You can’t please everyone, as the saying goes, but you’ll do better on the job – and in your life – by being likable.

Since most of us spend more than a third of our lives at work, it’s important to be likeable, which will allow us to be more successful.

“Likeability is a skill – something we all universally can work on getting better at,” wrote Robit Bhargava in his book, “Likeonomics: The Unexpected Truth Behind Earning Trust, Influencing Behavior and Inspiring Action.”

Bhargava focusses on five main principles for businesses to be liked, and he uses the acronym TRUST – Truth, Relevance, Unselfishness, Simplicity and Timing.

Don’t confuse likeability with niceness. Nice people will try to make you feel better and protect your feelings, but likeable people tell the truth. A perfect example is Steve Jobs, a wellknown tough-love truth-teller. He was blunt and transparent, which instilled trust among those who worked with him. And the people closest to him were passionately devoted to him because they knew he would be straight with them.

That holds true for co-workers and customers alike. Your customers have easy access to plenty of information about you, your products and services, comparative pricing, and your

reputation. Trust is fundamental to being likeable.

Simplicity is critical to developing likeability. Using plain language helps your message to be understood. Big words might sound impressive, but if they leave your audience wondering if they know what you were talking about . . . well, there’s not much to like about that.

When co-workers and friends enjoy your conversation and companionship, they’ll be more eager to help you achieve your professional and personal goals.

You can boost your overall “likeability” by focusing on these areas: • Listen to people. No one likes to be ignored. Pay attention when friends and co-workers are talking to show that you are interested in what they have to say.

When you recognize and acknowledge other people’s feelings, you are letting them know that you care about them.

• Give compliments. Tell people when you like something they’ve done.

Honest praise and appreciation are music to everyone’s ears. Even a simple “Good morning” can do wonders.

• Take an interest in your coworkers’ and customers’ lives. I always try to find out what turns people on – family, hobbies, vacations, goals and so on. You can’t talk business all the time.

“The Good Old Days” -By Tom Kuehne Hard Times

My good friend, Bud, told me about his life during the depression.

Many of the specific dates and the exact order of events are not remembered, but the events are still remarkable.

B u d ’ s parents moved from Racine, Wisconsin in 1923 to 40 acres of woods in Todd County near Highway 27. The next years found them clearing land and building a house and a barn. They had a small mortgage, which prior to the 1929 market crash, would have been paid off by selling two cows. However the mortgage still existed in the early 1930’s and the bank kicked them off of the farm. They had a Maxwell vehicle, which they loaded with their kitchen stove, a few clothes and 4 kids and left the farm. Driving down the trail, they saw a vacant house and moved in. They were again evicted in a month and were again back on the trail, which happened two more times. They then moved into a house and when they were discovered, the owner said they could stay there if Bud’s dad, George, helped on the owner’s farm for $.50 per day and did

some repairs to the property they were living in. This arrangement continued for a year, when Bud’s dad heard of a 34 acre property just down the road.

The price of the property including a house was $1300.00. George had $.10 in his pocket when he walked to Sauk Centre (15 miles) to make a deal on the property. He returned the next evening with the $.10 still in his pocket. They made payment with a pig each year.

They then were able to obtain a team of horses and a walking plow. They also had a saxophone, which they traded for a cow with three “milk faucets”.

They obtained some pigs and now were really farming.

Bud started school at age 9, because he was needed to work at home and they then were only 2 miles from school, so it was an easy walk to school. My grandparents sent their kids to the same school. It had one room and there were from 14 to 21 kids in the school. The school is now the Hub Supper Club.

The family had an Airedale Dog, who killed a mink and the hide from the mink sold for $20.00, so the family was able to obtain about a months supply of groceries. They roasted barley and ground it for coffee, which was their primary drink.

The need for cash money was always a concern for Bud’s dad. So that he could supplement the family’s income, he began to manufacture some

ways they spend their time.

• Participate in work-related activities. Even though you’ve already spent 40 hours or more at work, make an appearance at after-work activities or weekend events where possible. Getting to know your co-workers away from the office often enhances relationships at work.

• Use people’s names. We all like the sound of our own name. Use names often to show that you know and value the person you’re talking to.

• Ask for help. Most people want to help, and if you ask politely, they’ll enjoy knowing that you respect their talents. By the same token, always help others when they ask you for assistance.

• Admit your weaknesses and mistakes. Don’t be afraid to show some vulnerability. No one’s perfect, and pretending to be will usually alienate people. Honesty is not only the best policy, it’s likeability insurance. People respect those who aren’t afraid to acknowledge their limitations.

• Share your passions. Passion can be contagious. Friends and co-workers will respond to your goals if you express them sincerely and enthusiastically.

You might discover that others have similar dreams.

• Show a sense of humor. You don’t

have to try to be a stand-up comedian, but be willing to laugh at yourself and your mistakes.

And if you need a little boost after you put all those strategies to the test, here’s one last idea that I’ve heard works wonders: clean out the office refrigerator! You will immediately move up the likeability scale!

moonshine. His recipe was very good and to improve the quality, he aged it in charred wooden barrels for a period of time. These barrels were placed in the horse manure pile, which kept them at the correct temperature for aging. The taste and quality made his moonshine a product which sold for more than other moon.

Those who drove cars in the winter during the 1930’s drained the radiator after bringing the vehicle home. This was to avoid having the water in the radiator freeze and break either the radiator or the engine. Water was filled in the radiator each time the car was used. There was no alcohol or antifreeze used, because it cost too much.

When, during the trip, the car was stopped for a short time, a blanket was used to cover the radiator to keep the water warm. Sometimes the blanket covered more than the radiator.

On one trip to Long Prairie, George hid a few bottles of Moon under the blanket so that when a customer requested a bottle, he would lift the hood as to check the temperature of

the radiator and remove the requested bottle. A sheriff saw what was happening and he was arrested. He had to spend 30 days in jail. He was required to paint and varnish some of the jail walls during the day and usually played cards in the evening. It was enjoyable for him because he was warm and well fed. It was also great for his family because while he was incarcerated, the county had to feed his family. Bud said it was like Christmas, when a car came to the farm with the trunk and back seat filled with groceries, they were able to eat better than ever.

These are a few of the remembrances of Bud, who later enlisted in the Army and served with honor during the invasion of Europe.

Obituaries Leo C. Schirmers

Mass of Christian Burial will be at 11 AM on Friday, March 24, 2017 at St. Benedict’s Catholic Church in Avon for Leo C. Schirmers, 90, of Albany who passed away peacefully on Sunday at Mother of Mercy in Albany. Rev. Gregory Miller, OSB will officiate and burial will be in the parish cemetery. Visitation will be from 5-8 on Thursday and one hour prior to services on Friday all at the church in Avon. Parish prayers will be prayed at 7 PM at the church on Thursday. Arrangements have been entrusted to Williams Dingmann Family Funeral Home, Avon.

Leo was born on February 4, 1927 in Albany to James and Walburga (Preusser)

Valentine B. Gieske Schirmers. He married Irene Zazek on September 17, 1956 at St. Benedict’s Catholic Church in Avon. Leo lived in Albany all of his life and loved farming to the day he died. He was active in the Avon Planning Board for several years. He loved to take walks with his two dogs, fishing, and everyday activities on the farm. Leo especially loved when his grandchildren came to visit. He will be dearly missed by all who knew him.

Leo is survived by his children, Lori (John) Heinen of St. Joseph, Lisa (Mike) Verkinnes of St. Cloud, Jim of Albany, Dennis of Albany, Greg of Avon; brother, Steve (Marie) Schirmers of Avon; grandchildren, Jake and Brooke Verkinnes of St. Cloud; and many nieces and nephews.

He was proceeded in death by his wife, Irene on November 26, 1990; parents, James and Walburga Schirmers; siblings, Teresa Schadeg, Gust Schirmers, Joe Schirmers, Brother Alois Schirmers, MSC, Bill Schirmers, Clare Schirmers, and Sister Cyrene Schirmers, OSF.

Michael A. Brunette-Metzger Michael A. Brunette-Metzger, age 27 of Melrose, died unexpectedly on Sunday, March 19, 2017 at the CentraCare Health Hospital in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Saturday, March 25 at the Patton-Schad Funeral Home in Melrose with Rev. Mitchell Bechtold officiating.

Interment will be in Immaculate Conception Cemetery in New Munich.

Visitation will be held from 4 to 8 p.m.

Friday and from 10 to 11 a.m. Saturday at the Patton-Schad Funeral Home in Melrose.

Parish prayers will be held at 7 p.m. Friday evening at the funeral home.

Michael Anthony Brunette-Metzger was born June 19, 1989 in Lansing, Michigan to Thomas Metzger and Antonia Brunette. Michael graduated from Melrose High School in 2008. He worked at various businesses throughout

the Melrose community including Casey’s, Dollar General, and John Dough’s and most recently was working at Perkins in Alexandria. Michael worked out daily at Snap Fitness and had just lost 50 pounds.

He was passionate about being a gay pride supporter. Michael enjoyed going to garage sales and liked to repurpose the things he purchased. Halloween was Michael’s favorite holiday and he looked forward to it every year. He also enjoyed Star Trek, coin collecting, landscaping, and loved his cats, Jake and Zippy.

Survivors include his father, Tom Metzger of Melrose; mother, Antonia Brunette; grandmother, Gladys Metzger of New Munich; aunts and uncles, Gail (Chuck) Borgerding of New Munich and Shelley Metzger (James Froelich) of Melrose; and many loving relatives and friends.

Va l e n t i n e B. Gieske, age 89, of Melrose, died Tuesday, March 14, 2017 at the St. Cloud Hospital. Mass of Christian Burial was held at 11 a.m.

Monday, March 20th at Sacred Heart Catholic Church with Rev. Marvin Enneking p r e s i d i n g .

Interment was in St. Mary’s Cemetery in Melrose Valentine Bernard Gieske was born February 14, 1928 in Melrose to Joseph and Kate (Althaus) Gieske. On May 1, 1956, he was united in marriage to Louise Mary Tiemann in Melrose. The couple farmed north of Melrose until retiring in 1997. Val enjoyed playing cards, bowling, shaking dice, listening to KASM Radio each day, dancing whenever he could, watching his cows and spending time with his family and grandkids. Even after retirement, Val would continue to take an interest in the family farm.

He was a member of St. Mary’s Catholic Church, St. Bernard’s Council, and Catholic United Financial.

Anthony L. “Tony” Kerfeld, age 80 of Albany, died peacefully, surrounded by his family, on Monday, March 20, 2017 at his home in Albany, Minnesota after a lengthy battle with pulmonary fibrosis.

A Memorial Mass of Christian Burial will be held at 11 a.m. Saturday, March 25 at Seven Dolors Catholic Church in Albany with Rev. Isaiah Frederick, OSB officiating. Inurnment will be in the parish cemetery.

Tony then became co-owner of Albany Oil in 1977 and continued to work there until his retirement in 1998. During retirement, he worked part-time for Albany Chrysler for several years and enjoyed fishing any chance he could get.

He was a member of Seven Dolors Catholic Church, Catholic United Financial #400, and volunteered his time with Meals on Wheels. He was also a member of the Board of Directors for the Albany Community Center and a 15-year member of the Melrose Credit Union Credit Committee; representing the Albany branch.

Survivors include his wife, Dorothy “Dottie” Kerfeld of Albany; son, Todd (Gladie) Kerfeld of St. Cloud; sisters and brothers, Rosie Rolfes of St. Cloud, Kathy (Harry) Elfering of Melrose, Jim (Kathy) Kerfeld of Sauk Centre, Dick (Kerry) Kerfeld of Merrifield, Bernie Ostendorf of St. Cloud, and Ann (Mike) Hiltner of Cold Spring.

Esther Smith

Mass of Christian Burial celebrating the life of Esther Smith, 86, Holdingford will be at 11:00 AM on Saturday, March 25, 2017, at Our Lady of Mount Carmel Catholic Church, Opole.

Father Eugene Doyle will officiate and burial will follow in the parish cemetery. Esther passed away peacefully Tuesday afternoon with family at her side at the St. Benedict’s Center in St. Cloud. There will be a visitation one hour prior to services on Saturday. Arrangements are being made with Miller-Carlin Funeral Home, Holdingford.

Esther was born at home on April 26, 1930 to Leo and Mary (Posch) Rudolph in Brockway Township. She attended the local school and grew-up with seven sisters. At age 18, Esther married Norbert “Slim” Smith in Opole and together raised their two children. She spent her life in Opole, was a homemaker, and worked the family farm with Slim. Esther’s first job was in Lichy’s Café and Greyhound Bus Stop in Avon and later the Poultry House in St. Cloud. She then worked at Fanny Farmer in St. Cloud

Helen A. Waverek

A Memorial Mass of Christian Burial was held at 10:00 a.m. on Wednesday, March 22, 2017 at St. John’s Abbey in Collegeville for Helen Ann Waverek, age 92 of Avon who passed away at home on Saturday, March 18, 2017. Reverend Gregory Miller, OSB officiated. Interment of cremated remains took place at Calvary Cemetery in St. Cloud.

Helen was born on May 22, 1924 in St. Cloud to the late Joseph and Martha (Schyma) Netter. She graduated from Technical High School in 1942 and she worked at Woolworth’s during her high school years. Helen went to Hall Mercantile in Foley where she was a salesperson. She then moved to Elwood, Illinois with two of her sisters where they all worked for Elwood Ordinance in the ammunition factory, supporting the war effort. She also worked in Minneapolis at the Cornelius Company as an inspector. Helen returned to the St. Cloud area and was united in marriage to her childhood sweetheart, Alphonse Waverek, on November 28, 1944 at St. John Cantius Catholic Church in St. Cloud. They

for 18 years. In 1975, she and Slim sold off the cattle and became crop farmers. Esther loved country life, took care of the dairy cows, milked them, and enjoyed riding her John Deere 9200 tractor around the farm.

She was a nature lover, with pink stargazer lilies being her favorite flower. Esther was proud of her hat and bell collections, and liked to dress-up like Santa. She loved spending time with friends, creating fun wherever she was, and cooking her signature dishes like homemade cheesecake and bumpy soup. Esther loved to plow alongside Scott with Becky riding shotgun.

Family will miss her positive attitude and her willingness to always “take a chance.”

Esther was a member of Our Lady of Mount Carmel Catholic Church, Opole.

Esther is survived by her children June (Gregory) Waldorf,Avon; Scott (Julie) Smith, Opole; her sisters Josephine Wunderlich, St. George, UT; Lorraine Smieja, Hermantown; Margaret “Marge” Rudolph, St. George, UT; Violet “Vi” Bradley, McAllen, TX; her four grandchildren Amanda (Joe) O’Masta, Becky Kalla, Heather Smith, Brent Smith; and her brother-in-law Dennis Aadland; as well as many other family and friends.

She is preceded in death by her husband Slim Smith in June of 2010, her parents Leo and Mary Rudolph, her sisters Alma Rudolph, Mary Jane Aadland, and Janice Helmin, and brothers-in-law Christopher Wunderlich and Albert Smieja.

Helen enjoyed bowling in her early years. She also enjoyed walking, gardening, feeding the hummingbirds and all the animals, playing cards with her sisters and taking pictures. One of her greatest feats was learning to swim as an adult. Helen was a huge Twins and Vikings fan who never missed watching a game. Above all, Helen treasured spending time with her family.

Helen is survived by her children, Toni Teigen of Rochester, Tom (Sandi) of Kalispell, Montana, Annette (Rob) Wurl of Solana Beach, California, Barb (Jim) Reedstrom of Duluth, John of Lolo, Montana, Mary of Avon, Natalie (Dennis) Chalmers of Northbrook, Illinois and Joe (Sylvia) of Champlin; 17 grandchildren; 16 great grandchildren; brother, Joe (MaryHelen) Netter of Norco, California; and sisters, Florence Joswick of Watkins, Marcy (Jack) Dockendorf of St. Cloud, Marti Stanton of Chandler, Arizona.

Clara C. Frieler, age 93 of Melrose, passed away peacefully surrounded by her family on Monday, March 20, 2017 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial will be held at 11 a.m. Friday, March 24 at St. John the Baptist Catholic Church in Meire Grove with Rev. Marvin Enneking officiating. A private inurnment will be held at a later date at Immaculate Conception Cemetery in New Munich.

Grey Eagle Burtrum Lions donated $5000 to the Grey Eagle Fire Department and Rescue for the purchase of the LUCAS machine. The LUCAS Chest Compression System is designed to deliver uninterrupted compressions at a consistent rate and depth to facilitate return of spontaneous circulation. It delivers automated compressions from first response in the field to ambulance transport and throughout the hospital. LUCAS facilitates consistent blood flow from the moment it is turned on, helping to improve a patient’s chance for a successful outcome.

Have you ever viewed your life as a script that you are writing? Each new day we are given the gift of a blank page in which we make choices throughout the day about what will be recorded.

Recently, our ‘Hometown Community’ said goodbye to a wonderful man who indeed did not waste the pages of his life that God gave him while here in this world. He taught many young people, my son included, hands on construction skills, along with teaching true human kindness by his example. He lived his life to the fullest and his life story will continue to be told through the many people who loved and respected him. The void that he leaves will hopefully be filled with not only memories but that people could incorporate the good qualities and good fruit from his life in to their own to make the world a better place. I am certain that when this man entered Heaven’s Gates, the Lord Almighty greeted him by saying, “Well done! My good and faithful servant!”

Jesus was the only Perfect example for us when he walked among us in this world in human form. He lived and taught by being an active illustration of what we should desire to be a reflection of. He was a carpenter and a wise teacher who genuinely cared about all those he encountered. He gave instructions, warnings, performed miracles, fulfilled many Old Testament prophesies perfectly, and taught us to humbly serve oth-

ers. When he was mocked and attacked by the religious leaders, he showed us how to graciously and boldly stand on the Word of God as Truth against the ones who would come against us in this world.

Jesus Christ fulfilled His purpose for the people He came to save. His story is written throughout the pages of Scripture from Genesis to Revelation. His horrific death on the cross represents the despicable sins that we are covered with. Jesus’ blood is the only antidote for our sins. The only way to be saved from eternal death is to apply Jesus’ blood over our life by truly believing in Him as Son of God and Savior. Then, the sin pages of our lives that we are ashamed of will be covered and miraculously changed in to something beautiful in God’s eyes. This is why He sent His Son to die for us! And by Jesus coming back to life again He conquered the grave and promises the same for all who would accept Him and believe! Exodus 12 gives the story of the Passover.

The believers needed to obey the Lord’s command through Moses and apply a lamb’s blood over their door frames to be spared physical death. We need to apply the blood of Jesus, the Lamb of God, over the door frames of our hearts to be spared eternal death.

We do not have a guarantee that we will wake up tomorrow. Each of us will have a final day in our human body. Our soul will live on eternally in one of two places. How we live our life here and what we write on our pages will determine our destiny. The gift of a new day is a wonderful opportunity to start fresh on a new page. If you are not happy or content with your story so far, take heart! It is not too late! You can start a new page today!

Not only is God interested in who we are but what we do. He is no more interested in the missionary than he is the mechanic. He is no more concerned for a preacher than He is a politician.

We read in His Word that “God so loved the world” - and that means everyone on it! That assures us that He has a plan for every life and will reveal His plan to those who willingly search for it and carefully follow it.

But one plan does not fit all any more than one size fits all. He has a different plan for each of us and various methods to speak to us. For some it may be a sermon, for others a passage of Scripture. He may speak quietly during a moment of worship or boldly during a time of sickness.

We must always be alert for His voice. He constantly speaks to each of us and wants to lead us on the path He has designed for us. As He was with the Israelites then so He is with us now: “He guided with a cloud by day and light from a fire all night.” His presence is constant.

In daylight or darkness, He waits to be our guide.

Roundup from the family, state and local scene It was a weekend involving lots of windshield time, but one that was well worth it. Our daughter and her husband were expecting their first child in a few days, so we were waiting for the phone call.

It came last Friday evening, about an hour after I had returned home from St. Paul and a busy week at the Capitol. So, we packed a few things, jumped in the car, and headed back down to the Twin Cities, arriving at the hospital around 10 p.m.

Thinking there’d be a St. Patrick’s Day grandchild, we settled into a holding pattern at the hospital waiting room.

Having long exhausted the meager supply of magazines, time dragged on as the clock inched closer to midnight.

Finally, around 11:30, we received the welcome news that a baby girl had arrived. We eventually got to peek in on the new little family to offer congratulations. Even got to hold the little one for a few precious minutes. Six pounds, five ounces, and the tiniest little toes I have ever seen! It’s truly a miracle to experience the beginning of a new life, and to see the proud and somewhat relieved look on the faces of the new mom and dad. Of course, gramma and grandpa were feeling pretty good, too.

With the governor’s revised budget released last week and spending targets in the Legislature being made public this week, action on finance bills will ramp up quickly. The Property Tax Division will debate its bill this week, as will the Jobs Committee and the Agriculture Finance Committee, both taking up their omnibus bills, too. Gov. Dayton has said he will not accept any policy provisions in finance bills, and he also re-stated his

position that he will not compromise any further on buffer legislation. That’s disappointing as several changes still need to be made to the buffer bill, with the biggest being final clarification on which “alternative practices” will be allowed. In addition, there are still issues with compensation, and concerns about a deadline looming this November for buffers to be established on public waters. Counties and watersheds have yet to receive any funding for their work in the establishment and enforcement part of the legislation.

It was another great year for the Sauk Centre girls basketball team as it finished second on Saturday in the Class AA state tournament. The Mainstreeters have established a dynasty of sorts with appearances at the state meet seven of the last eight years. In this year’s title game with undefeated Roseau, Sauk Centre got off to a good start as those of us in the stands at Williams Arena roared in approval. Minutes later, a couple of turnovers against the press turned into quick baskets by Roseau. That seemed to change the game as Sauk Centre was forced to play catch-up the rest of the way. I also got the feeling that Roseau’s bench played a key role in the game as Sauk’s quick pace usually tires out their opponents down the stretch. But Roseau had the luxury of subbing four players off the bench when their starters needed a break.

Congratulations to Coach Bergman and the entire Sauk Centre team. You had a great season and were a credit to your school and to your community!

Burnhamville Township February 28, 2017 These are unapproved minutes.

The regular meeting of the Town Board of Burnhamville Township was held at the Burtrum Community Center. The meeting was called to order at 7:00 p.m.

by Chairman Mike Berscheit.

Members present include Supervisors: Mike Berscheit, Sup. Louis Thompson and Bruce Johnson; Clerk Shirley Hulinsky; Treasurer Pam Throener. Others present: Ron Schmidt, Rick Baum, Blake Schmidt and Erv Herdering.

The minutes from the regular meeting of January 31, 2017 were approved as presented on a motion

by Sup .Johnson. Motion was seconded by Sup. Berscheit. Motion passed.

For correspondence the township board members received letters from Central Applicators about brush cutting, Todd County Feedlot meeting, U.S. Census, bridge inspection letter, District 8 bus to the capitol, and Todd County Township Assoc. officer meeting April 13.

A motion was made by Sup. Berscheit to pay all bills numbered 5381 through 5391: Rev. $1,536.19; R & B $2,730.69. Sup. Thompson seconded the motion.

Motion passed.

Forest Lane was discussed.

A supervisor met with some landowners and the DNR on that road.

There may be a grant to help pay the cost of improving the first part of the road. DNR will start the paper work and a supervisor will talk with the county engineer. This will be separate from the farther part of the road where most of the houses and cabins are. The DNR will not offer to help pay for the farther part of the road. They discussed the turn around, trimming trees and the quality of the class 5 gravel. The DNR is open to allowing an easement for the turn around. The board will give them a road petition form.

There is concern about the culvert by lots 11 and 12.

For the March 14, township election the board will set up booths at 4 p.m. that day.

Clean up date was set as May 20, 2017 so it will be between fishing opener and Memorial Day week end.

In the road report the contractor may work on road grading as weather allows. Dust control, gravel and blading bids will be discussed at next meeting.

Treasurer’s report showed a balance of $96,205.90. Gas tax money and property taxes were received. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Thompson. Motion passed.

Because of a board member conflict the March regular meeting will be held on Monday, March 27,

2017 on a motion by Sup. Berscheit and a second by Sup. Johnson. Motion passed.

The board proceeded to audit the books of the clerk and treasurer.

A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Johnson. Motion passed. Meeting was adjourned at 8:11 p.m. Next regular meeting will be on Monday, March 27, 2017 at 7 p.m. in the Burtrum Community Center.

Shirley Hulinsky, Burnhamville Township Clerk Melrose City February 23, 2017 The Melrose City Council met in a Regular Meeting on Thursday, February 23, 2017 at 5:30 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Dick Christenson, Tony Klasen, Josh Thieschafer, Justin Frieler, Mayor Joe Finken, City Administrator Mike Brethorst, and City Clerk Patti Haase. Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Christenson seconded by Mr. Klasen and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments The following items were considered for approval under the Consent Agenda: • the minutes from the Council’s January 19 Regular Meeting • list of bills in the amount of $1,021,715.50 (See attached list) • list of investments for the month of January (See attached list) • Resolution No. 2017-12, Resolution Approving Gambling License to the Melrose Knights of Columbus Council 1633 for an exemption from lawful gambling license to conduct a raffle on June 18, 2017, St. Mary’s School, 320 5th Ave SE, Melrose MN. City Administrator Brethorst stated the Council was scheduled to hold a Public Hearing. to determine if conditions identified on the properties located at: 125 Main Street West, Melrose, MN, and 530 Main Street East, Melrose, MN are a public nuisance and consider issuing orders to abate the nuisances.

Police Chief Craig Maus presented the Police Department’s January report. He noted there were 248 calls for service during that month, compared to 335 for January 2016. A total of 15 citations were written for the month of January. For the month of January 2017, the Department received 22 agency assist calls.

Planning and Development Director Creelman reported on the Planning and Zoning Commission’s February 6 Regular Meeting. Mr. Creelman noted that the Commission is recommending that staff annually send letters to all commercial and industrial property owners about generic violations and ways to mitigate the issues. This would correlate with the process used for residential property. The Commission, also discussed revising City Zoning Ordinance to include definition and rules for portable storage units. The Commission has requested staff and City Attorney Dymoke to provide a sample ordinance for them to review.

Commission member Thieschafer made an inquiry regarding the fencing that was installed around the demolished section of the 400 Block. Mr. Thieschafer expressed concern so as the fence does not become a long-term solution. Mr. Creelman stated that they anticipate the fencing to be removed by July 1, 2017. Council member Thieschafer requested that staff revisit this in June to assure that this occurs on or before July 1.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • Community Development-JOTS Project: Prepared notice exercising option on Eich/Englebretson property. Obtained final survey information for waterline extension and prepared utility easement. Discussed closing arrangements with JOTS representatives.

• Nuisance Actions: Prepared and forwarded to City staff proposed City Council Orders directing abatement of nuisance conditions on Hernandez and Baptiste properties. Filed Notice of Motion and proposed Orders to Abate Nuisances on Kraker property with Court Administrator. Attended hearing on Rodriquez nuisance and obtained order to abate from court.

Mayor Finken noted that MADA at its January 12 meeting nominated Bob Mayers to be reappointed as the MADA representative to the Parks and Recreation Board for a three-year term. The Planning and Zoning Commission, at its February 6 Meeting, nominated Adam Paulson for reappointment as the Planning and Zoning representative on the Parks and Recreation Board. This would also be a three- year term.

A motion was made by Mr. Christenson seconded by Mr. Klasen and unanimously carried reappointing Bob Mayers as the MADA representative and Adam Paulson as the Planning & Zoning Representative to the Parks and Recreation Board each for a threeyear term.

Mayor Finken stated that in accordance with Federal Regulatory requirements, the Melrose Utilities Commission is the responsible maintaining the Flood Mitigation program for the Melrose Waste Water Plant. Furthermore, as the Utilities is a legal entity under the law, it must designate a responsible party to maintain its assets in the event by public referendum, the Commission were to be dissolved, the duties to maintain the levy would then be required to fall to the Municipal organization that created it. S.E.H., the Utility Commission must formally designate the City to allow for the certification of the improvements made for the Flood Mitigation program. The Melrose Public Utilities Commission at its February 13 meeting adopted Resolution No. 2017-11 Designation of Responsibility for Care and Operations of Flood Mitigation.

by Mr. Frieler with a roll call vote recorded as follows: For: Council Member Thieschafer, Frieler, Christenson, Klasen, and Mayor Finken; Against: None.

Mayor Finken stated that the City of Melrose has adopted its Well Head Protection Plan in 2015.

This plan states that we will work with the local fire department, MNDOT, Stearns County Emergency Management, Stearns County Highway Department and Melrose Emergency Management to develop and implement a spill response plan. It also states that we will utilize MDH Implementation funding as appropriate to purchase abatement equipment. The Department of Health will fund up to $10,000 with no local match. After consulting the Melrose Fire Chief and Melrose Water and Waste Water Supervisor, it is recommended to seek funds to pay for a trailer to store the various spill prevention equipment that we have plus to purchase adequate damming and diking equipment. This grant would allow the City to do this. The Grant is written to support the purchase of an enclosed trailer and four HAZMAT suits. The total estimated cost for this is 11,500. The additional $1,500 would come from the Fire Department Equipment Budget. Life safety short term rescue.

The cleanup is still the property owners responsibility.

Council Member Klasen introduced Resolution No. 2017-13 Source Water Protection Plan Implementation Grant. The motion was seconded by Mr. Thieschafer with a roll call vote recorded as follows: For: Council Member Klasen, Thieschafer Christenson, Frieler and Mayor Finken; Against: None.

Mayor Finken noted that Melrose Multi-Family LLC has entered into a Land Option with the City of Melrose for the purpose of consideration of construction of a 32-unit Market Rate Apartment. Efforts have been made that include, preliminary site plans, concept design, initial coordination with various regional agencies. The Response Action Plan has been completed and a Civil Engineer and Architect has been selected for the project.

Melrose Multi-Family LLC has provided an updated timeline. City staff has reviewed this timeline and

concurs with the milestones.

A motion was made by Mr. Frieler, seconded by Mr. Christenson and unanimously carried allowing a 3-month extension to the land option to allow time to complete the plans, go through the CUP and Variance process and exercise the agreement.

Mayor Finken stated that the City of Melrose is purchasing a new Ambulance to replace the 2001 Ford Ambulance. Efforts were made to maximize the sale of the old ambulance. After consulting with Jenn Tschida, whom consulted with Everest Emergency Vehicles, our vender we are purchasing our new ambulance, they are willing to buy the Ambulance as is with for $3,000. Due to the age of the rig and work required to make it a neutral ambulance without our decals, it is assessed by Jenn that this would be the most cost effective way to dispose of the rig.

Mr. Klasen questioned if it would receive a better offer if it was sent out for bids. City Administrator Brethorst stated that prior to sending out to bid all equipment and decals would need to be removed and vehicle would need to be stripped. It was staff’s recommendation to trade the vehicle in as is with the builder.

A motion was made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried authorizing the trade-in of the 2001 ambulance to Everest Emergency Vehicles for $3,000.

Mayor Finken noted that during the January 19th Council meeting a review of the 3rd Avenue W Project was conducted by the Council. This project includes the resurfacing of 3rd Avenue SW from 100’ north of Kraft Drive to Main Street and 3rd Avenue NW from Main Street to 1st Street NW and a 50’ patch near the Munson Feed elevator entrance to 3rd Avenue. A resurfacing project includes the reclamation of the existing bituminous surfacing and Class 5 base for reuse as aggregate base in a new pavement. The estimated ADT for the street is 3,000 vehicles per day and an anticipated 20-year growth rate at 3% per year. The proposed pavement design will provide a 10ton pavement section with a design life to 20 years.

As per the direction of the Council, 6 core samples were taken. Of those 6 all were suitable for a resurfacing project. A review of the existing storm sewer catch basins was conducted of which several needed repairs. Estimates have been prepared to repair these and during construction a physical exposed inspection will occur and it will at that time be determined to repair or replace. A review for cement in front of the Munson Feed Mill was conducted. It was estimated to cost upwards of an addition 20K to place cement here. Addi-

tionally, it would take 3-4 days to cure vs. adding an additional lift A motion was made by Mr. Klasen, seconded by Mr. Thieschafer and unanimously carried authorizing WSB & Associates to obtain bids for the full project to include Munson Feed street issues.

Mayor Finken stated that the City approved seeking bids for the 2017 Chip Seal Project at its January meeting. Because the project is estimated to be under the $100,000 threshold, competitive bidding requirements are not applicable and obtaining bids from a minimum of two qualified bidders is acceptable. WSB would send request for quotes to a minimum of four contractors that have provided quotes to the city in the past. However, due to e-mail issues and junk mail, WSB did not receive quotes from the historic vendors WSB is requesting authorization to reject all bids and rebid the project. Council Member Thieschafer expressed his concern as to how the bid was conducted and how it reflected poorly on WSB & Associates and the City.

After further discussion, a motion was made by Mr. Thieschafer, seconded by Mr. Frieler and unanimously carried to reject all bids and seeks quotes as outlined through the formal bid process.

Mayor Finken stated that as per direction of the City Council at its January 19, 2017 City Council meeting, the Council directed the City explore temporary contracting for Police Service with Stearns County Sheriff’s Office. The term of contracted service would be from February 23, 2017 - April 28, 2018. This is same period that is anticipated that Officer Matt McDonald would be on Military Leave. Both the County and City can terminate the agreement with a 30-day notice clause. The 2017 cost for this service is $55 per hour which includes car, officer, insurance and associated reporting. The 2018 costs will be determined no later than September 1, 2017. The Sheriff’s office will perform all duties of a Melrose Officer accept for the enforcement of City Nuisance and Code violation.

A motion was made by Mr. Christenson, seconded by Mr. Klasen and unanimously carried to contract with the Stearns County Sheriff’s office for police services.

Chief Craig Maus and Scott Dymoke attended the hearing on the motion for summary enforcement of the Council’s order to the property owner of 31 Rose Park SW to clean up his property. Judge Kundrat granted the motion and issued the order. The property owner has until Friday, February 24th at 5:00 p.m. to clean up his property.

After that the City can enter the property, abate the problem and assess the costs of abatement.

A motion was made by Mr. Christenson, seconded by Mr. Frieler and unanimously carried authorizing staff to abate the nuisance.

Mayor Finken stated that the Council at its January 5 Special Meeting, initially discussed options to resolve the planned military leave for one of the City’s Police officers.

Multiple options were discussed.

The direction at this meeting was to explore funding in great depth to fund policing and action was tabled till the next meeting. At the January 19th Meeting, the Council explored all options and it was determined that the City should explore contracting with Stearns County as a temporary solution till the Officer returns from Military leave and to utilize part-time staff.

The County has been contacted and they have proposed a contracted solution and the Council will formally consider this temporary staffing solution at its February 23, 2017 Council meeting. In accordance with Article 26 of the Police LELS contract, the Union has the right to comment on staffing. The City Administrator, Police Chief and HR Coordinator met with LELS and heard their comments.

A copy of those minutes has been provided to the Council separately.

Since that time, Police Officer Baros has submitted his letter of resignation from the Melrose Police Department effective 03/01/2016. The Council at its February 21 Special Meeting reviewed the comments from LELS and discussed at length the police department staffing. The Council requested that this matter be further reviewed at the February 23 Council meeting to consider reverting to a five-member department as requested by LELS and the Melrose Police Department and to look at funding mechanisms.

Finance Director Beuning stated that she had reviewed the 2017 adopted budget and received input from a Council Member.

In total, approximately $120,000 has been found to potentially add to the budget. This would allow for wages and benefits for an additional officer, as well as leave room for potential labor negotiations. Ms. Beuning identified such areas as increasing revenues on cable franchise fees and court fine budget to be reflective of the prior year’s earnings, remove city intern, reduce school and travel, along with several other budget cuts. Ms. Beuning stated that by implementing these changes or ones similar the budget would not run at a deficit

or negatively impacting the 2018 budget. The final determination to fund the officer for 2018 will be determined during the 2018 budget cycle. The Department would continue to operate on a four person staffing model till such time Officer McDonald would return to work.

Mr. Klasen expressed his concern for budget cuts and that adding the 5th officer is difficult to entertain at this time. Council Member Klasen stated that looking at the economic indicators and the fact that the future economic outlook does not look promising he is reluctant to support the addition of a fifth officer now.

Mr. Finken made a motion to move to a five officer police department.

Mr. Christenson stated that from his perspective it is important to have a police department that is engaged and committed to the community and not overworked so they look elsewhere. Society has changed over the past 5-10 years and the type of calls and the anti-police climate puts the officers more at risk.

Mr. Thieschafer stated that the general and consistent message he has received from the public is that they do not want to pay any additional taxes.

Mr. Klasen noted this is not a onetime expenditure and is not easy to change.

After further discussion Mr. Finken brought back to the table his motion to move to a five-officer department. The motion was seconded by Mr. Christenson with a roll call vote recorded as follows: For: Council Members Christenson, Frieler, and Mayor Finken; Against: Council Members Klasen, and Thieschafer.

Administrator Brethorst noted that he has heard recommendation HR and LELS. Based on comments and weighting several factors, it his recommendation that the job position be posted immediately and that it be posted externally.

A motion was made by Mr. Christenson to post the position externally and immediately. The motion was seconded by Mr. Frieler with a roll call vote recorded as follows: For: Council Members Christenson, Frieler, and Mayor Finken; Against: Council Members Klasen, and Thieschafer.

The Local Board of Appeals and Equalization meeting with Stearns County Assistant Assessor is scheduled for Thursday, April 20 at 4:30 p.m.

Please note the date and time as a quorum is required for this meeting.

City Administrator Brethorst noted that Stearns County will be seal coating portions of County Roads 13 and 64. The County pays for seal coat for the center 24 feet and the City pays for the shoulders. Annually, the City is paid by Stearns County to crack seal and perform basic maintenance of the County State Aid Roads that are in the City limits. It is estimated that the City share of these seal coat costs are: 5K for County RD 64/170 and 10K for County RD 13. This is a standing agreement amongst all Cities with County.

Mayor Finken stated that full-time Officer Aaron Baros has submitted his letter of resignation from the Melrose Police Department effective 03/01/2016. According to Article 23 of the Law Enforcement Labor Services Bargaining Agreement, the employer (City) may fill permanent vacancies by posting internally or externally for applicants. Staff has conducted a full review of the position to include, contracting, absorbing and one for one replacement. After this review, it is recommended to replace the position one of one.

A motion was made by Mr. Frieler, seconded by Mr. Thieschafer and unanimously carried authorizing staff to move forward with the hiring process, posting the position internally.

The following informational items were discussed: Charter Communication Correspondence: Price Adjustment. Also Charter Communication is making to changes to the channel lineup for customers in the community. Dave Says -By Dave Ramsey Dear Dave, One of my relatives just graduated from college with $20,000 in student loan debt.

Her boyfriend graduated, too, and he has over $100,000 in student loan debt.

They want to get married, so she’s looking for a job. He wants to go to graduate school, and take out more loans to remain a fulltime student. The idea of even more debt hanging over their heads really bothers her. Do you have any advice?

-Denise Dear Denise, You don’t throw away a great, potentially lifelong, relationship just because of debt. Things like laziness, dishonesty, and irresponsible behavior are deal breakers, though. Those are flaws that usually don’t go away.

I’m glad she’s looking for a job, but her boyfriend needs to be working, too.

There’s no excuse for either of them being full-time students with more than $120,000 in combined student loan debt hanging over their heads. Lots of people hold down real jobs, save money, and further their educations on a part-time basis.

If she were my niece, I would encourage her to have an open and honest discussion with her boyfriend about their future, and how he plans on paying for graduate school. She also needs to be very real about her feelings in this situation.

If, after that, he still wants to just borrow more money and not work outside of school, then she might have a difficult decision ahead.

March 16, 2017: At 16:52 the Todd County Sheriffs Office received a report of a burglary on Dowell Drive in Burnhamville Township. Sometime between 8:15 p.m. on 3/14/2017 and 4:30 p.m. on 3/16/2017 the garage on the property was forced into and a number of items were taken. If anyone has information on this burglary they are asked to contact the Todd County Sheriffs Office.

March 17, 2017: At 11:34 Todd County Sheriff’s Office received a report that multiple signs were missing on Cty 12.

Every 3 years a director is elected in each of the Stearns Electric Districts. This year an election is being held in District 7. Customers in District 7 will be receiving a ballot in the mail, which can either be returned by mail or presented in person at the Stearns Electric annual meeting.
