What is charisma? It’s hard to define, but it is many things, such as likeability.

If you want to influence people, they must like you and respect you. But charisma is so much more. I believe the definition is found in the letters of the word itself.

Confidence. Confidence doesn’t come naturally to most people. Even the most successful people have struggled with it in their careers. The good news is that you can develop confidence, just like any muscle or character trait, if

you’re willing to work hard. Charismatic people believe in themselves, and share that confidence with the people around them. We want to follow leaders who believe they (and we) can do anything.

Don’t ignore obstacles, but focus on what you can achieve.

Happiness. I believe we were born to be happy. The happiest people I know are not the richest or the most attractive or even the best at what they do. The happiest people are those who discover that what they should be doing and what they are doing are the same things. True happiness lies in satisfaction, which is an essential element of charisma.

People who are happy are much more pleasant to be around. And they tend to spread happiness.

Authentic. Be real, be yourself, be consistent. When people know what to expect from you, they are more comfortable approaching you. Even if there may be disagreement or difference of opinion, they know whom they are dealing with, and that you have values and standards that are constantly demonstrated.

Respect. Charismatic people not only command respect, they offer it in return. You will never meet a charismatic bully – no one likes to be pushed around.

I think that one of the most important skills to master is learning how to respectfully disagree. Even when you don’t agree with them, or you want them to do something different, give supporters, potential allies, and even adversaries your full attention when they’re speaking. Show that you respect their viewpoint, and they’ll more readily listen to you and your ideas.

Upsala Jr. High Student of the Month Upsala Sr. High Student of the Month Olivia Peterson has been chosen as the January Upsala Junior High Student of the Month. She is a seventh grader and daughter of Tim and Patty Peterson.

In school, Peterson participates in Junior High Band, Volleyball, Knowledge Bowl and Track. She has been on the “A” honor roll every quarter and was also recognized as October Music Student of the Month.

Her favorite class is gym, because of the fun games. However, Peterson feels her most important class is Math because of how useful it is in everyday life.

Outside of school she is an active

member of her church’s youth group.

She volunteers as a bell ringer for the Salvation Army. She enjoys playing the piano, babysitting her nephews and spending time with friends and family.

“Olivia has a great attitude and is a very focused student,” said Roxanne Lewis, Social Studies Teacher. “She consistently works to do her best and gives every task her best effort. She is inquisitive and advocates for herself. As a 7th grader, Olivia is already learning and using a variety of skills on her way to becoming an outstanding learner. She is a great asset to our class and a wonderful role model for her peers. Congratulations Olivia!”

Peterson has aspirations to become an accountant. Her advice to her classmates is, “Be the best that you can be in everything that you do. Don’t let negative comments get you down.”

Smile. It’s so simple, yet so significant. People like to be around pleasant people, and nothing communicates that better than a smile.

Mannerisms. Body language must match speech. Watch how charismatic people walk into a room, how they shake hands, how they hold themselves while listening to others. Good posture and confident body language can win people over on a subliminal level.

Attitude. The late Steve Jobs, the computer genius who co-founded Apple, was a very charismatic leader of technical people. When his group was designing Apple’s new Macintosh computer, Jobs flew a pirate flag over his building. Its purpose? To signify his team’s determination to blow the competition out of the water. He demonstrated the kind of can-do attitude that is contagious – with confidence in the people around him to produce successful results. Such validation makes a leader very charismatic indeed.

“The most important single ingredient in the formula for success is knowing how to get along with people,” President Theodore Roosevelt said.

I believe that statement is timeless. I have never met a successful person who hasn’t figured out how to get along with others.

To that end, I have relied on the guidance of two of my favorite authors throughout my career. Here are a couple nuggets of their wisdom: Norman Vincent Peale, author of “The Power of Positive Thinking” said, “Getting people to like you is merely the other side of liking them.”

Dale Carnegie, author of “How to Win Friends and Influence People” said: “You can win more friends in two months by becoming interested in other people than you can in two years by trying to get people interested in you.”

I recommend you put them at the top of your reading – or re-reading – list.

For her commitment to her classes, the school, and the community, McKenzie Barth, daughter of Jeff Barth and Karin Nelson, was named the January 2016 Student of the Month by the faculty of Upsala High School (UHS).

Our school motto is “positive attitudes create excellence” and Barth certainly lives up to that. Jessica Hovland, Math Teacher said, “McKenzie is always willing to go the extra mile whether it is in class or in extra-curriculars. I am really going to miss her next year. It has been so much fun watching Kenzie become the person she is today. She started as a shy girl and has grown into one of the most outgoing, caring, intelligent and fun students I know.”

Barth excels in her high school and college classes, even though she is involved in many extracurricular activities. She is consistently on the A honor roll and was recognized with the 2015 MN Tennis Coaches Academic All State Award last fall. Her most valuable class is Composition because, “Professor

Forte really helps us to find our voice as a writer.” But her favorite class is Welding.

“I loved being able to learn how to weld.

Welding is definitely a life skill.”

In her extra-curriculars she devotes extra time and energy, making her an excellent leader. She currently serves as the Upsala FFA Chapter president, FFA Region II Secretary, NHS President, Dance Captain and was the Tennis Team Captain last fall. Through her dedication she was voted as the LPGE-USA Tennis most valuable player. After a difficult application and interview process, Barth earned her MN State FFA Degree. She was also involved in the school play, spring musical and Youth Chorale of Central Minnesota.

Barth has been indispensable in a number of school and community volunteer activities including working as a Teacher Assistant, tutoring peers, cashiering at the school Book Fairs, coaching summer youth tennis and making meals for “Kids Against Hunger.”

She will be attending the University of Minnesota (Twin Cities) for a future in Agriculture Education and Plant Science.

Her advice to fellow classmates is, “Join stuff. Clubs and sports are a great way to meet more people.” More importantly she says, “Be nice to everyone. It’s not hard and you can brighten someone’s day.”

Obituaries Walter Henry Groetsch The Mass of Christian Burial, celebrating the life of Walter H. Groetsch, age 85, of Avon, was held at 11 AM on Monday, March 7, 2016 at the Seven Dolors Catholic Church in Albany.

Fr. Cletus Connors, OSB officiated and entombment was in the parish cemetery. Walter died Thursday afternoon with his children at his side at the Quiet Oaks Hospice House in St. Augusta. Arrangements were made by the Miller-Carlin Funeral Home of Albany.

Walter was born on December 15, 1930 in Albany to Anton “Tony” and Susan (Kammers) Groetsch. He married Clare McGee March 28, 1949. Walter was in the US Navy from 1948-1950.

He worked for American Bakeries for 26 years as a General Production Manager

and then, from 1972-1984, he was with International Baker Services as an Executive Vice President. Afterwards, he owned his own business in Greenwood, IN before retiring to Avon. Over the years, the family lived in New Orleans, LA, Atlanta, GA, Rocky Mount, NC, Saint Paul, MN, Hanover Park, IL, South Bend, IN, and Greenwood, IN. Walter loved to fish, hunt with this nephews and friends, bar-b-cue, and spend time with his family. Among other things, Walter is proudly remembered for the excellent work ethic he instilled in all generations of his family. He was a member of Seven Dolors Catholic Church, Albany.

Walter is survived by his children Debbie Groetsch, Avon; Cynthia Groetsch-Johansen (Ivan Johansen), Palm City, FL; Wade (Tina) Groetsch, Severance, CO; Melissa Groetsch, TX; his sister Lorraine (Donald) Voit, Albany; 11 grandchildren; 18 greatgrandchildren; many nieces and nephews; as well as other family and friends.

Walter was preceded in death by his wife Clare in 2011, his daughter Dolleen Hvarre, his parents Tony and Susan Groetsch, his brothers and sisters Lucille Hondl, Leander, Wilford, Anthony, Alfred, Elmer, Clarence, MaryCatherine Groetsch, and infant Rita, his grandsons Todd Gerads and Dana Johansen, and his great-granddaughter Cheyenne Pundsack.

Virginia M. Slimmer, age 87 of Burtrum, died Tuesday, March 8, 2016 at her home in Burtrum, Minnesota.

A funeral service will be held at 1 p.m.

Friday, March 11 at Faith Community Church in Burtrum with Rev. David Sobotka officiating. Interment will be in Moses Dane Cemetery in Burtrum.

Visitation will be from 5 to 8 p.m.

Thursday and from 12 to 1 p.m. Friday at the church in Burtrum.

Virginia Mae Richardson was born September 10, 1928 in Pillsbury, Todd County, Minnesota to Edward and Blanche (Hosford) Richardson.

Virginia’s parents lived in Burtrum. As a child, after her father passed away, Virginia lived with Bill and Hazel Richardson. Bill and Hazel would be known to Virginia’s children as Uncle Bill and Grandma Hazel. Bill and Hazel’s daughter, RuthAnn, is like a sister to Virginia and her children.

She was united in marriage to Harry Slimmer on December 3, 1949 in Minneapolis. Virginia and Harry lived in Minneapolis when they were first married and Harry was in the military. Harry returned from his service in the military and they bought a home in Bloomington.

During that time, Virginia worked as a baker where she learned the skill of frosting three dozen cupcakes in less time than most can frost two cupcakes.

She could turn a lemon cupcake into a powdery butterfly. She also worked at Control Data and Anchor Glass Company in Shakopee. In 1970, Virginia and Harry moved their family to Burtrum.

Church in Burtrum. She was in the Women’s Relief Corps, Ladies Auxiliary and served as Secretary of Moses Dane Cemetery in Burtrum.

Virginia’s children and grandchildren were most important in her life. After raising her own children, she enjoyed raising her grandchildren. Her grandson, Joe, moved in with her at a young age and she became “Mom” to him. Being a homemaker was Virginia’s favorite role. She enjoyed cooking, cleaning and baking. Nobody walked away from Virginia’s home hungry. She was a natural caregiver.

We should list the birds of Todd County as surviving family members.

They provided hours of enjoyment every day, while the squirrels provided a huge source of aggravation.

Survivors include her children, Brenda (Wayne) Korman of Rice, Danny (Diane) Slimmer of Rice, Lori (Loren) Rahn of Burtrum, and Kimberly (Dale) Spiczka of Burtrum; seven grandchildren, Melissa (Brian) Tenvoorde, Steven (Karen Larson) Slimmer, Joe (Beth) Rahn, Joshua Rahn, Jake (Beth) Rahn, Ronnie Spiczka, and Derek Spiczka; seven great-grandchildren, Kaylee and Cole Tenvoorde, William, Bennett, and newborn Baby Rahn, MaraLyn Larson, and Adelyn Slimmer; sisters, Irene (Richard) Brown of Alaska and RuthAnn (Romie) Gessell of Burtrum; and many nieces, nephews, relatives and friends.

Virginia was preceded in death by her husband, Harry Slimmer on October 5, 1998; parents; brothers, Virgil Richardson and an infant brother; and sister, Violet Larsen.

Serving as casket bearers will be her grandchildren, Melissa Tenvoorde, Steven Slimmer, Joe Rahn, Joshua Rahn, Jake Rahn, Ronnie Spiczka and Derek Spiczka.

Arrangements were made with Patton-Schad Funeral & Cremation Services of Grey Eagle.

Adaline Jones, 91, of Long Prairie, passed away on March 2, 2016. Memorial services for Adaline will be held on We d n e s d a y, March 23, 2:00 p.m., at the Peace United Church in Long Prairie with Pastor Gary Taylor officiating. Friends may begin calling at the church one hour prior to the service.

Interment will be held at the Minnesota State Veteran’s Cemetery in Little Falls.

Adaline was born March 27, 1924, in Anamoose, N.D. to Philip and Anna (Erman) Schmidt. She grew up in

Anamoose and Grey Eagle. Adaline married Donovan W. Jones on June 16, 1946 in Long Prairie. She worked at Custer Floral, The Variety Store and Dr. G. Kintop for several years. After her daughter Grace was born, Adaline spent her time being a mother and homemaker.

Adaline enjoyed gardening and crafts.

She was a member of the United Church of Christ.

Adaline is preceded in death by her parents; husband Donovan, brothers: Sam Bettcher, Ernest Schmidt and Nathan Schmidt; sister, Hulda Fix and infant sister Esther.

Adaline is survived by her daughter Grace of Long Prairie; sister, Agnes Docken of Minneapolis and brother, Sidney (Darleen) Schmidt of Abilene, TX.

Duane Edward Rahn

D u a n e Edward Rahn, 67 year old resident of Swanville, MN, passed away Sunday, March 6, 2016 at the St. Cloud Hospital.

Funeral service will be held at 11:00 A.M. on Friday, March 11, 2016 at St. Peter’s Lutheran Church in Swanville, MN with Rev. Kevin Zellers officiating. Burial will take place at the Springbrook Cemetery in Swanville, MN. A visitation will be held from 4-8 P.M. on Thursday and from 10-11 A.M. on Friday at St. Peter’s Lutheran Church in Swanville, MN. Duane Edward Rahn was born on November 30, 1948 in Little Falls, Minnesota. He was the second son of Arnold and Holdine (Besemann) Rahn.

At 19 months, Duane became diabetic and was cared for by his mother. He attended Swanville school until he left school at 14, to farm full-time.

G e r a l d (Gerry) Beck, 70, of Long Prairie, passed away on March 6, 2016, in St. Cloud.

Funeral services for Jerry were held on March 9, 2016, at the Camp Ripley Chapel in Little Falls. Burial was held at the Minnesota State Veteran’s Cemetery in Little Falls. A Celebration of Gerry’s life will be held on Saturday, March 12, 2016, 3:00 p.m. at the American Legion in Long Prairie.

Gerald was born June 9, 1945, in Bertha to Oliver & Enid (Martin) Beck.

He enlisted in the US Navy in 1963 and was honorably discharged in 1966. On July 26, 1969, Gerry married Caroline (Connie) Dubisar in Hutchinson. He

He was preceded in death by his parents, Arnold and Holdine Rahn, and one infant child.

was living his dream of being a lifelong farmer. Gerry’s goals in life were to own a Mercedes, obtain his pilot’s license and have his own plane; he achieved all three. He spent his free time volunteering at the American Legion in Long Prairie and was a volunteer VA driver for many years. Gerry was a member of the American Legion in Long Prairie, 40/8 and the President of the North Fork Mutual Insurance Company. Gerry’s greatest joy was spending time with his grandchildren at the farm.

Gerry is survived by his mother Enid Beck of Long Prairie; wife Connie of Long Prairie; children: Penny (Dan) Hoops of Sauk Rapids and Holly Beck of Maple Grove; siblings: Steve (Karen Hudalla) Beck of Browerville, Becky (Larry) Reynoldson of Boone, IA and Ronald (Joy) Beck of Menahga.

Sylvester F. “Vessie” Klaphake, age 83 of Meire Grove, died peacefully surrounded by his family on We d n e s d a y, March 9, 2016 at the CentraCare Health Hospital in Melrose, Minnesota.

A Mass of Christian Burial will be 11 a.m. Monday, March 14 at St. John the Baptist Catholic Church in Meire Grove with Rev. Marvin Enneking officiating.

Sylvester Fred Klaphake was born on November 25, 1932 in St. Martin Township, Stearns County, Minnesota to William and Lydia (Derichs) Klaphake.

Sylvester attended country school near St. Martin. He worked on the family farm and after he left there he worked on a farm near Spring Hill for the Terres family. Sylvester was united in marriage to Marceline “Marcy” Zenzen on July 28, 1964 at Saints Peter and Paul’s Catholic Church in Elrosa. The couple lived near Sauk Centre where Sylvester raised turkeys on Stewart Bridge Turkey Farm for 35 years. They then moved to Meire Grove in 2004 after Sylvester’s retirement.

The Todd County American Dairy Association held its 2016 Dairy Princess Banquet and Coronation on Saturday evening March 5, 2016 at the Browerville Community Center. Crowned as 2016 Todd County Dairy Princesses were Elizabeth Mellgren daughter of Larry and Janice Mellgren of Long Prairie. Elizabeth was sponsored by Mark Bleess and First District Association.

Megan Hollermann, daughter of Shawn and Debbie Hollermann of Burtrum sponsored by First District. Rebekka Paskewitz, daughter of Alan and Vicki Paskewitz of Browerville, sponsored by Leaf River Ag. The judges for the day were Theresa Krause and Keith Olander. The emcee for the banquet was Tiffany Hulinsky, a former Todd County Dairy Princess herself.

The candidates were judged on their communication skills, personality, enthusiasm for dairy promotion and general knowledge of the dairy industry.

Together the 2016 Todd County Dairy Princesses and Dairy Ambassadors will cover Todd County to promote the goodness of dairy products and the dairy industry to all the public.

And if they did, would they extend a helping hand or offer a listening ear?

Sometimes we are threatened by people we don’t even know. We hear of their attacks through the warnings of others and know they want to hurt us.

Sometimes we know who our oppressors are yet can do nothing to eliminate the power they have over us.

David found himself in a similar situation. He looked around for help and deliverance and found no one ready to help him. But he knew that there was saving power in the name of God and cried out, “Surely God is my help; the Lord is the One Who sustains me.”

Often God brings us to a place in our lives to force us to realize that He alone is the ultimate Savior!

Notes from the Capitol By State Rep. Paul Anderson Highlighting Key Issues as 2016 Session Begins

With the legislative session beginning this week, much work needs to be completed during the 10 weeks we’ll be in St. Paul. The $1 billion-plus surplus was trimmed by 25 percent in the February forecast, which could make large tax cuts or spending plans more difficult to pass. I also believe an added note of caution needs to be addressed because of the downturn in the ag. economy. Not only are farmers feeling the sting of negative cash flows as they get ready for spring, but their belttightening will have a ripple effect on Main Street, as well.

Three main items top the agenda as session begins. A transportation bill needs to be hammered out, in addition to a tax bill and a bonding proposal. When earlier forecasts called for a larger surplus, Gov. Mark Dayton himself said a gas tax increase was off the table. Now, it seems the gas tax may be back on the table. How that one issue plays out will go a long way in determining how much gets done this year. Time will be of the essence, because of the short session, and it’s also an election year. All 201 seats in the two chambers are up for election this fall.

Another area of contention may be the governor’s plan for pre-kindergarten classes to be offered by school districts.

Many are already doing just that, but it’s up to each district depending on how much additional space they may have and if they have enough staff. Schools made it clear last year during budget negotiations that they would rather have the additional funding put into the gen-

eral school formula instead of new offerings for 4-year olds.

It was a pleasant surprise to learn last week that child care providers in Minnesota had soundly rejected plans to unionize their business. Despite concerns about just who was eligible to vote in the election, the voting came in about 3-to-1 against the plan. About 1,400 ballots were returned from the approximately 2,400 that were sent out.

Hopefully, this puts an end to the DFL initiative to unionize day care providers, which has been controversial ever since legislation passed in 2013 setting up this vote. These providers run their own businesses, set their own hours, and their rate of compensation. In all my years in St. Paul, this unionization push was the least popular in our district of any legislation I can recall. It just didn’t make sense and probably would have increased the cost of child care for all families. In addition, allowing only one-fourth of the total number of providers to actually vote in the election didn’t sit well either.

I attended the governor’s water summit a couple of weeks back. Interest was high, as evidenced by the nearly 1,000 in attendance. There are lots of different ideas about addressing water quality issues, with many of them aimed at farming practices. That’s part of the solution, but so are better storm water-retention plans, salt-reduction ideas, and streambank stabilization. Gov. Dayton’s opening remarks were interrupted by protesters voicing their opinion on pipelines that would carry crude oil from North Dakota across northern Minnesota. I talked with one of the protesters on my way into the summit. He was handing out stickers with wording pertaining to stopping the pipelines. I asked if he really thought it is safer to transport oil in rail cars rather than through pipelines.

He replied, “We want to stop all of it.” I then asked how he had gotten downtown that morning, to which he replied that he had driven. I shook my head and walked away.

-Steve Dear Steve, In my plan, Baby Step 3 is when I advise people to save up three to six months of expenses in a fully loaded emergency fund. This is set aside and not touched for any reason other than a true emergency.

It’s not a Bahamas fund or a new living room furniture fund. It’s an emergency fund. It’s not an investment or fun money; it’s insurance. Think of your emergency fund as a protective barrier that keeps you from going into debt or cashing out investments when life throws bad things your way.

How do you decide where to land in the three to six month range of expenses? That depends on how much risk your household has. If there’s only one income in the equation, you have more risk, so you should skew things toward six months. Being self-employed or a commissioned salesperson is also a situation where this would be true. If there are two incomes, and both come from steady, dependable sources, you could fall into the middle of that range or even more toward the three-month side.

Make sure your emergency fund is easily accessible too. A simple money market account with check-writing privileges works fine. You want to make sure you can get your money quickly when the need arises!

-Anonymous Dear Anonymous, No! The reason is you can never be assured that you’re going to pay it off in five years. If you go into it with that mindset, then you’re basically saying you can predict the future will be exactly how you want it to be. That’s pretty naïve. Your future will never be what you think it will be. It’s either going to be better or worse, but your future will never turn out exactly the way you plan for it to be.

If you can’t buy a home with cash, you need the stability of a 15-year, fixed rate mortgage in your life. We’re living in the lowest mortgage interest rate environment in about 50 years. I saw a 3.02 percent 15-year fixed rate mortgage

just the other day.

For those of you who have not refinanced, if you’re staying in your home or you’re sitting on an adjustable rate, this is a great time to change that.

Still, people are sitting around yawning like these kinds of rates are going to be around forever. It’s gone on for a while now, but don’t let that fool you into thinking those kinds of rates are normal.

They’re not going to last forever.

No, I would never under any circumstances take an adjustable rate mortgage. Was that unclear? I hope not!

By Patricia Seifert, Chair, Todd County Republicans Tuesday’s Republican Presidential Preference Poll taken at the precinct caucuses had a different result in Todd County than in Congressional District 7 than in the entire State.

In Todd County our preferences came in as follows: Senator Ted Cruz 179, Mr. Donald Trump 158, Senator Marco Rubio 151, Dr. Ben Carson 57 and Governor John Kasich 17. We had a great turn out with little of the problems of long lines or wait times seen in the metropolitan precincts.

The results of the voting in our Congressional District 7, which determines how our 3 Republican National Convention Delegates are allocated as follows: Senator Ted Cruz 33.3%, Senator Marco

Rubio 26.1%, Mr. Donald Trump 23.3%, Dr. Ben Carson 12.7% and Governor John Kasich 4.6%. Since I do not know the allocation formula I do not want to speculate or project my opinion on the allocation.

The State wide results of the preference poll will determine how the three standing delegates and the eleven at large delegates are allocated to the candidates.

The standing delegates are the State Party Chair, National Committeewoman and National Committeeman. These are NOT super delegates; the Republican Party does NOT have super delegates.

These allocations are for the first round of voting only. If there is no endorsement after the first vote, all delegates can change their vote or not as they please.

Local Municipality Minutes Swanville City February 2, 2016 Minutes of the Swanville City Council meeting was held in the Swanville Center on Tuesday, February 2, 2016. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Jay Bartkowicz, Jim Molitor, Norm Carlson, and Tony Maciej. Also present: Lonny Hutchins and reporter Sheila McCoy. Minutes of the Swanville City Council meeting held Tuesday, January 5, 2016 were reviewed. A motion was made by Jay Bartkowicz to approve the minutes as printed.

Norm Carlson seconded the motion. All members voted in favor, motion carried.

The treasures report was given. A motion was made by Jim Molitor and seconded by Jay Bartkowicz to approve the treasurer’s report. All members voted in favor, motion carried.

The city clerk reported to the council that Pat Zeis and Jenna Carlson are not interested at this time to purchase lots 28, 29 and 30

on Forest Hill Lane for $15,000.00.

City maintenance man Lonny, reported to the council that everything is running good at the water and sewer plant at this time. The ice skating rink is being used and a small warming house would be nice to have by the rink. This could be a possibility for next year. The Mayor reported to the council that there have been two meetings with the MN Department of Health about the wellhead protection plan. The completion of the plan should take about two years.

Red’s Irish Pub liquor licenses will be expiring in the middle of April, 2016. Jay Bartkowicz made a motion to renew the liquor licenses for Red’s Irish Pub for one year with the same fees as last year: Off Sale $100.00, On Sale $1750.00, and Sunday License $150.00, for a total of $2000.00. Tony Maciej seconded the motion. All members voted in favor, motion carried. The clerk will send out the necessary paper work with invoice to Red’s Irish Pub. Mayor Lange has received no-

tice from the Great River Library that there was an insurance survey conducted at the library. There are a couple of items which need to be changed. The Mayor will be working with the Swanville Librarian to get the items fixed.

The Local Board of Appeal & Equalization meeting will take place on Monday, April 11 at 1:00 p.m. in the Swanville Center. Mayor Peterson, Jim Molitor and Norm Carlson are planning on being present.

The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.

The next monthly meeting will be held Tuesday, March 8, 2016 at 7:00 p.m.

There being no further business, a motion was made by Mayor Lange and seconded by Jay Bartkowicz to adjourn. All members voted in favor, motion carried. Meeting adjourned 7:30 p.m.

My earliest memories of the slews and pot-holes have changed greatly over ¾ of a century. I don’t have the reasons, I’ll offer some observations.

We had a pond below the cow-yard. It was about 100 yards long, 50 yards wide and about 5 feet deep in the middle. I spent many hours around it as a young kid. Frogs, snakes, and turtles were abundant. It was my chance to learn the life cycle of a tadpole and mess with the newly hatched turtles. I bombed the muskrats with the wooden clubs I threw toward them. I don’t know if I ever hit any, but the big splash caused them to dive for safety. Mud balls also created a good scare for the pond population.

In the winter I would shovel an oval to have a space to skate. I had to adjust the oval to avoid the muskrat houses- there were usually three. In the fall there were flocks of ducks frequenting the slew, some were local wood-ducks, teal and mallards. Other ducks included a couple of large flocks of migrating ducks, many whose breed I did not know. Some of

these ducks became tasty suppers.

Today the pond is a grassy area, with a couple of very small puddles of water in it. No ducks, no turtles and no muskrats. Where did the water go?

The Swan River was easily traveled by canoe. When I was in school, a couple of the teachers hunted ducks from their canoe, traveling a great distance up and down the river. It offered an opportunity for the local boys to catch Sunfish, Shiners, Bullheads and Northern Pike.

In the spring the Northern Pike and Walleyes filled the water with spawning fish. A local unemployed bachelor walked to the river daily, weather permitting, to catch a couple of Sunfish for his evening meal. Today it would be very difficult to canoe the river, due to the low water and abundant dead-falls.

Where did the water go?

Those of us who are more mature can remember low areas which were slews when we were kids. Today those same slews are probably without water and quite often are now tilled right along with the rest of the field.

I’m not able to say that the temperature is getting warmer. I’m not able to say that we are now getting less rainfall or snow cover. There is more land that is being tilled, but I don’t know if that is a major contributing factor.

or light emitting diode technology. The conversion includes replacing the light fixtures and bulbs.

“Drivers will see whiter light, but the biggest impacts will be a large reduction in the energy bill and eliminating the cost of bulb replacement every four years,” said Michael Gerbensky, signal design and lighting management engineer for MnDOT’s Twin Cities’ Metro area. “This means having our maintenance personnel out on the roadway less often, which reduces traffic control costs and it means improved safety. That savings can go to preserving our roadways.”

MnDOT expects that average annual savings in energy costs will be up to $1.45 million with an additional $500,000 savings per year in maintenance and replacement costs for the light fixtures and bulbs.

The new lights are being installed mainly on bridges and roadways, but other areas, such as weigh stations, rest areas, tunnels and maintenance facilities, are also being considered.

About 10,000 lights are in Greater Minnesota with the rest in the Twin Cities Metro area. Installations in the Twin Cities will be completed by the end of this year. In Greater Minnesota the conversion will take longer because of the large geographical area, but the whole conversion is anticipated to be complete by 2020, said Sue Zarling, traffic electrical systems engineer.

MnDOT expects the LED lights will last about 100,000 hours, or an average of 18 years.
