get down at the supermarket. I’m talking about the real thing. Nothing worked.

So, the experts decided it was physiologically impossible for a human being to run a mile in four minutes. Our bone structure is all wrong. Our wind resistance is too great. Humans have inadequate lung power. There were a million reasons – until one day when one human being proved the doctors, the trainers and the athletes all wrong.

In 1954, Roger Bannister showed the world that it could be done. Over the next few years, more and more people broke the four-minute mile once they realized that yes, it was possible.

When Bannister passed away in early March of this year, it brought back a lot of memories from that time in history that I remember so well.

The world was changing a great deal. People around the world were overcoming the long-perceived physical boundaries of nature. American pilot Chuck Yeager broke the sound barrier in 1947. And who can forget Sir Edmond Hillary and his Sherpa guide Tenzing Norgay conquering Mount Everest in 1953.

Many famous people have overcome tremendous adversity to triumph: • Bill Gates, co-founder of Microsoft and one of the richest people in the world, dropped out of school and had his first business fail.

• Oprah Winfrey overcame terrible

poverty growing up in rural Mississippi to become a billionaire media mogul who has inspired millions around the world.

• Albert Einstein didn’t speak until he was four years old and couldn’t get a job in physics for two years after graduation.

• Richard Branson didn’t let his dyslexia stop him from founding Virgin Group and controlling more than 400 companies.

• Popular recording star Jay-Z came from a rough Brooklyn neighborhood but couldn’t get signed to any record labels as a rapper. In 2013, “Time Magazine,” ranked him as one of the most influential people in the world.

• Vincent Van Gogh is considered one of the greatest painters of all time, yet he only sold one painting during his lifetime.

• Simon Cowell, star judge from “American Idol” and “The X Factor” had a record company fail.

Botanists say trees need the powerful March winds to flex their trunks and main branches, so that the sap is drawn up to nourish the budding leaves. Perhaps people need to meet the stresses of life in the same way, though we dislike enduring them. A stormy period in our lives can be a prelude to a new spring of life and health, success and happiness.

“The Good Old Days” -By Tom Kuehne Peas

Creating our own family’s food needs was a very important part of our lives. Whether it involved producing meat, fruits, or vegetables, if we could do it ourselves on our own farm, that is where it came from. We didn’t go to the grocery store to buy anything we could grow at home.

Our way of thinking was inherited from our immigrant ancestors, their experiences while trying to create a new life in a relatively sparse setting, the depression years and the limitations placed on Americans during the war years. These reasons, along with the constant thoughts of conservatism, made the rural population strive to not be controlled by any outside sources.

“We will do it ourselves.” This way of living was accepted for several generations until communication, travel, more governmental controls and the desire for an easier life came along.

Now we look back at our earlier years and say, “Ya, life was better back then.”

Maybe yes and maybe no.

So much for all this serious thought!!!

When thinking about our garden when I was a kid, I remember it as being big. In the spring, the garden was covered with a load of manure, then plowed, run over with a disc and drag, all done with a farm tractor. A marker was then dragged the length of the garden to make sure the rows would be straight and far enough apart to allow the tractor and corn cultivator easy access. The vegetable garden was about a third of an acre, however there was also another half acre potato field. You guessed it, yes the gardens did require a lot of summer hours.

The large garden produced a lot of vegetables. Some would ripen over a long period of time, while others needed to be harvested within a few days.

The tomatoes started in the middle of summer and continued into the late fall, allowing the fellows bringing the hay to the barn to stop at the patch and grab a “mater” between every load.

Beans seemed to keep producing a crop all summer until we became tired of harvesting them. They were then pulled and given as a treat to the cows.

The sweet corn matured over a two week period, after which the cows were again the winners. The potatoes required several days of harvesting. They were stored in grandma’s dirt cellar for the winter. In spring the remaining potatoes were either sold for $1.00 per 100 pound or boiled and fed to the pigs. Nothing

was wasted.

One crop I specifically remember was peas. When they were ready, they had to be picked. This process included two 5 gallon pails, a wheel borrow, my dad, mother and me. When the wheel borrow and the pails were full, they were brought to the step in front of the house for shelling. Do you know how long it took to shell that many peas? I would shell them into a dishpan on my lap. The dog would assist by swallowing the peas that missed the dishpan until he was full and thought a nap under a tree was more attractive. The bantam chickens would come by to see what I was doing and grab a couple of spilled peas. This job would last until later in the afternoon.

It was hot, the flies needed to pester the worker and the shelled peas. Early in the day the mosquitoes tried for a free lunch. It’s been well over a half a century and I still try not to plant any peas in my garden. I prefer to buy peas from the grocery store, already shelled and it wasn’t me that did it.

I guess we all change a little as the years pass. Sometimes it’s the way we get our food or actually how we live our life. We can’t seem to avoid change, just so I don’t have to get a sore bottom sitting on a cement porch shelling peas!

and faith in the future.

Everyone faces adversity, pain, loss and suffering in life. When you go through those periods, it’s hard to remember that the emotions you’re feeling are only temporary. The best thing to do is to develop a plan for what you will do when these times hit and find your way to the silver lining – the place where you can feel hopeful again.

You need a personal sense of commitment, the ability to let go when appropriate, and strong values. Take charge of the things you can control, such as your treatment of others, the way you spend your time outside of work, how you think about yourself, how often you exercise, when and how to share your feelings, how to let others know you’re stressed and how mature you act.

Who says that you can’t accomplish

your goals? Who says that you’re not tougher and better and smarter and harder working and more able than your competition? It doesn’t matter if they say you can’t do it. The only thing that matters is if you say it. So, we all know, if we believe in ourselves, there’s hardly anything that we can’t accomplish.

Richard M. Heffron

Richard M. Heffron, age 87 of Grey Eagle, passed away peacefully on Sunday, March 18, 2018 at the St. Cloud Hospital in St. Cloud, Minnesota.

A Mass of Christian Burial will be held at 10 a.m.

Saturday, March 24 at St. Joseph’s Catholic Church in Grey Eagle with Rev. Ron Dockendorf officiating.

Interment will be in the parish cemetery with military honors by the Melrose Veterans Honor Guard.

Visitation will be from 4 to 8 p.m.

Friday and from 9 to 10 a.m. Saturday at the church in Grey Eagle.

Richard Maurice Heffron was born March 28, 1930 in Burtrum, Minnesota to Maurice and Pearl (Erickson) Heffron. He served in the U.S. Navy and retired after 20 years of service. He was united in marriage

to Joanne Ostendorf on July 3, 1971 in Grey Eagle. Richard worked at Kraft Foods for 19 years and retired after the Kraft fire.

Richard enjoyed traveling out west for deer hunting and other big game and loved going fishing for salmon and trout on Lake Michigan. He loved spending time with his family, especially his grandchildren and great-grandchildren.

Survivors include his wife of 47 years, Joanne Heffron of Grey Eagle; grandchildren, Heather Ostendorf (Eric Douglas) of Sauk Rapids and Nathan (Lorena) Ostendorf of Sauk Centre; and great-grandchildren, Bailey, Annica, Sophia, Rylee, and one on the way.

Richard was preceded in death by his parents; step son, Steven Ostendorf; and brother, Ronald Heffron.

Donald L. “Donnie” Klug

Donald L. “Donnie” Klug, age 76 of Freeport, Minnesota died unexpectedly on Friday, March 16, 2018 during his morning walk near his home.

A funeral service will be held at 11 a.m. Friday, March 23 at Our Savior’s Lutheran Church in Albany with Pastor Steven Olson officiating. Interment will be at Our Savior’s Lutheran Cemetery in Albany with military honors by the Albany American Legion.

Visitation will be from 4-8 p.m. Thursday and from 10 to 11 a.m. Friday at the church in Albany.

Donald Leonard Klug was born April 26, 1941 in Albany, Minnesota to Norbert and Mary (Obermiller) Klug. He attended school in Albany and later enlisted in the U.S. National Guard. On May 30, 1964, he was united in marriage to Janet Kerestes at Ebenezer Lutheran Church in Albany. Donnie lived in the Holdingford and Albany area all his life.

He and Janet farmed for many years; retiring in 2006. He enjoyed walking, fishing, helping grandkids farm, storytelling, biking, fixing

Marlene A. Lieser, age 79 of Spring Hill, died peacefully in her sleep on Saturday, March 17, 2018 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial will be 11 a.m.

Saturday, March 24 at St. Michael’s Catholic Church in Spring Hill with Rev. Marvin Enneking officiating. Interment will be in the parish cemetery.

Visitation will be from 4 to 8 p.m. Friday and from 9 to 10 a.m. Saturday at the PattonSchad Funeral Home in Melrose. Christian Women and Catholic United Financial will pray at 5 p.m. followed by parish prayers at 7 p.m. Friday evening at the funeral home.

Marlene Adella Welle was born August 16, 1938 in Melrose, Minnesota to Henry and Erma (Meyer) Welle. She was united in marriage to Gerald Lieser on August 18, 1959 at St. Michael’s Catholic Church. The couple farmed all their lives northwest of Spring Hill.

She enjoyed playing cards, Carbles, baking, traveling, and farming with her husband.

Marlene was a member of St. Michael’s Catholic Church where she sang in the choir for 60 years, Christian Women, and Catholic United Financial.

Donnie was preceded in death by his father, Norbert Carl Anton Klug on April 21, 1989; and mother, Mary Lydia “Mayme” Klug on December 26, 1998.

Casket bearers will be Crystal Hartung, Ryan Gerads, Tyler Gerads, Alyssa Hartung, Chelsea Kolstad, Travis Gerads, Michela Gerads, and Elizabeth Christman. Joseph L. “Joe” Loecken Joseph L. “Joe” Loecken, age 92 of St. Martin, died peacefully, surrounded by his family on Thursday, March 15, 2018 at the CentraCare Health Nursing Home in Melrose, Minnesota.

A Mass of Christian Burial was held Monday, March 19 at St. Martin Catholic Church in St. Martin with Rev. Edward Vebelun, O.S.B. officiating and Rev. Ken Thielman and Rev. Roger Klassen, O.S.B. concelebrating. Interment was in the parish cemetery.

Joseph Louis Loecken was born May 6, 1925 in St. Martin, Minnesota to Peter and Alma (Schoenborn) Loecken. He graduated from Albany High School at the age of 17 in 1942. He was united in marriage to Theresa “Terri” Rausch on December 30, 1947 in Farming, Minnesota. The couple farmed in Cold Spring for 10 years and then farmed in St. Martin Township for 36 years until their retirement in 1991. They moved to Lake Maria near New Munich until 2010 and then moved to Park View Center in Melrose.

He was a member of St. Martin Catholic Church in St. Martin, St. Martin Catholic Order of Foresters and St. Joseph’s Men’s Society of New Munich and St. Martin. Joe was a baseball fanatic and went to many

Robert “Bob” Brenny The Mass of Christian Burial, celebrating the life of Robert C. Brenny, age 77 of St. Cloud, formerly of Albany was held Tuesday, March 20 at the Seven Dolors Catholic Church in Albany. Bob died peacefully on Thursday, with his family at his side at the Mother of Mercy Campus of Care in Albany. Burial with full military honors was at the Seven Dolors Catholic Church Cemetery.

Bob was born March 23, 1940 in Holdingford to Stanley and Adeline (Lampert) Brenny. He graduated from the Holdingford High School and served the U.S. Air Force from 1958 until 1963 and was in the Air Force reserves until 1964. He returned to central Minnesota and owned Brenny Granite City Ambulance Service in St. Cloud. Bob married Pat Westendorf on August 3, 1968 in Melrose. Bob graduated from the University of Minnesota with a degree in Mortuary Science. In 1972, he sold the Ambulance service to Murphy Ambulance and purchased the Schafer general store and funeral home in Albany. He closed the general store portion shortly after.

Bob also drove bus for Trobec’s Bus Service in St. Stephen. In 1975, he purchased the

amateur baseball games. He was active with the Tel-Stars 4-H club for over 30 years.

Joe was on the Stearns County Fair Board and the Stearns County Pork Producers Association, and he also sold seed corn for 30 years. He enjoyed hunting, fishing, and taking an occasional trip to the casino. One of Joe’s highlights of his life was being part of a private audience with the Pope when he was on a pilgrimage.

Survivors include his loving wife of 70 years, Terri Loecken of Melrose; children, Dennis (Connie) Loecken of Dent, Virgil (Dorine) Loecken of Sauk Centre, Donna (Mark) Herickhoff of Elrosa, Randy (Judy) Loecken of St. Martin, Joel (Michelle) Loecken of Crystal, and Shelly (Dan) Roiger of Canton, New York; 20 grandchildren and 42 great-grandchildren; and brother, James (Liz) Loecken of Swanville.

Joe was preceded in death by his parents; brother, Eugene Loecken; and sisters, Priscilla Klassen and Bernice Bible.

Serving as casket bearers were Russ Loecken, Ryan Loecken, Peter Loecken, Matthew Loecken, Kurt Herickhoff, and Craig Herickhoff. Cross bearer was Pamela Shaver and scripture bearer was Christine Jackson. Readers were Megan Russell and Brad Herickhoff and the petitions were read

Brenny Funeral Home in Holdingford from his father, Stan. Bob operated the funeral homes until he retired in 2001. He was an active member of Professional Rescue Instructors of Minnesota (PRIM) teaching other ambulance crews, fire and rescue squads, and organizing simulated disaster scenes. In 1981, Bob was recognized by the Albany Education Association for his outstanding teaching including; community education CPR classes, first aid, and death and dying. He also taught death and dying classes to high school students and gave presentations to parent groups on talking to children about death. Bob was on the Albany City Council in 1991 and from 2001 through March 15, 2006. From 1992 through 1998, Bob was the Mayor of Albany, MN. Bob was well known as the leader of the Bob Brenny Band. He and his band performed polka music across the Midwest and had radio shows on KASM in Albany and KRWC in Buffalo for many years. Bob was a member of the Seven Dolors Catholic Church, the Albany American Legion, the Minnesota Funeral Directors Association, and the National Funeral Directors Association.

Bob is survived by his wife, Pat, St. Cloud; his children, Amy (Al) Reuvers, Lakeville; Leah (Aljo) Ernste, Faribault; and Josh (Sara) Brenny, Chaska. He is also survived by his sister, Mary (Dick) Struzyk, Holdingford and 7 grandchildren.

Bob is preceded in death by his parents and his son, Scott.

Questions on Medicare

By Tom Kuehne I have been receiving phone calls from senior citizens asking “what is going on with my Medicare coverage?” I thought I’d share some information with you.

First, Medicare will be continuing next year. We are not yet aware if there will be changes in benefits. As of now, if you currently have a Cost Plan, you will need to review options offered by an Advantage Plan or some form of a plan to cover deductibles and co-pays. Premiums and coverage available on these optional plans vary greatly, so careful consideration needs to be given so that the new plan fits your personal needs.

Premiums for 2019 will be available in October.

The coverage plans which you current-

ly have are in effect until December 31, 2018. No changes are currently necessary.

If you get a phone call from someone regarding Medicare options, get their name, company representation and phone number. Calls from individuals who are not your agent or from your current insurance company are forbidden under Medicare.

Swanville Junior High Student of the Month Congratulations to eighth grader Tyra Powell, our February Junior High Student of the Month. Tyra is the daughter of Russell and Stephanie Powell. She enjoys knitting, crocheting, doing puzzles, playing sports, and hanging out with friends.

Tyra has joined speech and is the class president this year. She has been in band, playing clarinet since fourth grade; volleyball and softball since sixth grade; and color guard since seventh grade. She also took stats for varsity girls basketball. Tyra won first place

in pottery in an art contest for her clay pie box. She plans to become a teacher and coach.

She is unsure if she will teach elementary or high school, but she wants to coach softball and volleyball for all ages. Her favorite thing about school is seeing her friends, sports, band and art. Tyra’s advice to other students is try everything, especially in junior high. Junior high is the perfect time to go out for different things because you may uncover a talent you never knew you had.

English teacher Chantelle Frie said “Tyra is such a valuable addition to any class or activity. She is constantly striving to do her best and to learn new skills. Tyra is always ready to help wherever she is needed. She is constantly surprising me with her mastery of new skills. I am excited to work with her as she continues to learn and enrich those around her.”

Swanville Senior High Student of the Month

Brandon Young received the Minnesota State High School League 2018 ExCEL Award on Saturday, March 17 during half time of the Girls’ State Basketball Class AA championship game at the Target Center in Minneapolis. Brandon is the son of John and Lori Young of Grey Eagle. He is involved in band (playing multiple instruments), choir, robotics, drama club, and Knowledge Bowl.

Dean of Students Nick Klug states, “Brandon was nominated because of his involvement in school activities, his academic achievements, and for his many hours of volunteering in the community. Brandon is the first candidate that has ever received the award from Upsala Area Schools. This is a great honor for Brandon and very well deserved.”

Peyton Jackson, the February Senior High Student of the Month, is a senior and the son of Todd and Stacy Jackson. Peyton plans to attend Saint Cloud State University for business management.

Peyton is continuously on the honor roll, has been student of the month previous years and placed second in sections for football. He has participated in Baseball, Basketball and Football throughout his high school career. Peyton is active in church, attending weekly mass and youth group; he also helps with school fundraisers such as meat raffles. Some of Peyton’s hobbies are sports, movies, hanging with friends, fortnite, and spending time with family. One of his favorite things about school is having some classes every other day (college classes).

Peyton’s advice to other students is to work hard now no matter what because it will pay off later in life.

Everyone feels anxious at one time or another. It is a normal part of life. It is our body’s way of telling us that something might be wrong - that we might be facing some potential danger or are feeling symptoms of an illness. If we had no feelings of anxiety, we might put ourselves in all kinds of danger that could end up in disaster.

His Spirit is always at work in our hearts and it is good to be troubled with anxiety that comes from God. The writer of Psalm 94 was having a huge problem with anxiety. He must have been deeply troubled by many things that were overwhelming him and seemingly beyond his control. Note his words: “When anxiety was great within me” - not simply a minor incident, but something very, very troubling.

Then note what happened: Your “consolation” or perhaps better understood as “comfort” – “brought joy to my soul.” It is like Jesus saying, “Let not Your heart be troubled. Believe in me.

Delores “Dee” Bayer D e l o r e s “Dee” Bayer, age 76 of Brooten, Minnesota died peacefully at her home on March 18, 2018.

A visitation will be held from 4:30 to 7:00 p.m.

Thursday, March 22nd and on Friday from 9:15 to 10:15 a.m. at Saints Peter and Paul Catholic Church in Elrosa, Minnesota.

A Mass of Christian Burial will be held at 10:30 a.m. Friday, March 23rd at Saints Peter and Paul Catholic Church in Elrosa with Father David Grundman presiding.

Interment will follow in the parish cemetery.

Delores Darlene Damhof was born January 27, 1942 in Willmar, Minnesota, the second child of Anthony “Tony” James and Clara Anita Louise (Plumhoff) Damhof.

She grew up in Willmar and graduated from Belgrade High School, Class of 1960. After graduation, Dee moved to Minneapolis where she worked for the Wyath Pharmaceutical Company as a secretary. Dee was united in marriage to Allen J. Bayer on July 30, 1966 in Elrosa, Minnesota. Al and Dee continued to live in Minneapolis after their marriage.

Their home was the gathering place for friends and family to play cards and just enjoy each other’s company. As Dee remembered, they always seemed to have overnight guests or someone living with them because they wanted to help a friend or family member. In 1973, Dee left her job at Wyath, moved from Minneapolis to Brooten and welcomed their only child, Jennifer into their home. After a few years, Dee took a job working at Harry’s Bar in Elrosa and in

1980, the Bayer’s purchased the Municipal Bar in Brooten and established Bayer’s Bar in Brooten. Dee enjoyed operating their business and met so many great people who would make it a point to stop by Bayer’s Bar as they traveled through Brooten. In 1990, the bar was sold, and Dee took on a new job at Brooten Area Labor Housing and worked with the migrants. This job would continue until her death.

Dee enjoyed playing cards, putting together difficult puzzles, entertaining and hosting lots of family get-togethers at her home. Going to the casino in search of “Red, White, and Blue Lucky 7’s” was always a highlight! She was a hard worker and lived by the motto – “If you work hard, you must play hard!” and that she did. Dee could be found doing the daily Crossword Puzzle in the Willmar newspaper and enjoyed any type of game. It was a well-known fact that for Dee, spoiling her daughter, Jenny was a real treat! Her generosity did not go unnoticed.

Dee will be deeply missed by her only daughter, Jennifer “Jenny” Bayer (Jamie Greig) of Chanhassen; sisters, Beatrice “Bea” (Roger) Sagadahl of Brooten, Mary (Merlin) Johnson of Hawick, and Ruth (Wesley) Von Eschen of Brooten; close family friend, Jennifer (Mike) Lehner of Brooten; Dee’s in-laws, Bob and Marcia Bayer of Elrosa, Jim and Sue Bayer of Belgrade, Deb and Dan Haskamp of Saint Cloud, Pam and Bob Imdieke of Monticello, and Bruce and Peg Bayer of Paynesville; many nieces and nephews, other relatives and friends.

She was preceded in death by her husband, Allen J. Bayer on April 7, 2005; her parents, Tony and Clara Damhof; one brother, Charles Damhof; and her mother and father-in-law, Alvina M. and Edmund M. Bayer.

Friends to Restore St. Mary’s News

By Jesse Lovelace On Sunday March 11 2018, Friends to Restore St. Mary’s held a solemn prayer vigil in front of St. Mary’s Church in Melrose to commemorate the second anniversary of the fire that damaged the historic building. Over one hundred people attended, in spite of the cold March wind. They recited the Rosary in both English and Spanish, with special reflections composed by parishioner Joe Soenneker between decades, offered a tribute to the firefighters who risked their lives to save the building, and individual prayers prepared by other parishioners were recited as a group.

Unfortunately, the event was marred by the announcement in the Sunday parish bulletin that the group of parishioners clearing off the church steps the day before somehow constituted a threat to pastor Fr. Marvin Enneking’s safety, so the parish council in its concern recommended that Fr. Enneking take up residence in the parish rectory in Greenwald.

If Fr. Enneking’s safety was so important, why would the parish council announce his new residence? Furthermore, if he needs greater police protection from a group of crazed parishioners armed with

Dave Says -By Dave Ramsey Dear Dave, I’m about to graduate from college, and while I’ve been in school my mom has been handling most of my finances.

Recently, I discovered she’s been taking my student loan money and spending it on herself. So far, it looks like she’s taken around $12,000, and I have a total of $25,000 in student loan debt.

Since I realized this was happening, I’ve been reading your books and learning how to manage my own money. I don’t know how to deal with this situation with her, though. She admits she did wrong, but says she can’t pay it back. Can you help?

-Alan Dear Alan, I hate hearing this. There’s no easy way to deal with these kinds of situations.

The first thing you need to do is take over complete and total control of all your finances. Shut down any accounts that have her name on them, and anything else financially-related that she can access. I know this sounds harsh, but she has proven she’s just not trustworthy. It’s a hard thing to hear about a parent, but at this point you’ve got to take steps to protect yourself. What she has been doing is theft, and financial child abuse.

One extreme is to press criminal charges. The other extreme is to just forget

it, and pay it. In between is a promise from her to repay everything she has taken, but she’s already out of control. That’s a promise that wouldn’t be kept. The problem with prosecuting someone criminally for this type of action - other than the emotional toll, because she’s your mom - is the money’s already gone. It doesn’t make them magically have the money to repay you. On top of all this, you’d have a really hard time legally getting the student loans removed from your name due to theft.

Honestly, under the circumstances I think you’re probably going to end up eating this. But sit down, and try to have a calm, clear discussion about what has happened, and why it happened. Let her know first, without a doubt, that you will criminally prosecute her if she ever uses your name to put money into her own pocket again.

Second, tell her you’re prepared to forgive her and forget about it — and she pays you back at some point, if she can — if she agrees to get some financial and emotional counseling.

Try to get her some help, and get her under control, Alan. If you don’t, I’m afraid things are only going downhill from here.

Session’s first deadline arriving; new nitrogen rule discussed

Sen. Torrey Westrom and I will be hosting a series of town hall meetings this Saturday, March 24.

This week at the Legislature marks the first deadline for bills to make it through committees that deal with policy issues.

Our Agriculture Committee has been hearing many bills lately, and we had to re-convene later in the afternoon one day last week to get through the schedule of bills needing to be heard. This week promises to be just as busy, as members scramble to get their bills on the agenda of committees that need to hear them.

We also heard from Agriculture Commissioner Dave Frederickson last week as he gave the committee an update on the Nitrogen Rule, which his department has been working on. Aimed at reducing the amount of nitrates in groundwater, this proposed new rule will curtail the application of nitrogen fertilizer in the fall season following harvest in some areas of the state.

Although the department has the authority to proceed with this rulemaking, some legislators feel that the final update of this process should come back to the Legislature for approval before becoming law. We did hear one bill that would require just that, and passed it on to the Environment and

A revised map detailing which areas of the state would not be allowed to have fall-applied nitrogen was also released. It had several changes from an earlier version, with the main one being a large area of northwest Minnesota being taken off the map. The second draft of the rule itself is scheduled to be released by mid to late May, which will be followed by a comment period when the public can weigh in on the proposed rule.

Hearty congratulations are in order for the Sauk Centre girls basketball team, which captured the state Class AA title over the weekend. In a rematch of last year’s championship game, the Mainstreeters knocked off defending champion Roseau 63-52. The win capped Sauk Centre’s perfect season and left them with a record of 33-0. That total represents the most wins by any team in the history of Minnesota basketball!

Boys basketball takes center stage this week as winter sports wind down and the State High School League’s final state tournament of the season takes place. The team from Minnewaska will be there, having surprised some by coming from behind in three games on their way to a sectional title. They played at 8 p.m. Wednesday at Williams Arena on the campus of the University of Minnesota against Caledonia.

St. Cloud Cathedral is also in the Class AA tourney, having defeated Melrose in sectional play.

Took in the St. Patrick’s Day parade at Padua over the weekend. With near-ideal weather conditions, a large crowd was on hand to celebrate and watch the parade which made its way up and down the only street in town. Cars were lined up along both sides of the highway leading into and out of town for what looked like a halfmile.

March 13, 2018: At 21:14 Lloyd Blommel (55) of rural Freeport backed into a light pole near the address of 218 State St. East in the city of Grey Eagle.

Blommel was uninjured but the 2001 Chevy truck he was driving sustained damage. The light pole was owned by the city of Grey Eagle appeared to be severely damaged.

The minutes from the regular meeting of January 30, 2018 were approved as presented on a motion

by Sup. Johnson. Motion was seconded by Sup. Berscheit. Motion passed.

For correspondence the township board members received letters from Todd County Township Association about dues and meeting on April 12, ditch mowing ads, treasurer received letter from bank and county.

The township received a complaint of a neighbor’s yard light shining into this resident’s home.

She was wondering if the township could make an ordinance stopping this. After discussion the board decided this is a private land issue and will not make a yard light ordinance.

A motion was made by Sup. Berscheit to pay all bills numbered 5540 through 5551: Rev. $1,375.78; R & B $5,206.71 Fire $1,619.23. Sup. Johnson seconded the motion. Motion passed.

With the March 13, 2018 township elections coming up the board will set up the booths at 4 p.m., with voting hours open 5-8 p.m. and annual meeting at 8:20 p.m. The supervisors approved the postcards the clerk is preparing to mail out for annual meeting.

Sup. Berscheit gave a report from the Long Prairie fire meeting saying with no calls to our township the cost should go down. No major purchases planned by the department.

In the road report board and contractor will watch roads for icy areas.

Treasurer’s report showed a balance of $101,979.14. Gas tax was received by the treasurer.

by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.

The board proceeded to audit the books of the clerk and treasurer.

A motion was made by Sup. Johnson to adjourn the meeting which was seconded by Sup. Berscheit. Motion passed. Meeting was adjourned at 7:43 p.m. Next regular meeting will be on Tuesday, March 27, 2018 at 7 p.m. in the Burtrum Community Center. The township annual meeting will be held Tuesday, March 13 with election hours from 5-8 p.m. and the meeting starting at 8:20 p.m.

Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 p.m.

The pledge of allegiance was said.

Johnson welcomed everyone to the first City Council Meeting at the new City Hall location at 105 South Main Street Suite 2.

On roll call members present were: Mayor Rollie Johnson, Brian Lange, Lana Bartells, and Den-

nis Westrich. Absent, Joan Olson.

People present: Morrison County Commissioner Candidate Greg Blaine, Attorney Joe Krueger, MC Record reporter Sheila McCoy, First Response President Steve Hansen, First Response Vice President Garrett Doucette, Public Works Frank Koopmeiners, City Intern Susie Strusz, and City Clerk/ Treasurer Michelle Stevens.

Minutes: Lange moved to approve minutes from February 5, 2018 City Council, 2nd by Bartells.

Motion carried unanimously.

by Westrich. Motion carried unanimously.

Presentation, Citizen Appeals: Greg Blaine is running for District 5 County Commissioner. The election is April 10 at Upsala Fire Hall from 7 a.m.-8 p.m. Greg shared his points on why he is running and encouraged everyone to get out and vote.

Attorney Joe Krueger from Long Prairie share his skills in serving small cities.

Bartells moved to approve Joe Krueger as the City’s attorneyagreeing with his contract including an hourly fee of $115.00, 2nd

by Westrich. Motion carried unanimously.

Department Reports: Maintenance Report: Koopmeiners reported on water and sewer levels.

The computer in the Public Works Department needs replacing in the immediate future. Koopmeiners presented a quote through Preferred Controls Corp.; this is the same company that set up the previous computer and created the connections to the water plant computer.

Lange moved to approve to purchase a new computer for the Public Works Department at a cost of $3,799.00, 2nd by Bartells. Motion carried unanimously.

Fire Department Report: The Fire Department presented their January minutes.

Training on Forced Entry and Roof ventilation is Saturday, April 7.

First Responders: Nick Miller tendered his resignation from the First Response Team in February.

Interviews for four new First Responder members was hugely successful.

Doucette requested on behalf of the First Response Team to have Andrea Douvier, Jim Douvier, Andrew Wensmann, and James Warga be put on the roster as probationary First Responders. Their full membership after Council approval, will require background check and passing of their skills testing.

Due to the unplanned resignation from Nick, the Team would also like to request one additional probationary above the four spaces requested by the Team in February to get the Department back to full membership. Doucette requested on behalf of the First Response Team to have Seth Strausberg be put on the roster along with the other probationary First Responders.

Battells moved to approve the five recommended probationary members, 2nd by Westrich. Motion carried unanimously.

Doucette explained the need for equipment for the probationary team members such as pagers, batteries, chargers, etc. Doucette reported the total cost for this refurbished equipment comes to $1,498.52. The Upsala EMS Club would like to donated 25% of the

cost for this equipment; the City would only have to pay approximately $1,000.

Doucette also requested the purchase of ten First In ‘ditch bags’. These bags are for members who are first on scene to provide immediate care without the need to wait for the First Response Rig or an ambulance. The total cost for ten bags is approximately $750.00. The Upsala EMS Club is again offering to pay 25% of the cost for these bags; with the City paying approximately $600.00.

Lange moved to approve the purchase of equipment for the First Response Team up to $1,800.00, 2nd by Bartells. Motion carried unanimously.

City Office Report: Stevens reviewed the March Calendar.

The keys for City Hall are limited. Johnson and Stevens will work on making the various Committee Meetings available at the new City Hall location.

Planning Commission: No Meeting held.

UCDC: The minutes from the February meeting was presented.

Bartells shared the progress of Heritage Days which is set for August 10-12.

Lange move to approve Missy Cramlet to join the UCDC Committee, 2nd by Westrich. Motion carried unanimously.

Recreation Board: No meeting held.

Safety Committee: Hanson reported that the committee did a safety audit at the Rec Building and the Community Center. They will continue to the other city owned buildings and report back to the council when they are completed.

Hanson noted that there is no AED at the Toning Plus exercise facility.

Johnson reported on the training Steve Hanson, Brian Lange, and he attended on Long-Term Disaster Recovery offered by the Initiative Foundation.

Lange moved to have Larry Bartells, Steve Hansen, Rollie Johnson, Michelle Stevens, Frank Koopmeiners and himself to meet on March 19 at 6:30 at City Hall to come up with key members of the community to be on the Disaster Recovery Team, 2nd by Westrich.

Motion carried unanimously.

Unfinished Business Maintenance Building: Westrich gave an update on the progress of the Maintenance Building.

Lettering for the Maintenance Building was discussed. Ed Signs proposed lettering at a cost of $720.00 Johnson will contact Everything Signs in Holdingford for a second quote.

Deadman’s Corner: The corner located at Highway 238 and 4th Avenue West, also known as Deadman’s Corner, was poorly lit; Brad Desormey from Minnesota Power said he installed a 250 Watt Sodium Vapor light as close to the corner as he can; the north side of 4th Street is owned by Great River Energy and Minnesota Power cannot use their poles or space.

Speed Signs: Lange directed staff to research the cost of 2 solar powered, MNDOT approved, no data speed signs for the April 2 Council Meeting.

Open House for new facilities: The date for an open house for the new City Hall location and the new Maintenance Building is tabled until the April 2 meeting.

New Business: Morrison County Cleanup Day Grant: Westrich moved to set the City Wide Cleanup Day for Saturday, June 2, 2018 and to approve the Morrison County Cleanup Day Grant of $376.00, 2nd by Lange.

Motion carried unanimously.

Morrison County Recycling Grant: Bartells moved to approve the Morrison county recycling grant of $1,427.00, 2nd by Lange.

Motion carried unanimously.

Library Book Drop: The book drop at the Library is in disrepair and no longer safe to use. Johnson reported he is researching a quality book drop to replace the current one located in the Sytek/Library entryway.

The council directed Johnson to purchase a new book drop for approximately $600.00 or less.

Community Economic Development Associates: Reva Mische attended the Morrison County Cit-

ies meeting. She explained her roll in Community Economic Development Associates. Johnson brought information about this resource to the Council.

Johnson stated he would ask Mische to attend the April 2 meeting to offer a presentation of their product.
