Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, April 4, 2023. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, John Dragseth, Norm Carlson, and Jim Molitor. Absent: Tony Maciej. Also present: Reporter Zach Hacker.

Minutes of the Swanville City Council meeting Tuesday, March 7, 2023 was reviewed. A motion was made by John Dragseth to approve the minutes. Norm Carlson seconded the motion. All members voted in favor, motion carried.

The treasures report was given. A motion was made by Norm Carlson and seconded by John Dragseth to approve the treasurer’s report. All members voted in favor, motion carried.

Council member Carlson talked with city engineer Holly Wilson about the well drilling that has not been done yet. Wilson stated that she talked to Traut Wells and said they probably won’t be drilling until the end of April beginning of May. Wilson is trying to coordinate MN Pollution Control Agency to be present when the well drillers are present to test for PFAS.

City Clerk/Treasurer informed council that the temporary financing money to pay Moore Engineering for fees incurred thus far with the water storage tank has been deposited and can be paid to Moore this month.

Terrain Aesthetics sent the city a quote/prepay, to spray the lawn at the city park for crab grass and fertilize, spring and fall. With this prepay the city will receive a 5% discount. Norm Carlson made a motion to approve the prepay to spray and fertilize the city park. John Dragseth seconded the motion. All members voted in favor. Motion carried.

The Morrison County Mitigation Plan was discussed. This plan will be renewed every 5 years. John Dragseth made a motion to adopt Resolution #23-0404A MC Mitigation Plan. Norm Carlson seconded the motion. All members voted in favor, Motion carried.

Resolution #23-0404B was introduced by Mayor Lange. This Resolution is to enter in a coverage agreement with the Morrison County’s Attorney’s Office and the Bureau of Criminal Apprehensive. Jim Molitor made a motion to adopt Resolution #23-0404B coverage agreement. John Dragseth seconded the motion. All members voted in favor, motion carried.

The Cannabinoid license fee was discussed. After discussion, Jim Molitor made a motion to set the yearly fee at $350.00 for the Cannabinoid license. Norm Carlson seconded the motion. All members voted in favor, motion carried.

An agreement with Nelson Sanitation was presented for approval. Nelson will provide portable restrooms at Lake Pepin and the Pillsbury beach for the summer months. Norm Carlson made a motion to sign the agreement with Nelson Sanitation for one year. Jim Molitor seconded the motion. All council members voted in favor, motion carried.

The City Clerk/Treasurer asked if she could attend the League of MN Cities conference in Duluth June 21-23 at a cost of $225.00. Jim Molitor made a motion to approve the conference with milage and lodging. Norm Carlson seconded the motion. All members voted in favor, motion carried.

Mayor Lange informed the council that Isaac Schultz and Ron Kresha will be in Swanville on Monday, April 10 here in the Swanville Center to hold a town hall meeting.

Reminder of the Swanville clean-up day, Saturday, May 6, 2023 from 9:00 am to 11:00 am by the city park.

The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. John Dragseth seconded the motion. All members voted in favor, motion carried.

The next regular monthly meeting will be held Tuesday, May 2, 2023 at 7:00 pm in the Swanville Center.

There being no further business, a motion was made by Norm Carlson and seconded by John Dragseth to adjourn. All members voted in favor, motion carried. Meeting adjourned 7:50 pm. Julie Hollermann, City Clerk/Treasurer

A Magnet Funny

A teacher gave her class of second graders a lesson on the magnet and what it does.

The next day in a written test, she included this question:

"My full name has six letters. The first one is M. I am strong and attractive. I pick up things. What am I?"

When the test papers were turned in, the teacher was astonished to find that almost 50 percent of the students answered the question with the word "Mother."

MILLWOOD TOWNSHIP • MEETING CHANGE

Notice is hereby given: The regular monthly meeting of the Millwood Township board will be moved from the last Monday in May to Monday, May 22 at 8:30 p.m. It will be held in the usual location: City of St. Rosa Park.

Millwood Township Advertisement For Bids

Sealed bids will be received by the Millwood Township Supervisor Chad Van Beck, at the 44348 Birch Park Trail, Grey Eagle, MN 56336 from May 15th, 2023, until 11a.m. on June 5th, 2023. The bids shall be opened by the Millwood Township Board at a special meeting on June 5th, 2023, at 8:00 pm at the City of St. Rosa Park. The general nature of the Bid is for tarring of 1 mile of road (280th Avenue) in Millwood Township. Please contact Chad Van Beck at 320-248-3404 for formal bid specifications.

Millwood Township reserves the right to defer acceptance of any proposal for a period not to exceed thirty (30) days after the date proposals are received and no proposal may be withdrawn during this period. Millwood Township also reserves the right to reject any or all bids and enter into as it shall deem to be in the best interest of Millwood Township.

Residents of Burnhamville Township and Burtrum City may bring their old household items from this township or town in to dispose of them in a convenient manner.

Old appliances, bulky furniture and tires will have a small fee. General garbage such as old furniture, toys, doors, windows will be free to dispose of for Burnhamville and Burtrum residents.

No hazardous wastes will be accepted.

National Police Week May 15-21, 2023

In 1962, President Kennedy proclaimed May 15 as National Peace Officers Memorial Day and the calendar week in which May 15 falls, as National Police Week. Established by a joint resolution of Congress in 1962, National Police Week pay special recognition to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others.

• Currently, there are more than 800,000 law enforcement officers serving in communities throughout the United States.

• Since 1786, more than 23,000 law en- forcement officers in the United States have died in the line of duty. The names of these dedicated public servants are engraved on the wall of the National Law Enforcement Officers Memorial in Washington DC.

• As of December 31, 2022, 410 officers, both recent and historical, have been designated as Official Line-of-Duty Fallen Heroes and will be added to the Memorial this spring.

Let us join together during National Police Week and publicly salute the service and dedication of law enforcement officers in Todd County, and in communities across the nation.

Crash: May 8, 2023: At approximately 1:19 pm, received a report of a two-vehicle accident at the intersection of Dove Road and Cable Road, approximately three miles south of Flensburg, MN in Swanville Township.

According to the Sheriff’s Office, 64-year-old John Samuelson of Little Falls, MN was traveling north on Dove Road and 44-year-old Jeremy Brausen of Little Falls, MN was traveling west on Cable Road. Samuelson failed to yield at the intersection and struck Brausen’s vehicle. Brausen was transported by Mayo Clinic Ambulance to St Gabriel’s Hospital with unknown injuries.

The Morrison County Sheriff’s Office was assisted at the scene by Mayo Clinic Ambulance.
