Foster respect to improve results One of my favorite old comedians, the late Rodney Dangerfield, was famous for his line, “I get no respect.”

Then he would usually add a line like, “I remember when I was a kid and played hide-andseek. The other kids wouldn’t even look for me.”

If you want those who work with you to respect you more, try this simple tactic.

Ask their opinions, and really listen to what they have to say. When done well, this is a powerful workplace practice that produces tremendously positive outcomes. Then take action from what you learn. Employees will feel validated, and you will become someone who employees will flock to.

Example: Jack, a manager, is talking to Judy, an employee who works for him. He asks her what she thinks of a new company policy. Judy answers with a thoughtful opinion. But as she is

telling Jack what she thinks, Jack sees his boss walk by. Jack wants to ask his boss something important, and his mind focuses on that instead of on what Judy is saying.

Judy sees that Jack is no longer making eye contact or listening to her – even though he solicited her opinion.

She stops mid-sentence. Jack is so lost in thinking about his question to his boss that he doesn’t even notice that Judy has stopped talking for a few seconds.

Embarrassed that he has been caught being inattentive, Jack tries to cover up the fact that he wasn’t listening. Judy politely skims over the incident and says she needs to get back to work. Later, Jack overhears Judy telling a co-worker about the incident. “What a jerk,” she says. “He asked me for my opinion like he cared.

And I was dumb enough to think he did.”

Jack flinched at her words. He knew he appeared not to care even though he wanted to hear her ideas. He realized that he had damaged his relationship with an employee. He knew that he had to make an effort to be a better listener in the future, and vowed to repair the damage over time. He also knew that he had learned one of the most valuable lessons a

manager can learn: That listening to what his employees have to say is a priority and should be treated as one.

Of course, when I think about respect Aretha Franklin immediately comes to mind. Her blockbuster hit “R-E-S-P-EC-T” is timeless. As the lyrics advise, find out what respect means to employees.

Half of all American employees think they’re not treated with respect by their employers or managers, according to www.discoverysurveys.com. When this happens, employees tend to lose respect for their bosses and don’t trust them. They also become resentful, less motivated and no longer committed to their employers.

Obituaries David A. Kilanowski

David A. Kilanowski, age 63 of Sauk Centre, died peacefully on Tuesday, February 24, 2015 at the Belgrade Nursing Home in Belgrade, Minnesota.

A funeral service was held Friday, February 27 at Faith Baptist Church in Sauk Centre with Rev. Joe DiVietro and Pastor Ron Hemsworth officiating. Interment followed in St. Paul’s Cemetery in Sauk Centre.

David Allen Kilanowski was born October 26, 1951 in Bertha, Minnesota to Edward and Virginia (Motl) Kilanowski.

He attended school in Long Prairie until the 11th grade and finished his last year at Sauk Centre High School where he graduated. He continued his education at Alexandria Vo Tech College with a degree in accounting.

David worked at Super America in Sauk Centre for four years after which he ventured in various occupations like milk delivery, carpentry, and other retail sales. He then moved to Alaska for a short time where he

worked as an independent taxi driver. David moved to a warmer climate, Florida, where he worked many jobs including security work and bookkeeping. He moved back to Sauk Centre where he resided for the last six years. He enjoyed fishing, coin collecting, and going to auctions.

David was a member of Faith Baptist Church in Sauk Centre.

Survivors include his brothers, Roger Kilanowski of Sauk Centre and Michael (Theresa) Kilanowski of St. Cloud; brotherin-law, Mel Walter of Sauk Centre; nephews and niece, Tim (Bonnie) Walter, Todd Walter, Troy Walter, Chris (Nicole) Kilanowski, Jennifer (Elmo) Beehler, Matthew (Jennifer) Kilanowski, Adam (Sharon) Kilanowski, Andrew (Chelsea) Kilanowski, and Benjamin (Robyn) Kilanowski; and many great-nephews and nieces.

David was preceded in death by his parents, Edward and Virginia Kilanowski; brother, Leroy Kilanowski; and sister, Sharon Walter.

Serving as casket bearers were Gene Peterson, Dave Anderson, Dave Rosenberg, Larrie Rosen, Bob Freeman, and John Bieringer.

Arrangements were made with PattonSchad Funeral & Cremation Services of Sauk Centre.

William “Billy” Patrick Raeker

A Mass of Christian Burial to celebrate the life of William “Billy” Patrick Raeker, age 28, of Albany was held on Monday, March 2, 2015 at Seven Dolors Catholic Church in Albany. Father Cletus Connors, OSB officiated and innichment was in the parish cemetery.

“Billy” passed away, peacefully at home, after a 21 year battle with health problems.

He will be remembered for his wonderful smile and kind heart. When he was able, he was involved in Special Olympics, which he

loved, and earned many medals and ribbons.

Billy loved video games and going fishing.

He enjoyed listening to music whenever he could. He was a 2005 graduate from Albany High School.

He is survived by his parents Pat and Judy Raeker, brother Kyle Raeker, brother Jamie Boone and wife Rene, his niece Zayda and nephew Axel, grandmother Mary Boone, grandfather Gene Raeker, and many uncles, aunts and cousins.

Leroy C. Schwieters

Leroy C. Schwieters, age 67 of Melrose, died after a courageous battle with cancer on Friday, February 27, 2015 at his home in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Friday, March 6 at St. Mary’s Catholic Church in Melrose with Rev. Marvin Enneking officiating. Interment will be held in the Minnesota State Veterans Cemetery in Little Falls after the lunch.

Military Honors will be provided by the Melrose Veterans Honor Guard.

Visitation will be held from 4 to 8 p.m.

Thursday and from 8:30 to 10:30 a.m. Friday at the Patton-Schad Funeral Home in Melrose.

The Melrose Veterans Honor Guard will pray at 6 p.m. followed by parish prayers at 7 p.m.

Iris A. Hiltner, age 75 of Melrose, died unexpectedly on Wednesday, February 25, 2015 at her home in Melrose, Minnesota.

A Memorial Mass of Christian Burial was held Saturday, February 28 at St. Mary’s Catholic Church in Melrose with Rev. Marvin Enneking officiating and Deacon Ernie Kociemba assisting. Inurnment was in the parish cemetery.

Iris Agnes Schreifels was born February 7, 1940 in Richmond, Minnesota to John and Frances (Kron) Schreifels. She was united in marriage to Gerald “Jerry” Hiltner on May 12, 1962 at St. Mary’s Catholic Church in Melrose.

After their marriage, Iris spent her time being a homemaker where she enjoyed taking care of her family, quilting and embroidering.

Survivors include her children, Jill (Brian) Shepherd of Bloomington, Bruce (Carol) Hiltner of Ramsey, and Kristie Dickson of Richfield; six grandchildren, Ivy and Nick Shepherd, Derek, Mitchell, and Claire Hiltner, and Isaac Dickson; sisters, Ellen Primus of Hawley, Esther Steinemann of Freeport, and Alice Moening of Melrose; and many loving relatives and friends.

Iris was preceded in death by her husband, Jerry Hiltner on January 5, 2001; parents, John and Frances Schreifels; brothers, Cyril, Victor, Marc, and Howard Schreifels; and sisters, Del Gieske, Julie Schreifels and Celesta Denne.

Serving as urn bearer was Bruce Hiltner.

Cross bearer was Isaac Dickson and scripture bearer was Derek Hiltner.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

Melrose High School in 1965 and enlisted in the U.S. Army on October 18, 1966. Leroy was honorably discharged on October 10, 1968, but was still enlisted in the reserves until October 17, 1972. He then worked at Kraft Foods for 25 years and then at Jennie-O for ten years until his retirement. He was a member of St. Mary’s Catholic Church in Melrose and the American Legion Unit 101.

Leroy was a Minnesota sports fan who liked watching the Twins and Vikings and also like watching local softball games. He also enjoyed going to the casino, fishing, and loved spending time with his family.

Survivors include his nieces and nephews, Thomas (Darcy) Schmitz of Albany, Jane (Jeff) Ehrlichman of St. Joseph, Kathy (Mike) Powell of Lake Crystal, William (Christy) Schmitz of Garfield, Timothy Schmitz of St. Cloud, Gary (Becky) Schmitz of Avon, and Sarah (Bryon) Alstead of Alexandria; and many loving relatives and friends.

Scotty D. Palm

Scotty D. Palm, 75 year old resident of Burtrum/Swanville, MN passed away Sunday March 1st, 2015 at the Long Prairie Hospital.

Funeral services will be held at 11:00 A.M. on Thursday, March 5, 2015 at the Swanville Bible Church in Swanville, MN with Pastor Mike Gunnon & Rev. David Gouldin officiating. Burial will be at Springbrook Cemetery in Swanville. Visitation will be held one hour prior to the service on Thursday at the Swanville Bible Church. Military rites will be conducted by the Swanville American Legion Post #313 & VFW Post #6037.

Scotty Duane Palm was born on January 31st, 1940, in Burhamville Township, Todd County to Albert E. and Florence A. (Stoll) Palm. He attended school in Burtrum through the eighth grade and graduated from Swanville High School in 1957. He served in the United States Army from 1963-1965. He was united in marriage to Darlene H. Ehrenberg on April 10th, 1976 at the Swanville Bible Church.

Scotty was employed by Morrison County as

a Civil Engineering Technician for 44 years.

He was a member of the Swanville American Legion Post 313 for over 45 years, the Swanville Sportsman’s Club, and a charter member of the Swanville First Response Team. Scotty enjoyed fishing and hunting.

He adored his grandchildren and enjoyed spending time with his family.

Left to cherish his memory are his wife, Darlene Palm of 38 years; children, Cheryl (Tony) Hyk of Rogers, Tamie (Richard) Wimmer of Swanville, Pamie (Robert) Czech of Little Falls, and Gary Palm of Burtrum and his 8 grandchildren; Zachary, Tyler, Sonja, Ethan, Cody, Abby, Libby, and Anders.

He is also survived by this siblings, Judith Heisick of Bowlus, Glenn (Arlene) Palm of Swanville, Leona (Henry) Niemeyer of Long Prairie, and David Palm of Swanville; numerous nieces and nephews.

Scotty was preceded in death by his parents; grandchild, Baby Wimmer; brothers and sisters, Francis Palm, Herbert Palm, and Betty Staricka; sisters-in-law, Sandra Palm, Dorothy Palm, Joyce Palm; brother-in-laws, Ervin Koehn and Raymond Heisick.

Pallbearers will be Dale Palm, Darryl Palm, Dean Palm, Joe Staricka, Dan Koehn, and Dustin Palm.

Arrangements are with the ShelleyGibson Funeral Chapel in Swanville, MN.

Harvey Mackay continued from page 2 of an organization. If senior managers treat each other and their subordinates with respect, this sets the stage for respect among all employees.

Employee suggestions should be acted upon, rather than just ignored or ridiculed. Simply asking for input will gain some employee respect, but acting upon good suggestions is an imperative.

Employees must also be given credit for the idea.

Allowing for scheduling flexibility gives employees the idea that their employers respect them enough to let them get their work done according to their own schedule. Letting them come in late or leave early on occasion is a strong way of showing respect and trust.

Making employees aware of the financial condition of the company and the reasons for various decisions also lets them know the company trusts them. If cost-cutting is necessary, solicit ideas from them. Inviting their input demonstrates respect for their opinions.

An added bonus is that the people in the trenches have a unique and valuable perspective.

Journey with Jesus

Practices have started for the parishioners of St. Francis of Assisi Parish, located between Albany and Upsala on State Hwy. 238, who are presenting “Journey With Jesus to Calvary,” a play written and performed by 60+ parishioners. In the seventh year of being per-

formed, it was written to highlight the events that occurred during Holy Week.

You are invited to meet, share, and perhaps cry with several “companions” that encountered Jesus along the road to Calvary. Performances are March 25, 27 and 28 at 7:30 p.m. and March 29 at 1:00 p.m.

All are welcome.

Upsala High school is proud to announce Brandon Young as January’s Junior High Student of the month. Brandon lives with his parents John and Lori Young, his sister Alyssa and brothers Matthew, M i c h a e l , Nicholas and Ethan. As an eighth grader, Brandon can boast that he has been on the A honor roll every quarter. Even though he is in junior high, he enjoys helping with the robot for robotics. He also enjoys being a part of the school play.

Outside of school Brandon is very busy. He works for the Disc Jockey News. Because of his interest in video production, he spends much of his free

time producing a variety of videos and then puts them on YouTube. Brandon’s interest in technology has helped with sound effects for the community theater.

He volunteers at his church to help with community events and sometimes helps with the sound system.

Brandon enjoys all of his classes.

Since he likes a little bit of variety, he does not have a favorite class.

Jessica Hovland, Brandon’s math teacher states, “Brandon is a very intelligent, fun kid that always brings with him a curiosity for learning. In class he often asks to know why things work and goes beyond what we are doing in class. Brandon is very deserving of this recognition.”

Ideas Aplenty for What to do with State Surplus The longawaited February budget forecast was released late last week, and it confirms what many had been thinking, namely that the state and national economies are doing well. Here in Minnesota, the projected budget surplus after the 2016-17 biennium is nearly $1.9 billion, one of the highest in history.

Two aspects were mentioned as partial reasons for this huge number: rapidly falling oil prices and the higher-value dollar when compared to world currencies.

Lower oil prices allow consumers to re-direct spending to non-gasoline purchases, while the higher dollar makes our exports more expensive and at the same time makes imported goods more

affordable. The higher dollar is only a short-term benefit, as it is already affecting farm exports, making them more expensive in the world market. If the dollar remains at historic highs, it will eventually become negative for American goods. And gasoline prices, which dipped under $2 for a short time, have already begun climbing again and are currently around $2.50 per gallon.

Ideas abound as to how to spend or give back our new-found surplus. I heard many suggestions over the weekend, with the main theme seeming to be “give it back” or at least return part of the surplus to those who actually paid the taxes in the first place. As you may recall, taxes were raised by over $2 billion in the last two years, and many are feeling that we are being over-taxed.

Areas that will be looked at for relief include the statewide business property tax, property tax relief, and income tax brackets. Another idea suggested was to give rebate checks for part of the surplus directly back to Minnesotans.

I also heard the suggestion that we could use the surplus to fix our roads and bridges. In my opinion, some will go for that purpose, at least in the House trans-

-Leah LaBelle portation proposal. Governor Dayton, however, is still calling for his wholesale gas tax increase, which is being questioned by some in light of the large surplus. The governor will release a supplemental budget shortly, and he’s said to want more spending for education and he even mentioned additional funding for nursing homes. That remains a top priority of mine as our long-term care industry is in desperate need of higher reimbursement rates from the state.

The long-term outlook appears positive as the February forecast shows revenue growth that exceeds spending growth. However, that situation could change as world events unfold, and the enacted budget for fiscal years 2016 and 2017 makes revisions in revenue and spending projections. How to direct these surplus dollars is a good problem to have, but we must do it in a way that not only benefits our state today, but is also good for Minnesota in the long run.

Less than three months remain in the current legislative session. Action will now ramp up as various committees get their spending targets. The first deadline is Friday, March 20, which is the date that all policy bills must be heard in committee.

The seminary professor stood quietly before his class as though he was waiting for a traffic light to change.

Wanting the class to think deep thoughts about the greatness of God’s grace he asked, “Do you have any possession, do you have anything - anything - that you did not receive from the Lord?”

After a moments thought, Len spoke up and said, “Yes!” Startled, the professor asked in a voice of disbelief, “What?”

“Sin,” came the reply.

Sin did not have its origin in God, but in Lucifer who became Satan. In Ezekiel 28:15 we read, “You were blameless in your ways from the day you were created till wickedness was found in you.” Satan and sin were not and are not eternal. But sin entered into the world through Adam. Paul wrote in Romans 5:12 that “sin entered into the world through one man.”

Sin, then, is a legacy - an inheritance - that is passed on from one generation to another. But it is an inheritance that we can choose to refuse.

David says we can be “blessed” if there is “no deceit in our spirit.” If we express true repentance and regret for our sins, God will certainly forgive us.

How fortunate we are for His love, grace and forgiveness.

If, however, we have been born again and “miss God’s mark” by sinning, we can go back to Him in honesty, humility, sincerity and truth and repent.

Holy Family School “Pair It Forward” Soles4Souls March 12 For Lent this year Holy Family School in Albany is working with an international non-for-profit organization called Soles 4 Souls. This organization plays its part in overcoming poverty around the world with the “Soles 4 Souls” project, in which they collect gently used or new shoes. The project not only provides shoes for many individuals, it also creates jobs in countries like Haiti where there are virtually no jobs to generate personal income.

Families are encouraged to look through their closets for those shoes that are now too small or no longer meet your needs. Donation of new shoes are encouraged as well as monetary donations to help with shipping.

Claire Baker, a senior at Totino Grace High in Fridley, will be visiting Holy Family on March 12th to collect the shoes and talk to the students about her experiences in Haiti and how their donations can help children and adults there.

There will be a collection box outside the Holy Family School office and in the Seven Dolors church gathering area. We ask that you rubber band the pairs together before putting them in the bin. A bag of rubber bands will be attached to the side of the bin.

A common theme in the Albany Community has been “Pay It Forward”. The “Pair It Forward” theme, used by the Soles4Souls organization, seems to be a great fit for a project for Holy Family School.

Upsala Area Schools Kindergarten Roundup Planned for this Friday Upsala Elementary School will be holding its annual Kindergarten Roundup on Friday, March 6, 2015. Registration for the class of 2028 will begin at 8:15 AM for all children who are interested in attending kindergarten at Upsala Elementary School starting in the fall of 2015. Parents should bring their child’s birth certificate and immunization record when they come on this day.

Kindergarten Roundup is for both parents and children and will run from 8:30-

11:00 AM. Parents and children are also invited to stay for school lunch, which will be served at 11:00.

Polaska Kultra: Celebrating Polish Culture Holdingford native John Bieniek will present “Polaska Kultura: Celebrating Polish Culture” at 9 a.m. Wednesday, March 11, at the Stearns History Museum.

The presentation is part of the museum’s monthly Breakfast Club program.

Bieniek’s story begins in an ethnic community in Stearns County, where, among many things, he learned Catholic prayers in Polish. However, the 1940s would be years of transition as English gradually replaced Polish. Bieniek took notice of the cultural changes, sparking a lifelong fascination of his family’s Polish heritage.

Dear Dave, I bought a piece of lake property not long ago, and the developer has first right of refusal if we decide to sell it. We originally looked at the property as an investment or building site, but I really don’t understand what first right of refusal means.

-Craig Dear Craig, A lot depends on the wording, but typically it means that you can sell property to another buyer subject to the developer not wanting to buy it back at that price.

If you decided to sell within the timeframe specified in the first right of refusal contract you’d have to notify the developer you have a written offer on the property. Then, you have to give him a chance to buy the lot first at that price.

Or, you could just ask the developer — in writing — to waive his first right of refusal if this is something you want to do.

They’re in the business of selling lots, not buying them, so it may be an easy deal.

Local Municipality Minutes Melrose City January 22, 2015 The Melrose City Council met in a Regular Meeting on Thursday, January 22, 2015 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Dick Christenson, Tony Klasen, Josh Thieschafer and Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patricia Haase. Council Member Jenny Mayers was absent. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. The minutes from the November 25, 2014 Special Joint Meeting with the Commission, and the January 8 Regular Meeting. b. List of bills in the amount of $878,341.50. c. List of investments for the month of December. d. Gambling Resolutions: 1) Resolution No. 2015-3, Resolution Approving Gambling License to the Church of St. Mary’s for an exemption from lawful gambling license to conduct a bingo on Sunday, March 22, 2015 at 402 2nd Street SE in Melrose.

2) Resolution No. 2015-4, Resolution Approving Gambling License to the Church of St. Mary’s for an exemption from lawful gambling license to hold a raffle on June 27, 2015 at 402 2nd Street SE. 3) Resolution No. 2015-5, Resolution Approving Gambling License to the Church of St. Mary’s for an exemption from lawful gam-

A motion was made by Mr. Christenson seconded by Mr. Klasen and unanimously carried to approve the Consent Agenda items.

Housing and Redevelopment Authority (HRA) Executive Director Ernie Kociemba reported that the HRA continues to be in good financial health. Mr. Kociemba noted that each year the HRAs are given an Assessment Score based on the performance of management, physical and financial condition.

This year’s score was based also on a physical inspection from HUD management. The Melrose HRA received a high performer status. The Federal HUD inspector was very impressed with the overall condition of the facility, management practices and file review. The high performer status allows the HRA to garner the maximum amount of operation and capital funds possible for the size of operation. Mr. Kociemba also welcomed newly appointed Matt McDonald to the HRA Board and expressed his sincere thanks and appreciation on behalf of the HRA Board Members, the Council and the community, to Mel Roehrl who served on the board since its inception 45 years ago.

Police Chief Craig Maus presented the Police Reserves SemiAnnual Report noting that the Reserves continue to do ride along on a regular basis to maintain their required hours. He reported that the Reserves assisted with crowd control during the high school football games. The Reserves currently have two members. Recruitment efforts are being pursued.

Police Chief Maus presented the Police Department’s December report. He noted that a total of 11 citations were issued in the month of December. There were 100 ver-

bal warnings and three written warnings. Chief Maus stated there were 209 calls for service during this month compared to 158 for December of 2013. The year-to-date number of calls is 2717 compared to 2680 in 2013. For the month of December 2014, the Department received 11 agency assist calls.

Chamber Director Dziengel gave the Chamber of Commerce report. She noted that the 2015 membership drive has begun. Tickets for the Murder Mystery Dinner Theatre are available at the local financial institutions. The cost is $20 per person. The event is being held on February 13 and 14 at the American Legion. Dinner is served at 6:30 followed by the play “Death on the Stella Gloria”. Proceeds from last year’s event allowed providing two $250 scholarships. March 28, 2015 is the date of the Home, Health, and Family Expo. The hours are from 9:00 a.m. to 1:30 p.m.

During the period from December 4, 2014 through January 15, 2015, the City Attorney has not given significant attention to any projects on behalf of the City.

A motion was made by Mr. Christenson approving the liquor license renewal applications contingent upon receipt of all necessary documentation and payment of all necessary fees. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: For: Council Members Christenson, Klasen, Thieschafer and Mayor Finken; Against: None; Absent: Council Member Mayers.

Mayor Finken noted that the Council directed WSB & Associates to develop cost estimates and preliminary engineering for the Kraft Drive SE project for work to be completed in 2015. The project would follow Kraft Drive SE from the intersection of 2nd Ave SE / Kraft Drive SE and Kraft Drive SE / 12th Ave SE (ie. Tesoro Gas Station eastward along Kraft Drive SE to the dead end). The project from 2nd Ave SE to 5th Ave SE would be a reconstruction. This would allow for the lowering of the road and improving the drainage into the businesses along that stretch. Curb and gutter would be added on both sides of Kraft Drive SE from 2nd Ave SE to 5th Ave SE. Sidewalk would also be added on the south side of Kraft Drive SE from 2nd Ave SE to 5th Ave SE. There would

be no sidewalk on the north side of Kraft Drive SE. From 5th Ave SE to 12th Ave SE, a reclamation project would occur. Additional striping would be placed along Kraft Drive SE to allow for a bike lane on the north side of Kraft Drive SE from 5th Ave SE to 12th Ave SE. There are two options available to the Council to consider: Option 1 - reconstruction from 2nd Ave SE to 5th Ave SE and reclaim from 5th Ave SE to 12th Ave SE; or Option 2 - reconstruct 2nd Ave SE to 5th Ave SE and mill and overlay from 5th Ave SE to 12th Ave SE. The estimated life difference is approximately 10 years longer with a reclamation project. The cost estimate to complete the project, including engineering, is as follows: Mill and Overlay: $1,145,100; Reclamation: $1,303,900 The initial rough staff estimate prepared by the former Public Works Director was $828,000 for a mill and overlay project. Based on the cost of the two options, it is recommended to delay the 5th Ave SE from I-94 to Kraft Drive SE to a later date. Initial cost estimates for this project were estimated at $212,000; however, based on the new estimates, a better estimate for the 5th Ave SE project is $350,000.

A solid estimate for that was not completed by the Engineer. It is recommended to delay the 5th Ave SE project until a larger project is needed.

The Council reviewed the options along with the associated costs. It was the consensus of the Council that widening the intersection would elevate some of the traffic issues at this location. The Council also weighed the cost benefits of lowering the road, adding a sidewalk and curb and gutter. It was the opinion of the Council that these options were not cost effective and the monies could be better used towards other infrastructure projects.

After further discussion, a motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried to approve the widening of the Kraft Drive SE intersection to include a right turn lane, left turn lane and a thru-lane, Option 1 - reconstruction from 2nd Ave SE to 5th Ave SE and reclamation from 5th Ave SE to 12th Ave SE and to include the reclamation of Kraft Drive SE, authorizing WSB & Associates to prepare the bids and specifications for the project as described above, and to delay the 5th Ave SE project. Mayor Finken stated that the Council, at its November 20, 2014 meeting, directed staff to replace the fountain that was destroyed this past summer. The Council authorized up to $7,500 for the purchase of a standard replacement. Two quotes were received for the fountain, with the low bid of $6,513.70.

This also includes a custom LED light kit that will allow for the lights to fade in and out throughout the times of operations.

A motion was made by Mr. Christenson authorizing the purchase of the fountain from Freshwater Farms of Ohio in the amount of $6,513.70. The motion was seconded by Mr. Thieschafer with a roll call vote recorded as follows: For: Council Members Christenson, Thieschafer, and Mayor Finken; Against: Council Member Klasen; Absent: Council Member Mayers.

Mayor Finken noted that in an effort to increase health and welfare for the people of Mel-

rose, it is proposed to apply for a grant with Blue Cross Blue Shield (BCBS). Staff and the Parks and Recreation Board have reviewed the various trail networks in town and suggested approval for the grant application.

The grant funds available would equal a maximum of $20,000.

The application deadline for the grant is February 12, 2015; award notification - March 6, 2015; and work to start - summer 2015.

A motion was made by Mr. Christenson, seconded by Mr. Thieschafer and unanimously carried authorizing the application for the BCBS Active Places grant and to allocate funds for the shortfall (estimated at $11,540) and approve the proposed outline of the project Trail Connections.

U of M Extension offers Food Safety for Food Service Classes in St. Cloud University of Minnesota Extension is offering two courses to help food service establishments meet the educational requirements for Certified Food Managers.

Certification renewal for food managers will be held on Tuesday, April 7, 2015, from 9 a.m.-1 p.m. It will be held at the Midtown Office Complex in St. Cloud. Certified Food Managers need four hours of continuing education credits within three years of becoming certified. The class will run from 9 a.m. to 4:30 p.m. with the exam following at 4:30 p.m. Participants must attend all day to be eligible to take the certification exam. This course includes information

about safe food preparation, handling, sanitation and prevention of food-borne illnesses.

February 27, 2015: At 23:10 the Todd County Sheriff’s Office responded to a report of a house fire at the address of 117 Main St. West in the City of Burtrum. Grey Eagle and Long Prairie Fire Departments responded to the scene. The residence was unoccupied at the time. The house was destroyed as a result of the fire.

Fire crews remained on scene for several hours. The incident remains under investigation.
