The tiger said, “Why do you roar like a fool?”

“That’s not foolish,” said the lion, with a twinkle in his eyes. “They call me king of all the beasts because I advertise.”

A rabbit heard them talking and ran home. He thought he’d try the lion’s plan, but his roar was just a squeak. A fox came to investigate and ate the rabbit for lunch. The moral of the story: When you advertise, be sure you’ve got the goods and can deliver them.

For every hundred ads that run, only ten are effective. About 85 sink beneath the waves unnoticed. The other five are noticed and give such negative sparks they work against the advertiser.

$3 million for a 30-second spot, not to mention the $1 million to produce it, is worth it. Those that bombed will just leave their sponsors baffled, wondering where they went wrong.

What’s the difference between good and bad advertising?

Advertising is one of those soft sciences in which many people regard themselves as experts. The results often are ads designed for a target audience of one -- the guy who pays the bills. Agencies may offer strong opinions, but there aren’t many that are going to refuse clients who insist on having their own way just because the ads are stinkers.

How do you avoid the pitfalls of bad ads?

Rule 1: Stay out of the picture.

There are many egotists who insist on having their own faces leering out from amid assembled multitudes of refrigerators or used cars because “the public knows me” or the agency couldn’t talk them out of it. Consider this: Is it more important to sell your face or your product?

Rule 2: Don’t be your own copywriter. This is the common failing of glib corporate types who make their livings selling words to other people. The only problem is, they make their livings selling the wrong kind of words as far as advertising copy is concerned. They sell big words and technical words -and lots of them. Advertising people

sell tiny words, and as few of them as possible. They know effective advertising isn’t about products. It’s all about the benefits people get from the product.

Rule 3: Hire an advertising manager. This is a tough one because so many corporate cultures are committee-driven rather than research-driven. It’s true that too many cooks spoil the stew. An ad stuffed with everyone’s idea of what’s most important results in visual and verbal clutter.

Rule 4: Don’t play it safe. The most common mistake of all is the “safe” ad.

It doesn’t make any obvious mistakes.

It just isn’t interesting enough to be noticed amid the multitude of ads clamoring for attention.

Rule 5: Hire an agency the same way you buy a suit. First consider quality. You can define quality as demonstrated success in working with companies similar to your own, with budgets similar to your own, and winning awards for those campaigns. I expect ads to be noticed, and I like hard data from consumer research.

Rule 6: Consider an agency’s style. There are two types of agencies to avoid: account-driven and creativedriven. If the account people dominate, you’re going to get terrific service. But what about the ads themselves? If the creative types dominate, you’ll get great ads, but they might be wildly expensive and wide of your target. You need an agency that has strong account services, plus creativity.

Rule 7: Then make sure you have a fit. You want an agency that isn’t so big you’ll be lost in the shuffle but big enough to include the range of talents or media-buying capabilities you need.

Obituaries Robert L. Meagher

Robert L. “Bob” Meagher, age 81, of Melrose, MN died February 18, 2011 at Banner Baywood Hospital in Mesa, AZ. A memorial service will be held at 11:00 a.m.

Friday March 4, 2011 at the United Methodist Church in Grey Eagle, MN with Pastor Gary Taylor officiating. Visitation will be Thursday, at the United Methodist Church from 6:00 PM to 8:00 PM and also 1 hour prior to the service on Friday.

Robert “Bob” was born August 29, 1929, in Grey Eagle, MN to Lawrence and Margaret (Montzka) Meagher. He married Erma Hoffman on November 11, 1950 in Grey Eagle. They moved to St Paul where he worked at the Swift Packing plant for a year. They moved back to the home farm in Grey Eagle where they did some farming and he drove truck for

Clare Groetsch

The Mass of Christian Burial, celebrating the life of Clare Groetsch, age 80, of Avon, was Friday, February 25 at the Seven Dolors Catholic Church in Albany. Burial was in the parish cemetery. Clare died Tuesday, February 22nd at the St. Cloud

Hospital.

Clare was born May 11, 1930 in New Orleans, LA to Robert and Lena (Bose) McGee. She married Walter H. Groetsch March 28, 1949. The couple lived in

Rubald Beverage for 15 years. He owned and operated a gas station/repair shop in Grey Eagle for several years. In 1973 he went to work for John Wiese Ford selling cars for 27 years. Bob retired nine years ago and spent the past 5 years living the summer months in Melrose, MN, and winter months in Mesa, AZ. He enjoyed woodworking, building many rocking horses, traveling and gardening, but most of all he enjoyed spending time with his wife, family and friends.

A small memorial service was held at the Allen Funeral Home in Mesa, AZ for a celebration of life with family and friends.

Bob is survived by his wife, Erma of Melrose; children, Mike of Grey Eagle and Brad (Rose) Meagher of Mesa, AZ; grandchildren, Brian (Kelly) Meagher, Jodi (Guy) Tieman, and Kim (Matt) Marble all of Mesa, AZ; great-grandchildren, Tanner and Breanna Tieman, Cassadee, Cammie, and Chelsey Meagher, Mackenzie and Ayden Marble all of Mesa, AZ; and sister, Gertrude Perlinger of Grey Eagle.

Bob was preceded in death by his parents, Lawrence and Margaret; and two brothers, Art and Leo.

New Orleans, LA, Atlanta, GA, Rocky Mount, N.C., St. Paul, MN, Hanover Park, IL, South Bend, ID, Greenwood, ID and retired to Avon, MN in 1984. Clare enjoyed crocheting, quilting and being with her family. She is a member of the Seven Dolors Catholic Church.

Clare is survived by her husband, Walter., Avon; her children; Deborah Groetsch, Avon; Cynthia (Ivan) GroetschJohansen, Palm City, FL; Wade (Tina) Groetsch, Winter Haven, FL and Melissa Groetsch, Dallas, TX. She is also survived by 11 grandchildren and 14 greatgrandchildren.

Clare was preceded in death by her parents, her brother, Robert McGee; daughter Dolleen Hvarre, grandson, Todd Gerads and great-granddaughter, Cheyenne Pundsack.

Burial followed in the parish cemetery. Kenny died Thursday, February 24th at the St. Cloud Hospital.

Kenny was born January 7, 1938 in St. Cloud to John and Dina (Van Heel) Roering. He moved to Holdingford before he entered the U.S. Army. After his discharge, he returned to the Holdingford area and he met Marie “Ann” Aronson. The two were married on July 30, 1964 in St. Mary’s Catholic Church in Holdingford.

Kenny farmed near Holdingford. He was a member of the St. Mary’s Catholic Church.

Kenny enjoyed farming, bean bag tossing, snowmobiling, and spending time with his family. He was a wonderful husband, dad and grandpa. He will be sadly missed by his family and friends.

Kenny is survived by his wife, Ann, Holdingford; his children; Joan (Clint) Nelson, Foley; John Roering, Albany; Cindy (Wayne) Norberg, Royalton; Lisa (Randy) Gerads, Holdingford; Eugene Roering, Holdingford; Jim (Jen) Roering, Albany; Jenny (Jason) Zwilling, Sauk Rapids; Judy (Robby) Schiffler, Albany; Josh Roering, Holdingford; Becky (Jeremiah) Smith, Albany; and 18 grandchildren. Kenny is also survived by his brother and sisters, Lester (Caroline) Roering, St. Joseph; Alice Aronson, Rockville and Doris (Sylvester) Wasner, St. Stephen.

Kenny is preceded in death by his parents, and his brothers and sisters, Eugene Roering, Lillian Held, Robert Roering and Sylvester Roering.

Ann Marie (Holig) LaFond, 65 year old resident of Scottsdale, AZ formerly of Swanville, MN passed away February 25, 2011 at her home in Scottsdale, AZ. Visitation will be from 12:30 to 2:00 PM on Saturday, March 5, 2011 at St. John the Baptist Catholic Church in Swanville, MN with a prayer service at 2:00 PM at the church with Father Ron Dockendorf officiating.

Mass of Christian Burial for Virginia K. Servatius was held at 10:30 AM, Thursday, February 17 at the Church of St. John Vianney in St. Paul, MN. Entombment was at Resurrection Cemetery. Virginia died peacefully, wrapped in the warmth of her family’s love.

Virginia (Schneider) Servatius was born and raised in Melrose. She was a devoted mother, grandmother and beloved wife. She was a lifetime homemaker, talented seamstress, cook, and singer.

Virginia is survived by her children,

peacefully on February 25th, 2011.

Ann was born March 22md. 1945 in Swanville, Minnesota and was the second of three children of Joseph and Marjorie Holig. She graduated from Swanville High School and St. Cloud School of Nursing, and shortly thereafter married and raised five children in Phoenix, Arizona. She dedicated the last twenty years to fostering over sixty special-needs babies through Christian Family Care. Ann will be remembered for devoting her life to caring for all those who crossed her path. She was loved as “Nana” by the many children in her care and cherished for her selfless service by her friends.

Ann is survived by her five children, Michael (Misha), Michelle, Thomas (Monica), Stephen and Daniel (Tanya), ten grandchildren, brother Robert (Sandy), sister Mary (Jim), and niece and nephews.

She is preceded in death by her mother and father and her nephew Josh.

The Short Shelf Life of Bialys and Us -By Saralee Perel “If I die first,” my husband said, “I want you to find someone else.”

“Great! Just let me know ahead of time so I can put the word out I’m on the prowl.”

“This isn’t funny.”

“You’re right,” I said. “If I’m first,” he sadly hung his head, waiting to hear my inevitable words of love, “and you so much as look at another woman, I’ll haunt you in the night. I’ll make things crash around the room. I’ll run in front of the car wearing a flowing white gown while you’re driving on a dark isolated road and I’ll shriek like a sick wolf howling, ah-ooooooooo!”

Bob’s been emotional lately. And since my birthday was coming soon, I decided to use this to my advantage.

“You know what I’d like more than anything?” I said.

He got this sappy look on his face and said, “For us to go together.”

“Actually, I was thinking of bialys.”

He shook his head. “What the heck are bialys?”

“They’re like bagels without a hole and they’re very oniony. We had them growing up. Bialys with cream cheese are the best things I’ve ever tasted.”

On Cape Cod, where we live, bialys are not only hard to find, but impossible for anybody to pronounce. The Cape is known for its seafood. I don’t know of any New York style kosher bakeries or delis here. My mother, from the big city, remains unconvinced that the Cape is part of the United States, and therefore thinks of it as an uncivilized place of sand dunes and clam shacks. She has sent me care packages containing extra fine dental floss because she insists that kind of floss cannot be found in our prehistoric drug stores.

Two days later, Bob brought home a Jewish cookbook. “I’m going to make them for your special day,” he said, then added, “love of my life,” as his stare lingered on and on.

I opened the cookbook to the bialy page and saw that Kossar’s Bakery in New York was mentioned. I punched in

their name on the internet. Bob looked pale.

“I found their web page!” My typing quickened.

“Really,” he said. He had a funny look on his face as if he was hiding something.

I didn’t want to spoil anything. I figured he had already ordered from Kossar’s as a surprise. But I had to play along so I emailed them asking for a product list.

“I’ve got to make a call you can’t hear,” he said and ran to his office, slamming the door behind him. I assumed he was calling Kossar’s to say, “Ignore my wife’s e-mail!”

“They sent a list,” I yelled out later.

Then I had to follow through. It wouldn’t have made sense otherwise. “Let’s order a lot,” I said. “Fire up the downstairs freezer. Bialys don’t keep.”

He gazed in my eyes with a ‘life’s so short’ look and said, “I’ll call an order in.”

“What’s with this new death thing?”

I asked. “Our friends won’t come over if you keep asking them where they’ll be buried.”

“That’s not what I discussed at our barbecue,” he answered, defensively.

“No you didn’t. But standing around the fire, asking people how they like their steaks, should not have been followed by your commentary on the environmental impact of cremation.”

He went back into his office to fake (I assumed) a call to Kossar’s.

Five minutes later, he came back out.

“They said they don’t take credit card orders over the phone and to send a check.

So it’ll take at least ten days.” My birthday was in three days. Bob typed what he said was an order. He didn’t seal the envelope because the checkbook was in the car. I snuck a look, knowing I’d find a blank page. But the order, all filled out, was there. Doubt built in my mind about a birthday bialy shipment.

He wrote down ingredients on a shopping list. “You’re really going to make them?” I asked.

“For you . . . anything.”

“You’re not going to call me ‘dearly beloved’ as a nickname, are you?”

And so my birthday arrived, and with it came a little package with a gold bow. Inside, a note read, “Open the front closet.” And when I flung open the door, baked onions permeated the room like the aroma of the moist earth on the morn-

February 8, 2011: At approximately 11:30 p.m. Justin Loven was East bound on Co. Road 104 when he lost control of his 2001 Grand AM, slid off the roadway right and over turned.

Justin was alone at the time and not hurt.

The vehicle was a total loss.

February 19, 2011: At 2:31 p.m.

Lloyd Zellgert reported 5 large round hay bales on fire along Co. Rd. 39, just North of the Lester Zellgert farm. It appears that sometime over night of Feb. 18 into the early morning hours of Feb. 19, person(s) unknown may have set the hay on fire. Loss of the hay was valued at approximately $150. The incident is under investigation.

February 26, 2011: At 7:49 a.m. the Todd County Sheriff’s Office responded to a vehicle in the ditch. Upon arrival, the vehicle was unoccupied. The

vehicle was registered to Teri Fellegy of rural Pillager. The vehicle had struck two mailboxes prior to entering the ditch. The incident occurred on County Road 2 just west of the Morrison County line.

February 28, 2011: At 7:20 a.m. several mailboxes in the Long Lake and Swanville area were damaged, one of which was started on fire. Anyone with information is asked to contact the Todd County Sheriff’s Office.

The Minnesota DNR testified before the Environment, Energy, and Natural Resources committee Feb. 24 and discussed their proposed increases for hunting and fishing licenses. Ed Bogges of the DNR told committee members that it’s been ten years since fees have been raised and, if inflation is factored in, a license that cost $4 in 1970 would be worth around $22.50 today. Minnesota currently ranks 36th in the nation in the price of a resident annual angling license. Bogges testified that without a fee increase, the game and fish fund balance could become insolvent within three to four years.

ures from angling. Currently, we were told, hunting license fees subsidize the DNR’s fishing programs to the tune of around $4.3 million.

Some of the proposed increases are large. As an example, an annual combination angling license for a husband and wife, in addition to their children under the age of 16, would increase from $25 to $40. That represents a jump of 60 percent. An individual angling license would move from $17 to $24. Non-resident fishing license would also see increases, with an individual license going from $39.50 to $44.

One positive aspect to this re-structuring is an attempt to give anglers more choices when purchasing licenses. Single-day licenses would be available, in addition to three-day, 90-day, and threeyear permits. In addition, some licenses for those under the age of 17 would be reduced.

Deer licenses would increase from $26 to $30 and small game licenses from $19 to $22 dollars. An individual “super sport” package that includes angling, small game, deer, duck pheasant, and trout could be purchased for $99.

This report is probably the key report of the year in terms of how it affects planning by those of us in St. Paul in regard to the budget. It’s hoped the fund balance projected for the end of this current fiscal year (June 30) will give us a bit of a cushion heading into the new biennium with its well-publicized six billion dollar deficit. The Legislature will use this forecast to craft its budget and then negotiate with the Governor to come up with a plan acceptable to both.

That’s when our schedules really get busy. Night-time committee meetings will be followed by long sessions on the House floor, some of which will probably stretch well past midnight.

Local Municipality Minutes Melrose City January 20, 2011 The Melrose City Council met in a Regular Meeting on Thursday, January 20, 2011 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof. Present were Council Members Joe Finken, Dick Christenson, Jenny Mayers and Tony Klasen, Mayor Tim Vogel, and Assistant City Administrator/ Treasurer Karen Thostenson. Mayor Vogel presided thereat. Also in attendance were several American Government students from the Melrose Area Public High School. The Council then recited the Pledge of Allegiance.

A motion was made by Ms. Mayers, seconded by Mr. Finken and unanimously carried to approve the agenda as amended. The following items were considered for approval under the Consent Agenda: a) The minutes from the Council’s January 6 Regular and January 11 Bid Opening meeting. A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to approve the minutes as submitted. b) List of bills in the amount of $1,069,149.10 c) Investments for the month of December.

A motion was made by Mr. Finken, seconded by Mr. Christenson and unanimously carried to approve the bills and December investments.

Police Sergeant Craig Maus presented the Police Reserve Department Semi Annual Report. He stated the Reserves were down to one member, but that he had received quite a few applications for appointment to the Reserves.

Ambulance Coordinator Jenn Tschida presented the Ambulance Department Semi Annual/Year End Report and the 2012 proposed budget. She noted that there were 611 runs in 2010, 578 in 2009, and 533 in 2008. At yearend 2010, there was a net income of $60,274.17 compared to $5,422.79. The accounts receivable balance at YE 2010 was $108,939.72 compared to $76,530.56 at YE 2009.

The proposed 2012 includes an overall 3% increase in the salaries; however, Coordinator Tschida stated that the Ambulance corps would like to have a wage schedule established that would be reflective of time and experience on the corps.

She felt the overall 3% increase would accommodate this change. It was noted that collection of charged off ambulance accounts through the State’s Revenue Recapture program is quite successful. Ms. Tschida also pointed out that the 2012 budget includes replacement of the 1996 Ambulance; however, she stated that this would only occur if issues were encountered with the ambulance.

Fire Chief Jeremy Kraemer next presented the Fire Department Semi Annual/Year End Report and

the 2012 proposed budget. He stated there were 74 runs in 2010, compared to 86 in 2009 and 68 in 2008.

At the end of 2010, there were excess funds of $29,679.62, compared to $11,928.45 at YE 2009.

Chief Kraemer recommended that, as in the past, possibly half of the excess funds be placed on setaside for future vehicle or equipment replacement, along with being used to meet the City’s 5% match for a potential grant currently being applied for. That has been done in each of the past several years and has been warmly received. Therefore, it is recommended that $14,679.62 be applied against the 2012 contract charges just as $6,928.45 was applied to the 2011 charges. The proposed 2012 prior to any refunds is the same as the 2011 adopted budget.

Chief Kraemer noted that the replacement of a 1970s pumper is being considered; however, he noted that the Department has been very pleased with recent purchases of used equipment, and would again consider this option. Another item discussed was the current staffing level. Chief Kraemer noted that there are presently 5-6 openings on the Department, so recruitment efforts are underway.

Police Chief John Jensen presented the Police Department’s December monthly report. He stated there were 231 calls for services during this period, compared to 176 in December 2009. The yearly total of calls was 2538 in 2010 compared to 2581 in 2009. Ms. Mayers inquired as to the status of the home removal at Rose Park. Chief Jensen stated that this issue is on hold until the Park owner and the owner of some of the homes in the park complete a court-ordered mediation. He stated he would keep the Council updated on this issue.

City Attorney Scott Dymoke reported that he has worked on the following items for the City: Assisted in reviewing application materials, interview and hiring procedures in the City Administrator search, and worked with City staff on a bankruptcy filing by a recipient of a Revolving Loan from MADA. Director Walz was requested to explain how the Revolving Loan Fund (RLF) works, who is eligible, and what it is used for.

Planning and Development Director Walz and Council/Commission Member Klasen reported on the Commission’s January 13, 2011 Organizational Meeting at which Henry Ahrens and Jeanne Kraemer were selected as the Chair and Vice-Chair respectively. Items discussed included the fourth quarter/year end building reports, update on the Comprehensive Plan, the proposed platting of the Medical Services/Health Care District and the Melrose Lions and Jaycee Community Park, the road weight restrictions of 5th Avenue SE, and

the Commission’s role in reviewing the 2011 Five Year Capital Improvement Plan.

Some discussion was held regarding the platting of the CentraCare property, whom is responsible for the costs, and the reason for the replatting.

Director Walz and Council/ Commission/Committee Member Klasen reported on the Comprehensive Plan Committee’s Special Meeting No. 3 held January 13, 2011. The purpose of the meeting was to review and discuss the draft summaries of the responses to the 2010 Melrose Community Survey.

The survey had been included with approximately 1400 utility billings sent out by the Melrose Public Utilities, of which 216 responses were received (a 15% return). Comprehensive Plan Consultant Tina Goodroad of Bonestroo felt the 15% response to be acceptable for survey validity despite the fact that respondents over age 65 constituted 44% of the total return but constitute less than 26% of the City’s population age 15 and older. The survey responses and their relation to the upcoming Goals and Policies development will be further discussed at future meetings. Ms. Goodroad also introduced the draft Background Report and stated this report will remain in draft form until nearer the end of the project. Currently, various sections are being updated with 2010 census information, survey information, and various other data.

Mr. Finken inquired whether the Comprehensive Plan Committee had reviewed all the surveys received. It was noted that staff had reviewed the surveys and compiled the summary. Mr. Christenson noted that the Committee had reviewed a list of all the comments received.

Director Walz again noted that the surveys are available for review by the Committee or Council.

The City’s Engineer, Mike Nelson with Minnesota Engineering and Construction Services, reported on the bid opening held on Tuesday, January 11 for the 2011 Truck Utility Improvements. He stated that the bids ranged from $1,033,774 to $1,268,613; his estimate at time of bidding had been $250,000. Mr. Nelson stated he had contacted several of the firms that had expressed an interest in the project as to why they had submitted a bid as well as why the bids were so much higher than anticipated. He had been informed that potential bidders were concerned with the depth of the project, levels of the water table, and the lack of available grade for installation of the wastewater pipe via directional drilling. Mr. Nelson noted that he has completed further investigation as to whether the project could be rebid with an open cut on the majority of the project. Mr. Nelson recommended that the City reject the bids received and give consideration to rebidding the project using the open cut installation method.

A Hindu mother walked down a dusty road with two sons, a healthy one and a sickly one. About an hour later she returned from the Ganges River with only one son.

Public Works Director John Harren stated that staff is working with Dave Rahn DBA Rahn Oil regarding additional alternatives to address his wastewater needs. Mr. Rahn had originally requested that consideration be given to extending the trunk utilities to his property.

However, due to the high bids received resulting in high assessment costs, Mr. Rahn is obtaining estimates for a temporary service. To date, these costs have not been received. Therefore, Director Harren recommended concurring with Mr. Nelson’s recommendation to reject all bids, but also recommended tabling further action on this proposed project until Mr. Rahn has obtained costs on alternate options.

It was suggested this again be placed on the Council’s agenda for February 17. The Council agreed that the bids received on this project would result in a huge cost to the City itself at a time when budgets are tight, and only one individual is requesting the improvements.

A motion was then made

by Mr. Klasen, seconded by Mr. Finken and unanimously carried to reject the bids received on the proposed project. A motion was made

by Mr. Klasen, seconded by Ms. Mayers and unanimously carried to table any further action on this project until the February 17 meeting at which time Mr. Rahn’s costs should be known.

Reserve Coordinator Maus requested the Council’s consideration for the hiring of two members to the Melrose Police Reserve Program.

The program currently has one member after the resignation of one of the members and the promotion of another member to a part-time position within the Department. The Department has received applications and interest from other parties and would be selecting applicants after interviews and a satisfactory background check. The parties selected would be presented to the Council for final approval. A motion was made by Mr. Finken, seconded

by Ms. Mayers and unanimously carried to authorize the Police Department to begin the process of selecting members for the Melrose Police Reserve Program.

All applications have been executed, fees paid, and certificates of insurance as to liquor liability coverage obtained prior to Council approval. Minnesota law requires cities to obtain proof that all licensees provide workers’ compensation insurance for their employees. The City must also obtain licensees’ social security numbers, and Minnesota and federal tax identification numbers for the Department of Revenue’s use.

All of the Off Sale Intoxicating Liquor License applications must be signed by the Police Chief.

There are no delinquent taxes on any of the properties as verified on the Minnesota Alcohol licensing website.

The licenses to be effective March 1, 2010 to February 29, 2011.

A motion was made by The Council to take action on the liquor license renewal applications.

Due to the revised Council meeting schedule and the insurance renewal process all necessary documentation will not be available at the time of the meeting. Therefore, Council approval should be contingent upon the City receiving the necessary documents.

Director Harren reported that, annually, the City’s Safety Committee reviews all safety programs of the City/Utilities with the assistance of MMUA Regional Safety Coordinator Vernell Roberts. Mr. Roberts recommended that the City/Utilities consider adopting the updated MMUA Right-to-Know (RTK) program. Although the new program is condensed, it covers all major aspects of the standards including scope of the program, administrative responsibilities, hazard determination procedures, hazardous substance container labeling, etc. It is the recommendation of the Safety Committee that the Council give consideration to approval of the revised RTK program. A motion was made by Mr. Klasen, seconded by Mr. Christenson and unanimously carried to adopt the updated Rightto-Know program.

Mayor Vogel reported that the GAPP German Students from Bühl, Germany will be arriving in Melrose on February 17 and will be attending the Council’s February 17 meeting. Visiting students and teachers will be hosted by teachers and families of students attending the Melrose Area Public Schools.

Students will be integrated into classrooms, participate in community activities, and partake in field trips in Central Minnesota and the Twin Cities. A request has been made that a proclamation be adopted proclaiming February 20-26

as Bühl Week. A motion was made

by Ms. Mayers, seconded by Mr. Finken and unanimously carried to adopt a proclamation proclaiming February 20-26 as Bühl Week.

The Assistant City Administrator/Treasurer requested consideration to again enter into a preferred service agreement with Marco for computer service. Due to the replacement of several old computers and the installation of the new server, the City’s preferred service plan for technical support with Marco has been used up. She recommended that the City purchase an additional $5,000 of services at a discounted cost of $4,750. The City has been purchasing blocks of service time for the past several years and this has worked well. A motion was made by Ms. Mayers, seconded by Mr. Christenson and unanimously carried to authorize the City Clerk to enter into the preferred service plan with Marco.

The Council then gave consideration to concurring with the recommendation of Ad Hoc Labor and Personnel Committee Members Mayers and Christenson to schedule a special joint meeting with the Utilities Commission, AFSCME union representatives, and staff for Saturday, January 22 at 10 a.m. to discuss the unsettled 2010-2012 AFSCME contract. As required by law, the meeting has already been posted to meet the three-day posting requirements. A motion was made by Mr. Christenson and seconded by Mr. Klasen to concur with the Committee and schedule the special joint meeting for Saturday, January 22 at 10:00 a.m. A roll call vote was recorded as follows: For: Council Members Christenson, Klasen, Mayers, and Finken; Against: None; Abstain: Mayor Vogel.

The Council further discussed the possibility of publishing the Council meeting agenda. The Assistant City Administrator/Treasurer noted that the agenda will also be posted on the City’s website as well as in the library. It was the consensus of the Council to continue to publish regular meeting agendas for the next six months and that the Council and staff log any comments received, and that the issue be placed on the Council’s July meeting agenda for further review.

Next discussed was adding an Open Forum to the City Council agenda. Information had been previously sent as to where the open forum appears on the Stearns County meeting agenda. The Council felt that this would be a good opportunity for residents to present any items to the Council, whether it is concerns, announcements, and commendations. etc. It was agreed that the open forum be held di-

rectly after approval of the agenda.

The Council noted that they would continue to receive written correspondence and would read during the open forum period. It was also agreed that each individual would be limited to three minutes, there would be no action, but staff would follow-up on items brought to the open forum, and if necessary, the issue would be placed on the Council’s next meeting for discussion and/or action. The open forum portion of the meetings is to begin at the February 17 meeting.

The Council, at its January 6 meeting, had requested that expanding the Melrose Public Utilities Commission to a five-member board be further discussed at the Council’s January 20 meeting. This issue had also been placed on the Utilities Commission’s January 10 meeting for their input. Council/ Commission Member Christenson reported that the Commission agreed it would support the decision of the Council.

Director Harren stated that if it is determined to proceed with the expansion of the Utilities Commission membership, the following proposed language could be used for legislation expanding the City of Melrose Public Utilities Commission without any limitation to the number of members is as follows: “Notwithstanding Minnesota Statutes, section 412.341, or any other law to the contrary, the governing body of the city of Melrose may, by ordinance, establish the number of members of the City of Melrose Public Utilities Commission, without any limitation.”

It was noted that some of the benefits of expanding the board include: a larger board equals more representation from the customers, less chance of open meeting law violation, more opinions for debate. Some of the drawbacks include: higher meeting and training costs, more board members will be needed for a meeting quorum, willingness of individuals to serve on board.

Director Harren stated that if the Council elects to move forward with expansion of the Utilities Commission, Senator Gimse and Representative Anderson would be contacted and asked to carry the proposed legislation forward. He stated that the Council should also adopt a resolution showing full support of the proposed legislation.

It was the consensus of the Council to proceed with the preparation of the required legislative language as well as the required resolution and that this item be placed on the Council’s February 17 meeting for approval.

The Assistant City Administrator/ Treasurer was asked to serve in this capacity. She noted her willingness to serve in the interim, but felt that this position should be taken over by the City Administrator after appointment. The Council was in agreement with appointing Assistant City Administrator Thostenson to the Ad Hoc Labor and Personnel Committee, and that the City Administrator serve in this capacity once established in the position.

Mayor Vogel reported that, on Monday, January 10, the Council, Public Utilities Commission, and Human Resource Technician Diane Gruber conducted interviews for the City Administrator position.

The City Council and Public Utilities Commission along with staff will host an open house reception for the three finalists selected on Saturday, January 22, 2011 at the Melrose City Center at 11:00 a.m.

The public is invited and encouraged to attend.

The three finalists are: Michael Brethorst, John Harren, and James Mogen. All residents are encouraged to attend. Mayor Vogel report-

ed that he would remove himself from any involvement in the interviews and hiring of a City Administrator due to a conflict of interest.

Director Harren stated that, through the Minnesota Municipal Utilities Association (MMUA), Melrose utility customers are eligible for the Tom Bovitz Memorial Scholarship Award Program. High school seniors who are, or whose legal guardian is, a customer of an MMUA-member municipal electric or gas utility may submit their application and essay for consideration. The scholarship fund is split into $2,000, $1,500, $1,000 and $500 scholarships, and awarded to essay contest winners who plan on attending a post-secondary educational institution.

Entries must be submitted to the governing body of the municipal utility, and the local governing body picks a local winner. Every MMUA member may then enter the local winner to the state contest. The MMUA Communications/Member Services Committee selects the winners, with an announcement in May 2011. In conjunction with the MMUA scholarship, the City of Melrose Public Utilities will offer a $1,000 scholarship. Eligible students were encouraged to contact appropriate staff at the Melrose Area Public School for further details and the application materials.

Political Issues: Education and politics are intertwined with the events in Wisconsin and legislation in Minnesota to impose a salary freeze on all public employees. With some trepidation, I will address those issues. Please note that these comments are my opinions and do not necessarily reflect the official position of the school district.

I will state that I am not a supporter of unions in general; I was a member of the Minnesota Education Association 30 years ago as a young teacher and that is my only experience with union membership. My first union meeting involved discussion of a vote to authorize a strike; a move that I would not have supported then and could not support today.

While I am not a supporter of unions, I do believe that the actions being taken by the Wisconsin Legislature to remove collective bargaining rights is not appropriate either. Most of my experience was in the State of North Dakota, which is a “Right to Work” state; however, collective bargaining still took place between schools and teachers.

The situation in Wisconsin (as I understand it) is that the Governor wants teachers to pay approximately half of their pension costs and part of their insurance costs. This already occurs in Minnesota; all teachers have 5.5% of their salary deducted and the school district matches that. The insurance benefit offered to our staff does cover the cost of a single policy but is not even close to the cost of a family plan. It appears to me that the Wisconsin Governor’s plan is not unreasonable in light of the budget issues facing their state.

The issue of a salary freeze is something that needs to happen in all school districts for the next two years and my

contract with the school district does freeze my salary for 2011-12 and 201213. I also believe that a salary freeze could be achieved at the bargaining table.

My belief has always been that reasonable people can sit down at a table and have an open and honest discussion about the issues and develop a resolution that will work. I am not sure that either side to the political issue in Wisconsin have been completely reasonable; generally, large issues require compromise to find a solution.
