Cheaters never win -By Harvey Mackay Don Sutton, the Hall of Fame baseball pitcher, was occasionally accused of altering baseballs to create more movement on his pitches and make them harder to hit. When asked if it was true that he used a “foreign substance” on baseballs, Sutton replied, “Not true at all.

Vaseline is manufactured right here in the United States of America.”

Cheating and integrity are back in the news big time, as we hear about the Houston Astros and possibly other Major League Baseball teams having used technology to steal signs of their opponents, causing irreparable damage to the game. After an extensive investigation, it was determined that the Astros video replay room was decoding opponents’ pitching signals using a centerfield camera and relaying the

information to their batters via various signals.

Like the college admissions scandal, it will have far-reaching effects for years to come. While it should be easy to verify credentials and performance history online, it should not be easy to lie about test scores or use technology to misrepresent one’s accomplishments. Yet it happened, and it came at a price much greater than the donations were worth.

Respect was on the line, and reputations were destroyed. The parents and students learned a hard lesson, and yet got no college credit for their efforts.

The statistics are alarming when it comes to cheating on tests and homework, plagiarizing and copying papers from the Internet. A stunning 95 percent of high school students in one survey admitted to some form of cheating during their high school years.

I recently heard from a college professor who was trying to figure out how to deal with a former student who posted his old tests (as well as other professors’ tests) online, and the current students who benefitted from ill-gotten

answers. The proposed punishments went from losing course credit for current students to taking away the perpetrator’s degree. That’s a high price to pay for an already expensive college education.

Ask any human resources manager how many resumes contain a little – or a lot – of creative but not quite accurate self-promotion. Then ask them how many of those cheaters land the job. Or if they actually got hired, how long it took to expose their lack of qualifications.

Wikipedia defines cheating as “various actions designed to subvert rules in order to obtain unfair advantages.

This includes acts of bribery, cronyism and nepotism in any situation where individuals are given preference using inappropriate criteria.”

But the rest of the definition has longer implications: “A person described as a ‘cheat’ doesn’t necessarily cheat all the time, but rather, relies on deceitful tactics to the point of acquiring a reputation for it.”

Is that a reputation anyone wants attached to their name?

“The Good Old Days” -By Tom Kuehne News During your youthful years you probably would hear news reports, not because you were particularly interested in the then current news, but because your parents wanted to be informed.

The news reports were usually heard during meal-time, or possibly at 10:00 in the evening. The reception was rather scratchy, with an occasional squeal or a few seconds when the sound disappeared. The reception was very bad in the earlier years, but it gradually improved. It seemed that while the radio was powered by those oval-shaped batteries the sound was worse. It was later improved when the new radio was connected to the “power and lite.”

Those news reports told stories that were actually news. They told of the war, the Berlin air lift, Korea and any important world happenings. They probably touched on local news such as administrative decisions, traffic deaths, births, fires, local crime and a weather report. Everything you needed to know about what was happening in the world, but allowing the listener to decide what and how the news would effect their lives. Was the population at that time more intelligent and able to understand how this information will effect or not

effect their life?

Today’s news reports are somewhat different. The local news still tends to stay with what is going on in our local areas, but since we are now blessed with access to national news reports we are subjected to reports that may spend more time expressing their opinions and ideas about what is actually happening in the world. We now primarily watch news programming on channels that seem to be more directed to stories that agree with our political thinking. We avoid some channels that we feel are sending the wrong message.

We frequently see news reports that color their stories by interviewing other news casters from their own network who actually tell the same story that they are trying to promote. But since it is coming from someone else, it makes it more true.

Since the media consumes many hours each week and since we can choose what to watch, we begin to allow the media to control our opinions about what is really happening in the world.

It’s like Hitler said, if you tell a lie loud enough and often enough, the people will begin to believe it. Scary!!

I’m sure a lot of you remember getting the news from Walter Cronkite, Edward R. Murrow, Paul Harvey, Richard C. Hottelet, George Grimm and Sleepy Head Cliff. These guys actually reported news as it happened, (along with the injected humor of Cliff Mitchell). Actual news.

News seems to always be about bad.

As any businessperson knows, when you cheat at business, you lose business.

In sports, there is a referee or umpire to make sure participants play by the rules, and consequences of violations are usually immediate. But it’s different in business. Regulations and watchdog groups do their best to guard against malfeasance, but those decisions are rarely swift enough to benefit affected customers. Cheaters can drag out complaints for months or years of court proceedings. And the beleaguered client often feels doubly cheated when they have to wait for resolution.

We’re way beyond the butcher with his thumb on the scale here, although even those misdeeds are inexcusable.

Little acts of deception often lead to bigger acts. As Sir Walter Scott wrote, “Oh what a dangerous web we weave, when first we practice to deceive.”

My advice is to play by the rules, no matter how hard or expensive or lonely it may be. Set your code of conduct higher than the rules, so your customers know that you will never cheat them, and they can trust your word and your products and services. Your reputation as a person and a businessperson should line up. And if all else fails, ask yourself, would you

I think that we look back at the better times in the old days, primarily because we were allowed to do our own thinking about our world. We were told from the pulpit how to think about many things, but that was for our own good. If

Obituaries Donald Earl Coffield

Donald Earl Coffield, 85, of Holdingford, formerly of Bemidji, MN died Thursday, March 5, 2020 at the CentraCare St. Cloud Hospital in St. Cloud, MN. F u n e r a l services were held Wednesday, March 11, 2020 at the Cease Family Funeral Home in Bemidji, MN. Interment was at the Nary Cemetery in rural Bemidji, MN under the direction of the Cease Family Funeral Home in Bemidji.

Donald was born on July 27th, 1934 in Lancaster, MN. Through his life Donald held various jobs including farm hand, lumberjack, auto mechanic and paratrooper in the United States Army, eventually retiring from Northwoods Panel Board company in Bemidji, MN in 1996. After

Larry J. McDermond retirement Donald enjoyed travelling with his wife Celia, working in his wood shop and spending time with his family. Though Donald did a lot in his life, he would be the first to tell you that the thing he was most proud of was his relationship with Christ.

At the age of 19 a faithful farm couple introduced him to Jesus, who became the center point and foundation of his life until the night he went to be with the Lord forever. Donald married Celia Sanderson in 1961, they have lived in Holdingford, MN for the past 20 years.

Donald is survived by his wife: Celia Coffield; children: Greg (Elaine) Coffield, Sherri (Mark) McGillivray; sisters: Elaine (Clarence) Renville, Dixie (Jim) Strege, Diane (Richard) Glad; brother: Darwin (Diane) Coffield; sister-in-laws: Pearl Skime, Bernetta Knudson, Dolly Sanderson, Louise Coffield; three grandchildren and two great grandchildren.

He was preceded in death by his parents, Earl and Ruth Coffield; siblings Duane Coffield, Gary Coffield, Marilyn Clinton and Darlene Cich.

The Mass of Christian Burial for Vernon A. Vos will be held at 11:00AM on Thursday, March 12 at the Church of All Saints – St. Mary in Holdingford.

There will be a visitation held from 9:30AM to 11:00AM on Thursday before the Mass at church. Vernon passed away Friday, March 6 at the St. Cloud Hospital. He was born on January 29, 1928 in Krain Township, the son of Roman and Martha (Harren) Vos. Vernon was born and raised on the

family farm, where he worked tirelessly for many years until his very recent retirement.

He was a self-reliant and independent bachelor; and he was always quick-witted with plenty of humor.

Vernon will always be remembered by his siblings, Mildred Stevens of Shoreview, WA, Donald Vos of Moorhead, Lucile Ripplinger of Holdingford, Ermalinda (Jim) Ripplinger of Albertville, Teresa (Roger) Hoffman of Sauk Centre, James (Judith) Vos of Grey Eagle, and RoseMary (Roland) Kollodge of Anacortes, WA; as well as many nieces, nephews, other extended family and life-long friends.

He was preceded in death by his parents, Roman and Martha; brother, Kenneth (Patricia) Vos; siblings-in-law, James Stevens, Sharon Vos, and Paul Ripplinger.

and Eleanor (Frie) McDermond. He attended school in Grey Eagle and went on to serve in the US Army. While serving in Vietnam, he earned the rank of Sargent.

He was awarded a Bronze Star for heroism which resulted in protecting the lives of his battalion. Upon discharge from the Army in 1969, Larry moved to Sartell and began what became a nearly 40-year career with the Rex Granite Company. Fishing and hunting deer, geese and even bear were hobbies he enjoyed. Trips to the Boundary Waters with his cousins created many special memories.

However more than anything, he loved the evening and weekend hours spent with his brother Don fixing and re-building cars, all the while listening to his favorite country music.

Survivors include brothers Donald (Bonnie) of Sauk Rapids, Lanae (Beverly) of Grey Eagle and Robert (Marcia) of Deer River; and his sister Janet (Albert) Hoffman of Grey Eagle.

He is preceded in death by his parents.

A memorial service will be at 10:00 AM, Monday, March 16, 2020 at Williams Dingmann Family Funeral Homes, Stein Chapel in Long Prairie for Larry J. McDermond who died Friday, March 6, 2020 at the Veterans Hospital in Saint Cloud.

Rosemary A. “Rosie” Meyer Rosemary A. “Rosie” Meyer, age 82 of Sauk Centre, died peacefully, surrounded by her family on Tuesday, March 10, 2020 at her home in Sauk Centre, Minnesota.

A Mass of Christian Burial will be held at 11 a.m.

Saturday, March 14 at St. Paul’s Catholic Church in Sauk Centre with Rev. Rick Aubol officiating. Interment will be at St. Andrew’s Cemetery in Greenwald.

Visitation will be from 4 to 8 p.m.

Friday and from 9:45 to 10:45 a.m. Saturday at St. Paul’s Catholic Church. Parish prayers will be held at 4 p.m. followed by the Christian Women at 7 p.m. Friday evening at the church.

Rosemary Adeline Welle was born September 26, 1937 in Melrose, Minnesota to Mathias and Rose (Kulzer) Welle. Rosie attended grade school at St. Andrew’s School in Greenwald and graduated from Melrose High School. On June 14, 1958 she was united in marriage to Bernard “Bernie” Meyer at St. Andrew’s Catholic Church in Greenwald. Rosie earned her nursing degree from St. Luke’s Hospital and worked at the Melrose Hospital in 1961. She worked parttime after age 54 and retired in 2002.

She was a member of St. Paul’s Catholic Church in Sauk Centre. Rosie enjoyed making cakes, both professionally and for family members.

Survivors include her husband, Bernie Meyer; children, Nancy (Matthew) Foley, Karen (Tom) Docksey, Joan (Jim) Ronning,

Monica Patnode, and Paul (Shannon) Meyer; 13 grandchildren and five greatgrandchildren; brother and sisters, Alice Moyer, Anthony (Barbara) Welle, and Yvonne (Alvin) Fuchs.

Rosie was preceded in death by her parents; son, Mark Meyer; brothers and sisters, Michael Welle, LeRoy Welle, Math Welle, Verena Schwieters-Sorenson, Patricia Spanier, Catherine Welle, Lillian Morrissette, Bernice Fuchs, Marion Marthaler, Cecilia Neidermire, and Clarice Ann Welle.

Serving as casket bearers will be Joe Docksey, Luke Meyer, Eric Ronning, Jared Patnode, Isaac Patnode, and Michael Patnode. Cross bearer will be Ashley Meyer and scripture bearer will be Ava Meyer.

Gift bearers will be Olivia Foley, Meagan Ronning, and Rose Patnode and the lector will be Joe Docksey.

Arrangements were made with PattonSchad Funeral & Cremation Services of Sauk Centre.

Paper Mill in Little Falls. June was united in marriage to Lawrence Rahn on September 2, 1951 at St. Peter’s Lutheran Church in Swanville. The couple made their home in Pillsbury. In 1954 the couple purchased their farm south of Burtrum, where they raised their children and lived for 65 years. During retirement, June and Lawrence spent 20 plus years wintering in Weslaco, Texas with many friends. June was a member of St. Peter’s Lutheran Church in Swanville. She enjoyed her homemakers group, LOVE for her grandchildren and great-grandchildren, cookbooks, baking, gardening, embroidery, birds and dancing.

June is survived by her children, Wayne (Janice) Rahn of Burtrum, MN; Pamela (Randy) Block of Hillman, MN; brother-inlaw, Reuben (Lonnie) Rahn of Long Prairie, MN; grandchildren, Elisha (Jeremy) Graves, Melissa (Joel) Hanson, Bethany (Mike) Rahn, Terrance (Kayla) Rahn, Jason Rahn, Justin (Leidiana) Rahn, Kari Block, Stacy (Rick) Monson; and 9 great-grandchildren.

Making Connections Event - a Chance to Go Back to School

By Stacey Austing-Jacobson, Community Education Director After hosting the January and February Making Connections Event, we are convinced that this is a perfect way for the community to “come back to school.” Melrose High School has phenomenal teachers who are inviting community members to join their students in the classroom, and while part of the focus will be bringing people together and “connecting,” education is also key.

In January Mr. Kiminski, our choir director, worked with his Choir Council to plan an hour of activities and singing with our guests. In February, Mr. Rushmeyer’s Economics class and guests discussed economics, on a national and local level.

Bob Doyle, who has attended both events, said they were “Top Notch” and plans to attend them monthly. Although Bob is retired, the event is not only for retired people, it’s for anyone who has the flexibility to spend an hour at school!

Our next Making Connections Event is on March 19 at 1 p.m. Ms. Peterson’s Fashion Design class is looking forward to creating a project with anyone who attends!

-Spencer Dear Spencer, With your income, and the stage you’re in when it comes to wealth building, I think it’s time to add an umbrella policy. This is a liability policy, and you could probably buy an extra million in liability coverage for around $250 a year. It attaches to the liability policy that’s already part of your homeowners and car insurance.

With a couple of teenage drivers in the house it might run a little more than $250, but I wouldn’t think it would be much more, if any. It would just add an extra million to the mix, just in case someone decided they were going to come after you because of a bad situation.

-Jordan Dear Jordan, You should always put 15 percent of your income into retirement once you reach Baby Step 4. I would never count on a pension as my only retirement income, because the truth is many pension funds are very poorly managed.

You’ll probably get the pension when the time comes. I’m not predicting it will go broke or anything like that, but there’s no way I would leave the financial state of my retirement in other people’s hands. That’s exactly what you’re doing when your plan is to count on a pension or Social Security. With Roth IRAs, 401(k)s and so forth, you’re building wealth that you control.

You have to control the conrollables, Jordan. There are plenty of things in our lives we have no control over whatsoever, but you have to take charge of the stuff you can control in order to win. Building wealth is one of those

Everyone feels anxious at one time or another. It is a normal part of life. It is our body’s way of telling us that something might be wrong - that we might be facing some potential danger or are feeling symptoms of an illness. If we had no feelings of anxiety, we might put ourselves in all kinds of danger that could end up in disaster.

Anxiety for the Christian however can be more. It may be an “early warning system” that God has put in our hearts, through the Holy Spirit, to get our attention to let us know that something may be going wrong in our walk

with Him and He wants us to make things right with Him. God has many ways to use anxiety to get our attention. He may trouble our hearts when we read His word, listen to a hymn, hear a sermon, speak with Him in prayer, see a picture of His children suffering or when we are having a conversation with a friend. His Spirit is always at work in our hearts and it is good to be troubled with anxiety that comes from God. The writer of Psalm 94 was having a huge problem with anxiety. He must have been deeply troubled by many things that were overwhelming him and seemingly beyond his control. Note his words: “When anxiety was great within me” - not simply a minor incident, but something very, very troubling.

Then note what happened: Your “consolation” or perhaps better understood as “comfort” – “brought joy to my soul.” It is like Jesus saying, “Let not Your heart be troubled. Believe in me.

This is my plan for You. Trust Me.”

Dear Motor Medics, There are so many new things on cars today. How do you keep up with them all? I just bought a new car to me; a 2011 Ford Focus and it has a ton of new stuff on it that I have never heard of being that I just got out of my 1996 Olds Ciera. This car has no gas cap on it. I mean it’s not supposed to but I have a message on the dash that says “Check gas cap” so now what?

-Seth in Vandalia, Missouri Dear Seth, Ok Seth, now were on question overload, but we can handle it. First, we don’t know how we keep up with it all, we just do. That’s our number one asked question on our radio show Under The Hood.

We have great memories and see a lot of vehicles in our shop which helps. As for the new features, they are coming out of the woodwork for sure. Your car is one of those with the new no fuel cap feature. At least you can’t lose the fuel cap. The filler tube now just has a valve and spring to seal the filler neck and if it gets dirty and damaged it can trip the light you have on now. It is very important to keep the area clean, we use a damp cloth, not soaking wet, to clean the area on a regular basis.

Upsala City March 2, 2020 Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 P.M. The pledge of allegiance was said.

On roll call members present were: Mayor Rollie Johnson, Council Members Dennis Westrich, Lana Bartells, Crystal Benson and Brian Lange.

People present: Pamela Witmore with the League of Minnesota Cities, First Response Vice President Garrett Doucette, First Response Team President Andrea Douvier, Community Development Associate Robert Harris, Darlene Maciej, MC Record reporter Sheila McCoy, Public Works Director Mike Tschida, and City Clerk/Treasurer Michelle Stevens.

Minutes: Lange moved to approve minutes from February 3, 2020 City Council Meeting, 2nd by Westrich.

Motion carried unanimously.

Bartells moved to approve minutes from February 11, 2020 City Long-Term Planning Meeting, 2nd by Benson. Motion carried unanimously.

Presentation, Citizen Appeals: Pamela Witmore with the League of Minnesota Cities discussed how to move forward with learning conflict management.

Harris discussed the DNR Grant.

Benson moved to approve resolution 3-2-20-1, a resolution supporting the outdoor recreation grant application through the Department of Natural Resources, 2nd by Lange. Motion carried unanimously.

The Home Show was discussed and a signup sheet was sent around to help stay at the booth.

Harris gave a presentation on how an Economic Development Authority can benefit our community.

Fire Department Report: Lange stated that the washing machine has been installed at the Fire Hall. The dryer still needs assembling.

June 13 is the Ride for Heroes sponsored by the MN American Bikers for Awareness, Training and Education Chapter to raise funds for the Fire and First Response Team.

Rescue Squad: Doucette stated that the Rescue Team had five calls this month.

Four members attended the EMS Conference Training Saturday, February 8.

Maintenance Report: Tschida reported on water and sewer levels. He also explained the panel view is on order.

Tschida and Koopmeiners took down the snowflakes this morning.

The waste water permit stated that the City needs to do an Inflow and Infiltration Report and plan.

City Office Report: Stevens reviewed the March Calendar reminding everyone of the Presidential Nomination Primary Election tomorrow, March 3 from 6:00 am to 8:00 pm.

Planning Commission: The commissioners approved a Conditional Use Permit Laura Hanson requested to have up to 10 chickens and requested a public hearing for this CUP. Westrich moved to have a public hearing for a CUP for chickens at 117 Borgstrom Street to be held on April 6 at 7:30 pm during the regular City Council Meeting, 2nd

by Benson. Motion carried unanimously.

The commissioners are developing guidelines for poultry in the City.

The commissioners also requested to have a public hearing to rezone property for the possible assisted living located on West Walnut Avenue.

Bartells moved to have a public hearing to rezone parcel 47.0129.003 from agricultural to commercial to be held on April 6 at 7:45 pm during the regular City Council Meeting, 2nd by Benson.

Motion carried unanimously.

Heritage Days Committee: Benson stated they picked “The Roaring 20’s” as the theme for this year. The garden tractor pull will not be available at this year’s celebration. The Committee is still looking for more members.

Recreation Board: No meeting was held. Johnson stated 80 chairs have been ordered by the Lions and will be here at the end of the week. The archery club is winding down for the season.

Westrich stated that the hot water heaters need updating.

Unfinished Business: Bartells stated that the recognition mugs are in and passed one around to view.

Johnson stated that he has gave Robert Harris the names and numbers to work on public transportation.

Johnson walked through

the color-coded map that was generated out of the LongTerm City Planning meeting.

New Business: Board of Appeal & Equalization: The Board of Appeal and Equalization will be meeting Wednesday, April 22 at 11:00 am; Westrich, Benson, Bartells and Johnson will be attending the meeting.

Comprehensive Plan: The City’s Comp Plan is outdated. Tad Erickson and Matt Kallroos with Region Five work with Cities to update their comp plans. Johnson will reach out to them.

UBA Raffle: Bartells moved to approve the gambling permit for the Upsala Ballpark Association August 8, 2020 with no waiting period, 2nd by Benson. Motion carried unanimously.

Fire Board Budget: Bartells followed up concerning a phone call she received from Jerry Theisen who questioned the Fire Board Invoicing.

Acknowledgements Kudos to Garrett Doucette for proposing the idea of a wheelchair accessible swing in the City Park!

Great appreciation to Jay Baggenstoss and Paul Kasella who offered six hours of their time and talents to help with Becker Fire.

Michelle Stevens, Clerk/ Treasurer Burtrum City March 2, 2020 The meeting of the Burtrum City Council was called to order at 7:00 pm on Monday, March 2, 2020 by Council member Deb VanHavermaet. Those in attendance included: Deb VanHavermaet, Carrie Wiechmann, Mitchell Bruggenthies, Sharon Erickson, Kevin Rohde, and Dustin Wiechmann.

The meeting minutes from February 3rd, 2020 were read and approved by a motion made by Sharon Erickson, seconded by Kevin Rohde, upon vote motion was carried and the minutes were accepted.

Next the finance report was read and approved by a motion made by Kevin Rohde and seconded by Mitchell Bruggenthies. The City Council then discussed outstanding/routine bills and upon a motion made by Sharon Erickson and seconded

Dennis Bacon presented an overview of his audit to the board. He stated the accounts looked good. Some discussion on what the 2021 levy should look like. Dennis was comfortable with the recommendations made by the board.

Town Clerk’s Report: Clerk presented the claims list for February. Claims list included claims 3411-3417 for a total of $4,780.72. Mike made the motion to approve the claims as listed. Ray

made the second, Motion carried. Mail included advertising and training available through Minn LTAP and requests for donations. Ron received two advertising letters as well as a phone call about junk on a neighboring property.

Road and Bridge Report: Ray reported he had one call about icy roads in early February. He also questioned what to do with the remaining stumps on 130th. The board will look into options when doing the spring road check.

Need to watch for plugged culverts with the spring thaw.

Additional agenda item: PNP election set for March 3, 2020. Ron attended the census meeting and stressed the importance of filling this out as it pertains to dollars the county gets from the Federal Government. Township should share information with all its residents. Upcoming meetings – Annual meeting March 10, 8:00 pm, short Courses in St. Cloud or Alex., Todd County Weed meeting, April 15th, and the Equalization meeting also on April 15th. The Annual Townships meeting will be April 2, in Clarissa.

Swanville City Public Hearing February 4, 2020 Mayor Lange called the Public Hearing to order at 6:45 pm. Council members present: Mayor Lange, Deb Wood, Norm Carlson, Jim Molitor and Tony Maciej.

Also present: Sharon Blumke, Clif Allen, Gavin and Liza Hasse and reporter Sheila McCoy. The purpose of the hearing is hear public input on rezoning parcel lot A, to the west of Sharon Blumke’s lot on North Berkey Avenue, from Industrial to Residential. No one present had any complaints or comments.

Mayor Lange then closed that public hearing and opened the seconded Public Hearing. The purpose of this hearing is to hear public input on vacating drainage and utility easements on the North Berkey Seconded Addition area. There were no complaints or comments from anyone present on this hearing.

Tony Maciej made a motion to close the Public Hearings. Norm Carlson seconded the motion. All members voted in favor, motion carried

Swanville City February 4, 2020 Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, February 4, 2020.

The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Deb Wood, Norm Carlson, Tony Maciej and Jim Molitor. Also present: Sharon Blumke, Clif Allen, Liza and Gavin Hasse, and reporter Sheila McCoy. Minutes of the Swanville City Council meeting were reviewed. After discussion, a motion was made by Tony Maciej to approve the minutes. Jim Molitor seconded the motion. All members voted in favor, motion carried.

The treasures report was given. A motion was made by Jim Molitor and seconded by Norm Carson to approve the treasurer’s report. All members voted in favor, motion carried.

Clif Allen, city engineer, discussed with council the water tower deficiencies letter received from MN Dept of Health. At this time the tower has several holes in the roof of the tank, is missing rivets, missing weld or open penetration at the top of roof, gap in roof panel, and the overflow does not meet standards. The city has 120 days from the receipt of the letter to complete the corrective actions. Bacteriological testing will be conducted weekly and conduct chlorine residual monitoring daily at the finished water storage and one other site. Testing was currently taken once a month for bacteriological and weekly for chlorine. Allen stated the water is safe to drink from the testing that has been completed. Allen will have a response letter typed up to the MDH to let them know of the City’s plan to correct the deficiencies. Jim Molitor made a motion to have the city engineer find a company to do the repairs and possible funding for this project. Deb Wood seconded the motion.

All members voted in favor, motion carried. Funding for a new water tower will also be looked into.

Mayor Lange presented to council Resolution #200204A authorizing the sale of parcel lot A to Sharon Blumke which lies to the west of her property on North Berkey Avenue in the amount of $1545.00, this does not include water and sewer hook ups. Jim Molitor made a motion to accept Resolution #20-0204A authorizing the lot sale to Sharon Blumke.

Norm Carlson seconded the motion. All members voted in favor, motion carried.

With yearly employee reviews completed for the City Maintenance Worker and Clerk/Treasurer, salaries were discussed. After discussion, Norm Carlson made a motion to give both workers a 3% increase. Jim Molitor seconded the motion. All members voted in favor except Mayor Lange abstained.

Motion carried. Full time Maintenance Worker yearly salary $45,320.00 plus paid cell phone+60%health care+disability+2weeks paid vacation. Part time City Clerk/ Treasurer $1273.08 monthly pay plus $20.00 per hour special meetings.

The Animal Humane Society contract was discussed.

Tony Maciej made a motion to not accept the contract, but to pay as needed. Norm Carlson seconded the motion. All member voted in favor, motion carried.

Catalytic Converter Thefts: March 10, 2020: In the past couple weeks their office

has received reports of thefts off vehicles.

The suspect(s) are cutting the catalytic converters off vehicles that are being parked outside. A catalytic converter is a critical component of a vehicle’s exhaust and emission system. The converters contain valuable copper and other expensive metals, making them valuable for thieves to try and sell to recyclers.

According to the Sheriff’s Office, these incidents are happening throughout the county and are being reported at businesses as well as residences. Several other law enforcement agencies are seeing a spike in catalytic converter thefts. If you park your vehicle outside please be vigilant and try to keep your vehicles in well-lit areas.

If you have information regarding these thefts you are asked to call the Morrison County Sheriff’s Office at 320-6329233.

to council the 2020 Morrison County Recycling Grant for $1696.00 and Cleanup Day Grant for $375.00. After discussion, Tony Maciej made a motion to sign the grants and have clean up day set for Saturday, May 16, 2020 from 9:00 am to 11:00 am and to follow the pricing guide line from the county. Deb Wood seconded the motion. All members voted in favor, motion carried.

The Local Board of Appeal will take place Tuesday, April 21, 2020-9:00 in the Swanville Center.

Notes from the Capitol By State Rep. Paul Anderson

Spring weather, construction cones in the forecast With the early-spring weather we’ve been experiencing, the next of our theatre of seasons, “road construction,” will soon be with us.

Our legislative district actually spans two MnDOT districts, with one headquartered in Detroit Lakes and the other in Baxter and St. Cloud. I met last week with engineers from each district and received a run-down on projects coming up this year and in the future.

If one travels the freeway toward the metro, you know how many chuck holes have sprung up this winter on I-94. One of the worst stretches, from Melrose to Freeport, will be worked on this summer. In all, nine miles will be resurfaced late this summer with daytime single lane closures to be expected. Also scheduled this summer is a bridge replacement over Hoboken Creek on Highway 28 west of Sauk Centre. A detour will be in place during the July through September time frame for that project.

A major roadway just east of our district, Highway 23, will see more work in the years ahead. Of the 53 miles between Willmar and I-94, all but 16 have been constructed as a four-lane highway. The north gap between Paynesville and Richmond is scheduled for construction two years out, while work on the south portion from New London to Paynesville will begin in 2023.

Speaking of I-94, major work on that route will take place over the next three

years. With traffic already bad during rush hour on stretches of the freeway, it will be worse during construction. When all the work is completed, I-94 will be a full sixlane roadway all the way from Monticello to Rogers, where there already are six lanes of traffic.

Highway 27 from I 94 south of Osakis over to Highway 71 between Sauk Centre and Long Prairie is scheduled to be worked on in 2022. It’s a full-depth reclaim project with bridge replacement and shoulder widening also part of the job.

Further to the west, in MnDOT District 4, a major project is set for this summer in Starbuck. It’s a Complete Streets project with work to be done on all highways leading into the city, including Highways 28, 29, and 114. That work is set to begin late next month.

The rail-grade separation crossing between Glenwood and Alexandria on Highway 29 is scheduled for next year. Bid letting is set for January of ‘21, with construction to begin later that year. It’s possible the entire project could take two years to complete. Just north of Glenwood, two round-abouts are also part of that project.

With the latest budget forecast increasing Minnesota’s projected surplus to $1.5 billion, we certainly should undertake major tax reform. Two of the top priorities will be full conformity with Section 179 expensing and the elimination of state income taxes on Social Security proceeds. Look for House Republicans to release their budget plan this week.

A Farm Funny

A city kid went to his grandpa’s farm for the weekend. He tagged along as Pa did what had to be done around the place, taking it all in.

Then Grandpa came across a cow having trouble calving. He didn’t know how the whole process would be taken in by the six-year-old, but had no option but to get on with the job of assisting the birth.

When the calf had been ‘pulled’ and the cow was happily cleaning it up, Pa asked the boy if he had any questions about what he had just seen.

At first the kid seemed overwhelmed by the experience, but finally asked, “Just how fast was that calf going when it hit the cow’s behind?”

Sauk Centre Reads Together Hello fellow readers! The Friends of the Sauk Centre Library are planning our very first Community Read! This is an event in which we choose a book and encourage the community to join us in reading it. We will feature the book, “Evidence of V: A Novel in Fragments, Facts and Fictions,” by Sheila O’Connor. The book was inspired by the story of the author’s grandmother, who was incarcerated at the Minnesota Home School for Girls, right here in Sauk Centre.

We are working with the Sauk Centre Area Historical Society on this project as well as the Great River Regional Library, Sauk Centre Community Education, the River of Life Church, the Eagles Healing Nest and the Stearns History Museum. We are looking forward to a visit from the author as one of our events in connection with the read.

The “Friends” have purchased 20 copies of the book to be circulated by the Library. To determine how many books will be needed we would like to know what the interest might be in this project.
