Selling is not all about the product -By Harvey Mackay Over my decades in business, I’ve noticed a baffling trend: “sales” has become a dirty word. I’m on a life-long campaign to change that.

In fact, many companies no longer call sales people sales people. They have account executives or account specialists, business developers, client advisors, relationship consultants, territory managers and numerous other monikers. I even received an email from a radio station saying that they call their sales people business improvement planners.

I’m not sure why the word “sales” seems to have such a negative connotation. I still have “Envelope Salesman” on my business cards – and am proud of it. Companies cannot succeed without sales people bringing the business through the front door. It’s that simple.

You don’t even have to be writing up orders to be in sales because everyone in the company is selling something – ideas, customer service, reputation.

You already believe in your products – or you should – so that ought to be the least of your challenges. Sales is really

about selling yourself!

You may not have a formal sales quota to fill, or get paid on commission, but a good knowledge of how to sell can be very useful to your success no matter what your career goals are.

Here are some sales tips that apply to any endeavor: • Manage your time wisely. Keep track of how much time you spend on your sales process. Identify the activities with the greatest payoff, and maximize those while delegating or cutting down on any that don’t add value. Remember the 80/20 rule: In many cases 80 percent of your business comes from 20 percent of your customers. Focus on the 20 percent first.

• Do your research. Whether you’re selling a book or just trying to get a job, start by learning as much as you can about your industry and the people in it. The more you know, the better you’ll be able to present your product when the time comes. And don’t forget that knowing something about your customer is just as important as knowing your product.

• Get in front of prospects. Every sale starts with a prospect: a potential customer with an interest in what you’ve got to sell. Identify those who need what you’re offering. Find out where they

are so you can target your sales efforts effectively.

• Listen more than you talk. Don’t think of sales as the art of pressuring a reluctant customer into buying something he or she doesn’t want. You’ll get better results by asking questions about your prospect’s problems and really listening to his or her needs. Then it will be easier to position yourself effectively.

• Get into the customer’s mind.

You’ve got to tailor your approach to match individual buyers, not take a one-size-fits-all attitude. Once you’ve targeted specific prospects, spend some time getting to know their personal priorities and professional preferences, and what they’re looking for when they consider products like yours.

• Create the demand. It’s not how much it’s worth, it’s how much people think it’s worth. Customers often buy products if they can be sure that product will help them solve a problem – and do it quickly and easily. Show how your Harvey Mackay continued to pg 3

• Stop selling, and let them buy.

Most people like to buy things, but we really dislike being pushed into a purchase. Don’t be overly aggressive.

Be ready to answer questions, and present your product as an opportunity.

Never ask a person a Yes or No question when it could be Yes or Yes instead.

• Eliminate the risk. Money-back guarantees and other sales tactics limit the customer’s risk of making a mistake. You can’t offer a “warranty” on your ideas, but know the risks of

your product or service ahead of time, and have solutions ready when you are questioned.

• Develop your sense of humor. You don’t have to memorize a string of stale jokes, but you should learn how to see the humor in every situation. If you can make a customer smile, your job is halfway complete.

• Follow up. Persistence pays.

Don’t make a pest of yourself, but check in regularly with your customers and prospects to find out what they need.

You don’t want them to forget about you.

• Accept rejection gracefully.

Obituaries Scott E. Kramer

Scott E. Kramer, age 58 of Melrose, formerly of Hector, passed away peacefully Friday, March 25, 2016 surrounded by his family, at his home in Melrose, Minnesota.

A Mass of Christian Burial was held We d n e s d a y, March 30 at St. John’s Catholic Church in Hector with Rev. George Schmit officiating. Interment was in the parish cemetery in Hector.

Military honors were by the Hector American Legion Post 135.

Scott Eugene Kramer was born July 21, 1957 in Olivia to Eugene and Carol (Current) Kramer. He grew up on a farm north of Hector, was baptized, received his 1st Communion, and Confirmation at St. John’s Catholic Church. He attended school in Hector and graduated in 1976.

He attended the Canby Technical School with a degree in farm machinery service.

Scott enjoyed spending his time with family and friends on his sailboat on Lake Koronis. He also found an oasis of joy on the white sandy beaches in Cancun, Mexico. Scott was very adventurous, hardworking, and insightful with a huge heart. Scott was the owner and operator

Lois E. Primus

Lois E. Primus, age 91 of Melrose, died peacefully on Thursday, March 24, 2016 in hospice care at the Cuyuna Regional Care Center in Crosby, Minnesota.

A Mass of Christian Burial was held at 11 a.m. Tuesday, March 29 at St. John the Baptist Catholic Church in Meire Grove with Rev. Mitchell Bechtold officiating. Interment was in St. Mary’s Cemetery in Melrose.

Lois Evelyn Gilley was born April 16, 1924 in Bascom, Texas to Samuel and Ella (Emmons) Gilley. On April 15, 1944 she married Donald Primus at Camp Fannin in Tyler, Texas. She was a member of St. Mary’s Catholic Church

in Melrose and a charter member of the Schanhaar-Otte VFW Post 7050 Auxiliary.

Survivors include her children, Kerry (Dick) Kerfeld of Merrifield, Barbara (Charles) Robbins of Carrollton, Texas, and Anthony Primus of Portsmouth, Virginia; four grandchildren, nine greatgrandchildren, and one great-greatgranddaughter.

Lois was preceded in death by her husband, Donald Primus on June 21, 1991; parents; two brothers and one sister; and grandson, Shawn Kerfeld.

Serving as casket bearers were Bennett Kerfeld, Charles Robbins, Dick Kerfeld, Steven Kerfeld, Jeffrey Kerfeld, and Ralph Revermann. Cross bearer was Joe Beckerman and scripture bearer was Sharon Blaskowski.

Arrangements were made with Patton-Schad Funeral & Cremation Services of Melrose.

Peggy is survived by her husband, Dale Osfalg; children, Amy Osfalg, Andy (Crystal) Pitzer, John Osfalg and Mathew Osfalg; 5 grandchildren, Zach, Sadie, Destiny, Adrian and Trista; brothers, Pat Daly, Terence (Janet) Daly and sister, Katie(Jim) Minion.

Frank A. Hartung

Frank A. Hartung, age 85 of Melrose, died peacefully Saturday, March 26, 2016 after a long battle with cancer, at his home in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11:30 a.m.

Thursday, March 31 at Sacred Heart Catholic Church in Freeport with Rev. Marvin Enneking officiating. Interment will be in St. Mary’s Cemetery in Melrose.

Visitation will be from 9:30 to 10:30 a.m. Thursday at the Patton-Schad Funeral Home in Melrose.

Frank Albert Hartung was born November 4, 1930 in Holdingford Township, Stearns County, Minnesota to Sebastian and Frances (Young) Hartung.

He was united in marriage to Evangeline Klaphake on November 26, 1955 at St. Mary’s Catholic Church in Melrose. In 1960 the couple started farming north of Melrose. During their farming years, Frank worked at the Melrose Creamery for many years, and in 1973 he began farming full time until his retirement in 1993. He was a member of St. Mary’s Catholic Church.

Frank enjoyed bowling, playing cards, snowmobiling, golfing, and spending time at the lake with his family and friends.

Lyle Danielson

Funeral services were held Tuesday, March 29, 2016 at First Baptist Church in Long Prairie for Lyle Danielson who died Thursday, March 24, 2016 at the St. Cloud Hospital. Pastor Paul Twist and Pastor Matt Stacey officiated. Burial followed at Evergreen Cemetery in Long Prairie.

Lyle was born in Detroit Lakes, MN to Roy & Alice (Johnson) Danielson.

He grew up in the Fargo, ND area and graduated from Fargo Central High School. He married Betty (Chase) Lundberg on June 25, 1966 in Detroit Lakes, MN. They moved to Long Prairie in 1971. Lyle worked for Lux Hardware and later owned and operated Danielson Furniture and Floor Covering with his wife Betty for 17 years. More recently he worked for the Long Prairie Area Chamber of Commerce and EDA. Lyle lived his faith every day. He was very service oriented and devoted to his church and his community. He was a member of First Baptist Church in Long Prairie, MN and Net Menders, a Texas/Mexico mission group. He was

He spent a lot of time fixing and refurbishing bicycles that would be delivered to children in Mexico on their mission trips. Lyle enjoyed going to auctions and flee markets, hunting for bargains and “treasures,” many of which had a motor of some sort. He spent 32 years volunteering at Western Minnesota Steam Threshers Reunion where he and his family transformed a small booth selling cassette tapes, buttons and books into a large souvenir store. He loved spending time with his grandchildren and dog, all of which he liked to tease.

He always liked a good laugh. In his later years he enjoyed spending time reading.

Survivors include his wife Betty of Long Prairie; children, Deb (David) Fridberg of Prior Lake; Jerry (Kathy) of Long Prairie; Greg (Andrea) of Waite Park; brothers and sister, Lee (Nancy) of Plymouth; Larry (Myra) of Morden, MT Canada; Leonard of Moorhead; Lenore Carpenter of Milaca; Lynn (Jan) of Denver, CO; grandchildren, Joshua Fridberg, Krista Fridberg, Jordan (Michelle) Danielson, Kale Danielson, August Danielson and Gavin Danielson.

Jean E. Rebrovich

Jean E. Rebrovich, age 100 of Melrose and formerly of Keewatin and Florida, died peacefully surrounded by her family on Thursday, March 24, 2016 at CentraCare Health – Melrose Hospital in

Melrose, Minnesota.

A Mass of Christian Burial was held Monday, March 28, 2015 at St. John the Baptist Catholic Church in Meire Grove with Rev. Ken Thielmann presiding.

Interment took place Tuesday, March 29th at Maple Hill Cemetery in Hibbing, Minnesota.

Jean Elizabeth Curto was born October 4, 1915 in Calumet, Michigan to Angelo and Louise (Ethier) Curto. In 1933, Jean graduated from Robert L. Downing High School in Keewatin. She continued her education and graduated from the College of St. Scholastica, Duluth, MN on June 11, 1937. Jean was united in marriage to Thomas Rebrovich on September 28, 1939. Jean taught high school students in Echo, then in Keewatin and Nashwauk, Minnesota. She was proud to teach typing, bookkeeping, journalism, shorthand, business law and literature besides being the Drama Coach. Jean retired from her teaching career in 1975.

Together with her husband, Tom, she enjoyed fishing and boating, camping, and wintering in Florida. She also enjoyed playing cribbage, cards and board games.

she enjoyed listening to audiobooks when she struggled with failing eye sight.

Following Tom’s death on September 27, 1985, she continued to make her home between Minnesota and Florida, before making Melrose her year-round home in 2006. Jean will be remembered for her positive attitude and her sharp mind.

Jean was a member of St. Mary’s Catholic Church in Melrose, SchanhaarOtte VFW Post 7050 Auxiliary, and the Melrose Senior Citizens.

Survivors include her sister-in-law, Lorraine Curto of Melrose; nieces and nephews, Pat (Pam) Curto, Dolly Curto, Nancy (Greg) Peters, Jeannie Curto, Diane (Mike) Brum, Toni (Joe) Borgerding, Brandan (Mary) Curto, Char (Jim) Darlington, and Jimmy (Susan) Curto; and many great nieces and nephews.

Jean was preceded in death by her husband, Thomas “Tubby” Rebrovich; parents, Angelo and Louise Curto; brother, James Curto; sister, Verna Bardine; and numerous nieces and nephews.

Serving as casket bearers were Pat Curto, Brent Curto, Nicholas Darlington, Tommy Borgerding, Dan Brum, and Shawn Chavez. Cross bearer was Patrick Darlington and Lindsey Darlington served as scripture bearer. Tyler Borgerding served as Mass server. Toni Borgerding shared special words of remembrance.

Scriptures were read by Danny Borgerding, and Diane Brum. Prayers of the Faithful were read by Paul Bardine, and Julie Christensen. Jeannie Curto, Char Darlington, and Deidra Swenson served as gift bearers. Eucharistic ministers were Joe Borgerding, Jim Darlington, and Megan Ceballos. Musicians included the Resurrection Choir, Pat Curto, Lori Ann Darlington, and Jimmy Darlington.

Doris made her home in Minnesota living in Foston and Spicer before Albany. She was a homemaker and enjoyed helping others any way she could. Doris was a member of Our Savior’s Lutheran Church in Albany.

Doris is survived by her two grandchildren, three great-grandchildren, as well as many other family and friends.

She is preceded in death by her husband Keith in August of 1998 and her two sons Richard “Dick” Chase and David Chase.

Erma M. Walz, age 93 of Melrose, passed away peacefully on Monday, March 28, 2016 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial will be celebrated at 11 a.m. Friday, April 1 at the St. John the Baptist Catholic Church in Meire Grove with Rev. Marvin Enneking officiating. Interment will be at St. Mary’s Cemetery in Melrose, Minnesota.

Visitation will be held from 4 to 8 p.m. Thursday and from 9 to 10:30 a.m.

Friday at the Patton-Schad Funeral Home in Melrose. The Melrose VFW Auxiliary will pray at 6 p.m. followed by parish prayers at 7 p.m. Thursday evening at the funeral home.

Ermalinda Mary Van Beck was born March 8, 1923 in rural Greenwald, Minnesota to Albert and Mary (Kolb) Van Beck. Erma went to grade school in Greenwald and graduated from Melrose High School. After school she helped her brothers on the farm and later worked at the Melrose Hospital. She married Leonard “Ervin” Walz on June 14, 1948 at St. Boniface Catholic Church in Melrose.

Together they raised their 3 children in Melrose. Erma did bookwork for Erv’s Skelly Station while Erv owned and operated it. After Erv’s death she worked in the cafeteria at the Melrose High School from 1981 until 1998. Erma enjoyed playing cards, bingo, dancing, her morning coffee and walking group, and her family, especially her grandchildren and greatgranddaughter.

She was member of St. Mary’s Catholic Church, Catholic Order of Foresters, St. Elizabeth Society, Christian Mothers, and Schanhaar-Otte VFW Post 7050 Auxiliary.

Survivors include her children, Gary (Mary Lou) of Melrose, Chuck (Sue) of Melrose, and Steven Walz of Melrose; brothers and sister, Adam Van Beck of Melrose, Katherine “Kitty” Gruber of Melrose, and Reuben (Arlene) Van Beck of Cold Spring; grandchildren, Erica Walz of Monticello, Adam Walz of Fargo, ND, and Andrew (Jill) Walz of Eagan; and greatgrandchild, Liliana Erma Walz-Seviour.

Bald Eagles on Spring Migration Back to Minnesota Bald eagles are migrating back to Minnesota and may be seen in large numbers across parts of the state over the next few weeks, according to the Minnesota Department of Natural Resources.

Only two states, Florida and Alaska, have greater nesting populations of bald eagles than Minnesota. In 2005, researchers estimated there were more than 1,300 active nests in Minnesota, and that number likely has increased since then.

Fall migration typically occurs as lakes and rivers freeze over, since most eagles prefer a diet of fish. Bald eagle wintering grounds ideally contain open water, ample food, limited human dis-

turbance and protective roosting sites.

Not all bald eagles migrate southward in the fall, Gelvin-Innvaer said.

In southern Minnesota, it’s common for some eagle pairs to stay the winter, especially during milder winters.

Bald eagles that stay local may begin courting and nesting as early as December or January. Other bald eagles return to their breeding territories, as soon as a food source is available.

“Eagle migration hotspots are a bit of a moving target, so it’s hard to say where the eagles are right now,” GelvinInnvaer said. “In Minnesota, the biggest concentrations tend to be along the Minnesota River corridor, the north shore of Lake Superior and around Lake Pepin in

Adult bald eagles are easily identified by a white head and tail contrasting with a dark brown body. Bald eagles attain full adult plumage in their fourth or fifth year. In flight, bald eagles are sometimes confused with turkey vultures.

However, bald eagles have a tendency to soar on flat, board-like wings, while turkey vultures fly with their wings in a V-shape.

“The Good Old Days” -By Tom Kuehne Pheasants

In past years, pheasants were in much greater numbers than we see today. It was not uncommon to look across the field in the winter and see over 100 pheasants picking the corn from the cow manure which had been spread on the field. During pheasant season it was not hard to go out to the fence-line and shoot a couple of pheasant roosters in 200 yards of walking. This has changed.

Some of us can remember corn shocks in the field. When they were picked up in the winter almost every shock had a pheasant or a rabbit in it.

The shocks offered food and shelter from the cold and wind. I remember pheasants in the farm-yard, going under the corn crib to pick up the shelled corn that had fallen out between the cracks.

I feel that a couple of changes in farming practices have created the pheasant shortage. One, which is obvious, is that corn shocks are no longer used, an elimination of food and shelter.

Another factor is the elimination of fence lines. We primarily farmed smaller fields and owned smaller farms.

This created more fence lines. The fence lines were primarily made up of 14 to

20 foot wide areas of brush, weeds and grasses that had continued to grow over the years creating food and shelter.

Today the farms are larger and the fields are also much larger reducing the number of fence lines. The fence lines are also much narrower than in previous years. Farmers till closer to the fence than we did in years past. It is common to now have a 10 foot wide fence line, creating much less food and shelter.

After the corn was picked, we left the stalks in the field to gather snow for moisture for the next year’s crop. This left some shelter and food for pheasants.

Today it is common to chop up the corn stalks and dig or plow the field which covers the stalks and any corn left after the harvest.

Low areas, which were previously not plowed, are now being tilled along with the rest of the field - another loss of shelter.

We will never again experience the number of pheasants that were here years ago. Our older methods of farming were mutually beneficial for us and the pheasants.

It is natural and normal to want to live a life that is peaceful and calm. It is God-promised. Whenever we face threats and trials, God will rescue us from them.

Notes from the Capitol By State Rep. Paul Anderson Federal Energy Policy a Topic of StateLevel Discussions The increasing cost for electric energy in the future has been a recurring theme for meetings of the Legislative Energy Commission this past summer and fall. Most experts in the field expect the cost to rise modestly into the future. However, the national policy of carbon reduction and what it might do to existing coal-fired generation plants could be the big driver of rates in the years ahead.

The plan pushed by President Obama is currently being challenged in the courts, and most of our neighboring states have stopped the discussion on how to meet the rigorous federal standards for carbon emissions pending the outcome of the case.

The Minnesota Pollution Control Agency, however, has continued its scheduled series of meetings concerning the new rule around the state. That despite a letter from several legislators, including myself, asking the agency to suspend its planning process until the situation has been decided by the courts. The reply we received back was, “Full speed ahead.”

Up to this point, Minnesota has been a national leader in energy conservation.

But anything done before the year 2012 is not being counted toward the attainment of these new reduction goals. Nuclear power, probably the cleanest and most green method of producing large amounts of baseload electricity, is also not being counted. Also of concern is how North Dakota will reduce its carbon emissions by up to 45 percent under the Clean Power Plan. Much of the coal-generated electricity consumed in Minnesota comes from our neighboring state to the west, and they will be challenged in meeting these ambitious reduction numbers set by the EPA. And, once again, technologies already in place to significantly reduce pollutants such as mercury will not be counted as part of their new reduction goals.

At a recent Energy Commission hearing, a spokesman for Great River Energy, the power supplier for Minnesota’s rural electric cooperatives, spoke about how

their business is different from investorowned or publicly-owned utilities. On average, the investor-owned business has an average of 34 customers per mile of power line. The municipally-owned utility has 48 customers per mile, while the co-ops have less than eight. As a result of that lower density, co-op revenue per mile of line is significantly lower than the other two. And the mix of customers for the three types of providers shows the co-ops residential share of business is well over 50 percent, while the other two have higher percentages of larger commercial and industrial customers.

Language aimed at clearing up the intent of last year’s buffer legislation has been introduced in both the House and Senate. It does a fairly good job, and removes any mention of the wording “benefitted areas,” which led to disagreement about mapping private ditches, along with public waters and public ditches. Still of concern, however, is one section of the statute defining public waters as any watershed draining at least two square miles.

At a hearing in the Ag Policy Committee last week, we were shown a map of a section of Traverse County. Most of the land there, on the southern edge of the Red River Valley, is flat, and the map we saw was a section of six square miles. There were four small rivers or creeks running through the area, and it appeared that the entire six miles of land could be included for buffers because it’s all within the twomile distance from the public waters on the map.

‘Laura’s Law’ Proposed in Response to West-Central Minn. Tragedy

By Rep. Paul Anderson Legislation has been introduced to strengthen state penalties for anyone found guilty of crimes similar those involving 19-year-old victim Laura Schwendemann, of Starbuck, whose body was found 12 days after she was reported missing last fall.

The legislation, known as “Laura’s Law,” is being carried in the House by Rep. Paul Anderson, R-Starbuck, and in the Senate by Sen. Bill Ingebrigtsen, RAlexandria.

Currently, the crime of interfering with the body or scene of a death with intent to conceal the body or evidence, or otherwise to mislead the coroner or medical examiner, is a gross misdemeanor in Minnesota. The maximum penalty for such a crime is 365 days in jail and a fine. If this new legislation becomes law, the crime would become a felony with the maximum penalty increased to not more than 10 years imprisonment, a fine of up to $20,000 or both.

“After visiting with Douglas County Attorney Chad Larson and the Schwendemann family, it’s apparent to me that the present statute doesn’t go far enough for this type of crime,” Anderson said.

March 25, 2016: At 21:22 the TCSO received a report of damage to property in sec. 20 of Little Sauk Township. Guy Alan Bray age 46 of Long Prairie reported that he had found a bullet hole in his bay window. After further investigation two more bullet holes were found on the house. The incident would of occurred sometime that day. No one was home at the residence when the house was shot.

Incident determined to be accidental.

March 29, 2016: At 14:53 a one vehicle accident was reported on County 13 east of State 287. Laura Peterson, age 26, of rural Burtrum was west bound on County Road 13 when she lost control of her 2011 Chevy Equinox going into the north side ditch, the vehicle hit an approach and flipped once. Peterson had minor injures, her child was also in the vehicle and was not injured. Both parties were wearing seat belts.

March 30, 2016: At 08:30 Robert Kunz, on Ginseng Road rural Long Prairie, reported the theft of 30 gallons of gasoline from his pickup over night while it was parked outside at his residence. The incident is under investigation

Anderson’s House version (H.F. 3469) is scheduled to have its first hearing when that body’s committee on public safety meets 10:15 a.m. Wednesday in St. Paul.

“People have a legal and moral responsibility to report serious medical or criminal acts, not hide them,” Ingebrigtsen said. “Anyone convicted of such a crime should face felony charges.”

Dave Says -By Dave Ramsey Dear Dave, I took a new job less than a month ago. Just the other day, I was recruited by a huge company for the same position that pays twice what I’m making now.

I didn’t apply for the job that was offered; they came directly to me. I didn’t sign a contract or promise to work a certain length of time with my current employer, but they’re good people and I want to do the right thing and handle things well. Do you have any advice?

-Jeff Dear Jeff, In situations like this I always try to put on the other person’s shoes. Let’s pretend you own the company and you just hired a young guy. A few weeks later, someone comes in out of the blue and offered him double what he’s currently making. I can tell you what would happen here. I’d tell him to take it. I mean, I would. And as an employer I’m certainly not going to double his income that quickly.

I think you take the job. Just walk into your leader’s or supervisor’s office and tell the truth. Lay it all out there, and let them know that while you feel awful about the situation, you had no intention or misleading them or causing problems, but you simply can’t pass up the opportunity. Be sure to show an extreme amount of gratitude, and promise to do everything possible to make the transition as easy as possible.

Truthfully, if an organization cares about its team members, and one of those has the ability to double their income and they’re not breaking a promise in the process, this type of HOME OF PIONEER FEEDS

scenario is perfectly reasonable. It may be a little uncomfortable for you—and inconvenient for them for a while—but they can’t realistically expect you to pass up the opportunity to double your salary.

-Kristin Dear Kristin, It’s not all that rare for hospitals to accept a settlement on past due bills.

Most businesses will accept a settlement on past due accounts, and many hospitals will accept a deeply discounted settlement because they’ve usually gotten a big chunk of their money up front from the insurance company.

Let’s say you had a $1,000 bill with a hospital you honestly haven’t been able to pay for several months, or even two or three years. If you go to them and offer $300 or $400 as a settlement, there’s a good chance you’ll have a deal.

Just make sure you get the agreement in writing before you hand anyone a check.

Remember, you have a moral and legal obligation to pay your debts in full if at all possible. But if you truly can’t afford to pay, an agreed upon settlement between two parties can be an honorable and acceptable compromise.

Local Municipality Minutes Burtrum City March 7, 2016 The meeting of the Burtrum City Council was called to order at 7 p.m. on March 7, 2016 by Mayor Ron Strassburg. All members answered to roll call and minutes from the Feb. 1st meeting were read and approved on a motion

by Beau Krueger and seconded by Kevin Wunderlich. Upon vote motion carried.

The finance report was read and approved on a motion by Deb VanHavermaet and seconded by Anna Payne. All members voted in favor. Motion carried. A motion to pay the bills was made by Beau Krueger and seconded by Kevin Wunderlich. Upon vote motion carried.

Terri Veldkamp was at the meeting to request a gambling permit for the tractor club. Request approved and motion by Deb VanHavermaet and seconded by Kevin Wunderlich. All members voted in favor of motion. Motion carried.

Swanville school requested to use the ball field at the part. Contract was approved on a motion by Kevin Wunderlich and seconded by Anna Payne. Motion carried.

A town resident was at the meeting to discuss his property.

Resident agreed to allow council members to visit his residence to assess what further actions needed to be taken to improve home. City council members agreed to meet at the resident’s property to assess changes. City council members met on Tuesday, March 8, 2016 at 5 p.m. After discussion, a motion

by Deb VanHavermaet seconded

by Anna Payne. All in favor. Motion carried to proceed with court papers.

After some discussion a motion to vacate some allies was made

by Kevin Wunderlich and seconded

by Beau Krueger. All members voted in favor, motion carried.

Being no further discussion, a motion was made to adjourn the meeting by Deb VanHavermaet and

seconded by Anna Payne. Upon vote motion carried.

Members met at a house in town that made repairs after inspection. In a motion made by Anna Payne and seconded by Deb VanHavermaet to start court proceedings to have it removed. All in favor, motion carried.

Dorothy Strassburg, Clerk Melrose City February 18, 2016 The Melrose City Council met in a Regular Meeting on Thursday, February 18, 2016 at 6:00 p.m. at the Melrose Fire and Ambulance Station pursuant to due notice being given thereof. Present were Council Members Tony Klasen, Jenny Mayers, Dick Christenson, and Josh Thieschafer, Mayor Joe Finken, City Administrator Michael Brethorst and City Clerk Patti Haase.

Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Ms. Mayers, seconded by Mr. Thieschafer and unanimously carried to approve the agenda as submitted.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the Council’s January 21 Regular Meeting. b. List of bills in the amount of $584,350.86. c. List of investments for the month of January. d. Gary Middendorf will complete his 6 month probationary period as the Streets/Parks Supervisor on February 28, 2016. As agreed to when hired in this position, he would be eligible for a 6 month step increase upon a favorable performance evaluation. City Administrator Brethorst has reviewed his performance and it is favorable; therefore is recommending that Mr. Middendorf be advanced from Step 4 to Step 5.

A motion was made by Mr. Christenson seconded by Mr. Klasen and unanimously carried to approve the Consent Agenda items. a. Police Chief Craig Maus presented the Police Department’s January report. He noted there were 335 calls for service during that month, compared to 206 for January 2015. A total of fifteen citations were written for the month of Janu-

ary. For the month of January 2016, the Department received 27 agency assist calls. b. Planning and Development Director Walz reported on the Planning and Zoning Commission’s February 8 Regular Meeting. The Commission held a Public Hearing on the request received from CentraCare Health SystemMelrose for the Rezoning of Parcel 66.36852.0010 owned by CentraCare Health System-Melrose from R-1, Residential to M-1, Medical Services. This will be addressed later on in the meeting. c. City Attorney Scott Dymoke reported on projects he has been working on for the City: • Community Development: Obtained and forwarded copies of property records to City staff.

• Street Vacation: Obtained and forwarded copies of property records to City staff. Prepared legal description for use with proposed street vacations.

• Utility Connection Charges: Reviewed applicable statutes and Council actions to determine process for converting old and outstanding connection charges to assessments. Prepared and forwarded summary of procedure to City staff.

• Deferred Assessments: Reviewed applicable statutes and Council action to determine allocation of deferred assessments following subdivision of property.

Mayor Finken noted that the Local Board of Appeals and Equalization meeting with Stearns County Assistant Assessor is scheduled for Thursday, April 21 at 4:30 p.m. Please note the date and time as a quorum is required for this meeting. b.

Mayor Finken stated that in anticipation of the pending bridge reconstruction project, the City will need to retain a certified engineering firm to provide construction management of the bridge. In preparation of the pending project it is recommended to seek a quote for services from WSB for this service. In addition to this quote, if the City were to move forward with completing the Plaza and possible sidewalk, wood retaining wall projects, we would need construction management for those projects as well. These quotes could be sought once those plans were complete.

A motion was made by Mr. Klasen seconded by Mr. Thieschafer and unanimously carried authorizing staff to request a quote from WSB & Associates for construction administration and inspection for the City portion of the Bridge. The Commission at its February 8 meeting also approved obtaining a quote from WSB & Associates for the construction administration and inspection for the Utilities portion of the project. c. Mayor Finken stated that there has been discussion to consider removing the wood retaining wall, update railing and placing a sidewalk adjacent to the “Old Kraft Wall” at the same time as the Bridge reconstruction project. There has only been general discussion and limited design work on this concept. If the City were to do these projects along this timeline, it would need finalize the plan and scope of work as well as develop specification to conduct the project in FY 16. Depending on scope of work and cost estimates, it would be proposed to bid this work the same time the bridge project is let.

Options, Wood Wall: Remove wall and provide grading plan to incorporate Sidewalk along this area to tie into the City owned Lot on the west.

Grade to a mowable slope or provide a No or Low Maintenance Landscaping option if slopes are too steep to mow.

A motion was made by Mr. Thieschafer seconded by Ms. Mayers and unanimously carried to obtain a quote from WSB & Associates for Scope of Services for the retaining wall presenting three concepts: new wall, repair of existing wall or wall set-back option. d. Mayor Finken noted that the City has completed some initial concept work and plans with WSB for the design and layout of the “Plaza”. A final design, layout and specification have not been made.

Once the Bridge project is complete, Stearns County will turn the “Plaza” over to the City. It will be seeded grass leading to the retaining wall with a railing that matches the bridge. If the City were to proceed with the Plaza, it would need to finalize the design and develop its specification.

Depending on scope of work and cost estimates, it would be proposed to bid this work the same time the bridge project is let. Our initial budget estimates for a Plaza as per the 5 year capital plan is $62,500.

The Council by consensus tabled action on moving forward with the design of the plaza. They felt it was best to wait until the bridge work is completed so as to get a better idea of the space that will be available for the plaza.

Report Card on Pheasant Action Plan Highlights Need for Support Actions to improve grassland pheasant habitat and pheasant populations are off to a positive start, but much of the work remains ahead, according to a report card developed by the Minnesota Department of Natural Resources that tracks progress on the state’s Pheasant Summit Action Plan.

“The report card highlights positive action and trends on a number of specific items that improve pheasant populations and pheasant hunting,” said DNR Commissioner Tom Landwehr. “However, as the 2016 legislative session gets started, we are at a critical fork in the road for the pheasant plan that may decide whether we make meaningful progress or head on a downward trend.”

Legislators currently have several

pheasant plan action items on their agenda for consideration, including Outdoor Heritage Fund recommendations, which support pheasant habitat protection and enhancement through a variety of state and nonprofit organization programs; Gov. Mark Dayton’s bonding proposal, which increases funding for public land acquisition as well as provides funding for private land conservation through the Conservation Reserve Enhancement Program (CREP); and legislation that boosts the amount of roadside habitat available.

Master Naturalist volunteers complete a 40-hour hands-on course with expert instructors and fellow learners – studying natural history, environmental interpretation, and conservation stewardship. Final certification comes with the completion of 40 hours of volunteer service. The program offers three courses that correspond to Minnesota’s three major ecosystems – entitled “Big Woods, Big Rivers,” “Prairies and Potholes,” and “Northwoods, Great Lakes.”

This course will cover the natural and cultural history of the “North Woods, Great Lakes” region. We will provide an in-depth overview of the boreal forest ecosystem and participants will observe and learn about the variety of plant and animal communities of the region.

While improving pheasant habitat and providing quality hunting opportunity require public land acquisitions from willing sellers, more than 95 percent of the pheasant range is in private ownership. For that reason, private lands conservation programs, such as CREP, are an important component of success.
