run to expend a little more effort into putting your best foot forward.

So based on personal experience and extensive research, I offer my ABCs for customer service.

A is for anticipate. Know what your customers need, what problems may arise, and how you can best serve them.

Don’t just meet their needs, amaze them with your attention.

B is for business. Customer service is your business, no matter what you make or what service you provide. Keep repeating that mantra.

C is for commitments. You vouch for planned delivery dates, not random drop-off times. Businesses live on commitments, which lead to steady repeat sales.

D is for details. No detail is too small to a customer who has come to expect perfection from you. Little things make a big difference.

E is for empowerment. Every single person on your payroll must be empowered to make decisions on the spot that accommodate the customer first.

F is for fix the problem. When, despite your best efforts, something goes wrong, find out the reason and correct it immediately.

G is for give customers what they

want. Many don’t really want their money back. They just want products or services that work the way they’re supposed to.

H is for hiring the right people to create and maintain a service culture.

Recognize the skills and attitude you want, and make sure your staff supports that vision.

I is for the Internet. Customer service has taken on a whole new meaning with the rise of social media and websites like Angie’s List and Yelp.

Google your company and see what you find. Refer to letter F if you don’t like what you see.

J is for journey. Great service is not a one-time event, it’s an ongoing trek over weeks or years that comes with plenty of twists and turns to navigate.

K is for keep your word. Honesty and trust go hand in hand. Your word is your reputation, and your reputation is your future.

L is for long-term customer loyalty.

It is not a hit and miss thing. You court it. You earn it. You cultivate it. You retain it.

M is for management, which needs to give employees the authority to help people before there is a problem, or be prepared to step in and handle the matter Harvey Mackay continued to pg 3

“The Good Old Days” -By Tom Kuehne Potatoes When the ancestors lived in northern Europe, potatoes must have been an important part of their diet. As they moved to America, they still depended on potatoes as the largest part of their meals.

Most of us remember meat and potatoes as our favorite meal, however Mother felt that we needed to eat vegetables to be healthy. Eating potatoes came easily, but we needed to practice eating vegetables before we learned to really enjoy them.

Potatoes were usually stored in the cellar below the house. Many cellars had dirt floors and in some cases there were dirt walls too. This exposure to the soil proved to be the best storage facility. Sprouts began to appear in February and all of those remaining potatoes needed to be desprouted, which required removing the sprouts from each individual potato. I remember this job to be dirty and unexciting. The number of remaining potatoes in the bins were sufficient to last another two years, although the potatoes would rot before the following summer was over. Some of the potatoes would be sold for $1.50 per 100 pounds. The sales required us to bring the grain scale to the cellar door and carrying the potatoes up the cellar steps. Those bran gunny sacks easily contained 100 pounds of potatoes. The

remaining rather small pile of stored potatoes would be enough to plant the new crop and last the family until the new crop was available.

The slanted door located above the cellar steps was attractive to visiting children as a slide. We had been taught, either by word or from experience, that you shouldn’t slide down the cellar door. The boards which made the door were exposed to the weather all year and slivers were abundant. After getting a sliver in your rear, you quickly learned another of life’s lessons.

We had a potato planter, which was a machine with two metal traction wheels, a hitch, a metal bin to carry the potatoes to be planted, a metal shoe to create a furrow to deposit the potatoes, two disks to close the furrow and rotating knives to reduce the potatoes to small chunks for planting. Our potato field was a little bigger than a football field.

Two types of pests were attracted to the potato plants. First was grubs, which bored holes into the potatoes. We had no product to eliminate them. The other was potato bugs. When they first appeared, they were picked, put in a can and the soft orange ones without a shell were used as sunfish bait. The rest of the pail’s contents were burned with a little petroleum. The rest of the field was sprayed with DDT, which left no bugs alive. Probably didn’t do the people much good either!!

We had a mechanical potato digger to do the harvest in the fall. This was usually a two day job, lots of picking, lifting and carrying them down to the cellar steps for storage. Another job that finding ways to wow your customers.

Make every encounter as special as you can, because your customers will remember how you made them feel.

X is for express lane. There is no traffic jam in going the extra mile – and great customer service is your path to success.

Y is for years. Your goal is to have a customer for life.

Z is for zealous. If you want to set up and run a business with longevity in the form of long-term and repeating customers, you have to service those clients with zealous enthusiasm.

The Energy Assistance Program (EAP) helps pay home heating costs and furnace repairs for income-qualified households. EAP is federally funded through the U.S. Department of Health and Human Services. Grants are available for renters or homeowners, with household income at or below 50 percent of the state median income, and is based on household size, income, fuel type and energy usage. Services may include payment of energy bills, help with utility disconnections or necessary fuel deliveries, education on efficient and safe use of home heating energy, and repair or replacement of homeowners’ malfunctioning heating systems.

The average energy assistance grant in Todd County is $758 per household.

Households with an income less than 50 percent of the state median income ($49,968 for a family of four) may quali-

fy; those who qualify are served on a firstcome, first-served basis while funds last.

People have until May 31, 2019 when the program year ends, to apply for EAP. EAP pays the utility company directly on behalf of eligible households. Qualifying families must apply for assistance at the local service provider in their area.

If you signed up for the Cold Weather Rule through your energy provider, this protection ends on April 15, 2019.

Obituaries Delphine E. “Del” Nietfeld

Delphine E. “Del” Nietfeld, age 86 of Greenwald, died unexpectedly on Sunday, March 24, 2019 at the CentraCare Health Hospital in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m.

Wednesday, March 27 at St. Andrew’s Catholic Church in Greenwald with Rev. Marvin Enneking officiating, Rev. Kenneth Popp and Rev. Mark Willenbring concelebrating. Interment will be held in the parish cemetery.

Visitation will be held from 4 to 8 p.m.

Tuesday at the Patton-Schad Funeral Home in Melrose and from 10 to 11 a.m. Wednesday at the church. Parish prayers will be held at 7 p.m.

Tuesday evening at the funeral home.

Delphine Elizabeth Minette was born August 22, 1932 in Sauk Centre, Minnesota to George and Mary (Zenzius) Minette. Del graduated from Sauk Centre High School. On August 31, 1954 she was united in marriage to Bernard “Benny” Nietfeld at St. Paul’s Catholic Church in Sauk Centre. Del farmed prior to their marriage and the couple took over the family farm southeast of Greenwald in 1963.

In January of 1992, they retired and moved into Greenwald.

She was a member of St. Andrew’s

Catholic Church in Greenwald and St. Ann’s Christian Women. Del was a great cook and made enough food to feed the entire neighborhood, and even dabbled in brewing root beer. She enjoyed playing cards, playing the concertina, and visiting with her family.

Del always loved sending cards and truly loved her family, especially her grandchildren.

Survivors include her husband of 64 years, Benny Nietfeld of Greenwald; children, Mary (Chuck) Roehrl of Maine, Marlene (Roger) Douvier of St. Joseph, Roger (Saichon) Nietfeld of Greenwald, Dan (Jan) Nietfeld of Greenwald, Ken (Stacy) Nietfeld of Lino Lakes, Ruth Messerich of Sartell, Ron (Evelyn) Nietfeld of St. Michael, and Joe Nietfeld of Fargo, North Dakota; 16 grandchildren and 12 greatgrandchildren; and sisters, Mary Mae Olson of Sauk Centre, Shirley Marthaler of Sauk Centre, and Bernice Proell of Sauk Centre.

Del was preceded in death by her parents; brother, Bud Minette; and sisters, Leona Bromenshenkel and Millie Rieland.

Serving as casket bearers will be Eric Messerich, Chris Messerich, Greg Douvier, Luke Nietfeld, Jeremy Nietfeld and Cory Nietfeld. Cross bearer will be Jacqui Lahr and scripture bearer will be Chloe Nietfeld.

Honorary bearers will be St. Ann’s Christian Women. The reader will be Richard Lahr and gift bearers will be Ruth Messerich and Marlene Douvier. A eulogy will be read by Ron Nietfeld and Eric Messerich.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

Nellie J. Lind, age 86 of Coon Rapids, died suddenly on Tuesday, March 19, 2019 at Mercy Hospital in Coon Rapids, Minnesota.

Her daughters were by her side.

A funeral service will be held at 11:30 a.m.

F u n e r a l Services for Myrtle Holt were held Monday, March 25, 2019 at the American Lutheran Church in Long Prairie.

Myrtle was born on October 27, 1933, to James and Estella (Hammond) Gadbaw at their home in Burleene Township and baptized on March 17, 1951, at the United Methodist Church in Eagle Bend. She was united in marriage with Wesley Holt on February 17, 1953, at the Eagle Bend United Methodist Church. They were proud downtown residents of Clotho until they moved down the road to the farm in February 1964 where they lived and farmed until they retired from farming in August, 1988. ­­ In addition to homemaking and her daily work on the farm, Myrtle worked various other jobs. She was a waitress at Dahlman’s Café in Long Prairie, worked at Hart’s Press, was a lunch lady at the Long Prairie School and ironed and mended clothes for others. Her hobbies included vegetable and flower gardening, bible

Myrtle loved spending time with and caring for her family. She loved singing “You are My Sunshine” to her grandchildren. Wesley and Myrtle wintered in McAllen, Texas, for 20 years and made many long lasting friendships there.

Myrtle passed away peacefully at the age of 85 years on Tuesday, March 19, 2019, at the Long Prairie Nursing Home in Long Prairie with lots of family by her side.

Myrtle was preceded in death by her parents, James and Estella; step father Ernie Steffen; sisters Myra Gadbaw, Verna Johnson, Elnora Holt, and Wilma Wendel; greatgrandchildren, infant twins, Noah and Sophia Levin.

She is survived by her husband, Wesley Holt of Long Prairie; daughters Janet & Vernon Miller of Jefferson, South Dakota, Nyla & Pat Kraemer of Long Prairie; sons Gary & Mary Jo (Latour) Holt of Kimball, Larry & Karen J. Nellie was a bowler in her younger days, liked to play cribbage, and even acted in a play while she was working at Anoka Ramsey Community College. She had an adventurous spirit. In addition to trips with her husband to Alaska and Mexico, short fall trips every year with her daughters and niece, she traveled to Sweden twice and was still in touch with cousins there. Nellie enjoyed her family and friends. She was a people person if there ever was one and was always willing to lend a helping hand. Most of all, she loved to laugh.

Nellie is survived by her children, Barb (Craig Poeschl) Lind and their daughter, Zoe; Tom (Jill) Lind and their children Karleen (Kyle), Nick (Jessica), and Karissa (Nate); Sue (Tom) Geisler and their children Heidi (Aaron), Heather (Steve), and Melissa (Jason); 6 great grandchildren; nieces, nephews; other relatives; many friends; and Katie, her cat.

She was preceded in death by her husband, Earl Lind, on May 2, 1997; parents Henning Swenson and Vinie (Martinson) Swenson and sister Allison Benson.

Rose H. Stoermann

Rose H. Stoermann, age 97 of St. Rosa, passed away peacefully, surrounded by her family on Monday, March 25, 2019 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Friday, March 29 at St. Rose of Lima Catholic Church in St. Rosa with Rev. Derek Wiechmann officiating.

Interment will be in the parish cemetery.

Visitation will be held from 4 to 8 p.m.

Thursday at the Patton-Schad Funeral Home in Melrose and from 10 to 11 a.m. Friday at the church. Parish prayers will be held at 5 p.m. followed by a rosary by the Christian Mothers and St. Loretta’s Mission Group at 6:30 p.m. Thursday evening at the funeral home.

Rose Hilda Austing was born December 6, 1921 in Millwood Township, Stearns County, Minnesota to Melchior and Mary (Bergmann) Austing. On April 11, 1944 she was united in marriage to Bernard Stoermann at St. Rose of Lima Catholic Church in St. Rosa. The couple farmed near St. Rosa for 34 years until retiring in 1978. Rose lived in the St. Rosa area until moving into PineVilla Nursing Home in 2015.

She was a member of St. Rose of Lima Catholic Church in St. Rosa, Christian Mothers, St. Loretta’s Mission Group, and the St. Rosa Senior Citizens. Rose enjoyed quilting, puzzles, puzzle books, playing BINGO and cards, and going to the casino.

Survivors include her children, Joan (Allen) Dobmeier of St. Rosa, Bernice (Herman) Ebnet of Holdingford, Raymond

(Rose Ann) Stoermann of St. Rosa, Diane (Jerry) Middendorf of Sauk Centre, Ellie (David) Boecker of St. Rosa, Roger (Sue) Stoermann of Melrose, and Marvin Stoermann of Avon; daughter-in-law, Shirley Stoermann of Melrose; 22 grandchildren, 42 great-grandchildren, and nine great-greatgrandchildren; and brother-in-law, Melvin Eickhoff.

Rose was preceded in death by her husband, Bernard Stoermann on March 27, 1995; parents; son, LeRoy Stoermann on April 21, 1986; Marvin’s significant other, Donita Martin on July 26, 2014; and brothers and sisters, Lawrence Austing, Ben Austing, Elmer Austing, Lorraine Frericks, and Norma Eickhoff.

Serving as casket bearers will be Adam Ebnet, Jason Stoermann, Scott Stoermann, Ricky Stoermann, Bob Stoermann, Aaron Middendorf, and Eric Middendorf. Cross bearer will be Mary Klassen and scripture bearer will be Joyce Tiemann. Honorary bearers will be the Christian Mothers.

Dennis Duclos, 69 year old resident of Swanville, MN, passed away on Monday, January 7, 2019 at the St. Cloud Hospital.

Carl W. Lemke, 74, of Albany, died suddenly at his home on Saturday, March 23rd.

As a young man, he worked for Blattner Construction and Cold Spring Granite. On July 22, 1967 Carl was united in marriage to Mary Ann Ritter at St. Benedict’s Catholic Church, Avon. Swanville School celebrated Read Across America on Monday, March 18th with a FUN night! The school staff, high school students and community volunteers served a meal, distributed books to children and ran many fun carnival games!

Everything was FREE and it was open to all community members, young and old! Face painting was a very popular activity! The High School staff assisted the younger students in having a BLAST! We greatly appreciate the Swanville Lions and the Swanville Dollars for Scholars for their financial donations, making the evening possible. Many school families also made donations of game prizes or door prizes, which were very much appreciated. Once again the community of Swanville showed their strong support for their community!

Recently there was an article tucked away in a newspaper about a young girl in Georgia who feels no pain. She suffers from a rare congenital disease that affects the nervous system. She and other individuals who are born with congenital insensitivity must be carefully guarded. They must be taught that fire burns or that if they fall a bone might be broken or if they are struck in the head it may result in a concussion. It is frightening to think of having to live with no warning system to alert us to pain or sickness. It requires them to be under constant surveillance for their own pro-

tection.

There is another insensitivity, however, that is more serious - it is becoming insensitive to sin. Our minds become numb to the dangers of sin as we see degrading pictures of people improperly exposing themselves to attract attention to their sensuality. Or the constant stories of the happiness and pleasures that come from drinking alcoholic beverages. Then there are the endless stories about children being born out of wedlock to famous Hollywood celebrities and attractive pictures of them being praised and celebrated. Children, not old enough to understand God’s plan for marriage, are taught that it is appropriate for families to have two moms or two dads. What was once identified as wrong is now right.

But thank God that His Spirit is alive and anxious to convict hearts and change lives. “Deliver us and forgive us our sins for Your name’s sake,” said the psalmist. If we awaken to the danger of sin and confess, God will forgive us.

Dear Motor Medics, The wipers on all of my vehicles never seem to do the job and I’m looking for some answers.

How long do wiper blades last? What are the best kinds to buy? How do you change them? And probably the most important one of all; I’ve had the rear wiper on my van changed several times and it still leaves a missed spot on the center of the glass. Guys, I know you can help all of us who suffer with poor wipers.

-Deborah in Larchwood, Iowa Dear Deborah, Many vehicles on the road have poor wipers. Either they have just not been looked after or they have only been partially repaired. Most good quality wiper blades will last about a year but with weather conditions can deteriorate in less time. We always recommend the best quality name brand blades you can find and they are not that expensive.

You can change them at home on most vehicles. Instructions are usually included and most require no tools.

The following is important! The blades are not the only part of the wiper. The arms need to be working correctly or the blade will never do its job. If they are bent or they don’t move on their hinge freely they won’t apply proper pressure to the blade and that’s likely the issue with your vans rear blade. If the arm is bad parts stores usually carry the entire arm to resolve your issue.

-Take care, the Motor Medics Dear Motor Medics, I have a 2006 Jeep Liberty and it has been steadily losing power over the past several months. I took it in to more than one shop and they could not find the issue. After the power loss became so bad

that I could not reach more than 50 mph I took it to another shop who diagnosed it as plugged catalytic convertors. Since they want about $1000.00 to replace them, I have parked it until I can find out more about them. What is a catalytic convertor and do they normally fail with only 70,000 miles? When I do replace them is there a way to save some money such as a used part?

-David in Emery, South Dakota Dear David, Catalytic convertors are placed in the exhaust pipe to convert harmful exhaust gasses by way of a catalyst.

The convertors contain small passages that can become plugged due to oil burning, poor state of tune which results in unburned fuel reaching the convertor, or poor-quality construction. We see less failure in vehicles that are well maintained. They can fail at low mileage but there may be good news for you.

The emissions warranty on a convertor is usually eight years or eighty thousand miles. You may be eligible for a free replacement. You need to check with a Jeep dealer to find out if you’re covered.

Used units can’t be sold so check with exhaust shops for cheaper aftermarket alternatives.

Melrose City February 21, 2019 The Melrose City Council met in a Regular Meeting on Thursday, February 21, 2019 at 5:52 p.m. at the Melrose Fire and Ambulance Station pursuant to due notice being given thereof. Present were Council Members Tony Klasen, Justin Frieler, Travis Frieler, Mark Hill, Mayor Joe Finken, City Administrator Mike Brethorst and City Clerk Patti Haase.

Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Justin Frieler, seconded by Mr. Travis Frieler and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment.

There were no comments.

The following items were considered for approval under the Consent Agenda: a. The minutes from the Council’s January 14 Special Joint Meeting with the Utilities Commission, the January 17 Regular Meeting, and the February 6 Special Joint Meeting with the Utilities Commission. b. List of bills in the amount of $360,859.18. (list) c. list of investments for the month of January. (list) d. Gambling Resolutions: 1) Resolution No. 2019-13, Resolution Approving Gambling License to the Melrose Area Chamber of Commerce for an exemption from lawful gambling license to conduct a bingo on May 11, 2019 at the Melrose American Legion located at 265 County Road 173 SE. 2) Resolution No. 2019-17, Resolution Approving Gambling License to the Melrose Area Women of Today to conduct a raffle on April 27, 2019 at the Meadowlark Country Club located at 837 Country Club Drive SW. 3) Resolution No. 2019-18, Resolution Approving Gambling License to the New Munich Jaycees to conduct off-site gambling to hold a raffle on May 3, 2019 at the corner of 2nd Avenue SE and 1st Street SE. e. On February 26, 2019, Community Development Director Lisa Atkinson will complete one year of service with the City. She is eligible for a 12 calendar-month step increase.

City Administrator Brethorst has conducted a review and it is favorable; therefore, recommends approval of a step increase from Step 2 to Step 3. f. Efforts have been made to secure the 1952 Big Chief Fire truck that was original to the Melrose Fire Department. The truck was in operation within the Melrose Fire Department from 1952 to 1993. The City sold the truck in 1993 and replaced it with a Pierce Pumper.

The truck was sold to a car dealer in Marshall Minnesota, who specialize in fire trucks for the Knights of Columbus organizations. From there it was sent to Sarasota, Florida. It was bought

by Albritton Fruit Company who manage and operates an orange orchard. The truck has

been there ever since. It is the intent to return the fire truck back to Melrose and restore it to its past glory. It would not be used as an active fire truck. It would only be used for parades, funerals and community events to display. The current owner of the rig has agreed to donate the rig to the Melrose Fire Department. As per a vote of the volunteers on the Department, they have agreed to accept the rig and maintain the vehicle. They propose to cover all expenses for the rig through private donations to include the transformation back to operation and shipping of the rig back to Melrose. The only expenses paid for by the Melrose Fire Department would be liability insurance on the rig, fuel and oil when needed plus, it would be stored in the Melrose Fire Department bay. All other maintenance and repairs would be managed by the Department volunteers.

A motion was made by Mr. Hill, seconded by Mr. Klasen and unanimously carried to approve the Consent Agenda items.

Mayor Finken presented a certificate of appreciation to retired Firefighter Rick Berens for his 29 years of service on the Melrose Fire Department.

Police Chief Maus presented the Police Department’s January 2019 report. He noted there were 407 calls for service during that month, compared to 342 for January 2018. A total of 21 citations were written for the month of January. The year-to-date number of calls is 407 compared to 342 in 2018. For the month of January 2019, the Department received 19 agency assist calls. Chief Maus commended the Street Department for doing such a great job in keeping the streets cleared. Chief Maus reminded residents to be cognizant of the snow plows and remember to give them extra space. Mayor Finken recognized the two individuals that volunteered to shovel out some of the fire hydrants Mr. Finken reminded residents to keep the fire hydrants in their area clear of snow.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Ritter Nuisance: Received notice from Police Department that nuisance was abated. Notified court of abatement and cancelled scheduled hearing.

Filed proposed order with court dismissing petition for order to abate nuisance.

• St. Mary’s Church: Reviewed title commitment submitted in support of St. Mary’s Church plat. Advised City staff that the title commitment was inadequate, in that it was over one year old and did not describe the property to be platted.

Reviewed updated title commitment and advised city staff that it was adequate to support proposed plat.

• Street Vacation: Reviewed plat and initial title work in support of request for street vacation. Advised City staff that on existing record, could not determine who would own the vacat-

ed street upon vacation. Advised staff that additional title work would be required to determine ownership of underlying fee title.

• Mr. Dymoke gave a brief review of the open meeting law.

Community Development Director Atkinson reported on the Planning and Zoning Commission’s January 28, 2019 meeting. Ms. Atkinson also provided an overview of upcoming projects.

The Council gave consideration regarding the Preliminary and Final Plat for the Church of St. Mary. The current proposal is a Preliminary and Final Plat to develop a 27.56+/- acre property generally located at along 5th Avenue SE, south of 2nd St SE and north of Kraft Drive.

The applicants would like to create two relatively large parcels: • Lot 1, Block 1 (1.84+/acres) includes the land owned by the church on the entire block immediately west of 5th Ave SE (between 2nd and 3rd St SE).

This includes the existing rectory, office (house) and the church which has not been used following a March 2016 fire.

• Lot 1, Block 2 (24.77 +/acres) includes the existing St. Mary’s School, parking lot to the north, fenced in play area to the south of the school, playground, cemetery and the new proposed church along Kraft Drive.

Mayor Finken introduced Resolution No. 2019-14, Resolution Approving Case No. PP1-2019-201 and FP-1-2019-202 Preliminary And Final Plat Requested By Church Of St. Mary.

The motion was seconded by Mr. Justin Frieler with a roll call vote recorded as follows: FOR: Council Members Mayor Finken, Justin Frieler, Travis Frieler, Hill and Klasen AGAINST: None A motion was made by Mr. Hill, seconded by Mr. Klasen and unanimously carried approving the Letter of Understanding.

Staff is recommending that due to an incomplete preliminary and final plat, the Council table action on the Preliminary and Final Plat for Melrose 1 Stop. A motion was made by Mr. Travis Frieler, seconded by Mr. Justin Frieler and unanimously carried to table action on the Preliminary and Final Plat for Melrose 1 Stop.

The Council next gave consideration approving the quote received from the League of Minnesota Cities Insurance Trust (LMCIT) for worker’s compensation insurance for the period of March 7, 2019 through March 7, 2020. The net premium costs for the upcoming period are $75,776. The quote in 2018 was $105,087, which is a decrease of 28%. The experience modification decreased to 0.93% for the 2018-2019 coverage period, down from 1.26% for the 2018-2019 coverage period. It is recommended that the City again approve the regular premium option.

The General Fund share of the premium is $53,744 and the Utilities’ share is $22,031 (compared to $72,656 and $32,431, respectively for the past year).

The Utilities Commission approved the worker’s compen-

sation insurance renewal quote from LMCIT in the amount of $75,776 at its February 11 meeting. A motion was made by Mr. Hill, seconded by Mr. Klasen and unanimously carried concurring with the Utilities Commission approving the worker’s compensation insurance renewal quote from LMCIT in the amount of $75,776 of which the General Fund share is $53,744.

Mayor Finken noted that a citizen who owns a business in the downtown business district raised the question about threehour parking limitations in the business district. There are businesses that have asked for strong enforcement of the parking limitation as their business is only accessed from avenue parking stalls. Other businesses asked that the enforcement stop as they use the parking on the avenues for themselves or employees so customers can park on Main Street to patronize their businesses. Parking is allowed on 1st St NE and Turkey Lane SE for business owners and employees to avoid using the time limited parking areas during a regular business day. There is also City-owned parking lots available. Currently, the three-hour parking limitation covers Main St E from Coborn’s to Martinez Meats, including the avenues of 3rd and 4th, north and south of Main Street. There is signage on light posts and stop sign posts when allowed throughout the district. The area for discussion is, should the parking limitations on the avenues be lifted and leave Main Street as restricted to three hours parking limits or should the limitations remain in place as the ordinance has been since passed in February 2001.

As is our practice with all parking issues, a written warning is issued first and if needed or for future violations, administrative citations are issued, which could lead to a vehicle being towed.

Council Member Hill stated his initial thought is that the threehour parking restriction should remain in place on Main Street.

He has mixed feelings about the avenues having that same restriction. Perhaps the City could look at relaxing those restriction. (ie, 8:00 a.m. to 6:00 p.m.)

Council Member Justin Frieler stated that if the restriction on the avenues are lifted, there is a potential it may be abused by employees of the businesses.

Council Member Klasen did not believe that change is needed at this time. Businesses should have a strong support for changing the existing parking regulations. Council directed staff to bring this back at the March regular meeting.

Ambulance Coordinator Jenn Tschida presented a request for the replacement of furniture at the Fire and Ambulance Station apartment. The original furniture was donated by a family in Melrose and during the time has become run down.

The beds are used while members are on-call. The Ambulance Department is requesting to purchase two new mattresses, a sofa, two recliners and a lamp.

The estimated quote for these items is $1,820. The funds for this purchase were not originally budgeted in their maintenance accounts and would be a spend-down from the fund balance. A motion was made by Mr. Klasen, seconded by Mr. Justin Frieler and unanimously carried authorizing the replacement of apartment furniture with a limit not to exceed $2,500.

Mayor Finken noted that in preparation for the upcoming relicensing for the Ambulance Department, Ambulance Coordinator Tschida updated the Ambulance Department Policies as well as the Volunteer Policies. The attachments included both the copies with the changes made, as well as the final policies, for the Council’s consideration. A motion was made by Mr. Hill, seconded by Mr. Travis Frieler and unanimously carried approving the revised Ambulance and Volunteer Policies.

Mayor Finken stated that the City has budgeted $2,316 for a 20-hour a week summer intern for 12 weeks at $9.65 per hour.

Staff is proposing the schedule conform to college summer break – approximately June to August. By publishing the position now, chances are increased that the City will get a qualified candidate for the position.

Projects the intern would work on include assisting with GIS data entry and analysis, helping prepare for the update of the Comprehensive Plan including doing background research and GIS mapping and analysis. The intern would also be able to help with staff reports, ordinance updates, and building permit review and other daily work.

The extra set of hands will be especially helpful during the upcoming staffing transitions. A motion was made by Mr. Justin Frieler, seconded by Mr. Hill and unanimously carried authorizing staff to begin the process of posting, interviewing and hiring an intern for Summer 2019.

Mayor Finken stated that annually the City and Utilities has hired a seasonal employee to help with streets / parks and miscellaneous departments as needed. This temporary seasonal employee works mid-April to

mid-September. It is approximately 24 hours per week. It is proposed to seek a direct appointment of Ron Tieman as he has filled the position in the past two summers. A motion was made by Mr. Justin Frieler, seconded by Mr. Travis Frieler and unanimously carried to appoint Mr. Tieman to the position.

Mayor Finken stated that staff met to kickstart the conversation about the Kraft lot.

Previously, the City was going to wait to make any sort of real effort on this until the Legislature came into Session; however, it would be nice to keep the project moving forward so it is ready for construction by early next year at the latest.

Part 1: Authorize Staff to Move Forward with Securing a Developer Staff has a letter from Spider Development outlining the funding gap for Spider. We also have correspondence stating that they are still interested in moving forward with discussions, although they have been somewhat lukewarm on their commitment and are now not responding to requests to contact staff. The City put together a financial incentive package to propose to Spider, that has been conceptually reviewed by MADA and would next have been reviewed by the Council.

The financial incentive package would change based on the funding gap of the as of yet unknown developer, so it is not appropriate to bring that forward at this time. Given Spider Development’s lack of commitment, MADA directed staff to begin checking with other developers on their interest in the project.

A letter that will be personalized and sent to any interested developer and a document that provides background information on the lot and development has been drafted. A motion was made by Mr. Travis Frieler, seconded by Mr. Justin Frieler and unanimously carried authorizing staff to move forward with finding a developer that is ready to make a soft commitment to the Riverview redevelopment project (Kraft lot). The Council directed staff to research listing the property with a commercial realtor. City Attorney Dymoke recommended that if the City goes in this direction, an RFQ be prepared.

Part 2: Environmental Assessment Worksheet (EAW) Staff previously recommended moving forward with the drafting of the EAW (approximately $19,722). The project is in a TIF district and we anticipate grant funds so the City

House passes bills on opioids, handsfree driving

The House of Representatives debated for six hours last week before passing two bills that could affect nearly all Minnesotans. One has to do with distracted driving caused by cell phone usage, and the other dealt with the opioid crises that’s been called an epidemic by some.

The hands-free cell phone bill would require hands-free or one-touch use for any cellular phone or hand-held device that transmits data while operating a vehicle. Hand-held cell use would be prohibited, and would join texting-while-driving as an illegal activity. Distracted driving is a huge problem, and if this bill is agreed on by both chambers of the Legislature and signed by the governor, our state would join 15 others that have already passed restrictions on the use of electronic devices while driving. Twelve of those states have seen a substantial reduction (16 percent) in highway fatalities within two years of the legislation being enacted into law.

Penalties in the House version of the bill would remain the same as the current statute for texting violations. First offense would be a base fine of $50 plus a court surcharge of $75. Further violations would result in a total fine of $350.

For insurance purposes, these would be considered moving violations.

The Insurance Federation of Minnesota testified in support of the bill during committee hearings, saying that a driver has a 66 percent higher chance of being involved in a crash while manipulating a phone. The State Patrol testified that there were more than 9,500 citations issued in Minnesota for texting and driving in 2018. That figure represents a 30-percent increase over the previous year.

The bill had widespread support from a variety of groups, including the Minnesota Trucking Association, Cooperative Network, the Minnesota Chamber of Commerce, the Minnesota Grocers Association, and the Minnesota Auto Dealers Association.

Legislation dealing with opioids passed the House by a fairly large majority, 94-34. It contains a package of items to combat the opioid problem, including various appropriations for education programs and other resources. In all, the legislation would raise $20 million annually, with the money coming from fees to be paid by the manufacturers and wholesalers of the drugs. Twelve million dollars would be assessed to those who make opioids, while eight million would come from those who distribute them. Both groups would be required to report to the Board of Pharmacy each sale, delivery, or distribution of opiates into the state.

Opioid addiction has grown to be an enormous problem in this country since 1999. An estimated one in every

five patients in the U.S. with non-cancer or pain-related diagnoses is prescribed opioids. Minnesota has the fifth-lowest opioid prescription rate in the country, yet there are estimated to be 47 opioid prescriptions written for every 100 Minnesotans. These drugs were responsible for 395 deaths in our state in 2017, a rise of 18 percent from the previous year.

Since 2010, opioids deaths in Minnesota have increased by 66 percent.

With this proposed legislation, opioid prescriptions would be limited to a seven-day supply and the life of those

prescriptions would be limited to 30 days. Veterinarians would also be impacted as they would be required to dispense scheduled drugs only when the recipient shows a valid photo ID. Both of these bills have support in the Senate, and Gov. Tim Walz has also indicated support for them. So, it’s fairly likely that these measures, in some form, will become law this year.

So, first things first. I’d strongly suggest you and your fiancé go through pre-marital counseling to make sure you’re on the same page when it comes to handling this and other issues.

If you and her mom really want to show her you love her, you’ll make sure she starts learning some character and discipline. And it’s very important that both of you are on the same page and in agreement every step of the way.

You might also want to read a book together by Dr. Henry Cloud called “Boundaries.” This is a great book, and it will give you both several ideas for creating a reasonable timeline aimed at teaching her more responsibility.

I would advise letting her mom present any changes to her initially.

that she made a few mistakes in terms of teaching her more about personal responsibility and self-reliance when she was younger. Then, she can begin to lay out the first few rules and expectations.

In my mind, there’s nothing wrong with requiring her to get a job within 30 days if she doesn’t already have one. If she needs to go job hunting, make sure she’s out of bed and on the road no later than 8:00 a.m. every morning. During this first phase, looking for work every day should be her job. It wouldn’t be a bad idea to start teaching her about budgeting, saving, and everything else that goes into handling money responsibly during this time, too.

Next, phase two might consist of requiring her to help around the house doing chores on her days off, or whenever mom needs a hand. Then, after a month or two of this, phase three might consist of her paying a small amount in rent.

Do you see what I’m doing? By stepping up the expectations gradually you’re building a foundation so she’ll have the tools and knowledge to where, in the sixth or seventh month, she’s moving out and taking care of her own responsibilities.

Bitz and Piecez -By Pastor Bitz What Manure Can Do; Luke 13:1-9

Luke 13:1-9 is about repentance and manure. The first half of this reading addresses a misconception we have when it comes to how people die. People sometimes think that worse ways of dying are reserved for truly bad people. This is not true. Jesus’ own words are “No, I tell you; but unless you repent you will all likewise perish.”

The second half of the reading can be seen as addressing the bad stuff that happens while we are still alive. The fig tree Jesus talks about in his parable is three years old. Old enough that the owner expects to see fruit. There is no fruit however and the vinedresser pleads with the owner on behalf of the tree for more time.

Manure, animal droppings, dung, guano, excrement, and a few other more vulgar names it goes by. But before I talk about the manure of life we should identify the objects in the parable.

The tree is us. Fallen, sinful people who have rebelled against God and lack fruit in keeping with repentance. The man or the owner is God the Father, creator of heaven and earth. Now the vinedresser, the man caring for the trees, is our Lord and Savior Jesus Christ. He pleads on our behalf, getting his hands dirty in hopes of

restoring us to a God pleasing way of life.

The last element of the parable is the manure. The stuff that will hopefully help the tree (that is us) come to repent and believe in God and his mercy. The hope of the vinedresser is that the manure will help the tree bear fruit. Fruit which is repentance and faith.

Repentance seems easy but Godly repentance is the process of constantly identifying specific sins, specific short comings, specific failures in our lives both large and small and changing our ways. Once we think we’ve found them all our journey is just getting started. For we are by nature sinful and unclean. If we say we have no sin we deceive ourselves.

The more we repent, the more forgiveness God gives us, the closer we get to God and the more of our sin we see. I doubt any of us will run out of sin to repent of before our Lord calls us home or returns.

Yet God helps us bear fruit with manure. He digs stuff in around us that stinks and is unpleasant but in the end provides the necessary elements we need to bear fruit. It is possible that he is intentionally putting this manure around us to help us bear fruit, the fruit of repentance. Sometimes it is the consequence of our sin,

should get reimbursed for the costs. Without the EAW completed, it makes it harder for a potential developer to commit to developing the project. An EAW is required because 32 housing units are proposed, exceeding the threshold of 25 for a mandatory EAW in the shoreland district. If the project were reduced to 24 housing units, an EAW would not be necessary.

At its February 7, 2019 meeting, MADA recommended that the EAW be postponed until there is a development ready to move forward for the Riverview lot. No action at this time.

Part 3: Archeological Study Staff worked with Blondo and Associates last year to complete the Archeological Study as requested by the State Historical Society as part of the bridge/ Sauk River EAW. The City was fairly certain the State Historical Society would have requested an Archeological Study for the Kraft lot EAW. As part of the initial Archeological Study process related to the bridge/river, the City expanded the scope of the Archeological Study to include the Kraft lot which allowed the City to have a significant cost savings instead of doing two separate reports. The following is a summary of the findings of the report: Blondo Consulting, LLC, in their report, found no historic properties within the study area. Blondo Consulting recommended no additional cultural resource work for the proposed CSAH 13 realignment project and development of the Kraft lot. Should buried artifacts, human remains, cultural sites, or ground features be unexpectedly unearthed during ground disturbing activities, all construction should immediately cease, and the resources be examined by a professional archaeologist. Additionally, appropriate authorities, including the pertinent tribal entities and the State Historic Preservation Office and the Office of the State Archaeologist, should be notified. A motion was made

by Mr. Klasen, seconded by Mr. Travis Frieler and unanimously carried to officially accept and adopt the report, “A Cultural Resource Assessment of the Proposed CSAH 13 Realignment Project and Development of the Kraft Lot, Melrose, Stearns County, Minnesota, Township 126N, Range 33W, Sections 34 & 35” completed by Blondo Consulting.

Mayor Finken stated that the Council and Utilities Commission has contracted with SEH to develop a design for the City Center HVAC system and come up with plans and specifications to address the needs of the system. SEH has presented their draft plan and it is proposed to accept the plans as presented and to formally seek bids based on the draft plans.

The Utilities Commission has reviewed the plans and have accepted the plans and recommend the Council approve. A motion was made by Mr. Hill, seconded

by Mr. Travis Frieler and unanimously carried to accept design and direct final plans be completed and bids be sought.

In accordance the 2019 Capital Improvement Plan, the City is to sealcoat several streets in the City. It was also planned to replace a portion of 5th Avenue. Mike Nielson with WSB provided a summary and short presentation on the project. A motion was made by Mr. Justin Frieler, seconded by Mr. Hill and unanimously carried approving the plans and specifications and authorizing WSB to advertise for bids.

Mayor Finken stated that

the City of Melrose in conjunction with Stearns County intends to construct a bridge to replace the 5th Ave NE Bridge in downtown Melrose. The project began in 2011 and has seen multiple iteration in design and funding. The design proposed is to move the channel north which will allow for a phased approach to address the Melrose dam and possible channel / reservoir modifications. This design also provided for single span bridge and road improvements of 1st St NE. Mr. Nielson provided a brief summary on what remains to be completed on the bridge design and the possible channel / reservoir modifications. A motion was made by Mr. Hill, seconded

by Mr. Klasen and unanimously carried authorizing entering into the contract with WSB & Associates for engineering services for the bridge design and channel re-alignment for an estimated fee of $225,000.

Mayor Finken noted that in sequence with the sidewalk pedestrian ramps along County Road 65, WSB has aided City staff in developing draft plans for the new sidewalk. Staff is attempting to meet with two property owners to review their need for driveway replacement, tree removal and retaining wall final designs .It is proposed to allow staff to finalize the sidewalk plan once these details are finalized. It is also proposed to allow staff to seek bids for the project as the intent is to install the sidewalk as no later than July 1, 2019. Funding is being sought from the State Farm Community Fund. These funds would be allocated to the project. It is also proposed to use a portion of TIF funds with the Jennie-O Turkey Store (JOTS) boundaries to offset a portion of the cost.

Plus, if funds are available, they could be spent outside of the JOTS TIF district to cover other portions of the sidewalk along CSAH 65. A motion was made

by Mr. Klasen, seconded by Mr. Justin Frieler and unanimously carried allowing staff to finalize the bids and specifications and to seek bids once plans are complete. A motion was made

by Mr. Klasen, seconded by Mr. Travis Frieler and unanimously carried allowing a portion of the CSAH 65 sidewalk project to be paid with funds from the JOTS excess TIF proceeds. This shall include sidewalk within the JOTS boundary to be funded 100% with excess TIF funds.

Allow funds to be allocated to sidewalk outside JOTS TIF boundary with excess TIF in accordance with State rule and regulation .If grant proceeds or other funds are received, they could be allocated towards the CSAH 65, reducing the TIF allocation accordingly.

Mayor Finken noted that at the Council’s January 3 meeting, they approved Phase I of the Melrose Sauk River Dam / Melrose Bridge Project. Phase I includes a channel realignment of the Sauk River, stream bank restoration, habitat improvement, removal of hazardous structures and adding recreation.

Phase II will allow for the future modification to the Melrose dam and improved habitat, shoreline, fisheries, environmental and recreational amenities in the Sauk River. Phase II may include but not limited to a full stream restoration of Melrose Lake or a modified rock arch rapids or similar concept. This will be determined at a future date, once it is known when the Melrose dam must be removed.

Phase I will allow the City of Melrose to prepare for and cost effectively comply with the Department of Natural Resources requirement to design and build

a Class II dam that meets the 1000-year event guidance from the Federal Emergency Management Agency (FEMA) to replace the existing dam. Minnesota rules require that dam projects involving public waters follow prudent, current environmental practices throughout its existence and that that project represents the minimal impact solution to a specific need with respect to all other reasonable alternatives. Phase I will allow for the design of the 5th Ave NE bridge to be a single span bridge over the Sauk River versus a design that requires a pier to be in the middle of the Sauk River immediately downstream of the Melrose dam spillway.

This design will eliminate a potential hazard if the dam were to fail as the embankments, habitat will be designed to support downstream water flow. Council Member Hill introduced Resolution No. 2019-16, Resolution Committing to Phase II of the Melrose Lake Improvement Project. The motion was seconded by Mr. Travis Frieler with a roll call vote recorded as follows: FOR: Council Members Hill, Travis Frieler, Justin Frieler, Klasen, and Mayor Finken AGAINST: None WSB & Associates has submitted a proposal for engineering services for the 2019 Chip Seal projects in the amount of $6,583. A motion was made by Mr. Travis Frieler, seconded

by Mr. Klasen and unanimously carried to approve the 2019 Chip Seal engineering proposal in the amount of $6,583.

The current owner of the rig has agreed to donate the rig to the Melrose Fire Department.

Tom Finken/Finken Waters has offered to donate $2,000 to the Melrose Fire Relief Association towards the restoration of the fire truck. Mayor Finken then presented City Administrator Brethorst with a small gift of appreciation and thanked Mr. Brethorst for making the community a great place. Mr. Finken stated that, not only is Mr. Brethorst a great leader, but also a great friend. He has done so much for the community. Mr. Brethorst thanked the Mayor, Council and community for letting him serve the community for the past eight years.

A motion was made by Mr. Hill, seconded by Mr. Justin Frieler and unanimously carried that the meeting be adjourned at 7:10 p.m.
