to pay their fare share.” I ask anyone that says that to do your homework and see just how much top wage earners pay in.

John A. “Jack” Vornbrock

Obituaries Marcella C. “Marcie” Thull Marcella C. “Marcie” Thull, age 79 of New Munich, died Thursday, May 18, 2017 after complications from heart surgery at the University of Minnesota Medical Center in Minneapolis, Minnesota.

A Mass of Christian Burial was held at 11 a.m.

Tuesday, May 23 at Immaculate Conception Catholic Church in New Munich with Rev. Daniel Walz officiating. Interment will be in the parish cemetery.

Marcella Catherine Thull was born February 17, 1938 in St. Cloud, Minnesota to John and Gertrude (Klein) Schwindel. On June 28, 1961 she was united in marriage to Alvinus “Al” Thull at St. Michael’s Catholic Church in St. Cloud. The couple farmed west of New Munich where Marcie would help

out with chores and take care of her family.

She was the Thull family professional baker; baking cookies and bars for her family, friends, and for church fundraisers.

She was a member of Immaculate Conception Catholic Church in New Munich, St. Leo Court 786 Catholic Order of Foresters, and Saint Anne’s Christian Women.

Marcie enjoyed playing cards, baking, and spending time with her family, especially her grandchildren.

Survivors include her husband, Al Thull of New Munich; children, Duane (Rhonda) Thull of Oldham, South Dakota, Allan (Therese) Thull of Maple Grove, Judy (Rick) Rotzien of Blaine, James Thull of New Munich, and Dean (Delrita) Thull of Albany; 11 grandchildren; and brother, Walter (Jeanette) Schwindel of Richmond.

Marcie was preceded in death by her parents; granddaughter, Jacqueline Thull; and brothers, Wilfred, Robert, Albert, and Delbert Schwindel.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

Robin Dorothy Vincent R o b i n Dorothy Vincent (Smith) age 60 of Swanville, Minnesota passed away peacefully at her home surrounded by family on May 18, 2017 at 11:54 a.m. after a brief battle with cancer.

Robin Dorothy Smith was born May 29, 1956 to George and Dorothy Smith and was the youngest of their five children. She graduated from Johnson High School in St. Paul and went on to study at Lakewood Community College to become a nurse.

Robin also worked for Rainbow Foods for many years. Robin married her high school sweetheart and best friend, Gifford Vincent November 9, 1974, and again on July 4th, 2007. Their great journey together eventually landed them in Swanville. Robin was a beloved wife, mother, grandmother

Robin is survived by her husband Gifford, children Christopher (Heather) and Angela (David), grandchildren Jacey, Isaac, Levi, Reece, Roman, Justus, Robyn, RaMya, Silas and Roena, siblings George (Chris) Smith, Eve (Dave) Nachtsheim and Christine Martinek as well as many nieces, nephews and cousins.

A celebration of Robin’s life was held in her honor on Wednesday, May 24th at the Swanville Bible Church at 1 p.m. and followed by graveside service and luncheon.

John A. “Jack” Vornbrock, age 76 of Meire Grove, passed away peacefully surrounded by his family on Saturday, May 20, 2017 at the CentraCare Health Koronis Manor Care Center in Paynesville, Minnesota.

A Mass of Christian Burial was held at 11 a.m. Wednesday, May 24 at St. John the Baptist Catholic Church in Meire Grove with Rev. Marvin Enneking officiating and Rev. Virgil Petermeier, osc concelebrated. Interment was in the parish cemetery.

John Aloysius Vornbrock was born December 28, 1940 in Meire Grove, Minnesota to Aloysius and Emily (Meyer) Vornbrock. He served in the U.S. Army National Guard and was honorably discharged. Jack was a self-employed carpenter and painter. After his retirement, Jack would build windmills and wishing wells and sell them along Highway 4 in Meire Grove.

Music was Jack’s passion. He played

Kevin A. Kramer, 53-yearold resident of Freeport, MN passed away on Friday, May 19, 2017 at the Mayo Clinic in Rochester, MN. Mass of Christian Burial was at 11 AM on Wednesday, May 24 at All SaintsSt. Hedwig’s Catholic Church in Holdingford, MN. Burial was at St. Francis of Assisi Parish Cemetery in St. Francis, MN. Kevin Alcuin Kraemer was born on May 8, 1964 in St. Cloud, MN to Romault and Irene Kraemer. He graduated from Cold Spring High School in 1982. Kevin was united in marriage to Sandra Jane Gosiak on August 21, 1998 in Lake Tahoe, CA. He worked at Fingerhut and Hardrives, but his true love was in farming. Kevin and Sandra enjoyed fishing together because he always took the fish off the line for her. His hobbies included deer hunting, playing cards, casino trips, going to auctions and to the sales barn.

Kevin was a member of the Knights of Columbus, St. Anna’s Sportsmans Club, and All Saints- St. Hedwig’s Catholic Church.

Most recently he was blessed with his first grandchild, Macallum; whom he was so proud of.

the guitar and was a member of the Meire Grove Band and St. John’s Choir. Jack was also a member of St. John the Baptist Catholic Church in Meire Grove, Catholic United Financial, and St. Joseph’s Men’s Society. In his youth, Jack enjoyed playing baseball for the Meire Grove Grovers and golfing. Later in life, he enjoyed building and playing guitar, flying model airplanes, and building his windmills and wishing wells.

Survivors include his brothers and sisters, Dorothy Wick of Burnsville, Valeria Younger of St. Cloud, Gerald (Phyllis) Vornbrock of Upsala, James (Ramona) Vornbrock of Tekamah, Nebraska, Marie (John) Kahlert of Cold Spring, Ruth (Armando) Vornbrock de la Fuente of Torreon, Mexico, and Karen VornbrockBurns of St. Cloud; many nieces, nephews, relatives and friends.

Jack was preceded in death by his parents; step-mother, Bertha Vornbrock; sisters and brother, Priscilla Vornbrock, Virgil Vornbrock, and Marion Rouse.

Serving as casket bearers were Chuck Younger, Jeff Younger, Paul Kahlert, Tom Kahlert, Roman Vornbrock, and Donald Vornbrock. Cross bearer was Sarah Jones and scripture bearer was Pam Janssen.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

Janet A. “Nettie” Goihl

Janet A. “Nettie” Goihl, age 84 of Melrose, passed away peacefully surrounded by her family on Tuesday, May 23, 2017 at the CentraCare Health Hospital in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Friday, May 26 at St. John the Baptist Catholic Church in Meire Grove with Rev. Vince Lieser officiating and Deacon Ernie Kociemba assisting. Interment will be in St. Mary’s Cemetery.

Visitation will be held from 4 to 8 p.m.

Thursday and from 9 to 10 a.m. Friday at the Patton-Schad Funeral Home in Melrose.

Parish prayers will be held at 7 p.m.

Thursday evening at the funeral home.

Janet Ann Fink was born May 9, 1933 in Richmond, Minnesota to Matthew and Agnes (Schreifels) Fink and was the oldest of four children. Nettie grew up in Melrose and graduated from Melrose High School. She worked at the Melrose Telephone Company for five years prior to her marriage. On October 9, 1955 she was united in marriage to LeRoy “Rusty” Goihl at St. Boniface Catholic Church in Melrose.

She was a stay at home mom until her two sons went off to school. Nettie then worked

for the Melrose Independent School District 740 as the counselor’s secretary for 27 years, retiring in 1998.

She was a member of St. Mary’s Catholic Church in Melrose and the Christian Mothers. Nettie enjoyed playing cards, where she played on the Tuesday Card Club for over 35 years and she also bowled for Stearns Electric over 20 years.

She enjoyed knitting and crocheting and used to sew clothes for Barbie dolls. Nettie also enjoyed an occasional trip to the casino.

She loved to spend time with her family and cook for them.

Survivors include her sons, Daniel (Shar) Goihl of Melrose and David (Tana) Goihl of Litchfield; five grandchildren, Beth (Craig) Alipranti of Melrose, Cory (Tessa) Goihl of Melrose, Matt (Megan) Goihl of Freeport, Amie (Justin) McGraw of Litchfield, and Kevin (Ashley) Goihl of St. Michael; and eight great-grandchildren, Tyler, Hunter, Brady, Brooke, Henry, Caroline, Lilly, and Annabelle; sister, Lois (Jack) Goldsworthy of California; brother, Gerald (Betty) Fink of Melrose; and many nieces, nephews, and many close friends.

Nettie was preceded in death by her husband, Rusty Goihl in 1975; parents; stepmother, Genevieve Fink; sister, Marlene (Butsy) Duerr; and brother-in-law, Molly Duerr.

Serving as casket bearers will be Beth Goihl, Cory Goihl, Matt Goihl, Kevin Goihl, Amie McGraw, and Tyler Goihl.

Robert “Bob” Kohorst The Mass of Christian Burial, celebrating the life of Robert “Bob” Kohorst, age 85 of Albany, was held at 11:00 AM, Monday, May 22, at the Seven Dolors Catholic Church in Albany, burial was in the parish cemetery.

Bob died Wednesday at the Melrose

Hospital.

Bob was born July 18, 1931, in Albany to Clemens and Anna (Buerman) Kohorst.

LaVerne was born in Hoven, SD to Martin and Ann (Hoerner) Abler. She married Francis E. Dylla on June 1, 1953.

He is survived by his sisters and brothers, Elmer (Aurie) Kohorst, Albany; LeRoy (Joyce) Kohorst, Albany; Arnold (Suzanne) Kohorst, Maple Grove; Melvin (Diane) Kohorst, Bloomington; LuAnn (Jeff) Smith, Baxter; Marlene (Allan) Schwinghammer, St. Cloud; Darlene (Frank) Cooper, Baton Rouge, LA; Viola (Joe) Hagman, Boise, ID and sister-in-law, Mona Kohorst.

Bob is preceded in death by his parents and his brother, Ervin Kohorst and sisters, Mildred Kohorst and Jeanette Nistler and brother-in-law, Lee Nistler.

LaVerne was a homemaker and worked as a secretary at St. John’s Prep School for many years. She loved traveling and baking cookies to share with all her friends.

LaVerne and Francis volunteered at the St. Cloud VAMC. After Francis’s death, she was a foster Grandmother for Avon Elementary School.

She is survived by her children, Steven (Candace), Terry, Joe (Julie), Andrew (Louise), Charles, Loren (Michelle); siblings, Shirley Vargas, Wayne (Monica) Abler; 15 grandchildren and 4 greatgrandchildren.

She was preceded in death by her husband, Francis (2004); daughter, Sheryl; brothers, Roger, Virgil, and Gordon.

Frank Strom

F u n e r a l services for Frank Strom will be held Thursday, May 25 at 6:30 p.m. at the Iten Funeral Home in Browerville.

Visitation will be from 4 p.m. until the service at the funeral home.

Frank was born January 15, 1949, in Little Falls, to Harold & Alvina (Wielenberg) Strom. On July 14, 1973, he married Deborah Tretter at the Epiphany Church in Coon Rapids. Frank and Debby made their home in Coon Rapids until 1994, when they moved to Bertha. Together they owned and operated Whoopee Inn for 15 years. Frank was a gentle giant who loved his dogs, sports, fishing, hunting and his old red truck. He also enjoyed six wheeling, feeding the birds, decorating for the holidays, and being outdoors. He worked hard his whole life and was known for never meeting a stranger; he could talk with anyone.

Swanville Sr. High Student of the Month Swanville Public School is pleased to announce Jayna Johannes as the May Senior High Student of the Month. Jayna is a sophomore and the daughter of Steve and Shawna Johannes.

This dedicated student has been on the A Honor Roll throughout her school career.

She is an athlete as a member of the basketball and volleyball teams since junior high. Jayna was involved in theatre for three years as well. She hopes one day to attend college to become a physical therapist.

Jayna would advise other students to “not try to please everyone because you will just be wasting your time.”

Swanville Jr. High Student of the Month Swanville Public School is pleased to announce Zachary Wimmer as the May Junior High Student of the Month. Zach, a seventh grader, is the son of Richard and Tamie Wimmer.

He enjoys hunting, fishing, sports, spending time with family and friends, and he is in his church youth group. Zach plans to attend college someday but stays busy

for now with football, basketball, and baseball. Zach has consistently been on the A Honor Roll and wants other kids to know that “hard work pays off.”

Science and shop teacher Joel Rieffer says “I have had Zach in Life Science and Wood Shop this year. I am fortunate to have him in my class and look forward to having him in future classes. He always does his best when he is asked to do a project or assignments. I believe he is very deserving to receive student of the month. May 21, 2017: At 19:02 TCSO received a call of a theft that occurred at the address of 207 Spruce St. West in the city of Grey Eagle. 53 year old Eugene Marty, rural Grey Eagle, reports that on 05-21-2017 between the hours of 0730 and 1630, suspects went into his truck and stole items from the center console.

We’ve paid off almost $70,000 in debt in the last two years. We would like to buy a house soon, but we know we also need an emergency fund. It would take us almost a year to build up an emergency fund, so should we make adjustments to the Baby Steps since we’re getting older?

-Dawn Dear Dawn, No! It shouldn’t take you two a year to build up an emergency fund considering the rate at which you’ve been paying off debt. You need a fully funded emergency fund or three to six months of expenses set aside before you start saving for a down payment on a home.

You’ve been making great progress, and you obviously have a good income to be able to pay off debt that quickly.

Maybe in your case you could lean a little more toward the three-month side with your emergency fund before you start saving for a house. Then, after you’re all moved in, you could revisit the emergency fund and beef it up to six months.

Just stay on course and stick with the plan, Dawn. Fifty isn’t old. You two have plenty of time to get your finances in order, find a great home, and look forward to many great years ahead!

The average wedding in America today runs around $35,000. Of course, you don’t have to pay anywhere near that amount to make it a beautiful occasion.

Your household income, debt, savings and other factors will all play into how much you can afford.

Just remember to pay cash for the wedding, Bob. If you have to go into debt to make it happen, then you’re talking about too much money. It’s as simple as that. Crunch the numbers with your wife, and see what you two can handle.

Melrose City April 20, 2017 The Melrose City Council met in a Regular Meeting on Thursday, April 20, 2017 at 5:45 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Dick Christenson, Tony Klasen, Josh Thieschafer, Justin Frieler, and Mayor Joe Finken, Finance Director Tessa Beuning, and City Clerk Patti Haase. City Administrator Michael Brethorst was present via phone. Mayor Finken presided thereat. Also in attendance were American Government students from the Melrose Area Public High School.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried to approve the agenda as submitted.

Mayor Finken then opened the floor to public comment. Mayor Finken welcomed former Council Member Ron Butkowski. There were no further comments.

The following items were considered for approval under the Consent Agenda: A. the minutes from the Council’s March 16 Regular Meeting and the March 30 Special Meeting.

B. list of bills in the amount of $415,034.09.

C. list of investments for the month of March.

D. Ambulance Department uncollectible accounts in the amount of $8,461.31 have been submitted to Revenue Recapture, collections, or written off. A complete list of accounts is on file at the City Office.

There was also a total of $2,496.86 collected from account holders during this quarter.

E. Fire Department uncollectible accounts in the amount of $775 have been submitted to Revenue Recapture, collections, or written off. A complete list of accounts is on file at the City Office. There was also a total of $200 collected from account holders during this quarter.

F. On May 9, Police Chief Craig Maus will complete three years of service as Chief for the City. City Administrator Brethorst has conducted a review and it is favorable; therefore, recommends approval of a step increase from Step 6 to Step 7.

G. On April 3, part-time Maintenance Worker Allen Wolbeck completed the full-time equivalency of one year of service (2080 hours) with the City. Streets/Parks Supervisor Gary Middendorf has conducted a review and it is favorable; therefore, recommends approval of a step increase from Start to Step 1 on the pay scale which is an increase of $.37 per hour.

H. Donation Resolutions: 1) Resolution No. 2017-24, Donation in the amount of $1,000 from Melrose American Legion Post #101 to the Melrose Area Chamber of Commerce – Silver Sponsor for Riverfest.

I. Human Resource Coordinator Diane Gruber has submitted her Notice of Retirement effective May 1, 2017. Ms. Gruber will have 34 years of service with the City of Melrose. As per the historical direction of the Council, a full staff review of the position will be conducted.

A motion was made by Mr. Christenson, seconded by Mr. Frieler and unanimously carried to approve the Consent Agenda items.

Mayor Finken welcomed the foster grandparents and their guests to the meeting. He thanked the foster grandparents for their work in the program and for helping our youth. Mayor Finken presented a Certificate of Appreciation to the volunteers of the Foster Grandparent Program.

Police Chief Craig Maus presented the Police Department’s March report. He noted there were 268 calls for service during that month, compared to 280 for March 2016. A total of 12 citations were written for the month of March 2017. The year-to-date number of calls is 771 compared to 931 in 2016. For the month of March 2017, the Department received 23 agency-assist calls. He reminded pet owners that animal licenses will be issued from May 1-31 at the Melrose City Center for residents who own a dog or cat. Chief Maus stated that Stearns County deputies have been filling in shifts for the Melrose Police Department until they have their full-time roster filled. Chief Maus stated that Stearns County patrolling has been running smoothly and the transition had been better than he anticipated.

City Attorney Scott Dymoke reported on projects he has been working on for the City.

• Community Development, Jennie-O Turkey Store (JOTS) Project: Worked with City staff and JOTS representatives to prepare and coordinate closing on property sale. Conducted closing on sale of property.

• Community Development, Willow Project: Worked with City staff to prepare revised easement agreements to address additional requirements for JOTS project.

• Community Development, Auditor’s Opinion Letter: Prepared opinion letter for use with annual audit of City accounts.

Mayor Finken stated that at the Council’s February 23 meeting, approval was given to the hiring of a fifth Police Officer. The hiring notice was posted both internally and externally. Fourteen applications were received and interviews were conducted on March 27 by the interview committee consisting of Police Chief Craig Maus, Police Officer Patrick Nechanicky, City Administrator Brethorst, and HR Coordinator Diane Gruber. It is the Committee’s recommendation that Jamie Green be hired to fill the position. Mr. Green graduated

from Minnesota State University, Mankato with a Bachelor of Science degree in Law Enforcement and is full-time licensed in the State of Minnesota. Mr. Green’s work experience includes working as an Officer for the City of Lake Crystal, MN; Police Reserve officer and Community Service Officer for the City of Mankato, as well as Security Guard for Mankato East High School. The Committee recommends Mr. Green be hired at Start on the pay scale.

Mr. Thieschafer stated that although he is not questioning the hiring selection, he is uncomfortable with the fact that they still have not found a funding mechanism to continue funding this position. Mr. Klasen said that after speaking with a few residents, he is a little less on the fence regarding the need of the fifth Officer; however, he also shares Mr. Thieschafer’s funding concerns.

A motion was made by Mr. Frieler approving the hire of Jamie Green as a full-time Police Officer at start on the pay scale contingent upon successful completion of a background check, psychological evaluation, and pre-employment physical and drug test. The motion was seconded by Mr. Christenson with a roll call vote recorded as follows: For: Council Member Justin Frieler, Dick Christenson and Mayor Joe Finken; Against: Council Member Josh Thieschafer and Tony Klasen.

At the Council’s March 16 meeting, approval was given to the hiring of a part-time Officer to fill the vacancy created by Officer Jeff Eggert who filled the full-time position of Officer Aaron Baros.

From the interview process for the fifth full-time Officer hiring process, it is recommended that Kyle Hartigan, who was interviewed during that process, be offered the position of part-time Officer at Start on the pay scale. Mr. Hartigan was a part-time Officer for the City of Melrose from December 2014 through June 2015 at which time he accepted a full-time position with another department. Mr. Hartigan has moved back to the area and is currently residing in Sauk Centre.

A motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried approving the hire of Kyle Hartigan as a part-time Police Officer contingent upon successful completion of a background check, psychological evaluation, and pre-employment physical and drug test.

Mayor Finken noted that the City has hired a seasonal part-time worker to assist with the summer workload. Streets/Parks Supervisor Gary Middendorf is requesting approval to again hire a temporary summer/seasonal worker for 24 hours per week to assist with lawn and park maintenance, cleaning, etc. Caldin Rieland, who filled this position in summer 2016, is interested in filling this position for 2017.

A motion was made by Mr. Frieler, seconded by Mr. Christenson and unanimously carried approving the rehire of Caldin Rieland for the 2017 temporary summer/seasonal worker position.

Mr. Klasen thought it best not to prepay as the City currently has a contract with Ryan Consulting for the various on-going developments. Mr. Klasen also noted that in some cases, contracts are given a discounted price; however, in this instance, this is not the case.

Due to lack of motion, the proposal did not move forward.

Finance Director Beuning stated that the Stearns County Veterans Service Office located in Melrose may be under renovation this summer for approximately 90 days.

The City has been approached to see if there is any temporary space that for them to use. A review of the City Center was completed and the Mel-TV storage room is open and available. No fees have been discussed at this time. It will be determined within the next few months if this will be needed or not. No action is needed at this time.

Mayor Finken stated that on Friday, April 7, St. Cloud Diocese Bishop Donald Kettler published a letter informing the parishioners of the finding and directives of the Diocesan Building Committee for the Church of St. Mary’s. It stated that the Committee’s recommendation to deny approval for the proposed Pure Restoration Project. The Committee further recommended that building a new facility that completely addresses a 21st century parish and the future needs is the direction the Parish needs to pursue. Mayor Finken read a portion of Resolution No. 2017-25, A Resolution Supporting Preserving the Existing Church of St. Mary’s Structure.

Mr. Klasen stated that the building has been in the community for 119 years. From the public standpoint, it is very valuable to the community. Mr. Thieschafer noted that while it is important not to mix state and church, the structure is woven into the fabric of the community.

Mr. Thieschafer introduced Resolution No. 2017-25, A Resolution Supporting Preserving the Existing Church of St. Mary’s Structure. The motion was seconded

A motion was made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried to award the bid to the low bidder, Tri-City Paving, in the amount of $157,444 including both alternates.

Police Chief Craig Maus noted that animal licenses will be issued from May 1-31 at the Melrose City Center for residents who own a dog or cat. The Melrose City Code requires the following: • All dogs and cats six months and older, kept or harbored in the City, must be licensed with a City of Melrose license. A maximum of three domestic animals is allowed on the same premise.

• A valid rabies vaccination certificate indicating the animal has been vaccinated within three years must be presented before a license can be issued. The earliest age to vaccinate for rabies is three months old.

• The license fee for all dogs and cats is $15 if spayed or neutered or $20 if not spayed or neutered.

• The dog or cat owner is subject to a penalty of $5 for late registration and costs incurred for impounding the animal. These fees are in addition to the license fee.

• Pet owners are required to clean up animal waste.

• Animals are prohibited from running at large.

Mayor Finken stated that the City has been working with Ryan Consulting on various development projects and Ryan Consulting is currently under contract for the Jennie-O Turkey Store (JOTS) and the 400 Block abatement efforts.

Ryan Consulting was also retained for the Melrose Multi-Family TIF; however, that project did not become a reality. With the pending development relating to the special state legislation and potentially other projects that may be spurred in the coming months, it is thought that external assistance would be used to help formally develop these projects.

It is anticipated the City will have many various permitting, development and construction related tasks. It is the intent of the City staff to coordinate initial meetings and initial conversations, but once a development is required formal packaging, City staff would the reach out to Ryan Consulting to bundle the development. It is proposed to contract with Ryan Consulting as is done with MARCO, legal pros-

to the popularity of the Commercial Deferred Loan Program, several businesses have requested funds. As of April 11, 2017, there is $1,733.98 remaining in the fund; however, one business may be pulling out of the program providing an additional $5,000 to the fund.

Currently, we have four additional businesses requesting funding and so City staff feels that it would be appropriate to add an additional $15,000 to the Commercial Deferred Loan Fund.

By consensus, the Council determined to postpone until budget review.

Planning and Development Director Creelman stated that the City of Melrose Comprehensive Plan was adopted November 2011.

This Plan is generally revisited every five years and totally reviewed and updated every 10 years. The Planning and Zoning Commission routinely references this document and uses it for guidance when considering actions. This document is also used as reference and proof that the City has taken public comment and held hearing on the Comprehensive Plan. It can also be used as an alternative plan for a regional comprehensive economic development strategy (CEDS) when one is not available.

Region 7 is actively working on updating its CEDS for the region that would cover Melrose.

This document is seven years old.

The Stearns County Comprehensive Plan can also be used as an alternative to a CEDS; however, the County plan was written 11 years ago. A valid CEDS alternative must be adopted within the past five years to be eligible for federal grants; therefore, it is recommended that the City of Melrose reaffirm the current Comprehensive Plan. By reaffirming the Plan, it will allow the City to apply for the Federal EDA Grant to fund approximately 50% of the Electric Substation. If the Plan is not reaffirmed, the City will not be able to apply for the grant as there are no other CEDS equivalents available.

Even if the City reaffirms the Comprehensive Plan, it is recommended that they City plan for a complete review of the Comprehensive Plan in 2020 with an adoption in November 2021.

Mr. Thieschafer introduced Resolution No. 2017-23, Resolution Reaffirming the Adoption and the process used by the City of Melrose 2030 Comprehensive Plan Update. The motion was seconded

Mayor Finken stated that bids were received for the 3rd Avenue West Resurfacing project. Six bids were received. The low bidder for the project was Tri-City Paving in the amount of $157,444. Is That SPAM Or A Real Email? Or Are They Phishing? - By John Young Each day we receive dozens if not hundreds of SPAM emails to our email account.

You may not see many them all as many email services have some filters in place to pick off many of the most obvious bogus emails that might contain some malware, virus attachments that could harm your computer.

Yet, some do get through and some of the most effective at messing up your computer or stealing your information are those that look like they are from a legitimate source. These are phishing emails. Phishing is the fraudulent practice of sending emails pretending to be from reputable companies in order to induce individuals to reveal personal information, such as passwords and credit card numbers.

I am sure you have seen emails that seem to be from nationally known money services that come through your email account asking you to confirm some information. They might start with a ‘your account is locked and you need to log in to confirm your information’ which takes you to a page on their website (not the real business’s) that looks very authentic yet is their way to steal your log in information.

A favorite phishing email is a version that seems to be from PayPal. “Your PayPal account has had some suspicious activity and we have locked your account. Please click the link below to confirm your information and re-activate Continued from Pg 9

There have even been a rash of these SPAM emails pretending to be our local internet providers that are phishing for our information so they can access those accounts.

The question is, how can one tell if the email is legitimate or just a phishing scam?

Here are a few thoughts that might help separate the real email notices from the phishing scams: 1. Really read the text in the email.

I mean proof reading level reading of the text. If you notice spelling errors or weird sentence structure, there is a good chance it is a phishing email. While this doesn’t sort out all phishing emails, it does eliminate many poorly run foreign based phishing scams.

2. Look at the sending email address.

If you can’t see that easily, sometimes you can right click on the email sender’s name to see the actual address (Mac people would control/click on the name) or you could click ‘reply’ and see what email address is put into the outgoing email address area (don’t send that reply, just trash it once you have seen the address). The right click/control click method is best because some emails have a different reply to address than the sending address. What you are looking for is what domain name the email came from.

It should end with a SOMETHING@ TheRealCompanyName.COM (or net, depending on what the real company’s website is). If you are seeing something other than what you know the real business website URL, it is probably bogus.

3. Check one or two of the links. You can do this safely if you do a right click or control click and go to Copy Link.

Then, paste that link into a new email’s text body or into a document so you can see what that link looks like (be sure the email body is set to plain text so it will show you the link address). Can you see the company’s domain name (like TheRealCompanyName.com) in the link as one of the first parts on the left? One that just came through on my computer looked like: email.TheRealCompanyName.com/ with another 67 characters For All Your Cabinet Needs...

after the slash. The part I was looking for was the legitimate domain name in the first part of that link (the email. before the domain name is a sub domain that is also part of their website and business and can’t be spoofed on a second website).

4. When in doubt, NEVER click on a link. Go and log directly into the website from your trusted browser and see if you see any notices pop up on your account.

If you don’t see anything, it might be a phishing email.

These few tips might help you keep from getting hit with a phishing scam that steals your accounts or identity potentially costing you a lot of time and money!

credit cards make it easy to buy what we want, when we want it. But this can ruin your child’s financial future. Instead, talk to your child about the importance of paying cash and only buying what they can afford.

3. Make smart choices. The decisions your child makes today, good or bad, can affect them for years to come.

Their choices can either move them closer to their dreams or deep into debt.

From social media posts and purchasing habits, to choosing a major and the friends they make, your child will be faced with small and large decisions daily. Encourage them to take all their choices seriously and not give into impulse.

4. Have a plan. Before going to college, it’s important for your child to have two written plans — one for their life and one for their money. Have them start by setting goals for the semester, and make sure those goals align with their budget. For example, if your student’s goal is to buy a new laptop, their budget needs to reflect that goal. These plans will evolve over time, so your child should revisit them every semester, before the semester begins.

5. Focus on saving money. A recent survey showed that 70 percent of college students feel stressed about personal finances. That’s why saving is so important. The first thing they should save for is a $500 emergency fund. Because we all know, it’s not a matter of if an emergency will happen, but when it will happen.
