“The Good Old Days” -By Tom Kuehne Winter 2019 Some of us have talked about, explored or actually made a trip south this winter.

Some of these same people had the same conversations in previous years.

The last few years were warm enough to cause some of us who didn’t go south, to razz the travelers saying that the weather was warm enough here to make the trip south unnecessary. Well, Winter this year has made the trip south seem to be almost a necessity. Almost!!

Winters we remember from earlier years were similar to our current winter.

Most of us remember winter storms, that had more snow and wind than we have had this year. However like they say, “it ain’t over yet.”

Those from a farm background remember that there were two scoop shovels on the farm. One was a fairly new aluminum scoop, which was used only for moving feed from one location to another. The other one was the manure scoop, which was only used to shovel the remaining wet contents from the gutter. This one probably weighed about three times what it should weigh, since it had a coating of manure products glued to it. The specific use of these items changed after a snowfall. There was a lot of snow to be removed from feed bunks, water tanks, walkways and driveways. Snow needed to be shoveled

away from building doors so they could be opened. The snow removal required the coordinated effort of more than one person. We actually appreciated having a scoop, because without it, we couldn’t get anything done.

When we remember the scooping we did in our youth, we don’t remember the uncomfortable feeling in our shoulders and back during the following days. It’s remarkable, but a scoop full of snow probably weighed the same 60 years ago as it does today.

The snow seems to be much heavier.

Part of the imagined weight change is that we are not as physically fit as we were many years ago. The other cause is probably that our backs and shoulders were uncomfortable before we picked up the shovel. No, those shovels are not made to weigh more than those made in previous years.

If you spend time outdoors, have you found that it doesn’t feel as cold as it did earlier in the season? Maybe our bodies are becoming more accustomed to the cold or maybe we are learning to dress more appropriately for the weather. I think that both of these things apply to those of us that didn’t go south to hide from the “horrible” weather in Minnesota.

Someone stopped at my office today to share his father’s words, that are meant for older people. “If you feel stiff in the joints, stay the heck out of them.”

Beware if you hear yourself uttering these statements. They are the most likely to kill creativity: • It’s not in the budget.

• The boss will never go for it.

• Great idea! Let’s form a committee to tackle it.

• It will never work.

• That’s against our policy.

• Who will we get to do it?

• Let’s think about it for a while.

• Let’s discuss it some other time.

• Why not leave well enough alone?

• It’s too late to fix it now.

• It’s too soon to fix it now.

• We have done it this way for so many years, and we still make a profit.

• Why fix it if it isn’t broken?

• We tried it five years ago and it didn’t work.

• That’s not how we do things around here.

• That’s the kind of idea that cost your predecessor her job.

• It will take a long time to research this idea.

• That’s not my job.

• The competition already does it that way.

• The competition doesn’t do it that way.

• Let’s let the competition try it first and see what happens.

• That isn’t in our job descriptions.

• If we do it, they’ll wonder why we didn’t do it sooner.

• It will create more work for the rest of us.

• Sounds like a good idea . . . Let’s run it by legal. (Okay, so this actually

might be necessary.)

Winter Blues

It is starting to feel as if winter will never end! If you are feeling depressed, bored and frustrated try a few of these tips.

1. Make your environment brighter.

Opening blinds and curtains and sitting closer to windows can help provide an extra dose of sunshine.

2. Eat smarter.

Eating healthy foods can help to enhance your mood and relieve anxiety. Other foods, like candy and carbohydrates provide temporary feelings of euphoria, but could ultimately increase feelings of anxiety and depression.

3. Exercise.

Walking fast for about 35 minutes a day five times a week or 60 minutes a day three times a week improve symp-

toms of mild to moderate depression.

Exercising under bright lights may be even better.

4. Turn on the tunes.

Listening to upbeat or cheery music can significantly improve your mood in both the short and long term.

5. Help others.

Helping out and volunteering your time at the local food shelf or senior center can improve mental health and life satisfaction.

6. Get outside.

Talking yourself into taking a walk when the temperatures plummet isn’t easy, but the benefits are big: Spending time outside (even when it’s chilly!) can improve focus, reduce symptoms of depression, and lower stress levels.

Obituaries George B. Tiemann

George B. Tiemann, age 95 of Melrose, passed away peacefully on Thursday, February 28, 2019 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Memorial Mass of Christian Burial was held Tuesday, March 5 at St. Joseph’s Catholic Church in Grey Eagle with Rev. Ronald Dockendorf officiating. Inurnment was in St. Mary’s Cemetery in Melrose.

George B. Tiemann was born July 16, 1923, in Melrose, Minnesota to Bernard and Elizabeth Tiemann. George graduated from Melrose High School. In his early years he worked in the Yukon Territory for REA; later he joined the Navy civil service and worked at Pearl Harbor and was stationed on the cruiser USS Baltimore, working on radar and radio equipment. On April 29, 1950, he married Zida Lorraine (Kaproth) Tiemann. In 1951, he began his professional career with the Northern Pacific Railroad. After starting their life together in Dickinson, North Dakota; George and Zida later moved to Staples, Minnesota, and then moved to White Bear Lake, Minnesota where he continued to advance his career.

He retired after 30 years of service to the Northern Pacific and Burlington Northern railroads as General Manager System Car Maintenance, Mechanical Division.

In addition to providing exemplary leadership and service to the railroad, George was a very devoted husband, father and grandfather. In addition, he possessed a strong respect and love for the great outdoors. He started hunting, trapping and fishing when he was young.

George also enjoyed traveling and

Elizabeth M. (Straka) Schwamb photography. In 1944 he purchased a cottage and land on Big Birch and Little Birch Lakes in Grey Eagle, Minnesota.

In the 1940’s he started monitoring the lake with Game Warden, Leo Peyton, and Ed Wiehoff. He was one of the founders of the Big Birch Lake Association where he served a term as Vice President and Director for many years. He volunteered his time and service with the Sauk River Watershed and DNR. George was clearly an outdoors man. He was thrilled with every chance he had to be in the woods, hiking and hunting, or on the lake, fishing, not to mention enjoying the mouth-watering fish fries hosted by his wife! He spent countless hours bonding with family and friends, teaching and enjoying the natural surroundings.

Survivors include his wife, Zida Lorraine of Melrose and five children, Joan Carlson of Sauk Centre, Contance (Robert) Koch of Grey Eagle, Mary Lou (Craig) Tweedale of Grey Eagle, Kathryn “Kitty” Hennemann of Grey Eagle and William Tiemann of Sauk Centre; his seven grandchildren, Lorne (Amanda) Koch and their children, Keira and Kade, Dale (Kimberly) Koch and their children, Cohen and Khloe, Christopher Tweedale, Katie (Nick) Zastrow and their daughter, Adelyn, Curtis (Rachel) Hennemann, Andrew (Stephanie) Tiemann, Alex Tiemann; and sister-in-law, Ann “Trinka” Tiemann.

He was preceded in death by his daughter Carol Ann, parents, sonin-law Carl Hennemann, brothers, Edmund (Geraldine), Leonard (Terry), Gilbert, Walter, and sister Viola (Jerry) Stanislowski.

Serving as urn bearer was William Tiemann.

Honoraries were his grandchildren, Lorne Koch, Dale Koch, Christopher Tweedale, Katie Zastrow, Curtis Hennemann, Andrew Tiemann, and Alex Tiemann.

Find out if there’s a balance on the card.

If there is, and it was charged up while your name was on the account, you’ll still be liable for that amount. They won’t release you from responsibility for those purchases, but you can get off the hook for any future charges.

Then, send them a certified letter— return receipt requested—stating that you are no longer liable for additional charges on the card going forward. It wouldn’t be a bad idea to call them again in a few days to make sure they got the letter, too.

You’re learning a hard lesson here, Melody. You should never open any kind of joint account with someone when you’re not married. And stop using credit cards!

I have a lot of my own tools, and I was thinking about taking out a loan of around $20,000 to buy a few extra tools I need to open my own garage. It’s always been a dream of mine to have my own shop, and this seems like the perfect opportunity.

You’ll never hear me recommend going into debt to start a business.

Did you know most new businesses fail within the first five years due to debt payments? I literally started my company on a card table in my own living room years ago, so I know for a fact you can launch a business without going into debt.

You said you have your own tools, plus you have lots of experience. My advice is to find a place that needs a good mechanic. Then, use the income from a new job to save up for the additional tools you need, and other startup costs associated with opening your own shop.

If you play this smart and start slow, you could have a thriving business on your hands in a few years and no debt to eat up the money you make!

She worked various jobs after Head of the Lakes, but most of her time and energy were spent caring for her children and grandchildren. Pauline was a dedicated mother first and foremost, she treasured her children and embraced every moment with them. She had a flare for baking, gardening, and sewing personalized outfits and dolls for her family and friends.

She enjoyed camping which included lots of traveling, fishing and bluegrass music.

She is survived by her five children: Tom Casey (Deb) of Long Prairie, MN, Sandra Casey of Port Charlotte, FL, Jerry Casey (Beth) of Long Prairie, MN, Susan Henry (Pat) of Sauk Centre, MN, and Sharon Iverson of Cape Coral, FL., 10 siblings, 10 grandchildren, 6 greatgrandchildren, and several nieces and nephews. She touched the lives of many and will be greatly missed by all who knew her.

Upsala City March 4, 2019 Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 P.M. The pledge of allegiance was said.

On roll call members present were: Mayor Rollie Johnson, Brian Lange, Crystal Benson, and Dennis Westrich.

Absent: Lana Bartells.

People present: MC Record reporter Sheila McCoy, First Response Vice President Seth Strassburg, Public Works Frank Koopmeiners, and City Clerk/ Treasurer Michelle Stevens.

Minutes: Westrich moved to approve minutes from February 4, 2018 City Council, 2nd

by Lange. Motion carried unanimously.

Added agenda items: Lange moved to approve the agenda, 2nd by Westrich. Motion carried unanimously.

Maintenance Report: Koopmeiners reported on water and sewer levels.

Westrich moved to have Little Falls Machine replace the sander on the plow truck after it was rear-ended last Saturday morning at a cost of $6,895.00; this will be submitted to the insurance company, 2nd by Benson. Motion carried unanimously.

Lange moved to accept Koopmeiners letter of resignation with regrets – stating he will move to part-time as of July 1, 2019 and work part time for three years as he trains the new public works director, 2nd by Benson. Motion carried unanimously.

Fire Department Report: The Fire Department presented their January minutes.

First Responders: The First Response Team minutes were presented.

City Office Report: Stevens reviewed the March Calendar.

Planning Commission: Mark Messman applied for a lot split. Benson moved approve a Lot Split at 320 First Avenue West – dividing the property into two parcels: The west 20 acres and the east 19 acres, 2nd

by Lange. Motion carried unanimously.

UCDC: The minutes from the February meeting was presented. Benson shared the progress of Heritage Days which is set for August 9-11.

Safety Committee: Stevens reported that the Safety Committee created a list of the needs for each building, now that each of the buildings has been inspected.

Unfinished Business Online Bill Pay: Stevens explained the exorbitant costs to the City to have on-line bill pay – even if the residents pays for their cost to execute the payment.

I & I Ordinance The Council chose to table the Inflow and Infiltration Ordinance.

New Business: Spring Leaf & Lawn Clean Up is set for Friday, May 3.

City Wide Clean Up is set for Saturday, June 1.

Morrison County Cleanup Day Grant Lange moved to approve Resolution 3-4-19-1 accepting the Morrison County Cleanup Day Grant of $376.00, 2nd by Benson. Motion carried unanimously.

Morrison County Recycling Grant Lange moved to approve Resolution 3-4-19-2 accepting the Morrison County Recycling Grant of $1,427.00, 2nd by Benson. Motion carried unanimously.

Golf Cart Permits: The Council discussed the need to permit golf carts.

UBA Gambling Permit: Lange moved to approve the Gambling Permit with no waiting period for the Upsala Ballpark Association raffle to be held on June 23, 2nd by Westrich. Motion carried unanimously.

Cleaning & Inspecting the Water Tower: Westrich moved to accept the contract with Maguire Iron to clean and inspect the water tower every other year starting in 2019 for the next 10 years at a cost of $1,650.00 of each year of cleaning and inspection, 2nd by Benson.

Painting and Repairing the Water Tower: The Council will wait for a report from Maguire Iron’s inspection before making a decision on painting and repairing the exterior of the water tower.

Acknowledgements: It’s been a long snowy winter; and because we have such a great community- everyone is keeping the sidewalks and fire hydrants cleaned and snow removed.

The city would like to recognize the following: • Al Donat, our unsung hero who snow blows the sidewalk from the top of the hill down to Johnson Insurance and back.

• Bill Koopmeiners for snow blowing out the drifting on West Street to make the street wide enough for two vehicles to meet.

• Upsala Fire Department for clearing out all the fire hydrants in the City. If you have a fire hydrant in your yard, please keep it cleaned out. If you are unable to clean it out, please contact City Hall.

Minutes of the Swanville City Council meeting Tuesday, January 8, 2019 were reviewed.

After discussion, a motion was made by Deb Wood to approve the minutes. Norm Carlson seconded the motion. All members voted in favor, motion carried.

The treasures report was given. A motion was made by Jim Molitor and seconded by Tony Maciej to approve the treasurer’s report. All members voted in favor, motion carried.

Jeremy Boots, representing Moore Engineering, was present to discuss with council putting a chip seal on the paved streets which should be included on the city’s capital improvement plan.

Boots suggested applying the seal to one-fifth of the city at a time to spread out the costs. This process would not be done until the weather is warm.

Bryan Allen was present to ask to change the renew of Red’s Irish Pub Liquor License name to Lucky’s Saloon. Jim Molitor made a motion to give Lucky’s Saloon the yearly liquor license for the fees of: Off Sale: $150.00, On Sale: $2000.00, Sunday License: $250.00 and 2:00 a.m. closing fee: $100.00 for a total of $2500.00. Tony Maciej seconded the motion. All members voted in favor, motion carried. The liquor license will start on March 6, 2019.

The mayor informed the council that a variable frequency drive control for the sewer plant motor should be purchased in the amount of $3500.00. With this control it should save energy by 50 percent at the sewer plant. Jim Molitor made a motion to purchase the VFD control. Norm Carlson seconded the motion. All members voted in favor, motion carried.

Mayor Lange presented to council Resolution #19-0205 for a donation of $3000.00 from the Swanville Lions Club to put in an electric powered handicap door opener on the front door of the park building. Jim Molitor made a motion to accept Resolution #19-0205. Tony Maciej seconded the motion. All members voted in favor, motion passed. The council appreciates the Swanville Lions for their generous donation.

Mayor Lange reminded council of the Local Board of Appeal meeting on Thursday, April 11- 9:00 a.m.

The following claims were presented for payment. Members of the council were furnished with a listing. Tony Maciej made a motion to approve the claims. Jim Molitor seconded the motion. All members voted in favor, motion carried.

The next regular monthly meeting will be held Tuesday, March 5, 2019 at 7:00 p.m.

February 23, 2019: At 10:39 p.m., Deputies Chris Hagstrom and Tyler Johnson responded to a property damage complaint in Spring Hill Township. The caller reported a passing vehicle shot a potato gun at his residence breaking a window. The suspects were currently just down the road, stuck in the ditch.

Deputy Hagstrom arrived on scene a short time later and made contact with the caller and the four young men in the van.

Apparently they were bored and out driving around. They had a 6 foot homemade potato gun, a can of hair spray and several potatoes in the van with them. (I grew up in a smaller town. I’ve been bored before. I’m not quite sure I’ve been that bored).

The four young gents in the van quickly told their story. One of the back seat passengers admitted he built the gun and brought it with. They hung it out the left side of the van and the other back seat passenger pulled the trigger. Clearly the front seat passengers knew what was going on and as we always tell drivers, you are responsible and in control of your vehicle at all times. I would surmise the driver was aware that what they were doing was at the very minimum not socially acceptable in polite company. In his haste to leave, he drove the van in the ditch thwarting his great escape.

In the end, the homeowner with the broken window knew the parents of one of the four victims of boredom and elected to work out payment for the window with them. The homeowner also reported he had a hole in his siding from something similar the previous week. The van occupants said they were not responsible for that.

Winters can be long and we all get a little rambunctious at times but randomly launching a potato at someone’s window in the dead of night could have resulted in some potential serious charges. It’s 10:30 at night. If you are bored, go to bed. Activities like this may find you living in a van down by the river someday.

Board of Water and Soil Resources and USDA’s Farm Service Agency. MN CREP is a voluntary state-federal program designed to improve water quality and wildlife habitat. The program is set to protect and restore up to 60,000 acres of marginal cropland across 54 southern and western Minnesota counties (including Todd), using filter strips, wetland restorations and wellhead protection areas.

Landowners who are accepted in MN CREP will enroll into the USDA’s Conservation Reserve Program (CRP) for 15 years. At the same time, the land will be put into a permanent conservation easement through the state’s Reinvest in Minnesota (RIM) easement program.

The landowner will receive a lump sum payment up front through RIM and an annual payment over 15 years through CRP. Private ownership continues and the land is permanently restored for water quality and wildlife habitat benefits.

Native plantings on those acres will filter surface and ground water, prevent erosion and provide critical habitat for countless grassland dependent species.

Notes from the Capitol By State Rep. Paul Anderson Town hall meetings this week; economic forecast is cause for cautious approach

Sen. Torrey Westrom and I will hold a series of town hall meetings this Friday, March 8.

We’ll start the day in Albany with a 9:15 am meeting at the city hall.

Next stop is Melrose for a 10:30 meeting at their city hall. Final stop of the morning, scheduled for 11:45 a.m., will be at the city hall in Sauk Centre. Sen. Westrom and I will wind up the day with an afternoon meeting in Glenwood. It will be held at the Pizza Ranch on Minnesota Avenue and starts at 2 p.m.

All are welcome to attend, as we will be discussing the ongoing budget process for the state, in addition to other items of interest.

As expected, the February budget forecast indicates a slowing economy, with less revenue coming into state coffers in the months ahead. The largest decrease would come from income tax collections, resulting in a drop of nearly $500 million in the state surplus. That still leaves just over $1 billion in the surplus, but looking ahead to the next twoyear budget cycle shows a structural deficit of $11 million.

It would seem that this is a time to proceed cautiously with state finances.

Increases in spending usually become permanent and quickly use up our onetime surplus funds. And increasing taxes,

such as the proposed 70 percent hike in the gas tax, will not contribute to growing the economy and increasing tax collections, which would eventually erase that deficit staring us down the road.

Several controversial bills made their way through first committee stops last week. Legislation which would grant driving license privileges to undocumented immigrants passed out of the Transportation Committee Thursday night. In addition, two bills addressing gun control were approved in the Public Safety Committee earlier in the week.

These bills are DFL initiatives and will probably gain passage in the House.

Their fate in the Republican-controlled Senate, however, is far from certain.

This appears to be the winter that doesn’t want to end. Bitter cold temps and winds combined to make the beginning of March seem more like the middle of January. This weather is also stretching the supply of heating fuel for homes, in addition to making winter diesel fuel hard to come by. When one terminal runs out of product, trucks must travel farther and wait in line longer to load their trailers with propane or number one diesel.

Usually, by this time of year, temps are moderating and the demand for these winter necessities begins to soften. Not so this year, as we remain stuck in the mode of well-below normal temperatures and snow events occurring on a regular basis.

Another aspect of the challenging winter was the heavy snow that fell across southern Minnesota last weekend.

over a large area. We didn’t receive any new snow in our area, but strong winds made for difficult traveling conditions, anyway. So, you can imagine, getting that much additional snow with those 50-mph winds making travel impossible in many locations. Even heard an unofficial report of a National Guard tank getting stuck. It didn’t take long for reports of collapsed barn roofs to begin coming in. At last count, around 20 dairy barns have been damaged by the extra weight of all that snow. Most were in southern Minnesota, although one reported roof collapse came

from the Little Falls area. And cows need to be milked, so at least one dairy made the difficult decision to liquidate its herd.

An already financially difficult time for those involved in dairy has been made even more difficult for some because of facilities that no longer allow the operations to continue.

Bitz and Piecez -By Pastor Bitz Faithful as a Son; Hebrews 3:1-6 How time flies when you are getting snowed on. Since Christmas we’ve had a lot of snow and a lot of cold. Sunday was the Transfiguration. That means Ash Wednesday has ushered in Lent.

The transfiguration of Jesus is about Jesus being declared to be the Son of God

by God himself. Peter, John and James are the witnesses. Hebrews 3 tells us that Jesus was faithful as a son towards God’s house. As the Son of God there is an intimate connection between Jesus and God the Father, Creator of Heaven and Earth.

Verse 4 tells us, “For every house is built by someone, but the builder of all things is God.” The notion that life has evolved over millions of years has no place in the church. The builder of all things is God. God could use millions of years to build life but he told us in His Word that he took 6 days and rested on the seventh and from the rest of what we are told it was mere thousands of years ago.

When one sees complexity and design the rational conclusion is that there is a designer or builder. The same way we conclude that someone built an abandoned house in the wilderness rather than being constructed by wind, waves and other natural forces. Yet if one begins with the assumption that there is no builder the explanation of a building in the wilderness has to come from some other less logical source. The same goes for creation.

God’s Word places God firmly in the position of creator and it tells us how long ago he did it and it is nowhere close to a million years, 10,000 at the most. Time and time again scientific observations clearly point to a young earth and an intelligent designer but the faith-based assumption that there is no God leads many secular scientists to conclude that the house in the wilderness was built by natural forces, not the builder’s hand. Yes, every house is built by someone, and the builder of all things is God. God the father, the creator of heaven and earth spoke these words about

Jesus on the mount of transfiguration, “This is my Son, my Chosen One; listen to him!” For the house God has created, creation itself, groans under sin and it needs fixing. Remove the creator or turn sin and death into the catalyst of advancement and you lose the whole reason Jesus had to come. Preceding the Son you have the Father, creator of heaven and earth. Do you need his faithful son as your Savior or do you think you are evolving to be the kind of person who inherits eternal life on your own?

Jesus has come as one of us, a creature, begotten not made and has died in our place. He has done the work needed to fix and restore this fallen creation including us his precious people. That work led him to the cross, faith leads us to the cross and into the house God has built for the building up of his faithful people, the Church. If you are not in the church where faithful servants like Moses can minister to you, you are being ministered to by those who believe crazy things like houses being built by the wind and waves and not by the hands of a builder. Jesus was faithful as a son and died for us on the cross because he helped his Father build us. What more can a loving God do but fix what he has built. Amen.

The Lost Forty: Thursday, March 21, 7-8 p.m. The Lost Forty, featuring Brian Miller and Randy Gosa, performs the Irish-influenced songs of the men who roamed the Great Lakes region in the days when pine was king. In addition to beautiful arrangements of rare old folk songs entwined with the history of Minnesota, a multimedia program will include fascinating old photos and stories. For all ages. This activity is made possible by the voters of Minnesota through a grant from the Minnesota State Arts Board, and a legislative appropriation from the Arts and Cultural Heritage Fund.

Create a Paper Mobile! Saturday, March 23, 10-11:30 a.m. Do you love the magic of a mobile moving with the slightest flutter of air? Have you always wanted to make one but are intimidated by the mechanics of balance and weight? Participants will learn the basics of simple mobile construction and balance using colorful papers, string, dowels and/or wire. Basic techniques and design will be discussed. Everyone will make and take home a finished mobile they can hang.

All materials will be provided. For ages 16 to adult. Limit 12. Registration is required.

We want this to be a “creative space” for people to work and enjoy time together.

Bring whatever supplies you will need for your project, or if you are just starting out, the only thing you need to bring is a creative spirit and a desire to have fun since a few basic art supplies will be provided for use at the event. Come and go as you like during the art night. At 6 p.m., there will be a new art concept demonstrated along with tips and a teaching/hands-on learning element.

Heart Disease: It Can Happen at Any Age! Submitted by Todd County HHS Heart disease doesn’t happen just to older adults. It is happening to younger adults more and more often. This is partly because the conditions that lead to heart disease are happening at younger ages. Now is the perfect time to learn about your risk for heart disease and the steps you need to take to help your heart.

You could be at risk. Many of the conditions and behaviors that put people at risk for heart disease are appearing at younger ages: • High blood pressure. Millions of Americans of all ages have high blood pressure, including millions of people in their 40s and 50s. About half of people with high blood pressure don’t have it under control. Having uncontrolled high blood pressure is one of the biggest risks for heart disease and other harmful conditions, such as stroke.
