Practice, practice, practice - perfectly -By Harvey Mackay Everyone thinks practice makes perfect.

That’s wrong.

Legendary football coach Vince Lombardi said you have to add one word – “Perfect practice makes perfect.”

I heard a man complaining that he had ten years of experience at work but never got promoted. Here’s the real question.

Did he have ten years of experience? Or did he just have one year of experience repeated ten times?

Practicing only works if you correct – not repeat – your mistakes.

If you’re putting in a lot of work but not getting the results you want, you may be working hard doing what will never help you. It’s never about how long or hard you work. It’s always about the results you produce.

Just watch a bunch of ants carrying grains of sand. At first their efforts look hopeless, but each time another ant piles

on another grain of sand, the pile gets a little bit bigger. Before you know it, all those tiny grains of sand have created a massive anthill.

Practice the right things today to get the results you want tomorrow.

That’s what practicing any skill can do for you. The key is persistence, consistency and correctness. And this advice is true across disciplines.

Persistence means you practice regularly no matter what. Even if you don’t feel like practicing, do it anyway.

Once you break your routine, it’s harder to get back at it again.

In my case, it was learning a language.

Mandarin Chinese is one of the hardest languages to learn. But by studying for 20-30 minutes every day for three months, I was able to get up in front of a Chinese audience of 3,000 and address them in Mandarin for the first five minutes of my speech.

Consistency means practicing at the same intensity. NBA great Larry Bird used to spend hours alone on the basketball court, practicing his shots. Each time he practiced, he imagined that the game was on the line and he had to make the shot or his team would lose. That’s the intensity

you need for your practice.

Lithuanian-American violinist Jascha Heifitz said, “If I miss one day of practice, I notice it. If I miss two days of practice, the critics notice it. If I miss three days of practice, the public notices it.”

Novelist Sinclair Lewis didn’t mince words. Once, he was giving a lecture at Columbia University on the subject of writing. “How many here are really serious about being writers?” he asked the audience. Almost everyone in the audience raised their hand.

“Then why in hell aren’t you all home writing?” challenged Lewis, and ended the lecture.

Don’t practice or train as if it doesn’t matter. Training isn’t always a life-ordeath matter, but one story from a survivor of the attack on Pearl Harbor illustrates Harvey Mackay continued to pg 3

In 1941, Robert Kronberger was a 24-year-old petty officer serving aboard the USS West Virginia, stationed at Pearl Harbor. When the Japanese bombers commenced their surprise attack, Kronberger was in charge of the boiler room on the West Virginia’s port side.

As seven torpedoes ripped through three of the ship’s boiler rooms, the lights went out and water began pouring in. The bulkhead seemed to be collapsing around Kronberger and his men.

But no one panicked. “I just did what I was trained to do,” he recalled many years later. “When the lights went out, you did the same things you did when the lights were on. You secured your firearms and your space, got the people that you were responsible for out, and tried to keep the ship from sinking.”

His ship lost more than 100 men that day, including the captain. But during the crisis, Kronberger said, everyone was too busy to think about being scared.

In the days after the attack, when the fear crept in, his training continued to serve him. “When you’d start to look for people, you’d feel a lot of sickness in your body. You’d wonder where your best friend was – but it didn’t stop you from doing the job that you were trained to do.”

Maybe you’ll never be shot at while your ship is sinking beneath you, but knowing what to do, practicing it until it’s second nature, will keep you safe no matter what happens.

Obituaries Samuel J. “Sam” Schneider

Samuel J. “Sam” Schneider, age 52 of Meire Grove, died unexpectedly after complications from heart surgery on Monday, March 9, 2015 at the St. Cloud Hospital in St. Cloud, Minnesota.

A Mass of Christian Burial will be held at 11 a.m.

Thursday, March 12 at St. John’s Catholic Church in Meire Grove with Rev. Marvin Enneking officiating and Rev. Mitchell Bechtold concelebrating. Interment will be held in the parish cemetery.

Visitation will be held from 8:30 to 10 a.m. Thursday at the Patton-Schad Funeral Home in Melrose.

Samuel Jerome Schneider was born June 24, 1962 in Melrose, Minnesota to Denis and Emily (Arnzen) Schneider. He graduated from Melrose High School in 1980. Sam worked on the family farm all of his life and at various trucking companies, most recently at Specialty Turf and Ag in Albany for the past 15 years. Sam enjoyed cutting wood and deer hunting. When it came to deer hunting, he would rather be the one making drives for his nephews than shooting his own. Sam was known to his nieces and nephews as “Uncle Kit-Kat” for obvious reasons. He was a people person who loved talking to anybody and everybody that would listen. Sam will be truly missed by his family and his friends.

Survivors include his parents, Denis and Emily Schneider of Meire Grove; brothers and sisters, Lila (Carl) Granby of Staples, Doug (Colleen) Schneider of Garfield, Tom (Kim) Schneider of Sauk Centre, Marv (Karen) Schneider of Sauk Centre, Shirley (Tom) Galligan of St. Cloud, Roger (Lori) Schneider of Albany, and Rachel Schneider of Monticello; 12 nieces and nephews; and many loving relatives and friends.

Sam was preceded in death by his grandparents, George and Tillie Schneider and Henry and Anna Arnzen.

Serving as casket bearers will be Doug Schneider, Tom Schneider, Marv Schneider, Roger Schneider, Carl Granby, and Tom Galligan. Cross bearer will be Amy Granby and scripture bearer will be Brianna Granby.

Honorary bearers will be the St. Joseph’s Men’s Society and readers will be Justin Brown, Jordan Berns, and Kim Schneider.

Alvin was born on June 12, 1930 to Joseph and Mathilda (Verkennes) Scholz in St. Francis. He grew up and attended school in Upsala. Al was a member of St. Francis of Assisi. He was a lifelong St. Francis resident where he worked the family farm. He was also employed as a truck driver for Golden Plump - the former Jack Frost Company.

Al is survived by his two sons Bob (Margie) Scholz, Upsala; Bill (Julie) Scholz, Upsala; two grandchildren Tonie Rose Scholz and Lance Scholz; several nieces, nephews, other relatives and friends.

He is preceded in death by his parents, four brothers Fr. LeRoy, Ervin, Jerome, and infant brother Walter; 5 sisters Mildred, Sabella, Eleanor, Erma, and Leona.

Frank Felix Warzecha

The Mass of Christian Burial celebrating the life of Frank Felix Warzecha, age 87, of Holdingford, will take place Saturday, March 14 at 10:30 AM in the St. Columbkille Catholic Church, St. Wendel. Frank passed away peacefully Saturday morning, March 7, with his family and wife of 59 years by his side. Family and friends may call from 4:00-8:00 PM Friday and again after 9:00 AM Saturday at the St. Columbkille Catholic Church.

Frank was born January 11, 1928, the fifth of eight children, to the late Frank and Stella (Stein) Warzecha of Holdingford, Minnesota.

Frank served in the U.S. Army, primarily in Alaska’s Aleutian Islands, from 1944 until 1948. He is a member of the Holdingford American Legion. Upon returning home from his military service, Frank made up his mind to start his own business. In 1949, along with his brothers Vince and Roy, Frank founded the Opole Blacksmith Shop, which eventually became Polar Tank Trailer. Later, with his partners, he founded Lake State Industries, only officially retiring from the company in 2001 at the age of 73. In addition to his work at

To this union one son, Cameron was born. They made their home in Paynesville and were able to share in seven years of marriage. Ember enjoyed cooking, crocheting, watching movies with family and helping and caring for others.

Ember died Saturday, March 7, 2015 at the Methodist Hospital in Rochester at the age of 35. She is survived by her husband, Trever; son and the joy of her life, Cameron (age 5); parents, James and Gail Cherne; sister, Vonda Cherne (Jeremy Eickhoff); brothers, Russell Cherne (Miranda Rieder), Darin (Liz) Cherne, and Byron Cherne (Mary Rose White); and father and motherin-law, Flip and Rose Schmitz.

Trudy Trettel

Trudy Trettel of rural Bowlus passed away at her home, surrounded by her family, on Saturday, March 7, at the age of 61. A memorial service was held at Gethsemane Lutheran Church in Upsala, MN on Wednesday, March 11th, with Rev. Ken Bowman presiding.

Trudy was born August 25, 1953, to Willis Clair and Esther (Marsh) Swartz in Windom, MN. She attended school and graduated in 1971 from Jeffers High School. She went on to attend Bemidji State College, graduating in May 1975 with a Bachelor’s Degree in Business Education. She moved to Upsala, MN and started teaching. She met Mike Trettel in December 1980, and the two were happily wed in Alexandria on June 19, 1982. The couple lived near Bowlus and built their current residence in 1990. Trudy taught business and keyboarding classes at Upsala Area School for 33 years. She received the

Jared J. Leyendecker Jared J. Leyendecker, 11 year old resident of Burtrum, MN passed away Saturday, March 7, 2015 at his home surrounded by his family. Mass of Christian Burial will be held at 11:00 A.M. on Thursday, March 12, 2015 at St. John the Baptist Catholic Church in Swanville, MN with Father Ron Dockendorf officiating. Burial will take place in the St. John’s Parish Cemetery in Swanville, MN. A visitation will be held from 10-11 A.M. on Thursday at St. John the Baptist Catholic Church in Swanville, MN. Jared was born on March 17, 2003 in Sauk Centre, MN to Anthony and Susan (Brake) Leyendecker. He grew up in Swanville, MN where he attended Swanville Public Schools and was currently in the sixth grade. Jared was a very active boy that loved being outdoors riding four wheelers, hunting, fishing, and attending rodeo events. Jared’s most recent accomplishment was, he went on a guided hunt in West Union, IA and bagged two trophy animals that he was very proud of. One was a 6x7 Elk as well as a trophy Jacobs two horn ram. Jared also loved to deer hunt and has a trophy nine point buck. All these animals he shot with one shot which got

2001 Teacher of the Year Award; was well liked by both students and faculty. Due to declining health she retired in May 2008.

Trudy enjoyed many activities, some of her favorites being baking, shopping, crafts, more shopping, visiting with family, friends and students. She enjoyed spending time with her sisters, progressive dinners with fellow teachers, collecting Department 56 villages, camping, and many more activities. She cherished personal relationships and touched many lives being involved with school, social outings, and was an active member of Gethsemane Lutheran Church and Miriam Circle. One of Trudy’s favorite verses is Psalm 118:24, “This is the day the Lord has made, let us rejoice and be glad in it.”

Left to cherish her memory are husband, Mike Trettel, of Bowlus; son, Todd Trettel, of Spring Park, MN; siblings Shari (Kim) Hunter of Maple Grove, MN; Marla (Nick) Weckman of Cass Lake, MN; brothers-in-law, Jerry (Judy) Trettel of Fordland, MO, Ronald (Rosie) Trettel of New Brighton, MN, Ernie (Marilyn) Trettel of Hugo, MN; sisters-in-law, Joan (Ray) Jendro of Victoria, MN, Cele (Gary) Hodgin of Burnsville, MN and Judy (Duane) Sand of Annandale, MN and several nieces, nephews, and friends.

him the nickname “One Shot Jared”. Though the outdoors were his passion, Jared always kept his school work as a top priority, receiving straight A’s in all of his classes. In September of 2012 Jared was diagnosed with Ewing’s Sarcoma and underwent several operations as well as numerous chemo and radiation treatments. Though this illness changed his life, Jared never let it slow him down and keep him from being an active young boy. He will be forever remembered for his good natured spirit and the concern he always had for others around him. Jared was deeply loved and will be greatly missed.

I switched to a debit card so that the money comes straight out of my checking account, but I still buy things I know I shouldn’t. Should I stop using the card?

Dear Lauren, Debit cards are great. You can’t spend money you don’t have with them like you can with a credit card, but you’ve still got to budget carefully and give a name to every single penny of your income.

Otherwise, you can still overspend.

When I made the decision to get intentional with my money, I just used cash. It’s hard to spend it when you don’t have any on you. It’s a tough thing, I know, but you have to make a conscious decision to start living differently. You have to get mad at the things that steal your money a dollar or two at a time, and you have to put your foot down.

Try looking at your life as a whole, not a moment at time. All the moments you’re living right now will have either a positive or negative effect on your future.

I decided I wanted the greater, long-term good, so I gave up on the short-term stuff.

Trust me, Lauren. The greater good is worth the sacrifice. But until you make that decision for yourself, you won’t do it.

Team Fran to benefit the National Minnesota Through The Lens: Parkinson Foundation

Fran Koetter has advanced Parkinson’s along with related problems including L. B. Dementia, depression and more.

The Koetter family is sponsoring a team that they are calling “Team Fran” benefiting the National Parkinson

Foundation of Minnesota. Team Fran will be part of an event on Saturday, May 2, 2015 at Hilde Center and Park in Plymouth starting at 11:30 a.m.

They are planning a little send off or pep fest in Swanville May 1st, the night before. They are also ordering Team Fran t-shirts. If anybody is interested in getting a t-shirt, let us know by April 5th.

Efforts Underway to Contain Avian Influenza Test results last week confirmed the firstever case of “highly pathogenic avian influenza” in a commercial poultry flock in Minnesota.

The announcement put in motion efforts to contain the outbreak of the deadly disease to one flock in Pope County. A quarantine went into effect within a six-mile radius of the reported outbreak, and veterinarians from the state were going to every residence in the quarantine area to check on other poultry that may have been infected. There are no other commercial flocks within the area, and it’s hoped that, with quick action, the outbreak can be contained. That’s been the case with the other confirmed outbreaks of the disease in the Pacific flyway region of the western United States.

This particular strain of the disease was first reported on the West Coast in December of 2014. The first commercial poultry detection occurred in a California turkey flock in January of this year.

The disease is carried by wild birds and is spread by their migratory habits. The Minnesota outbreak is the furthest east

in this country from the initially infected areas of California, Oregon, and Washington state.

Avian Influenza affects all species of birds, however waterfowl, while carriers of the disease, often show little to no signs of infection. It is spread easily through droppings or nasal discharge of an infected bird, which contaminates nearby dust and soil. People can carry the virus on their shoes, clothes, equipment, and vehicles. The risk of human infection is very low, and to date, the strains of the disease found in the United States have not been detected in humans. In addition, there is no evidence that people can acquire the disease by eating poultry products.

Minnesota Commissioner of Agriculture Dave Frederickson, in last Thursday’s news conference, said that other states have contained the disease and “we’ll use the same techniques here in Minnesota.” He added that the risk to public health is very low, although the workers involved in the Pope County turkey operation will be monitored. The incubation period for the virus is 21 days.

Because the disease had earlier been confirmed in the western states, China has already stopped importing turkey from the United States. It was also announced over the weekend that approximately 40 countries will stop importing turkey produced in Minnesota. Our state

Turkey production in Minnesota is estimated to be worth about $750 million, in addition to providing nearly 4,000 jobs. Exports to other countries make up about 9 percent of our state’s overall production.

Governor Dayton’s 50-foot buffer requirement, which had not been discussed much lately, is back in the spotlight with the announcement Friday that a bill containing the governor’s plan had been introduced at the Legislature. Republicans in the House will control the bill’s progress, and its future at this point is unclear. There are still many unanswered questions, although the plan currently calls for local SWCD’s to provide technical assistance to landowners in establishing buffer strips. The DNR would be in charge of enforcement.

We had been hearing rumors of the bill’s introduction, but I was still surprised when it happened, especially this late in the session. The first deadline for hearing policy bills is a week from this Friday, and one of its stops will be in my Agriculture Policy Committee.

When the first railroad was built in Russia, the Czar wanted train tracks to be laid from Moscow to another city that he enjoyed visiting.

“Where do you want me to lay the tracks?” asked the engineer, unrolling a map before him.

After thinking for a moment, the Czar took a ruler and drew a straight line across the map from Moscow to that particular city and said loudly, “There!”

The Lord has drawn a “straight line.” We find it in His Word. It is a line that begins at our feet, goes to the cross and ends with Him in heaven. But that line is often difficult to follow. Even for David.

“I acknowledged my sin to You and did not cover up my inequity,” he wrote.

Acknowledging this “sin” must have been difficult for him to confess because he said, “Day and night Your hand was heavy upon me.” He could find no relief from his sin and God would not give him any relief. “Day and night your hand was heavy on me.”

When we sin and do not repent or ask God for His forgiveness, we can expect - and be thankful for - His “heavy hand on” us. Sometimes we “feel” His hand when we are emotionally unsettled, going through a period of sickness or sensing feelings of alienation. How fortunate we are to know that this is God speaking to us, trying to get our attention because He wants us to “confess our sins” so He can remove our guilt, restore His peace and renew our relationship with Him.

The Love of a Lamb -By Sheila Ripplinger Ever since I was a child, I have had a love for sheep! It began when I would tag along with my grandpa while he went to his sheep shearing jobs around the countryside. I usually opted out of watching the sheep shearing process and would instead find the darling little lambs to cuddle and play with.

Later on in my life, I came to learn that God also has an adoring love for sheep! We are the ‘sheep’ of His pasture; Psalm 100:3. He made us, and we are His people. In Psalm 23, the Lord is our Shepherd. Unfortunately, we like sheep, have gone astray. (Isaiah 53:6) We wander away from the protection of our Shepherd, the Lord. The curious lamb in us causes us to fall into the temptation and sin of the world. We get our once white wool stained and dirty. Sometimes we get lost and injured as a result of our wandering off in disobedience. Other times, the wolves get ahold of us and tear us apart and we do not know how to get back to the safety of our Shepherd.

Romans 3:23 says that we have ALL sinned and fall short of the Glory of God. We have ALL been dirty sheep in the eyes of our Shepherd. He desires that we be pure and clean in His sight, not full of worldly grime and blemishes.

This is why God sent His Perfect Lamb to us as an atonement for our sin.

Without the shedding of blood, there is no forgiveness. (Hebrews 9:22). Way back in the first Passover, God made a way for His people to be freed from the bondage of slavery. It was through the blood of an innocent lamb. The Lord’s people had to sacrifice an unblemished lamb that they had cared for, and put the lamb’s blood over the frames of the doors of their homes. Death would then ‘pass over’ that home and they would be

spared. It was proof that they belonged to the Lord when the angel of death passed through.

When we accept the sacrifice of what Jesus, the Lamb did for us on the cross, and apply His blood to the door frames of our hearts, we are freed from the bondage of slavery to sin. Death ‘passes over’ us. His precious blood cleanses us and makes our wool as white as snow, proving that we indeed belong to Him. (Psalm 51:7) When we choose to follow the Good Shepherd and accept His mercy and grace, He will lead us to the green pastures of Truth. He will give us abundant living water as we come to Him as His very own adorable little lamb. He will joyfully carry us on His shoulders.

Jesus laid down His life for His sheep (John 10:15). It was His adoring love for us lost and hurting souls that He endured such excruciating pain when He took on our filthy sin at the cross. He paid the debt that we owed by becoming our Sacrificial Lamb.

I now have a much greater love and appreciation for sheep as I can relate to them so well! Grazing through this life gets really hard sometimes! The mountains that we have to climb, valleys that are dark and lonely, rocky places to walk where we experience pain, suffering and grief, and wolves that are nearby waiting for their chance to attack. But I know that as I keep my eyes focused on My Good Shepherd, who conquered the enemy, He will protect me and guide me through it all as He leads me to greener pastures ahead!

Warning: Ice is Not Safe; Flowing Water is Dangerous for Kids With warming temperatures and melting snow, the Minnesota Department of Natural Resources reminds everyone that ice conditions on bodies of water are deteriorating quickly in the southern half of the state and will soon be deteriorating in the north. Water flowing into lakes and moving in rivers can quickly create areas of thin ice. Flowing water in ditches and creeks is also dangerous to children who can slip in and be swept into a culvert or under the ice.

“Ice is never 100 percent safe,” said Maj. Greg Salo, DNR Enforcement operations manager. “And please keep your children away from moving water.”

Temperature, snow cover, currents, springs and rough fish all affect the relative safety of ice. Ice is seldom the same thickness over a single body of water; it

can be two feet thick in one place and one inch thick a few yards away. Check the ice at least every 150 feet.

If your vehicle breaks through the ice, get out immediately, use your ice picks to help get back up on the ice and roll away from the hole to solid ice. The DNR recommends anyone heading out on the ice should check with a local bait shop or resort - ask about ice conditions before you go.

The DNR clear ice thickness recommendations are: • 4 inches for walking.

• 5 inches for a snowmobile or ATV. • 8-12 inches for a car.

• 12-15 inches for a medium-sized truck.

Spring Weight Restrictions for Trucks Begin March 13 for North-Central, North Frost Zones Spring truck weight restrictions on state highways begin March 13 for Minnesota’s North-Central and North frost zones, according to the Minnesota Department of Transportation.

MnDOT limits truck weights to prevent damage to roads weakened during the spring thaw. Ending dates for spring load restrictions will be established by monitoring roadway strength as weather conditions change.

The North-Central Zone extends south from the southern limit of the North Zone (Highway 1, Highway 89 US 2 - Highway 33 - I-35 - Carlton/St. Louis county line - Wisconsin state line) to a line following and including US 10 from the North Dakota state line east to Motley, Highway 210 east to Brainerd, Highway 18 east to I-35, I-35 south to Highway 48, and then Highway 48 east to the Wisconsin state line.

Morrison County Sheriff’s Office March 7, 2015: At 2032 Morrison County Sheriff’s office responded to a vehicle accident on Balcony Road near 50th St. in Elmdale Township, near Upsala. Thomas Meyer age 45 of Burtrum was driving a Chevy pick up going northbound when he lost control causing the vehicle to roll. Meyer was ejected from the vehicle and transported to St. Cloud Hospital by LifeLink. Upsala Fire and First Responders were also on the scene. The pick up was totalled.

Local Municipality Minutes Grey Eagle City January 13, 2015 The regular meeting of the Grey Eagle City Council was called to order by Mayor Jim Gohman at 7:00 p.m., on the 13th day of January, 2015 in council chambers.

Council members present were Thom Muellner, Ralph Muellner, Roland Ahrendt and Joe Arnzen.

There were no council members absent. Also in attendance were Lori Hellmann, Chico Hellmann and guests Scott Hedlund and Jeff Ledin.

Oath of office was given to all newly elected members.

A motion was made by Thom Muellner to approve the amended agenda. A second was made by Ralph Muellner and upon vote, with all members voting in favor, motion carried.

from SEH gave a report to the council regarding a Water Tank Maintenance Service program that they offer to the communities they serve.

This program covers a wide variety of water system maintenance and improvements. Jeff stated that all work and any maintenance to be done would be for a term the council chooses. In order to get on the State wide project priority list, the council would need to have an engineering report done by May. Chico will discuss the recommendations presented by SEH with Matt and report at the February meeting.

In order to move forward with bringing natural gas to the city, Greater MN Gas is seeking approval from the council to market to the residents to determine if there is enough interest in connection to natural gas. Greater MN Gas also provided the council with a proposed franchise agreement. The Clerk had the city attorney review the franchise agreement and found that the four areas of concern regarding length of the agreement, protective indemnification language, restoration language for projects and maintenance, and reservation for a franchise fee were all included in the proposed agreement.

A motion was made by Joe Arnzen to approve marketing of city residents by Greater MN Gas, with the stipulation that any mailings be done through the clerk’s office to protect the data privacy of the residents. A second was made

The following water/wastewater/maintenance items were discussed: 1. Chico updated the council on water and sewer issues during the past month that included sewer jetting, checking sewer mains for resident issues, and water tower issues.

2. The Council discussed the quote from Johnson Jet-Line for jetting and televising the city sewer mains. It was the consensus of the council to do the entire city at one time and then decide on whether or not to do a four year maintenance agreement. Chico will contact Johnson Jet-Line for more information.

The council discussed work hours for Chico. Due to issues with the water and sewer systems during the recent cold weather, Chico has worked more hours in the two week pay period than what was set at the time he was hired. A motion was made by Joe Arnzen to allow extra hours if needed, without abusing the flexibility of the extra hours, during the “training” period. A second was made by Thom Muellner and upon vote, with all members voting in favor, motion carried.

The council discussed the culvert on Woodman Street North and Jackson Street East. Chico will check with Tim at Eagle Fabricating to see if the cover has been made.

Chico informed the council that the John Deere lawn mower with the bagger needs to be repaired or replaced. He spoke with Mike at Eagle Auto and it would cost approximately $5,000 to put a new motor in it which would include labor costs. Chico obtained an estimate from Midwest Machinery for a 72 inch zero turn John Deere lawn mower for $11,350, and an estimate from Renville Sales, Inc., for a 72 inch zero turn Hustler lawn mower for $10,220. Chico was instructed to contact Midwest Machinery for further clarification.

A motion was made by Joe Arznen to hire Carpet Masters to clean the floors in the council meeting room and the Fire Department meeting room, which includes sanding, waxing and putting a finish on for $450. A second was made

The above stated resolution is as follows: Resolution No. 2015-01: Resolution Establishing Limited Clean Up And Property Damage Protection For Sewer Back-Ups And Water Main Breaks For Water And Sewer Customers Whereas, the City of Grey Eagle provides water and sanitary sewer services to property within its jurisdiction; and Whereas, water main breaks may cause water to enter into property causing damage; and Whereas, blockages or other conditions in the Governmental Unit’s sanitary sewer lines may cause the back-up of sewage into properties that are connected to those Governmental Unit’s sanitary lines; and Whereas, water main breaks and sewer back-ups pose a public health and safety concern; and Whereas, it may be difficult to determine the exact cause and responsibility for a water main break or sanitary sewer back-ups and Whereas, the City of Grey Eagle desires to encourage the expeditious clean-up of properties that have encountered damage from water main breaks and sewer backups; and Whereas, the City of Grey Eagle desires to minimize the potential of expensive lawsuits arising out of water main breaks and sanitary sewer back-up claims; and Whereas, the City of Grey Eagle is a member of the League of Minnesota Cities Insurance Trust (LMCIT); and Whereas, LMCIT has offered the City of Grey Eagle limited “no fault” sewer coverage and water main break coverage (No-Fault Coverage) that will reimburses users of the water and sewer system for certain clean-up costs and property damage regardless of whether the City of Grey Eagle is at fault.

Now Therefore, Be It Resolved, as follows: The City of Grey Eagle will reimburse water and sanitary sewer customers for up to $0.00 of cleanup costs and property damages caused by a water main break or sanitary sewer back-up, regardless of whether the City of Grey Eagle is negligent or otherwise legally liable for damages, subject to the following conditions: I. Sanitary Sewer Back-Ups. For Sanitary sewer back-ups: A. The back-up must have resulted from a condition in the City of Grey Eagle’s sanitary sewer system or lines, and not from a condition in a private line.

B. The back-up must not have been caused by any catastrophic

weather or other event which has been declared by the President of the United States to be a major disaster pursuant to 42 U.S.C. 51215206, commonly known as the Stafford Act. C. The back-up must not have been caused by an interruption in electric power to the City of Grey Eagle’s sewer system or to any City of Grey Eagle lift station, which continues for more than 72 hours.

D. The back-up must not have been caused by an amount of precipitation equivalent to rainfall amounts which exceed: • 2.0 inches in a 1-hour period; or • 2.5 inches in a 3-hour period; or • 3.0 inches in a 6-hour period; or • 3.5 inches in a 12-hour period; or • 4.0 inches in a 24-hour period; or • 4.5 inches in a 72-hour period; or • 5.5 inches in a 168-hour period.

E. Neither the City of Grey Eagle nor LMCIT will reimburse any costs which have been or are eligible to be covered under a property owner’s own homeowners’ or other property insurance, or which would be eligible to be reimbursed under a National Flood insurance Protection (NFIP) policy, whether or not the property owner actually has NFIP Coverage.

F. The maximum amount that the City of Grey Eagle or LMCIT will reimburse is $0.00 per building, per year. A structure or group of structures served by a single connection to the City of Grey Eagle’s sewer system Is considered a single structure.

II. Water Main Breaks. For water main breaks: A. Neither the City of Grey Eagle nor LMCIT will reimburse any costs which have been or are eligible to be covered under a property owner’s own homeowners’ or other property insurance.

B. The maximum amount that the City of Grey Eagle or LMCIT will reimburse is $0.00 to any claimant, regardless of the number of occurrences or the number of properties affected.

C. Neither the City of Grey Eagle nor LMCIT will pay more than $250,000 for water main break damages resulting from any single occurrence. All water main break damage which occurs during any period of 72 consecutive hours is deemed to result from a single occurrence. If the total water main break damage for all claimants in a single occurrence exceeds $250,000, the reimbursement to each claimant will be calculated as follows: 1. A preliminary reimbursement figure is established for each claimant, equal to the lesser of the claimant’s actual damages or $0.00.

2. The sum of the preliminary reimbursement figures for all claimants will be calculated.

3. Each claimant will be paid a percentage of his or her preliminary reimbursement figure, equal to the percentage calculated by dividing $250,000 by the sum of all claimants’ preliminary reimbursement figures.

III. The City of Grey Eagle’s determination to make these payments is contingent on and expressly limited to the extent that No-Fault Coverage is in force and available to reimburse the City of Grey Eagle for the costs set forth herein.

IV The City of Grey Eagle retains the right, in its sole discretion, to revoke, rescind, or modify this resolution at any time.

V. The City of Grey Eagle hereby rescinds any prior resolution providing no-fault sewer backup coverage and water main break coverage.

There were no building permit applications for council consideration.

The council discussed the vehicles that were towed from a vacant lot by Petrie’s Towing in Long Prairie. There is another vehicle on another vacant lot that will be addressed.

A motion was made by Joe Arnzen to approve the Pay Equity Compliance Report for 2014. A second was made by Ralph Muellner and upon vote, with all members voting in favor, motion carried.

The Clerk was instructed to proceed with delinquent utility bills as allowed by ordinance.

A motion was made by Joe Arnzen to approve the various fund transfers as follows: $3,596.58 from Schoenstatt Court Fund to Schoenstatt Court Debt Service Fund, $1,496.52 from the Fire Fund to the Fire Hall Debt Service Fund and $87.41 from the General Fund of which $27.91 goes to the Water Fund and $59.50 goes to the Sewer Fund for Fire Hall and Library utilities. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.

A motion was made by Ralph Muellner to approve the payment of bills as listed and to include the payment of the following: $10,787.50 to First State Bank of Swanville, $2,046.71 to Minnesota Power and $8,807.38 to Gessell Auto Sales. Grey Eagle City Special Meeting January 20, 2015 The special meeting of the Grey Eagle City Council was called to order by Mayor Jim Gohman at 6:30 p.m., on the 20th day of January, 2015 in council chambers.

Council members present were Roland Ahrendt, Thom Muellner and Joe Arnzen. Council member Ralph Muellner was absent. Also in attendance were Lori Hellmann and Chico Hellmann.

The council discussed the 2008 Chevrolet Colorado that the council approved to purchase by motion at the December 9, 2014 council meeting. The check engine light comes on when it is cold outside. Gessell Auto Sales put in a new manifold but could not find the reason that the check engine light would come on so they took it to the mechanic in Upsala. They had the truck for approximately two weeks and could not determine what was wrong so Gessell’s then took the truck to FW Exhaust in Sauk Centre but there has been no word so far on if they could find what is wrong. The question is whether or not the council wants to continue with the purchase of this truck or find a different truck. After much discussion, a motion was made by Roland Ahrendt to rescind the motion of the December 9, 2014 council meeting to purchase the 2008 Chevrolet Colorado.

A second was made by Joe Arnzen and upon vote, with all members voting in favor, motion carried.

Chico went over the quotes for a new lawn mower with the council. Chico was asked to check with a couple of more companies and report back at the February meeting.

Chico informed the council that Johnson Jet Line could come as early as April or May to televise and jet the sewer mains. A motion was made by Thom Muellner to hire Johnson Jet Line to jet and televise all of the sewer mains for the quoted price of $20,160 plus the cost of mobilization of $300. Any heavy cleaning taking over three full passes will be charged at the same unit price of $1.12 per foot until complete or as directed by the council.

Lori Hellmann, Clerk Swanville City February 3, 2015 Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, February 3, 2015. The meeting called to order 7:00 p.m. with the following members present: Sandy Peterson, Jay Bartkowicz, Jim Molitor, and Tony Maciej. Also present: Norman Carlson, Mark Hallen, Lonny Hutchins and reporter Kerry Drager.

The city council appointed Norman Carlson to finish the term of AJ Johnson who has moved out of the city. Norman took his Oath of Office and will now serve as council member for the next two years.

Norm will now serve on the Senior Board and Mayor Peterson will serve as backup.

Minutes of the Public Hearing and Swanville City Council meeting held Tuesday, January 6, 2015 were read. A motion was made by Jay Bartkowicz to approve the minutes as read. Jim Molitor seconded the motion. All members voted in favor, motion carried.

The treasures report was given.

A motion was made by Jim Molitor and seconded by Jay Bartkowicz to approve the treasurer’s report. All members voted in favor, motion carried.

Maintenance man, Lonny, reported that there is a tree on the boulevard in front of 501 DeGraff that needs to come down. Council agreed and gave Lonny permission to hire someone with liability insurance to have the tree removed.

Lonny asked if the council would consider purchasing a commercial lawn mower. After discussion, it was decided that Lonny bring in bids for a mower and also a bid to have the city property mowed from the Yard Barbers so the council can compare which would be the most economical route.

Mayor Peterson announced that Lonny Hutchins and Dan Thilquist will be getting an award from the MN Pollution Control for their outstanding work that was done in 2014 at the waste water plant.

Mark Hallen, city engineer, was present to go over the final project amounts on the Rhoda Avenue Project. PFA has reimbursed the city $1,258,524.00. The city has paid out of pocket thus far about $41,000.00. In conclusion the total expense was very close to what was anticipated.

Mayor Peterson stated that there are some additional requests that the Planning & Zoning committee would like to add to the P & Z ordinances. Therefore, Mayor Peterson would like to have a Public Hearing meeting to go over the proposed additional changes to the P & Z ordinances. The Public Hearing will be before the next monthly meeting on Tuesday, March 3, 2015 at 6:30 p.m. in the Swanville Center.

Red’s Irish Pub liquor licenses will be expiring in the middle of April, 2015. Jay Bartkowicz made a motion to renew the liquor licenses for Red’s Pub for one year with the same fees as last year: Off Sale $100.00, On Sale $1750.00, and Sunday License $150.00, for a total of $2000.00.

Jim Molitor seconded the motion. All members voted in favor, motion carried. The clerk will send out the necessary paper work with invoice to Red’s Pub. The following claims were presented for payment. Members of the council were furnished with a listing. Jay Bartkowicz made a motion to approve the claims. Tony Maciej seconded the motion. All members voted in favor, motion carried.

The next monthly meeting will be held Tuesday, March 3, 2015 at 7:00 p.m. The Public Hearing will take place at 6:30 p.m.

There being no further business, a motion was made by Jim Molitor and seconded by Norm Carlson to adjourn. All members voted in favor, motion carried.

Meeting adjourned 8:00 p.m.

March is National Colorectal Cancer Awareness Month

Colon cancer is the third most commonly diagnosed cancer and the second leading cause of cancer death in men and women in the United States, despite being one of the most preventable forms of cancer.

Every year, 140,000 Americans are diagnosed with colorectal cancer, and more than 50,000 people die from it.

The survival rate of colon and rectal cancer is 90 percent, if detected early. Men and women at average risk for colon cancer should be screened beginning at age 50.

Those with a family history of the disease should be screened at age 40 or 10 years earlier than the youngest diagnosis in the family, whichever comes first.

During the month of March, Colon Cancer Awareness month, people who are age 50 or older can receive a free immunochemical fecal occult blood test (iFOBT) colon cancer screening kit from the driveup window at CentraCare Pharmacy at St.

Cloud Hospital or from Coborn Cancer Center. Kits are limited. The iFOBT screening does not replace a colonoscopy, which is the best method to detect colorectal cancer.

Pantry pests

By Deb Botzek-Linn, University of Minnesota Extension Have you ever opened a bag of rice to find little black things among the grains of white rice? Or, opened a box of cornmeal muffin mix to find black specks peppering the yellow meal? “Pantry pests” have struck! Know that these insects are a common problem in dried food stored in the home.

Pantry pests eat almost any kind of dried food preferring cake mix, flour, cornmeal, rice, crackers, dried beans and spices. A stored food product can become infested anywhere in the production process. However, stored food is most likely to become infested in stores or in homes.

The longer dried food is stored, the more likely insects will get in it.

Pantry pests are most likely to appear in opened packages of dried food. But they can break through unopened paper, thin cardboard, plastic, foil, or cellophane. Once they are in your food, these insects begin to multiply and spread to other dried food in the cupboard. They may also feed on bits of food in the corners, cracks or crevices of your cupboard.

As a precaution, store susceptible food in glass, metal, or heavy plastic containers with tight lids or in the refrigerator or freezer. Wipe up crumbs and spilled food to keep food storage areas clean. Buy dried food in small quantities so it does not sit on the shelf too long.

Washing cupboards with detergent, bleach, ammonia, or disinfectants is not effective in removing these insects. Also, do not spray insecticides in cupboards as it does not prevent more pests from coming from the infested food and it is toxic to food.

To get rid of pantry pests you must throw out all infested food and empty and thoroughly clean cabinets, especially crack and corners, with a vacuum cleaner.
