If you don’t have a plan B, you don’t have a plan

By Harvey Mackay You might have heard about the Chinese proverb that says, “When planning for a year, plant corn.

When planning for a decade, plant trees.

When planning for life, train and educate people.” And part of that training should be developing a backup plan.

You may have made the best-laid plans, but what if something unexpected happens? I can’t emphasize enough how important backup plans are. You should always have a plan B and possibly a plan C and D. The bigger the deal or event,

the more detailed your backup plan should be.

As I was building my envelope manufacturing company, whenever we had a big event I would always ask everyone on my team, “What can go wrong?” And just as important, “What is our backup plan?”

Planning is time consuming and let’s face it, many people don’t like to do it. But when you think about it, in business you don’t put all your eggs in one basket. That would be regarded as rash or unprofessional. That’s why you need a plan and, equally important, a backup plan.

I’m a big believer in being prepared.

How many special events, meetings, weddings or businesses have been ruined because people didn’t have backup plans? We live in an imperfect world. If we don’t plan for something to go wrong, something inevitably will.

Maybe it’s an out-of town speaker who can’t make it to your event due to bad weather, traffic, or plane or car trouble. Or your audio visuals go down, or there are transportation issues. There are a myriad of things that can go haywire.

I recently attended a charity event in a rural area. Ten minutes into the party, the lights went out. All the electricity

was off. Bye bye catering. That also meant the plumbing was inoperational, because it ran on an electric pump. This was an evening event, so sunlight was not an option. Guests stumbled in the dark to their cars, leaving all the silent auction items still artfully arranged on the tables. The night was a total bust.

The rescheduled event six weeks later – at an area hotel – drew fewer than half the original guest list. And raised half the anticipated funds.

People don’t plan to fail; they fail to plan. Did anyone give any thought to an emergency generator?

When I’m asked about important skills for leaders, it’s hard to beat a hungry fighter, but there are a lot of other traits that I look for, like planning skills.

Harvey Mackay continued from page 2 consider the worst-case scenario. For example, in the early 1950s, Hewlett Packard Company founders Bill Hewlett and Dave Packard needed an additional manufacturing plant to keep up with the company’s growth. However, they approached the venture with caution.

They chose a general design that, in the event of a company failure or hard times, could easily double as a supermarket space they could lease.

Planning, and backup planning, saves precious time because you are prepared to act if any unforeseen circumstances arise. Rather than switching into panic mode, you can react with confidence.

When I am preparing to give a speech, I have some specific requirements, including a second microphone, spare batteries and a technician in the room.

I carry a ruler and tape so I can enlarge the lip on the lectern so my papers don’t scatter all over the floor. I tape over the door latches so the noise doesn’t distract the audience if someone comes in late.

When you have worked hard to deliver a quality product, it hardly makes sense to ignore the details. Plan ahead to prevent disasters.

Obituaries Delores E. Roering

Delores E. Roering, age 89 of Grey Eagle, died peacefully on Saturday, March 22, 2014 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial was held at 11:30 a.m. Tuesday, March 25 at St. Joseph’s Catholic Church in Grey Eagle with Rev. Ronald Dockendorf officiating. Interment was at Lakeview Cemetery in Grey Eagle.

Delores Elizabeth Dolence was born June 19, 1924 in Birchdale Township, Todd County, Minnesota to Andrew and Josephine (Berscheit) Dolence. She was united in marriage to Robert McClintick on June 6, 1943 at St. Joseph’s Catholic Church in Grey Eagle. They resided in Grey Eagle in 1969 until he passed. Delores was united in marriage to Lawrence Roering in 1975. They lived together in Grey Eagle until he passed in 1983. In 1948, Delores started working at Fuller Company, the local general store in Grey Eagle. She continued to work for the owners that followed. Her daughter, Beverly and sonin-law, Lanae McDermond purchased the store in 1974. She worked for them along with many friends and family members until she retired in 1998 when they sold

McDermond’s Supermarket.

Delores loved playing cards and was known for baking her famous carmel rolls.

She would give them away to her friends, nieces, nephews, grandchildren, and many others. She was a member of St. Joseph’s Catholic Church in Grey Eagle and the Christian Mothers.

Delores is survived by her daughter, Beverly (Lanae) McDermond of Grey Eagle; grandchildren, Kelly (Bryan) Allen of Burtrum, Bradley (Brenda) McDermond of Grey Eagle, Kara (Craig) Rademacher of Freeport, Amy (Cale) Johnson of St. Joseph, Heather McClintick of Cody, WY, and Renee (Eric) Johnson of Omaha, NE; and eight great-grandchildren; sisters, Joan Rohde of Grey Eagle and Marge Hinman of Grey Eagle; and many nieces and nephews.

She was preceded in death by her first husband, Robert McClintick; daughter, Lisa Marie McClintick; second husband, Lawrence Roering; son, Robert “Bobby” McClintick; sisters, Kathryn Woodman and Theresa Sobota; brothers, Robert, Paul, Joseph, and Andrew Jr. “Andy”.

Serving as casket bearers were Brad McDermond, Bryan Allen, Craig Rademacher, Cale Johnson, Eric Johnson, and Grant Allen. Cross bearer was Carver McDermond and scripture bearer was Renee Johnson.

Arrangements were made with PattonSchad Funeral & Cremation Services of Grey Eagle.

Kasper, age 74, of Burtrum, who passed away on Sunday at CentraCare Health Systems-Long Prairie. Burial will be at a later date in the Moses Dane Cemetery near Burtrum.

Henry Edward Kasper was born April 13, 1939 in Little Sauk Township, Todd Country, Minnesota, the son of Edward and Irene (Hale) Kasper. He grew up in the Long Prairie area and attended Frog Pond County School. He became a livestock dealer, and many of his customers also became lifelong friends. Henry also ran a tire repair

Eileene Gertrude Shabel Mass of Christian burial celebrating the life of Eileene Gertrude Shabel, age 76 of Grey Eagle took place We d n e s d a y, March 26, 2014 at St. Mary’s Catholic Church in Upsala. Father John Odero officiated and burial took place in the parish cemetery following the mass.

Eileene died unexpectedly at her home in Grey Eagle Sunday morning, March 23, 2014.

Eileen was born January 19th 1938 in Moran Township in Todd County to Floyd and Gertrude (Cordie) Judd. She graduated from Little Falls High School.

After high school, she spent some time in Holdingford before moving to the cities.

During her time in the cities is where she married Erwin Shabel in 1957. She lived in Columbia Heights where she worked as a mother and home-maker. She also volunteered as a cook in an elementary school cafeteria, worked for Target for nearly ten years, and also managed her sons band from the mid seventies to the eighties. Most of all, Eileene loved spending time with her family and her dogs.

Eileene is survived by her children Mike (Laurie) Shabel, Grey Eagle; Dan Shabel, Little Falls; Debra Shabel, Columbia Heights; Linda (Tim) Ryan, Brooklyn Park; her five grandchildren; and her siblings Delana (Angelo) Smeija, Hackensack; Elaine (Ken) Hagen, Golden Valley; Mary Ann Hines, St. Cloud; Elizabeth (Bob) Haranahan, Little Falls.

Verna E Klemish

Verna E. Klemish, 82 year old resident of Swanville, MN passed away Sunday, March 23, 2014 at her home near Swanville. A Memorial Service will be held at 11:00 A.M. on Thursday, March 27, 2014 at the Shelley Funeral Chapel in Little Falls, MN with Rev. Trish Jorgenson officiating. Visitation will be one hour prior to the service on Thursday at the Shelley Funeral Chapel. Burial will be at a later date.

Verna Ellen Lofquist was born in Redwood Falls, Minnesota on December 13, 1931 to the late Olaf and Hilma (Peterson) Lofquist. She graduated from Upsala High School and then went on to the Elliot Business College for Secretarial courses. In

1955, she was united in marriage to Louis A. Klemish and they raised 3 children. Along with being a wonderful Mom, she began working at the Morrison County Record as a proof-reader in 1989. A few years later she began to write the Recipe column in the MC Record and continued even after her retirement from the Record. Along with her love for cooking and baking, she enjoyed her MN Twins baseball team and looked forward to the season opener every spring.

She loved reading, crocheting and planning family get-togethers. She will be deeply missed by her children, Theodore Klemish (special friend, Kay), Victoria Barber (Jeffrey), and Tyrus Klemish (Donna); her Swedish daughter, Malin Schmidt (Yohan); 11 grandchildren that she loved with all her heart; sisters, Carole McDowell of LA, Norma Bolstrom of OR, Janet York (Dale) of OR; many nieces & nephews.

Verna was preceded in death by her parents; sisters, Joan Gafkjen, and Marlee Holmen.

Angeline “Angie” Nentl Angeline “Angie” Nentl, age 83, Holdingford died peacefully at home surrounded by family after a courageous battle with cancer on Saturday, March 22, 2014. Mass of Christian burial was held We d n e s d a y, March 26, 2014 at the Church of All Saints- St. Mary’s Catholic Church, Holdingford. The Reverend Gregory Mastey officiated and Reverend John Paul Knopik concelebrated.

Burial followed in St. Mary’s Cemetery in Holdingford.

Angie Nentl was born August 31, 1930 in Brockway Township, Stearns County in Opole, MN to Joseph and Constance (Warzecha) Pintok. Angie graduated from Holdingford High School in 1948. She moved to Minneapolis and worked at Investors Diversified a number of years.

She was united in marriage October 1, 1956 to Joseph Nentl, Jr., at Our Lady of Mount Carmel Catholic Church in Opole. The couple lived in Holdingford all their married life. Angie was a member of All Saints St. Mary’s Parish in Holdingford. Active in the Christian Mothers, Mary’s Mission Group,

a sacristan, Eucharist Minister and taught religious education for many years.

Angie loved baking and giving care packages, embroidering, knitting, gardening, bird watching, acknowledging birthdays, anniversaries, illnesses or just writing a friendly note and writing in her diary daily since she was a young adult. Her most cherished time was spent with her children, grandchildren, greatgrandchildren and family members.

Expressing her faith was a priority every day.

Angie will be deeply missed by her children Joan (Ronald) Frie, Charles “Charlie” (Tabatha), Holdingford, Laura (Robert) Schroden, Cold Spring. Her grandchildren Stacy (Michael) Kortenbusch, Timothy Frie, Stephanie (Curtis) Derichs, Cassandra and Isaac Nentl, Jordon and Nickolai Rathbun, Hannah and Paul Schroden. Great grand-children Alexis and Brielle Derichs and Collin Kortenbusch.

Dave Says -By Dave Ramsey Dear Dave, I want to buy a foreclosure.

How do I go about it, and where do I look?

I’m having a hard time making anything happen, because it seems like the real estate brokers are buying them up before I know they’re available or have a chance to look at them.

-Jeff Dear Jeff, I used to buy and sell foreclosures for a living, and for a while I ran into the same trouble you’re having now. It didn’t take long for me to realize that you need to be the first one to talk to the person who’s suffering the foreclosure.

It can almost be a first-come, firstserved situation, and you need to beat a path to the person’s door in a hurry if you want a chance to make a deal!

Another problem I noticed was that a lot of the people who were being foreclosed on owed lots more on the house than I was ever willing to pay.

Plus, it’s really tough to get a short sale

worked out in the two or three weeks before the foreclosure actually occurs.

So, I started looking for houses that had some decent equity in them. I’d leave it alone if the house was worth $110,000 and there was still $100,000 owed. But if you’ve got a situation where they owe $100,000 and it’s worth $300,000, then we’ve got something to talk about!

Once you find some good possibilities, cut them out of the local newspaper or legal publication, then go to the courthouse and look up how much each one of them owed. That culls about 90 percent of them. After that, I’d just drive over and talk to the 10 percent that are left. I found lots of good deals just talking to the owner before the foreclosure sale took place!

-Dave Dear Dave, My wife and I bought some furniture a while back on what we thought was a 24-months-same-as-cash plan. The original purchase price was $1,600. The other day, I got a call from a collector saying that it was actually a 12-month plan, and the balance is now $2,800. We looked at the contract, and it was our mistake on the length of the plan. Much of the Swanville community came out to enjoy the annual Read Across America book night at the elementary school. Each child, newborn to 6th grade, was given a free book and then participated in many activities for onehour of fun based on the Winter Olympics. Students from junior high and high school, along with most of the staff volunteered to lead each of the games and activities, including: Bingo, Torch Obstacle Course, Dart Trivia, Hockey Shoot, Luge, Bobsled Racing, Olympic Ring Toss, Olympic Ring Cookie Decorating and more. Journey with Jesus to Calvary

Practice has begun for 60+ parishioners of St. Francis of Assisi Parish (located between Albany and Upsala on State Hwy. 238) who are presenting “Journey With Jesus to Calvary,” a unique play presented Palm Sunday weekend. Some of the characters in the performance include: a donkey, Judas, Peter, Pontius Pilate, the Centurion, Simon, Veronica, Mary, Barabbas, and Jesus.

Through the creativity of the parishioners, this production has grown from its initial performance in 2009 to the current production. It is amazing how this small rural parish has discovered so many hidden talents. Several parishioners created unique costumes that fit the era. Several others designed a donkey with character who has moving ears and a tail. Still more volunteered to be towns people or other extras in the play, or sing in the choir or do solos. God has truly inspired all those participating in the “Journey” performance.

The performers agree that Holy Week is more meaningful since per-

forming in this play. It has brought the parish together in both mind and spirit.

It has also brought back individuals who have attended performances each year and traveled many miles to St. Francis of Assisi Parish. They agree that by placing themselves in the shoes of each character, they experience Holy Week in a new light. The story doesn’t change......we have all read about it. However, seeing it brought to life before your eyes has an impact that is indescribable.

Performances for religious education students, parents and teachers is set for Wednesday, April 9, at 7:00 p.m.

Public performances are set for Friday and Saturday, April 11 and 12 at 7:30 p.m. The final performance is on Sunday, April 13 (Palm Sunday) at 1:00 p.m.

St. Francis of Assisi Parish is located north of Albany on Highway #238.

The cost is free, Jesus already paid the price. Free will offering to benefit the religious education program is suggested.

-Robert Dear Robert, This is one of the reasons I tell people to stay away from “same as cash” agreements. You may not have agreed to a specific percentage rate, and I’ll bet it’s something less when you factor in the time before and after the 12-month period ended. Still, I’m pretty sure that when you signed the contract you did agree to have this thing convert to a financed contract if you didn’t pay it off in 12 months. These kinds of deals are really scummy. Not only have they charged you interest since the 12-month period ended, they’ve also back-charged you interest for the entire length of the contract!

These same-as-cash contracts are a bear trap, Robert. They’re designed to screw you over big time. You can try to dispute it, but I’ve got a feeling you’ll lose and have to pay about $1,200 in stupid tax on this one. Lots of people think they can pull one over on a company with the “same as cash” deal, but stuff almost always comes up— even if you don’t misread the contract.

I’ve said it a million times, Robert.

Bill which repeals taxes is a ‘good start’

The tax bill, which was finally passed and sent to the governor last Friday afternoon, was a long time in coming.

After House passage of its own tax repeal bill three weeks earlier, the Senate did not follow suit and take quick action to repeal the business-tobusiness taxes they had enacted just last year. It wasn’t until Gov. Mark Dayton took Senate Democrats to task that action heated up. The bill was marked up in their tax committee last Wednesday and sent to the floor the following day.

Normal procedure calls for bills, when arriving on the floor, to have their second reading and not be up for debate for at least another day. Republicans wanted that extra day to study the bill and wouldn’t relent to waiving the rules so it could be heard immediately. That’s when more political posturing took place with the governor blaming Republicans for the one-day delay in passing the bill.

That was after his own party had delayed action for several weeks, right during taxfiling time.

In any event, the bill was passed and,

as I said on the House floor during debate, it was a “good start.” The bill repeals just more than $440 million in taxes and adds several items to Minnesota’s list of federal conformity. Of great importance to residents of our district is the repeal of sales taxes on the repair of agricultural and other commercial equipment. I was disappointed the repeal was Not made retroactive, so there will be no refunds of the tax already paid. Sales tax on the labor portion of repair bills will disappear on April 1. The tax on telecommunication equipment and the warehousing tax were also repealed.

We are being told another tax bill is forthcoming. Keep in mind that the DFLcontrolled Legislature raised taxes last year by over $2 billion, and projections call for $1.2 billion to be left in state coffers at the end of the current biennium.

With the repeal bill just passed, and with another $150 million set aside in the budget reserve, there is still a healthy sum left (about a half-billion dollars). Some departments have been given revised targets, meaning they will have more money to spend yet this year. For example, transportation is in line to get an additional $50 million. It’s also possible the bond-

ing bill will be increased past the agreed upon limit by using cash to pay for additional items.

Another part of the tax bill just passed is the repeal of the “gift tax” in Minnesota. We were one of only two states that had this type of tax, and its repeal is good. The inheritance tax exemption is also going to ratchet up over the next five years. The current exemption is $1 million and, starting next year, that amount will go up by $200,000 each year until it reaches $2 million. The three-year “look-back period” for gifting will remain, however.

We just can’t seem to get winter to release its icy grip. Sloppy and slick driving conditions last week followed by cold weather over the weekend left many wondering when spring will actually arrive. The wind chill at many locations dipped below zero once again. Road restrictions are in place, and pot holes have also made their presence known. Thanks to all our road crews for their work this winter in keeping the roads as safe as possible. Not only was it cold, but we had so much wind, which made their work even more difficult. We sometimes take for granted that they will be out working in any conditions. So, to those who plow our township, city, county and state roads and highways, thanks for a job well done.

Justin came home from school with a note from his teacher. After handing it to his father he stood quietly as he read it out loud. “Mr. Brady, Justin started a fight during recess today and was sent to the principal’s office. Please discuss this matter with him and decide what punishment he should receive.”

After reading the note, his father looked him in the eyes and said, “Justin, I’m really disappointed in you. I never thought you would do something like that!”

No one enjoys being judged for wrong doing. We all want to believe that we live a life that reflects clean hands, a pure heart and a mind free of evil thoughts. But if we were to be questioned and asked if we lived up to those character traits, not many of us would “cross our hearts and hope to die” if challenged.

David knew that his hands were not clean nor his heart pure nor his mind free of evil thoughts. So, he appealed to the mercy and grace of God and cried out to Him and said, “Declare me righteous, O Lord, for I am innocent, O Most High.”

That wonderful declaration of David was finally and fully answered in Christ.

When he called for the righteousness of God to declare him innocent, he knew that it was in God’s nature to forgive him for his sins and to deliver him from his sinful behaviors.

Local Municipality Minutes Melrose City February 20, 2014 The Melrose City Council met in a Regular Meeting on Thursday, February 20, 2014 at 5:30 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Joe Finken, Dick Christenson, Jenny Mayers and Tony Klasen, Mayor Tim Vogel, City Administrator/ Treasurer Michael Brethorst and City Clerk Patti Haase. Mayor Vogel presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Christenson, seconded by Mr. Finken and unanimously carried to approve the agenda as submitted.

Mayor Vogel then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. the minutes from the Council’s Special Joint Meetings with the Utilities Commission of December 4, 2013, December 9, 2013, and the December 19, 2013, and the January 23, 2014 Regular Meeting. b. list of bills in the amount of $169,976.19. c. list of investments for the month of January. d. Fire Chief Jeremy Kraemer is requesting Council approval to hire Susan Feldewerd, Dakota Massman, Adam Schmidt, and Lucas Blonigen. The oral interviews and physical fitness tests have been completed. The hiring of Ms. Feldewerd, Mr. Massman, Mr. Schmidt, and Mr. Blonginen is contingent upon a successful background investigation and passing a pre-employment physical. With these new hires, the Department will be at 28 members. e. On March 5, Accounting Clerk Sue Rademacher will complete two years of service with the City. City Administrator Brethorst conducted Ms. Rademacher’s review and it is favorable; therefore, recommends approval of a step increase from Step 4 ($19.21/hour) to Step 5 ($20.08/hour). f. Staff is recommending that Sandy (Imdieke) Yurczyk be appointed as the Assistant Ambulance Coordinator for 2014 and 2015.

Mrs. Yurczyk has served in this capacity since 2010. The City received one other application which was later withdrawn.

A motion was made by Mr. Finken, seconded by Ms. Mayers and unanimously carried to approve the consent agenda items.

Mayor Tim Vogel and members of the Council welcomed the visiting teachers and students from Bühl and Ahaus, Germany and presented each of them with a gift bag on behalf of the City. The representatives from each of the respective cities spoke of the wonderful experience that has been provided to them throughout their stay. Melrose German Teacher Stefan Rink noted what a great learning opportunity it is for everyone and expressed his appreciation to the host families and all those that made this event so memorable.

Police Chief John Jensen presented the Police Department’s January report. He noted there were 130 calls for service during that month, compared to 182 for January 2013. A total of four citations were written for the month of January. The year-to-date number of calls is 130 compared to 182 in 2013. For the month of January 2014, the Department received 10 agency assist calls.

City Attorney Dymoke reported that during the period from January 16 through February 13, he has given significant attention to the following projects: • Encroachment Agreement: Prepared revised encroachment agreement for use with 1st Avenue SE properties.

• Verizon Tower Lease: Received and reviewed tower lease agreement from Verizon. Discussed Verizon’s proposals with City Administrator and prepared response to requested changes.

The Council next gave consideration to approving the quote received from the League of Minnesota Cities Insurance Trust (LMCIT) for worker’s compensation

insurance for the period of March 7, 2014 through March 7, 2015.

The net premium costs for the upcoming period are $45,261. The quote in 2013 was $50,500; which is decrease of 11%. The experience modification decreased to 0.69% for the 2013-2014 coverage period; down from .89% for the 2012-2013 coverage period. It is recommended that the City again approve the regular premium option.

The General Fund share of the premium is $29,501 and the Utilities’ share is $15,760 (compared to $33,019 and $17,481, respectively, for the past year).

The Commission, at its February 10 meeting, took action approving worker’s compensation insurance renewal quote from LMCIT in the amount of $45,261. A motion was made by Ms. Mayers, seconded by Mr. Klasen and unanimously carried concurring with the Commission approving the worker’s compensation insurance renewal quote from LMCIT in the amount of $45,261.

Mayor Vogel noted it was the opinion of WSB & Associates that the City should pursue the DNR’s Local Trail Grant Program as a source of funding for a trail connection between the Sauk River Park and the Lake Wobegon Regional Trail. The grant is used to provide local connections to regional trails and to fill gaps in the local trail system. The Council, at its August 15, 2013 meeting, entered into an agreement with WSB & Associates for the preparation of the DNR Local Trail Grant. Rose Ryan with WSB has begun the application process. Council Member Klasen stated that he would like to see the City portion scaled back to

$37,500. Mr. Klasen noted there are street projects that need to be funded and believes would be a better use of the funds. Mayor Vogel concurred.

Mr. Klasen introduced Resolution No. 2014-9, Resolution Supporting Application of the DNR Trail Grant with the City of Melrose contribution to the project be set at $37,500 in non-state cash matching funds. The motion was seconded by Mr. Christenson with a roll call vote recorded as follows: For: Council Members Klasen, Christenson, Finken, Mayers, and Mayor Vogel; Against: None.

Mayor Vogel reported that as a result of the Council’s January 23, 2014 meeting, at which time Police Chief John Jensen had announced his retirement to be effective May 16, 2014, the Council took action to do an internal posting only for the Chief’s position. The posting took place from February 3-10. The single applicant for the position is current Police Sergeant Craig Maus.

An interview was conducted on Friday, February 14 by City Administrator Brethorst, HR Coordinator Diane Gruber, and Jim Hughes, Sartell Chief of Police. Mr. Maus was offered and accepted the offer for the position of Police Chief effective May 17, 2014 upon Council approval. The offer included Step 4 of 7 on the wage scale which is $64,0235.53; paid overtime for hours funded through grant programs (this will require a personnel policy be drafted); membership to National Police Chief’s Association and associated training and travel as budgeting allows; and providing funding and time to become a certified Emergency Manager. Council Member Klasen is requesting that

the Council be given the opportunity to interview the candidate. After further discussion, the Council, by consensus, tabled action and will bring it back on the March 3 Special Joint Meeting agenda.

The Council and Public Utilities Commission will hold a Special Joint Meeting on March 3 at 5:30 p.m. to discuss the organizational structure.

The Local Board of Appeals and Equalization Meeting with Stearns County Assistant Assessor was tentatively scheduled for Tuesday, April 29 at 4:30 p.m. However, Stearns County was able to change the date to Thursday, April 17, at 4:30 p.m. to coincide with the Council’s Regular Meeting. Please note the date and time as a quorum is required for this meeting.

Mayor Vogel stated that in order to improve efficiencies, staff is recommending revisions to the Purchasing Policy allowing Department Heads and Supervisors to make purchases of up to $5,000.

The Policy currently allows Department Heads and Supervisors to make purchases in the amount of $3,000 or less. Staff is also recommending that purchases in the amount of $5,000-$10,000 be allowed provided they are approved by the appropriate Department Head or Supervisor and the City Administrator. Purchases can be made only if within the aggregate budget amount. The Utilities Commission, at its February 10 meeting, approved the revised Purchasing Policy. Mr. Klasen noted that he was not in support of increasing the purchasing threshold to $5,000 for Department Heads and Supervisors. Mr. Klasen feels that in order to keep cognizant of the budget, purchases of over $3,000 should require two signatures, one from

the Department Head or Supervisor of the appropriate Department and the City Administrator. The Council was in agreement with this recommendation.

A motion was made by Mr. Klasen, seconded by Ms. Mayers and unanimously carried approving purchases in the amount of $3,000 - $10,000 be allowed provided they are approved by the appropriate Department Head or Supervisor and the City Administrator.

Since 2012, the Council has approved allocating the interest earned from the Fund 203 to specific set asides within Fund 203 versus a transfer to the General Fund

for operations. It is anticipated the General Fund will see a slight increase in the General Fund balance and so does not need to transfer the interest to the General Fund. Approximately $40,000 worth of interest has been generated in 2013.

In accordance with GASB 54, staff recommends dedicating the funds to specific projects versus the unallocated fund within Fund 203.

A motion was made by Mr. Christenson, seconded by Mr. Finken and unanimously carried adopting Resolution No. 2014-10, Committing Fund Balances for Specific Purposes.

Volunteers, riders and participating local faith communities joined in a beautiful day of family fun and entertainment.

“Each year, this event just gets better and better,” said Chuck Rieland, Volunteer Ride Director. “We see how the money we raise at this event is making an impact and it just makes everyone want to keep trying to improve it year after year.” In the eight years the event has existed, the family fun ride has raised over $586,000.

“Despite the fact that the ride has raised record amounts each year,” said Rieland. “We still have crucial work that needs to be done.”

The primary beneficiary of the Lake Wobegon Ride is Catholic Charities St. Cloud Children’s Home, a residential treatment home for youth at risk, ages 8-18, who are receiving individual, family counseling and learning healthy coping skills at a critical time in their adolescence, giving them an opportunity to turn their lives around.

In 2013, Catholic Charities started building an Intensive Treatment Cottage for youth who need more intense treatment and supervision as part of Catholic Charities Saving Children, Saving Families Campaign. A portion of the proceeds from the Lake Wobegon Ride will also go to that campaign so that all of those who participate in the ride will leave a lasting legacy that will help children and families for generations to come.

Alternative publication of public notices would allow cities the option to publish required notices on their city website instead of, or along with, the community’s newspaper to improve citizen access to city information. The bill is expected to be heard in the Senate State and Local Government Committee Wednesday, February 26 at 3:00 p.m. Resolution No. 2014-11, A Resolution Supporting Legislation Allowing Cities to Designate Their City Website To Publish Public Notices was presented. Council Member Mayers stated that she does not support the initiative as it is her belief that many individuals do not have internet and obtain information through postings and publications. Although members of the Council had no objection to having the notices published on the website, they felt this should be in addition to the newspaper publication and posting. DNR reminds ATV operators to steer clear of road ditches in the agricultural zone With warm weather on the way, many all-terrain vehicle (ATV) riders are anxious to hit the trails, but the Department of Natural Resources reminds riders to be aware of riding restrictions in some parts of the state due to wet conditions or closures.

Between April 1 and Aug. 1, Minnesota law prohibits ATVs from riding in ditches in the agricultural zone, that is, the area of the state south of a line that runs roughly from Moorhead to Taylors Falls along Highway 10 and Highway 95. The area roughly covers the southern half of the state.

“During these four months, ATV riders need to stay out of the road ditches completely in the agricultural zone,” Lt. Leland Owens, DNR recreational vehicle coordinator said. “In addition to the law prohibiting ATV use, those road ditches provide some of the only nesting habitat available in places.”

The ATV restriction does not apply to

grant-in-aid trails or to ATVs registered and used exclusively for agricultural purposes.

Owens said that in addition to potentially disturbing wildlife, ATVs in wet road ditches can cause erosion problems and even, in some cases, damage the roadbed itself.

As they do each spring, the DNR will need to temporarily close some state forest roads and trails to ATV operators due to wet conditions.

All off-highway vehicle riders are encouraged to check on trail conditions and temporary closures before planning riding trips to prevent damage to forest roads and trails.

Clean Feet -By Sheila Ripplinger In our day, we focus a whole lot on physical looks and cleanliness. Americans are spending record amounts of money each year on manicures and pedicures because of the priority we place on maintaining a well-groomed appearance.

There is nothing wrong with supporting the retail market that encourages us to keep clean- in fact, there is the wonderful story in the Bible about Esther, who was chosen and sent to go through twelve months of beauty treatments before she was brought to the king!

In Jesus’ day, it was customary to have your feet washed before a meal.

Wearing open sandals all day, walking through desert dirt, manure, and other grime, one can imagine how filthy their feet were!

It was common to have a servant meet you at the door, remove your sandals, and wash your feet. On the evening prior to Jesus’ arrest and crucifixion, the disciples were reclining at the table in the upper room sharing a meal together.

The Lord Jesus, aware that the disciples did not have their feet washed, got up from the meal and began to accomplish this lowly task.

When Jesus got to Peter, Peter said, “No!” He could not bear the thought of his Master and Teacher performing this menial, humiliating duty of a servant!

Jesus replied to Peter, “Unless I wash you, you have no part in me.” Peter then asked Jesus to give him a full bath!

In John 13:10, Jesus tells Peter that he is already clean; he had been spiritually cleansed by believing in Him. He merely needed to have his feet washed to experience what Jesus was trying to teach them about humbly serving others in His Name.

The same is true for followers of Jesus today. Even though we have been spiritually cleansed and forgiven through believing in Jesus, we must come to Him daily and allow Him to

wash the dirt off of our feet before we can continue to have true fellowship with Him, and before we can genuinely serve others in His Name.

As we walk through this world, we pick up the grime of sin which separates us from a Holy God. We step in the manure gutter of pride, slander, jealousy, and immorality. No matter how hard we try to keep up our appearance, the Lord sees the dirt and grime that we cannot scrub off at the Spa. Jesus performed this service to His disciples to set an example for us to serve one another in humility, mercy and grace. Sadly, professing Christians sometimes misinterpret this and take it upon themselves to be condemning by only pointing out the dirty feet of others. They do not even realize the stench in their own shoes that keeps people from wanting to get too close. And they even turn people away from Jesus. This was NOT what Jesus was teaching. He said in John 13:17, “Now that you know these things, you will be blessed if you do them.”

Romans 10:15~ “How beautiful are the feet of those who bring good news!”

Ham Bingo and Raffle April 6

The Guardian Angel Youth Group, which serves the Parishes of Holy Cross in North Prairie, St. Stanislaus in Bowlus, St. Edward’s in Elmdale, St. Mary’s in Upsala, and St. Francis of Assisi in St. Francis, will be hosting a Ham Bingo and Raffle on Sunday, April 6th at 1:00 p.m., at St. Mary’s Catholic Church in Upsala. They will sell 20 games, with a Blackout game to follow. There will be many door prizes for all ages with lunch to follow.

Proceeds from this event will help fund their Steubenville Youth Conference trip this July as well as other youth activities throughout the year.

SCSU student studying Polish Catholic shrines seeks volunteers

Katherine Koschak, a student in the Geography department of St. Cloud State University, is conducting research for her thesis on Polish ethnicity’s influence on Central Minnesota’s Catholic landscape. Koschak is seeking participants for her study who are of Polish Catholic heritage, have shrines at their residences and are willing to disclose their addresses for the purposes of creating a map. Cool weather does not mean strong ice

As snow continues to melt, the Minnesota Department of Natural Resources reminds winter recreationists that ice in the Twin Cities metro area is deteriorating rapidly.

“While we have had temperatures in the 20s or 30s that does not mean the ice on a lake, pond or river is safe,” said Kara Owens DNR boat and water safety specialist.

Right now the ice around the metro is in the melting stage and thickness levels vary from area to area, she said.

Many metro area lakes are still ice covered, but both the Mississippi and St. Croix rivers have open water.

The recent snowfall does not mean safe ice either. Snow weighs down on the ice and insulates the ice, preventing cold air from getting through.

So far this winter (November to April), two people have died from falling through the ice or in open water compared to six ice fatalities last winter (2012-2013).

On Jan. 23, a 38-year-old ice fisherman died after he broke through the ice on the Minnesota River in Scott County.

Less than a month later, on Feb. 15, an ice fisherman died after falling into open water inside his spearfishing house on Maple Lake in Polk County.

“The bottom line is it‘s crucial that people do not let their guard down and recognize ice is never 100 percent safe,” Owens said.

DNR encourages homeowners to burn vegetative debris early

The Minnesota Department of Natural Resources encourages homeowners to dispose of vegetative debris before the snow melts and fires spread more easily.

Vegetative debris includes downed trees and branches, grass clippings and leaves. Getting rid of this debris is especially important with large woody debris piles in areas that experienced storm damage over the last couple of years. Burning these piles when there is no snow cover can pose a serious threat for spring wildfires due to flying embers and smoldering coals these fires generate.

When there is less than 3 inches of snow, state law requires people to get a permit to burn and to activate the permit daily for open fires other than campfires.

Permits are available online at www. mndnr.gov (www.dnr.state.mn.us/forestry/fire/questions.html), from local fire wardens, community/city offices or from DNR area forestry offices.

Traditionally, most wildfires in Minnesota occur in April and May. “Because of the high fire danger between snow melt and spring green up, the DNR restricts burning activities during that time,” said DNR Fire Prevention Coordinator Larry Himanga.

Fire danger increases when the snow melts and winds dry the dead standing grass and brush. At that time, local DNR wildfire managers will restrict burning permits in their areas.

Spring fire restrictions cover large areas of the state; open burning will be drastically limited until summer green up occurs. Because more than 95 percent of Minnesota wildfires are caused by human error, the restrictions have resulted in a dramatic decrease in both the numbers and sizes of accidental fires, Himanga said.

The restrictions are weather dependent, but normally last from four to six weeks until sufficient green vegetative growth occurs. Although the DNR has not set the date for restrictions to begin, they are likely in the southern part of the state in a couple weeks.

Although there may still be snow on the ground today, the DNR urges caution when burning debris piles. Attend fires at all times and make sure a fire it is out and cold to the touch before leaving.

This will require stirring or spreading ember piles. Use water to put out the fire when possible.
