Ten minutes later, a nurse called his name, took him back to the examining room and asked him again why he came to the office. Again, he answered, “I have shingles.” She asked him some medical questions and told him to stay there until he could be seen.

Another fifteen minutes passed, and a different nurse entered the room, took his blood pressure and temperature, and asked him to change into a gown. She assured him the doctor would see him shortly.

Talk about a breakdown in communication!

It’s been said that a message sent is only as good as the receiver’s perception of it.

Verbal communications tend to create confusion and misunderstanding for a very simple reason: the 500 most commonly used words in the English language have more than 14,000 definitions.

To make communication really work, we have to make sure the people we’re talking with understand what we are saying as well as we do. Communication requires both effective sending and receiving. To avoid a breakdown in communications, break down your message so that everyone can understand it.

The most basic yet crucial leadership skill is communication. From time to time, re-evaluate your performance in these fundamental areas: speaking, listening, writing, leading meetings and resolving conflict. Let’s examine those one at a time.

Good verbal skills are essential. You have to be able to explain your requests and instructions, your ideas, and your strategies to people inside and outside your organization. Look for opportunities to hone your speaking skills at conferences, in meetings, and among friends.

Pay attention to the people around you. Repeat and paraphrase what they say to make sure you understand – and to show that you take their opinions seriously.

The paper trail you leave tells people a lot about how clearly you think and express yourself. Don’t send even the simplest email without rereading it critically to be sure it says exactly what you want.

Sharpen your ability to keep meetings on track and elicit productive comments. You should encourage other people to share their ideas without letting discussions meander aimlessly.

Remember that every meeting should begin with a solid agenda and conclude with a commitment for action. And it is helpful to circulate a written recap so that no details are overlooked and everyone has the same information.

Conflict can be subtle, but you still must defuse it if you want things to get done. You’ll use a lot of the skills already discussed to encourage people to open up and clear the air about their disagreements.

Maintaining good communication is most important when conflicting ideas arise.

Don’t shy away from the disagreements: often a combination of ideas can result in a great outcome.

University of Jamestown held the 110th Commencement Ceremony on Saturday, May 7th at the Jamestown Civic Center. Among the graduates was Holly Terres of Albany, who graduated with a Doctor of Physical Therapy degree.

The Class of 2016 included a total of 152 graduates; 118 of which recieved undergraduate degrees of Bachelor of Arts, Bachelor of Science, or Bachelor of Science in Nursing. The remaining 34 graduates were the innagural class of the Fargo-based Doctor of Physcial Therapy Prorgam and recieved graduate degrees of Doctor of Physcial Therapy.

Morgan Uphoff of Melrose Receives Outstanding Farm Operation and Management Student Award Agriculture students were honored at the Agriculture Department Awards Banquet which was held at Ridgewater College-Willmar Campus on Tuesday, March 29, 2016. Students received awards for their participation in state and national Postsecondary Agriculture Students (PAS) contests. The state PAS contests were held in Marshall, Minnesota in February and the national contests were held in Kansas City, Missouri in March. Students were also recognized at the banquet for other academic achievements.

Morgan Uphoff of Melrose, the daughter of Victor and Ann Uphoff, received the Farm Operation and Management Outstanding Student Award for 2015-16 from the Ridgewater College Agriculture Department at its Awards Banquet on March 29, 2016 This award is to be considered the most distinguished honor a Ridgewater College Ag student can receive. The student

who receives this award has received the approval of fellow students and staff and has high academic achievement and excellent attendance.

Morgan also participated in the State Postsecondary Agriculture Students (PAS) contests which were held in Marshall, Minnesota in February and the National PAS contests which were held in Kansas City, Missouri in March. She received the following awards at state competition: 2nd Place Ag Sales, 6th Place College Bowl Team and 4th Place Dairy Specialist Team.

Consider the challenge facing Thomas Edison. The Western Union Company wanted to buy his newly invented ticker.

But Edison had no idea how much he should ask for it, so he requested a few days to think about the price.

Edison and his wife discussed the offer. He was stunned when his wife suggested he ask for $20,000, a huge price tag in those times. But he agreed to float that figure.

When he met with the Western Union representatives, he intended to ask for

$20,000. But he just couldn’t get the number out, and remained silent. After an uncomfortable silence, the Western Union rep finally said, “How about $100,000?”

For the second time in a few days, Edison was stunned. His silence said much more than his words.

Kunstleben R o n a l d B e r n a r d Kunstleben, age 67, Rockville, MN, died Wednesday, May 11, 2016 at Melrose Hospital, Mass of Christian Burial was held Monday, May 16, 2016 at 10:30 AM at Immaculate Conception Catholic Church, St. Anna, MN. Fr. Gregory Mastey officiated. Burial was in Sacred Heart Catholic Cemetery, Arban, MN. Funeral arrangements by Benson Funeral Home, St. Cloud, MN. Ronald was born March 30, 1949 in Melrose, MN to Frank and Alma M. (Van Hoorik) Kunstleben. He married Darlene

Catherine H. Hartung Maidl on May 30, 1975 at Sacred Heart Catholic Church, Arban, MN. Ronald was employed by Electrolux for 45 years. He also drove milk truck for 13 years. He was a member of Immaculate Conception Catholic Church and Knights of Columbus.

Survivors include his daughter, Stacey (Jon) Gobel of Elk River, MN; two grandsons, Donovan and Cameron; brothers and sisters, Marcus “Mark” (Geraldine) Kunstleben of Avon, MN; Alphonse Kunstleben of Rockville, MN; Richard Kunstleben of Albany, MN; Lorraine (Arnold) Heinen of Albany, MN; Bernice (Gerald) Hartung of Freeport, MN; Robert Kunstleben of Holdingford, MN; Mary Jane (Nick) Zeimetz of Albany, MN; John (Lois Thielen) Kunstleben of Grey Eagle, MN; and sister-in-law, Bernice Kunstleben of Albany, MN. Catherine H. Hartung, 83 year old resident of Upsala, MN passed away Sunday, May 15, 2016 at her home, surrounded by family. A Mass of Christian Burial will be held at 11:00 A.M. on Friday, May 20, 2016 at St. Mary’s Catholic Church in Upsala, MN with Father John Odero officiating. Burial will take place at St. Mary’s Parish Cemetery in Upsala, MN. Visitation will be from 4 to 8 P.M. on Thursday and one hour prior to the service on Friday all at St. Mary’s Catholic Church in Upsala. A parish prayer service will be held at 7:00 P.M. on Thursday.

Catherine was born November 25, 1932 in Saint Martin, Minnesota to the late Daniel and Catherine (Ehresmann) Arceneau. She attended Saint Bens High School and College at the age of 18. She taught during the school year and went to college during the summer.

She taught in New Munich, Staples, and Dumont. After she left Saint Bens in 1966, she taught in Saint Martin for 2 years and

then got married to Leo Hartung on August 17, 1968. Leo and Catherine bought a farm near Holdingford and farmed until 1991.

Catherine later moved to Upsala where she was a member of Saint Mary’s Catholic Church. She worked for GNP, Assisted Living in Holdingford and the grocery store in Upsala. After retirement, Catherine spent her time taking care of her grandchildren.

Catherine is survived by her children, Ervin Hartung of Upsala MN, Mary Pohlmann of Upsala, MN and Lisa George of Upsala, MN; eight grandchildren, Samantha, Tiffany, Brittany, Melissa, Christopher, Gracie, Shawn and Stefani; siblings, Sister Anne Arceneau of St. Joseph, MN, Sister Modesta Arceneau of St. Joseph, MN, Elizabeth (Norbert) Osendorf of Paynesville, MN, Marcella Eibensteiner of Elrosa, MN and Valentine (Bernie) Arceneau of Melrose, MN. Catherine was preceded in death by her husband, Leo Hartung; parents, Danial and Catherine Arceneau; granddaughter, Kyrsten Pohlmann; siblings, Marcellus Arceneau and Leander Arceneau.

Pallbearers will be Christopher George, Shawn Pohlmann, Tim Gerads, David Eibensteiner, Mike Osendorf and Melvin Hartung.

Supreme Court Upholds Court Order Voiding Ditch Project The Minnesota Supreme Court this week has refused to set aside a Court of Appeals decision that invalidated a ditch project constructed by the Sauk River Watershed District in central Minnesota.

The Sauk River Watershed District is a large regional authority covering parts of Stearns, Todd, Pope, Douglas and Meeker Counties.

The project sought to condemn lands from several farms for the purpose of buffer zones along a public ditch.

“We are pleased that the Supreme Court let stand the Court of Appeals decision to invalidate the Sauk River Watershed District’s project,” said Attorney Bill Peterson of Bloomington who represented two of the successful appellants. “The District did not follow proper procedures for such a project so

the decision by the appellate court was correct.”

Peterson also noted that the District had pushed forward on construction even while the District’s actions were under appeal in the courts.

“The watershed district has created a mess because it rushed to dig up lands in a process that the courts have confirmed was unlawful,” said Peterson. “Last winter we asked the Managers to stop work on the project until we got a final court ruling but they refused.”

The landowners are considering legal action against the District for illegal construction on their lands.

In the meantime, the Board of Managers of the District met Tuesday night to consider their next step in this controversial case.

Dear Dave, My husband is a recovering heroin addict.

He’s been clean for two years, but I still feel we shouldn’t keep cash in the house or give him unsupervised access to a bank account.

He agrees with these precautions, even though he does need a little pocket money from time to time. We’ve also started your plan to try and get control of our finances, so how would you suggest handling a situation like this?

-Meghan Dear Meghan, First of all, congratulations on his being clean for two years. That’s awesome!

The longer he stays clean, the more he’ll begin to normalize his mechanical activities with things like money.

I agree with not putting him in charge of large sums of money just yet. However, we work with addicts all the time at my company, and I don’t agree that you can’t have any money in the house when he has been clean for two years. You might not want a big pile of cash lying around, but there’s no reason you can’t run the envelope system out of your purse. I mean, at this point if you can’t trust him to stay out of your purse, then you’ve got other major issues in your marriage.

I think you need to be on a debit card and the envelope system. I also think you need to be controlling about 98 percent of the money for now. For what he’s doing, I’d work daily cash allowances and expand that to weekly when you’re comfortable with it. Also, ask for some accountability from him as to where the pocket money goes. Ask him to keep receipts, and turn them in as if he were working for a company and taking a petty cash withdrawal. That holds him accountable for spending it on what he said he was spending it on, and it’s healthy for someone who’s a recovering addict.

When someone’s fresh recovering from being an addict, and especially because heroin is so addicting, I probably wouldn’t let him legally have access to the household account for a while longer.

He can look at it, and you two can make financial decisions together, but you are in control of it. I wouldn’t want it where he can just reach over and clean out the account if he has a relapse.

Obviously, this guy has gotten some healing and I’m very proud of you both.

Heroin is a big deal and a hard habit to kick. The fact that he has done it this long

is awesome!

-Dave Dear Dave, I’m going through a divorce that’s about to become final in two weeks. I moved in with my parents temporarily while I save up money to get my own place and start over. I make $30,000 a year, and it looks like I’ll have around $43,000 in debt when the divorce is finalized. Should I pause my debt snowball in order to financially get back on my feet again?

-Adam Dear Adam, Yeah, that’s what I would do. There are reasons to pause the debt snowball, and one of those can be going through a divorce. Not only are there expenses, but you may end up with payments you don’t even expect.

I think the motivation and the heart behind the debt snowball is that you gain momentum and traction, and you do it quickly when you’re in a positive emotional position. You may not have that right now, so I think pressing pause and building up for expenses that may come — plus getting your own place — is a good idea.

Just rent the cheapest spot you can as soon as possible. Then, once you get in there and get your life in operational mode again, you’ll be ready to rock on!

May 13, 2016: At approximately 5:11 a.m., Morrison County Sheriff’s Office responded to a vehicle in the ditch off 260th Avenue, in Cushing Township.

When deputies arrived they observed 21 year old Andrew Dubois of Long Prairie, MN, unresponsive in the driver’s seat of a 1998 Toyota Corolla. The vehicle came to rest in a ditch with standing water and was still running. Dubois was airlifted from the scene, to St. Cloud Hospital by North Air Care with unknown injuries.

This case is under investigation by the Morrison County Sheriff’s Office.

The Morrison County Sheriff’s Office was assisted at the scene by Randall Rescue, Gold Cross Ambulance, North Air Care and the MN State Patrol.

Volunteers Sought as Health Insurance Counselors

The Central Minnesota Council on Aging (CMCOA) will hold a threeday training in September in St. Cloud, Minnesota, for persons interested in becoming counselors in the State Health Insurance and Assistance Program (SHIP) for Wright, Stearns, Todd, Wadena, Sherburne, Mille Lacs, Isanti, Kanabec, Chisago, Pine, Benton, Morrison, Crow Wing, and Cass counties.

Counselors will help Medicare consumers, their families, and caregivers better understand Medicare options by providing information and referrals regarding resources. Counselors will also help consumers complete paperwork to enroll in programs that could assist with health insurance costs and reduce prescription costs. These programs may include; Medical Assistance, Medicare Savings Programs, Energy Assistance, and Supplemental Nutrition Assistance Program (SNAP).

Persons interested in volunteering to assist Medicare consumers are asked to enroll in the free three-day training, Core Body of Knowledge, where they will receive 18 hours of classroom learning.

Avelino Barragan Mendoza and Yudith Montoya Contreras of Melrose are proud to announce the birth of their son, Joel Avelino Barragan Montoya, born Wednesday, May 11, 2016 at 7:35 a.m. at the CentraCare Health-Melrose. Joel weighed 7 pounds, 5 ounces and measured 19 ½ inches in length.

Joel is welcomed home by his big brother Jose Baldomero and big sister Marydiana.

Grandparents are Baldomero and Matilde Barragan and Gelacio and Franselia Montoya. Great grandma is Fransisca Barrera Lagunas.

After the fire at St. Mary’s Catholic Church, John and Lillian Arnzen wanted to help and support the church restoration fund. With seeing other businesses in town offer a matching donation they wanted to join in.

“We thought it would be a fun way to motivate others to donate as well,” replied Ali Arnzen.

Initially, St. Rosa Lumber set up matching funds up to $2,500, and due to such a generous response from the community, Arnzen Construction decided to match the next $2,500. They received donations from all over the map, even as far as Florida! “It’s amazing to see the support of the community, and we’re happy to help!” said Ali Arnzen.

Arnzen Construction and St. Rosa Lumber matched $5,000 and with the community donations they had raised $12,110!

“Although I am a member at St. Rose of Lima Parish, I was inspired when a friend made a comment to me that

stuck: ‘even if you’ve only celebrated mass once at a different church or used any kind of their services, it has affected you.’ I went to the Christmas mass at St. Mary’s this past year and was moved by how beautiful the mass was – the service was wonderful and the church was full.

It was humbling to know my kids and grandkids are parishioners at St. Mary’s, and my grandchildren will attend the school one day. And as a Catholic Christian, I believe we need to support not only our own parish, but neighboring parishes as well,” commented Lillian Arnzen.

Looking to Tie Down Loose Ends as Legislature Nears Adjournment It could prove to be difficult giving up-to-date information in this column during the last week of the legislative session.

Much remains to be done, and events could change quickly.

The overall conference committee negotiating the supplemental budget was scheduled to meet Sunday evening (May 15), and the governor said he was going to release a transportation proposal on Monday (May 16). Once agreement is reached on the amount to be spent on roads and bridges, the other items still outstanding will probably fall into place quickly. Stay tuned!

The bill I’m carrying in the House, known as Laura’s Law, passed on a 124-0 vote last week. It still needs to be conferenced with its Senate companion before going to the governor. It was gratifying to see the unanimous vote in the House on legislation that comes as a response to the tragic incident that occurred in Douglas County last fall. Eighteen-year old Laura Schwendemann disappeared one evening and her body wasn’t found until 12 days later. This bill increases the penalty to a felony level offense for lying to the medical examiner or concealing a body or other evidence.

In addition to the supplemental spending bills left to be passed, there is other legislation still pending. It’s expected we’ll take up a bill pertaining to the Real ID issue, one that deals with relaxed prison terms for low-level drug offenders, and possibly a bill that gives law enforcement some direction on the use of body cameras.

a compromise from guidelines released earlier this year that, in the opinion of some – including me – went too far in terms of sentence reduction. It’s my strong opinion that anyone who sells drugs, especially to our young people, should be locked up for a considerable time. Those earlier guidelines were opposed by many county attorneys and others in law enforcement.

The compromise language has earned more support, but much of it stems from the realization that, while it still goes too far, it’s better than the original language.

It appears the cold and windy conditions from this past weekend caused damage to early-planted crops. The temp at our farm Saturday morning registered 30 degrees, and a pail of water sitting right outside our entry door had a good quarter-inch of ice on it at 6 a.m. By that afternoon, one could see the small corn plants in fields shriveling up and turning brown. The good news is that the growing point of the plants is still underground.

However, with the stems also drying up, the question is: can the new growth make its way up through the dried up and fallen over stem? I’ve seen corn freeze before in the spring, but it’s been confined to the leaves being burned back. This time it was the entire above-ground plant that froze.

I don’t know if wind chill affects plants the same way it does people, but the wind chill that night and early morning was in the teens and low 20s!

Driving around on Sunday, we didn’t see any soybeans that had emerged, which is good because those young plants are more susceptible than corn to freezing temps. This cold snap could also affect apple trees that were blossoming. It will take several more days to determine the extent of the damage.

“The Good Old Days” -By Tom Kuehne Farm Animal Pets

Farm animals were a part of the economic structure of the farm. There were usually a large number of cows, calves, steers, heifers, chickens and pigs. Most of these animals were raised to create income for the farm, while a few were used as food for the family. Others became pets, maybe because they were friendly or maybe they had a physical impairment. Although they were pets, they ultimately were sent to market or were used as food.

We raised pigs which resulted in the production of baby pigs. About every year there would be a baby pig which had a rupture on the navel. This defect made the pig to be unmarketable. After the rest of the pigs had been sold, the ruptured pigs were let run around the farm place. They became very accustomed to people and would wait for you to leave the house, so they could follow you around the farm squeaking and grunting to you as you went. When you went into the granary or the chicken barn, they followed. Almost like they wanted to see what you were doing and maybe get a chance to sneak a treat from the feed supplies. They were the ones that became family food.

We had an Angus steer that my brother played head bumping with. This game began when the steer was a little 40 pound animal and continued until the animal was full grown. As an adult the steer would act like a wild bull. My uncle was not aware of the steer and when he came to remove horns from some of the animals, he took a walk across the farmyard and about the time he got to the middle, the steer started his act. He stuck

out his tongue, bellowed and kicked dirt up on his back with his front feet. As the steer began running across the barnyard, my uncle, who was rather portly, ran to and cleared the fence. The steer came to the fence and insisted that we scratch him behind his ears. He just had a unique way to show his affection.

We also had a bantam rooster who felt he was the king of the barnyard.

Whenever we walked across the yard, he came running over, flew up and sat on either your shoulder or head, flapped his wings and crowed at least once. He wanted everyone to know he was boss.

He especially loved to catch a ride when I was going to the hen-house, because he felt the hens should know that he was number one.

There was always a dog and a variety of cats. The cats included some who were permanent residents and also a rotation of strays who stayed temporarily. The strays usually left because the permanent tomcats wanted to eliminate the competition from their property. The decision to move was usually followed by a loud, fierce fight. When the fight occurred in the barn it created a mess. It usually involved the local humans cleaning up the hair and blood from the floor, pipes and other equipment. Not a welcome sight, but it was their way of life and we had to accept it.

The pets created a break from the work routine. I’m wondering if today’s electronic gadgets are replacing some of the pets in the lives of our younger generation. Is it good??? or not.

‘Laura’s Law’ receives House approval A bill Rep. Paul Anderson, R-Starbuck, authored to strengthen penalties for interfering with the body or scene of a death passed the House without opposition last Thursday, 124-0.

Anderson’s bill, aka, “Laura’s Law,” is directed toward crimes similar those involving 18-year-old victim Laura Schwendemann, of Starbuck.

Schwendemann’s body was found in a corn field 12 days after she was reported missing last fall.

“It is gratifying to see such strong support for this bill,” Anderson said. “There are still a few more hurdles to clear in the process of enactment and I look forward to continuing our efforts to get this bill enacted.”

The bill would make interfering with the body or scene of a death with intent to conceal the body or evidence, or otherwise to mislead the coroner or medical examiner, punishable as a felony.

The change would raise the maximum penalty to up to 10 years imprisonment,

a fine of up to $20,000 or both. The current gross-misdemeanor label limits the maximum penalty for such a crime to 365 days in jail and a fine.

The proposal now is in the hands of a conference committee, which will work to reconcile differences between Anderson’s House bill and the companion authored by Sen. Bill Ingebrigtsen, R-Alexandria.

May 10, 2016: At 15:04 a burglary was reported West of Long Prairie, North of County Road 36. A tool belt and hammer were taken from a building on the property.

May 11, 2016: At 12:16 Harland Kunz (71) of Burtrum, reported that someone had written some graffiti on the portable restroom set up on his lot in Burtrum.

Kunz reported that he believed the incident occurred over the weekend. The restroom is owned by CANS-R-US of Swanville.

May 11, 2016: At 14:50 James Adamek (57) of rural Long Prairie called in a trespassing complaint. Adamek reported that individuals have been trespassing on his property off of Co Rd 48 in Round Prairie Township.

May 14, 2016: At 09:05 a property damage complaint was reported to the Todd County Sheriff’s Office. A newly planted corn field had been driven in near the residence of 32741 Ascot Rd. The incident happened sometime in the evening 5/13 or early morning of 5/14. If anyone has any information on the incident they are asked to contact the Todd County Sheriff’s Office.

The New CEO

A large company, feeling it was time for a shakeup, hired a new CEO. This new boss was determined to rid the company of all slackers.

On a tour of the facilities, the CEO noticed a guy leaning on a wall. The room was full of workers and he wanted to let them know that he meant business!

The new CEO walked up to the guy leaning against the wall and asked, “How much money do you make a week?”

A little surprised, the young fellow looked at him and replied, “I make $300 a week. Why?” The CEO then handed the guy $1,200 in cash and screamed, “Here’s four weeks’ pay, now GET OUT and don’t come back.”

Feeling pretty good about himself, the CEO looked around the room and asked, “Does anyone want to tell me what that goof-off did here?”

Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 p.m. The pledge of allegiance was said.

On roll call members present were: Mayor Rollie Johnson, Joan Olson, Brian Lange, Robert Maciej, and Dennis Westrich. People present: Time Out Bar & Grill Manager Jay Holmberg, Morrison County Record Reporter Sheila McCoy, SEH Engineer Scott Hedlund, Public Works Superintendent Frank Koopmeiners, and Clerk/ Treasurer Michelle Stevens via Skype at 3131 Campus Drive, Plymouth, MN. Hedlund reported that he received three quotes on the cleaning and televising of the City’s sewer lines to help resolve the issues of inflow and infiltration.

Maciej moved to approve the quote from Jet-Line, Inc. for $13,856 for cleaning and televising and along with additional heavy cleaning totaling $16,006.00, 2nd by Westrich.

Koopmeiners, Hedlund, Westrich and Terry Roach, owner of the Walnut Ridge Town homes, will meet this week with C&L Excavating to discuss and finish the remaining items on the punch list for the Walnut Avenue Project.

Department Reports: Maintenance Report: Koopmeiners reported on the water and sewer levels.

50th Ave Update: Koopmeiners explained that gravels bids came in around $7.50/yard; this is more than expected.

Sewer Pond Discharge:

Koopmeiners will find out if the samples passed to discharge the sewer pond. With approval, he will start discharging tomorrow.

Potholes: Koopmeiners presented a list of potholes that need repairing. Koopmeiners, Westrich and Johnson will be on the committee to recommend to the council what repairs need to be done.

208 E Pine Ave: The high water usage at 208 East Pine Avenue has been resolved by turning off the outside spigot.

Lift Station: A new screen was installed in the lift station.

LED Street Lights: Minnesota Power replaced four current streetlights with LED lights; two lights are 45 watt bulbs and two are 99 watt. The council will talk with the community concerning the new bulbs and report back at the next meeting.

Fire Department Report: House Fire: The UFD was called to a house fire Thursday, May 4.

Trainings: The Department had Hazardous Materials training in April.

In May they will be doing a prescribed burn training with an abandoned house.

City Office Report: Stevens was unable to offer a report due to an internet disconnect.

Planning Commission: The Planning Commission is gathering plans for the maintenance shed.

They also recommended leaving the snow removal signs down.

UCDC: Heritage Days is starting to solidify. Plans for the Rec Building on Saturday night are getting set. They still need a theme for the City’s festival.

Recreation Board: Report submitted.

Unfinished Business:: Razed Property by Walnut Ridge Town homes. Westrich will arrange to get the land seeded.

New Business: Senior Housing Feasibility Study: The Senior Housing Feasibility Study showed that an assisted living residential unit would prove viable in our community.

Comprehensive Plan:

Grey Eagle Township

Grey Eagle Township is looking for someone to mow township road ditches. The board is looking for someone with equipment to cut an 8-10 foot wide swath. The board is looking for quotes by the hour. This project includes approx. 60 miles of road as some areas will not be mowed. Interested applicants can meet with the township road supervisor, Ray Bense or call 285-3501 before presenting a bid for the project.

Notification LITTLE BIRCH LAKE IMPROVEMENT ASSOCIATION (LBLIA) PROPERTY OWNERS The LBLIA has contracted to treat Eurasian Watermilfoil in Little Birch Lake in 2016.

The Minnesota Department of Natural Resources has granted to the lake association a waiver of the requirement that the association obtain the signatures of approval of owners of lake-shore property. Instead, the lake association will notify property owners of the treatment through alternate form[s].

With regard to the treatment for this year, proposed between May through August, 2016: 1. The target species for the treatment: Eurasian Watermilfoil 2. HHS, State Government, & Public Safety Bill Passes House

The Minnesota House passed the Health and Human Services, State Government Finance, and Public Safety Supplemental Budget bill (HF 3467) recently by a vote of 72-57. The legislation supplements the twoyear budget passed in 2015 which included $11.9 billion for Health and Human Services, $1.03 billion for State Government, and $2.1 billion for Public Safety.

The budget bill aims to reduce health care costs for Minnesota families, expand access to childcare for Minnesota parents and children, improve quality of life for Minnesota’s aging adults, and reduce unnecessary taxpayer expenses for state government.

The Health and Human Services portion of the bill: • Transitions Minnesota to the federal exchange, and makes several key reforms to rein in MNsure, Minnesota’s Obamacare health insurance exchange.

• Invests in programs that address mental health and chemical dependency.

• Captures waste, fraud, and abuse savings for public programs, and directs that money to long-term and community-based caregivers.

• Repeals child care unionization authority & includes reforms from the Select Committee on Affordable Child Care which take the first steps toward seriously addressing access to quality, affordable childcare • Extends the Legislative Task Force on Child Protection.

The State Government Finance portion of the bill prioritizes Minnesota veterans by providing funds to make security improvements to National Guard facilities and includes multiple grants for programs that help Minnesota veterans. It also reins in excessive state government spending, implementing a ban on all non-essential in and out-of-state travel, and implements a 5 percent pay cut for top government officials, many of which received lavish increases approved by Governor Dayton in 2015.

“We want to do right by the hardworking taxpayers of our state and have a government that is accountable to and reflects the priorities of the public it serves,” said Representative Sarah Anderson, R-Plymouth, Chair of the State Government Finance Committee.

“That’s why we crafted this common sense legislation which reduces the size and scope of Minnesota state government, saves taxpayer money, cuts payouts for political appointees and politicians, and implements meaningful reforms to improve government transparency and oversight.”

The Public Safety part of the bill increases penalties for driving without a license, and for failing to stop while school buses are stopped with their flashers on and stop signs out. It also directs the Corrections Commissioner to negotiate an agreement to purchase or lease to own the Appleton Prison which will address overcrowding in Minnesota’s prisons and ensure that inmates receive services they otherwise would not receive if they are forced to remain in county jails.

“This proposal provides a common sense solution to our overcrowded prison problem,” said State Representative Tony Cornish, R-Vernon Center, Chair the Public Safety and Crime Prevention Policy and Finance Committee. “It also prioritizes student safety and increases penalties against those who repeatedly choose to drive dangerously.”

The Senate passed a single omnibus bill covering all budget areas. A conference committee is expected to resolve differences between the House and Senate proposals.

Mandatory Training Required for Aquatic Invasive Species Violators Starting this boating season, anyone found guilty of violating Minnesota’s aquatic invasive species laws will not only have to pay the required fines but will also have to complete mandatory training. The short “Clean In Clean Out” training must be completed before people found guilty of violating Minnesota’s aquatic invasive species laws can legally operate their watercraft anywhere in the state.

“The class is free and easy to take either online or with a paper home-study,” said April Rust, Minnesota Department of Natural Resources invasive species training coordinator. “Anyone interested in learning more about how to protect Minnesota waters from invasive species can also take the free online class.”

The “Clean In Clean Out” training is available at www.mndnr.gov/CICOtraining.

“Minnesotans overall are doing the right things, and the rate of compliance with aquatic invasive species laws is increasing every year,” said Maj. Todd Kanieski, DNR Enforcement

operations manager. “The few individuals who violate these laws are the highest risk factor for infesting a lake or river. We want to not only help people avoid a citation but, more importantly, keep 95 percent of Minnesota’s lakes off the infested waters list.”

Boaters and anglers can comply with Minnesota’s invasive species laws by remembering Clean, Drain, Dispose: • Clean aquatic plants and prohibited invasive species from watercraft, • Drain lake or river water from all equipment and keep drain plugs out during transport, and • Dispose of unwanted bait in the trash, not in the water.

Lake property owners are reminded that docks and lifts must be cleaned and allowed to dry for at least 21 days before moving them to another body of water.

Reminder: It is illegal to uproot aquatic plants using hydraulic jets Aquatic plants help keep lakes clean and support fish populations – reasons why each year the Minnesota Department of Natural Resources reminds lakeshore property owners about a type of product that can damage lake bottoms.

These devices resemble a fan or trolling motor contained in a short tube and create strong currents of moving water. They can be used to push floating debris away from docks and shorelines but may not be used to move sediment or excavate the lake bottom or remove aquatic plants.

“People need to know that they can’t aim products that produce jets of water in such a way that they move the lake bottom,” said Steve Enger, aquatic plant management supervisor with the DNR. “In some cases, depending on water depth, it may be impossible to use these products legally. In all cases, if these products are kicking up sediment from the lake bottom the property owners could receive a citation.”

The products are not always illegal, but consumers should use caution before purchasing these devices. A quick test: If the intent is to move sediment or uproot aquatic plants, then the intended use is illegal.

“Unfortunately, we’ve seen these products directed at the lake bottom, where they can uproot aquatic plants and cause clouds of sediment that can drift along the shoreline,” Enger said. “This can cloud other people’s enjoyment of the lake, and may cover fish spawning areas with a layer of sediment.”

Aquatic plants help maintain water clarity, prevent erosion, stabilize the bottom and provide habitat for fish and wildlife.

While lakeshore property owners can legally remove some aquatic vegetation for access, it is illegal to use a hydraulic jet to do so. There are other options for legally removing aquatic vegetation. These may require a permit, depending on the control method, type of plant and size of the control area.
