Try brainstorming to remedy cloudy thinking -By Harvey Mackay An electric utility in the northwestern U.S. had problems with ice building up on its power transmission lines during the winter.

The company had to send linesmen out to climb the pylons that held the lines to clear off the ice and snow. It was difficult and dangerous work, especially as bears sometimes wandered close to the pylons as the linesmen were working.

One day a group of linesmen got together for a brainstorming session, hoping to find a better and safer way to clear away the ice. One linesman mentioned that a bear had actually climbed a pylon after him once. That led to a humorous suggestion of placing honey pots at the top of the pylons to attract the bears. Then, as they tried to get to the honey, they would knock the snow and ice free.

Then an administrative assistant said, “But we’d need to use helicopters to place

the pots at the top of the pylons, and the vibrations would frighten the bears and chase them away.”

Eureka! The answer was right in front of them. Soon afterward, the company began sending helicopters up into the air – without honey pots – and using the vibrations and wind created by their motors and rotors to knock the ice down.

A casual comment had solved the problem. And that’s the beauty of brainstorming.

Brainstorming is defined as a group problem-solving technique that involves the spontaneous contribution of ideas from an individual or all members of the group.

The term was popularized by Alex Faickney Osborn in the 1953 book, “Applied Imagination.” Osborn claimed that brainstorming was more effective than individuals working alone in generating ideas.

Brainstorming can be a powerful process for sparking creativity and stocking your supply of ideas. It is like a password to open minds. Brainstorming began when Osborn, who was presumably searching for an idea, decided to ask a few of his colleagues for input. He set

out five core principles upon which all brainstorming is built to this day.

1. Gather together a group of people into a room with plenty of easels and whiteboards.

2. Capture all ideas that come to mind, even if they sound crazy – especially if they sound crazy.

3. The more ideas, the better. Your initial goal is quantity, not quality.

4. Do not apply critical thinking.

There’s no such thing as a bad idea – the evaluation process comes later.

5. All ideas belong to the group, so people should be encouraged to build on each other’s ideas.

Harvey Mackay continued from page 2 more familiar with the reality of most brainstorming sessions. They can easily devolve into meaningless time traps if at least some semblance of organization isn’t present.

If you haven’t come up with any good ideas lately, you might want to try different approaches to getting the creative juices flowing. These are some of my favorite brainstorming techniques: • Swap problems. Sometimes, the longer and harder you look for a solution, the more elusive it becomes. A fresh set of eyes can make a big difference. Have people write down their most difficult problem, and drop them all in a hat. Then have everyone pick a problem from the hat and try to solve it. Encourage people from different areas to get together and learn something about each another’s problems and skills. This activity can kick start ideas and approaches that go far beyond the usual thinking.

• Form a dream team. Collect a small group of people to meet once a week.

Emphasize that each person has been

invited for a reason. Include creative types as well as technical experts, and at least a couple of people who are unfamiliar with the problem. Limit attendance so everyone gets a chance to contribute. Their only job is to generate, share, and discuss ideas for innovation.

• Keep an open mind. Don’t set limits on what kinds of ideas are acceptable. If you’re leading, be careful not to dominate the session. Halfway through the session, vote on the ideas. Throw out the bad ones and seek ways to improve the good ones.

• Look for bad ideas. Hold a “dump the ideas” meeting with colleagues.

One topic: “What should we stop doing so we have more time and energy for innovation?” This may seem like a reverse approach, but it can be incredibly useful.

Eliminating the clutter makes room for fresh approaches.

Obituaries Madeline B. “Margie” Duclos

Madeline B. “Margie” Duclos, age 92 of Melrose, died Sunday, March 22, 2015 at St. Benedict’s Care Center in St. Cloud, Minnesota.

A Mass of Christian Burial was held Wednesday, March 25 at Sacred Heart Catholic Church in Freeport with Rev. Roger Klassen, O.S.B. officiating. Interment followed in the parish cemetery.

Madeline Bertha Luethmers was born October 22, 1922 in Krain Township, Stearns County, Minnesota to Bernard and Anna (Ostendorf) Luethmers. She was united in marriage to Henry Duclos on October 30, 1943 in St. Anthony. The couple owned and operated Freeport Trucking for many years.

Madeline then worked as a nurse’s aide at the Mother of Mercy Nursing Home in Albany. After retirement, she continued to call Freeport her home. She enjoyed flowers, gardening, and quilting.

Madeline was preceded in death by her husband, Henry Duclos; parents, Ben and Anna Luethmers; grandson, Jack Eveslage; granddaughter, Vicki Fitzgerald; brothers and sisters, Lawrence Luethmers, Clem Luethmers, Irene Kohorst, Laura Scherping, Marcella Luethmers, and Alma Luethmers.

Serving as casket bearers were Kirk, Sam, and Steve Eveslage, Jacob and Josh Duclos, and Cameron Domine. Cross bearer was Maddie Duclos, scripture bearer was Katelyn Duclos, and rosary bearer was Kristina Tripp.

Gift bearers were Joel and Jeff Duclos. Mass servers were Nathaniel Welle and Katelyn Welle. Eucharistic Ministers were Deb Duclos and Kathy Welle. Lectors were Mike Eveslage and Jonah Duclos. Petitions were read by Sherry Eveslage. Music was by Sarah Eveslage, Jeanne Bonfig, and Yvonne Beste.

Honorary bearers were the Christian Women and Goldenaires Senior Citizens.

Mass of Christian Burial celebrating her life will be Thursday March 26, 2015 at 11 a.m. at Our Lady of Mt. Carmel Catholic Church, Opole, Minnesota.

Visitation will be at Our Lady of Mt Carmel Church, Opole from 10 a.m. to 11 a.m. Thursday. Interment will follow in the Parish cemetery.

Sophie Catherine Zwak was the first born daughter to John and Catherine (Zyzner) Patrias in St. Wendel on April 22, 1916. She married Roman Zwak at St. Columbkille Catholic Church, St. Wendel on August 12,

1941.

Sophie and Roman took over the Zwak family farm in Opole, where she lived for 70 years. Sophie was devoted to her family and will always be remembered for her faith, hardwork, strength, lovingly handmade quilts and especially for her famous polish coffee cake and “Grandma Buns”. She was a faithful member of the Christian Mothers and Catholic War Vets. She will be dearly missed, may she rest in peace!

Survivors include her daughters, Audrey (Gary) Lange, Holdingford and Linda (Pat Marsolek) Zwak, St. Anna. Grandchildren, Scott Lange, Dean Lange, Mark Lange, Brad Lange, Melanie Johnson and Amber Ehrlichmann and seven great-grand children.

She was preceded in death by her parents, husband Roman (Dec. 7, 1997).

Brothers, Peter, Sylvester, Theodore, August, Louis and Daniel Patrias. Sisters, Agnes Yurczyk, Rose Friedl, Mathilda Haas and Eleanor Biniek.

Sophie’s Urn was lovingly made just for her by oldest grandson, Scott Lange.

Raymond H. “Ray” Welle

Raymond H. “Ray” Welle, age 88 of Spring Hill, died peacefully, surrounded by his family on Tuesday, March 24, 2015.

A Mass of Christian Burial will be held at 11 a.m.

Saturday, March 28 at St. Michael’s Catholic Church in Spring Hill with Rev. Marvin Enneking officiating and Rev. Ken Thielman and Rev. Mark Willenbring concelebrating. Interment will be in the parish cemetery.

Visitation will be held from 4 to 8 p.m.

Friday and 8 to 10 a.m. Saturday at the Patton-Schad Funeral Home in Melrose.

Parish prayers will be held at 7 p.m. Friday evening at the funeral home.

Raymond Hubert Welle was born July 1, 1926 in Spring Hill, Minnesota to Michael and Adella (Meyer) Welle. On August 31, 1948 he was united in marriage to Alverna Loch at St. Francis de Sales Catholic Church in Belgrade. The couple spent 43 years farming on the family farm near Spring Hill until they moved into the town of Spring Hill in 1991. Ray was also an insurance agent for Grove Mutual Insurance where he served as director.

He was an active member of St. Michael’s Catholic Church in Spring Hill.

Ray sang in the church choir for 60 years and also served on the parish council. He was a member of St. Michael’s Catholic United Financial, St. Michael’s Men’s Society, 4th Degree Knights of Columbus Council 3820 of Spring Hill, Catholic Order of Foresters, Spring Hill Recreation Club, and Midwest Outdoors Unlimited.

Ray loved spending time with his family and was, first and foremost, devoted to taking

care of his wife, Alverna. Whether it was fishing and hunting, teaching his grandkids how to play 500 Rummy, attending sporting events, bowling, and watching the Minnesota Twins, Ray truly enjoyed these hobbies with his family. Music was a big part of Ray’s life. He liked to play the harmonica and also enjoyed dancing back in the day. He was proud to be a farmer and loved helping on the farm after his retirement.

Survivors include his children, Darlene (Doug) Hookom of Anoka, Mary (Bill) Kemper of Melrose, Kathy (Ralph) Loehr of Savage, Ron (Kathy) Welle of Spring Hill, Mike (Donna) Welle of New Munich, Linda (Tom) Visser of Frisco, Texas, Lois (Will) Pomroy of Minnetonka, Larry (Rose) Welle of St. Cloud, and Steve (Diane) Welle of Spring Hill; 29 grandchildren and 21 great-grandchildren; brothers and sisters, Leona Rolfzen of Rochester, Walter (Lillian) Welle of Detroit Lakes, Julie (Jim) Verzuh of Bozeman, Montana, Angie Welle of Brainerd, Sylvester (Judy) Welle of Spring Hill, and Bernie (Dave) Sieben of Melrose.

Ray was preceded in death by his wife, Alverna Welle on August 21, 2013; parents; and sister, Bernice Welle.

Arrangements were made with PattonSchad Funeral & Cremation Services of Melrose.

-Joe Dear Joe, H o n e s t l y, I don’t have a strong opinion about it one way or the other. We didn’t pay our kids for good grades, but I can’t really think of a strong argument not to pay them for success in school. You could say you shouldn’t pay them because it’s something they’re expected to do anyway, and that’s somewhat valid. But you could also make the same point where chores around the house are concerned, too.

We paid our kids to do some chores, but really the point is not about the economic value. It’s the fact that you want your kids to associate work with money.

I still meet people my age and older who haven’t made that connection. Work creates money, and that’s an important thing to teach your kids. Once they’ve created some money by working, then you want to use those moments to teach them to save, spend and give wisely.

You can do this around the subject of grades if you want. There’s probably a valid case to be made that getting an “A” takes a lot more work than getting a “C.” You’re certainly not obligated to pay them for work or grades, but if you don’t do some of this – and teach them

Morrison County Sheriff’s Office Saturday, March 21, 2015: At approximately 2:40 a.m., Morrison County Deputies responded to a one vehicle accident on Cable Road near Little Falls. The driver, 19 year old Nicholas Weidenbach, was traveling eastbound when he swerved to miss a deer, left the roadway, hit the ditch and struck a road sign. Weidenbach was taken to the hospital by private vehicle with unknown injuries.

The reason people are successful following my plan is because I teach common sense combined with an unbridled, scorched-earth kind of intensity.

Let’s take a closer look at this. You have unpaid taxes, not to mention credit card debt hanging over your heads, and he’s talking about going on a trip and saving up for toys? I’m sorry, but that’s completely irresponsible. Remember when we were kids, and Mommy and Daddy wouldn’t let us go outside and play until we had cleaned up our mess? That’s the kind of thing I teach.

There’s a process here. There’s an idea and a concept behind what I teach, and when you plug into it, you’re going to start moving in a positive direction. In

Monday, March 23, 2015: At 1313 Hrs Todd County Sheriffs Office received a damage to property report on County Road 47. Alvin Shay of Albany, MN was traveling northbound on County Road 47 in his 99 Ford Super Duty pulling a 40 ft.

John Deere digger when he struck some power lines with the digger causing them to tangle and in two other spots poles to break. This incident did leave some residents without power for a bit along County Road 47. Minnesota Power was on scene to repair the damage. No injuries reported.

And, it is all very puzzling!

We are looking for answers, all over the place, but we keep struggling. It is as if someone gave us a 500 word puzzle in a plastic bag to put together, with no big picture of what the puzzle should look like when complete, no framework to fit it into, nor any certainty that all the pieces are not broken or even there.

Could this be a good picture of where we are at with the family? We are even losing the sense of what a ‘good’, ‘normal’, ‘healthy’ family looks like, so we can aim in that direction. But, we keep aiming, and missing, as evidenced by the multitude of pained relationships and broken families that keep piling up all around us, on our front doors, even in our own homes. We keep trying, but we are getting tired, scared, and disillusioned. It is so scary we don’t even know if we want to go in that door at all!

The Family Project brings hope and help! In 12 weekly sessions the puzzle becomes clearly outlined, with a big picture of what ‘good’, ‘normal’, ‘healthy’ looks like and a template to follow that will yield hope and happiness for moms and dads and kids as well. Lesson 1: You Are Here, April 12, an introduction to the most basic needs of each human being and a discussion of humanity’s desire for belonging and significance. God made us for positive and sustainable connection, and it starts and ends with a loving family.

Lesson 2: Let Us Make Man (Image Dei), April 19. Man is uniquely made in the image of God. We have incredible good in each of us. But, many do not realize nor feel that truth, and struggle, even suffer for lack of that awareness in ways that affect daily choices and create tensions and fears rather than comfort, faith and hope. The more we know about our Maker the more we realize about ourselves, and it is good!

Lesson 3: It Is Not Good To Be Alone: How The Family Completes The Image Dei, April 26. Humanity’s first and most fundamental problem has always been loneliness and isolation. God solved this problem by joining Adam and Eve in a relationship to fully reflect His image in the world. No one can handle being alone over time. We become discouraged and go down mentally. We need others, family, who care.

Lesson 4: For This Reason, May 3.

God unites the first two humans in a wedding and commands them to be fruitful and multiply. What does that tell us about God - and about ourselves as bearers of His image? He is and we are “growth-y”, creative, active, forward moving, with huge desire to accomplish, triumph, experience victory and win in good ways. The home is designed to be a spring board for life and vitality for all therein.

Lesson 5: The Man Has Now Become Like One Of Us, May 10. Mother’s Day) In the fall, a family was divided. But redemption also came through a family. We are all tempted to do and be more than we are. Discussing Impacts of Property Taxes on Ag. Industry The subject of property taxes and who pays them is a topic that always seems to create discussion. We have heard the explanation of how local property taxes are made up of a three-legged stool, with the three legs of revenue being agricultural land, residential homes, and commercial/industrial property. In recent years, because of the rapid escalation in farmland values, there has been a shift to more of the total property tax bill falling onto that category.

With the farm economy humming along with high commodity prices and profit margins comfortably in the “black,” at least for crop farming, there wasn’t much sympathy as taxes on ag land increased by large amounts. That scenario has completely changed in the past year as commodity prices have plummeted to less than one-half their peak values, and profit margins have disappeared. And even as land prices stabilize and begin to drop somewhat in value, it will take several years for that to show up in lower property taxes. As a result, farmers are looking at their tax statements and realizing that this is now a significant input

cost, one that is adding to their negative cash flows for the upcoming year.

One idea that’s been suggested for relief from these high property taxes, which can range up to $50 or $60 per acre in southern Minnesota, pertains to how we fund voter-approved referendums in our school districts. Currently, when voters approve an operating levy, only the house, garage, and one acre of a farm are figured into that tax. However, when a construction or CAPITAL referendum is passed, the entire farm acreage is subject to that levy. A bill we heard last week in the Property Tax Division would change the way these capital referendums are calculated and make them similar to operating levies, in which only the house, garage, and one acre would be taxed.

The change would be good for farmers, but it would have serious implications for our rural school districts and their chances of ever passing a capital levy again. According to figures supplied to us in committee, the differences between Net Tax Capacity and Referendum Market Value are large, especially in districts where farm land makes up the largest share of property value. The following numbers represent the loss of tax base if only the house, garage, and one acre are used instead of the net tax capacity.

Some districts farther west have an even greater dependence on ag land for their valuation. Wheaton, for example, would lose 91 percent of its tax base if the referendum market value were used for capital referendums. Herman-Norcross would also lose 91 percent, while Campbell-Tintah would lose 95 percent of its taxable base under this proposal.

The bill was amended in committee to soften the impact of this possible change. An amendment to House File 596 was passed to allow 50 percent of ag land to be exempt from future capital levies. It was laid over for possible inclusion in the division report.

A wealthy gentleman was known for having an extensive violin collection.

When Fritz Kreisler heard of the collection, he went to see the instruments and meet the person who owned them.

When he saw them, he was overcome with joy. Turning to their owner, he pointed at one of the instruments and said, “May I play that one?”

“I’m sorry,” said the owner, “but I will not allow you to touch that violin. It is too costly.”

Kreisler visited the gentleman once again and made the same request. On this occasion, however, the man relented and gave him permission to play the violin. Gently and lovingly Kreisler removed the violin from the case and played it as only a master could.

With tears in his eyes the owner said, “Take it - it’s yours. It must be owned by someone who can play it as you can.”

Make “music to Him on the tenstringed lyre,” said David. Every string on that harp was to be used to proclaim the glory of God in worship!

Someone has said that “the body is to be used as that ten-stringed” instrument. We have two ears, two eyes, two feet, two hands, one tongue and one heart. But as the owner had to give permission to Kreisler to play the violin, we too must “offer our bodies to God as a living sacrifice, holy and pleasing to Him.” It’s only “reasonable,” says Paul, in view of all that God has done for us.

Reasonable, indeed, but the choice is ours.

Lesson 6: What God Has Joined Together, May 17. God’s design for family is essential to the health of every culture.

Social Science and practical experience prove this. The health of every child is favorably impacted by moms and dads who love each other and who stay together, or negatively affected by those who don’t.

The family is the bedrock of social order, of civilization. We learn at home how to live and thrive in the world. And the world is better or worse off in direct proportion to how well we do in the family. And, we can handle most of the world’s pressures if we can come home to a ‘safe haven’ and re-charge our batteries every night, the one place God desires we feel safe, valuable and connected.

Lesson 7: Mothers As Image-Bearers, May 24. The relationship between mother and child exemplifies the nurturing care of the God of the universe. Few great men are remembered for whom their mother was, but her humble love is what makes most men great. For the rest of us who may not be so well known, even the poorest of us, Abraham Lincoln said, “No man is poor who has a Godly (loving) mother.”

Lesson 8: Fathers As Image-Bearers, May 31. God as “Father” is more than a motif - it is central to His nature and core to our being. The need for the love of the father is huge in every little boy and girl’s heart, and never ever goes away. And, how each child does in life is directly impacted by how favorable the father/child relationship was, is and continues to be. This is huge!!

Lesson 9: Children As Image Bearers, June 7. Every child is a divine statement of blessing. The bond between father, mother and child reflects the triune God. It is an amazing thing to watch when we are in good relationship with one another. When we as parents see the good in our child, believe in him and build in him the truth of his own value, he tends to be encouraged, care, work up to (or beyond) his normal capabilities, and to have fewer problems and to cause fewer problems.

Lesson 10: The Enemy, June 14.

What is the greatest enemy of the family? It might be closer than you think.

If you knew some enemy was trying to break into your home would you just go on about your business as usual, or would you take steps to make your home more secure? This lesson reveals some very real enemies that threaten our families every

day. Protecting our families is a parent’s first responsibility, and to be “forewarned is to be forearmed”.

Lesson 11: The Great Mystery And Destiny, June 21. Marriage foreshadows the future of every Christian: the wedding of Christ to his Bride, the Church - you, if you are a Christian. Marriage is not an afterthought with God, but the centerpiece of relationships and therein lays the secret of happy lives. Sowing seeds of self control, purity and genuine love for one another always reaps the fruit of lasting joy and a solid life that remains durable over time.

Lesson 12: My Imperfect Family, June 28. Families consumed with appearing “perfect” deny reality. But every family must ask, “What is God calling us to do together for His Kingdom that we can’t do alone?” No man is perfect, but every good man desires a battle to fight, an adventure to live, and a beauty to rescue. When he realizes his true calling is to fight for his family, and to bring his beauty with him into the larger adventure of advancing the Kingdom of God, he is really beginning to live in true fulfillment. A woman wants not a battle to fight, but to be fought for (by him), and to join him in an adventure larger than both of them. When this occurs even the imperfect family is working in sync with eternity and they become a part of the solution of the world.

We understand the incredible pressures dads, moms and children are under these days, and we wish to be a part of the solution to their lives and families. This video series is extended to anyone who wants to grow as a person, be a better family member, or help someone they know who needs encouragement with the truth that sets us all free. If you can’t come, pray for those who do. We all need all the help we can get, and this is our tribute to the importance of the family as the centerpiece to everything that is good in the world. We pray God’s special blessings upon each and every family as they seek to put their respective puzzle pieces together successfully. There is hope and we are rooting for each and every one!

By Connie Nelson, Hands of Hope Resource Center April is Sexual Assault Awareness Month. This year’s focus is sexual assault on college campuses, which has long been an issue in America. One in five women and one in sixteen men are victims of sexual assault while attending our institutions of higher learning. The impact of this type of assault can be wide- ranging and can have long-term health impacts.

The goal of Sexual Assault Awareness Month is of course to bring this issue to the public’s attention and to get everyone involved in working to prevent sexual assaults, not only in colleges, but in elementary and high schools and in our homes and communities. Often when we think of these assaults, we think of the offender being a stranger, or someone in a hoodie and a face mask coming out of the bushes to attack.

The scary fact is that ninety per cent of sexual assault victims know the person that has harmed them and over fifty percent of sexual assaults happen either in the victim’s home or within a mile of that home. That means that they are likely happening in our communities.

Preventing sexual violence, whether it’s on a college campus or in our communities takes a unified effort from all of us to create a culture of safety, respect and equal-

We can all do this by not laughing at the sexist jokes, confronting people using inappropriate language or sexually explicit behaviors, by informing our children about sex as it is age appropriate, and by modeling healthy behaviors and boundaries. We also need to be educating our children that healthy relationships are consensual, respectful, informed, and free of coercion and violence. Healthy sexuality is about more than sex or the physical act, it’s about our values, attitudes, feelings, interactions and behaviors.

Make the choice to “talk about it”, commit to raising awareness, expanding support and strengthening the response to sexual violence. We all need to raise the veil of secrecy and shame that accompany this crime. Hands of Hope Resource Center is here to advocate and provide support for victims of sexual violence during police interviews and or medical exams related to sexual assaults. We also support and advocate for victims that chose not to report to law enforcement, as well as assist in finding counseling and other resources that may be needed. Burnhamville Township February 24, 2015 These minutes are not approved.

The regular meeting of the Town Board of Burnhamville Township was held February 24, 2015 at the Burtrum Community Center. The meeting was called to order at 7:00 p.m. by Chair Mike Berscheit. Members present include Supervisors: Mike Berscheit, Bruce Johnson and Louis Thompson; Clerk Shirley Hulinsky. Absent: Treasurer Pam Throener. Others present: Loren Fellbaum and Erv Herdering.

Sup. Johnson made a motion to approve the minutes from the regular meeting of January 27, 2015.

Motion was seconded by Sup. Thompson. Motion passed.

For correspondence the board received notices of spring officer training and group looking for someone to watch boats at certain boat landing to check for invasive species.

Loren Fellbaum, the Todd County Public Works Engineer, gave the board on update on the Pillsbury Bridge. Preliminary plans are 50% done and the county will put it out for bids soon. To better inform the public and residents on this project the board suggested a public hearing be held. July 21, 2015 at 7 p.m. in the Burtrum Community Center was selected as the public hearing so the county can let the public know the details of the design and construction of this bridge.

A motion was made by Sup. Berscheit to pay all bills numbered 5074 through 5084: Rev. $2243.15; R&B $3,046.25; Fire $ 22.09. Sup. Thompson seconded the motion.

Motion passed.

With the March 10th election coming up Sup. Berscheit made a motion to appoint absentee ballot board members as Terri Holmgren and Shirley Hulinsky. Sup. Thompson seconded the motion. Motion passed. The board will set up the booths at 4 p.m. that day.

The board heard reports from members that attended Swanville Fire Association board member meeting and Long Prairie Annual Fire meeting.

In the road report the contractor will cover problem areas as the need arises.

The board discussed clean up date and set it as Saturday, May 16, 2015 from 9-11 a.m.

Treasurer’s report showed a balance of $84,864.84. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Thompson. Motion passed.

The board proceeded to audit the books of the treasurer and clerk.

All was found in order.

A motion was made by Sup. Thompson to adjourn the meeting which was seconded by Sup. Berscheit. Motion passed. Meeting was adjourned at 8:30 p.m. Next regular meeting will be on March 31, 2015 at 7 p.m. in the Burtrum Community Center and on March 10 the annual township election will be from 5-8 p.m., and the annual meeting at 8:20 p.m.

Members Present: Mayor Rollie Johnson, Robert Maciej, Brian Lange, Joan Olson, Dennis Westrich.

The City Council meeting was called to order at 7:00 p.m. at Upsala City Hall by Mayor Rollie Johnson.

Motion made by Council Member Brian Lange and seconded

by Council Member Robert Maciej to accept the minutes from the February 2nd, 2015 Regular City Council Meeting. Motion carried unanimously.

Motion made by Council Member Robert Maciej and seconded by Council Member Joan Olson to accept the minutes from the February 5th, 2015 Special City Council Meeting. Motion carried unanimously.

Motion made by Council Member Brian Lange and seconded

by Council Member Robert Maciej to accept the agenda with the addition of hearing from a city resident regarding traffic and questions from Council Member Joan Olson regarding the fill in staff at City Hall.

Motion carried unanimously.

Guests and Presentations: Grant Dirkes and Gary Rokotz, Time Out Bar & Grill.

• Grant Dirkes and Gary Rokotz are seeking approval for a one night outdoor street dance. They have already spoken to Morrison County Sheriff Shawn Larsen for approval and would be contacting MnDOT about blocking the state

highway upon council approval.

They would also pay to have two extra deputies on patrol for the night of the street dance.

• Motion made by Council Member Robert Maciej and seconded by Council Member Dennis Westrich to approve a one night street dance for Time Out Bar & Grill, contingent on the city having an ordinance allowing alcohol outdoors. Motion carried unanimously.

A city resident was present to voice a complaint about the speed of traffic on the south side of town.

The city will contact MnDOT about the possibility of getting a school zone sign and will contact Pierz Police Chief Eric Hanneken about using one of the flashing radar signs that are available.

Department Reports: Maintenance Report, Frank Koopmeiners: Both water and Sewer Usage was down for the month of February.

• The fuel oil ran out so the furnace was switched to the natural gas furnace.

• The sump pump was replaced at the water plant.

• There were some problems with sewer lines but Frank was able to fix them with few problems.

• There is still an issue with the water heater at the water plant; Frank will continue to search for the same type of heater to replace it.

• Keyless locks were found to be more expensive than expected, so the city will keep what it has.

• Council members had been receiving questions about whether the city’s jeep is for sale. It will continue to be used until the weather warms up and then put out for bids.

Fire Department Report, Lange: The Fire Department held their annual meeting, with the same officers being elected.

• The Fire Department has been trying out a new water rescue tool, which they have decided to purchase.

• The Fire Department used the money from their annual raffle to purchase a new jaws of life.

• A Fire Board meeting will be held on March 3rd.

Planning Commission, Lange: Did not meet.

Upsala Community Development Commission, Olson: Did not meet.

Recreation Board: Did not meet.

Unfinished Business: None.

New Business: Council Member Joan Olson asked for an update on how the substitute staff have been completing the city duties.

Nationally Touring Civil Rights Exhibition Opens April 6

“...we had averted our eyes for far too long, turning away from the ugly reality facing us as a nation. Let the world see what I’ve seen.” - Mamie Till Bradley In September 1955, shortly after 14 year old Emmett Till was murdered by white supremacists in Mississippi, his grieving mother, Mamie Till Bradley, distributed to newspapers and magazines a gruesome black-and-white photograph of his mutilated corpse. The mainstream media rejected the photograph as inappropriate for publication, but Bradley was able to turn to AfricanAmerican periodicals for support. Asked why she would do this, Bradley explained that by witnessing, with their own eyes, the brutality of segregation, Americans would be more likely to support the cause of civil rights.

For All the World to See: Visual Culture and the Struggle for Civil Rights, a nationally touring exhibition from NEH on the Road, runs from April 6 - May 25 at the Stearns History Museum. Through a compelling assortment of photographs, television clips, art posters, and historic artifacts, the exhibition traces how images and media disseminated to the American public transformed the modern civil rights movement and jolted Americans, both black and white, out of a state of denial or complacency.

Visitors to the immersive display will explore dozens of compelling and persuasive visual images, including photographs from influential magazines such as LIFE, JET and EBONY; CBS news footage; and TV clips from The Ed Sullivan Show. Also included

are civil rights era objects that exemplify the range of negative and positive imagery-from Aunt Jemima syrup dispensers and 1930s produce advertisements to Jackie Robinson baseball ephemera and 1960s children’s toys with African-American portraiture. For All the World to See is not a history of the civil rights movement, but rather an exploration of the vast number of potent images that influenced how Americans perceived race and the struggle for equality.

Dr. Maurice Berger, research professor at the Center for Art, Design and Visual Culture, University of Maryland, Baltimore, curated the exhibit, For All the World to See:

Westrom, Anderson to Host Town Hall Meetings Sen. Torrey Westrom, R-Elbow Lake, and Rep. Paul Anderson, R-Starbuck, will host a series of town hall meetings in a number of District 12B locations Saturday, March 28.

The meetings are open to the public and will take place in Belgrade, Sauk Centre, Melrose and Albany. Attendees will have an opportunity to discuss a wide variety of issues regarding the current 2015 legislative session, including recent news pertaining to budget proposals in the House and Senate.

“We have key decisions to make between now and session’s end,” Westrom said. “This is a good time to get feedback from citizens in communities we represent and to make ourselves as accessible as we can during this busy time of year.”

‘Civil War Homecoming’ program for Fitzgerald

The capstone program for a series of events commemorating Minnesota’s connection with the Civil War 150 years ago will be 7 p.m.

March 28 at The Fitzgerald Theater in St. Paul.

“Civil War Homecoming” will include an evening of songs and stories to capture the moment in history when surviving Minnesota’s soldiers returned to their home state when the war concluded. The sequence of events which coincided with their return during the first few months of 1865 included President Abraham Lincoln’s second inauguration, the abolition of slavery, Lincoln’s assassination and the Union celebrating its Civil War victory.

“This event will largely wrap up what has been a four-year commitment to explore the lessons and legacy of the war,” said Rep. Dean Urdahl, R-Acton Township, who co-chairs the Minnesota Civil War Commemoration Task Force along with Mark Ritchie. “A primary focus of this sesquicentennial observance has been to share the stories and the culture of the 1860s and this signature program is geared toward that objective.”
