Shake that bad mood -By Harvey Mackay

A philosopher was sitting in the shade of a tree next to a beautiful small lake when a troubled young man approached and introduced himself: “Sir, my name is Ben, and I’m miserable all the time. I’ve been searching far and wide for a wise person who can tell me why I’m always so unhappy. Can you help me?”

The older man paused, and then asked his visitor to fill a cup with water from the lake.

Ben filled the cup. The philosopher then took a handful of salt from his bag and sprinkled it in the water. “Drink this, and tell me how it tastes,” he instructed.

Ben managed only a sip and exclaimed, “That tastes terrible!”

Then the philosopher led Ben down to the lakeshore. He dropped a handful of

salt into the water, waited a moment and then told Ben to drink from the lake.

“Do you taste the salt?”

“No,” Ben said, “it dissolved in the water.”

The philosopher nodded. “The pain of life is like salt. It tasted the same no matter what, but how strong it tastes depends on what we put it into. To ease your pain, learn to expand yourself. Don’t be the cup – be the lake.”

Shaking a bad mood is important to functioning at your best. The worst thing you can do when you’re in a bad mood is wallow in it, according to “Psychology Today.”

Bad moods usually come from tension and low energy, according to the magazine. A short, brisk walk or some other exercise can increase your energy, reduce your stress and improve your mood. Listening to music may prompt you to remember a good mood or a good time and produce a conditioned response that makes you feel better.

Most people can manage to do one or both of those things. At least it’s a starting point.

If that’s not enough to bring about an attitude adjustment, here are some other ways to beat a bad mood. Take up a new interest. Sign up for a class in something you’ve always been interested in but don’t know much about. Start a new hobby or get out and volunteer for a cause you care about. Getting active will help you move beyond your present mood and connect you to new people and interests.

My favorite way to lift my mood is to be around people who are happy. I

love spending time with friends who are experts at seeing the silver lining in tarnished situations. One of those friends shared this marvelous story of a restaurant owner named Jerry.

Jerry is always in a good mood.

When someone asks him how he’s doing, he always replies, “If I were any better, I’d be twins!”

Jerry is a natural motivator. His staff knows he will always be there for them.

My friend even challenged him one day, asking how he manages to stay so positive.

His reply was classic: “Each morning I wake up and say to myself, I have two choices today. I can choose to be in a good mood, or I can choose to be in a bad mood. I always choose to be in a good mood. Each time something bad happens, I can choose to be a victim, or I can choose to learn from it. I always choose to learn from it. Every time someone comes to me complaining, I can choose to accept their complaining, or I can point out the positive side of life. I always choose the positive side of life.”

Jerry’s philosophy was put to the test one evening when he accidentally left the back door of his restaurant unlocked.

He was robbed by three armed men, who forced him to open the safe. As he tried to open it, the robbers panicked and shot him.

The paramedics who rushed him to the hospital were encouraging, but when he saw the faces of the emergency room staff, he realized how dire his situation was. The admitting nurse asked him if he was allergic to anything. “Bullets!” Jerry Harvey Mackay continued to pg 3

“The Good Old Days” -By Tom Kuehne Jim Jewell - Part 3

Jim’s summer leach sales were going very well, so since the fur market was no longer profitable Jim needed to begin a new wintertime business.

He began raising Shiitake Mushrooms in a converted cow barn. The mushroom spawn was squeezed into holes drilled into 4 foot long ironwood logs. After inoculating the logs, wax was used to seal up the opening. After a couple of months of warmth and high humidity, the mushrooms began to appear. The growing operation was later moved to the home farm buildings and continued for about three years. At that time the Chinese began importing Shiitake Mushrooms to the US for less than it cost Jim to grow them, so he retired from the mushroom business.

At the age of 49, Jim was shot by another hunter with a 12 gauge shotgun while deer hunting. The slug went through his ribs on the left side, went under the lungs, missed the stomach and kidneys and exited on his right side. It burned a rather large hole through his middle and took off part of his liver. He spent the next 6 months recovering from his injury.

Jim’s next adventure was a trip to Africa with a Crystal Cathedral group.

The purpose of their trip was to teach the people in Swaziland to become more self

sufficient by growing their own gardens.

They taught them to grow beets, carrots and cabbage. The cabbage was primarily boiled to create soup, so the people were taught to only remove and use only the outside leaves, there-by allowing the plant to continue to grow and produce for as long as a year. He felt that the trip was very rewarding.

Jim’s next winter-time business was woodworking. He converted his talents to the creation of wooden containers, vases, plates and bowls with his lathe. These were sold at his home and at craft sales.

In later years, Jim, began doing woodworking called Intarsia, which is gluing many small pieces of wood on a framed board to create pictures that appear to be in 3-D. He started with simpler pictures, such as wildlife scenes, then built several Noah’s Ark pictures and the final works were of the Last Supper, which was created with 800 separate pieces and the dimensions were about 3 foot by 4 foot. These pieces were of various kinds of wood, thereby using the wood color to change the different colors needed for the picture.

These pictures took a great deal of time and concentration, but they offered Jim a great deal of satisfaction upon completion. Some of these items were

The last 28 years of his life involved many health issues, which he referred to as his “surviving.” At age 42, he was diagnosed with tongue cancer, which involved an operation and 42 daily trips to Minneapolis, 200 miles round trip, for radiation treatments.

At the age of 49, he was shot while deer hunting. At age 53, his jaw bone began deteriorating due to the radiation treatments. This resulted in two operations and another 40 daily trips to Minneapolis for decompression chamber treatments. The final result was the loss of the jaw bone and his teeth. At age 54 he was diagnosed with diabetes.

At age 62, he had carotid artery surgery, which caused a stroke during surgery.

told them. “I’m choosing to live! Please operate on me as if I’m alive, not dead!”

Hearing Jerry’s story puts your bad days in perspective, doesn’t it? Every day you have two choices: You can enjoy your day or you can hate it. Take charge of your attitude, and everything in life becomes much easier.

enjoyed the MN Vikings, Twins, volleyball and softball. Lloyd appreciated the great outdoors; whether that was camping with his family or fishing with the Tree Hookers (member since 2000). He was caring, selfless, meticulous, always there to lend a helping hand, great listener without passing judgement, and above all else loved his family beyond words; especially his three beautiful girls. Lloyd will be dearly missed by all who knew him.

Lloyd is survived by his wife of 23 years, Michelle of Avon; daughters, Valerie, Abigail, Elizabeth all of Avon; mother, Nancy of Lewisville, TX; brothers, Chris of Flower Mound, TX, Dana of Lewisville, TX; brothers and sisters-in-law, Connie (Fiance Paul Van Beck) Zierden of Melrose, Cindy (Reuben) Bertram of Spring Hill, Kevin (Barb) Zierden of Avon, Char (Travis “Woody”) Fread of Freeport, Mike (Sharon) Zierden of Melrose, Keith (Carrie) Zierden of Freeport, Matt (Karla) of St. Anthony, Kristy (Steve) Schlangen of Roscoe, Stacy Zierden of New Munich; and many nieces, nephews, great nieces, and close friends.

Mass of Christian Burial was at 11 AM on Monday, March, 6, 2017 at St. Benedict’s Catholic Church in Avon for Lloyd S. Parker, 53, of Avon who passed away on Wednesday in Avon.

Rev. Gregory Miller, OSB officiated and burial was in the parish cemetery. Arrangements were entrusted to Williams Dingmann Family Funeral Home, Avon.

Lloyd was born September 18, 1963 in Bridgeport, CT to Kenneth and Nancy (Mellor) Parker. Following high school graduation, Lloyd attended University of Hartford where he received his Bachelor’s Degree in Mechanical Engineering. He met Michelle Zierden on the volleyball court in Connecticut and the couple married on May 22, 1993 in New Munich.

Lloyd was a member of St. Benedict’s Catholic Church in Avon; and was very involved in church activities especially teaching 6th grade religion, greeting, and Eucharistic minister. He

Mass of Christian Burial celebrating the life of Duane J. Eiynk, 73, Albany, will be at 12 Noon on Thursday, March 9, 2017 at Seven Dolors Catholic Church, Albany. Fr. Isaiah Frederick, OSB will officiate and burial will follow in the parish cemetery.

There will be a visitation one hour prior to services at the church. Duane died peacefully Monday evening with family at his side after a 16 year battle with Parkinson’s. Arrangements are being made with Miller-Carlin Funeral Home, Albany.

Duane was born October 9, 1943 to Benedict and Margaret (Platz) Eiynk in Albany. He grew up as one of six children and graduated from the local high school. On Nov. 9, 1962, Duane married

Delores Langner at the St. Hedwig’s Church in Holdingford and they welcomed five children to complete their family. Duane received his LPN degree from the Itasca Community College in Grand Rapids and worked as a nurse until his retirement in June of 1999. He was a member of the Knights of Columbus and a former member of the US Army Reserves. Duane belonged to Seven Dolors Catholic Church in Albany.

Duane is survived by his wife of 54 years Delores, his children Duane Jr. (Jennifer) Eiynk, Royalton; Tammy Leoffler, Mountain Lake; Shelley (Duane) Kemper, Melrose; Daniel (Heather) Eiynk, Buckman; his siblings Allen (Judy) Eiynk, Avon; Kenneth (Annette) Eiynk, Avon; Arlene (Doug) Benton, Marshfield, WI; Randy (Jo) Eiynk, St. Cloud; Mary (Dave) Sabrowski, Albany; 14 grandchildren, 12 great grandchildren, and many other family and friends.

He is greeted in Heaven by his parents, his son Darrin and daughter-in-law Anji who died in a car accident in 1994, and two grandsons Dalton Eiynk in 1994, and Derek Kemper in 2006.

Agnes L. Maus, age 87 of Melrose, died peacefully on Sunday, March 5, 2017 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m.

Thursday, March 9 at Immaculate Conception Catholic Church in New Munich with Rev. Marvin Enneking officiating and Rev. Ken Thielman concelebrating. Interment will be in St. Mary’s Cemetery in Melrose following the service.

Visitation will be held from 9:30 to 10:30 a.m. Thursday at the Patton-Schad Funeral Home in Melrose.

Agnes Loretta Uphoff was born January 21, 1930 in Spring Hill Township, Stearns County, Minnesota to Joseph and Elizabeth (Wiebolt) Uphoff. On June 13, 1950, she married Raymond Maus at Immaculate Conception Catholic Church in New Munich.

Agnes lived in the same house for 65 years before moving to the Tree of Life in New Munich. Shortly after that she became a resident at Pine Villa Care Center in Melrose.

She enjoyed sewing, gardening, playing cards, search word books, baking, and canning.

She also enjoyed traveling and most of all, spending time with her family, especially her grandchildren.

She was a member of St. Mary’s Catholic Church, Christian Mothers, and Sts. Bernard and Elizabeth Council.

Survivors include her children, Susan (Pat) Branyon of Plymouth, Mary Kay (Michael) Jorgenson of Golden Valley, Robert (Kriste) Maus of Monticello, Amy (Rick) Rieland of Melrose, and Paul (Anne) Maus of Melrose; daughter-in-law, Vickie Maus of Brooklyn Park; 17 grandchildren and eight great-grandchildren.

Agnes was preceded in death by her parents; husband, Ray Maus on September 28, 2007; son, Ron Maus on March 13, 2012; brothers, Raymond, Alfred, and Sylverius Uphoff; and sisters, Sally Klaphake and Marie Rademacher.

Serving as casket bearers will be Bob Maus, Paul Maus, Sara Baltes, Pat Branyon, Mike Jorgenson, and Rick Rieland. Cross bearer will be Erin Paquette and scripture bearer will be Nathan Maus. Reader will be Anne Maus. Gift bearers will be Joann Ritter and Edna Goebel.

Sandra K. Welle

Mass of Christian Burial celebrating the life of Sandra K. Welle, 68, Albany, will be at 11:00 AM on Friday, March 10, 2017 at Seven Dolors Catholic Church, Albany. Fr. Jason Welle, OFM will officiate and innichment will take place in the parish cemetery. Sandra passed away Monday morning surrounded by the love of her family at Mother of Mercy Senior Living in Albany. There will be a visitation one hour prior to services at the church. Arrangements are being made with Miller-Carlin Funeral Home, Albany.

Sandra was born on July 18, 1948 to Ralph and Julia (Beckman) Walz in Crookston. She was raised with one sister, graduated from the local high school, and earned her Bachelor’s degree.

In 1973, Sandra married John Welle at her home parish in Moorhead and they welcomed two sons to complete their family. Over the years she

held many jobs, but she was a teacher at heart.

Sandra loved literature and theater and sharing that love with others. She will be remembered for her love of others, her polite disposition, her intelligent mind, and her selfless nature. Sandra was kind to everyone and showed respect to all.

She enjoyed golf with John and, after trying her hand at the sport, served as secretary for the Board of the Albany Golf Course. Sandra was a woman of deep faith who instilled a love of the Catholic faith in her family. She was an active member of Seven Dolors in Albany.

Sandra will be missed by John, her husband of 43 years; her sons Fr. Jason Welle, OFM, Rome, Italy; Scott Welle, Minneapolis; her sister Sharon Arzdorf, Blaine; and many other friends and family.

She is greeted in Heaven by her parents Ralph and Julia Walz.

Wayne G. Revering, age 42 of Freeport, entered his eternal home, early Monday morning March 6, 2017 at his home near Freeport, Minnesota with his wife by his side.

A Mass of Christian Burial will be held at 12 p.m. Friday, March 10 at Sacred Heart Catholic Church in Freeport with Rev. Jeremy Theis officiating.

Family emtombment will be held at a later date.

Visitation will be from 4 to 8 p.m.

Thursday and 10 to 11:45 a.m. Friday at Sacred Heart Catholic Church in Freeport. Parish prayers will be at 5 p.m. Thursday evening at the church.

Wayne Gerard Revering was born November 4, 1974 in Albany, Minnesota to Raymond and Loretta (Buschke) Revering. On April 17, 1999 he married Kristie Cremers at St. Anthony Catholic Church in St. Anthony, Minnesota. Wayne worked at Nahan Printing as a pressman for about 15 years. His most recent work was as a paraprofessional at Melrose Area School, where he loved working with the students.

Wayne was a very dedicated man to the Fire Department throughout his life. He was a past member of the New Munich Fire Department, St. Joseph Fire Department, and the Freeport Fire Department. He was a very committed member of the Fire Department and spent many hours on educational training courses. Wayne received an award for attending the most calls in a year from the St. Joseph Fire

Department.

Wayne, an avid outdoorsman, loved hunting, fishing, and camping. Deer hunting was his passion.

Wayne was a member of Sacred Heart Catholic Church, Catholic United Financial, Knights of Columbus, Minnesota Deer Hunters Association, and Midwest Outdoors Unlimited.

Survivors include his wife, Kristie Revering of Freeport; children, Leah and Eli Revering of Freeport; brother and sisters, Mike Revering of New Munich, Renee (Clarence) Kampsen of Freeport, and Sandy (Larry) Weitgenant of Hammond, WI; parents-in-law, Bob and Ann Cremers; brother and sisters-inlaw, Stacy (Brad) Kelzer, Holly (significant other, Mark) Rakotz, Andy (Carrie) Cremers, and Peggy Cremers; and nieces, nephews, great-nieces, and great-nephews.

Wayne was preceded in death by his parents Raymond and Loretta Revering; brothers, Gary Revering, Roman Revering, and infant Raymond Jr. Revering; and sisterin-law, Joyce Revering.

Serving as casket bearers will be Jesse Kampsen, Mike Revering, Nathan Weitgenant, Mike Terres, Tom Hoppe, and Randy Stich.

Cross bearer will be Brady Kampsen and Scripture bearer will be Bethany Buschke.

Honorary bearers will be Corey Borgerding, Scott Bertram, Larry Osendorf, and the Freeport Fire Department. Gift bearers will be Tracy Frieler, Beth Williams, and Missy Terres. Lector will be Jen Stich.

Erma M. Meagher, age 84 of Grey Eagle, passed away peacefully with her family by her side on Monday, March 6, 2017 at the CentraCare Health Nursing Home in Melrose, Minnesota.

Erma Marion Hoffman was born April 22, 1932 in Grey Eagle Township, Todd County, Minnesota to Gustav and Emma (Sadlovski) Hoffman. She was united in marriage to Robert “Bob” Meagher on November 11, 1950 at Grey Eagle United Methodist Church. After their marriage, the couple moved to the cities and returned to Grey Eagle in 1954 where they started farming southeast of Grey Eagle. In 1992, they retired from farming and moved to town. Erma owned and operated Erma’s New and Used in Grey Eagle in the old Hammersteen Drug Store building. Erma enjoyed gardening and baking. She also enjoyed traveling with Bob to Michigan, Florida, Hawaii, Texas, and spending their winters in Arizona.

Donnie was a proud Foster Grandparent at the Melrose E.C.F.E for eight years. She was a member of St. Andrew’s Catholic Church and later St. Mary’s Catholic Church where she truly enjoyed volunteering and being involved.

Survivors include her husband with whom she would have celebrated their 60th wedding anniversary in October, Bernie Wiebolt of Melrose; children, Karen (Mark) Sunderman of Melrose, Janelle (Brian) Fleischhacker of St. Stephen, Marla Wiebolt (Art Williams) of Robbinsdale, and Ted Wiebolt (Melanie Marion) of Maple Grove; five grandchildren Jenna Sunderman and fiancé, Sam Straate, Derek Sunderman, Ryan (Kim) Kortuem, Jake Fleischhacker, and Sam Fleischhaker; great grandchildren, Logan, Kevin, and Kamara Kortuem; and sisters, Clara Thull of New Munich and Eleanor Niehoff of New Munich.

On December 20, 2016, Dick Austing (age 47) suffered a seizure that sent him to the Emergency Room at the St. Cloud Hospital. An MRI revealed a baseball-sized brain tumor. Surgery was postponed so Dick could spend Christmas with his family.

On December 26, 2016, Dick endured 13 hours of surgery to remove the tumor. Two days later, the family learned Dick suffered a stroke that predominantly affected his left side, requiring extensive inpatient and outpatient rehabilitation for months.

Dick had no symptoms prior to his seizure. He has worked hard as a concrete-mason worker for the past 27+ years and an avid hunter/fisherman.

Dick, his wife Jane and daughters, Kayla and Whitney, have been strong supporters of our community through church, school and local social organizations including the St. Rosa Jaycees and St. Rosa Lions. It’s time for our community to support them.

God’s faithfulness, the psalmist reminds us, is so predictable that it has become “a law in Israel.” And this testimony of God’s faithfulness is to be passed on by fathers to their children so they put their hope in God and “never forget His deeds.”

God wants fathers to teach their children that hope does not come from politicians or policies. Nor does He want fathers to teach their children that they are to place their hope in acquiring wealth or worldly goods. And He does not want them to teach their children to place their hope in the knowledge or skills or talents they possess.

Addressing how ag. land is factored into tax levies We heard testimony recently in the House Property Tax Division about the success rate of bond issues when put before the voters.

More specifically, it was a comparison of the ratio of capital construction referendums in the seven-county metro area successfully passed compared with the same in Greater Minnesota. A spokesperson for the Minnesota School Boards Association testified that in the past three years, a total of 65 capital referendums were put on the ballot in outstate Minnesota. Of that total, only 14 were passed by the voters and 51 failed. That’s a success ratio of 21 percent.

Contrast that number to the 89 percent of capital referendums passed in the metro area.

A big reason for the low number of bond issues passing in rural areas has to do with how the construction of new school buildings is paid for. All agricultural land is part of the levy for capital referendums and, in many districts, ag land makes up a large majority of the tax base. So, in many cases, the cost of new construction falls more heavily on the farmers who own that land.

the other kind of school referendum, and that’s called the operating referendum.

That’s when additional funds are raised for the daily operation of a school. In this case, only the house, garage, and one acre are figured into the levy.

There was a provision in last year’s vetoed tax bill that would have helped the owners of ag land pay the cost of capital referendums. It would have provided a 40 percent credit paid by the state to the owners of agricultural land for all current and future capital referendums. There is strong support for this provision, and odds are high that it will be included in this year’s tax bill, as well.

In addition, a $100,000 valuation exemption from the statewide business tax was also included in last year’s tax bill, and that too is expected to make it into this year’s bill.

The all-important February budget forecast contained good news in that the surplus grew by $250 million. It made some assumptions that individual income taxes will increase, in part because of changes in the federal tax code. If federal tax rates are lowered but some deductions eliminated, the result would be higher incomes. And that would translate into larger state income tax collections. But those are a lot of proposals that first must be enacted before anything changes.

It’s expected that spending targets will be released sometime this week. Each finance committee will be informed about the amount of spending they can do. Then it’s up to each of those committees to craft a bill that stays within those limits.

First committee deadline is this Friday at midnight. Bills must have been heard in all policy committees before that time in order for them to move on. Spending bills have until the end of the month to be heard in their respective committees.

Melrose City January 19, 2017 The Melrose City Council met in a Regular Meeting on Thursday, January 19, 2017 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Dick Christenson, Tony Klasen, Josh Thieschafer, Justin Frieler, Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Christenson, seconded by Mr. Frieler and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: the minutes from the December 15, 2016 Special Joint Meeting with the Public Utilities Commission, the December 15, 2016 Regular Meeting, the January 5 Regular Meeting, and the January 5 Special Meeting; list of bills in the amount of $1,145,076.36; list of investments for the month of December 2016.

Gambling Resolutions: 1) Resolution No. 2017-3, Resolution Approving Gambling License to the Sauk River Phantom Bucks Chapter of MN Deer Hunters Association for an exemption from lawful gambling license to conduct a raffle on March 25, 2017 at the Melrose American Legion.

2) Resolution No. 2017-4, Resolution Approving Gambling License to the Church of St. Mary’s for an exemption from lawful gambling license to hold a bingo and a raffle on March 26, 2017 at St. Mary’s School located at 320 5th Avenue SE in Melrose.

3) Resolution No. 2017-5, Resolution Approving Gambling License to the Church of St. Mary’s for an exemption from lawful gambling license to conduct a raffle on June 24, 2017 2017 at St. Mary’s School located at 320 5th Avenue SE in Melrose.

4) Resolution No. 2017-6, Resolution Approving Gambling License to the Church of St. Mary’s for an exemption from lawful gambling license to hold a raffle on December 31, 2017, at St. Mary’s School located at 320 5th Avenue SE in Melrose.

A motion was made by Mr. Thieschafer, seconded by Mr. Christenson and unanimously carried to approve the Consent Agenda items.

Stearns County Attorney Janelle Kendall gave an update on services provided by the Stearns County Attorney’s Office. Ms. Kendall stated that Melrose had no adults who qualified for the Diversion Program in 2016; however, two juveniles qualified and were admitted. Both have completed their program.

Ms. Kendall provided a summary of the City’s violations as well as the numbers as they relate to all of Stearns County.

Community Development Director Creelman provided an update on MADA matters. Mr. Creelman stated that MADA approved the fourth application for the Deferred Loan Program.

Police Chief Craig Maus presented the Police Department’s December report. He noted that a total of 25 citations were issued in the month of December. There were 123 verbal warnings and 19 written warnings. Chief Maus stated there were 334 calls for service during this month compared to 323 for December of 2015. The year-to-date number of calls is 4,028 compared to 3,229 in 2015. For the month of November 2016, the Department received 26 agency assist calls. Chief Maus stated that the Reserves continue to do ride-along on a regular basis to maintain their required hours. The Reserves currently has one member. Recruitment efforts are being pursued. If interested, please contact the Melrose Police Department.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Community Development: Jennie-O Turkey Store Project: Obtained Order of Minnesota Boundary Unit completing annexation requirements. Forwarded Annexation Order to Minnesota Secretary of State, Minnesota State Demographer, Stearns County Auditor, and Melrose Township.

• Nuisance Actions: Prepared Notice of Motion and proposed Order to Abate Nuisances on Kraker, Rodriquez, and Ambriz properties.

Filed Rodriquez and proof of service with court.

• Deferred Loan Program: Reviewed proposed deferred loan documents for local business improvements. Recommended revisions to documents and prepared checklist for City staff to use with program City Administrator Brethorst presented the Fire Department Year End Report and the 2018 proposed budget. Also presented were the Expenditure & Revenue Reports for 2016 and 2015. Fire charge revenue totaled $18,525 compared to $15,270 in 2015.

The 2017 credit is $7,457.31 as presented at the February 18, 2016 meeting with contract area officials.

The 2018 credit will be $3,489.39 and is calculated as shown on the 2016 revenues and expense sheet.

Over the course of many years, some additional funds have accumulated in the Fire Department.

Since no funds are received on the contracts until December of the contract year, it is recommended that $50,000 be designated for operating costs for the year. Based on the principal of requiring the $50,000 for operations, and the amounts setaside for future vehicles and equipment, a refund of $3,489.39 will be applied to the 2018 contract. This is how all future refunds are recommended to be calculated.

Fire #2 also includes the information on set-aside funds. A balance of $116,859.05 is available for vehicle equipment replacement setaside at year-end 2016. For years 2017 and 2018, $36,100 is budgeted annually for Capital Outlay/Vehicles. A new fire truck was purchased in 2016. There are no anticipated purchases in 2018.

There are protective gear/ clothing/equipment set-aside funds of $85,036.16. For 2017 and 2018, $15,010 is budgeted for Capital Outlay/Equipment & Clothing.

Projected 2018 Budget and Contract Charges – he 2018 Ex-

penditure Budget, as proposed, has a small increase of $2,500 from the approved 2017 Expenditure Budget.

The proposed 2018 fire contract charges are based on the total budget amount of $177,753, less excess fund balance funds being applied. Annual anticipated revenues from fire charges are $17,000.

A motion was made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried adopting the 2018 Fire Department Budget.

Mayor Finken stated that after review of the Housing Code Ordinance and the process necessary to bring the affected properties into compliance, it was learned there are restrictions, which hinder the City’s ability to do this in a way which is effective, and will bring the property into compliance with allowable enforcement action.

It is proposed to follow the same process as the Nuisance Ordinances and allow abatement of the property at a local level and court action if that step does not bring the property into compliance.

Council Member Klasen questioned the ambiguity of the definition of “poorly maintained” in the amendment and if it was left open to interpretation. Attorney Dymoke stated that it would follow the guidelines of the Nuisance Ordinance.

After further discussion, Mr. Thieschafer introduced Ordinance No 1-19-2017, An Ordinance Amending Melrose City Code Chapter 151, Housing Code. A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried approving the liquor license renewal applications contingent upon receipt of all necessary documentation and payment of all necessary fees.

Mayor Finken stated that WSB & Associates have prepared the plans and specifications for the 2017 Chip Seal Project. Because the project is estimated to be under the $100,000 threshold, competitive bidding requirements are not applicable and obtaining bids from a minimum of two qualified bidders is acceptable. WSB would send the request for quotes to a minimum of three contractors that have provided quotes to the City in the past. In addition, the project would be listed on the QuestCDN website for any other contractors that may be interested in quoting the project.

If the Council prefers to advertise, the ad for bid would be due on January 20 and the ad would run in the paper on January 25. Bids would be opened on February 8 and the bid information would be available for the Council on February 10.

WSB is requesting authorization to obtain quotes from at least two contractors, or if the Council prefers, advertise for bids.

A motion was made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried authorizing WSB & Associates to seek quotes as outlined.

Mayor Finken noted that the State of Minnesota Department of Commerce has established a list of cities that have created a fire escrow account. This is a program that allows cities to create policy that would require insurance companies to hold back 25% of the insurance proceeds pending cleanup of the site if needed.

This would not apply to the 400 Block fire as it is not retroactive nor is there any belief that the owners will not clean up the site.

This would only apply to possible future fires. This is a proactive step for a city to protect the taxpayer from having to pay for demolition in full if a property owner were to not meet their civic obligation to clean up the site. The steps are as follows: 1. The Council adopts the resolution to establish a fire escrow account and notifies the Minnesota Department of Commerce.

2. The Minnesota Department of Commerce notifies insurance companies operating within the State that Melrose has established a fire escrow account.

3. If there is a fire in Melrose,

the insurance company holds back 25% of the insurance proceeds and notifies Melrose.

4. Melrose has 30 days to notify the insurance company that it wants the 25% escrowed as security for the repair or removal of the building.

5. The insurance company either forwards the funds to Melrose to hold in escrow or retains the funds in escrow itself.

6. The property owner either completes repairs and removal, or authorizes payment directly to a contractor to complete repairs or removal.

7. If the property owner does not act within 45 days, Melrose can use the funds to pay for demolition and removal.

Two important details: 1. If the Resolution is adopted, Melrose must file a report with the Minnesota Department of Commerce every two years accounting for its use of the escrow fund.

2. It only applies to fires occurring after adoption of the resolution and notice to the Minnesota Department of Commerce. It will not apply to the 400 Block fire or the St. Mary’s Church fire.

City Attorney Scott Dymoke reviewed the program and after further discussion, the Council, by consensus, decided not move forward with the establishment of a Fire Escrow Account.

Mayor Finken stated that Fire Chief Jeremy Kraemer is requesting Council approval to rehire Edwin Santana as a firefighter which would bring membership to 31 members versus 30 members as outlined in Department policy. Mr. Santana served on the Department from 2009-2014. Chief Kraemer anticipates there may be several retirements within the next few years which would bring membership back down to 30 members.

Chief Kraemer, City Administrator Brethorst, and HR Coordinator Diane Gruber have met and discussed this hiring. It is anticipated that the annual payroll expense for the additional member would be roughly $1,000 or less and can be supported by the current budget. Turnout gear, key to fire hall, and pager are all available so there would be no additional cost for these items. They are recommending a background check and pre-employment physical be done due to the lapse in service time.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried approving the rehire of Mr. Santana to the Fire Department contingent upon a successful background check and pre-employment physical and to temporary increase the Fire Department staffing to 31.

The Council, at its January 5 Special Meeting, tabled action regarding the Police Department staffing. Police Officer Matt McDonald will be placed on military leave beginning on January 26,

2017 and lasting up to 400 days.

Chief Maus stated that after looking at the various options, it is his preference to return to having a five-officer Department.

City Administrator Brethorst stated that the budget does have funding to cover a fifth officer for 2017; however, a portion of funding for 2018 and 2019 would need to come from cash reserves. It would not be until 2020 when a bond payment drops off that the General Fund would be able to fund the fifth officer.

Council Member Thieschafer had asked staff to look at ways to fund the position for 2018 and 2019 and bring it back to the Council for consideration.

Chief Maus presented the various options for coverage and ways for funding an additional officer.

Mr. Thieschafer stated that due to budget constraints, he would prefer utilizing the part-time officers and Stearns County assistance at least on a trial basis.

Council Member Frieler supported a five-officer Department as so did Mayor Finken.

Mr. Christenson would also like to see utilizing the part-time officers along with County assistance. Mr. Klasen also supported this option.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to utilize part-time officers and contract with Stearns County for staffing support during Police Officer McDonald’s military leave.

Mayor Finken stated that the 3rd Avenue resurfacing project includes the resurfacing of 3rd Avenue SW from 100’ north of Kraft Drive to Main Street and 3rd Avenue NW from Main Street to 1st Street NW and a 50’ patch near the Munson Feed elevator entrance to 3rd Avenue. A resurfacing project includes the reclamation of the existing bituminous surfacing and Class 5 base for reuse as aggregate base in a new pavement. The estimated average daily traffic for the street is 3,000 vehicles per day and an anticipated 20-year growth rate at 3% per year. The proposed pavement design will provide a 10 ton pavement section with a design life to 20 years.

The coring will be completed January 16, 2017 and following those results, WSB & Associates will be able to complete the plans and specifications. They will be reviewing the existing storm sewer catch basins to determine if the adjusting rings need to be replaced and/or the entire catch basin. WSB will be requesting the Council authorize the placement of the ad for the bid at the February 23 meeting.

The Council requested WSB & Associates to provide alternative pricing for cement in the area in front of the Munson Feed Mill scale.

William J. “Bill” Abeln

William J. “Bill” Abeln, age 89, of Rogers, formerly of Avon and Sartell, died peacefully on Wednesday, March 1, 2017 at Wellstead of Rogers in Rogers, Minnesota.

A Mass of Christian Burial was held at 11 a.m.

Tuesday, March 7 at St. Benedict’s Catholic Church in Avon with Rev. Greg Miller officiating. Interment was in the parish cemetery with military honors by the Albany American Legion.

William John Abeln was born June 23, 1927 in Holdingford, Minnesota to Alois and Bernadine (Benolken) Abeln. He graduated high school in Vancouver, Washington. He enlisted in the Merchant Marines and served during World War II. On April 30, 1949, he married Angeline Jonas in St. Anna, Minnesota. Together they resided in Avon for 40 years and in Sartell for 13 years. They owned and operated Abeln’s Food Market in Avon for 40 years. Bill was proud of his homemade sausage and home cured hams and bacon. He enjoyed serving on the Avon Continued from Pg 9

Council, at its January 5 meeting, provided staff direction in further discussions with the Melrose Multi-Family project developer. As of now, the City has committed to the following items as far as assistance to the project: 1. Selling the development property for $1.

2. Establish a Redevelopment TIF District upon approval of all financing and funding sources.

3. In exchange for the covenants of the Developer outlined above, the City will issue a Pay-AsYou-Go Note in the amount of up to $594,004 or actual documented costs, whichever is less, subject to the following terms: • The Note shall be issued on or around January 1, 2018 following Developer’s submission to the City of paid invoices or other documentation for the site improvement costs associated with the project incurred after the approval of the TIF District.

• The Note shall not exceed $594,004, but could be less dependent upon the amount of actual increment and paid invoices for eligible expenses actually submitted to the City by the Developer.

• The Note payments will be made utilizing 95% of the increment generated by the project.

• Pay-As-You-Go Note payments will be made twice per year for increments collected the previous six months for a term of 10 years. The first payment date shall be August 1, 2019 and continue every six months until final maturity of February 1, 2029 or until the Note is satisfied, whichever is sooner, and carry an interest rate of 0% per annum.

• The Note is a special and limited obligation of the City. Should tax increments be insufficient to fully repay the Note, the City is not required to make up any shortfalls for any reason.

Community Development Director Creelman stated that the City will not offer any additional incentives. The developer notified Mr.

Fire Department and retired with 30 years of service. He also enjoyed his 18 years at the cabin in Pine River fishing, relaxing in his screen house, and traveling overseas to many countries with Angie.

Bill was a member of St. Benedict’s Catholic Church in Avon and St. Francis Xavier Church in Sartell. He was also a member of the Merchant Marine Veteran Association.

Survivors include his children, Jane (Michael) McGee, Robert (Joyce) Abeln, Carol (Frank) Kelash, Allen (Jean) Abeln, and Michael (Barbara) Abeln; 11 grandchildren and eight great-grandchildren; brothers-inlaw, Peter Jonas and Bill Myers; sisters-inlaw, Marcella Stegura, Mary Abeln, Mary Thompson, and Ann Jonas.

Bill was preceded in death by his wife, Angeline “Angie” Abeln; parents; sisters and brother, Lou Meyer, Eileen Taylor, Eva Mae “Tiny” Rangel, Raymond Abeln, and Bernadette “Flash” Robison.

Serving as casket bearers were Chris Bratvold, Michael Munsterteiger, Kevin Rademacher, Collin Abeln, Scott McGee, and Joshua Abeln. In an effort to consolidate the meeting and duplicate reporting needs from the Fire Chief and Ambulance Coordinator, it is proposed to hold the joint meeting on the night of the regular meeting at the Fire / Ambulance Station.

March 7, 2017: The Morrison County Sheriff’s Office reports that on 03-052017, their office received several reports of mailboxes that were damaged along the southern part of Culdrum Township, north of Swanville. Morrison County deputies responded to the area and observed several mailboxes that appeared to have been smashed.

According to the sheriff’s office, these incidents are believed to be related and happened sometime overnight on 03-042017 and into the early morning hours on 03-05-2017. If you have information regarding these damaged mailboxes you are asked to call the Morrison County Sheriff’s Office at 320-632-9233.

How do you feel about warehouse clubs, like Costco and Sam’s Club?

-Jessica Dear Jessica, We have both of those in our neighborhood, and I’m a big fan. There are definitely some good buys and great bargains to be had in places like that. To be honest, my wife is probably a bigger fan than I am.

I suspect we save more money from her trips than mine to those spots.

I will advise you to watch your spending carefully in warehouse clubs.

Most people overbuy in situations like that, especially those of us who are spenders by nature. Believe it or not, I’m a spender by nature. To this day, if I’m not careful, I’m still bad about buying things I don’t need – or too much of the things I do need – in warehouse clubs.

Have fun in there, and make sure you find some steals on smart things you can stock up on. Just don’t go crazy and wreck your budget by overspending!

-Meghan Dear Meghan, There’s not really a magic number for this kind of thing. In your case, I wouldn’t go to the trouble for an LLC right now. You don’t need the hassle of extra paperwork and the expense of processing and filing fees. Just make sure you have normal, liability-type insurance in place. That shouldn’t cost a lot of money.

The main reason you would consider shifting to an LLC is if you had reached a point in life as a business owner where you were afraid you might have a target on your back. By that, I mean you would want protection in the event of a lawsuit if your company had grown to sizable proportions and you had begun to accumulate substantial personal assets.

At this stage I don’t think anyone’s going to bother you.

Crowned as 2017 Todd County Dairy Princesses were Kristen Bussmann, daughter of Ron and Mary Lou Bussmann of Grey Eagle. Kristen was sponsored by First District Association. Megan Hollermann, daughter of Shawn and Debbie Hollermann of Burtrum. Megan was sponsored by Mark Bleess and First District.
