youngsters leaped from the vehicle and began feverishly unloading gear and setting up a tent. Two kids then rushed off with their dad to gather firewood, and two others helped their mother set up the camp stove and cooking utensils.

A nearby camper marveled to the father, “That is some impressive display of teamwork.”

“Actually,” the father replied, “I have a system. No one goes to the bathroom until camp is set up.”

It’s all a matter of perspective. When you wake up every day you have two choices. You can either be positive or negative; be an optimist or a pessimist.

It’s like the two salesmen who fell on hard times and ended up broke in a small town in Montana. They needed money to move on and learned that the town paid $20 each for wolf pelts. They sensed the opportunity. That night they set out with a couple of clubs and some borrowed supplies and made camp in the distant hills. They were no sooner asleep than one was startled by an eerie howl. He crawled outside the tent to find himself surrounded by hundreds of snarling wolves. Back into the tent he crawled and shook his buddy.

“Wake up!” he cried. “Wake up!

We’re rich!”

Believe in yourself, even when no one else does. At the end of a particularly frustrating practice one day, a football coach dismissed his players by yelling,

“Now all you idiots, go take a shower!”

All but one player headed toward the locker room. The coach glared at him and asked why he was still there.

“You told all the idiots to go, sir,” the player replied, “and there sure seems to be a lot of them. But I am not an idiot.”

Confident? You bet. And smart enough to coach that team someday.

Take care of the customers you have, and they’ll take care of you. A man who had lived an exemplary life died and was given a preview of heaven and hell. In heaven, people were peaceful and serene and smiling. In hell he was given a stretch limo, the best of food and drink and an endless list of parties. He chose hell.

As soon as he walked through the gates, the devil began flogging him with a whip and he was thrown into a fiery chasm. “Wait!” he said. “Yesterday I was treated like a king, and now this.

Why?” “Ah,” said the devil. “Yesterday you were a prospect. Today you’re a customer.”

If you’re not in it to win it, you’ve already lost. Determination is what keeps us hammering away. It’s like the young high school sophomore who was doing his best to land a job for the summer and the interview wasn’t going so well.

“The Good Old Days” -By Tom Kuehne Milk

Obtaining milk today is like checking out at the grocery store.

Do you want paper or plastic?

You are able to choose the level of butterfat you want, but you will get a homogenized and pasteurized milk product.

Today it is sometimes possible to keep your milk in the refrigerator for up to ten days before it begins to sour. I don’t remember having milk on the farm that lasted that long.

Going back a few years, we find that milk was sold in reusable glass containers. These containers were usually delivered to your front step and placed in an insulated box. I don’t know if it was pasteurized, but it was not homogenized. The school lunch program included a small, glass container of milk with a paper seal on top. Now children, shake their milk, open the tab and put a straw in it, and don’t spill. It seemed that everyday some student would some-how splash milk on themselves or the one sitting across the table. There must have been millions of bottles left unused when milk began being sold in single use, disposable containers. Today one doesn’t even see the bottles at garage sales. Where did they go?

Our milk is primarily obtained from cows using milking machines. The milk enters the pipeline, goes through a filtering process and is then stored in a refrigerated milk tank. A refrigerated tank truck draws the milk into itself and delivers it to the creamery.

However, originally milk came from milking “by hand,”, a method of placing a pail under the faucets and gripping the faucets with your hand to force milk out. (I’m calling them faucets, so that in today’s world, no one will be offended by what we called the faucets.) If you were not gripping the faucets properly, the cow would kick you to force you to improve your grip.

The milking person soon learned the acceptable procedure.

Milking by hand caused some foreign items to enter the milk pail.

When one reached under the cow, your arms would move against the hair on the bottom of the cow and a few loose hair would fall into the pail. Any foreign items were removed with a strainer pad in the bottom of a strainer as the milk was poured through it. The milk was then usually run through a separator to separate the desired cream from the milk. The final result was placed in cream cans and stored in cold water until the cream truck driver came, who put the cans into the truck for delivery to the creamery.

In early days, it was sometimes easier to go to the pasture to milk the cows, rather than drive the cows home to the barn for milking. The pastures were sometimes over ½ mile from the barn. Cows originally obtained all of their feed during the summer months from the grasses in the pasture. Their milk production was less than today’s cows, who are fed concentrated feeds to encourage greater milk production.

Alternative milk products are now being offered in today’s marketplace.

Flavored milk, such as chocolate, strawberry, and banana give consumers additional choices. Goat and soy milk is available for those with allergies to dairy products.

In some foreign countries milk is obtained from animals such as horses, sheep and reindeer. Some people look forward to traveling to countries like Germany to taste their beer, but not many travel to taste horse milk.

I’m sure that some of us can remember health class in school. One of the primary methods of having a healthy diet was to “drink a quart of milk everyday.” We probably don’t drink that much now, but the pasteurizing and homogenization process actually does make the milk taste better. We still drink and use a large amount of milk and milk products.

Every survival kit should include a sense of humor. Albert Einstein’s driver used to sit at the back of the hall during each of his lectures. After a period of time, the driver said to the famous scientist, “Boss, I’ve heard you give that speech so many times … I could give it in my sleep.”

So at the next lecture, Einstein and the driver switched places, with Einstein sitting in the back, dressed in the driver’s uniform. The driver gave the lecture flawlessly. At the end of the lecture, a

Obituaries Donald “Doc” Oliver Manthei Donald “Doc” Oliver Manthei passed away peacefully at his winter home in Mesa, Arizona on January 14, 2018 at the age of 91. He was the oldest of three boys born to Elmer and Frieda Manthei at their home in Hennepin County, Minnesota on September 16,

1926.

In celebration of his life, a visitation will be held at Patton Schad Funeral Home in Melrose, Minnesota from 4:00 p.m. to 8:00 p.m. on Thursday, April 5, 2018 and from 10:00 a.m. to 11:00 a.m. at St. Paul’s Lutheran Church in Melrose on Friday, April 6, 2018 followed by a memorial service at 11:00 a.m.

Lunch will be served at the Melrose American Legion after the burial at Oak Hill Cemetery.

Donald graduated from Buffalo High School in Buffalo, Minnesota in 1943 and continued to work on the family farm before finding his passion as a veterinarian. Donald married Eileen Schoening in 1953 and they had two boys, Michael and Mark. Don, a lifelong learner, decided to go back to school and graduated in 1954 from the University of Minnesota with a degree in veterinary medicine. He was drafted into the U.S. Army shortly after his graduation from college and worked as a dog trainer at Fort Riley in Manhattan, Kansas. Many of those service dogs went on to Vietnam.

After his time in the U.S. Army, Don moved his family to Norwood Young America, Minnesota and started practicing as a veterinarian. In 1968, they moved to Melrose, Minnesota and he became a partner

at the Melrose Veterinary Clinic. Doc, as he was endearingly referred to by many, quickly took a liking to the area and made friends with many of the nearby farmers and even more of their cows.

In 1978, Donald married Maxine Manthei (Linquist) and between Don’s two boys and Maxine’s four children, they quickly became a family of eight. Don and Maxine enjoyed a beautiful, hard-working, and adventurous life together. Whether they were raising hogs or thoroughbred racehorses, cruising Alaska’s coast or horseback riding as part of a wagon train through Montana, their love is truly one for the ages.

Don had a penchant for dry-humor and a smile that would light up the room. He was always up for a game of cribbage (over manhattans of course) and could usually be caught sneaking more than his share of ice cream topped in blueberries or debating with his grandchildren about politics and current affairs. He was a lovable mischief-maker to say the least, and passed away just as he lived, with peace and grace.

Don is sadly missed by his family and friends, but we fondly celebrate his legacy.

S h i r l e y Huberty Hanson, age 92, born 9/6/1925, died 3/23/2018. Shirley was surrounded by her loved ones at Mother of Mercy Campus of Care in Albany, MN when she peacefully passed to her heavenly home.

S h i r l e y was born and raised in Le Sueur and after marrying moved to Minneapolis where she was employed by the former Marquette Bank until she retired to become a fulltime mother and homemaker. The family lived in Hopkins for many years and then relocated to Grand Rapids, MI, Omaha, NE, and then back to Minnesota, where Shirley and her husband retired in Minnetonka before moving to Albany in 2015 to join the

Mother of Mercy community. In her spare time, Shirley enjoyed playing bridge and vacationing in nearly every state throughout our beautiful country. She spent hours volunteering at ‘Bridging’ and was an active member of Pax Christi Catholic Church in Eden Prairie.

She is survived by Erling, her loving husband of 71 years, and daughters Sheila (Randy) Nilson, Rachele (Bob) Dagosta, Michele Hanson, son Joel (Jean), and grandchildren, Andy Johnson, Jake Johnson, Ben (Kerry) Johnson, Laura (Tim) Brueggemann, Angela, (Daniel) Hopson, Tim Dagosta, Chris Hanson, and Cybill Hanson, as well as numerous great-grandchildren, sister Patricia Ronayne, sister-in-law Joanne Huberty, and many nieces and nephews.

Shirley was preceded in death by her parents, Irving and Maude Huberty, brother Peter, sister Theresa Huberty, brother-in-law Russ Ronayne, and son, Timothy.

A memorial will be planned at a future date.

Violet “VI” E. Kramer

M a s s of Christian Burial was held Wednesday, March 28 at St. Mary of Mt. Carmel Catholic Church, Long Prairie, for Violet “Vi” E. Kramer, age 102, of Long Prairie who passed away Monday, March 26, 2018 at CentraCare Health Systems – Long Prairie. Fr. Omar Guanchez officiated and burial was at St. Mary’s Cemetery, Long Prairie. Arrangements entrusted to Williams Dingmann Funeral Home – Stein Chapel, Long Prairie.

Violet was born October 16, 1915 near Grey Eagle, Minnesota, the daughter of Alfred and Vesta (Mabry) Trumble. Violet always felt education was important. She walked five miles to Grey Eagle to attend high school. During the winter months, her mother paid $3.00 a month for her to stay in Grey Eagle. She graduated Valedictorian of her class. She then attended teacher training in Sauk Centre and started her teaching career at District 48 from 1933-35. Violet

married Ted Kramer on September 10, 1936 and they took over the Kramer farm where they raised four children. Twenty years later, in 1956, Violet began 10 years of teaching at the Clotho School. She continued her education with summer and evening classes and graduated from the University of Minnesota- Morris in 1970. When rural schools closed, she taught 17 years at St. Mary’s in Long Prairie, Minnesota.

She retired from teaching in 1982. Her happiest years were when she was teaching.

She enjoyed painting and her children, grandchildren and friends have some of her art pieces. She also loved to play cards.

Violet is survived by her four children, Judith Carlson, Upsala, Kathleen (Duane) Spandl, Grey Eagle, Eileen Kramer, Stow, MA, and Ted (Judy) Kramer, Long Prairie; 11 grandchildren and 18 great-grandchildren.

She was preceded in death by her husband, Ted of 63 years, son-in-law, Duane Carlson, her parents, and all of her six siblings and their spouses.

Celestine P. Fischbach Mass of Christian Burial will be on Monday, April 2nd at 11:00 AM at St. Louis Catholic Church in Paynesville, for Celestine P. Fischbach, age 89, of Lake Henry, who died on Sunday March 25th at his home. Rev. Glenn Krystosek will officiate.

Entombment will be at St. Louis Cemetery Mausoleum. Friends may call on Sunday between 4:00-8:00 PM and on Monday after 9:00 AM at St. Louis Catholic Church in Paynesville.

Celestine was born September 24th, 1928 near Lake Henry to Ovide and Othilda (Kinzer) Fischbach. He married Bernice H. Renneker on May 14th, 1952 at Sacred Heart Catholic Church in Freeport. The couple farmed near Long Prairie. He farmed near Lake Henry since 1960. He was a shareholder of the Regal Elevator since 1979 and managed in recent years. Celestine was

The Mass of Christian Burial, celebrating the life of Hilde Backes, age 96 of Avon, was held Saturday, March 24 at the St. Benedict’s Catholic Church in Avon. Burial was in the parish cemetery.

Hilde died peacefully at the Quiet Oaks Hospice House on Monday, March 19, 2018.

Hilde was born July 7, 1921 in Farming, MN to Herman and Helena (Rolfes) Janssen.

She attended country school in farming.

Hilde was united in marriage to Albin Backes on October 6, 1941 at St. Catherine’s Catholic Church in Farming. The couple made their home in Farming where they farmed. Hilde also worked as a cook for the Farming School District. In 1983, after retiring, the couple moved to Avon. Hilde was a member of Christian Mothers, and St. Benedict’s Catholic Church in Avon.

Hilde is survived by her children, Lola (Steve) Blattner of Avon, Rick (Marlys) of

a member of St. Margaret’s Catholic Church in Lake Henry, Catholic United Financial, St. Joseph’s Men’s Society, Knights of Columbus, Lake Henry Lions, Stearns County Plowmen and Catholic Order of Foresters. He was a past board member of Lake Henry Township for 24 years and the Belgrade Co-op Board for three years. He also sold Northrup-King Seed for over 30 years.

Survivors include his son Jerry, Lake Henry, brothers and sister Alvin Fischbach (Clara) Cold Spring, Mary Ann Pflipsen, New Munich, Valerian Fischbach, Compton, Illinois, Omar Fischbach, (Grace) Cold Spring, James Fischbach (friend Jean) Forest Lake, brother-in-law and sisters-inlaw, Marcella Wochnick, Waite Park, Alcuin Renneker (Loretta) Melrose and Kathleen Herdering (Joe) Freeport.

He was preceded in death by his parents, wife Bernice, August 24th, 2009, brother and sister, Alzira Rademacher and Wilfred Fischbach, brothers-in-law and sisters-inlaw, Donald Pflipsen, Rita Fischbach, JoAnn Fischbach, Joyce and Frank Boeckermann, Juanita and Daniel Schlangen, and Leroy Wochnick.

Jerise ‘Jeri’ Nelson went after a faithful and productive life to meet her Savior from the St. Cloud Hospital on Monday, March 19, 2018 at the age of 84 years.

On December 27, 1933 a beautiful baby girl was born to Delmar and Florence Eaton in Long Prairie, MN. She was a graduate of Long Prairie High School in 1951 and on May 10, 1952 married her life mate, Donnie Nelson at American Lutheran Church in Long Prairie, MN. They lived in Clotho and Jeri was hired to do secretarial work for the Todd County Extension Service. She later did receptionist duties for Dr. George Spofford, an optometrist in Long Prairie and then took a job doing clerical work for Todd County Social Services. Jeri’s people skills and good work ethic soon landed her a position as an Administrative Secretary at the Long Prairie Hospital in 1975. She worked there for over twenty years before retiring in 1995. Jeri was an anchor and active member of the United Methodist Church in Clotho and was involved in many church activities, especially their annual summer Ice Cream Social and the monthly Coffee in Clotho gatherings. She knew everyone in the area and welcomed all with open arms. Jeri was also active in the Clotho United Methodist Women group, serving the local group and in a district office over the years. Jeri has been the lay leader at church. Jeri enjoyed a good game of scrabble and aggravation with friends and family. She kept her mind

Interesting talks at area town hall meetings

It was a busy weekend as we had four town hall-style meetings on the schedule. By far the largest was in Starbuck Saturday morning as around 70 folks came to give their viewpoints to Sen. Torrey Westrom, Rep. Jeff Backer, and myself.

The main topic of the nearly one-hour gathering was gun control, with residents weighing in on both sides of the issue.

Several military veterans told the audience that they saw no need for assault-style weapons being available to the public. A former law enforcement officer said he thought the students marching across the country should look to themselves and help fellow students who show signs of being bullied or are alone. Discussion was respectful and also got into the aspect of mental health and school safety.

The topic of muskie fishing was also brought up at the Starbuck gathering.

One person said that lake associations should not be allowed to dictate to the DNR whether or not their lake should be stocked with muskies. At the meeting in Belgrade, ditch mowing was discussed.

One resident there was of the opinion that since residents in some cases pay taxes on the land where roadways are located, they should be allowed to mow and bale hay when they want. At Melrose, someone brought up the topic of legalizing the recreational use of marijuana. A map was distributed showing the various states where this has already been done.

This week marks the unofficial halfway mark of the legislative session. Our break for Easter and Passover begins Thursday evening of this week and carries through next week, as well. Our second committee deadline is also this Thursday, so bills must have cleared it through all policy committees by this time. I have a couple of interesting bills up in committee this week, one pertaining to the registration of former military Jeeps or Humvees to be driven on public roads. The other has to do with a larger property tax exemption for agricultural organizations that host farming exhibits, such as Albany Pioneer Days.

In the case of licensing former military vehicles, the problem is that when

they are sold to private individuals, the title carries a statement saying the vehicle is for “off-road use” only. These smaller vehicles are street-legal in all other aspects, but because of that wording and a Minnesota statute prohibiting their registration, it currently can’t be done. Our bill would change the statute and allow de-commissioned military vehicles to be registered in our state.

The other bill up for me this week deals with a property tax exemption that currently stands at 20 acres. That would increase to 50 acres under this bill and would pertain to organizations such as the Stearns County Pioneer Club. They organize and host the event in Albany, which attracts thousands each year during its three-day run in September.

Also attended the Pope County Corn and Soybean Growers annual meeting over the weekend. Heard a report on activity in Washington, D.C., to modify or repeal the Renewable Fuel Standard, which is the legislation that calls for ethanol to be blended at certain levels in the nation’s gasoline supply. Concern was expressed that if it’s changed significantly, it could do harm to the ethanol industry.

Minnesota, alone, has 21 ethanol plants that have a large economic effect on our state’s economy.

Need to make a correction from last week’s column. I said that the Sauk Centre girls basketball team had amassed more wins in a season that any team in the history of Minnesota basketball. I should have qualified that by saying “in the history of GIRLS basketball,” because the BBE boys team in 2012 had the same exact record of 33-0 on their way to a state championship. The Jaguars had quite a run from 2010 through 2014, winning 125 games while only losing seven. During that stretch, they won two state titles and finished as the runner-up once.

-Ashley Dear Ashley, If you use your checking account, of course they will have the ability to withdraw that money from your account.

I believe I know where you’re going with this question, and I think you may be a little confused about my stance on this sort of thing.

There’s nothing wrong with certain entities having access to your checking account. I use electronic bill pay for utilities, mutual fund contributions, and things like that all the time. The only time I warn people against giving electronic access to their bank accounts is when they’re dealing with collectors over a bad debt. The government — even the IRS — isn’t known for coming in and randomly taking money out of people’s accounts. Collectors, on the other hand, do it all the time.

You’re in a fight when you’re dealing with a debt collector. It’s an adversarial relationship. As a rule, no one in that industry should ever be given electronic access to any of your accounts. There may be a few decent debt collection companies

out there, but many of them will lie, cheat, and steal to get your money.

I hope that clears things up, Ashley.

-Josh Dear Josh, I think you’re proceeding from a false assumption. Many millennials already understand it’s not the government’s job to take care of everyone and provide everything. The problem, I think, is there’s a group of people in every generation that wants someone else to take care of them.

The only thing I can suggest is that you try to be kind to everyone. It does no good to have a political discussion with a political neophyte. If you have friends like this, perhaps you could suggest they work to control and improve the variables in their lives they can actually control and make better — namely themselves.

You can’t control the variable of government, Josh. It’s not going to come to your rescue. It never has.

Melrose City February 15, 2018 The Melrose City Council met in a Regular Meeting on Thursday, February 15, 2018 at 5:30 p.m. at the Melrose Fire and Ambulance Station pursuant to due notice being given thereof. Present were Council Members Dick Christenson, Tony Klasen, Josh Thieschafer, Justin Frieler, Mayor Joe Finken, City Administrator Mike Brethorst and City Clerk Patti Haase. Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Frieler, seconded by Mr. Klasen and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the Council’s January 18 Regular Meeting and the January 18 Special Joint Meeting with the Public Utilities Commission. b. list of bills in the amount of $341,497.73 c. list of investments for the month of January d. Ambulance Coordinator Jenn Tschida is requesting approval be given to the appointment of Sheila Poepping to the Ambulance Department contingent upon passing the pre-employment physical and drug test. e. Gambling Resolution No. 2018-13, Resolution Approving Gambling License to the Melrose Area Chamber of Commerce for an exemption from lawful gambling license to conduct a bingo, hold a raffle and to sell pull tabs on June 29, 30 and July 1, 2018 at the Riverfest Celebration at 206 5th Ave NE in Melrose.

A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried to approve the Consent Agenda items.

A motion was made Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried to open the public hearing at 6:00 p.m. The Council held a Public Hearing on identifying community development and housing needs, including the needs of very low and low-income persons, as well as other needs of the community that might be addressed through the Community Development Block Grant (CDBG) program.

This public hearing will include a review of the proposed CDBG activities, their benefiting location(s), overall cost and proposed financing, and the implementation schedule. Citizens were provided the opportunity to comment upon the original Citizen Participation Plan or to the activities for which CDBG funds will be used.

The City Administrator presented the Affidavit of Publication of the Hearing Notice which was published.

Ed Zimney with Central Minnesota Housing Partnership, Inc. provided the Council with an overview of the Small Cities Development Program. Mr. Zimney noted that residential homeowners in the target area would be eligible for up to $21,000 per home project at 90/10 with 100% forgivable, at 0% interest, if the property is not sold during the seven-year loan period.

Eligible rehab items would include roofing, siding, windows, doors, insulation, electrical, plumbing, health and safety, energy efficien-

cy, and lead paint re mediation.

Mr. Zimney stated that commercial property owners in the target area would be eligible for up to $40,000 with SCDP funding 80% of the project cost per property/project in forgivable and low interest loans – two loans. i. 80% of SCDP funds in a 0% forgivable seven-year loan, if the property is not sold for the duration of the loan. ii. 20% of SCDP funds in a 1% 10-year installment loan.

Eligible rehab items include exterior repairs and improvements, roofs, tuck pointing, signage, windows, energy improvements, and code compliance issues.

Central Minnesota Housing Partnership will administer the proposed grant. The administrative costs are included in the application amount and not paid by the City.

Mr. Zimney provided a timeline of the application process.

There was no further comment.

A motion was made by Mr. Klasen, seconded by Mr. Frieler and unanimously carried to close the public hearing at 6:10 p.m.

Stearns County Attorney Janelle Kendall provided an update on services. Ms. Kendall noted that the City contract with Stearns County includes adult criminal and juvenile investigative legal advice for all members of the Melrose Police Department. Ms. Kendall stated that the City of Melrose had four juveniles who were admitted to the Diversion Program. Three of the juveniles that joined diversion successfully completed their programs. Ms. Kendall reported that in 2017, Stearns County prosecuted 21 felonies, 8 gross misdemeanors, and 61 misdemeanors for the City of Melrose.

Police Chief Craig Maus presented the Police Department’s January report. He noted there were 342 calls for service during that month, compared to 248 for January 2017. A total of three citations were written for the month of January. For the month of January 2017, the Department received 24 agency assist calls.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Zoning Ordinance: Prepared amendments to CUP regulations in C-2 District and forwarded to city staff for consideration by Council.

• Zoning Ordinance: Prepared opinion interpreting zoning regulations as applied to manufactured homes in residential districts and forwarded to city staff.

• Economic Development: Prepared deferred loan agreement for Melrose 1 Stop project and forwarded to city staff instructions for execution and filing with County Recorder.

• Economic Development: Worked on annexation easement vacation and sign regulations in connection with proposed redevelopment of Casey’s site.

• Park & Recreation: Reviewed lender’s instruction and existing mortgage encumber Hoppe property. Prepared partial release of mortgage for use in connection with acquisition of property.

Mayor Finken stated that on December 18, 2017, the City of Melrose received notification from DEED regarding the preliminary application for the Small Cities Development Program Rehabilitation Grant. The City of Melrose received a marginally competitive rating and would plan to submit a

full and final application to DEED. As part of the full application process, a resolution must be passed to identify Slum and Blighted areas.

Council Member Christenson introduced Resolution No. 20189, Resolution Declaring Slum and Blighted Area. The motion was seconded by Mr. Frieler with a roll call vote recorded as follows: For: Council Members Christenson, Frieler, Thieschafer, Klasen and Mayor Finken; Against: None.

Mayor Finken noted that pursuant to Section 104(a)(3) of the Housing and Community Development Act of 1974, as amended, a Citizen Participation Plan is required to ensure that the citizens Melrose, Minnesota particularly persons of low and moderate income residing in slum and blight areas and in areas in which CDBG funds are proposed to be used, are encouraged to participate in the planning and implementation of CDBG-funded activities. A motion was made by Mr. Thieschafer, seconded by Mr. Klasen and unanimously carried adopting the Citizen Participation Plan.

Mayor Finken stated that as of December 18, 2017, the City of Melrose received notification from DEED regarding the preliminary application for the Small Cities Development Program Rehabilitation Grant. Mayor Finken noted that in 2003, the City of Melrose was awarded a CDBG grant. The award included guidelines that require payback of funds by the participants if they sell their homes within a 10year time frame. The City of Melrose relinquished the management of these funds to the Stearns County HRA. As per DEED requirements, these funds would be part of the local match requirement. In total, including the funds managed by Stearns County is $29,352; therefore, the City of Melrose would request Stearns County HRA to return the funds to the City of Melrose and the City would pledge these funds to the 2017/2018 CDBG grant if awarded.

Council Member Frieler introduced Resolution No. 2018-11, Resolution Pledging Remaining Previous CDBG Grant Funds to Small Cities Development Program Rehabilitation Grant. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: For: Council Members Frieler, Klasen, Christenson, Thieschafer, and Mayor Finken; Against: None.

Mayor Finken stated that Police Officer Stephanie Robak has submitted her letter of resignation.

The General Fund share of the premium is $72,656 and the Utilities’ share is $32,431 (compared to $56,161 and $25,068, respectively for the past year).

A motion was Mr. Frieler, seconded by Mr. Klasen and unanimously carried approving the quote from LMCIT for worker’s compensation insurance in the amount of $105,087 of which $72,656 is the general fund share of the premium.

The Utilities Commission will take action on the worker’s compensation insurance renewal quote from LMCIT in the amount of $105,087 at its March 12 meeting.

Mayor Finken stated that the City of Melrose, Melrose Public Schools and CentraCare Health is interested in enhancing its current sidewalk, trail, and roadway network in order to support more pedestrian and bicycle activity and healthy lifestyles for its residents.

As part of the City’s Comprehensive Plan, a Parks and Pathways Map was prepared that proposes new sidewalk and trail (pathway) improvements as the community develops. Additional effort is needed to evaluate the City’s existing facilities and identify improvements that will enhance safety and access for bicyclists and pedestrians to reach key community destinations including parks, schools, the Lake Wobegon Regional Trail, and commercial and employment areas.

The Stearns County Public Health SHIP program has allocated grant funds for the City of Melrose to develop the Pedestrian and Bicycle Master Plan as a strategy to support active transportation and improve the overall health of the community. The Bicycle and Pedestrian Master Plan will serve as a tool to guide the long-term programs, policies and physical projects that will support walking and bicycling in the City of Melrose.

The intent of this plan is to transform Melrose into a community where choosing to walk or bicycle is a safe, convenient and enjoyable recreation and transportation option for users of all ages. The cost for the plan is $13,902. There are two ala carte options that could be added that are social pinpoint interactive mapping ($1,244) and a Public Open House Meeting ($2,772).

In lieu of the Public Open Houses, we could simply pose the questions to the various Boards and Commissions and get their feedback. The grand total for the all items would be $17,918. The SHIP program would fund up to $10,000 and remaining would be paid for local partners.

The development of plan will allow parties to then apply for capital grants to offset the cost for future public pathways. These may include Safe Routes to School funding, Legacy Funding, CentraCare Foundation, etc.

Council Members Tony Klasen and Josh Thieschafer recommend that this be brought before the Parks and Recreation Board to get their opinion if it is beneficial and in line with their sidewalk and trails plan.

A motion was made by Mr. Frieler, seconded by Mr. Finken and unanimously carried authorizing staff to apply for grant funding from the Initiative Foundation.

Mayor Finken noted that the City of Melrose has entered in to a 20-year lease with the Melrose

Area Historical Society. The lease will expire December 2018. The cost for the lease is zero dollars.

The agreement states, the Historical Society will cover all expenses and maintenance for the facility and grounds. The Deed states, that the building must be used as a Historical Society building or a municipal building. If it were to sit vacant for one calendar year, the building would revert to St. Mary’s.

The Historical Society would like to extend the lease for an additional 20-year period to renew upon expiration of the existing agreement. The new term would expire December 31, 2038. The agreements states that a six-month notice can be given by either party to terminate the agreement.

The agreement and all other terms would remain the same with the only exception of increase insurance amounts to reflect current insurance standards.

Roger Paschke, President of the Historical Society, stated that the museum is run completely by volunteers. Under the current lease agreement, the Historical Society pays for all expenses and maintenance for the facility and grounds.

Mr. Paschke noted that the facility had a new roof put on two years ago. Funding was provided through a legacy grant. He stated that they will be looking to replace or covering up some of the windows, as light is bad for the artifacts. All improvements must be presented to the Council for consideration.

A motion was made by Mr. Frieler, seconded by Mr. Klasen and unanimously carried to renew the lease with the Melrose Area Historical Society as outlined.

The Council, at its January 4, 2018 meeting, authorized staff to post for a replacement of the Community Development Director position that was voluntarily vacated. Multiple applications were received, and interviews were conducted by City Administrator Brethorst, Finance Director Beuning, Planning Zoning Commission Chair Seanger and Council Member Klasen. It is the Committee’s recommendation to hire Lisa Atkinson at Step 2 of 7 with the standard benefit package. She has also requested ten days of unpaid leave allowed the first year.

A motion was made by Christenson, seconded by Mr. Frieler and unanimously carried approving the hire of Lisa Atkinson at Step 2 with the standard benefit package, and allowing ten days of unpaid leave the first year.

City Engineer Mike Nielson provided an update on the 1st Street NE project. Mr. Nielson stated that the project includes the reconstruction of 1st Street NE from 2nd Avenue NE to 50’ east of 4th Avenue NE and 4th Avenue NE from Main Street to 1st Street NE. The project will include B618 curb and gutter and 7’ concrete sidewalks on both sides of the road, which will be constructed directedly adjacent to the curb. 1st Street NE will be constructed within the existing rightof-way from 2nd Street to the west edge of the Kraft lot. The existing sanitary sewer and watermain will be replaced as part of this project with the watermain being increased in size from a 6” pipe to a 12” pipe to increase the fire flow protection in the area and provide a redundant source of water to the downtown area. After reviewing with staff, Mr. Nielson is recommending that all sidewalks including the area between the driveways be six inches of concrete rather than four inches.

The Council, by consensus, approved all sidewalks be six inches of concrete.

Mayor Finken noted that the Council, at its October 19, 2017 meeting, authorized the hiring of a part-time police officer to back fill the position vacated by Ms. Robak hired as a full-time officer. Police Chief Craig Maus is recommending the hire of Chance Kostreba as a part-time police officer. Pay would be at Start on the pay scale pending successful psychological exam and pre- employment. The City of Sauk Centre will maintain the license for Mr. Kostreba as this will be a shared position.

A motion was made by Mr. Frieler, seconded by Mr. Christenson and unanimously carried approving the hiring of Mr. Kostreba as a parttime police officer contingent on a successful psychological exam and pre-employment physical.

Mayor Finken stated that the Melrose Police Department (MPD) is seeking a resolution to enter into an agreement with the Office of State Court Administration for access to additional Court records that are not otherwise available to the public. The Court offers governmental entities the access to this information to help in the efficiency of its duties required by law or court rule relating to any criminal, civil, or administrative proceedings. This access provides MPD with access to additional data, not otherwise available to the public, which helps in the efficiency of the MPD not only with criminal investigations and closing out old files but also aiding in the handling civil matters and administration.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to enter into the Master Subscriber Agreement with the Office of State Court Administration.

A motion was then made by Mr. Frieler, seconded by Mr. Frieler and unanimously carried adopting Resolution No. 2018-12, Resolution Approving State of Minnesota Court Data Services with the City of Melrose on Behalf of its Police Department.

Finance Director Beuning noted that due to the increased reliance and complexities of technology, City staff began discussions on our IT needs. Currently, the City has prepaid for professional services with Marco for a break/fix solution. This does not provide for any monitoring or maintenance of our computers, servers or system networks. Staff reached out to both Marco and Arvig for discussions on managed IT services. Proposals to include: patches, antivirus, monitoring space, memory usages and malware. Also included is 24-7/365 help desk support. This monitoring would also help to detect an issue of a pending device failure before it actually occurs (as what happened with our network server and computers).

If repairs are needed, this would then be a billable cost, similar to how we are paying now.

However, if the City contracted with Marco, these rates would be discounted.

The quote from Arvig was $1,038.90 per month and Marco was estimated at $1,371 per month, with a one-time implementation cost of $1,371. The Marco agreement is for 36 months, and the Arvig contract is a five-year agreement (with a six-month “risk free” period for the first six months).

Arvig’s contract covers two servers and roughly 20 desktop computers.

to the City’s network server. For all off-site computers, a technician would need to come out and manually provide this at additional costs.

They are estimating approximately three hours per month.

The cost share of these services would be 40% General and 60% Utility and would be allocated to the associated department’s office equipment maintenance accounts.

The City would save on costs relating to the purchase of antivirus and malware software, as they would now be included. During this process, staff also reviewed internet pricing, and the City/Utilities could save roughly $100/month by switching our service to Arvig.

A motion was made by Mr. Thieschafer approving the managed IT service agreement with Arvig for the six-month trial period. The motion was seconded by Mr. Klasen with a roll call vote recorded as fol-

DNR encourages homeowners to compost, not burn; burning restrictions coming soon

In an effort to prevent wildfires, the Minnesota Department of Natural Resources urges woodland property owners to compost their yard waste rather than burn it.

“Burning should be a last resort for yard waste—especially in April and May, when wildfire risk is especially high,” said Casey McCoy, fire prevention supervisor. “Composting prevents wildfires and reduces air pollution, so it’s the safest possible way to manage yard debris.”

The University of Minnesota Extension offers a step-by-step guide to composting yard waste on its website.

If a yard waste fire does escape, the homeowner is responsible for any damage it does to nearby property.

Although a DNR burning permit is not required in many locations where there is sufficient snow, be sure to check local regulations prior to burning. Once burning restrictions are issued, debris burning will be banned, and no permits issued, until further notice.
